(NPN): Congress president Mallikarjun Kharge has accused the Narendra Modi government of not having the political will to implement the agreed solutions.
Addressing a rally at Diphupar village public ground on Tuesday, Kharge alleged that the Central government had cheated the people of Nagaland and the country as well.
Referring to the delayed solution of Naga political issue, he recalled that Modi had announced on August 3, 2015 that Naga issue was resolved with the signing of “Naga Accord”, which was later renamed as Framework Agreement. However, he pointed out that eight years down the line, the announcement had come to nought. He mentioned that
Modi had on August 2019 given a three-month deadline for peaceful resolution of Naga political issue, to which then governor RN Ravi had responded by saying that it was long enough duration to conclude the issue.

(PTI): Noting that the 90 per cent turnout in the recently held Tripura assembly polls was “unprecedented”, the CPI(M) on Tuesday said people came out of their homes in large numbers to vote for the “restoration of peace and democracy” in the state.
Electors, “defying threats”, queued up outside polling booths since 4 am, three hours before the process began on February 16, as they did not want to miss out on this opportunity “after being disallowed from participating in any voting exercise over the past five years – be it municipal elections or bypolls”, claimed CPI(M) state secretary Jitendra Chaudhury.

Town 9 A/C with sitting MLA NDPP Dr. Nicky Kire, KOHIMAS MD, Dr. Tsielhoutuo Ato Rhutso and Er. Meshenlo Kath to share their views and opinions for the welfare of the constituency in general.
Dr. Ato urged the voters to allow him a chance to be the mouthpiece of the common people in the government during the assembly and share their grievances and represent them.

State-wide exercise of checking government vehicles on road in Kohima
DIMAPUR: In view of the polling process which will be held on February 27 and in order to strictly enforce the Model Code of Conduct during the election process, the Nagaland Police led by the Director General of Police and all senior officers conducted a two-hour statewide exercise of checking all government vehicles on road.
A press release from PHQ Kohima informed that the exercise was necessitated by inputs that some elements may either be using government vehicles or private vehicles with fake government number plates or stickers like “On Election Duty” to vitiate the election process.
“The exercise was conducted in all the districts of the state wherein all the senior officers of Nagaland Police along with SST,
FST and CAPF officers also participated. This exercise was conducted to avoid and prevent misuse of any government vehicles for violation of the Mode Code of Conduct”, it added.
During the exercise, besides some minor seizures, one government vehicle of a senior officer which was being used as a flying squad for the election process was detained for carrying unaccounted cash of Rs. 5 lakhs for which the public servant could not give any satisfactory explanation.
Besides the above, Rs. 1.5 lakhs was seized at Chazouba and 975 kgs of areca nuts and few other seizure of IMFL were reported during this exercise.

Shalom Bible Seminary holds clean election rally
DIMAPUR: In support of the Clean Election Movement (NBCC), Shalom Bible Seminary has conducted a clean election rally at Sechü-Zubza on Tuesday.
Over 200 students along with faculty and staff displayed placards, posters chanting slogans such as; “No proxy voting”, “One man one vote”, “Election is the Festival of Democracy”, “Not the time to loot”, “Proxy voting equals to identity theft, etc.”
Speeches were delivered by Academic Dean, Dr. Villo Naleo and president students union, Throngmusü. The programme
was mostly conducted in Nagamese. The students also played a powerful drama which animated the reality and the context of their villages going to elections. Thusutu Thur presented a self-composed song on change followed by a group who presented choreography. After the gathering, the community took a short walk till the Western Angami People Organization (WAPO) ground and concluded with a mass prayer.
The event was chaired by Tsathvü Leyri and principal Dr. Sanyü Iralu prayed for the programme.
DIMAPUR: School of Agriculture Science and rural development (SASRD), Nagaland University (NU), organized a workshop on “Campus to Corporate” on February 20. Programme coordinator Chandani Shivam, gave detailed overview of the Advancing North East portal, a digital initiative taken by North East Council and motivated the students to register in this portal and take maximum advantages in respect of careers, courses as well as entrepreneurial schemes.
Learning and development specialist NEDFi, Guwahati, Nishi Agrawal, a corporate trainer and consultant at NEDFi, conducted specialized sessions on how to develop a good resume so that it can attract the attention of leading recruiters. Agrawal presented on developing skills to face job interviews confidently. 110 students from different departments attended the intensive workshop.

GG for achieving goals
Promise and commitment on solution to the Naga political issue, more development and in general promising a rose garden- have not fructified even after nearly 20 years. The promises were made because the objectives were desirable but not easily achievable. It is like people savoring the fruits of achieving the goals but without looking down to where the feet are planted on. The paths toward achieving the objectives may be understood as with every goal. However more important is not only the path but the preparation in undertaking the journey. The preparation for the journey is the essence where true principles of democracy lies; it is the involvement of the masses in critical aspects of decision making and not only by casting ballots in elections. Until and unless the common people, who should have been the first beneficiary to development, understand the importance of Good Governance (GG) - a government sincerely committed to people’s participation, transparency and accountability - the development process inspired by democratic values will always remain elusive. Good Governance cannot be subjective and if, despite such pleas the matter remains just a topic then the well-being of the larger section of the populace gets invariably neglected. Amidst the cacophony of clichés and rhetoric, good governance has become a spoken panacea but there is much to be understood beyond mere expressions of desire or concern. Good governance is not restricted within the government system as it transcends to mean administering a system that not only delivers the goods but also educates people also about their roles and responsibility. If the common citizens are not participants, then good governance would have less meaning for the overall impact on the social environment. If institutions become subservient to the whims of those in positions of power and authority then it is time to seriously look at the role of the civil societies in matters of ensuring transparency and accountability.. Those in the government very well know that one of the most basic need is to cleanse and make the system efficient as well as trustworthy. Taking the example of Nagaland, the delivery system has shown to be lacking in accountability and this has undermined GG. Use of RTI to obtain information should be to effect GG and not merely an ammunition to shoot at the government of the day. GG is a tool against corrupt practices which has created misgivings and cynicism in the minds of the public. People view government institutions as used for the personal enrichment as a provision for benefits to the corrupt. The civil societies face a challenge with how they should devote adequate attention to this pressing need besides raising various socio-political issues. They play an important role towards ensuring that the government act in a transparent and accountable manner. If civil societies focus only on raising issues to get the attention of the government or those in authority, they miss out on the need to nurture people’s participation in all spheres. The objective of GG still is, to achieve a more effective, fair, accountable and transparent governance by empowering the grassroots people through informative and educative contents with continuous pressure from civil society organizations to influence the government mechanism to act in a manner that satisfies the public quest.

This may describe affection and it may bring us a warm feeling, but it is not a true and accurate description of love.
Have you ever been driven to do something for God not because you felt that it was useful or your duty to do so, or that there was anything in it for you, but simply because you love Him? Have you ever realized that you can give things to God that are of value to Him? Or are you just sitting around daydreaming about the greatness of His redemption, while neglecting all the things you could be doing for Him? I’m not referring to works which could be regarded as divine and miraculous, but ordinary, simple human things— things which would be evidence to God that you are totally surrendered to Him. Have you ever created what Mary of Bethany created in the heart of the Lord Jesus? “She has done a good work for Me.”
There are times when it seems as if God watches to see if we will give Him even small gifts of surrender, just to show how genuine our love is for Him. To be surrendered to God is of more value than our personal holiness. Concern over our personal holiness causes us to focus our eyes on ourselves, and we become overly concerned about the way we walk and talk and look, out of fear of offending God. “…but perfect love casts out fear…” once we are surrendered to God (1 John 4:18). We should quit asking ourselves, “Am I of any use?” and accept the truth that we really are not of much use to Him. The issue is never of being of use, but of being of value to God Himself. Once we are totally surrendered to God, He will work through us all the time.

Seat- Sharing, Opposition-less, and the Truth
My father served in the Indian Army, and my uncle (Dad’s sole brother) served in the Naga Army in the 1960s. While still a boy, a well-intentioned relative of mine once confided in me that my Grandfather endorsed such contradiction in the family for the envy of Indian Army dress and tax waiver from the Naga Army. Baffled, yet unfortunate not to have Grandpa around to confirm the truth. A similar dilemma lingers as I prepare for 27 Feb. 2023 Polling Day. Here are Questions that bother me as a citizen and a Christian trying to make sense and act (vote) right.
1. Why seat-sharing and opposition-less?
My 11 years of marriage tells me that it sometimes takes bitter disagreement and confrontation to forge a better way forward. And to think about running a system devoid of an opposition citing a strawman - mother- of – all - agenda is disturbing, to say the least, and dangerous at best. Could there be other reasons besides the professed agenda that has triggered to forfeit the foundation of democracy - a healthy opposition to mend checks and balances? Should this seat- sharing and opposition-less be just a game of convenience to remain in power and preempt the likelihood of genuine opposition, then the Truth is not in the system. Promises are broken.
2. Who benefits by sharing seats and not being opposed?
Naga culture elevates men in general and chronologically older men in particular. Leadership in the System, Organizations, Institutions, and Church reflect such truths. An inevitable time-consuming process is required to acquire a high position. However, giving an unprecedented chronological vested ad -
vantage over qualification, talents, and the Truth is a pretense. Then again, who is the actual real winner in this seat- sharing? Bigger numbers are not winner everywhere.
3. What could be the ideology behind seat-sharing and opposition-less? My father-in-law, who faithfully served the Naga cause in the 1950s, recounted that they got lost on many occasions while traversing the dense forest. Amidst fear, anxiety, anger and frustration, a piece of advice to follow the ‘indistinct’ sound in the bush almost every time miraculously led the group to safety. Has the present system, people working for the exact cause, given up on those miraculous escapades and the ideals behind the cause? Dangerous yet driven by an emboldened ideology of simplicity and Truth. Are we trading an identity and a long-cherished ideology for development and make-believe peace? Does the system have a creed? Or even try to have one? Development in and of itself is no ideology. Truth is misplaced.
4. Whose generation is asking for seat- sharing and no opposition? The generation of contestants for the forthcoming election falls beyond Baby Boomers (1940s-1950s) to the Millennials (1981-1996) and three more generations. Each generation marks substantial, sometimes exclusive, differences. Then again, one wonders where the initiative is coming from, for such a compromise. Compromise because there are pronounced differences across generations globally regarding ideologies, preferences, livelihood choices, and quality of life.
So again, where is the voice of the people represented? Or should we say that people of Nagaland across generations has no differences of opinion? Or sold-out?
From loincloth to wardrobe and machete to pen/technology, Nagas have come a long way. Breaking the barriers of separation based on clans and tribes, Nagas have successfully adapted the change of time. However, it has now become essential for every right thinking Nagas to pause and ponder whether ‘Evolution’ in its truest sense has taken place during these 59 years of existence or just mere ‘Adaptation’ of mode of living of the advanced race without any basis is the ugly bitter truth.
Reasonable time has lapsed but the reality is still evidently adverse. Nagaland as a State will truly be independent when every Naga starts to think reasonably and act responsibly. It is time for every Naga to realize that every individual is a necessary component of our Naga society. It is when every Naga starts to understand that ‘prosperity of an individual can only be said to be positive when it favours the enhancement of the society and not contrary’ can there be any reformation.
With the 14th Nagaland Legislative Assembly Election around the corner, it is very important for every eligible Nagas to retrospect the phase and outcome of our 13th Nagaland Legislative Assembly Election. The genuine deplorable condition of the State of Nagaland is not unknown. It would not be wrong to admit that the Nagas are still unitedly separated by choice. Therefore, it is a reasonable time to know and disseminate the structure of our democratic system under the Union of India;

Naga customs and traditions, by and large, does not encourage healthy debates between chronologically different age groups, leave alone other tribes, religion, and ideologies etc. Therefore, is the opposition- less and seat- sharing just a convenient way to maintain status quo? It is imperative to underscore that the younger generation representatives are rather voice-less, bound by family, clan, village, tribe, church, and political party- politics! Is the more youthful generation, sitting in the chair and contesting, lured to shun speaking for themselves or even enticed to talk about something they do not believe? Are the younger generation representatives even allowed to represent the people correctly?
6. Is seat- sharing and opposition- less, making themselves more opaque or transparent to the public? With the make-believe social media doing its rounds, the public thinks they know something about the system. This assumption can be far from the truth. With the increasing gap between the rich and the poor (billionaires in the Naga society, mounting unemployment and unemployabilty), information that the general public is exposed to is either too little or too late. Blunder and decision errors are conveniently covered up. E.g. What are the condition of schools and higher education in Nagaland today? The only State in India where one Medical College cannot be put together to run? The Indian Institute of Science Education and Research (IISER), an autonomous premier publicfunded research institute given to Nagaland, could not materialize! This estab-

7. Is seat- sharing and opposition-less incorruptible or more corrupt?

With the legislative, executive, and judiciary being managed on the one hand and impunity on the other, the latter is the norm of the day, with the balancing act being done at the expense of the public. Does one wonder how a 1.5 km stretch to the largest hospital in the State and in Dimapur is left in such a deteriorated condition? Who pays the price of heart attack, stroke, miscarriages, and critically ill patients whose life hinge on every precious second? What about the resources and time wasted by all citizens because of the debilitated road connectivity? Nagaland is yet to hear about compensation for accidents due to bad road conditions and negligence. Forgetting other road connectivity, the Road Traffic Accidents (RTA) between Dimapur and Kohima due to systemic negligence of the system is worth pondering. Discussions on systemic

Election & Right To Vote
Article 326 of the Constitution of India provides for election of members to the Legislative Assembly on the basis of adult suffrage (right to vote) by persons who is a citizen of India and not less than 18 years of age.
Right to Vote is a Constitutional as well as Statutory Right. Article 19(1)(a) provides for right of expression which ultimately facilitate the right of the people to elect and to vote. Section 62 of the Act of 1951 also provides for right to vote.
Corrupt Practices
The Act of 1951 introduced free and fair electoral system. Part IV of the Act of 1951 deals with the corrupt practices and electoral offences and the same are extracted hereinbelow:
Section 123: Corrupt Practices Bribery: Any gift, offer or promise made by a candidate or his agent or his accomplices to induce a person to stand or not to stand as candidate at an election and an elector to vote or refrain from voting at an election would deem to have committed the offence.

8. What are ordinary citizens’ opportunity costs for the shared, oppositionless system? The utmost commodity Nagas trade with this supposed development is the irreconcilable identity and ideology. They are imperceptible because they use the same language (at least trying), wear the same fashion, and are supposedly eqi-distant. However, the ugly truth is the reality of the indistinguishable, yet irreconcilable gap between the ‘Haves’ and the ‘Have nots’. On a closer look at the situation in the county and at home, one sees the contrast and the doubletongued narrative of persecution and totalitarian regime on the one hand and the narrative of peace and development on the other. Point is, what cost are we paying (individually and corporately) for the current balancing act of the system for a developed land?
9. What are the priorities of the seat-shared and opposition-less system?
Given the geopolitics of North East India, Act East is perhaps necessary for ‘the road map’ to reach the far East beyond Nagaland. Nagaland stands in the way. Peeking into the overloaded manifesto on development, one must ask, at what cost do we trade development? What are greater agendas being fulfilled? Is the greater religious mission being compromised? What if a coup of a different kind is being played out fundamentally in a spiritual realm that Nagas do not want to acknowledge? There is impending danger in manipulating the truth and mixing religion with politics. To me, the

Penalties For Electoral Offences Under The Act Of 1951
Section 125 prescribes a punishment with imprisonment upto 3 years or fine or with both for any person who promotes enmity between classes in connection with election.
Section 127 prescribes a punishment with imprisonment upto 6 months or with fine to any person who causes disturbances at any election meetings.
Section 128 prescribes a punishment with imprisonment upto 3 months or with fine to any vote recording agents or person who contravenes with maintenance of secrecy of voting.
Section 130, 131 & 132 prohibits canvassing, disorderly conduct & misconduct in or near any polling station as punishable with fine which may extend to Rs. 250/- and with imprisonment upto 3 months or with fine, respectively.

10. Do I vote for a shared-opposition-less system to be established?
I want to cast my vote not based on tribe, age, experience, denomination, charisma, or the eloquence of the individual contestant but evaluate the ideology of the Party they represent and the conviction of the person therein. Perhaps it is also time for us to think collectively as a people responsible for establishing the right system. We dare not isolate ourselves as people of this party and that party, people of this and that tribe, people of this and that gender, people of this and that denomination, people in politics or people in the civil society, or people in the church or people in the bureaucracy or people in the academic… Can we envision ourselves as a family and extended family based on the Truth? Therefore, we are! Karl Barth once said, “Take your Bible, take your newspaper, and read both. But interpret newspapers from your Bible.” Can we interpret the times and seize the opportunity of being at this time and place to be part of (re)establishing the Truth within us and the society we live in? Being judged by history is one thing; to be judged by God (Truth) is quite another. To be opposed by men is one; to be opposed by God is tragic. Let us do our part and vote. Let us appreciate our choices (NOTA included), and let the right system be established. I believe, amidst the supposed contradictions, Truth still exists. 27th February 2023 - Polling day is a proof that Truth has not forsaken His people. Truth awaits! The old fashion of election has to be done away with by equipping ourselves with the aforementioned basic legal principles. Surrendering our right to elect and vote at the disposal of the corrupt will only ensure the replication of the present condition. Expecting changes in Nagaland without changing first is an appeasement of a fool. We must raise above the walls of clan, tribe, community and money politics. “We must stop ourselves from giving in to our WANTS and start dealing with our NEEDS”. As a successful Society or State is not build in a day, it is the aspiration of the citizens which has the might to alter the course of journey to a desired harbour. Nagaland deserves better so does every denizen. The antidote to all our grievances is Good Governance which is plausible if every eligible voters exercise his/her franchise responsibly on 27.2.2023. Bhiwani murder: Case against Rajasthan cops for assault
NUH (HARYANA), FEB 21 (PTI): Haryana Police on Tuesday registered a case against 30 to 40 unnamed Rajasthan police personnel on a complaint by a woman that her pregnant daughter-in-law lost her child after she was allegedly assaulted by them during a raid to nab her son, who is an accused in the Bharatpur abductionmurder case.
Following the complaint of Dulari Devi, an FIR has been registered under sections 148 (rioting, armed with deadly weapons), 149 (unlawful assembly), 354 (assault or criminal force to woman with intent to outrage her modesty), 452 (house-trespass) and 312 (causing miscarriage) of the Indian Penal Code at Nagina police station here, the police said.
Devi is the mother of accused Srikant Pandit and the woman who lost her child is his wife. He is among the five linked to the Bajrang Dal who were initially booked for allegedly abducting and killing the two men hailing from Bharatpur in Rajasthan whose charred bodies were found in Loharu in Hary-
ana’s Bhiwani on Thursday.
The Rajasthan Police has denied Devi’s allegation.
“Nuh police registered the FIR against 30 to 40 unidentified cops of Rajasthan police on Tuesday,” an official said.
Rajasthan Police was conducting a raid at the house of Srikant in village Maroda on Friday morning when the alleged incident occurred. Devi alleged that her full-term pregnant daughter-in-law hgave birth to a stillborn child after she was assaulted duriga raid by 30-40 cops of Rajasthan police, who were in uniform as well as plain clothes.
Pandit’s mother, in her complaint, had also alleged that the police forcibly took away her two other sons.
After these allegations, Varun Singla, Superintendent of Police of Nuh initiated a probe into the matter.
The cause of death of the child is not ascertained yet as the viscera examination report from the forensic science laboratory is awaited, the official said.
The two victims, Junaid and Nasir, were alleged to have been abducted and murdered by cow vigilantes.

SHIMLA, FEB 21 (PTI): The Congress government on Tuesday disbanded the Himachal Pradesh Staff Selection Commission whose functioning was suspended after a paper leak was detected in December last year.
“The reports of departmental inquiry and vigilance bureau pointed out irregularities and papers were being leaked and sold to selective people for the past three years” following which the state government has decided to dissolve the commission with immediate effect, said Chief Minister Sukhvinder Singh Sukhu.
He said complaints were also received regarding the papers held recently by the HPSSC, headquartered in Hamirpur.
The ongoing recruitment process from HPSSC has been transferred to Himachal Pradesh Public Service Commission (HPPSC), Shimla, for the convenience of candidates till further alternative arrangements are made or a testing agency is constituted, he said while interacting with media persons.

Digital transactions to exceed cash: PM

Prime Minister Narendra Modi on Tuesday expressed hope that digital transactions will soon surpass cash with Unified Payments Interface (UPI) increasingly becoming the most preferred payment mechanism in the country. Modi after the launch of the cross-border connectivity between the UPI and PayNow of Singapore said about 74 billion transactions amounting to more than Rs 126 trillion, which is approximately 2 trillion Singapore dollar, was done through UPI in 2022.
“Many experts are estimating that very soon India’s digital wallet transactions are going to overtake cash transactions,” he said.
A large number of transactions via UPI demonstrate that this indigenously designed payment system is very secure, he said.

The rupee depreciated 9 paise to close at 82.82 (provisional) against the US dollar on Tuesday as the strength of the American currency in the overseas market and a muted trend in domestic equities weighed on investor sentiments. At the interbank foreign exchange market, the rupee opened at 82.76 against the greenback and finally settled for the day at 82.82 (provisional), registering a fall of 9 paise over its previous close of 82.73.
During the session, the domestic unit witnessed an intra-day high of 82.73 and a low of 82.83 against the American dollar. Meanwhile, the dollar index, which gauges the greenback’s strength against a basket of 6 currencies, was trading 0.12% higher at 103.98.

BJP ‘divisive’: Kharge asserted that the Congress would not keep quiet in addressing the issues of the state as well as the country, adding that it would fight tooth and nail, not only in the Parliament, but also outside parliament.
He alleged that BJP had entered the state of Nagaland and was on the mission to push the RSS agenda by following their divide and rule policy.
The Congress president warned that Naga identity was at stake as BJP and its ideological mentor RSS had a problem with it. He alleged that the party wanted to recast indigenous people as vanvasi. “This recasting of Adivasis into a vanvasi is integral to the ideological project of BJP/ RSS,” he claimed.
He alleged that BJP never had any concern or priority for Nagaland and that it was hell bent upon creating division within
Nagaland and abrogating Article 371 (A) to pave the way for easy implementation of Uniform Civil Code as part of its divisive agenda.
“BJP’s politics is aimed at destroying the indigenous and unique culture of Nagas. The people of Nagaland must stand up against this attack on the culture of Nagaland and the politics of polarisation and hatred,” he exhorted.
Apart from highlighting issues confronting the State, Kharge also spoke on other issues like as inflation, unemployment, economic situation, attack on democratic institutions, etc.
Also addressing the gathering, AICC in-charge for Nagaland, Dr. Ajoy Kumar pointed out that Nagaland has the worst roads and was the only state in India without a medical college while government hospitals were operating under candle light. He said Nagas with rich culture and heritage, God fearing, nicest people in any industry, deserve much better.
Therefore, he said, if the Nagas were worried about future their children, health, jobs, security etc. they should vote for the right people to deliver.
Further dwelling on the attacks on Christians
and minorities across the country, Dr Ajoy questioned how could Amit Shah come to Nagaland and say BJP respects all religions, but attack Christians and minorities on the other hand.
In his brief address, AICC general secretary and Member of Parliament, Mukul Wasnik wondered how could a party like the NDPP agree to have seat sharing alliance with a party like BJP, a party that does not believe in socialism, democracy and secularism.
“They believe in one nation, one religion and believe only in one language that is Hindi and believe that the people should wear only those clothes which the BJP wants and also decide on what people should eat and drink…,” Wasnik said.
NPCC president K Therie and former chief minister, KL Chishi also addressed the gathering.

(PTI): The Supreme Court has agreed to hear on Wednesday the Uddhav Thackeray faction’s plea challenging the decision of the Election Commission recognising the Eknath Shinde-led bloc as the real Shiv Sena and ordering allotment of the party’s original ‘bow and arrow’ poll symbol to it.
Senior advocate Kapil Sibal, appearing for the Thackeray faction, mentioned the matter before a bench of Chief Justice DY Chandrachud and Justices Krishna Murari and P S Narasimha on Tuesday.
“If the EC order is not stayed, then they will take over the symbol and the bank accounts. Please list it tomorrow before the Constitution bench,” Sibal requested the court.
The top court said it needs to go through the case files and posted the matter for hearing at 3:30 pm on Wednesday.
The plea filed by the Thackeray camp stated the
points raised in the petition have a direct bearing on the issues which are being considered by the SC’s constitution bench.
The petition contended the poll panel erred in holding that disqualification under the Tenth Schedule and proceedings under the Symbols Order operate in different spheres and that disqualification of MLAs is not based on cessation of membership of a political party.

In a 78-page order on the protracted battle for control of the organisation, the Commission allowed the Uddhav Thackeray faction to keep the ‘flaming torch’ poll symbol allotted to it till the completion of the assembly by-polls in the state. The Commission said the MLAs backing Shinde got nearly 76 per cent of votes polled in favour of the 55 winning Shiv Sena candidates in the 2019 Maharashtra Assembly elections.
Sena office in Parl House allotted to Shinde-led faction
The Lok Sabha Secretariat has allotted the Shiv Sena office in Parliament House to the Eknath Shinde-led faction after the EC’s decision to recognise the group as the real Shiv Sena. Responding to a letter written by Shinde faction’s floor leader Rahul Shewalae, the Lok Sabha Secretariat said the designated room for the Sena office in the Parliament building has been allotted to the party.
The poll panel had last week recognised the Shinde faction as the original Shiv Sena, allowing it to use the “bow and arrow” symbol in elections — practically denying Uddhav Thackeray a claim on the party his father, Bal Thackeray, founded in 1966. Thereafter on February 18, Shewale had written to the Lok Sabha Secretariat seeking allotment of the office for the party.
After Joshimath-like situation in Jammu’s Doda, NGT forms panel
NEW DELHI, FEB 21(PTI): The National Green Tribunal has formed a panel to conduct a study and suggest remedial measures for preventing environmental damage in light of the incident of land subsidence in Doda District of Jammu and Kashmir.
The tribunal was hearing a matter where it had taken cognisance of a media report on its own about the damage and displacement caused by “slipping of the earth”.According to the report, most houses in the area were damaged resulting in displacement of the inhabitants. A bench of Chairperson Justice A K Goel noted that a geological survey of the area was being conducted to ascertain the reasons for the incident. It said the issue was a “matter of concern” requiring “stringent preventive and remedial measures”.
The bench, also comprising Expert Members A Senthil Vel and Afroz Ahmad noted the tribunal had earlier passed an order regarding the fragile areas in the Himalayan region and places including Shimla,
Kasauli, Manali, McLeod Ganj in Himachal Pradesh and Aravali hills in Rajasthan.
By the order, the green panel had constituted a committee of representatives of the departments concerned and experts to suggest remedial measures.“On the above pattern, we direct the constitution of a joint committee to be headed by Chief Secretary, Jammu and Kashmir,” the tribunal said.Other committee members would include the Central Pollution Control Board (CPCB), Wadia Institute of Himalayan Geology, Govind Ballabh Pant National Institute of Himalaya and Environment, National Institute of Hydrology (NIH), Professor J S Rawat of Kumaon University, Space Application Centre, National Institute of Rock Mechanics and ACS Environment, the tribunal said. “The committee may suggest remedial measures to prevent environmental damage in the light of carrying capacity, hydro-geology studies, geo-morphological studies and also covering other allied and incidental issues,” it said.

“Lok Sabha member Shrikant Shinde (Eknath Shinde’s son) has given a supari (contract) to kill me to a Thane-based criminal Raja Thakur. I have confirmed information regarding the same. I am informing you as a responsible citizen,” Raut said in his letter.
Responding to a question related to Raut’s letter, Aaditya Thackeray, MLA and son of ex-CM Uddhav Thackeray said, “The complaint should be taken seriously. Unfortunately, these traitor MLAs (from Shinde camp) are not being controlled at all. One MLA had opened fire in Mahim area of Mumbai, but no action has been taken at all.”
Sanjay Shirsath, an MLA from Shinde’s group said, “Raut is doing is a cheap stunt to gain sympathy. There is no doubt that there should be a thorough probe into the matter. However, do not forget that Raut does a lot of stunts, which have no substance.”

(IANS): A Mahapanchayat of different Hindu organisations was held in Manesar, Gurugram on Tuesday in support of Mohit Yadav alias Monu Manesar, who is one of the prime suspects wanted in the Bhiwani murder case. In the incident, which took place in Loharu in Bhiwani (Haryana), two youths from Bharatpur (Rajasthan) - Junaid and Nasir - were allegedly burnt alive on February 16.
During the Mahapanchayat, it was decided that alleged cow vigilante Monu Manesar is innocent and they will not allow him to be arrested. The Hindu groups also decided that they will not allow the police to enter the Manesar area and if Monu was arrested, they will block traffic on the Delhi-Jaipur Expressway.
On Tuesday, when the people of Mahapanchayat came to know that the Rajasthan Police have reached Monu’s house in Manesar to
serve a legal notice, they also reached the house. But by then, the police team had left the spot.
The people also blocked the National Highway on Tuesday between 1:00 p.m. and 1:22 p.m. but later they were removed from the expressway.
The Mahapanchayat also urged the Haryana government to support Monu Manesar and ensure that he is not arrested.
During the Mahapanchyat, it was announced that Monu Manesar is not at
fault and he is being framed. Monu has been described as a cow protector as well as ‘Hindu pride’ in the Mahapanchyat.
Meanwhile, Haryana as well as Rajasthan Police have not been able to arrest Monu Manesar, the main suspect in the Bhiwani case.
The Rajasthan police has registered a case against five accused including Monu Manesar.
People involved in the Mahapanchayat said “Monu is a cow vigilante and due to his efforts, incidents of cow smuggling have stopped in the area. It was announced in the Mahapanchayat that Monu is innocent and he is being implicated in this case.”
Along with this, people have also come in favour of another accused in the case, Shrikant Pandit. Vishwa Hindu Parishad (VHP), Bajrang Dal and other Hindu organisations took part in the Mahapanchayat.

Tension in Haryana’s Muslim-dominated Nuh

DUBAI, FEB 21 (AP): A senior member of a U.S.-based Iranian opposition group accused of orchestrating a deadly 2008 mosque bombing has been sentenced to death in Iran, authorities said Tuesday. Iranian authorities say Jamshid Sharmahd, an Iranian-German national and U.S. resident, is the leader of the armed wing of a group advocating the restoration of the monarchy that was overthrown in the 1979 Islamic Revolution. His family has said he was merely the spokesman for the opposition group and accuses Iranian intelligence of abducting him from Dubai in 2020. His hometown is Glendora, California.
Covid death toll in Philippines tops 66K
MANILA, FEB 21
(IANS): The Covid-19 death toll in the Philippines has increased to 66,030, the Department of Health (DOH) said in its latest update on Tuesday.
The DOH reported the first case of Covid-19 in the Philippines on January 30, 2020, reports Xinhua news agency. On March 2020, the agency had reported the first local transmission and the first death due to the disease. The health agency reported the highest single-day tally on January 15 last year, with 39,004 new cases. As of Tuesday, the country has registered 4,075,545 cases.
Putin suspends nuke pact with US
MOSCOW, FEB 21 (AP): Russian President Vladimir Putin gave no sign Tuesday he would change strategy in the Kremlin’s bloody war in Ukraine, and ratcheted up tensions with the West by suspending Moscow’s participation in the last remaining nuclear arms control pact with the U.S.
In his long-delayed state-of-the-nation address, Putin cast his country — and Ukraine — as victims of Western double-dealing and said it was Russia, not Ukraine, fighting for its very existence.
“We aren’t fighting the Ukrainian people,” Putin said in a speech days before the war’s first anniversary on Friday. “The Ukrainian people have become hostages of the Kyiv regime and its Western masters, which have effectively occupied the country.”
The speech reiterated a litany of grievances that the Russian leader has frequently offered as justification for the widely condemned military campaign while vowing no military let-up in a conflict that has reawakened fears of a new Cold War.
In fact, Putin sharply upped the ante by declaring that Moscow would suspend
its participation in the socalled New START Treaty. The treaty, signed in 2010 by the U.S. and Russia, caps the number of long-range nuclear warheads the two sides can deploy and limits the use of missiles that can carry atomic weapons.
Putin also said that Russia should stand ready to resume nuclear weapons tests if the U.S. does so, a move that would end a global ban on such tests in place since the Cold War era.

A delegation of U.S. lawmakers on Tuesday met with Taiwan’s president, who promised to deepen military cooperation between the two sides despite objections from China, which claims the island as its own territory. The group was one of many U.S. delegations President Tsai Ing-wen has welcomed in recent years.
China responded to foreign visits by holding large-scale military exercises seen by some as a rehearsal for a blockade or invasion. Beijing has not ruled out use of force to reunite Taiwan with mainland China, although the
sides have been separated since a civil war in 1949, and most Taiwanese prefer to keep the status quo of de-facto independence.
Tsai thanked the lawmakers for coming, saying it was a chance to deepen ongoing cooperation in semiconductor chip design and manufacturing, renewable energy and next-generation 5G mobile network.

ISTANBUL, FEB 21 (AP):
The death toll in Turkiye and Syria rose to eight in a new and powerful earthquake that struck two weeks after a devastating temblor killed nearly 45,000 people, authorities and media said Tuesday.
Turkiye’s disaster management authority said six people were killed and 294 others were injured with 18 in critical condition after Monday’s 6.4-magnitude quake.
In Syria, a woman and a girl died as a result of panic during the earthquake in the provinces of Hama and Tartus, pro-government media outlets said.
The earthquake’s epicentre was in the town of Defne, in Turkiye’s Hatay province, which borders
Syria. It was also felt in Jordan, Cyprus, Israel, Lebanon and as far away as Egypt, and followed by a second, magnitude 5.8 temblor, and dozens of aftershocks.
Hatay was one of the worst-hit provinces in Turkey in the magnitude 7.8 quake that struck on Feb. 6.
Thousands of buildings were destroyed in the province and Monday’s quake further damaged buildings.
The governor’s office in Antakya, Hatay’s historic heart, was also damaged.
Officials have warned quake victims to not go into the remains of their homes, but people have done so to retrieve what they can. They were caught up in the new quake.

On a trip clearly timed to overshadow a major speech by Russian President Vladimir Putin before the anniversary of the invasion, Biden met Polish President Andrzej Duda, one of the most vocal proponents of stronger Western support for Ukraine.

Resolution banning caste discrimination sparks debates among Indian-Americans

(PTI): A resolution moved by an upper-caste Hindu official in the Seattle City Council to bring in an ordinance banning caste-based discrimination in the city has generated intense debates among members of the Indian-American community.
The Seattle City Council is scheduled to vote on the resolution moved by Council member Kshama Sawant at its meeting on Tuesday. If voted, Seattle would become the first American city to specifically outlaw caste discrimination.
The resolution proposing an ordinance to add caste to Seattle’s antidiscrimination laws has
divided the small but influential South Asian community.
Proponents of the move, which is the first of its kind in a US city council, have hailed it as an important step towards promoting social justice and equality.
On the other hand, an equally large number of people have alleged that this is a move to target the larger South Asian Diaspora, particularly Indian Americans.
“We have to be clear, while the cost of discrimination against oppression does not show up in the United States, in every form that it shows up in South Asia, the discrimination is very real out here,” said Sawant, who is an uppercaste Hindu.
Many Indian-Americans fear that codifying caste in public policy will further fuel instances of Hinduphobia in the US.
Over the last three years, ten Hindu temples and five statues, including those of Mahatma Gandhi and Maratha emperor Shivaji, have been vandalised across the US as an intimidation tactic against the Hindu community.
Indian-Americans are the second-largest immigrant group in the US. According to data from the 2018 American Community Survey (ACS), which is conducted by the US Census Bureau, there are 4.2 million people of Indian origin residing in the United States.

17 migrants dead, 13 hurt, in Mexico bus crash
MEXICO CITY, FEB 21
(AP): At least 17 migrants are dead after the bus they were traveling in crashed in the central Mexican state of Puebla, officials said Monday. All the dead were migrants, including people from Venezuela, Colombia and Central America, according to Julio Huerta, the Puebla state interior secretary. Huerta said the accident occurred Sunday on a highway leading from the southern state of Oaxaca.
He said the migrants appeared to have been traveling without appropriate documents.
Fifteen of the 45 pas-
sengers died at the scene, and two more died at a hospital. Five were hospitalized and in critical condition, and eight oth-
ers apparently suffered injuries that were not lifethreatening. Huerta said all the migrants were adults. Migrants frequently use trucks and buses to travel through Mexico to reach the U.S. border. Because they are often crammed into unsafe, illegal or clandestine transportation, accidents are not uncommon.
In 2021 a truck carrying migrants overturned on a highway near the southern city of Tuxtla Gutierrez, killing 56 people.

World number one Rudrankksh got the better of Germany’s Maximilian Ulbrich 16-8 in the gold medal contest.
Rudrankksh also topped the ranking round with a total score of 262.0, with Ulbrich scoring 260.6.
Tilottama ended the top eight ranking round with a score of 262.0, missing out on the gold medal match by the narrowest possible margin of 0.1. Her medal was India’s second bronze of the competition.

(PTI): The Union Territory of Ladakh has created history by successfully conducting its maiden 21-km trail running event in sub-zero temperature at 13,862 feet high Pangong Tso, which was registered in Guinness world record as the world’s highest frozen lake half marathon.
Spread across the border of India and China, the 700-square kilometer Pangong Lake records a temperature of minus 30 degrees Celsius during winter, making the salt water lake frozen with ice.
The four-hour long marathon started from Lukung and ended at Maan village on Monday with no injury reported to any of the 75 participants, Leh District Development Commissioner Shrikant Balasaheb Suse told PTI.

The district development commissioner said all the participants underwent six-day acclimatisation -four days in Leh and two in Pangong -- in accordance with the SOPs decided by the district administration. The participants were also subjected to medical examination to ensure that they were fit for running. All medical centres along the route were equipped with trained personnel and equipment to tackle any medical emergencies, Suse said, adding the event saw active support from Indian Army and ITBP in terms of medical support and logistics.
Union Territory Disaster Response Force personnel and Ladakh mountain guide association personnel were deployed along the route to ensure safety of the runners. The route was decided after proper inspection and size of frozen layer of ice, the officer said.

(PTI): The Boxing Federation of India (BFI) on Tuesday roped in renowned coach Dmitry Dmitruk as the team’s foreign coach for the next two years.
Dmitruk, who served as the high performance coach of the Irish Athletic Boxing Association as well as the Irish National Junior and Youth Teams for the last 12 years, will be leading Indian boxing’s men’s and women’s teams for the upcoming elite competitions, including the World Championships.
“India has emerged as a boxing powerhouse in recent times and I am extremely delighted to get the opportunity of coaching this talented group of pugilists.
“With the experience I have garnered in my career, I am confident that we will continue to achieve similar glory in prestigious tournaments together,”he said.

Bumrah yet to get clearance from NCA

With the 2023 season of the Indian Premier League (IPL) there is a lot of interest in the availability of some Indian stars for the cash-rich domestic T20 league. The 16th edition of the IPL is scheduled to be held from March 31 to May 28.
One of the players the fans want to see returning to action is Jasprit Bumrah, who is recuperating from his injury and has missed a few series in the last few months.
The right-arm quick has not played any cricket since the T20I series against Australia at home in September 2022 and has undergone rehabilitation at the National Cricket Academy (NCA) in Bengaluru.

Over 30 nations support ban on Russia, Belarus in international events

(IANS): More than 30 like-minded nations have pledged their ongoing support for a ban on Russian and Belarusian athletes competing in international competitions, including the 2024 Olympic Games.
France -- hosts of the 2024 Olympic and Paralympic Games, 2021 hosts Japan, the 2026 Winter Olympics hosts Italy and the United States, which will host the 2028 Summer Olympics, are all among the countries involved.
The International Olympic Committee (IOC) announced last month that it was “exploring a pathway” for athletes from the two nations competing in qualification events for Paris 2024 as neutrals.
But the 30 countries published a joint statement on Monday setting out their concern following recent proposals from the IOC
which suggest a pathway is being explored to allow Russian and Belarusian athletes to return to competition.
“We firmly believe that given there has been no change in the situation regarding the Russian aggression in Ukraine, and as an imperative for fairness and solidarity towards the Ukrainian athletes whose facilities have been destroyed and who have had to leave their country, there is no practical reason to move away from the exclusion regime for Russian and Belarusian athletes set by the IOC in their statement of 28 February 2022.”
The IOC called on federations to exclude athletes from Russia and Belarus following the invasion of Ukraine and banned the nations from the Winter Paralympics in March 2022 -- though athletes were allowed to compete under a

neutral flag. The UK Culture Secretary Lucy Frazer chaired a summit on February 10 of ministerial and senior representatives from a group of nations, who want the ban to remain.
Following the summit, Frazer in a statement said: “We agree that Putin cannot use sport to legitimise his actions on the world stage. This coalition of nations has supported Ukraine on multiple fronts
and we will continue to do so.
“Any plans to allow Russian and Belarusian athletes to participate in Paris are not credible. With the prospect of tanks from the United Kingdom, United States and European partners arriving in Ukraine over the coming weeks, and President Zelenskyy expressing serious concerns that a spring offensive by Russia is imminent, we urge
the IOC to reconsider its position.” Ukraine’s president, Volodymyr Zelenskiy, made clear last month his belief that Russian athletes have no place at the Paris Olympics, which begins on July 26 and lasts until August 11, 2024, with the country’s sports minister, Vadym Guttsait, suggesting to boycott the Games if Russian athletes are allowed to compete, even as neutrals.
