NEW DELHI, SEP 2 (AGENCIES): Following backlash from Opposition leaders over the decision to scrap Question Hour from the upcoming monsoon session of Parliament, starting September 14, the government has said it would allow “unstarred questions” -- meaning written questions that will receive written responses. The modification came shortly after the government’s claim that Question Hour was dropped only after discussions with opposition leaders. As per the notification, in the wake of ongoing Covid-19 pandemic, the government said that there will be no Question Hour and Private Members’ business during the Monsoon Session. However, Zero Hour and other proceedings will be held as per schedule, it added. All questions for Question Hour— the first hour of business every day when Parliament is in session--

have to be tabled 15 days before the session, but Union Parliamentary Affairs Minister Pralhad Joshi told news agency ANI that the government had requested Lok Sabha Speaker Om Birla and Vice-President of India and Rajya Sabha Chairman M. Venkaiah Naidu to allow MPs to table their unstarred questions. The government, however, said it is not running away from any debate and provisions are being made for allowing written answers for the questions put up by MPs. While several opposition parties criticised the move, sources said that provisions are being made to
facilitate written answers to questions from the members of both the houses. Opposition leaders accused the government of trying to “murder the democracy” in the name of the COVID-19 pandemic and reducing “Parliament to a notice board”. BJP also took a swipe at the Congress over its criticism of the Union government for not having the Question Hour, saying it is amusing to see that those who “don’t have power” to question their own party president are creating a “fake narrative” on this issue. In separate notifications, the two secretariats said there will be no breaks
as well during the session to be held from September 14 to October 1, and both Houses will function on Saturdays and Sundays as well. In view of the COVID19 pandemic, the session will be held in two shifts -- 9 a.m. to 1 p.m. and 3 p.m. to 7 p.m. Except for the first day, the Rajya Sabha will sit in the morning shift and the Lok Sabha will sit in the evening, according to the notifications. Further, Joshi also said he has requested the heads of the two Houses to keep the duration of Zero Hour to 30 minutes. Unlike Question Hour, members can raise any current issue related to any ministry for discussion during the Zero Hour. But the minister concerned is not bound to respond. “They will take the final decision. The government is ready to have a discussion on every issue,” Joshi said. Underlining that the monsoon session is being held in unprecedented circumstances in wake of the COVID-19 pandemic, Joshi said officers from ministries would have to come to Parliament if the Question Hour is held and that can make the place crowded.

Pointing put that the business community had undergone immense hardships since the past six months, DCCI president Akashe K Zhimomi urged organisations and groups not to harass and burden the businessmen and traders at the present juncture when they are just trying to start everything from the scratch. He also reiterated the trade body’s strong opposition to the cess on petrol and diesel levied by the State government. Maintaining that the business community has so far not hiked prices of goods and essential commodities despite the cess, DCCI warned that the traders would be forced to hike prices as transportation charges have become a heavy burden, if the cess was not lifted. Soundararajan issued an order Wednesday to allow opening of shops in New Market and Hazi park (Hongkong ) market and others in a regulated manner-- Odd & Even days, from September 4, in compliance with the latest SOP issued by the state government. New Market: All shops located within the market complex will open on alternate days following odd-even system i.e. Odd number-- Monday, Wednesday and Friday and Even number-- Tuesday, Thursday and Saturday. Fish market to be opened daily, however one way entry/exit shall be maintained. Dry fish, mutton, chicken stalls will open daily in compliance with all COVID-19 safety protocols. All shops outside the New Market complex are allowed to open daily in compliance with all the safety protocols. Vegetable stalls
will be allowed inside the New Market complex. Hazi Park (Hongkong Market): Shops located at Hazi Park ‘B line’ allowed to open on Monday, Wednesday & Friday and C line on Tuesday, Thursday & Saturday. Shops which are outside the complex/market or along the roadside are allowed to open daily. Purana Bazaar: Vegetable market in Purana Bazaar will be allowed to open on alternate days Odd number-- Monday, Wednesday & Friday and Even number-- Tuesday, Thursday & Saturday. Super Market: Vegetable vendors will be allowed to sell vegetables in Supermarket aera, but hawkers/ vendors along supermarket footpath are prohibited. All other weekly bazaars to remain closed. Further, vegetable vendors are allowed to sell in the colonies/villages only and not in the daily markets. Millennium market will be allowed to open. All shops dealing in essential and non-essential commodities will be open from Monday to Saturday as

In an official statement, the ministry said apps have been banned as they are prejudicial to sovereignty and integrity of India, defence of India, security of state and public order. The latest ban order comprises apps like PUBG Mobile Nordic Map, Livik, PUBG Mobile Lite, WeChat Work, Baidu, Tencent Weiyun among others. “The ministry has received many complaints from various sources including several reports about misuse of some mobile apps available on Android and iOS platforms for stealing and surreptitiously transmitting users’ data in an unauthorised manner to severs which have locations outside India,” it said. “Compilation of these data, its mining and profiling by elements hostile to national security and defence of India is a matter of deep and immediate concern requiring immediate measures,” the statement further noted.

DIMAPUR, SEP 2 (NPN): Nagaland on Wednesday reported 14 new COVID cases-- 7 in Dimapur 5 in Kohima and 1 each in Mokokchung and Tuensang, taking the tally to 4017 cases. As on September 2, the state has 785 active cases-779 asymptomatic and 6 mild cases, 9 deaths, 10 migrated and 3213 recovered. Further, out of the 4017 positive cases, the distribution across various
categories of people include 1708 from the Armed Forces, 1272 returnees, 291 frontline workers and 746 traced contacts.

India’s COVID-19 tally of cases galloped past 37 lakh Wednesday with 78,357 new cases reported in a day, while the number of recoveries crossed 29 lakh pushing the recovery rate to 76.98%, the Health ministry stated.

DIMAPUR, SEP 2 (NPN): Security forces along with Dimapur police Wednesday busted an illegal liquor unit in 7th Mile area and seized several items including the arrest of one person. In a press note, PRO (Defence) Lt. Col. Sumit K. Sharma said that based on specific inputs, security forces apprehended one Electo Sumi (36), resident of 6th Mile, during the operation. PRO said a bottling plant of IMFL MC Rum at
7th Mile Model village was busted. 107 cases of rum and other materials were also seized along with 98 Nos of Burma Teak. It was also reported that Hydrochloric Acid (HCI) were being used in the illegal liquor unit. The accused along with the recovered items was handed over to Chümoukedima police station and Superintendent of Anti Smuggling Customs Prevention Division, Dimapur, for further investigation.
Organisations serve ultimatums on state govt Banned delicacy resurfaces in Kma market NSF, ENSF on SSA & RMSA teachers issue NCD over Dhansiri bridge work NEAN over pending salary DIMAPUR, SEP 2 (NPN): Naga Students’ Federation (NSF) and the Eastern Naga Students’ Federation (ENSF) Wednesday served a 30-day ultimatum on the state government to mainstream SSA & RMSA teachers of 2010 & 2013 batches as per the decision taken at the cabinet meeting on October 3, 2018 and Office memorandum issued on October 5, 2018. In the ultimatum addressed to the state chief secretary, NSF president, Ninoto Awomi and ENSF president Sepili L Sangtam cautioned that failure to address the issue would compel the two federations to take up “democratic measures against the inaction of the state government.” NSF and ENSF stated that in the agreement, which was signed between the school education department and Nagaland Sarva Shiksha Abhiyan Teachers’ Association (NSSATA), NSF & ENSF on June 12, 2018, the Point No.3 stated that the department would rectify the nature of appointment of SSA teachers of 2010 & 2013 batches. Subsequently, they said that the Cabinet meeting on October 3, 2018 decided in principle to bring the all 2010 & 2013 batches of SSA & RMSA teachers into the mainstream of School Education cadre and the OM vide No. CAB-2/2013 (Pt), was issued on October 5, 2018. However, they lamented that despite their several reminders and appeals, the agreement/ decision has not been implemented till date.
Naga Council Dimapur (NCD) has issued an ultimatum on the Urban Development department (UDD) to complete the RCC T-Beam bridge near Urban Haat Super Market Dimapur over river Dhansiri by December 2020 otherwise it will resort to its own course of action. Stating this, NCD president Ghokehto Chophy and general secretary Thsanpongkyu Sangtam in release, expressed anguish over the inordinate delay in completing the project. NCD said as per RTI, the work order was awarded to M/s Aien Meren Enterprises CL-I/360 NPW Dimapur, Nagaland vide work order dated Kohima February 10, 2010. It said that as per work order terms and condition SL.No.2, all the works of the project was to be completed within 24 months. Further, NCD pointed out that as per SL.No.3 if the project was not completed within 24months, then penalty would be imposed as per agreement. However, NCD said that even after 10 years, the bridge was still incomplete and causing immense hardship to commuters. NCD has asked the UDD as to why it was taking so long to construct the bridge of only a few meters?
National Health Mission Employees Association Nagaland (NEAN) has served an ultimatum on the state government to release two months pending salary on or before September 10, 2020. In a press release, NEAN president Dr. Shasinlo Magh and general secretary Kewetso Kenye cautioned that the government’s failure to release the pending salary would force the association to take the next course of action as deemed fit. NEAN stated that since the outbreak of COVID-19, the NHM employees, both technical and non-technical, have been working ceaselessly till date and attendance made more stricter. In addition, the NEAN has also appealed to the government to expedite the release of the pending arrears for the current financial year from April 2020 onwards, which was yet to be released.

KOHIMA, SEP 2 (NPN): Nearly two months after the state government banned commercial import and trading of dogs, it was business as usual when dog meat was on sale in the state capital Kohima near at Old MLA junction Wednesday. When asked the reason for violating the ban, the local vendor claimed that she was selling dog meat in order to sustain her family. The meat weighing about 1kg was sold for Rs.500. The vendor said she believed that the lifting of the lockdown meant that dog meat could be sold in the market again. The vendor confided that she used to sell dog meat pre-lockdown period, but had to stop sale of dog meat after COVID-19 lockdown. This Correspondent made attempts to obtain comments from KMC administrator but was unsuccessful. It may be mentioned that on July 3, the state government issued the ban order and warned that any person found violating the order would be liable to be punished under

DIMAPUR: Panel of judges for the Dimapur Municipal Council’s “cleanest colony competition 2020” had been touring various colonies under DMC jurisdiction from the month of August to select the winner for the third quarter (JulySeptember) competition. A press release by convenor, Khiuzan Kaurinta and secretary, Sentimeren Pongen stated that, judging is based on criteria like garbage management, drainage management, foliage clearance, sanitation and tobacco control. The release also stated that, there would be separate winners for both the categories of big and small colonies. Winner for the quarterly competition will get a cash prize of Rs.

DJTR condolence DIMAPUR: Dimapur Japukong Teintet Rogo (DJTR) expressed grief over the demise of late professor N. Imsen. A condolence note by DJTR secretary, S Wai Imchen stated that, late Imsen, whose career began as a lecturer and headed Dimapur College as principal till the college was taken over by the state government left an infectious impression on many Nagas. DTJR said that he was considerate of the situation of students rather than their merit which helped many pursue further education. Further, while stating his stature both physically and in social discourse would be missed immensely, DTJR conveyed its condolence to the bereaved family members and prayed his soul rest in peace.

It is saddening to realize that Lt. Prof. N. Imsen is no more with us; words cannot express his valuable contribution to the society around him. His gigantic stature both physically and in social discourse will be missed immensely. His career began as a lecturer and subsequently had headed Dimapur College as Principal till the college was taken over by the State Government. It is an undeniable fact that because of him as Principal in Dimapur College, many Naga lives had been affected greatly. He gave admission to the student considering the students situation rather than merit because of which many student could pursue further education and transformed into respectable individuals. As told by him some years back, some of the alumni of the college even came to him personally to thank him for his humanistic deed. Guwahati, Sep 2 (PTI): Assam government Wednesday said two more months are likely to be taken by the experts to douse the flame at Oil India’s damaged gas well at Baghjan, where the gas is flowing uncontrollably for the past 99 days. Responding to a Zero Hour notice by Congress MLA Durga Bhumij, Commerce and Industry minister CM Patowary said that a team of experts from Canada is on the way to Baghjan in Tinsukia district to “kill”
the well through snubbing technology. “The experts are on their way to Assam from Canada with all advanced equipment. They will kill the well through snubbing technology. After carrying out preparatory works, the exercise may take 6-8 weeks to complete,” Patowary said. Snubbing is a type of heavy well intervention performed on oil and gas wells. In the meantime, the Oil India Ltd (OIL) is working on to control the well temporarily by shifting the
flowing gas through a diverter and then producing the gas in two parallel lines, he added. The well no. 5 at Baghjan in Tinsukia district has been spewing gas uncontrollably for the last 99 days since May 27, and it caught fire on June 9 killing two of OIL’s firefighters at the site. The minister said that a total of 3,000 families have been shifted to relief camps and the OIL along with the government are taking care of them. “The 12 houses that were completely burnt are being offered Rs 24 lakh each. In addition to that 1,484 families living nearby the well have been offered one-time relief of Rs 30,000, while 1,197 families staying little far were given Rs 25,000 each,” he added. Besides, 57 families affected by the blaze will be provided Rs 10 lakh each and 561 more families with partial impact will be given Rs 2.5 lakh each as per the suggestions of the district administration, Patowary informed the House.
Shillong, Sep 2: Another COVID-19 patient died in Meghalaya on Wednesday, taking the fatality tally to 13, even as 77 more persons tested positive for COVID-19, taking the number of active cases up to 1186. Director of Health Services (MI), Dr. Aman War informed that a 72year-old man Dil Bahadur Biswa from Shillong died of COVID-19 on Wednesday morning at North Eastern Indira Gandhi Regional Institute of Health and Medical Sciences (NEIGRIHMS) hospital. He was admitted at NEIGRIHMS hospital on September 1 and was suffering from chronic obstructive airway disease. “The immediate cause of death was Type II respiratory failure, the antecedent cause was COVID-19 pneumonia,” War said. Updating on details of the 77 new COVID-19 positive cases, the top medical official informed that East Khasi Hills detected 41 cases, 6 from West Garo Hills,
2 from East Garo Hills, 16 from Ri-Bhoi, 3 from South Garo Hills and 9 from East Jaintia Hills district. With 813 active cases, East Khasi Hills is the most affected district in the state, followed by West Garo Hills with 118, East Garo Hills83, Ri-Bhoi-71, West Khasi Hills-45, East Jaintia Hills23, South Garo Hills-19, North Garo Hills- 9, South West Garo Hills- 3 and 2 cases in West Jaintia Hills. War further informed that 92453 samples have been sent for testing so far, of which 89162 were negative while the results of 774 were awaited. On the other hand, the state also registered the highest number of recoveries on a single day today at 83, taking the total number of recovered patients to 1318 as of now. War said that 68 persons recovered in the East Khasi Hills, 5 in Ri-Bhoi, six in West Garo Hills and 4 in East Jaintia Hills. The total number of detected Covid-19 cases in Meghalaya stands at 2517 till date with 1318 recoveries, 1186 active cases and 13 deceased.

IMPHAL, Sep 2: Former Manipur chief minister and opposition Congress leader O Ibobi Singh and his family members were on Wednesday subjected to COVID-19 test after 11 of his personal escort cum house guards tested positive for COVID-19. Singh and his family members tested negative for the virus, official sources said. However, O Ibobi Singh’s premise in Imphal’s Babupara has been sealed in view of the impending threat of COVID19 pandemic in the area, an official source said. Escorts cum house guards who were symptomatic were admitted at a Covid care centre in Imphal while those asymptomatic were kept isolated from others, the source said. It may be mentioned that senior Congress leader attended a function held at Imphal Congress Bhavan on August 31. Subsequently, the
state health department has taken up steps to collect swab samples of the state Congress leaders and workers who attended the function for testing. The Imphal Congress Bhavan was also sanitized, the source said. Meanwhile, with 125 new cases reported on Wednesday, the COVID19 infection toll in Manipur rose to 6507. The death toll stood at 29 as there was no report of fatality from any part of the state in the last 24 hours. Out of these total infections, 1871 were active cases. Recovered cases increased to 4607 with the discharge of 157 patients including 63 Central security force personnel on Wednesday. The recovery rate of the state stood at 70.80%, according to a report of the state health department. The report showed that only two of the 125 new cases detected in the last 24 hours (till 5 pm of
September 2) were Central Armed Police Force (CAPF) personnel. All 123 new cases from the general populace have no significant travel history in the recent past. Among them 40 were from Imphal West district, 18 from Imphal East, 14 from Thoubal, 17 from Bishnupur, 28 from Churachandpur, five from Kakching and one from Chandel district. Giving a detailed account of the status of the pandemic in the state, a report of the COVID-19 Common Control Room said that 1602 of the total infections of 6507 were CAPF personnel and the rest 4905 were from the general population of the state. Of the total 1602 infected CAPF personnel, 947 have recovered while the remaining 653 were currently treated at various COVID care centres. Of the 4905 total infections among the general population, 3660 have been recovered and 1218 are active cases.

the platform has allegedly failed to make any tangible progress towards the cause of the Naga political Issue with the PDA government paying less heed without any proper roadmap. With the formation of JLF, NPF said it was expecting that the forum would play an active role as a facilitator in the ongoing peace process. However, it alleged that the State government did not have confidence on its legislators.

TAJCF for early political solution District administrations notify on movement of vehicles, new SOPs
DIMAPUR: In its meeting held on August 31, the Tuli Area Joint Council Forum (TAJCF) seriously viewed the present Indo-Naga political talk going on between the GoI and NSCN (I-M) led by collective leadership and co-ordinated by seven political factions. A press release by TAJCF president L. Lepzuk Lemtur and secretary, M. Mar Lemtur regretted that, even after the lapse of 23 years since the signing of ceasefire agreement and another 5 years after the signing of Framework Agreement, nothing has been fulfilled till now. Recalling that in 2005 all Nagas and organizations of Naga homeland made a solemn declaration supporting honourable and acceptable solution to the Indo-Naga political issue, the TAJCF said that this declaration
clearly conveyed the wishes that Nagas needed political solution at the earliest. Pointing out that time was ripe for Naga solution, the TAJCF appealed all Naga political groups and Naga civil societies to “come together under one banner, leaving aside all other differences to achieve final solution, honourable and acceptable to all, under the dynamic collective leadership.” While Framework Agreement was brought out based on the uniqueness of Naga history, the TAJCF is of the view that solution without Naga national flag and constitution was totally baseless, meaningless and incomplete. In this regard, the TAJCF appealed all Nagas to keep alert so that “future generation would not blame us.”

t was bad news when the Ministry of Statistics and Programme Implementation, disclosed that India’s GDP has contracted by 23.9% in April-June this year. The worst hit were construction which contracted at 50.3% while trade, hotel, transport, communication contracted at 47%.Added to pandemic the crisis has been deepened by the ever increasing price of fuel that has the potential of pushing up inflation and hitting the low income and daily wage earners hardest. The government has been raising excise duty, VAT etc for the umpteenth time since 2014. In May 2012, when petrol prices were hiked by steepest at Rs 7.54 a litre, Narendra Modi had called it a failure of UPA government. Today, petrol is the costliest in India in all of South Asia. The increase in petrol prices by UPA was done following a 14.5 per cent rise in crude oil prices and a 3.2 per cent devaluation of the rupee. The price of the Indian basket of crude oil crashed from USD 113 per barrel in May 2014 during UPA-II to USD 50 by January in 2015 prompting PM Narendra Modi to thank his “luck” for reducing prices. His run of good luck continued till middle of 2017. At one point in January 2016, crude oil price fell to USD 29 per barrel. Today, notwithstanding the consistent fall of crude oil prices, both petrol and diesel have only become dearer for consumers in India, with the government trying to cash in on lower prices by hiking the excise duty of the fuels. The cash-strapped Central government has been consistent in hiking the excise duties on the fuels. In 2014, the excise duty on per litre of petrol and diesel were Rs 9.48 and Rs 3.56 respectively. This has risen to Rs 32 per litre for petrol and Rs 31.83 for diesel (a hike of around 137 per cent). In 2014 a litre of petrol in Delhi was Rs.71.51 and diesel was Rs.57.28. In 2020 a litre of petrol cost Rs.82.08 and a litre of diesel costs Rs.73.56. In spite of the government slashing excise duty on petrol according to the Budget 2018, yet there seems to be no downward curve when the price of petrol is taken into consideration. This is due to the introduction of Rs. 8 per litre as Road Cess. An increase in transportation costs and shortages in supply of some key perishable items such as vegetables and onions probably has pushed food prices higher. If input costs rise, so should the cost of end products. For example, if the price of oil rises, then cost of products will also increase and create inflation. Economists said inflation edged up to a sixth-month high in August, driven by higher food prices and as the battered rupee made key imports such as fuel costlier. This is part of a pattern of excessive taxation of fuel - which governments tend to use as a cash cow. In Delhi, for example, two-thirds of what a person pays at the petrol pump consists of Central excise and state value added tax. India has, as a result, the highest tax rates on fuel compared to any other country in the world. It is time to bring petrol, diesel and petroleum products under GST to take away the whimsical power of oil companies and the government to hike fuel prices. This way, prices of fuel will be stabilised.

If we believe in Jesus, it is not what we gain but what He pours through us that really counts. God’s purpose is not simply to make us beautiful, plump grapes, but to make us grapes so that He may squeeze the sweetness out of us. Our spiritual life cannot be measured by success as the world measures it, but only by what God pours through us— and we cannot measure that at all. When Mary of Bethany “broke the flask…of very costly oil…and poured it on [Jesus’] head,” it was an act for which no one else saw any special occasion; in fact, “…there were some who…said, ‘Why was this fragrant oil wasted?’ ” (Mark 14:3-4). But Jesus commended Mary for her extravagant act of devotion, and said, “…wherever this gospel is preached…what this woman has done will also be told as a memorial to her” (Mark 14:9). Our Lord is filled with overflowing joy whenever He sees any of us doing what Mary did— not being bound by a particular set of rules, but being totally surrendered to Him. God poured out the life of His Son “that the world through Him might be saved” (John 3:17). Are we prepared to pour out our lives for Him? “He who believes in Me…out of his heart will flow rivers of living water”— and hundreds of other lives will be continually refreshed. Now is the time for us to break “the flask” of our lives, to stop seeking our own satisfaction, and to pour out our lives before Him. Our Lord is asking who of us will do it for Him?

Fearing the deadly coronavirus hundreds and thousands of people have gone to distant places for livelihood and education have fled to their native places travelling hundreds of kilometers facing numerous hurdles. or pointing to something such as persons, countries, God’s wrath, punishment or prophesizing and many other storiessuch as we are living in end times wooing people so that desperateness tends to buy such things Coronavirus, however, has totally changed the existing format and rubric and in the processdecimated some of the dominant assumptions, perceptions and belief-systems that used to be believed and followed during preCOVID-19 times. It has brought the belief systems to unprecedented levels that prompts us to ponder over. People at large are going through harrowing times as the current pandemic is posing multiple strikes. In such a setting, we need to consider and live through the difficult times that lie ahead. People of faith look to God for divine intervention and others in pure sciences look for scientific reasons. Perhaps we are pushed to another new age of enlightenment as the ways with which COVID-19 is challenging. Even during that period, the great thinkers of the age were forced to answer and respond to with the scientific and rational questions of their times—Locke, Rousseau, Adam Smith, Utilitarians, Adam Smith, Immanuel Kant and many others. Enlightenment gave us liberal values and cardinal principles to look into democracy, rule of law, gover-
nance, justice, freedom, equality, dignity, equity, parity, peace, love and many others. As we moved on higher and higher in our progress and development for which science and technology played vital roles which gave way to strict disciplinary narrowness as science became more technical and super-specialized, and technocrats started to become the driving force and thus started to sit on drivers’ seat. Science and technology needscareful scrutiny based on candid values that addresses the larger humanity, the eco-space and the cosmos that we live and leave for the present and future generations. Science per se has higher purpose insulated with solid enlivening values. Similarly, COVID-19 has exposed the organized religion that centered itself on creeds, traditions, doctrines, liturgy and many others leading to pseudospirituality and pseudo-faith. It has triggered awareness amongst the faith communities to turn to the Scriptures and to God. Adherents of faith now trying to retrieve the very meaning of ecclesia. In theological and religious circles, the axis of discussions and debates now should gear around to the notion of reasons and revelation—postCOVID-19 formulations. We are in a state where we cannot dichotomize—Tertullian once said, “I believe because
it’s absurd”, while on the other, Hume, Kant, Kierkegaard emphasized that reason must be kept aside in order to allow faith. Coronavirus has brought these two vis-à-vis faith and reason, science and religion to a state of animated suspension. It has brought these two entities to a level that allows each other to complement one another without which the existence of one depends on the other—loses its relevanceand thus suffer and certainly gets affected. COVID-19 has triggered us to see the co-relation and connections between faith and reason. Both have their purposes and so we are pushed to see the intricate fusion as reason can provide the knowledge of God based on the nature of the universe and human moral experience which could perhaps be termed as ‘revelation’. Therefore, reason and faith have relational functionalities which could be viewed as they are entwined with each other. To d ay, C OV I D - 1 9 h a s pushed us see a bigger picture from which we are guided by universal and integrated rationality with a collective humanity and even spirituality. Why not negotiate only for Naga country-Nagalim?
T
hrough reading some authoritative books and articles I have compiled this write-up and also take liberty to reproduce some very well said or well-pointed out facts of some relevant matters concerning Nagas past, present and future. I use to wonder what is truly meant by Political Science. I heard once our Veteran Politician S.C Jamir said “Politic is an art of compromising”. By this “well –said word” I use as the “measuring root” assess the individual politician as well as the party. I may say that only after I read the write-up Articles of Mr K. Puro and Mr Salikyu Sangtam which were published in Nagaland Post on 18.8.20 and August 20, 2020 respectively, I came to realise what is meant by Political Science. Mr K. Puro has rightly pointed out the truth that, It is certain that much anticipated settlement is without Sovereignty.... it is obvious that the Agreement is not for all the Nagas. It is nowhere near the Nine Points Agreement 1947 certainly short of the 16 points Agreement 1960, Definitely below the status of Article 37, A. may be worse than that of infamous shilling Accord 1975.... Imagine, the seven decade long struggle with flood and tears to be bartered with only a few Assembly and Parliamentary seats.... after sacrificing tens of thousands of precious lives from both sides, the Sol may not find any difficulty to sign the “final settlement within the constitution of India, provided that the Nagas are United ?....The Blood and Tears of the Nagas should not be exchange with “ Peaceful Solution” alone. Because final settlement will come only after the inherent rights of Nagas i.e Sovereignty and Integration are being attained. In the write-up of Mr Salikyu Sangtam he also rightly pointed out that the term NAGALIM generally refer to the entire Naga inhabited regions (including its ancestral domain) in Myanmar and across the four North-Eastern states... The key legal term pointed in the Framework Agreement is not Nagalim but Nagaland, which is the legally recognized entity/state with defined boundaries and territory under the sovereignty of the Indian Constitution. To be very clear and specific,
it simply means the issues of Naga Integration and Sovereignty are off the table and with it the issue of flag and constitution. “Another significant point, Mr. S. Sangtam writes, is that the title does not mention NSCM (I.M) or (K) or (U) or (R) etc.... Ravi can go and sign with as many splintered groups as there are in Nagaland......after settlement, if any groups continue to struggle for settled issues, they will be officially dealt per criminal law (ie armed gangs etc) and treated as law and order issues (which it already has). In other words, once the agreement is signed, even the NNPGs unrealistic claims about further pursuing for Naga Integration, Sovereignty etc through democratic process will be seen by Government of India and state Government as criminal activities carried out by “armed gangs” Hence the NNGPs must also make its stand clear and specific on this issue or rather remaining quite.... Mr Salikyu in conclusion writes” I urge readers to prudently examine where we are heading and the kind of Society we want to leave behind for the coming generation.....” I would also reproduce here once again the Question Mr Gwanphum Gangmei in his article in Nagaland Post has posed on 21.8.2020, “CAN NAGAS RIGHTS BE BARTERED OR NEGOTIATED? He writes “Nagas Rights are non-Negotiable or can not be bartered for any amount of material gain.” Mr Thepfulhouvi Solo writes in his article Nagaland First (refer to Nagaland Post dated Nov 22, 2019) Nagaland has almost Sovereign freedom in its cultural domain. The constitution of India Article 371 A has 1. Not withstanding anything in this constitution. A) No Act of parliament in respect of i) religions or social practices of Nagas. ii) Naga customary law and procedure. Iii) Administration of civil and criminal justice, involving decisions according to Naga customary law. iv) Ownership and transfer of land and its resources shall apply to the state of Nagaland unless the legislative Assembly of Nagaland by a resolution so decides. Today we all know that we can’t expect
any Prime Minister of India to favour Nagas by extending the recognition of the Sovereignty having a separate flag and constitution Furthermore, though the 9 points Akbar Hydari Agreement as well as the 16 points Agreement had stated that the contiguous Naga areas would be brought under one administration unit. It seems now a foregone conclusion that this commitment or these aspirations of Nagas could not be materialised by the GOI. The whole gamut of finalization of the Indo Naga political talk has now narrowed down to only the settlement of the Naga of the three States of Arunachal, Assam and Manipur in Autonomous council in their own respective states and 20 more MLA and 2 more M.P for Nagaland. Do not belittle our beloved Grand Pa Dev Gowda’s sayings who had said on 18th Aug. 2020 (Nagaland Post). “A peace Accord must be reached at the earliest. Distrust apparently has crept in, the progress made in the last 23 years in 5 successive government must not be forsaken now. There is constitution and also the 2015 framework agreement, which should help its move towards a solution”. Gowda said he sincerely hope that distrust is put aside, talks continue and a peace accord is reached at the earliest. He added the people of the North-East deserve to live in harmony and witness economic progress. Indeed, Ravi’s attempt of converting a political issue into a law and order problem and adapting a stratagem that resulted in the killing and arrest of its members is indeed an insult to GoI and to the Nagas Nation. Let us ask ourselves again what do Nagas really want? We know that Nagas want (what is in their inherent nature for millennia) to assert our right to live in peaceful co-existence with our neighbours (and India or any other nation) as a free nation-people (not being subjugated or controlled by other nation) just as we had live with Britishers with Peace Accord at Mezoma led by Pelhou on 2nd March 1880 even without written Treaty) having our own selfrule or as self-administered county with our Flag, with our own Constitution and as under 37 A&16 points
agreement and nine points Agreement with Hydari in 1947 June. For example in the Hydari Agreement, the Nowgong District forest which belonged to our Naga ancestors’ domain (see the map drawn by European in 1764 and the boundaries clearly stated by Briteshers vide was agreed to be returned to Nagas . We Nagas always had our own defence force and systems in every village. Today, we have our Naga Army, (not armed gangs or miscreants or terrorists system) and we need to maintain a central Naga Army not to make wars with any but to defend and maintain peace, law and order-society as we had been doing throughout our generations. Indeed, we don’t ask Indian Government to grant us Sovereignty Independence or Constitution or flag. Because we have already all these things which India had accepted that our Naga issue is political and has become a nation as recognised by UNO. Mr Kewezu Mero, Joint Secretary and Caretaker, Naga Club Building Kohima in his book “The Story of NAGA CLUB”. He writes that the UNO resolution of 23rd July 2008 had officially declared that the Nagas are recognized as one of the unrepresented Indigenous peoples of the world. Therefore, the Nagas have the full rights to be a separate nation under UNO. This is a reaffirmation about the status of Nagas in the complete excluded Area. This complete excluded Area has the status of political Sovereignty. Naga Sovereignty emerged from the Memorandum which was submitted to the Simon Commission by the Naga Club. Therefore nobody can deny this truth that this is the property of the whole Nagas. Therefore, let all the Nagas reaffirm our stands on this truth of Naga sovereignty which foundation was laid by our forefathers through the Naga Club. On dedicating ourselves to this foundation, the Nagas shall reap the fruit of Peace, Love and Unity and glorify our almighty God. But today what Nagas want is that if India desire to be our Benefactor, sponsoring us with Fund, Creating Upper House and PAN Naga Welfare Fund in the like manner of NEC
and Lower House as state Governments or as Autonomous Regions with special grant of 20 more MLAs & 2 MPs more to the existing Nagaland State Government. Indeed, we wanted to have a dual citizenship and I think it is already in operation-Naga indigenous citizenship and Indian citizenship for travel abroad. Dr Along Longkumer, a very senior and first grade Journalist, the founding Editor of Dimapur based Morung Express in his book, A Way Forward – the idea of a peace Accord between India and Nagas, has reproduced many important words of crucially important persons related to Indo-Naga Peace Accord. A very senior political figure, P. Chidambaram during his tenure as the Union Home Minister of UPA (previous Congress) said... “Creation of Nagaland State could not solve the Naga problem. There is something quite significant.... Also, since under Article 371 (A) Nagaland already enjoys considerable autonomy, it is expected that any solution will have to go beyond autonomy (in centre-state relation) to the next higher status of political Self Rule from India. What this will therefore mean is that firstly, a political settlement has to be agreed upon and reached between India and the Nagas. Secondly, Nagas will have to be given a status higher than the present arrangement of autonomy and statehood. Dr. Along Longkumer writes “K. Padmanabhaiah former Home Union Secretary who was the longest serving Interlocutor ( 19992009) should be credited for laying the ground works for the proposed Naga Peace Accord- the offer from the Government of India was“ the creation of a Naga Re-
gional Council-comprising representative from all major Naga tribes in the NorthEast. Dr. Along Longkumer writes, “Even the Naga National Council (NNC) under Phizo had taken the position that on broader issues, Nagas can be connected to India. The NNC while acknowledging the many connections that existed with India had called for unification and freedom of all tribes and as a distinctive community we must develop according to our genius, taste.......we shall enjoy home rule in our country but on broader issue be connected with India....For the present, the way possible (as explained in a previous chapter) self –rule for the Nagas and on broader issues to be associated with India. A meeting of minds and consensus among the Naga Political Groups should be explored on these points”. (p107). Let us not be guided by the counsels of dirty minded people of Tribalism people or council or the leading of the ignorant people of political science but only harping for “peaceful solution”. Let us make the right choice by reading Ezekiel 17:1-6 and 7-10 and meditate the vrs 14 and 15 Let us be very cautious not to bring about repeat history as God words written in Zechariah 13;8. In very recent month, an elderly man (Naga villager) spoke in T.V in Naga Cable or MM Cable what God revealed to him. He said “If India swallows Nagas, India will be also swallowed”. Many ATMs in the city seem to run dry within few hours, forcing people to make a beeline for banks and I too have experienced error while drawing out money. It is hard for people who live in areas where there are no ATMs because most of us go to the main town or the nearest booth which is two or three neighbourhoods away, only to find out that there is an error or the ATM has no money. Facebook India chief Ajit Mohan Centre issues SOP for conducting exams appears before Parliamentary panel ‘Students, staff from containment zones barred at exam centres; no use of saliva to turn pages’
NEW DELHI, SEP 2 (IANS): Students are prohibited from using saliva for turning pages or separating answer sheets, while staff and examinees from containment zones will not be allowed physically at the exam centres, as per the Union Health Ministry's latest guidelines on conducting examinations amid the ongoing Covid-19 pandemic. The guidelines stated that for staff and examinees from containment zones there will be alternative arrangements. Such students shall be given an opportunity to take the exam through other means or educational institutions shall arrange their papers at a later date. MoHFW gave out SOPs to be followed while conducting examinations amid the pandemic. The guidelines come days after the SC stated on August 28 that states and universities cannot promote students without holding final-year exams by Sep 30. These guidelines include maintaining physical distancing of at least 6 feet as far as feasible, mandatory use of face covers/masks, frequent hand-washing with soap (for at least 40-60 seconds) and use of alcohol-

It stated that if all the political parties contesting election in Nagaland could prioritise the solution to the protracted “IndoNaga” political problem as a pre-poll promise, then there should be no room for misunderstanding towards pursuing for the same goal. tion schedule in a staggered manner so as to avoid overcrowding at any examination centre. Appropriate arrangements for personal protection gears like face covers/masks, and other logistic like hand sanitisers, soap, sodium hypochlorite solution etc shall be made available by Universities/ Educational Institutions/ Examination Conducting Authorities/Examination centres to the staff as well as students as per requirements. The examination centre should have a designated isolation room for isolating any person who is found symptomatic at the time of screening or during examination, till such time medical advice may be sought. A clear policy on allowing symptomatic candidates to undertake examinations shall be delineated by the Examination Conducting Authorities in advance. Transportation to and from the examination centre - If any transportation is arranged by educational institutions conducting examinations, proper sanitisation of buses/other transport vehicles shall be ensured. Entrances to have mandatory hand hygiene and
thermal screening provisions - If any examination functionary/examinee fails to meet the self-declaration criteria, they shall not be allowed entry. Only asymptomatic staff and students shall be allowed inside the examination hall. All staff and students to be allowed entry only if using face cover/masks. The face cover/mask has to be worn at all times inside the examination centre by all. In regular course, a symptomatic candidate should be referred to the nearest health centre and given an opportunity to undertake the examination through other means or the Universities/Educational Institution shall arrange for taking exam at a later date when the student is declared physically fit. However, if a student is found to be symptomatic and insists on giving the examination, he may be allowed to take examination by shifting the candidate to a separate isolation room. The permission in such cases shall be granted as per the policy already enunciated on the issue by the examination conducting authorities.
NEW DELHI, SEP 2 (PTI): The Union Cabinet on Wednesday approved Mission Kar mayogi, a scheme for bringing postrecruitment reforms in civil services. Announcing the decision at a media briefing, Union Minister Prakash Javadekar said officers and government employees will get an opportunity to improve their performance under the mission. A council, headed by the prime minister and having chief ministers as mem-
bers, will approve the civil services capacity building plans under the scheme, he said. “Today the Union Cabinet under Prime Minister Narendra Modi decided to bring this very big, postrecruitment reform, where an opportunity will be given to officers and employees to improve their own performance,” he said. Javadekar said this is the biggest human resource development programme in the government. He said during its last meeting, the Cabinet had approved the
setting up of a National Recruitment Agency which was a pre-recruitment reform. Union Minister of State for Personnel Jitendra Singh said the scheme has been brought about with the intervention of the Prime Minister. While details of what transpired during the closeddoor hearing were not immediately known, senior Congress leader and panel chief Shashi Tharoor tweeted "in response to overwhelming media interest in the meeting of the Parliamentary Standing Committee on Information Technology....this is all I can say: We met for some three and a half hours and unanimously agreed to resume the discussion later, including with representatives of Facebook." Sources said as discussions could not be concluded with the Facebook representatives, there was a view to call the meeting again on September 10, but consensus could not be achieved with some members objecting to it on the grounds that the committee is to be reconstituted. The panel had called representatives of Facebook to hear their views "on the

In a condolence message, Patton described late Motsuthung Lotha as a “simple, kind hearted and cheerful human being” and said that his untimely demise was not only a loss for the family, but also for the Lotha community in particular and Nagas in general. PM-CARES got Rs. 3,076 cr in 5 days; PC says name donors NEW DELHI, SEP 2 (AGENCIES): The PMCARES fund for Covid received Rs. 3,076 crore in five days, according to an audit statement made public by the government. The statement, for the financial year 2020, only records donations between March 27 (when the fund was set up) and March 31. Of this Rs. 3,076 crore, Rs. 3,075.85 crore came from domestic voluntary contribution and Rs. 39.67 lakh was foreign contribution. The statement says PM-CARES had an initial corpus of Rs. 2.25 lakh and
the fund has also received an interest of around Rs. 35 lakh. The audit statement has been uploaded on the PMCARES fund website but the “accompanying notes 1 to 6” in the statement have not been made public. Which means, details of the domestic and foreign contributors or donors have also not been disclosed by the government. NEW DELHI, SEP 2 (IANS): Military talks between India and China on Wednesday remained inconclusive over Chinese People's Liberation Army (PLA) troops' fresh incursion attempts into India territory. The dialogue between both countries' militaries will continue, sources said. Both the countries were engaged in talks for the last three days after China made provocative military movements in an attempt to change the status quo at Pangong Tso (lake) in eastern Ladakh. "Brigade commander-level officers from both the countries met at Chushul to resolve the issues," said a senior government officer. The agenda of the deliberation was the fresh developments at three contentious areas at the south bank of Pangong lake. India has raised concerns about increased Chinese deployment in areas near Black Top and Helmet Top. Saudi Arabia says flights to, from UAE can fly over kingdom
DUBAI, SEP 2 (AP): Saudi Arabia announced Wednesday that flights to and from the United Arab Emirates “from all countries” will now be able to use its airspace — a statement apparently allowing flyovers by Israel following a deal to normalise UAEIsrael relations. The vaguely worded statement avoided naming Israel directly. However, the announcement came just days after the kingdom allowed the first direct Israeli commercial passenger flight to use its airspace to reach the UAE. Any direct flight between the two nations would need to use Saudi airspace to be commercially viable. The statement makes
no mention of the kingdom’s rival, Iran, nor Qatar, which Saudi Arabia is currently boycotting. Flights to and from those countries to the Emirates would, in theory, not need to use the kingdom’s airspace. The Saudi Press Agency said the move comes in response to a “request by the UAE” for flights to and from the country. Thailand scraps social distancing on rail network B A N G KO K , S E P 2 (IANS): Thailand’s Transpor t Ministr y said on Wednesday that there is no necessity for practicing social distancing on the rail transport systems as the country had already crossed three months of zero local Covid-19 transmission. The Ministry’s Department of Rail Transport has decided to ease social distancing measures when travelling on trains by allowing the occupancy of all seats, but passengers must wear face masks and refrain from talking to each other during the journey, said an announcement by the Ministry. The statement said that railway service operators should check the temperature of all passengers before boarding and ensure carriages are not too packed, Xinhua news agency reported. All passengers have been advised to wash their hands with sanitizer before boarding and after disembarking and to use the Covid-19 tracking application, the statement added.

The Russian Defence Ministry has however denied that the fighter jet violated the Danish airspace. “On August 28, 2020, a Su-27 fighter from the air defence duty of the Baltic Fleet was raised to identify and prevent a US Air Force B-52H strategic bomber from violating the Russian state border,” the Ministry said in a statement on Tuesday. “The flight of the Russian Su-27 fighter, accompanied by an American bomber, was carried out over the neutral waters of the Baltic Sea in strict accordance with international rules..., without violating the borders of other states.”

KABUL, SEP 2 (IANS): At least 37 militants were killed in airstrikes that targeted Taliban gatherings in Afghanistan’s Faryab province on Wednesday, an army spokesman said. “Acting on a tip-off, the fighter planes struck the gatherings in the restive Qaysar and Khawja Sabzposh districts early Wednesday morning, killing 37 including notorious commanders Mullah Sadiq, Mullah Basir and Faizullah on the spot,” the spokesman told Xinhua. More than a dozen others sustained injuries in the air raids, he added. Describing the strikes as “pre-emptive action”, the spokesman contended that the Taliban fighters had gathered for chalking out plans to stormed security checkpoints in the districts. Taliban militants who are operational in parts of Faryab province with Maimana as its capital 425 km northwest of Kabul, are yet to comment.

WASHINGTON, SEP 2 (PTI): China is seeking to set up more robust logistics facilities in about a dozen countries, including three in India’s neighbourhood, to allow the PLA to project and sustain military power at greater distances, according to a Pentagon report. In addition to the three neighbours of India -- Pakistan, Sri Lanka and Myanmar -- the other countries where China is considering to base its military logistics and infrastructure facilities are Thailand, Singapore, Indonesia, United Arab Emirates, Kenya, Seychelles, Tanzania, Angola and Tajikistan, the report said on Tuesday. Raina, who announced his international retirement alongside M S Dhoni on August 15, also rubbished reports claiming a rift between him and his longtime franchise. The contingent recorded 13 COVID-19 cases, including two players, and Raina’s pullout was attributed to that. “It was a personal decision and I had to come back for my family. There was something that needed to be addressed immediately on the home front. CSK is my family too and Mahi bhai (MS Dhoni) is very important to me and this was a tough decision,” Raina told ‘Cricbuzz’. “There is no issue between CSK and me. Bhubaneswar, Sep 2 (IANS): Odisha FC on Wednesday announced that the club had secured the services of experienced Brazilian footballer Marcelo Leite Pereira ahead of the seventh edition of the Indian Super League (ISL). The 33-year-old forward signed a one-year contract with the Bhubaneswarbased team on Wednesday. With an ability to play as a striker or in the wings or as an attacking midfielder, Marcelinho has a vast experience of playing in various leagues around the world, including the ISL. He was the Golden Boot winner in the 2016 season when he scored scoring 10 goals in 15 appearances for Delhi Dynamos and guided the team into the play-offs. Marcelinho then played for FC Pune City/Hyderabad FC for three consecutive seasons and scored 31 goals and made 18 assists in 63 ISL matches. The Thomas and Uber Cup Finals, scheduled to be held from October 3 to 11 in Aarhus, Denmark is the first tournament in the revised calender, which was launched by the sport’s governing body BWF last week. “Sindhu will not be able to participate in the Thomas and Uber Cup Finals due to some personal reasons,” the Olympic silver-medallist’s father P V Ramana told PTI. “She has some personal work, so unfortunately she will have to skip the event. We have informed the Badminton Association of India about her decision,” he added. The Thomas and Uber Cup Finals will be followed by the Denmark Open I (October 13-18) and Denmark Masters (October 20-25). An Olympic hopeful, Sindhu, who has
