D I M A P U R , N OV 1 4 (NPN): Nagaland Pradesh Congress Committee (NPCC) has demanded that the beleaguered chief minister T.R. Zeliang “resign from office or the Governor should step in to dismiss the government without further delay”, in the light of the Governor’s attack on his own government and the NPF ally BJP’s candid admission of DAN being corrupt. This was contained in a statement issued by NPCC working president Ayang Aonok who had attacked the DAN government under T.R. Zeliang on various corruption issues and the series of ultimatum served on the government over corruption and mismanagement by various organisations. NPCC cited the anguish expressed by the Governor of Nagaland at a press conference in Kohima on November 10 over the manner in which funds were siphoned off and appealing to people to catch those siphoning money. SHILLONG, NOV 14: Union Minister of State for Finance and Corporate Affairs Arjun Ram Meghwal on Monday promised more funds to DoNER ministry and the North Eastern Council (NEC) for the development of the region. “Whatever hurdles the NEC is facing in the implementation of the road sector they must review the ongoing projects quarterly. I can assure you that in the supplementary demand or in the next budget your NEC or DoNER will get more budgets,” Meghwal told mediapersons here after a review meeting at NEC. He also informed that the NEC was proposing around Rs 2000 crore for the next budget for the various fields. “I am assuring you that the NEC will get proper budget as per the demand,” he added. The minister instructed NEC officials to focus on Optical Fibre Cable (OFC) to connect the eight North Eastern states digitally. “OFC connectivity should reach Panchayat Level so that Direct Benefit Transfer to the common public will be a reality. Unless we do more work in the digital India scheme we cannot fulfill the programme DBT,” he said.

The NPCC said no government in history has been mired in so much corruption as the present DAN regime and which were pointers to the fact that Nagaland was headed towards a “despotic and kleptocratic regime”. NPCC hit out at NPFled DAN for “lapses, blunders and corrupt practices” where voices of dissent were trampled upon by a dictatorial tendency due to “solid majority” that led to curtailing of assembly session to hardly an hour and debarring MLAs from raising questions in the house. NPCC cited various issues such as the deteriorating financial health and the “can of worms” tumbling out of the DAN government despite its avowed closeness with the NDA government at the Centre.

F u r t h e r, N P C C slammed the NPF-led DAN government for its treatment of employees with disdain where salaries have been withheld in many departments while backdoor appointments continue unabated and for which government servants were blamed for consuming a major chunk of the budget. In particular, NPCC said teachers were being extolled but in reality, they were made to work as bonded labour without salaries for months; exemplified by throttling their legitimate demands for salary with use of water cannons. NPCC said the DAN erred in joining the GST regime of one nation and one tax whereas Jammu and Kashmir has been exempted from the purview. NEW DELHI, NOV 14 (AGENCIES): Prime Minister Narendra Modi on Monday rejected the opposition’s demand to roll back the demonetisation of Rs 500 and Rs 1,000 currency notes, saying the country has welcomed the move, informed sources said. Modi’s stand came at a meeting of the BJP Parliamentary Party’s executive, sources said. Modi told the participants that the “country has welcomed” the move but the “opposition is trying to sabotage” it, the sources added. Sources also said that Modi told party colleagues that the government need not buckle under the opposition pressure. Union Minister M. Venkaiah Naidu clearly said that mood of the nation is in favour of the decision. “No question of rethinking,” he told reporters after a meeting of leaders of the BJP and its allies in the National Democratic Alliance (NDA), which followed the BJP Parliamentary Party executive meeting. Naidu said that all the NDA constituents termed the demonetisation decision as historic and in larger interest (Cont’d on p-7) of the nation.
Article 371A, the Nagaland legislative assembly ratified GST “in a hurry ostensibly to please the centre.” It also hit out chief minister T.R .Zeliang for his U-turn over the issue of calling for election to urban bodies despite his role as chairman of the assembly select committee in 2012 . NPCC said Zeliang had tabled the resolution to reject applicability of Part IXA of the constitution he opined that it contravened provisions of Article 371A. NPCC also said Zeliang also recommend passing of a resolution to frame own laws for conduct of urban and town council polls. However, NPCC said T.R. Zeliang “changes his stance at his whims and fancies” on crucial issues and therefore, urged the CM’s advisors to “bring him to sense and convince him to make an unequivocal statement on this crucial and sensitive issue”. D I M A P U R , N OV 1 4 (NPN): Reacting to the statement of ACAUT, criticizing him for his letter to the chief minister pertaining to the Office Memorandum (OM)/service regularization, NPF president and DAN chairman Dr. Shürhozelie in a clarification said his best intention “was not properly understood by the takers. I will not blame anybody for it.” While admitting that he had written a letter to the chief minister on March 28, 2016, Shürhozelie said it was to remind the chief minister and his cabinet colleagues of the proposals submitted by him earlier. He said the first proposal was for adopting the Delhi model to have a Cabinet Appointment Committee headed by the chief minister to deal with transfers and postings of officers; and the second proposal was to withdraw the office memorandum on contract appointment and regularization of the services of those
appointees after completion of three years. “It might not be because of what I have said so, but the Cabinet had taken decision banning appointment on contract/ad hoc basis with effect from 6th June, 2016,” Shürhozelie said. According to the O.M. he said government employees appointed on contract basis prior to the ban notified vide P&AR Department’s O.M. No. AR-5/ASSO/98 dated 06/06/2016 shall be taken up for regularization on completion of three years service. As practiced, he said after completion of 3 years service on contract/ad hoc basis, a person goes through the “Eligibility Test conducted under the chairmanship of the chief secretary” and only then the services of those who clear the test are regularized against vacancies. He pointed out that all employees appointed before June 6, 2016 were done so

Government is now carrying out intensive checking on all those contract employees’ appointment and cancelling those who were appointed without government’s approval,” Shürhozelie stated. While appreciating the wisdom of the government on the issue, Shürhozelie said he would “continue to support the candidates who were appointed prior to June 6, 2016 for regularization of their services after completion of three years”. “Because they have their right to claim for it as per the earlier order of the Government. My proposal was to remove this order with a date line so that all new appointments will go through NPSC. As per the decision of the Government, 06/06/2016 is the date line now,” he said.

DIMAPUR, NOV 14 (NPN): Lotha Hoho, Wokha has disowned the press statement purportedly issued in the name of its chairman Mhao Lotha (official name-- Mhao Humtsoe), claiming LH’s support for 33% women reservation. In a clarification, LH chairman Mhao Humtsoe and general secretary Mhondamo Ovung LH while refuting the statement said the matter of 33% women reservation under the Municipal Act, “is under examination and deliberation; by the hoho and that the LH has so far no concrete decision on the matter.” LH said the hoho had for over a month, carried out enquiry and verification of the source of the press statement and learnt that the statement “was generated and passed on to media, by unscrupulous elements, without the knowledge of LH officials, in charge of press and media releases and (Cont’d on p-7) records.”

NEW DELHI, NOV 14, (AGENCIES): With millions grappling with demonetisation blues, a combative Narendra Modi Monday defended the action saying “the poor are enjoying a sound sleep, while rich are running from pillar to post to buy sleeping pills.” His rivals made a common cause against him, terming his remarks as “insult” to people. The decision of the Modi government, however, brought many of his political rivals come together on the issue, barely a couple of days ahead of Parliament’s winter session with representatives of seven parties-Congress, TMC, JD(U), RJD, CPI, CPI(M) and YSR (Congress)--discussing the matter. The SP, BSP and AAP, which have strongly criticised the government on the issue gave the meet-
ing a miss, besides DMK, AIADMK and NCP. Congress accused Modi government of unleashing “economic anarchy” and “tax terrorism” in the country and called for unity among opposition parties. Daring Modi to make public the bank details of the party at the central and state levels, Congress spokesman Randeep Surjewala alleged that a BJP functionary O P Jha had deposited Rs one crore in party account in West Bengal in currency notes of Rs 500 and Rs 1000 on November 8, shortly before PM announced their demonetisation. Mamata Baner jee, who has been in touch with various parties on the issue, including arch rival CPI(M), slammed Modi for his remarks that poor are enjoying a sound sleep after demonetisation, saying it
was an “insult” to the common people. “He (Modi) has accepted garland of notes many times. But if a ‘dalit ki beti’ is offered such a garland, it does not become palatable for the Prime Minister, it reflects his cheap mentality,” BSP supremo Mayawati said. CPI (M) general secretary Sitaram Yechury sought to pick holes in the demonetisation drive, claiming PM’s stated objectives including those of tackling corruption will not be achieved with the steps taken. He also claimed that the BJP-led government had gains in UP election in mind while making the move and reiterated his party’s charge that BJP leaders had prior information about the decision, referring to the West Bengal BJP depositing crores “a few hours ahead of Modi’s November 8 announcement.”
PH demands resumption of bus services DIMAPUR, NOV 14 (NPN): Taking serious note of the hardships faced by the public of Meluri sub-division due to non-availability of NST bus services, Pochury Hoho (PH) has demanded that the state government immediately resume bus services at Meluri. PH demanded daily bus services from Meluri to- Phek, Laruri, Phor, Phokhungri, Dimapur and Kohima, and night service from Meluri- Dimapur, Dimapur - Meluri (Two ways daily). In a press statement, PH general secretary Er. Vichutho Nyusou said
it found the non-availability of bus services, when the hoho officials visited Meluri NST station on Monday following complaints from the public. During the visit, the office was found locked and only one bus was parked in the station, and the yard master was absent from his duty since last year, the hoho said. “It is very disheartening to see the pathetic office building as comparable to a stable and the non proper functioning of (Cont’d on p-7) the office”, said PH.

PUGHOBOTO, NOV 14 (NPN): State home minister Y. Patton expressed confidence that NPF-led DAN coalition would return to power in 2018 provided assembly elections are held as per schedule. Patton also admitted some “hiccups” in the DAN alliance but said: “No matter what people in the street talk about”, this government will compete its full term”. The minister, who graced the
inaugural function of the three-day, Thuwu-ni festival at Pughoboto on Monday also highlighted on the various initiatives by the government to uplift the economic condition of the villagers. On the occasion, Patton also announced that R&B minster, Y. Vikheho Swu would be the official NPF candidate of Pughoboto A/C and appealed the people to support him. He also urged the people to extend unflinching support to the present government so
that various ongoing development works/schemes that are on the pipelines, would be implemented without any hindrance. On Naga political issue, Patton reiterated that it was the ardent desire of the Naga people that the political issue should come to a logical conclusion. He lauded the Sumi community for producing great leaders like late Isak Chishi Swu, whose leadership has been admired both by friends and foes. Further, Patton while extending Ahuna
greetings to the Sumi community wished that progress and harmony would prevail within the community. He further said that the festival (Thuwu-ni) hosted by Y. Vikheho Swu should be appreciated since it was a new initiative with an aim to bring positive changes. He also called for preservation and promotion of Naga culture and traditions. Patton also asserted that the citizens of Pughoboto area were fortunate enough of being near to state capital, and for which they have the advantage to enhance the village economy. This, he encouraged the youngsters to take the advantage of the festival. Earlier, Patton also inaugurated 24 stalls set up by 24 villages under Pughoboto sub-division. The winner of the painting competition were Hiadahing Haihing of All Saints Higher Secondary School Peren with first position, Iziedile of Baptist High School Peren with second position and Chunchun Iheilung of All Saints Higher Secondary School Peren with third position. Along with the painting competition, medical camp was established at the venue wherein the students underwent free medical checkup. In Jalukie and Tenning towns with the aim to provide a platform to students to get better exposure and understanding about Indian Army, interaction and distribution of sweets to the students by the soldiers were organized. The students during the interaction expressed their gratitude to the soldiers for organizing children’s day celebration. Assam Rifles also celebrated children’s day at various schools in Dimapur. Painting competition, cultural programmes, medical camp and picnic were organized by Assam Rifles. NNC/GDRN (N/A) terminate members DIMAPUR: The government of NNC/GDRN (N/A) has informed it has terminated persons with immediate effect three persons namely Sakhrie Angami, Huvito Sumi and Lashito Sumi from their respective portfolios. In a press note, NNC/GDRN (N/A) stated the three members were terminated on account of their joining the NSCN (I-M). In this regard, NNC/GDRN (N/A) has directed all HoDs and business establishments not to entertain them in any manner and warned that anyone dealing with the trio would be doing so at their own risk. Further NNC/GDRN (N/A) said the order “stands firm and binding” adding all communication in respect of NNC/GDRN (N/A) shall be under the supervision of Ata Chakesang with his subordinates.

(NP) Correspondent MON, NOV 14 (NPN): Five-day Training of Trainers (ToT) on Community First Responder (CFR) for Mon district, ended Monday at DC office premises, Mon. Encouraging the participants to render their service in saving lives as they were now trained and have become master trainer of the district/block, EAC (HQ) Mon, Relise Sangtam urged upon them to respond voluntarily as soon as they heard of any accidents/ disasters and save lives, instead of waiting. He also advised them to disseminate whatever they have learnt during the training, to their family members, neighbors,
villagers and area people. Further appreciating the NSDMA, DDMA Mon and CD &HG and SDRF, Relise said the Nagas should be prepared for any eventuality as Nagaland was in the 5th seismic zone. District Disaster Management Officer Mon, Rendemo Shitio also informed that the training imparted was just the beginning. There would be refreshers course in the days to come, at various places and location which they must attend, he added. The aim of the CFR training is to train as many people as possible across all the villages of the state through Master of Trainers (MoTs) at state level, and Training of Trainers (ToTs)
at the district level and block level. The end result of the training is to have a Community First Responder Team across all the villages, comprising of ten members; one group leader, one liaison, four search and rescue members and four first aid members. Training was organized by District Disaster Management Authority, Mon in collaboration with CD & HG and supported by Nagaland State Disaster Management Authority. The training which began on November 10 concluded with training of 21 master trainers, who would further give training at the block and village level. They were also awarded with certificates.

New front formed to battle Congress, BJP in Manipur

IMPHAL, Nov 14: Five political parties, namely CPI, CPI-M, JD-U, AAP and BSP, joined hands and formed the “Left and Democratic Front” to prevent Congress and BJP from coming to power in the pollbound state of Manipur. Interestingly, none of the regional political parties in the state including the three recently floated parties are included in the newly launched front. “Other like-minded political parties are welcome to join the front,” said convener of the newly formed front, Dr Moirangthem Nara Singh of CPI who along with leaders of the other parties in the alliance announced the formation of the new front. The sole objective of the front is to prevent the ruling Congress in the state and the BJP from coming to power in Manipur Assembly elections due by early part of 2017, he asserted. The front will fight against the favouritism and
nepotism of the present government and will field candidates in most of the assembly constituencies in both hills and valley, the former state minister said. The partners of the new alliance have same objective and it took into account people’s objection to corruption and their desire for a change in the political scenario in the state, he said. “People in Manipur now want a change considering the challenge against unity of the state and deteriorating condition of the society under the Congress government,” said the CPI leader. It was a unanimous decision of the front to prevent the Congress from returning to power again and power thirsty saffron party, he maintained. Observing that distribution of cash, drugs and liquor for garnering votes would not bring peace and development in the state, other leaders were confident the front partners would put its efforts to bring about a new era based on the new
principles of electoral politics. The front’s manifesto would have a 35-point as common minimum programme which include upholding territorial integrity and unity of the state among others. The other agendas of the front are to abolish corruption, new system to take up development initiatives in the hill areas, check violence against women and children, legislation to safeguard indigenous people, repeal of AFSPA, guarantee employment for at least one person per family, political dialogue to end insurgency issues, etc. The election in Manipur is likely to be held earlier then the expected schedule, that is, by the last week of January 2017 along with other poll-bound states of Goa, Punjab and Uttarakhand, a local daily in Imphal reported. Quoting a well placed source, the daily further reported that election authorities in Manipur have intensified its due preparations for the polls which is expected to be conducted in one-go.

UKHRUL, NOV 14 (NPN): The Ukhrul District Working Journalists’ Association (UDWJA) has unconditionally revoked its indefinite boycott on ‘Khangkhui Khunou’ village and Ukhrulbased NGO ‘FEELS’ and resumed normal relationship with the latter with immediate effect. The development came after reaching a compromise settlement during a joint meeting of UDWJA, Khangkhui Khunou and FEELS director AC Johnson held at UDWJA office at Viewland on November 14. Accordingly, a resolution was adopted to the effect that as per the settlement reached between the three parties in the interest of resuming cordial relationship, UDWJA has unconditionally revoked its boycott on Khangkhui Khunou and FEELS director AC Johnson with immediate effect. UDWJA had earlier boycotted any events or news conferences of Ukhrul-based NGO ‘FEELS’ and ‘Khangkhui Khunou’ village over failure to settle issues of “disrespect and irrational threat” to Ukhrul-based journalists.
36-year-old Thangboi, who was on leave, returned to his home in the village. He is posted in Tripura, police said. His son Isaac Lalremruata, who sustained multiple injuries including head wounds, died on the way to a nearby primary health centre, they said. Thangboi’s wife Rosy Lalnunsangi was rushed to Aizawl and is being treated at the civil hospital where doctors stated her condition as critical. The accused was caught by local people and handed over to the police at Bawngkawn police station here, they said.
Banks remain open in Mizoram
Aizawl, Nov 14 (PTI): Unlike in the rest of the country, banks remained open in Mizoram today and long queues were seen before them like the other days since demonetisation. People lined up to withdraw money from the banks through cheques and green channels as also from ATMs, while many waited the exchange the now demonetised high value currency notes. Big and small businessmen are facing difficulty due to shortage of cash in the banks as well as in the market. Assistant general manager of the State Bank of India, Aizawl branch, Pradip Kumar Sen said of the 85 ATMs across the state, only 25 could dispense cash. Of the 46 ATMs in Aizawl city, only nine ATMs could dispense cash, he said.
SHGs repair road in Karbi Anglong
Diphu, Nov 14: Six SHGs encompassing women of 80 households from Bor Matikhola joined hands to repair the Kheroni Zirikyndeng-Langmep-Padumni road. The SHG members informed that Rongkimi and Padummi villages were established in 1969 but no road has been constructed by the government till now. The Congress has been ruling the state and KAAC for the past 15 years but nothing has been done to improve road connectivity of these villages, alleged the SHGs. ‘Rhinos’ gather in Shillong to celebrate 75 yrs of Assam Reg KOLKATA, Nov 14 (Agencies): The Assam Regiment, raised on June 15, 1941, will start its Platinum Jubilee celebrations at its regimental centre in Shillong, Meghalaya, from Tuesday. Among those expected to be present are chief of the Army staff General Dalbir Singh, Union minister of state for home affairs Kiren Rijiju and deputy chief of the Army staff Lt Gen Subrata Saha. Incidentally, Lt Gen Saha is the colonel commandant of the regiment. “The regiment was raised to meet demands from the undivided state of Assam and to counter the threat of Japanese invasion. It was baptism by fire for the regiment. Less than three years after its raising, the Assam Regiment fought a battle at Jessami and participated in the epic defence of Kohima and capture of Aradura. All three were awarded as Battle Honours (now pre-Independence Battle Honours) to the Assam Regiment,” a senior officer said. After Independence, the regiment g rew in strength and participated in all the wars fought by the country as well as counterterrorism and counterinsurgency operations. The Assam Regiment was also awarded a Battle Honour for the defence of Chamb in the 1971 Indo-Pak War. “Rarely has a regi-
ment won 71 gallantry awards in its very first operation apart from six battle honours. It was also awarded the theatre honour Burma; 1942-45. Three battalions of the regiment also acquitted themselves admirably at Siachen Glacier, the highest battlefield of the world. Capt Suman Dasgupta was awarded the Vir Chakra posthumously in 1998 for displaying indomitable courage and bravery under heavy enemy shelling at Siachen. Lt Rajeev Sandhu was awarded the Mahavir Chakra posthumously for selfless courage while fighting the LTTE in Sri Lanka while L/Hav Bishnu Bahadur Thapa, L/Nk Kamkholam Kuki and Sep Rabi Kumar Dev Barma were awarded Vir Chakras. Maj Sonam Wangchuk of the regiment, while serving with the Ladakh Scouts during operation Vijay, exhibited gallantry and courage of exceptional order in the face of the enemy and was awarded the Maha Vir Chakra, the second highest gallantry award,” the officer added. The celebrations will start with a Platinum Jubilee dinner on Tuesday, followed by several other events such as dedication of a war memorial by the Army chief, presentation of colour, commemoration of raising, sainik sammelan and barakhana.

NEW DELHI, BOV 14 (PTI): Friendship between India and Israel is at work “day in, day out” and is not a relationship “we should be hiding”, said Israeli President Reuven Rivlin as he pledged full support to India in fighting terrorism. Mr Rivlin arrived today on an eight-day visit to India, the first by any Israeli President in nearly two decades. In a wide ranging interview to Press Trust of India, the Israeli President acknowledged differences with India on the Palestinian issue but spoke warmly about the growing Indo- Israeli ties as the two countries prepare to celebrate 25 years of establishment of full diplomatic ties between them next year. Pledging full support to India in fighting terrorism, Mr Rivlin said that his country was proud to “stand with India in its defence of the values of democracy”. “Terror is terror is terror, whoever carries it out and whoever are its victims. And we all have the duty to condemn in our words, and fight with our deeds against this terrible evil,” asserted the President, whose country is one of the biggest suppliers of defence equipment to India and is cooperating with it in a major way in dealing with terrorism. It is a friendship between people in all walks of life, in all fields of study, in all areas of trade. This is not a friendship we should be hiding. This is a friendship that we see at work day in, day out, at the very forefront of building a better world for Israelis, for Indians, and for all peoples,” he said. Mr Rivlin, who is accompanied by a strong delegation of businessmen, will hold comprehensive talks with Prime Minister Narendra Modi tomorrow on key bilateral and regional issues. On the long-pending FTA, negotiations for which were launched nearly five years ago between India and Israel, Mr Rivlin said it is a “tool” that can have huge impact and boost the partnership. As the two sides build and cultivate the growing partnership, there is a need to seek ways to help business sectors to work together in
an inviting environment, Mr Rivlin said. “We need to supply them with the tools that will ease their way and will provide them incentives. An FTA is a tool that can have a huge impact and boost the partnership. “Both Israel’s Ambassador in India, and India’s new Ambassador to Israel are playing an important role in this, which is a matter in progress and I hope we can see it signed in the near future,” the President said. He also asserted that his visit was a chance not only to reaffirm Israel’s commitment to continue building on all that has been achieved in the past 25 years of diplomatic relations, but to look at ways the two countries can work together to stretch even further the boundaries of innovation and imagination. “Importantly, this visit will focus on three areas of this cooperation, namely agriculture, water and education. These three areas in particular highlight what our two great nations are engaged in - sowing the seeds for the future,” he added. During his meeting with PM Modi, Mr Rivlin will reiterate his country’s invitation to Prime Minister Modi. Stalin raises doubts over statement of Jaya Chennai, Nov 14 (PTI): The DMK today raised doubts over Tamil Nadu Chief Minister J Jayalalithaa’s first communication since her hospitalisation that she had taken a “rebirth”, wondering whether it was indeed made by her since it had no mention of the “people’s sufferings” post the currency demonetisation move by the Centre. DMK treasurer and Leader of Opposition in the state Assembly MK Stalin said “we are happy” if Jayalalithaa had recovered as mentioned by herself yesterday. However, “It is regrettable that there was no mention of the sufferings of the people,” he said, referring to the problems encountered by the citizens following the Centre’s demonetisation of Rs 500 and Rs 1,000 currency notes which has resulted in serpentine queues at banks and ATMs. “So, what I suspect is, whether she herself had released the statement or if it was someone else from behind the screen,” said Stalin. Later, in a release, the DMK leader said Jayalalithaa’s statement did not make any mention about the sufferings of the people following the demonetisation of high value notes. In her statement, she had only sought votes for the elections in Thanjavur and Aravakurichi Assembly segments and by-polls to Thirupparankundram, he said.

New Delhi, Nov 14 (PTI): Revathi Nayak M, daughter of a farmer from Karnataka’s Devangere district and herself a Paralympian, today received gold medal as part of National Child Awards for Exceptional Achievements given away by the President on the occasion of Children’s Day. Revathy says her father has been the force behind her achieving the feat. She started swimming when she was just eight years of age. A water canal from the local dam in her village was her “swimming pool”. Later, the closing of the dam threatened to jeopardise her dream. It was her father who wouldn’t let that happen and shifted out of the village so she could have access
to modern sports facilities. “My dream was to produce sportspersons for my country,” says Manjunath, Revathi’s father. Manjunath is a former athlete and is grooming all his three children to sports. His 13-year-old daughter Rakshita Nayaka plays for Karnataka’s U-16 cricket team. And 10-year-old son, Nakshatra Nayaka, is a national sub-junior silver medallist in swimming. “This is my way of living out my dream of being a sportsperson through my children,” says Manjunath. He speaks about how often having two daughters was frowned upon in his community. “I have always felt that my girls are at par with boys. I put one of my daughters in cricket even though it is
considered a male sport. In my village in Devangere she is the only girl cricketer who plays with all the other boys.” Revathy, the gold medalist at today’s award ceremony, has a leg length discrepancy, or uneven legs, but that has not deterred her from winning at several international competitions and aiming for a medal at Olympics someday. Today, the 16-year-old has a silver medal in 50 metre breast stroke and bronze medal in 100 metre breast stroke at International Wheelchair and Amputee Sports World Games held at Prague in 2016 and in the Netherlands in 2015. She was also placed 6th in Paralympics swimming held at Pasadana of America at Rose Bowl Aquatics in 2014.

New Delhi, Nov 14 (IANS): In the last one decade, the number of diabetes patients in India increased by over 30 million due to sedentary lifestyle and erratic schedule mostly common in the age group of 20-40 years, said the country’s leading diabetic experts on Monday. Their statistics stated that in the early 2000, there were around 31.7 million persons diagnosed with diabetes and by 2015, the figure increased to 62 million. “This change is due to the erratic food timings, sleep, unhealthy lifestyle, physical inactivity and other erratic patterns of lifestyle. Such changes in lifestyle leads to insulin resistance wherein body does not use insulin properly,” said Abhay Vispute, Diabetologist at Mumbaibased SRV Hospital. Though genetic factors contributed to diabetes, Vispute said: “Urban migration and obesity due to rising social standards were the other reasons.” India has been declared as the “world diabetic capital”, with cases to touch 70 million by 2025. “Not only youngsters, even children between the age group of 12-16 years are detected with Type 2 diabetes. It is essential that they understand the importance of modifying their lifestyle, also, for those who are detected with diabetes, their siblings or children must also con-
duct regular check-ups,” said Tejas Shah, Diabetologist at the Holy Spirit Hospital, Mumbai. The experts also said that 10 per cent of the prediabetic patients become diabetes patients every year. Pradeep Gadge, Chief Diabetologist at Gadge Diabetes Centre, said an increase of 31 million among diabetes patients within 15 years was alarming. “Diabetes at such a young age means lifelong struggle to keep it under control. It is essential to take appropriate measures. Simple ways to take measures against diabetes includes, avoiding junk food, following an active lifestyle, keep check on weight and conduct tests at periodic intervals,” said Gadge. World Diabetes Day is observed on November 14. Noticing lack of awareness and delay in diagnosis among the patients, Delhibased Primus hospital recently created a record by screening 900 patients in eight hours. “It is essential for diabetic patients to not only monitor their blood sugar level but other diabetes inflicted health problems also,” said Ashok Jhingan, a senior diabetologist at Primus Super Speciality Hospital. Exper ts have also raised concerns on the rising cases of blindness due to the diabetic retinopathy caused by diabetes.

lections in Nagaland are reputed to be among the most expensive in the country where the role of money has gone beyond limits. The expenditure varies but generally, constituencies with around 20 ,000 voters have reported each candidate spending around Rs. 10 crore. If that is multiplied by three candidates it comes to around Rs.30 crore and which means that each vote costs around Rs.15,000. In a constituency alone with hardly around 12,000 voters, two candidates spent a total of around Rs.70crore in a certain by-election and which works up to around Rs.58,000 per vote. When elections arrive, there are no issues to debate but all attention of the people is either to base their support on tribe, village or clan or on getting money from the candidates. The church(NBCC) had waged a war against the evils of election and for a ‘a clean election’ in Nagaland, ahead of the assembly elections in 2012. True that elections in Nagaland among the most expensive in India that places a huge financial burden on candidates. It is also true that electoral malpractices in the form of bogus voters list, proxy voting, booth capturing, intimidation of voters through display of deadly arsenal, use of armed miscreants to abduct agents and workers, bribes etc have plagued elections since the mid-70s and spread across the state. On the eve of polling, several hours ahead of D-Day, there is an outpouring of money to household that are ‘fence sitters’. This means that giving the required amount of cash would swing the decision in favour of the candidate who pays more. According to rough estimates, the average expenditure per candidate for a constituency is around Rs.5 crore while it can be triple the amount in few other constituencies. All these and many more have been highlighted and one of them being the frequent ‘diktat’ issued by organizations, town or village councils to vote for a particular candidate or party. The Langpangkong Students Union has recently slammed the declaration (diktat)made by a particular village for a candidate. Such practices are quite common and come months ahead of polling. Such diktats are generally issued by some groups or villages. Though money may not be used as blatantly in some places; but the very fact that some traditional or village authorities or organizations issue undemocratic diktats have hijacked the democratic process. This is one issue that needs to be discouraged by the authorities because it is an open and clear directive to violate the very principle of democracy against a free and fair polls and without threat or intimidation etc. Those issuing such diktats may feel they are only exercising their traditional or customary rights; but this feeling cannot override what constitutes and offence in democracy. Unless authorities act, this offence can ruin efforts for ‘clean politics’. Nagaland Post had been writing about the kind of election campaign in Nagaland since the 90s. It is heartening that after over 20 years, the people are beginning to take the matter seriously.

If we are born again by the Spirit of God, our devotion to Him is hindered, or even stopped, by continually asking Him to guide us here and there. “…the Lord led me…” and on looking back we see the presence of an amazing design. If we are born of God we will see His guiding hand and give Him the credit. We can all see God in exceptional things, but it requires the growth of spiritual discipline to see God in every detail. Never believe that the so-called random events of life are anything less than God’s appointed order. Be ready to discover His divine designs anywhere and everywhere. Beware of being obsessed with consistency to your own convictions instead of being devoted to God. If you are a saint and say, “I will never do this or that,” in all probability this will be exactly what God will require of you. There was never a more inconsistent being on this earth than our Lord, but He was never inconsistent with His Father. The important consistency in a saint is not to a principle but to the divine life. It is the divine life that continually makes more and more discoveries about the divine mind. It is easier to be an excessive fanatic than it is to be consistently faithful, because God causes an amazing humbling of our religious conceit when we are faithful to Him.

Post-mortem A political limbo
here are no two varied opinions in the minds of ever y breathing Naga worth his/her salt to emphatically want to end this 70 years old suffocating and torturous journey chained to a chaotic political limbo that is desperately retarding Nagas from attaining their full potentials in every field. Given a peaceful environment, Nagas are as good as any human beings on earth proudly able to stand their ground like any others in advanced Nations, if only we were not hell-bent on destroying ourselves. Nagaland has been bathed in the blood of thousands of martyrs whose deepest unselfish desire to protect their inherent freedom was honest and honourable. Over the years, this uncontaminated “picture perfect” has repeatedly been tarnished and defiled by a monstrous industry called Factions. Each faction has lustfully hoisted a gigantic invisible flag called “money” on a very high mast at the centre of their HQs and continues to unsparingly exact their pound of flesh called “tax” from everything that moves in the name of “sovereignty” that they routinely spit upon by their despicable actions. Each faction carries a highly unyielding shiny ego to boot. To add woes to the common man, the opaque “Framework Agreement” has thrown up yet another unsavoury contentious subject in the form of “trust deficit”. NSCN (IM) can only sees Nagaland as a fertile soil for their ruthless taxation that is throttling the livelihood of every family and the enthusiasm of current generation of young entrepreneurs but at the same time consider the people they tax unworthy of real consultation...and I mean REAL consultation that would involve a healthy intellectual debate. If this assessment describes the true perspective and intent of NSCN (IM) then Nagas of Nagaland must equally be prepared to exercise their right to declare themselves as unwilling candidates for taxation in response. Why pay tax to someone who shows no trust in us? This is a very legitimate question that NSCN (IM) will have to answer one time or another. The situation is slowly beginning to necessitate the re-enactment of the historic “Boston Tea Party of 1773” that declared “no taxation without representation” against the infringement of American rights under British Colonial regime. Nagas of Nagaland are unfairly being pushed to the wall and will ultimately run out of patience and declare “no taxation without truthful consultation”. Fair minded Nagas do not recognise the so-called “mandate” given to NSCN (IM) by our self-seeking elected representatives (MLAs) and the compromised NGOs like the Naga Haha. Conducting the present day series of “yes men” consultation is unacceptable to a civilised society. In this time and age, NSCN (IM) ought to have understood by now that they cannot continue to arbitrarily
dictate their ill conceived notions over the people just because they wield AK 47. Granted that there are some educated Tangkhuls calling all the shots from the upper echelon of NSCN (IM) but to arrogantly write off the entire Naga population as an ignorant entity unlikely to understand the complexity of the “framework” contents is an unpalatable mother of all insults. If they can understand it... so can we! This outrageous superiority complex attitude needs to be set right once for all through a public debate on the non-transparent “Framework Agreement” with the best of NSCN (IM)’s ‘super intellectuals’ that they seem to assume of themselves if they have the guts to face the ‘ignoramuses’ of Nagaland. Their present ongoing public awareness campaign giving one sided ambiguous lectures of self-perpetuation on the impending future of the Nagas amongst the less receptive rural population is yet another example of poor judgement in their approach to consultation. Nagas have been living under perpetual apprehension and fear in general and are therefore unlikely to disagree that ‘an orange is an apple’ or ‘a cat is a dog’ if NSCN (IM) insists...but the times they are a changing. Take the challenge! Try the same lecture with a more resilient intellectual crowd in the urban centres which is advisably a wiser step to take to get to know our shortcomings! We guarantee...the Naga intellectuals will at least have that much in them to distinguish the difference between an orange and an apple or a cat from a dog and confirm it so to their pompous faces! Having said this, it is a momentous time for every Naga, be they overground or underground, to look beyond their petty tribalistic ego problems with true Christian humility and think as one people with a common goal. The official acknowledgment of the ‘unique history’ of the Nagas by GoI is an exceptional milestone achieved through the relentless perseverance and persistence of NSCN (IM). Honest credit must be given where it is due. The Naga National issue is however, not an exclusive preserve of the factions in the frontline. Equal measure of brutal burden has been shouldered by the general population every step of the way thus far. One without the other would not have taken the struggle this far. Now that the “Framework Agreement” has presumably set a general direction for a negotiated settlement it is in the interest of the Nagas above all else to adopt an inclusive representation of all factions as equal partners on a common neutral platform and in fact also induct the best of brains amongst the Nagas to participate in the negotiation proceedings as well. This will automatically reduce the element of hyper suspicion currently running amuck. Given an inclusive participation scenario, any solution will
stand the test of time even if it were to fall slightly short of our original objectives. It is imperative for all Nagas to accordingly embrace this subject as the highest calling of National duty to stand together and work towards inducing the GoI to truly understand the Nagas and actually make them define this “unique history” in real terms. It necessarily means that we must clear the cobwebs within our own kitchen first and then come out with a united unambiguous message of what we want without further complicating the already complex agenda. The first primary obstacle that we need to cross is the “ego bridge”. Forgive my candid expression and correct me if I am wrong but it is more than apparent even to a politically inexperienced amateur that Mr. Th. Muivah stubbornly wants to go down in history as the father of whatever gets born through the negotiated relationship with the GoI and therefore does not want to dilute his present undisputed fatherhood status by agreeing to a common neutral platform with other fathers from other factions. Hiding behind ‘National principle’ as a cited reason for disunity is not sufficiently convincing anymore. However, appreciating the laudable landmark practically achieved thus far, we owe it to NSCN (IM) to at least acknowledge the leadership of Mr. Muivah as the Chief Negotiator, even in the event where all factions unite on a neutral common platform and put his mind at peace on the issue of leadership. NSCN (IM) ought to know that the GoI is least bothered about the internal ‘National principle’ bickering amongst ourselves but will certainly pay serious attention to real “Naga unity” all the more which surpasses everything else at this crucial stage. It is a common knowledge that every Faction, including NSCN (IM), has blatantly committed multiple heinous omissions and commissions before God and before man and therefore this holier than thou charade must effectively be cast aside for good in the truest spirit of Christian reconciliation. Here again, the ‘principle of forgiveness’ as enunciated by NSCN (IM) is without an element of honour. If they are sincere in saying “please forgive us...because we forgive you too” then their uncharitable rider...”so now come and join us”...ought not to have been appended. Such forgiveness is hollow, shallow, insincere and far removed from Christian principle of forgiveness... provided we are all actually reading the same Bible. Real forgiveness should necessarily facilitate an honourable “neutral common ground” for all to unreservedly come together as brothers and as equals without loss of face. When ground reality is analysed very carefully it simply boils down to the fate of an entire Nagas race hanging in a balance in the hands of one stubborn wilful human
being called Mr. Th. Muivah, who is the sole undisputed dictator of NSCN (IM) and also dictating the terms of the negotiating. Therefore, all it would take is for him to agree on a common neutral platform with other faction leaders on board and take the negotiation forward. No one doubts that this would excruciatingly be the toughest decision of his life hoisting a neutral flag after serving a lifetime under another. There are other equally hardcore groups who too vehemently believe that NNC must be the final flag under which the end must come. It is as much a difficult decision for other Factions as well to casually give up their present respective identities. This suggestion is therefore, not being proffered lightly. When compromises are to be made for a greater cause of common good, it is paramount for all parties concerned to bravely tackle difficult choices to meet halfway in accommodation to one another. The bottom-line is: what earth shaking difference does it make if the final solution that all Nagas want across the board is actually brought home under a “neutral united flag” as long as Nagas finally find that settlement together? After all, History is bound to faithfully recount and confirm the invaluable contributions and sacrifices made by each sector in course of our long journey to the final settlement and nationally honour their individual identities and contributions. This is a moment in history far greater than anyone’s personal ego. This is a moment in history where the long desperate suffering of a people can be put to rest for all times and open a new chapter of hope as a land of opportunity. This is a moment in history to usher in an everlasting period of peace and progress where the generations to come can dream and look forward to a fulfilled life of achieving their fullest potentialities and be counted. We must decide to give our children’s generation a chance to grow! Destroying this awesome opportunity because of a self-cantered whim of a few selfish human beings at the helms will surely bring forth a curse for another 70 more years of suffering for the entire Naga race. At a trying time like this we need to remind ourselves of a sobering thought that at God’s appointed day we will all depart empty handed as we had come. All that will remain is the goodwill we leave behind. Let us do this! Let us truly acknowledge the supreme sacrifice that has irrevocably been made unselfishly by the generation of brave hearts who have gone before us. Let it all not be in vain. It is our moment in history to make our own sacrifices and make this final call for unity and rid ourselves from this political limbo. It will be worth the sacrifice. God Bless. Amen. Khekiye K. As such, the union request to all governmental and non governmental agencies/Tourist to kindly cooperate/intimates with its land owners union (the volunteers protectors) rather than the village council,while visiting the roosting place, so as to enable quality view of the birds. That, as recorded in the union register in the reception point, till 10th Nov 2016, there are 405 distinguished visitors
including domestic /foreign tourists visited the roosting area. The first VIP visitor was Sir. Time to quash 16 Point Agreement and renegotiate Naga deal?
T
he recent press release in local daily dated 12th November 2016, “NLA has no power over oil fields and mineral resources: Petroleum Ministry”, has taken me aback if not others and I would like to know if Nagas are ready to allow such claim to subsist. In the early period of the 1970s, Naga were unilaterally shifted to Ministry of Home (Internal) Affairs from Ministry of Foreign (External) Affairs by the Government of India (GOI). There is no record of rejection or repulsion in letter or spirit by the Nagas to my knowledge and I still can’t understand why we have ignored or given up. We have suffered a big India’s arbitrary blow and method of treating us by this shifting. It was an open act of betrayal to the 16th Point Agreement and a disrespectful conduct on the part of the GOI. Point No. 2 of the 16th Point Agreement became non-existent and invalid since then. It was not even found its mention in Article 371A. Nagas are today liable to question why the GOI had directly made a move to challenge the validity of point No. 7 of 16th Point Agreement. I don’t necessarily support the Nagaland Legislative Assembly (NLA) Acts with regard to Nagaland Petroleum and Natural Gas (NP&NG) but, the contest of Petroleum Ministry that, Naga natural resources were directly under the Union list and that it does not fall under State and Concurrent lists thereby, arguing that nothing restricts (not even resolution of NLA is required for) the Parliament to apply any of its law on oil fields and mineral resources in the State of Nagaland is appalling and outrageous. This is a very witty plot of the GOI to purge the 7th point mentioned in the 16th point Agreement. The argument of the Ministry of Petroleum that Article 371A is not a source of Legislative Power of the State and that it was only plain words to restrict the application of Laws of Parliament is also a total misinterpretation of Article 371 A. The Act reads and I quote, “371A Special provision with respect to the State of Nagaland (1) Notwithstanding anything in this Constitution, (a) no Act of Parliament in respect of (iv) ownership and transfer of land and its resources, shall apply to the State of Nagaland unless the Legislative Assembly of Nagaland by a resolution so decides;”. This Act was supposed to incorporate all the Parliament acts inscribed in the constitution prior to or after the Agreement came about in 1960 which was later appended to the Constitution of India through the 13th Amendment Act, 1962. Therefore, Article 371A was supposed to preclude all other Articles in the Constitution of India for imposing in the land of Nagaland. Nagas must stand together to quash and put to a conclusion the arguments Ministry of Petroleum (GOI). This is a breach of understanding and Agreement. Any natural resources in Nagaland, whether it is on the surface or under the ground belongs to the Nagas and we must assert our right unswervingly. Such application or PIL should never be entertained and should be made illegal in future. They have no right to poke their nose into Nagas affairs as far as Naga resources are concerned. Nagas should not yield and we cannot succumb to this argument because the very existence of our people in our own land could very well be questioned one day and we may be treated as forcible occupants or outsiders, if the attitude of the GOI is to remain the same. India is full of unabashed and opportunists, yet scheming lots. Nagas are not stupid but we are badly divided. Everybody agrees that we should have unity, but everybody holds onto one’s own stake and is not willing to share or compromise. While this murky state of affairs continues to loom over our people largely, everything has systematically been snatched away from us, right under our nose. The Petroleum Ministry must withdraw the Affidavit petition. The NLA must immediately pass a resolution to this effect and notify the people. People of Nagaland should be on the war-footing to subjugate this move of GOI lest we become the Arab, and India becomes the camel, like in “The Camel’s Nose In The Tent” from the tale of The Arabian nights. Remember the Camel’s Nose is already inside the tent and the storm still hasn’t yet passed through or, why not call for quashing the very 16 point Agreement, revisit its post era discourses and renegotiate since, the GOI has no respect for it at all? Marrakech, Nov 14 (PTI): India wants a broad outline or roadmap for the implementation of the Paris agreement to be finalised at the crucial climate change conference here, Environment Minister Anil Madhav Dave said Monday. The Environment Minister, who arrived here to attend the high-level segment of the ongoing Conference of Parties (CoP22) which begins tomorrow, said India will push the world for adopting a low carbon lifestyle during discussions. Asked about India’s stand on pressure from civil society groups on governments to put an end to coal usage especially with the country’s heavy dependence on it, Dave said a decision cannot be reached by becoming an activist but one has to think “holistically”. “Whatever goals were fixed in Paris, the countries need to make route maps of that (here). Sumitra Mahajan pitches for prompt justice delivery New Delhi, Nov 14 (PTI): Lok Sabha Speaker Sumitra Mahajan today expressed hope that the issue of delay in appointment of judges to the higher judiciary after the Supreme Court quashed the NJAC Act would get resolved soon and pitched for reforming and fast-tracking the justice delivery system to instill confidence in public. “If far reaching judicial reforms are not initiated with a great sense of urgency and devotion, the image of judiciary may be eroded in the eyes of the public, thereby endangering the whole civil society and our democracy,” Mahajan said addressing a gathering at the 5th annual Dr L M Singhvi Foundation lecture here. Symptoms of inefficiency haunt the courts, she said, emphasising that justice delivery system has to be fast- tracked. “We have to think and act in terms of filling up vacancies for post of judges in the judiciary which is one of the reasons for delay in dispensing justice,” she said.

Dave said India will push the issue of following a low carbon lifestyle during the summit which all nations including developed and developing countries need to follow and asserted that unless all the countries do this, talks will not yield results. He also referred to the example of Delhi where he said despite pollution levels being high, people continue to burst crackers.
High incidence of children death itself ‘National Calamity’
Malkangiri, Nov 14 (PTI): Likening the death of at least 93 children due to Japanese Encephalitis and other reasons in tribal-dominated Malkangiri district of Odisha to a ‘National Calamity’, Union Minister Dharmendra Pradhan today said he would take up the matter with the Prime Minister’s Office and other ministries. The official death toll of children in Malkangiri went upto 93 today with death of one more child, official sources said. Asked whether the Centre would declare the Malkangiri children death as a National Calamity, Pradhan said that “the death of around 100 children is itself a national calamity”. Pradhan, who visited the worst-affected Palkonda village under Maoist-hit Korkunda block of the district under BSF security after Odisha Police refused to allow his visit, said, “I chose the village as nine children have died there.” “Besides, a small school boy had written a letter to the Prime Minister to visit the place and see the plight of villagers,” he added.
Lok Sabha secretariat issues ‘Dos and Don’ts for media for Winter Session New Delhi, Nov 14 (IANS): Ahead of the winter session of Parliament beginning on Wednesday, the Lok Sabha Secretariat on Monday issued a list of “dos and don’ts” for media persons covering the proceedings, with one directive asking media persons not to interact or interview or photograph “anyone else other than ministers or MPs” without prior permission. The directive comes as former Member of Parliament West Bengal Chief Minister Mamata Banerjee, and Delhi Chief Minister Arvind Kejriwal could very likely visit the Parliament premises. It also said that “no interviews or enlisting of responses would be allowed” in some designated locations inside Parliament House. “No media person including reporters of print and electronic media shall be permitted to take interviews or reactions or responses inside the portico of Building Gate No. 1, except during general and railway budget,” said the guidelines, which compris-
es 18 points. The ‘Guidelines for Representatives of Electronic Media including still Photographers’ also counseled that: “Media persons shall observe decorum in consonance with the dignity of Parliament”. Parliament sources, however, made it clear that such guidelines are “routine affairs” and issued from time to time either ahead of the Parliament sessions or even during the sessions. Another guideline said, “Media persons will not interact or interview or photograph anyone else other than ministers or members of Parliament without permission from the press and public relations wing.” The winter session of parliament generally commences on the third week of November but was advanced this time as the government wants to pass among others the crucial bills related to Goods and Services Tax (GST). However, due to some major developments during the inter-session period like surgical strikes by In-
dian army across the LoC to “destroy terror launch pads” and the demonetisation moves banning highdenomination currency notes have made the political mood surcharged. The Parliament officials said the guidelines have been issued only to facilitate the media persons discharge their duties professionally without creating any hassles for the security personnel both inside Parliament House and in the Parliament premises. The guidelines, said, “Under a self-regulatory pool system, two electronic channels (including one visual agency and an electronic channel) will be permitted to cover interviews, near Building Gate No. 1 and 4”. It further said the reporters may take “prior appointments” with ministers or MPs and “request them to approach the designated media stands for interviews and reactions”.

In its bi-monthly newsletter the rating agency said: “Fitch forecasts that inflation will drift to the upper end of the RBI’s medium-term inflation target range of 2%-6% by end-2018.” “The RBI’s policy stance between now and then will provide a clearer idea of whether the new inflation-targeting framework is truly a regime shift,” it added. Fitch said inflation fell significantly and the rupee stabilised during the three-year-tenure of Raghuram Rajan as RBI Governor and so it was perhaps understandable that his departure created a few jitters.

It is also collating data on spurt in deposits in zero- balance Jan Dhan accounts and will slap a 200 per cent penalty on unexplained high value cash deposits, he said. After withdrawing old 500 and 1000 rupee notes, the government has allowed the banned notes to be deposited in bank accounts or exchanged for new legal tenders till December 30. This has led to cash balances popping up in millions of Jan Dhan accounts, opened under a government scheme for beneficiaries to

NEW DELHI, NOV 14 (IANS): Fifty days of pain is what Prime Minister Narendra Modi has asked people to endure for his sudden demonetisation move. But going by the rate at which fresh currency is being disbursed, even this time will prove grossly inadequate to set the economy right. As per data furnished by the Finance Ministry, Rs 17,50,000 crore worth of currency notes were in circulation in October-end, out of which around 84 per cent or Rs 14,50,000 crore is in the now defunct Rs 500 and Rs 1,000 notes. Against this, data furnished late on Sunday by the Finance Ministry said in the first four days -- Nov 10 to Nov 13 -- Rs 50,000 crore were dispensed to customers -- in Rs 100 and Rs 2,000 denominations --

Kerala Finance Minister Thomas Issac today said that a vertical division of assessees for collection of taxes and for the purpose of audit would create problems for small taxpayers. “ Ke r a l a , B e n g a l , Tamil Nadu, Bihar, Delhi, Odisha... majority of states want a combination of vertical and horizontal (dual control structure). A violent mob vandalised dozens of Hindu temples and homes over an alleged blasphemy on October 30, Xinhua news agency reported. Marrakech, Nov 14 (IANS): The World Metrological Organisation (WMO) on Monday said the global temperature is 1.2 degrees Celsius above the pre-industrial level and will set a new high for the third year running. It also said 2016 is the hottest year on record, 2015 the second hottest and 2014 in the third place. “Another year. Another record,” said WMO Secretary General Petteri Taalas while releasing the report at the Marrakech climate change negotiations at COP22. He said the extra heat from powerful El Nino phenomenon

The WMO on November 8 informed the parties and non-parties at the enviromental meet that while 2015 was the warmest year so far, 2016 is on track of being even warmer. The court said its verdict was based on the psychological harms that befell the victim. ortheast India Academy of Performing Arts (NIAPA) organized a mobilization camp “Kaushal Mela”, a training provider for skill development on November 14 at NIAPA Multi-Purpose Hall, 4th Mile, Dimapur, Monday with MLA and Treasuries and Accounts, Labour & Employment and Skill Development advisor Dr. T.M. Lotha as the chief guest. In his speech, Dr Lotha said youths today were in fast changing society and
their expectations were increasing by the day for a better livelihood. Admitting that government was no longer able to provide jobs for the youth and during such a time centre had come up with job oriented schemes such as the Pradhan Mantri Kaushal Vikas Yojana (PMKVY 2.0) to skill the youth to be self reliant and sustainance, Dr Lotha said. He added that the ‘Kaushal Mela’ was being held in order to create awareness about the pro-
grammes that were available under the PMKVY 2.0. “People in most of the districts are unaware of such programmes meant to skill the youth and therefore such melas should also be conducted in other districts to create more awareness,” Dr Lotha said. D i m a p u r , N ov 1 4 (NPN): The Nagaland Cricket Association is hosting a BCCI level match at the Nagaland Cricket Stadium, Sovima, Dimapur for the first time. The stadium has been approved to host BCCI level matches after it was inspected by officials of the board’s pitches and grounds committee. The board president Anurag Thakur along with chairman of the New Area Development Committee, Abhishek Dalmiya also visited the facilities in Nagaland and found it suitable to host national level matches. The Nagaland Cricket Stadium has also been included in the list of BCCI venues.
The historic first match is being played between Gujarat and the Associate & Affiliate Team comprising of players from Meghalaya, Arunachal, Sikkim, Manipur, Nagaland and Bihar. Four cricketers from Nagaland have been selected to the A&A team that will play six matches in the Cooch Behar trophy in different parts of the country. The team will play against Saurashtra, Hyderabad, Jarkhand, Karnataka and Madhya Pradesh. function. He extended appreciation to the BCCI and to board president Anurag Thakur on behalf of the State of Nagaland and the state cricket association. He assured the board of all support and called upon the BCCI to put more impetus on development of cricket in the north eastern region. Rio is also the Chairman of the North East Cricket Development Committee. Secretary of the Nagaland Cricket Association, Abu Metha who is also member secretary of the northeast committee stated that hosting of the first ever match by Nagaland is historic and significant. He observed that the doorway to bigger achievements is now
open and Nagaland has become a participating and contributing member of the Indian cricket family. A team of senior BCCI officials led by the Match Referee Uday Naik, who is a former first class and Ranji cricketer is stationed at Dimapur to conduct the match as per BCCI norms and regulations. The match is being covered by a team of video anylists and scorers who are linking the match live on the BCCI website along with all other domestic matches. The A&A team is being managed by a team of senior professionals that includes coaches, trainers, physiotherapist, video analyst and manager.

Messi not to renew contract with Barca: Reports Barcelona, Nov 14 (IANS): Argentine forward Lionel Messi has decided not to renew his contract with Spanish football champions FC Barcelona, according to media reports. According to the Marca newspaper on Monday, Messi made the decision in July during a family vacation in Ibiza and asked his father to inform FC Barcelona President Josep Maria Bartomeu about his intention, reports Sputnik. Messi’s current contract with Barcelona ends on June 30, 2018. He has decided to wait until the end of the year and then decide on his future. Bartomeu called on the Argentine forward to think twice and reminded him that a release clause in Messi’s contract amounted to 250 million euros (about $273 million). At the same time, there have not been any official contacts between Messi’s representatives and the Barcelona officials since July, the newspaper said. Messi, 29, became a Barcelona member when he was 13.
