NEW DELHI, JUN 7 (NPN): The three Manipur anti-migrant bills tabled by a Manipur delegation headed by chief minister Okram Ibobi Singh before Union home minister Rajnath Singh will be re-examined by legal and constitutional experts, as per a decision taken after a meeting on Tuesday. Rajnath Singh is understood to have conveyed to the delegates of all political parties from Manipur the reasons for rejecting the three bills passed by the Manipur assembly on August 31, 2015. The all party delegation led chief minister O. Ibobi met union Home Minister Rajnath Singh on Monday and apprised him on the matter. Make HPC report public: NPCC DIMAPUR, JUN 7 (NPN): Nagaland Pradesh Congress Committee (NPCC) has demanded that the state government make public the report submitted by the High Powered Committee (HPC) on illegal and multiple taxation. In a press note, NPCC president K. Therie said despite reasonable time for the state government to act since HPC on illegal and multiple taxation submitted its report on June 10, 2015, it has kept the report and its recommendations in cold storage. NPCC said it has therefore placed a demand with the governor of Nagaland that the government must act on the recommendations of the report.
DRDAs pen-down strike from today
DIMAPUR, JUN 7 (NPN): Officers and staff of all the 11 district rural development agencies (DRDAs) have decided to begin pen-down strike with effect from June 8. A joint press release issued by project directors of 11 DRDAs stated that the protest was against non-release of 12-month salary to the employees of district rural development agencies.

IANS adds: President Pranab Mukherjee withheld his assent on May 11 -- nearly a month ago -- to three antimigrant bills passed by the Manipur Assembly which are aimed at regulating the entry and stay of migrants in the state. An official document, a copy of which is with IANS, says that the President has remarked: “I withhold assent from the bills.” No reason was furnished for the decision. This implies that the chief minister of Manipur and other political leaders were keeping this information as a closely guarded secret from the people who were in blissful ignorance as they took out demonstrations in the streets to demand implementation of the Inner Line Permit (ILP) in Manipur, to
protect the indigenous people of the state. Manipur Legislative Assembly Speaker, Thokchom Lokeswor sent the bills to Governor Sayeed Ahmed on August 31, 2015, the day they were passed in the Assembly. The contentious bills are the Manipur Land Reforms and Land Revenue (7th Amendment) Bill, 2015, the Manipur Shops and Establishment (2nd Amendment) Bill, 2015 and the Manipur Protection of Peoples Bill, 2015. In view of the opposition from the tribal groups in the state, the governor did not give his assent to the bills but sent them to the President on September 16, 2015 with the remark: “I reserve the bills for consideration of the President.” While the bills were pending in the office of the President there were various forms of agitation in Manipur. At least 10 persons-- one supporting the bills and nine opposing the legislations -- were killed and a few hundred others were injured in police crackdowns. Normal life has been thrown out of gear as a result of the continuous agitations. The nine dead bodies of the tribals have been lying in the morgue in Churachandpur district all these months. BJP state leaders called on Union Home Minister Rajnath Singh and Minister of State for Home Kiren Rijiju on the issue.
NH urges GoI to revoke AFSPA
DIMAPUR, JUN 7 (NPN): Naga Hoho (NH) has appealed the Government of India to revoke the controversial Armed Forces Special Powers Act (AFSPA) from Naga areas at the earliest. NH media cell felt that at this juncture, when political negotiations and peace process between Government of India and Naga people with the signing of the Framework Agreement was in progress, to extend the Act, would only hamper the peaceful atmosphere in the Naga areas. Hoho also criticized the successive governments irrespective of political parties in Delhi for remaining a mute spectator on the enactment of the draconian act, despite repeated appeals by Naga civil societies and human rights activists. NH expressed surprise on the RSS for openly declaring their support for extension of AFSPA in Northeast and Jammu & Kashmir. The Hoho also asserted that there was no space for such draconian laws in any civilized society, and by supporting the Act, the RSS has revealed its “hatredness” towards the genuine cause of the Naga people. Therefore, NH reminded RSS that, the Nagas struggle for self determination cannot be equated with “terrorism” or “secessionism” since government of India has recognized the uniqueness of Naga political history. State govt bans contractual appointments Says, any contract appointments henceforth shall be null and void DIMAPUR, JUN 7 (NPN): Faced by recent allegations of backdoor and unauthorized appointments in various departments, the state government (Personnel & Administrative Reforms department) in an office memorandum (OM) dated June 6, 2016 has said that all ad-hoc/casual/ temporary/work-charged appointments have been banned. The office memorandum, issued by P&AR secretary, Angau I. thou said that over the years, the pre-conditions for making appointments on contract basis were
not adhered to in most cases, resulting in irregularities in such appointments and their extensions. As a consequence of irregular contract appointments, the government’s policy for reservation posts for backward tribe was not being implemented properly, the OM stated. On the other hand, the OM stated that such appointments, being discretionary in nature, violate the principle of equality of opportunity. In this regard, the government has informed that “any appointments made on the contract
basis, henceforth, shall be null and void”. In view of the position brought about and in modification of the February 26, 2001 P&AR department’s OM, it was decided that contract appointments would be banned. Further, the OM stated that “a post coming under the purview of the NPSC can be filled up only by appointing a candidate recommended by the NPSC on the basis of open recruitment and it cannot be filled up, even temporarily, in any other manner”. The OM further warned that the AHoDs and HoDs of the departments would be held responsible if the laid down norms are violated and face disciplinary action.
Directives for recruitment of grade-III & IV N

It has been notified that all direct recruitment vacancies occurring in Grade-IV posts in the district offices would be filled up by the indigenous inhabitants of the respective district. All direct recruitment vacancies occurring in Grade-III posts under the establishment of DCs in district administration would be filled up by the indigenous inhabitants of the respective district. However, it stated that vacancies in Grade-III posts in other district offices, other than the district administration, would continue to be filled up by the respective heads of departments by following the normal recruitment policy of the state government. The government has directed that the Indigenous Inhabitant Certificate may be verified with the help of the latest census records to rule
out possibility of multiple Indigenous Inhabitant Certificates in the name of the same person. Further, all vacancies in the above posts occurring in the districts, excepting Grade-III posts to be filled up by HoDs, would be filled up through open advertisement and a district selection committee (DSC) would be constituted by respective DCs. DSC headed by DC would include two district level heads of office, an administrative officer, and principal or senior lecturer of local college to be nominated by DC. The committee would follow reservation policy for persons with disabilities in respect of Grade-III & IV posts, and the reservation policy for backward tribes in respect of Grade-III posts, except in the case of Dobashi posts. However, all appointment orders in respect of Grade-IV posts, excepting those under the district administration, would be issued by respective HoDs on the recommendation of DSC.

Addressing the media jointly with Modi after over hour-long talks at the White House, Obama said it was natural for India and the US, two biggest democracies, to
“deepen and broaden” partnership. Modi said the two leaders discussed a wide range of issues, particularly ways to take the bilateral economic ties to new heights. The other issues discussed by them included terrorism, clean energy, climate change, regional security and cyber security. During his remarks to the media, Obama said they discussed progress made in the Civil Nuclear agreement. “I indicated support to India being a part of NSG,” the US President said amidst opposition by China to such a move. Obama underlined that India needs technology which is critical for its progress and prosperity. Modi later said, “I am thankful for the help and support that my friend President Obama has extended with regard to membership in MTCR and NSG.” Obama said nonproliferation of nuclear material and technology was also discussed. “I also mentioned the Prime Minister’s very effective participation in the Nuclear Security Summit,”
he said. Traditional security challenges as well as new challenges, like cyber security, were discussed during the talks, the US President said. While informing that they also discussed “important regional issues”, he said the US and India have “shared vision of peace and development” and that “complex issues” should be resolved diplomatically. Modi said India and the US, the two biggest democracies, have worked shoulder-to-shoulder in meeting the challenges that face, not only the two countries, but the entire world. “Over the last two years, India and the US have been cooperating on global issues like climate change, nuclear security, terrorism...I feel proud, not just as friends but as two countries, on this and we will continue to work shoulderto-shoulder,” he said. “The more we work together in new areas, the better it is for the benefit of the world as well as our two countries, which our dream,” the Prime Minister said.

DIMAPUR, JUN 7 (NPN): NSCN (I-M) on Tuesday called upon all Naga people to be prepared for the final solution, stating that a strong foundation has been laid with the signing of the Framework Agreement between the Government of India (GoI) and NSCN (I-M), said MIP Kilonser V. Horam Addressing the 15th Foundation Day of ‘Operation Salvage’, a rehabilitation centre, at Heningkunglwa, Peren as the chief guest, Horam was optimistic by saying that the “best solution for the Nagas was coming and that every citizen should be prepared and think what they can do for the nation”. “The framework agreement is based on the uniqueness of Naga history, which means Nagas are a free people and they have never been a part of Union of India”, stated Horam. He reminded that both-GoI and NSCN (I-M), had acknowledged that sovereignty of Nagas lie with the Naga people

and sovereignty of India lies with the Indian people. While informing that both government of India and NSCN (I-M) had agreed on “shared sovereignty” on the basis of mutual co-existence between the two entities, Horam, on the issue of defense, said there was a proposal to have a “joint defense” mechanism. “Nagas will have its own internal defense, while India will aid the Nagas whenever there is an external aggression”, Horam added. Exhorting on the present day scenario, he said technology and connectivity had exposed young people to culture,
traditions and habits both good and bad. However, men, being adventurous by nature, want to try new things without thinking of the consequences and thereby fall into bad habits, he said. Encouraging the members of the centre, Horam said everyone was sent to the world with a mission, but some get lost along the way. “If we can’t back track our way, we will be lost forever”, he added. While assuring the clients and guardians that all basic needs would be provided by the government, Horam at the same time opined that only those clients who were totally
transformed should walk out of the gate. At the programme Horam also handed over a multipurpose Xenon pick-up truck to the centre on behalf of the government. He also informed that the board of directors would be set up soon for the better management of the centre and assured the construction of a multi-purpose building. At present, there are 50 clients at the centre including one each from Arunachal Pradesh and Rajasthan. The youngest at the centre is 15 years while the oldest inmate is 53 years. DIMAPUR: In line with the assurance given by the union minister for Tribal Affairs, Jual Oram, Mokokchung District Planning and Development Board (DPDB) has forwarded a proposal to the state government urging it to pursue with the ministry of Tribal Affairs, (GoI) for setting up of a coaching institute at Mokokchung. The proposal was sent with a unanimous decision taken at the monthly meeting of the DPDB held in the conference hall of ADC (Planning). According to DIPR re-
port, parliamentary secretary, Commerce & Industries, Amenba Yaden, who is also the chairman of the Mokokchung DPDB chaired the programme. It may be recalled that the union minister for Tribal Affairs has given assurance for the coaching institute at Mokokchung town under the skill development scheme while addressing the Moatsu festival at Kangtsung village under Mokokchung district on May 5. The meeting also discussed the problems faced
by employees under Changtongya circle as the treasury office at Changtongya is nonbanking treasury. TVC dismisses MVC’s claim
DIMAPUR: Thilixu Village Council (TVC) has refuted the claim made by Mishikito Village Council (MVC) on May 16 incident, was false and misleading the facts. TVC chairman, Nikhevi Yeptho and secretary, Atoka Achumi claimed that the MVC was an “unauthorized” body and there was no village or colony by the name of Mishikito within and adjoining the recognized Thilixu village. Rather, TVC said the claimed made by “self styled” Mishikito that land in Thilixu village block-III was under their jurisdiction was without “locus standi”. TVC also alleged that the representation submitted to DC Dimapur on June 2, 2016 by a group of “self interested people” residing at Thilixu village block III was void and illegal since it was carried out under the banner of “unauthorized village council” and signed by “self styled” village council chairman. Therefore, TVC asserted that state government should view the matter seriously. Further, TVC demanded that the state government immediately reject the representation that was submitted by “unauthorized entity”.

In lieu of the photograph of the prime minister, the photograph of the depart-
mental (Cabinet) minister/ minister in-charge of the concerned ministry may be published, if so desired. In the states, similarly, photograph of the departmental (Cabinet) minister/ minister in-charge in lieu of the photograph of the chief minister may be published, if so desired. All other observations/
directions in the aforesaid judgment dated May 13,2015 shall continue to remain in force subject to the above modification. In this regard, all concerned have been directed to adhere / comply to the guidelines with immediate effect. The notification was issued in supersession DIPR’s August 27, 2015 notification.

Cong faces fresh crisis: 6 Cong MLAs in Tripura quit

(PTI) AGARTALA, JUN 7 (PTI): Congress Tuesday faced another crisis in the north east with six dissident MLAs in Tripura quitting the party and joining the Trinamool Congress, which will now become the main opposition party in the Left-ruled state. Tripura is the fourth north eastern state after Arunachal Pradesh, Assam and Meghalaya where Congress has been hit by dissidence. The six rebel Congress MLAs led by former Leader of the Opposition Sudip Roy Burman, submitted a letter to Tripura Assembly Speaker Ramendra Debnath saying they are quitting the party and joining the Trinamool Congress. Of the six dissident
MLAs, Bur man, Biswabandhu Sen, Diba Chandra Hrankhawl and Asish Saha were present when the letter signed by the MLAs was handed over to the Speaker. Two other MLAs -- Dilip Sarkar and Pranajit Sinha Roy -- were not present on the ground that they were unwell but spoke to the Speaker over phone, official sources said. Confirming that he has received the letter, Tripura Assembly Speaker Ramendra Chandra Debnath said, “It was signed by six Congress MLAs informing me that they have joined the Trinamool Congress.” The Speaker that he would review their plea. Burman has been elected leader of the TMC legislature group in Tripura and
is expected to stake claim to the post of the Leader of the Opposition. This brings the Congress’ tally in the 60-member Tripura assembly to three from 10. Dhar said that Sarkar is a former member of CPI(M) who had won Assembly elections five times on CPI(M)
ticket and was Speaker of the Assembly for nine years. He would be taken back in CPI(M), he said. The Congress rebels said they have resigned over the party’s decision to partner with the Left in the West Bengal elections, that saw Chief Minister Mamata Banerjee’s Trinamool Conference defeat the alliance with a big decisive win. A combative Burman, who was the Congress’ chief ministerial candidate in the last elections, said, “Our objective in joining the Trinamool is to defeat this corrupt, anti-people government of the Left.” Burman had earlier resigned from the post of the Leader of the Opposition in protest against the Congress-Left tie-up before the West Bengal Assembly elections. Still reeling from the loss of Assam, a state it had ruled for 15 years under the stewardship of Tarun Gogoi, to the BJP last month, Congress faced rebellion in its ranks in Meghalaya, where it rules with a razor thin majority and the help of allies. In Arunachal, Kalikho Pul became the Chief Minister with the support of BJP in February this year after quitting the Congress along with 19 rebel party MLAs in the 60-member house. BJP with 11 MLAs and two independents backeed him. Pradyot Deb Barma, former Tripura Congress chief termed the resignations as “politics of opportunism,” and is confident that the Trinamool will not benefit from his party’s loss.

Imphal civic poll: Cong to retain power Correspondent IMPHAL, Jun 7: The ruling Congress retained 12 seats while the opposition BJP captured 10 seats in the recentlyconcluded Imphal Municipality Corporation (IMC), the results of which were announced on Tuesday. With the remaining five seats went to Independent candidates, no other political parties secured a single seat in the elections. Even though they failed to the required number to retain power of the civic body, Congress is in a position to capture the power again as four out of the five elected independent candidates have extended their supports to the ruling party. The party has organised a felicitation function for the four independents at its office in Imphal this late evening wherein they would be de-
clared joining the party (Congress), a party source said. Though the party failed to secure enough seats to form the next corporation, BJP registered yet another mark improvement in party position in the state. In the previous election to this corporation, the BJP secured only one seat. However, the saffron party this time managed to get more seats from the Congress stronghold areas. IMC covers seven Assembly segments of Imphal and a total 1.75 lakh electorate with a large number of government employees as voters. The polling was held on June 2, recording an 82.1 percent turn-out voters. The result comes as a relief to the ruling Congress and chief minister O Ibobi Singh who is facing challenges like ILPS agitation and allegations of corruption.

Chief Minister Sonowal said Assam was keen to work with Laos in the fields of trade and commerce, cultural exchange, sports and strengthening road connectivity through Myanmar, said a government release here. Asked about the sectors Laos could tie up with Assam, the Ambassador said Assam could tie up with Laos in the fields of agriculture, irrigation, organic farming and hydro-electricity and there
was huge potential for investments in these sectors, the release said. Terming the 59-years long diplomatic relationship between Laos and India as cordial, Sakonhninhorm said there was enormous potential for investments in various sectors as both countries were ASEAN members. government on Tuesday sanctioned a fund of Rs 40 crore from its Contingency Fund for effectively enforcing complete prohibition in Bihar. “The Cabinet today sanctioned Rs 40 crore from Bihar Contingency Fund for purchasing various equipment and instruments to effectively enforce complete prohibition in the state,” Cabinet Secretariat Department’s Principal Secretary Brajesh Mehrotra told reporters here. Registration, Excise and Prohibition Department would purchase 1,000 breath analysers, 1,000 CCTV cameras, 2,000 movable trolleys besides installing 600 checkposts, 700 barriers and 200 dropgates for effectively implementing the complete prohibition which came into enforce on April 5, Mehrotra said. Earlier, the government had banned manufacture,
and consumption of countrymade and spiced liquor from April 1. The Cabinet also sanctioned Rs 112.85 crore for the construction of buildings for ‘Skill Development Training Centres’ in all the 534 blocks of the state, Mehrotra said. As per the state government’s ‘saat nischay’ (Seven Resolves) programme, youths have to be trained for enhancing their ‘communication skill’ besides imparting training to provide ‘basic knowledge of computer’ to them. ‘ S k i l l D eve l o p m e n t Training Centre’ has to be set up in every block for imparting training to youths, he said. The Cabinet also sanctioned Rs 234.52 crore for allotment of 125 acres of land identified at Mega Industrial Park for development of new campus for NIT, Patna, Mehrotra said.

60-yr old woman’s body found in manhole KOLKATA, JUN 6 (PTI): Body of a 60-year-old woman was Tuesday recovered halfstuck inside a manhole of a building in Chakraberia area in the southern part of the city, police said. Sunanda Gangopadhyay’s body was found half-stuck upside down inside a manhole of the building on Bakul Bagan Road in the Bhowanipore Police Station limits, Joint Commissioner of Kolkata Police of the Special Task Force (STF) Vishal Garg, who visited the murder site said. There was no injury mark on the woman’s body but the way the body was lying upside down in the drain was “quite unnatural”, Garg added.
“About one feet of Sunanda’s legs were outside the sewerage tank with her tongue coming out of her mouth but there was no sign of any injury on her body nor there was any sign of any strangulation. We are still unsure and are waiting for the post-mortem report for a confirmation on that,” Garg said. Also nothing was “missing from Sunanda’s room and that created more confusion about the woman’s death, he added. On whether the woman could have slipped into the open-manhole, Garg said, “We are not ruling out anything... There can be a possibility of that also. The sewerage tank is around 4 to 4.5 feet deep and
the cover of the manhole was kept aside,” Garg said. Sunanda, who was running an NGO and used to provide private tuition to local boys and girls, was staying alone in the house for the last 50 years, Garg said. Locals alleged that Sunanda, separated from her husband Buddhadeb for a few years, was murdered by some promoters of the area who were eyeing the old building for long time.

In a hard-hitting response after the home ministry sought information about officials and consultants with the Delhi government, the Aam Aadmi Party (AAP) leader hoped similar facts were also being sought from other states. “You have sought to know the number of IAS posts now held by other officers. As per my knowledge, there won’t be more than two or three such officers. “I am confident that the central government would have also asked for this information from N. Chandrababu Naidu, Vasundhara Raje, Devendra Fadnavis and Shivraj Singh Chouhan as well,” Kejriwal wrote in a letter. Listing the achievements, Goyal said the country has registered a GDP growth of 7.9 per cent in the year 2015-16, claiming it to be the maximum by any of the big countries in the world, thus proving the strength of the economic policies of the government. “India has made notable progress in power and coal production sectors and efforts are underway to ensure low power tariffs and regular power supply to the people,” Goyal said. He lauded the Jan Dhan Yojana started by Prime Minister Narendra Modi and said that it has enabled lakhs of people of the country to have bank accounts. Kidney racket: Kingpin arrested; 10 docs to be quizzed NEW DELHI, JUN 7 (PTI): Four days after the busting of the kidney racket in Apollo Hospital here, T Rajkumar Rao, the kingpin, and three others were today arrested, even as police said 10 doctors are likely to be questioned in connection with the case. Rao, aged around 40 years, who is believed to be associated with similar rackets in Nepal, Sri Lanka and Indonesia, was arrested in West Bengal today. He will be produced before a court there and brought to Delhi on transit remand, a senior police official said. Rao, who was under police scanner for operating similar rackets in Jalandhar, Coimbatore and Hyderabad, was identified with the interrogation of the middlemen in the racket and teams were rushed to several states to track him down. The official said all ten doctors in Apollo Hospital’s internal assessment committee for transplant surgeries will be quizzed. The committee comprises senior doctors working at the hospital, independent doctors and a government doctor. Earlier in the day, police arrested a married couple and a woman, all identified as kidney donors associated with the racket.

The three were identified as Umesh and Nilu, who are husband and wife residing in Kanpur, and Mamta alias Maumita, wife of one of the five accused arrested last week. During interrogation, Umesh and Nilu told police that they had sold their kidneys for Rs 4 lakh and Rs 3 lakh respectively as they were in urgent need of money for their minor son’s leg surgery. They also told police that when they came to know about the actual price in which their kidneys were sold, they felt deceived, an official privy to the investigation said. The third accused, Mamta, is the one who actually led police to the kidney racket. On the day it was busted, Mamta was spotted indulging in a heated exchange with her husband, Devashish Moulik, and when the police intervened, on receiving a call regarding the matter, they were stunned by what they heard. Mamta accused Devashish of cheating her with the amount he received after her kidney was sold. During investigation, it came to light that Devashish had offered his own kidney first but on being declared unfit he convinced his wife to do so, the official said.

(PTI) NEW DELHI, JUN 7 (IANS): The CBI on Tuesday questioned Uttarakhand Chief Minister Harish Rawat for the second time over a “sting” video that purportedly shows him offering bribe to buy legislative support in the state assembly. Rawat reached the Central Bureau of Investigation headquarters here after 11 a.m. The questioning began a little later and continued for around two-and-half hours, a CBI official told IANS. “ H a r i s h R awa t wa s quizzed for around two and a half hours at the CBI headquarters. He will be called again for questioning, if necessary,” the official said. Sources in
the agency claimed that after Rawat failed to furnish full and complete details on many issues in the second round of questioning, he is to be called again. However, they declined to elaborate on the specific points on which he did not furnish details. Rawat has maintained that he “fully cooperated” with the CBI. Rawat had been questioned in the same case for around five hours on May 24. The sting video purportedly shows Rawat offering money to rebel Congress legislators to win their support ahead of a March 28 floor test in the 70-member Uttarakhand house.

Vani Tripathi, a member of the Censor Board, said Kashyap can approach the Film Appellate Tribunal to redress his grievances over any censorship issue. But Kashyap said nothing can be done till a formal communication is received from the Censor Board on any changes that needed to be incorporated.
SC reserves verdict on appeals in DA case against Jayalalithaa NEW DELHI, JUN 7 (PTI): Supreme Court Tuesday reserved its verdict on a batch of appeals filed by Karnataka government and others against the High Court order acquitting Tamil Nadu Chief Minister J Jayalalithaa and others in a disproportionate assets case. A vacation bench comprising justices P C Ghose and Amitava Roy, which has been hearing the appeals of the state government and DMK leader K Anbazhagan against the acquittal, concluded hearing arguments. Senior advocate Siddharth Luthra, appearing for Karnataka government, dealt with the alleged roles of six firms and the evidence regarding assets and funds held by each of them. The firms, which found mention in the trial court records, are Lex Property Development, Meadow Agro Farms Ltd, Riverway Agro Products Pvt Ltd, Ramraj Agro Mills Ltd, Signora Business Enterprises Pvt Ltd and Indo Doha Chemicals and Pharmaceuticals Pvt Ltd. “The issue of the matter is that these companies
were purchased (takeover of shareholding) by introduction of the accused persons (other than A-1 Jayalalithaa) as directors and removal of existing directors. The control of these companies were taken by the accused persons, after which bank accounts were opened and as large amount of cash was deposited into these accounts,” the written note submitted by Luthra said. The note also gave a chart showing cash flow and purchase of property. Dealing with the role of the firms, Luthra claimed that “in essence these companies were used as receptacles of ill- gotten cash for which no explanation was given during investigation nor during the trial. Such cash becomes the basis for large scale properties being purchased where all negotiations were done at the house of A1 (irrespective of where the property situated in Tamil Nadu).” The senior lawyer also submitted an amended chart to give details of transaction of funds including the details of cash deposits. Purposeful planning
O
n December 3,2014 Nagaland Post organised a three-hour long interactive Conclave in Dimapur, on its 24th anniversary with the objective of exploring wider inputs towards a more people-oriented and participatory planning especially for states like Nagaland. The idea behind the conclave was to learn about grass root planning in other states through interactive sessions with experts from those states and then draw comparisons. The conclave had the highly reputed Bhutan Royal government official and inspirer of GNH Dasho Karma Ura, give an inspiring power point presentation. At the conclave, those present were enlightened on how the Bhutan experience created a bridge between common people and planning experts to share their ideas and which led to a synthesis of ideas. The idea was to bring people from diverse walks of life such as- educationists, economists, social activists, environmentalists, religious leaders etc to a common platform to encourage suggestions that came from their respective rich experiences. The second Conclave of Nagaland Post was held on its 25th anniversary on December 3,2015. In the second conclave, eminent media and NGOs involved in development shared their experiences and offered suggestions. Nagaland Post holds the view that planning has so far been governmentcentric or totally dominated by bureaucratic thinking; whereas planning should be open to people and then formulation be outsources to professional experts from private firms. The initiative may be understood as preparation for a realistic blueprint for socio-economic development and planning. The challenge has to be met through an evolution of political concepts with economic vision in order to build a foundation that includes- easily available power, empowering the youth, excellent communication networks, involvement of educationists, environmentalists, professionals, traditional and religious leaders and also to underline the need to curb lawlessness with a firm hand. When potential investors from outside are less keen to do business in the state, the causes and factors must be understood and remedial steps taken to assure investors. The problem in states like Nagaland is that the government is saddled with several thousand of government servants and a few thousand officers in as many departments who eat up precious financial resources. This clearly shows that the state machinery has overgrown to gigantic, inefficient and wasteful proportion. Thousands of government servants in all departments hardly attend office or do any useful work. Offices seem to work on some strange formula where either one of those in the long chain have to be absent. This means that office work that should have taken at the most one week, is stretched to months. A publicfriendly government means more than mere PR. It is about timely delivery which would not only make the fat-salaried and under worked employees on their toes but also earn the admiration of the public. If any government wants to promote progress, it must first start by toning up the system so that it provides efficient service to the people. Providing efficient service, today assumes importance in the global context as it is an indication of the ability of the system to promote true progress when so much has been made available within the frame of the system. Unless some drastic changes are imposed, any plan for progress will only regress and perhaps that is what has been the manifestation.

If the central point, or the most powerful influence, of my life is the atonement of the Lord, then every aspect of my life will bear fruit for Him. However, I must take the time to realize what this central point of power is. Am I willing to give one minute out of every hour to concentrate on it? “If you abide in Me…”— that is, if you continue to act, and think, and work from that central point— “you will ask what you desire, and it shall be done for you” (John 15:7). Am I abiding? Am I taking the time to abide? What is the greatest source of power in my life? Is it my work, service, and sacrifice for others, or is it my striving to work for God? It should be none of these— what ought to exert the greatest power in my life is the atonement of the Lord. It is not on what we spend the greatest amount of time that molds us the most, but whatever exerts the most power over us. We must make a determination to limit and concentrate our desires and interests on the atonement by the Cross of Christ. “Whatever you ask in My name, that I will do….” The disciple who abides in Jesus is the will of God, and what appears to be his free choices are actually God’s foreordained decrees. Is this mysterious? Does it appear to contradict sound logic or seem totally absurd? Yes, but what a glorious truth it is to a saint of God.

ony Joseph, the former editor of the Business World who is not a “believer-Christian” justified through his undeniable data and evidences that the growth claim of the Indian Christian populace is a mirage in India in an article from the Out Look magazine, 13 April, 2015. His argument was based on solid observations and various analytical comparisons. For whom is his significant finding an alarm? Is it for the churches and mission agencies?Yes! Indeed! But it is also equally a timely wakeup call for the training institutions. “Theological education in India is a big enterprise with the mushrooming of Bible colleges,” says Dr. J.B. Jeyaraj, a former faculty of SAIACS. Few others comments that are noteworthy are: “Seminaries have become prodigal children doing their own thing. They are often out of touch with the needs of the church in society at large,” saidDr.Saphir P. Athyal, former principal of UBS; “Mission has not been integrated sufficiently in theological education,” says Dr. H. Hrangkhuma, a historian, missiologist, and the former principal of SAIACS. Dr.Pachuau expresses his concern that the multidimensionality of mission in India has been causing confusions in theological academia and prevents adequate place for mission discipline. Edinburgh 2010 ‐an International study group on Theological Education World Study Report2009 observes that, “Western theological formation was shaped historically in a situation when Christendom in Europe did not feel or realized the need for Christian mission because its selfknowledge was limited only to itself and was very insular and isolated from other parts of the world. Such a condition resulted in an ecclesiology which did not know much about missiology, and a theological education program, which did not have a missiological perspective.” Theological education in India has been a duplicated version of the West’s concept largely at many institutions. This sickening reality needs to be treated intensively. Duplicated irrelevant curriculum, non-pursuance in building scholarship excellence, absence of innovative training programs and methods, and institutionalism are some of the key causes for the lethargic state of many institutions. Some institutions seek to be under-covered protectively

missional training institutions, which are functional but unproductive or under-productive or purposeless or un-philosophized or institutionalized or commercialized, or all of them. Remember students trust institutions and set-apart 2 to 5 years of their life span to be under the care of the trainers. Input of the institutions determines what students will be for the rest of their life time. Training institutions in Nagaland - get up and get ready to prepare yourself for better accomplishments in the future. 1. Make sure the faculty are updated with the emerging theological / missiological issues, challenges, and developments. Do not qualify a faculty just for the degrees he/she holds. 2. Consistently pursue academic relevance and excellence. 3. Do not lean on the merits of the accrediting agencies; stand on your own merits. 4. Revise the curriculum once in every five years as contextual challenges change rapidly. 5. Develop new courses and programs with missiological perspectives. 6. Give eminence to build character and capacity of each student. 7. Carefully recruit students, who are “trainable.” 8. Use effective and outstanding ‘practitioners’ (though not theologically trained) as many as possible in your classrooms 9. Discard irrelevant and unworkable theological, missiological, and missional perspectives imported or duplicated from the West. 10. Run your institution for the purpose of Kingdom affairs not for individuals’ satisfaction. As I conclude I would like to quote what Dr. P. Dozo, former general secretary of NBCC, who is presently involved in training manpower for cross-cultural missions said, “Our theological training must not be traditional anymore. Strategically we must prepare men and women to competently reach the coming generation. Our preparation must be generation oriented against historical and dogmatic fashion.” Amen and Amen. Rev. I
t’s been four days in Mokokchung since I arrived here from Delhi to visit my in laws, specially my wife’s elder sister who is stricken with cancer for the past 7 months or so. How time flies! Seems like only a few weeks back that we heard the news, and here she has been bedridden for more than half a year, while those who are hale and hearty carry on our normal activities, busy and caught up in our day to day grind. The first thing I, rather, we (me and my wife) noticed was the silence in Mokokchung. Even my wife who grew up here and have just begun to live for a year in Delhi could notice this silence. Even thought the lights were shining in the houses, it was like suddenly all the connections of anything that remotely made a bit of a sound had been yanked out from their power source with just their illumination on. It was so silent that you could hear your own thoughts. How different it was from the hustle and bustle of city life in Delhi, where silence is a luxury few can afford. What with the constant noise from fans, coolers, vehicles, children playing outside and the occasional but regular shrill shouts of the radhi wallas. Here in Mokokchung even the dogs don’t bark (the reason may somewhat be untrue but universally it is often said that Nagas relish dog meat) so even while I was in one Angami Naga area a few years back, my field guide had told me that the dogs in his village dare not bark for fear of inviting the wrath of anyone who may just chase them and make a delicious broth out of them! I always thought that the Nagas like the Hmars (who also RELISH dog meat) would be loud in their manner of speech, but that was far from the truth. Or I thought to myself, maybe only the Aos are soft spoken in nature because as I recollect from my PG days in NEHU, some of my childhood school friends who are Nagas were as boisterous like us, if not more loud, particularly a friend’s brother from Tuensang (Tuensang village lights can be seen from the rooftop as I pen these thoughts at nights and how serene and silent it looks), who was hugely built and talked hugely loud and fast, so much that a poor paanwallah in Laitumkhrah, Shillong always had to ask
him again exactly how many paan he wanted when he would say with clenched jaws “Ae thu paan” for one paan and “Thuoms oup” for the common refreshingly chilled Thumbs Up. Today though, I think the young generation prefer Coca Cola/Coke or Pepsi. I can’t imagine how he would pronounce those! Kuoku Kula/Kook or Pipsee maybe. Here in Mokokchung, I think people really talk low, slightly a decibel higher than a whisper. Whispering was an art I had forgotten as one grew up, but here it was very much alive and about. Of course, the fact is that one could hardly talk loudly when frequently visiting the hospital which has a SILENCE ZONE sign. Etiquette is to maintain a low tone as low as possible especially in and around hospitals. At first my thought was how strange one easily adapts to the place where he or she stays for a short time and how we get used to the noise of life in cities and the fact that our body adapts to what we once thought as noise is peace now and what was once peace is silence now. What I did not know was that I was going through a transformation to be my old self again. The one who loved solitude and silence, where thoughts gush out in torrents and streams and in this process as rain water wash away grime and dirt, so I felt my noisy inward was being washed clean and renewed. I am sure that for someone who has lived all their lives in big cities, they will find this silence unsettling, eerie even. But as the days passed by, the silence began to unravel its mysteries which were just too many. From the second day onwards, I started remembering afresh what I had been missing during all my stay in the city. This silence was good for my spirit! It began to enter every pore in my body and even to all the noise infested cells in my brain and slowly but surely I felt the soothing effect of silence working its magic throughout me, and, I could finally pray, as prayers are meant to be prayed. Not just a routine conversation and plea to God day in day out of which I had succumbed to. I need more of this silence. Dedicated to my sister-in-law, Amenla who has gone ahead to be with the Lord. Myanmar in transition and India
t is two months since the government controlled by Aung San Suu Kyi took charge in Myanmar. The elections that brought her to power were free despite western fears that the military regime would not allow freedom. The question being asked today is “to what extent will Myanmar change?” Amid what look like earth shattering events is there continuity with change? The military regime has ensured it by allocating to itself through the Constitution 25 percent of the seats in both the houses of Parliament and in the State legislatures. An amendment to the Constitution requires 75 percent plus one vote. Thus, no amendment is possible without the support of this bloc of unelected members. Secondly, the Ministers for Home, Border Areas and Defence are appointed by the Senior Military General and report to him, not to the president. Thus in practice there are two centres of power, the civilian president and the military general. That limits the power of the civilian administration. Despite this apparent continuity one sees many positive signs of freedom. Though the military regime imposed

by the credibility of accrediting agencies; some others focus on numbers of graduating students. Five prevailing common detriments in the missional academia are, (1) “examination focused” training programs that produce men and women for mere professional employments in the churches and agencies, (2) absence of Christ-modelling faculty who fail to impact “character” on their students, (3) irrelevant curriculum which equip inadequate manpower for the contemporary issues and challenges, (4) imparting information at the cost of ignoring skills and strategies, and (5) reluctance toward structuring innovative new programs and courses. Effective and productive training program do not require a palatial campus or foreign trained faculty or even under-covering of an accrediting agency, though they are appreciable. India needs institutions with, (1) a commitment to the specific and unique call given to them, (2) single focus to make the Church grow amidst her contextual challenges, (3) an unwavering determination to produce dependable men and women with character, integrity, innovation, skills, and commitment, (4) consensus among the governing board, faculty, and staff in their philosophy of training, and (5) functional values based on the scriptures and missional needs around them. I have been in mission-touch with Northeast India, in particular with Nagaland ever since 1994. When I visited for the first time, God inspired me to designate Nagaland as “the Jerusalem of (for) India.” Even today I admire the Nagas’ faithfulness toward their respective churches, belief in prayers, generosity to missions, and above all giving their sons and daughters for Indian missions and ministries. Mushrooming Bible colleges at Nagaland, deployed Naga young missionaries in other states of Northeast India, and clusters of Naga students in every Bible school and seminary in other parts of the country are unchallengeable evidences for their Christian commitment. My optimism is that Naga missional academia could do much more than what they are doing at present in equipping manpower for missions in India. Observations presented in this article are, first of all, to be considered as a wake-up call for the

The Myanmar regime did it by nationalising all schools in 1965 with no compensation. It changed the curriculum to suit the needs of “one race, one language, one religion” imposed on everyone. The District of Kiphire was created in the year 2004. As per request from the Govt, of Nagaland, Navodaya Vidyalaya Samiti sanctioned JNV, Kphire in 2006 with an Official Memorandum Of Understanding (OMOU) that the State Govt. would provide permanent land free of cost to the Navodaya Vidyalaya Samiti as well as the temporary buildings to start the Vidyalaya. Accordingly, the Nagaland Govt. through the Kiphire District Administration provided the building of Industries and Commerce department at Jail Ward, Kiphire Town. The JNV started its functioning in the buildings provided by the State Govt. in 2006. The objective of opening of JNV Kiphire is: (i) To provide good quality modern education including

Despite this apparent setback one hopes that there will be more freedom in education. Religious freedom is one more area of concern. Most minorities feel more secure under the new government, with the exception of Muslims. They were hounded by the fundamentalist groups under the old regime. The State disallowed the name of “Rohingya” that they use for themselves. The usual accusations of them being illegal Bangladeshi migrants and terrorists were hurled at them. After anti-Muslim riots a large number of them are living in refugee camps, behind barbed wires in inhuman conditions, without basic rights. Aung San Suu Kyi did not choose a single Muslim candidate for her party for fear that the fundamentalist groups would use them against her. One expected change in this attitude after the elections. But the Minister for Religious Affairs has made statements that are not far from what the fundamentalist groups said in the past. However, recently the
government has appointed a committee to dialogue with the Muslims in the camps and one hopes that it will pave the way for towards religious equality. Foreign policy is what matters in India. Though Myanmar is its next door neighbour and despite the “Look East Policy” India has not given it the importance it deserves. Dr Man Mohan Singh paid a successful visit to Myanmar and the President of Myanmar came to India. But Shri Narendra Modi has gone to Myanmar only for the IndiaASEAN summit and has not paid a one-to-one visit to the country. As soon as Aung San Suu Kyi became its foreign minister her Italian, Canadian, Chinese and some other counterparts rushed to Myanmar to visit her but the Indian foreign minister is yet to pay her a visit. India seems to view Myanmar mainly as a place of competition with China and not as a neighbour whom it should court as a friend. Even some people in that country feel that India views it only as a place “Where India Meets China” which is the title of a book by U Thant’s grandson. That seems to remain unchanged after the elections.
JNV Kiphire clarifies

The complete handling over of the permanent land of JNV, Kiphire by the District Administration of Kiphire to the Navodaya Vidyalaya Samiti was done in July, 2015. Since July 2015 the NVS RO Shillong has been working on the construction of the Permanent buildings of JNV, Kiphire at the permanent site at Tutheze Chak Village. The Process of complete
handing over of the permanent land had taken almost nine years. The Construction of permanent buildings requires the inspection of the land by the technical expert to prepare a lay-out plan which is to be approved by the competent authority followed by the tender from the construction agencies etc. All these steps need a considerable time. Category A & B in Class VI admission means 80 & 40 students respectively to be admitted in the JNV. In JNVs which are in temporary buildings, it is under Category B. There are 80 students in JNV, Kiphire from Class VII to X as on 30.04.2016 which will be minimum 160. Shri. Tapan Kumar Mistri was the Principal of JNV Kiphire from 02-04-2012 to 30-04-2016. As per order of NVS Hqtr.dated 13-102015, he was transferred to JNV 24 Pargana (West Bengal), but for the interest of the students he was not relieved by NVS RO Shillong for want of a regular Principal at JNV Kiphire till the end of academic session 2015-16.
India needs to develop one-toone relations with Myanmar without being obsessed with China. It has advantages that it can use to mutual benefit. The communities in the border areas of Mizoram, Manipur, Nagaland and Ar unachal Pradesh that are separated by the international boundary consider themselves one. They have regular dealings trade, cultural and social exchanges across the border. Inter-dependence is high among them. India should be encouraging such people to people exchanges in order to improve friendly relations with Myanmar. Instead, a month ago India banned barter trade on the border though official trade is moribund. As a result the people to people exchanges may be called smuggling. India has other advantages too such as middle level technology that Myanmar needs. During its transition to a new economy Myanmar can learn from its 25 years of experience of globalisation. Indian democracy has survived many challenges. Its people enjoy religious freedom despite growth of fundamentalism in the country. Its vibrant civil society is involved in peace processes so it can be an asset when the

new government of Myanmar is re-launching peace parleys with the ethnic minorities that have waged an armed struggle for autonomy for six decades. In its turn at a time when the Indian government is becoming hostile to civil society and is misusing its power to punish groups that disagree with it, Indian NGOs can learn from their Myanmar counterparts who have experience of being hounded by the State. Civil society can thus play an important role in relations with the neighbour but they cannot do it without the government. State-civil society cooperation is essential to improve people to people relations too over and above official links. Unfortunately the government seems to be concerned more about competition with China than with friendship with Myanmar. China cannot be wished away. But the best way of dealing with it is to treat Myanmar as a friendly neighbour whom we need as a link with China rather than as a competitor. In a press note, CYF informed that while conducting thorough checking against defaulters on biodiversity conservation guidelines during the campaign, CYF found one hunting violator and a pork supply defaulter. We are working very hard to achieve this goal,” said Japan’s ambassador to India Kenji Hiramatsu while giving a talk here on ‘Challenges and Prospects of Japan’s Diplomacy in context of India-Japan Relationship’. The ambassador said Japan supports the Narendra Modi government’s ‘Make in India’ initiative and hoped that the business environment will improve further in the country. Hiramatsu said Japan also supports India’s bid to become a member of the Nuclear Suppliers Group (NSG). New Delhi, Jun 7 (IANS): The Union government has imported about 13,000 tonnes of pulses to check rising food inflation, and is expecting another 6,000 tonnes of pulses in the next few weeks, the Ministry of Consumer Affairs, Food and Public Distribution said on Tuesday. The imported pulses include 11,000 tonnes of Tur and 2,000 tonnes of Urad. “Besides contracted import of 38,500 tonnes of pulses, the central government agencies have procured 51,000 tonnes of Kharif and 60,000 tonnes of Rabi pulses so far (from the domestic market),” the Ministry said in a statement here. The Union government has also urged the state governments to seek allocation of pulses from the buffer stock to check any increase in the prices of pulses. “State governments have been urged to seek allocation of pulses from the buffer stock as those should not be sold at more than Rs 120 a kg,” the statement said. “In Delhi, Kendriya Bhandar and Safal have been allocated pulses to sell through their outlets. So far 635.31 quintals of Tur and 245 quintals of Urad have been sold by these agencies at Rs 120 a kg,” it added.

New Delhi, Jun 7 (IANS): India signed a $120 million loan agreement with the Asian Development Bank (ADB) here on Tuesday to improve irrigation and water management infrastructure in Odisha. “The financing will be used for modernising seven irrigation sub-projects, resulting in improved irrigation in over 100,000 hectares, and strengthening the institutional capacity of Odisha’s water resources,” the union finance ministry said in a statement. The loan is the second tranche of a $157.5 million financing facility under the Orissa Integrated Irrigated Agriculture and Water Management Investment Programme. The second tranche activities and the overall programme are due for completion by September 2018.

Mumbai, Jun 7 (PTI): The rupee continued to rule firm against the American currency for the fourth day, moving up by another 20 paise to close at a fresh three-week high of 66.77 on sustained selling of dollars by banks and exporters amid strong recovery in domestic equities. Expectations of more foreign capital inflows in view of robust domestic equities boosted the rupee value against the dollar, a forex dealer said. The BSE benchmark Sensex bounced back by 232.22 points to close above the 27,000-level after a gap of over 7 months at 27,009.67 on fresh buying mainly in interestbased counters as the Reserve Bank kept its key policy rate unchanged and indication of a rate cut in near future. The rupee resumed higher at 66.92 as against the last closing level of 66.97 per dollar at the Interbank Foreign Exchange (Forex) market and hovered in a range of 66.72 and 66.94 before finishing at 66.77, showing a gain of 20 paise or 0.30 per cent. Rajan said there are upside risks to the price index trajectory such as firming international commodity prices, particularly crude oil and the 7th pay commission awards which will have to be factored into projections as soon as clarity on implementation emerges. Rajan, who maintained the policy status quo as widely expected, also noted that domestic conditions for growth are improving gradually, mainly driven by consumption demand, which is expected to strengthen with a normal monsoon and the implementation of the pay commission award. There are firm signs of recovery, which though is still uneven, he said. RBI said higher public sector capital expenditure, led by roads and railways, should crowd in subdued private investment due to financial stress. Today’s review could turn out be the last policy anchored by Rajan if the proposed Monetary Policy Committee (MPC) is put in place before the next review due on August 9.

Mumbai, Jun 7 (PTI): Reserve Bank Governor Raghuram Rajan today left borrowing costs unchanged but signalled a prospect of interest rate cut later this year if strong monsoon rains dampen inflation. He also emphasised that the need for more monetary transmission - passing on the rate cut benefits to borrowers - to support growth revival continues to be critical. In his penultimate bimonthly monetary policy before his three year term comes to an end on September 3, Rajan said the recent strongerthan-expected inflationary pressures from food and commodity prices brought “considerable uncertainty”. But strong monsoon rainfall and astute food management to increase supplies could offset those risks, he said. “Given the uncertainties, the Reserve Bank will stay on hold, but the stance of monetary policy remains accommodative,” he said, adding that RBI will monitor macroeconomic and financial developments for any further scope for policy actions. Accordingly, Rajan retained the short-term lending rate at 6.5 and the cash reserve requirement of banks at 4 per cent. Bomb attack on police kills 11 in Istanbul Istanbul, Jun 7 (AFP): A car bomb ripped through a police bus near Istanbul’s historic centre today, killing seven officers and four civilians in the latest attack in Turkey’s biggest city. The blast targeted a shuttle service carrying anti-riot police as it passed through Beyazit district, close to many of the city’s top tourist sites, Istanbul governor Vasip Sahin said on Turkish television. Thirty-six people were wounded, three of them seriously, he added. There was no early claim of responsibility, but President Recep Tayyip Erdogan hinted the outlawed Kurdistan Workers’ Party (PKK) was behind the attack. For the PKK to target major cities such as Istanbul “is nothing new,” he said after visiting the injured at an Istanbul hospital. “We will fight against terrorists relentlessly to the end.” In a statement from his office later, Erdogan also vowed the culprits would “pay in kind the price for the bloodshed.” Kurdish militants have repeatedly targeted Turkey’s security forces, but Islamic State (IS) jihadists have also staged several attacks in Turkish cities in the past year. Minneapolis (US), Jun 7 (PTI): “Islam means peace”, Nobel laureate Kailash Satyarthi has said as he decried the backlash against Muslims and made a strong call to nations to welcome refugees, particularly children, and not generalise them based on the actions of a few who have “tarnished” the image of Islam. “Islam means peace. There are hundreds of (references) in the Holy Quran where peace, justice, freedom and equality are taught,” Satyarthi said at the opening of the 2016 Nobel Peace Prize Forum held under the auspices of the Norwegian Nobel Institute here yesterday. Geneva, Jun 7 (AFP): More than 10,000 people have died attempting the perilous journey across the Mediterranean to Europe since 2014, the United Nations said today. “You’ve now had since the start of 2014 -- when this phenomenon of rising numbers across the Mediterranean happened -- 10,000 deaths. That threshold has been crossed just in the last few days,” UN refugee agency spokesman Adrian Edwards told reporters. UNHCR said the number of Mediterranean deaths had risen sharply in 2016, with 2,814 people dying since the start of the year, following a total of 3,771 in 2015 and 3,500 the year earlier. That amounts to 10,085 deaths in less than two and a half years. “This is clearly an appalling number of deaths that have occurred in the Mediterranean, just on Europe’s borders just in the past couple of years,” Edwards told AFP. “It’s an extremely worrying dynamic,” he said, reiterating the agency’s call for the world to find “viable alternative and regular means of dealing with these movements”. “They’re happening, they’re not stopping, they need a solution to prevent further lives being lost,” he said. The International Organisation for Migration meanwhile said the death toll so far this year was already nearly a thousand above the 1,838 deaths registered in the Mediterranean during the first half of 2015. As of yesterday, a total of 206,400 refugees and migrants had arrived in Europe since the start of the year, mainly landing in Greece and Italy, the organisation said.

Beijing, Jun 7 (PTI): In a rare rebuke to its “all weather” ally Pakistan, China’s state-run channels have aired a documentary naming Lashkar-e-Taiyaba for the 2008 Mumbai terror attacks and even showed footage containing confessions of Ajmal Kasab, the lone Pakistani terrorist caught alive during the 26/11 carnage. aying that Abhishek Chaubey’s ‘Udta Punjab’ has run into trouble with the Censor Board would be an understatement. The film and the CBFC are now at loggerheads and none of the parties are in a mood to change their mind. The revising committee of the Censor Board has suggested as many as 89 cuts in the film, which stars Shahid Kapoor, Alia Bhatt, Kareena Kapoor Khan and Diljit Dosanjh in key roles. The committee also does not approve of the title ‘Udta Punjab’ as it wants ‘Punjab’ to be removed from it. Not only this, it even wants the film to be based in a fictional land. mber Gur ung, the legendary Nepali musician and composer of the country’s national anthem, died today and was cremated here with full state honours. Born and raised in Darjeeling, Gurung, 78, composed more than a 1,000 songs including many eradefining numbers during his long career spanning four decades. He was suffering from diabetes and Parkinson’s disease.
His last rites were attended by Deputy Prime Minister and Defence Minister Bhim Rawal, who reached Pashupatinath temple and
draped the national flag over Gurung’s body. A contingent of the Nepal Army offered a final salute. Gurung’s body was kept on the premises of Academy Hall in Kamladi before taking it to Pashupati temple premises for cremation. Hundreds of people from various walks of life offered their tributes to Gurung. Gurung breathed his last at around 2:37 this morning at the Grande International Hospital, in Dhapasi, hospital
staff said in a statement. Gurung is the composer of Nepali national anthem ‘Sayaun Thunga Fulka Hami’ and served the musical sector for more than four decades after shifting to Nepal in 1969 at the invitation of King Mahendra to lead the music department at the Nepal Academy of Arts and Literature. His last rites were performed following both Hindu and Buddhist traditions. He is survived by his wife, three sons and a daughter.

Paris, Jun 7 (Agencies): Fans travelling to Euro 2016 in France have been warned by the Foreign Office to be on their guard against terrorists. In a statement, it said that “stadiums, fan zones, venues broadcasting the tournament and transport hubs and links represent potential targets for terrorists”. And it also warns supporters of visiting teams to be “vigilant at all times, especially in areas hosting Euro 2016 events, and follow the advice of local French authorities”. It comes after officials in Ukraine revealed they had arrested a Frenchman who was plotting a series of strikes in his homeland, although the Foreign Office says this is not the reason for it issuing fresh guidance. Commander Dean Haydon, the head of Scotland Yard’s anti-terror squad, said it is working closely with the French authorities and other police and intelligence services across the world to make the championships as safe as possible. He said, “Certainly we have seen propaganda, Islamic State (IS) and potential talk of plots against the Euros, but we’re working with all those various different agencies to police and make (them) a safe event and a safe games.” “We’re a key part of the planning. Although the ultimate policing of the event and the planning is for the French, we are all involved in properly trying to understand the threat, if there is one.”
NEW DELHI, Jun 7 (Agencies): Olympic bronze medallist and professional boxer Vijender Singh, who will take on former European champion Kerry Hope for the WBO Asia super middleweight title bout at the Thyagaraj Stadium on July 16, said he wants a shot at the Rio Olympics. The qualifier for the Olympics is scheduled in Venezuela from July 3. “Since pro boxers are allowed to take part, I want to play the qualifier. This is a matter of representing the country, why should I leave the opportunity,” said Vijender on Monday. However, his UK-based promoter and head of Queensberry Promotions, Francis Warren, didn’t approve of Vijender’s dream. “I won’t at all be happy if he wants to go there. As I see it, there is no time. Of course, he is his own man, he has his own mind but that cannot hinder what we have planned for him because it’s taken a year to reach where he has. He has contractual obligations with us,” said Warren. Vijender seemed to have made up his mind. “Yes, the promoters have been right in showing their discontent with my Olympic plan because we are legally bound to them by contract. But a contract doesn’t mean they have full control on my decisions. I will take the decisions and will sit and discuss, even if it asks for any legal formality. McCullum stands by fixing evidence against Cairns London, Jun 7 (Agencies): Brendon McCullum said on Monday he stood by the evidence he gave against New Zealand great Chris Cairns as he urged the International Cricket Council to be more “professional” in dealing with players alleging match-fixing. Former New Zealand captain McCullum, delivering the MCC Spirit of Cricket Cowdrey Lecture at Lord’s, also questioned whether handing out life bans to players such as former team-mate Lou Vincent, who acknowledged their wrongdoing, would encourage others to come forward. McCullum, then still an active international cricketer, gave evidence against Cairns in a perjury trial in London which ended with the acquittal of the former all-rounder in November last year. Charges were brought against Cairns after he sued Indian Premier League chairman Lalit Modi for libel in 2012 over a 2010 tweet in which the administrator accused him of match-fixing. McCullum, as he had done in court, said

LOS ANGELES, Jun 7 (Agencies): Two days after her stunning loss to Garbine Muguruza in the French Open final, Serena Williams scored a different win on Monday, when Forbes Magazine reported she has overtaken Maria Sharapova as the world’s highest-paid sportswoman. Williams earned $28.9 million over the past 12 months, the financial magazine reported in an article posted on its website. Russian tennis star Sharapova had held the title for the past 11 years. Williams, 34, has dominated her sport for more than a decade. She won her second Grand Slam in 2002 before going on to win 19 more since then. After falling at Roland Garros on Saturday, she vowed to keep trying to equal Steffi Graf ’s Open-era record of 22 Grand Slam titles. Williams’s career prize money of $77.6 million amounts to more than twice as much as any other sportswoman’s. However, Sharapova dominated in endorsement profits before companies including Nike, American Express, Porsche and TAG Heuer distanced themselves after she tested positive for the recently banned drug meldonium earlier this year. India, who won the first away leg game 1-0 thanks to
a Jeje goal, saw their advantage evaporate as Laos took the lead at the Indira Gandhi Athletic Stadium through Khonesavanh Sihavong. But India’s response was impressive and clinical, scoring through the in-form Jeje (43th, 74th minutes), youngster Sumit Passi (46th), Sandesh Jhingan (48th), Mohammed Rafique (83rd) and Fulganco Cardozo (87th).
The 163rd ranked Indians were seeking to extend the advantage gained at the first leg. But they were stunned when the visitors, ranked 11 rungs below them, netted in the 16th minute to level the aggregate score 1-1. Coming forwards in numbers and attacking from both flanks, they tormented the helpless Laos defence and Sandesh Jhingan made it 3-1 (4-1 overall) with a feeble header in the 48th minute. The tie was as good as done but Rafique and Cardozo also made merry, helping themselves to precious international goals even though more appreciated would have been a Jeje hat-trick. But his fine left-footed volley rebounded off the bar to deny him a deserving feat in a successful match for India.

AIFF launches global scouting prog for U-17 WC team
N e w D e l hi , J u n 7 (IANS): The All India Football Federation (AIFF) in collaboration with the Sports Authority of India (SAI) launched a global scouting programme on Tuesday to identify players for the U-16 team presently preparing for the U-17 World Cup. The U-17 World Cup is scheduled to be held in India during September-October 2017. The programme has been named the SAI-AIFF Overseas Scouting Project
(OSP). It will kick-off with onfield trials in Dubai on June 10-11 for 2000 and 2001 born boys residing in the United Arab Emirates and nearby states/countries, AIFF said in a release. The programme is targeted at boys currently holding Indian passports. It will move to other countries in the coming months. An online video management platform will be launched after the Dubai trials for eligible players residing outside India to submit their
playing videos. The scouting team will watch these videos and the shortlisted players would be invited for a round of on-field trials in their country of residence or to a country in that region. The selected players will be closely looked at by Indian U-17 head coach Nicolai Adam before drafting them into the final World Cup squad. “The U-17 World Cup is a significant event in the Indian football calendar and to ensure that we field our best
team, the AIFF has ventured out to NRIs holding Indian passports to give their kids a chance to represent India,” AIFF president Praful Patel said in the release. “This project wouldn’t have been possible without the wholehearted support of the sports ministry and SAI. I need to thank them for their support to ensure a foolproof scouting system as we zero down on the final squad for the 2017 U-17 World Cup,” AIFF general secretary Kushal Das said.
