Nagaland logs 37 fresh Covid cases

Nagaland on Wednesday recorded 37 fresh Covid-19 positive cases while no deaths were reported during the day. (AGENCIES): Covid will start becoming endemic in India in the next six months, a top expert has said, asserting that a new variant can’t alone bring a third wave of infections.
“This pandemic has defied most of our predictions but in the next six months, we will approach endemic status,” Sujeet Singh, director of the National Centre for Disease Control (NCDC) told NDTV.
Dr Singh said Covid becoming endemic would mean the infection becoming more manageable and easier on the health infrastructure. “If the mortality and morbidity is under control, then we can manage the disease,” he said, adding that Kerala, which had a large susceptible pool, is also emerging from the raging Covid crisis it was battling a few weeks ago. Stating that vaccination is the biggest protection against Covid, Dr Singh said “If vaccine effectiveness is 70 per cent, then around 50 crore people in India have got immunity.
More organisations have affirmed support for the one-day total shop closure call given by DCCI and CNCCI’s state-wide closure of all shops and business establishments to show solidarity with DCCI’s protest against multiple taxation by Naga political groups and government agencies on September 16.
EDBA: Extending full support to DCCI call for total shutdown of all shops and business establishment, the East Dimapur Business Association (EDBA) Wednesday through its president Atoka Zhimomi and joint secretary Krishna Chetri announced closure of all shops and business under its jurisdiction on September 16.
PCCI: Phek Chamber of Commerce & Industries (PCCI) announced its decision to go for one-day business closure in solidarity with DCCI and in pursuance to CNCCI representation to the state government several charter of demands. In a press release, PCCI president Thupuhu Venuh and general secretary Chetezo Akami said that it would impose one-day business closure along with the rest of the district chambers of Nagaland on September 16. MCCI: In solidarity with the DCCI and in support of CNCCI, the Mokokchung Chamber of Commerce and Industry (MCCI) Wednesday said it would resort to closure of all shops/business establishments at Mokokchung town on September 16, from 6 a.m. to 6 p.m.
In a press release, MCCI said the one-day closure of shops and business establishments was being necessitated to bring to the notice of the state government the grievances faced by the business community of Nagaland.
NTUCT: Naga Tribal Union Chumoukedima (NTUCT) Wednesday announced its “full support” for the one-day shutdown call by DCCI.

(NPN): After serving the State a little over two years as governor, RN Ravi finally bade adieu to Nagaland on Wednesday to take over his new assignment as governor of Tamil Nadu. He left for New Delhi, from where he will head to Tamil Nadu on Thursday and sworn in as governor on September 17.
In his farewell message, Ravi said his intimate association with the people of Nagaland as governor had left him humbled and that he was deeply touched. He said the inherent strength of Naga people’s character, innate simplicity, ability to be patient with truth, howsoever inconvenient, and unbounded love and affection for a friend had few parallels in the world.
“Thank you for not letting me feel, even for a moment, as not one of you. I am profoundly grateful for the opportunity to be associated with the people who strive for peace. I am confident that the people of Nagaland will continue to stand for peace and prosperity. I urge the youth to embrace truth and peace as against deceit and violence. The future of this State is in your hands. Please build the Nagaland of your dreams,” Ravi appealed.
Warning that Covid-19 was still around, he urged everyone to take good care of themselves, adding “You are always in my prayers.”
At the airport, Ravi was accorded a warm sendoff by ministers, advisers, legislators, senior State government officials, Dimapur district administration, police and civil society organisations (CSOs).
Before being escorted off, he took the Rashtriya Salute from 9 NAP IR Battalion.
Led by Health & Family Welfare minister S Pangyu Phom, housing and mechanical minister Tongpang Ozukum, excise & minority affairs adviser Zhaleo Rio and power adviser Tovihoto Ayemi and NPF legislators Dr Chotisuh Sazo and Azheto Zhimomi were present to see off Ravi.

(NPN): State High Powered Committee (HPC) on COVID-19, which held a review meeting under the chairmanship of chief minister on September 13, decided to extend the existing lockdown measures and guidelines starting September 17-30, 2021 (Unlock-6) with further additional relaxations.
According to the state home department, HPC has allowed conduct of regular classes in all schools in the

With regard to nominees representation in municipal, town, adhoc town councils, he said that their demand was for inclusion of “nominee representation” of members from business/ trade bodies in the Nagaland Municipal Act.
Meanwhile, in a press release, DCCI president Akashe Zhimomi, while affirming that the trade body would go ahead with oneday closure, however, clarified that there should not be any confusion regarding the shutter-down protest, which would be only confined to all shops, markets and business establishments and restrictions in goods transport.
DCCI assured that the protest would in no way affect or hinder normal functioning of government offices, banks or educational institutions. Also, there would not be any restriction on plying of government or private vehicles, except goods transport, it added.
Conveying its gratitude to CNCCI and all its subordinate district units and various civil society organisations for extending solidarity and support in the collective fight against the menace of illegal and multiple taxations, DCCI also acknowledged the latest steps taken by the State government in addressing some grievances of the business community. But, it said it agreed with CNCCI that the response of the government to “certain demands” was still vague. On the shutdown day, volunteers would be stationed at strategic points and gates to ensure smooth and peaceful observance of the democratic protest. Lokayukta DIMAPUR, SEP 15 (NPN): Nagaland Pradesh Congress Committee (NPCC) has demanded immediate appointment of Lokayukta.
NPCC president K Therie in a statement pointed out that there was no reason good enough to justify delay in appointing Lokayukta, except to only cover up corruption for some time.
“If they are the children of God and are at no fault, why should they be afraid of appointing Lokayukta? Why should they need to keep the post vacant for one year?,” he demanded to know.

the largest contributor to deficit in State budget. He pointed out that Nagaland had numerous avenues to harness energy for gen-
eration of electricity, but the hindrances created due to land ownership issues had cost the State dearly.
And due to the hurdles created in the past vis-à-vis oil exploration under the cover of Article 371 (A), Yepthomi claimed thatNagaland was losing approximately Rs 5 crore daily or Rs 1,825 crore annually for being unable to harness its energy resources, even as Assam had collected Rs 17,995.83 crore in the last 10 years (2011-2021) from the energy sector. He recalled that Oil and Natural Gas Corporation (ONGC) was given permission in 1973 for survey and investigation, adding that the State government received oil royalty of Rs 33.3 crore from 1981 to 1994.
But even as drilling sites at Changpang, Hozukhe on the bank of Zubza river, Khopanala and Toshezu were ready for extraction, Yepthomi regretted that the infrastructure, including laying of pipelines, created by ONGC were destroyed and stolen on the ground that oil and natural gas resources should be utilised after sovereignty was achieved amid calls for enforcing Article 371 (A).
“But while we stopped extraction of oil, ONGC continued drilling in Assam and completed 39 oil fields of which 27 are operational,” he added. (See table 2)
He pointed out that Geleki, Khoraghat, Nambar, Kasomarigaon, Suphyam, Dayalpur, Barholla and Mekrang oil fields were along the Assam-Nagaland
border, but the royalty for these were being collected only by Assam. Of the listed 39 oilfields, he said Changlang and Khasam were along Assam-Arunachal Pradesh border and Churachanpur along AssamManipur border. He also claimed that barring three oilfields, the remaining 36 were near Assam-Nagaland border. Even in Nagaland, he said ONGC continued to exSL. According to the MP, Government of India (GoI) had spent a colossal $111.9 billion (Rs 82,47,08,59,50,000 crore) in 2018-19 and $101.4 billion (Rs 74,72,40,93,60,000 crore) in 2019-20 on oil imports. He said India imported 84% of its fuel requirements, making it the third largest importer of oil in the world. Hence, he said GoI was vigorously engaging in domestic oil exploration and extraction.

This is it! Solution through AP more pragmatic than FA: WC

DIMAPUR, SEP 15 (NPN):
Working Committee (WC) of the Naga National Political Groups (NNPGs) has reacted to the statement by the NSCN (I-M) which claimed itself as the only mandated organisation of Nagas and the Framework Agreement, which it signed with the government of India on August 3, 2015 as the only basis for solution to the Naga political issue and not agreements signed with “surrogates.”
On the claim of NSCN (I-M) as the only mandated political organisation of the Nagas, WC reiterated that except for the 1951 Naga Plebiscite, Nagas had at no point of time “conducted any political exercise at large, to accord any particular organisations, the legitimacy to resolve the conflict”.
Hence, it said, the 16-Point Agreement of 1960 and the Shillong Accord of 1975 “were nullified by the Nagas” adding “more so, the secretive and exclusive 2015 Framework Agreement between the GoI and IM, focussing on Nagalim, became even more obscure and untrustworthy.” WC said Nagas should not be confused by misinterpretation of the FA on “sharing of sovereign power between GoI and Nagas”. WC said this phrase does in no way imply or agree to granting of sovereignty “as being alluded to by IM. Rather, the GoI is very candid and firm on distribution of subjects and political/administrative jurisdictions between the centre and the federating units within the constitution of India.”
WC also claimed that the same arrangement “has been pre-ordained by Th.Muivah, the general secretary and chief negotiator of IM in 2012 at Agri-Expo Dimapur where he publicly acknowledged that sovereignty and territorial integration is impossible and as such any solution shall be within the Indian federation and bounds of Indian constitution and for which, acquiescence on the part of IM leadership, the GoI agreed to ink the Framework Agreement in 2015.”
LH appeals for judicious use of FHR fund
DIMAPUR, SEP 15 (NPN): Appreciating the state government for providing fund for the Nagaland Foot Hill Road (FHR), the Lotha Hoho has appealed to the state government and the responsible authorities including NFHRCC to complete the road at the earliest by judicious utilisation of the fund. In a press release, LH chairman Mhondamo Ovung and general secretary S Abenthung Ngullie said that the hoho would be vigilant on the progress of work and fund utilisation.
On the earmarking of Rs.10 crore for completion of Doyang bridge near Governor’s Camp, LH said that the work order for the bridge was issued seven years ago on November 21, 2014, but claimed that the work was abandoned by the contractor M/S L. Pukhato Shohe & Sons after receiving advance payment of Rs.18.49 crore during 2015-16 against the W/O amount of Rs.2452.20 lakh amounting to 75% of the total amount.
LH said that the payment of 75% of the W/O amount was made for execution of only about 25 % to 30 % of the work.
The hoho said it had filed an FIR “against this fraud” on October 20, 2017 against the contractor and the concerned executive engineer (EE). Surprisingly, NFHRCC had instead, asked for resumption of the abandoned work before the police could take follow up action against the accused.
