IMPHAL, SEP 15: Normal life was paralyzed in Manipur’s Senapati district as a dawn to dusk total shutdown was observed following a call by civil society organizations (CSOs) to boycott the BJP-led coalition government’s ‘Go to Hills 2.0’ campaign.
The ATSUM and its constituent student bodies boycotted the state government’s programmes as a mark of protest against nontabling of the controversial Manipur (Hill Areas) Autonomous District Councils, Bill 2021 recommended by the Hill Areas Committee.

Total shutdown was imposed even as the campaign scheduled to be held at Maram Centre of the district with state chief minister N Biren Singh attending the programme had already been cancelled.

The apex body of tribal-based student bodies also protested against induction of nine MLAs of Assembly constituencies from unscheduled areas as members of HAC by an order of the Speaker of the state Assembly which was later withdrawn.
The total shutdown was from 6am till 6pm not only hit the normal life in the district but also affected the vehicular movement along the NH-2 (ImphalDimapur section).
Reports said that hundreds of Imphal-bound inter-state service vehicles including goods ferrying trucks and passenger service vehicles were stranded beyond Mao gate on Nagaland side.
Almost all shops and other business establishments across the important markets across the hill district remained closed for the day.
The shutdown ended peacefully with no untoward incidents , police said.
On the other hand, chief minister N Biren Singh today informed that a committee constituted by the government was examining the proposed Manipur (Hill Areas) Autonomous District Councils, Bill 2021 recommended by the HAC.
The chief minister was responding to queries from reporters on the sideline of a function in Imphal today.
Singh said that the committee is examining whether the proposed bill was constitutional or unconstitutional and it was within the purview of the state government to pass such a bill. “Tabling a bill is very easy. But before tabling it, the state government needs to examine the contents of the bill properly whether it is constitutional or unconstitutional,” Singh told reporters
The introduction of the proposed bill in the house of the state Assembly will depend on the report of the committee, he said.
Whether the bill will be introduced in the house of the state Assembly or not will be decided by the government after the committee submits its report, the chief minister said.
In the meantime, ATSUM has reportedly threatened to intensify its agitations pressing the state government to convene a special session of the state Assembly to pass the proposed bill.
Only a few days ahead of the recently concluded monsoon session of the state Assembly, the HAC proposed the state government to introduce Manipur (Hill Areas) Autonomous District Councils, Bill 2021.
Currently, the six autonomous district councils extending in hill areas of the state are governed by Manipur (Hill Areas) District Councils Act, 1971 enacted by the Parliament.
Opposition stages walk out in Meghalaya assembly

SHILLONG, SEP 15: The opposition Congress in Meghalaya on Wednesday staged a walk-out from the State Assembly after Speaker Metbah Lyngdoh disallowed a short-duration discussion on the demand for suspension of police officials involved in the killing of a former militant leader.
After the Chief Minister Conrad K Sangma replied to a call attention motion, Congress chief whip Process T Sawkmie, rose and wanted to know from the Speaker about the fate of his short duration discussion which was not mentioned in Wednesday’s list of private members’ business.
Sawkmie pleaded with the Speaker that time be given for discussing the issue raised by him pertaining to suspension of police officers involved in the killing former Hynniewtrep National Liberation Council (HNLC) militant leader Cherishterfield Thangkhiew at Mawlai Kynton Massar on August 13. In fact, the Speaker had admitted and fixed the short duration discussion, but disallowed it after he received a letter from the State government referring to the opinion of the Advocate General that the matter is sub-judice.
The Congress legislators staged a walk-out after the Speaker refused to reconsider his ruling despite their plea that they would confine their discussion only on the demand for suspension of police officials involved in the killing of the former militant leader.
Agitated with the Speaker’s sticking to his decision, the legislators also shouted anti- government slogans “MDA government down, down” . We demand justice and “Conrad Sangma hai hai,” as they walked out the well of the house.
Leader of Opposition, Mukul Sangma said that the demand for suspension of the concerned police officers was not a matter that could be considered sub-judice.
“From the stand of the government, it proves beyond reasonable doubt that they are hell bent on sticking to the decision that they have taken and they want to completely stonewall any possibility of discussion so that we can have a logical conclusion,” the veteran Congress legislator said.
“But most important is that the intent of the government is very clear for us. We walk-out to demonstrate our disapproval and complete sense of lack of confidence on the intent of the government,” the Leader of Opposition said before leading his party legislators to walk-out of the House.
Earlier, defending the Speaker’s decision, Chief Minister Conrad Sangma said, “It is not a fact that we don’t want to discuss it. There are certain constraints which even the House have to honour and see. The judicial inquiry is there and all the facts and realities will come out in the judicial inquiry. We should give a chance to the judicial inquiry to be completed”.
Assam boat tragedy: CM reviews safety measures for passengers
GUWAHATI, SEPT 15 (PTI): Chief Minister Himanta Biswa Sarma Wednesday inspected the measures taken at Nimati Ghat in Assam to ensure the safety of travellers commuting between Majuli and Jorhat via the Brahmaputra river following the recent collision of a boat and ferry which claimed three lives.
On his second visit to the site of the boat disaster, the chief minister told reporters that the Inland Water Transport (IWT) has made the services of two Ro-Pax vessels available for operation between Jorhat and Majuli after a thorough inspection.
Ro-Pax is the acronym of Roll on/Roll off passenger ferry and works as a freight vehicle transport with passenger accommodation.
Sarma announced that two more vessels MV Raj Lakshmi and MV Digaru will reach Majuli within the next two days while a catamaran will also be put into service within a few days.
The chief minister during his first visit to the accident site on September 9, a day after the incident, had ordered the police to file a criminal case in connection with the boat capsize.
‘’Single-engine boats, services of which were suspended following the accident, will be fitted with marine engines but it will take time.
“We cannot allow the operation of these boats till they are converted as we cannot compromise with peoples’ lives. It will begin operations only after it is made sure that they comply with all safety measures set forth by the government’’, Sarma said.
The IWT inspected the local boats and found that two of them have marine engines and therefore will be allowed to operate from Wednesday but eight others have single engines which will not be permitted, the chief minister said.
Sarma said that he had spoken to the Minister for Shipping, Ports, and Ayush Sarbananda Sonowal and requested him to send two more Ro-Pax vessels to Assam, out of which one will ply between Jorhat and Majuli.
The chief minister said that Sonowal has assured him that it will be provided as early as possible.

Rs.9,262 cr to 8 NE states under JJM

(NPN): Centre has allocated Rs. 9,262 crore as central grant for North East states under Jal Jeevan Mission (JJM) during financial year 2021-22, the Ministry of Jal Shakti informed on Wednesday.
The ministry said that the enhanced allocation and release of funds at this challenging time to provide tap water connections to rural homes in North East States was expected to boost the economy of the region.
Union Minister of Jal Shakti, Gajendra Singh Shekhawat, would be chairing a one-day Conference of Public Health Engineering Department (PHED) Ministers of North-Eastern States on Jal Jeevan Mission (JJM) at Assam Administrative Staff College, Guwahati on September 16, 2021.
Govt is doing its best to empower women: Mnp CM
IMPHAL, SEP 15: The government is putting every possible effort to empower women of the state, said Manipur chief minister N Biren Singh in a speech on the 15th foundation day of Manipur State Commission for Women on Wednesday.
Singh said that the state government was implementing various initiatives and schemes to strengthen their livelihood, security and dignity with a commitment to empower the women. Singh said that the government has constructed and inaugurated seven women’s markets in different hill districts of the state and the construction for another 10 Women’s Markets were being taken up. He stated that the Manipur StartUp Scheme was introduced to support entrepreneurs in the state and many beneficiaries under the scheme were women. As per annual report of 2018-19, Manipur topped the list of Micro, Small and Medium Enterprise (MSME) business registrations among the northeastern states and 50 % of these businesses are owned by women, he added. He further mentioned that out of the 7,106 loans disbursed under PM SVANidhi to street vendors of the State, 94% of the beneficiaries are women vendors. Stating that Manipuri women are more empowered as compared with women of other parts of the country, the chief minister said that many top posts in administrative and police departments were being held by women in the state.
M’laya police issues lookout notice for hate mongers

Meghalaya Chief Minister Conrad K. Sangma on Wednesday informed the Assembly that the state police have done their best to track one Vicky Dey and some others, who tried to spread hatred and poor image of the State and incite communal tension between tribals and non-tribals.
Sangma said that despite the hard work of the police, they are yet to arrest Dey as he has been absconding.
Replying to a calling attention motion moved by opposition member George B. Lyngdoh of the Congress, Sangma said the state police have filed an FIR against Dey at Shillong Sadar Police Station to investigate into the matter.
In the video, Dey had alleged that some NGOs are forcing non-tribals to shut down their shops in Ichamati. Sangma said the FIR filed against him was registered and transferred to Shella Police station and investigation was carried out.
Look-out notices were also issued to the Superintendent of Police of North Goa and South Goa as it was suspected that Dey had been hiding there but Goa police informed that the accused could not be traced, Sangma said.
The Chief Minister said that the lookout notices have been sent to Lal Bazar Police Headquarters in Kolkata, adding that the State Superintendent of Police (CID) Meghalaya has also sent look out notices to all the states of the country, even as he informed that the states were yet to respond.
In October 2020, two more individuals filed a complaint against Vicky Dey, Prontush Sarkar, Mridul Das and Binayak Roy for circulating false information with intention to cause breach and misleading Governor and Prime Minister’s Office, Sangma informed. “I can assure that we will do everything in our capacity to ensure that we reach to the logical conclusion of this particular case,” the Chief Minister told the House.
The Chief Minister rejected the allegation of incompetency of the state police and criticised the Opposition member for painting a poor image of the police, who, he said, needed to be appreciated for their hard work.
Earlier, while moving the calling attention motion, Lyngdoh said that it was nearly one year since an FIR had been lodged against Dey who has allegedly spread hate videos that speak ill against the people and insult the leaders of the State.
Arunachal district awarded for fair elections
ITANAGAR, SEP 15 (PTI): Longding district of Arunachal Pradesh on Wednesday received the ‘State Democracy Award’, instituted by the State Election Commission (SEC), in the Best Performing District category. On the occasion of International Democracy Day, Governor Brig (Retd) Dr B D Mishra also conferred the Best Performing Sub-Division award on Nafra in West Kameng district. “These two places were selected for holding assembly and panchayat polls in 2019 in the most free and fair manner,” State Election Commissioner Hage Kojeen said.
The governor said International Democracy Day aims at promoting the government’s role in maintaining transparent democracy among member nations of the UN charter. “The elections, by universal suffrage, free, fair and secret voting are foundations of democracy as enshrined in Article 21 (3) of Universal Declaration of Human Rights,” he said. Promoting democratic values of justice, liberty, equality and dignity of individual is vital to make the democracy strong and stable, he said and added that abiding by fundamental duties mentioned in the Constitution of India is equally important.

Assam down town University successfully hosted the 8th convocation ceremony on Wednesday on the virtual platform. Despite the prevailing situation not favourable for conducting an event on a grand scale, a total of 944 students and research scholars have been awarded degrees, out of which 724 are Graduates, 213 Post Graduates, and 7 PhD achievers this year.
AdtU conferred honorary Doctor of Letters (D.Litt.) to Prafulla Kumar Mahanta, former Chief Minister of Assam and notable Social Activist and to Sri Padma Hazarika, an eminent Social activist and entrepreneur of Assam.
The programme started with the felicitation of the governor of Assam, Jagdish Mukhi as the Chief Guest of the Ceremony by the Registrar of the University, Ashim Barman. The Governor of Assam, Jagdish Mukhi declared the convocation open followed by a welcome address by the Chancellor of Assam down town University, Dr. N. N. Dutta. Thereafter, the Vice Chancellor (Dr.) N.C. Talukdar also presented his address. Dean of Studies, Prof. Bandana Dutta, presented the PhD Degrees to the seven research scholars. The Deans of the various Faculty of Study presented the names of the candidates under their respective undergraduate and postgraduate programmes who have qualified for the conferment of Bachelors and Masters Degrees. The Governor awarded the students their respective degrees.
The students who had qualified for the award of the Doctorate of Philosophy, Masters’ Degree and Bachelors’ degree in different Faculties of Studies and disciplines but were unable to attend the Convocation were presented by the Controller of Examination, Dr. Joydeep Goswami and their degrees were awarded in absentia by the Governor.
Jyotismita Sarma (BSc. Microbiology) and Jutima Baruah (Msc. Microbiology) bagged the gold medal for the Best Graduate and the Best Post Graduate of the session 2021 respectively. A befitting award of appreciation for the Best Placement Achiever of the year was presented to Debapriya Paul (MBA).
Subsequently, the Oath of Dedication was administered to the Degree recipients by Jutima Baruah and the Vice-Chancellor invited each of the three Awardees to speak a few words.
Recipients of the honorary degrees, Prafulla Kumar Mahanta and Padma Hazarika were invited to deliver their speeches. After the awards, the Chancellor invited the chief guest, the governor of Assam and the Visitor of the university to deliver his address followed by the tradition of signing the Convocation Book.
The Chancellor and Vice Chancellor also put their signatures on the Book. After the signatures, the governor of Assam was requested to declare the convocation closed with the national anthem
