Uillika Nambahu re-elected as Mayor Leandrea Louw
Maria Davel-Wallis
Walvis Bay mayor Ms Uillika Nambahu retained her position during an office-bearers election at the town's chambers on Wednesday.
During her acceptance speech she said that this term of office was of particular importance and significance especially if viewed against the fact that that was the closest term to the Millennium Development Goals (MDGs) which Namibia and the rest of the United Nations member states had committed to, to achieve by 2015. “As a reminder I would like to list these objectives as follows: to eradicate extreme poverty and hunger, to achieve universal primary education, to promote gender equality and empowering, to reduce child mortality rates, to improve maternal health, to combat HIV/AIDS, malaria, and other diseases, to ensure environmental sustainability and to develop a global partnership for development. These eight international development goals are to be addressed by respective government agencies, such as the Ministry of Health and the Ministry of Education amongst others. Success and progress towards these goals continue to be recorded countrywide while further strategies to consolidate inter-ventions are taking place on all levels of government and the private sector.” She also said, “a recent study suggested that an additional 2 390 hectares are
needed to satisfy residential demands which imply the need for urgent planning and resources mobili-sation. The demand for the land receives Council's top priority and as such we have made this known by allocating a lion's share of our budget to land development.” “As I begin a new Mayoral term, I pledge the support to maintaining an open door policy characterised by public engagement and consultation with all stakeholders. I pledge to never lose sight of all challenges facing us. I undertake to do everything in my power to build a great future and touch the lives of our residents in a positive way. Together, our lives will improve for the better”. Councillor Benson Uakumbua was re-elected as Deputy Mayor. Members now serving on the Management Committee are, Immanuel Wilfred, who was elected as the Chairperson of the Management Committee, and Paulus Kauhondamwa, Johanna Markus, Anthony Raw, Gibson Goseb, Josef Shikongo.

jobs were on the line, due to the smaller quota. But the MD of Namsov, Jerome Mouton, confirmed today that workers whose positions were compromised, were home for two months on 50 percent pay reduction, but then were all re-deployed, and as far as he knew, no one has lost his or her job. He referred us to the Chief Sustainability Officer at Bidfish, the holding com-
pany for Namsov, one of the applicants. When the namib times asked for their reaction, Tuna Willem, said they still had to study the ruling, and would comment in due course. Some of the questions that have arisen from the latest saga, are: Have applicants been aware earlier that quotas were awarded to non-right holders, and if they knew, how long have they known, and were it
common knowledge as some allege, why did they only go to court now, in this instance? It is also not known yet, if the minister will appeal the ruling, we could not get reaction from the ministry, as everybody still has to study the ruling. If the minister does not appeal, it might lead to non-right holders not getting quotas again in future. The saga continues….

“It is very heartbreaking to see someone’s home burn down like that” Sharlien Tjambari Exactly two weeks after three families were left destitute after a shack fire in Mondesa's Oletweni settlement, two more shacks were destroyed in another fire in Swakopmund. The issue of shack fires is a major concern now. The latest fire occurred on Wednesday around three in the afternoon, in Swakopmund's DRC informal settlement, where two informal structures burnt to ashes. According to a neighbour who did not want to be identified but who was an eye witness to the fire, it started in one shack and spread to the second shack on a neighbouring stand.
Fire Brigade Chief Mr Adri Goosen inspected the shacks and he confirmed that there had been no forced entry, as the locks were still on the doors; he also said it was heartbreaking to see someone’s home burn down like that - especially this time of the year. The two shacks burnt down completely and nothing was rescued. The owners of the shacks were at work at the time of the fire.

Please help us to encourage its passage in 2014,” the statement said. The first hearing is slated for Friday in Windhoek. Eighth Annual Prosecutor’s Conference underway in Swakopmund
Namibian lower courts have become courts of postponement, and the office of the Prosecutor-General is working on putting an end to this.
P r o s e c u t o r- G e n e r a l (PG) Martha Imalwa said at the conference, next year, her office would implement an Integrated Case Management (ICM) system in Windhoek. The system would allow Imalwa to observe and evaluate the work of all prosecutors from the head office in Windhoek.
She said she did not want to play the blame game any longer, where her office was blamed for not passing the prosecution decisions on on time. The PG explained that sometimes cases were delayed as it was indicated that a decision was awaited from her office, and yet in some cases she
had never even received dockets on such cases. The new system would make it easy for her to retrieve such information and contact the prosecutors dealing with the cases for clarity, and for her to rectify the matter so that justice could be implemented speedily. (NAMPA)

They were at the gate and when the tenant saw them, he asked what they wanted. The men told him that they were sent by the owner of the house to fix a leaking pipe. However, there were no broken or leaking pipes. Fortunately the tenant told the men that no pipes needed attention and refused them entry to the yard,” the house owner said. According to the tenant, the men, after being denied
entry to the house, were standing outside the yard for quite some time still, staring at the house before they left. In June this year, in a similar incident, four men masquerading as cleaners of a reputable local cleaning company - attempted to gain entry into homes while the owners were away. The cleaning company had to publish an article in the namib times to inform the community that they distanced themselves from the impostors, and to warn the community that the men could be dangerous thieves. “These men are not employees but impostors roaming the streets, posing as our employees and tar-
geting domestic workers,” the co-owner said. The newspaper spoke to a member of the Walvis Bay Reaction Team about the scammers and what to look out for. “These scammers are unpredictable as one never really knows what their next move will be or who they will pose as. We urge the community to rather not give entry to strangers unless they know for a fact that people were asked to come out. If any suspect person or people show up at your house stating that they were sent by the owner, call our emergency number at 0818054945 and we will assist you immediately,” she concluded.

De Duine hosts Thanksgiving Breakfast Leandrea Louw
Secondary School De Duine hosted, for the first time ever, a Thanksgiving breakfast Wednesday morning. This breakfast was for old scholars comprising of the previous years’ head-boys, head-girls, dux learners, sportsmen and sportswomen, as well as the sponsors who have been contributing generously towards the school’s development. Mr JP Kouwenhoven, Senior Manager from Financial Consulting Services (FCS), was the guest speaker at this event and highlighted the two main projects that the Learners Representative Council (LRC) of 2015 wished to promote: the development of the sports field of the school, the primary focus, and the completion of the school hall. His objective was to encourage the business community to open their hearts and to make financial contributions towards the two projects. He clearly outlined the strong relationship sport and academics had with each other. “Sport teaches our children to interact. It unites people from all facets of life and more importantly it unites a nation. Sport teaches our children to work together as a team and not as individuals and most importantly it rids our children of energy on the sports field rather than on the street. Like the saying goes, a healthy body houses a healthy mind.

Wellknown Mr Opperman entertaining the crowd Our kids are the leaders of tomorrow and will be the driving of our country, thus it is our responsibility to make sure that we provide them with the quality education that goes hand in hand with sport.’’ In addition, NAROSA, the Narraville Old Scholars Association was also introduced at this event.
Any scholar who has completed at least one year at a school in Narraville, ex- officio members such as principals and teachers, and associate members such as friends, supporters or parents of learners that were or still are part of Narraville-based schools qualify for membership of NAROSA.

Obtaining Fishing
Permits
Obtain a permit from the Namibian Ministry of Fisheries and Marine Resources (MFMR) to catch fish or dive for crayfish and respect harvesting limitations. WHY? The marine resources are limited and currently some of them are overfished or over collected. It is necessary that everybody uses them wisely and carefully to secure the future harvesting needs by protecting the stock. Quantity/number of marine resources harvestable, minimum size limits of fish and crayfish that can be caught, open season etc. help to manage stocks to avoid the total disappearance of some species in our waters. Do not leave bait or fish on the beach! Either take it home or return it to the sea. This food attracts scavengers like jackals and gulls that prey on other bio-diversity. When you are back home after the holiday, it also inflates the predator population. Where can you get a license for angling, crayfish diving & bait/mussels collection?

No answers regarding oil spill Staff Reporter
The illegal oil spill which was reported earlier this week has become a hush subject, as no officials would seemingly comment on the progress surrounding the spill. The scene where the spill was detected was visited by the Directorate of Maritime Affairs, they confirmed that it seemed to have been heavy fuel oil from one of the vessels lined in the bay. It was commented by Mr Gerson Nasima, Pollution Control Officer at the Namibian Ports Authority (NamPort), that it did not nessitate a major clean-
up. A meeting was scheduled with the Port Captain, the Ministry of Works and Transport, the Ministry of Environment and Tourism as well as the local authority to discuss mechanisms to prevent oil spills. The newspaper attempted to contact persons who attended the meeting, regarding a conclusion of the
discussion; though no comment was made by any of the officials. A representative of the Directorate of Maritime Affairs, who is currently out of town, has agreed to talk to the newspaper today. Furthermore, residents of Langstrand still steer clear of the area because it has not been cleaned up yet, and oil can still be seen on the beach.

Why are we such a hateful and spiteful people? Why do we break each other down at every chance we get? Why are we unable to love one another without destructive competition? Why are we too busy pointing out the wrong and strategically omitting the good? When a woman is beautiful, confident and grooms herself, and possibly unmarried she is a wh.re. When a man is determined and is succeeding at business, he is gay (I am simply stating the case and not giving an opinion on homosexuality). These are the labels we deal with every day. And apparently we are not at the least ashamed to utter these derogatory words in the public sphere. We seem to be addicted to drama which in turn only brings us trauma. You may believe that you as the ‘gossiper’ or the person inflicting harm on another by verbally abusing or harassing them, will be free from the negative effects of your spiteful words, but this behaviour is toxic for you too. Every time you talk about someone with judgment, believing you are better than they are for whatever reason, you are closing your heart, and creating a big separating wall between you and them/humanity. Before you set out to publically humiliate someone,
ask yourself, what colour is your heart if that is what you are capable of doing? To set your efforts in publically humiliating someone does not take courage, in fact it’s malicious. In my eyes, murder is not only ending someone’s life, it’s every time you made someone wish they were dead by intending to make them feel exactly that. Although we focus on passion killing, baby dumping and the divorce rates, we fail to notice the cancer I am referring to. There is no harmony amongst us. If you are a man who goes around calling women wh.res, how can you react with anger when you hear that your sister was killed by her boyfriend? You gave your sister’s killer the mental weapon to kill her. He killed the wh.re you label not worthy of living. “Madness is what you demonstrate. And that’s exactly how anger works and operates. You got to have love just to set it straight. Take control of your mind and meditate. Let your soul gravitate to the love.” Yes, I am a journalist, I have worked for a newspaper. The general perception of journalists is that they are untrustworthy and are in fact the biggest gossips and rumour mongers. It comes with the job, in fact truth. But no excuses. What I am trying to drive home
is that, even though I love the profession I am in, my greatest allegiance is to the nurturing of the earth and its inhabitants. With that said, let us allow each other to breathe. Be content with ourselves, focus on improving our own lives. Be happy with what you have while you work for what you want. Allow the person doing better than you to be an inspiration rather than an enemy. Food for thought: there is an African tribe that practices a tradition called, “Your song.” If at some point the person commits a crime or aberrant social act, take you to the center of town and the people of the community form a circle around her. Then they sing “your song.” The tribe recognises that the correction for antisocial behavior is not punishment, is the love and memory of his true identity. When we recognise our own song, since we have no desire or need to hurt anyone. Your friends know “your song.”And sing when you forget it. Those who love you cannot be fooled by mistakes you have committed, or dark images you show to others. They remember your beauty as you feel ugly, your total when you’re broke, your innocence when you feel guilty and your purpose when you’re confused. By Paulina Moses

Christmas party puts smiles on little faces Liesl Losper
On Wednesday, the Ohlthaver & List (O&L) Group of Companies hosted its 11th annual O&L Orphans and Vulnerable Children’s Christmas party Vulnerable children from Erongo House of Safety, Swakopmund Tears of Hope, Tutaleni Community Pre-school Kuisebmond, Kids Haven and Jonah Home were transported to Sparta Recreational Club where all the fun started. A waterslide, a jumping castle, face painting and cool drinks were some of the activities the children were treated to. The good weather contributed to a spectacular day. The giant cake that was especially baked for the occasion, had the young ones' mouths watering. “This was a wonderful day, it felt good to give back to the less fortunate and also to witness their smiling faces full of appreciation,” said Dirk Van Niekerk, Managing
Director of Kraatz Marine. He said the event was made possible through the support of the O&L Group’s operating companies (Broll Namibia, Hangana Seafood, Kraatz Marine & Steel, Namibia Breweries Limited, Namibia Dairies, Dimension Data, Pick n Pay Namibia, Guans Packaging for the gifts, Bxtreme, Evolve Flow artist, Kokketoor, Rent a Toilet, Afrox, Salon Nailika, Anne’s Chip ‘n Dip, Spar Top’s Liquor store, Namaqua Slaghuis). Christmas came early Piquet Jacobs
The Junior City Council (JCC) strives to uplift the community of Walvis Bay, by completing various projects that are beneficial to the youth or underprivileged. The annual ‘Christmas Project’ is one of these many projects. The Junior City Council of Walvis Bay with their newly inaugurated council of 2015 under the leadership of Junior Mayor Eusebio Omar van Reenen, made Christmas come early this year to 25 primary school students. They decided to make dreams come true this festive season and invited a total of 25 learners from the International School of Walvis Bay, Duneside High School and !Nara Primary School, to tour the Walvis Bay International Airport’s fire station, control tower and the Air Namibia ERJ-airline. The Junior City Council wanted to give these students an unforgettable firsthand experience. The students enjoyed watching the arrival and departure of the plane, and viewing the cockpit and cabin; this was a first for most of the enthusiastic students. The Junior Mayor urged the community to invest
more in the youth and help making Namibia’s children’s dreams come true, “This will enable them to dream and envision even bigger and better milestones. Who knows, by giving these students the opportunity to board an aircraft for the first time might have sparked a career goal and shaped both Namibia and Walvis Bay’s next cabin crew members.” The students were also treated to a delicious lunch and were trans- Big smiles with the Air Namibia cabin crew ported in buses provided by Duneside High School and International School of Walvis Bay. Jahohora and First Day Madelaine Laubscher
Jahohora and First Day, a new Namibian children’s book, was launched by the Embassy of the Federal Republic of Germany and Wordweaver Publishing House recently. Following the success of Mama Namibia, author Mari Serebrov (adopted daughter of the late Herero Paramount Chief Kuiama Riruako) has written a children’s story about the Herero culture. The Embassy of the Federal Republic of Germany generously funded the printing of this publication which was launched on 27 November at the Goethe Centre in Windhoek. The book is written in three languages
namely English, Otjiherero and German. “As I was writing the first part of Mama Namibia, I thought that some of the scenes with Jahohora would make good children’s books. When I mentioned the idea to Tate, the late Chief Riruako, he urged me to do a children’s series to celebrate traditional Herero culture prior to the genocide. This book could not have been written without his encouragement and the help of my cousins,
Dr Hoze Riruako and Belinda Veii Riruako,” says Mari Serebrov. Following the launch of Mama Namibia in 2013, the late Chief Riruako named Mari Serebrov the literary laureate of the Herero. This book is published by Wordweaver Publishing House, as part of their commitment to publishing children’s books in local languages, and by doing so, opening the world of reading to new generations in
Namibia. The German Ambassador Onno Hückmann emphasised the importance of supporting reading culture in Namibia. “Thanks to this book, many children from all backgrounds in Namibia will have access to this story from traditional Herero culture.” The book is illustrated by Romeo Sinkala. “I cannot say enough about Romeo’s illustrations. He did a fantastic job of bringing the story to life.

Der 90jährige Lutz Menge, seit zwei Jahren in der Lions-Seniorenresidenz wohnhaft, verkaufte beim Adventsmarkt der ‘Organisation for Caring for People with Disabilities' (OCPD) u.a. sein selbstgemaltes Bild von zwei Weißstirnregenpfeifern.

Frequently asked questions from the Walvis Bay SPCA
Our Hours Please note the new business hours for the PUBLIC. Mon - Fri 09h00 - 13h00 and 14h30 - 17h30. Sat 09h00 - 12h00 and we are closed Sundays. I can no longer keep/want my pet. Will the Walvis Bay SPCA accept him/her? Yes, but before you do this, let's try other alternatives. We are always willing (through facebook and other media) to help you find your pet another loving home before you bring it to the SPCA, just give us a call. Admissions are by appointment only and we do charge a nominal fee to admit an animal to be sheltered. We do not euthanize animals for space or at the end of a certain time period and we proudly place almost all of our healthy animals into loving homes. What do you consider an “owned” animal? If you have been confining and caring for an animal for 14 days or more on your property, we consider that animal to be your property and not a stray. Can you guarantee that my pet will be adopted? No. We do our best to place our healthy animals into loving new homes. But we cannot guarantee that your pet may not be humanely euthanized if he/she develops medical or behavioural issues after being accepted into our adoption program. What if I change my mind and want my pet back? If you leave your pet with us you will sign a contract relinquishing ownership and all rights to that animal. There is no remorse period and we will not contact you regarding final disposition, whether your pet has been adopted or humanely euthanized, if however you have surrendered your animal and want it back after a period and we still have it, you will be charged normal boarding fees applicable. Can the SPCA come pick up a stray dog I saw running the streets? The SPCA Walvis Bay does not have the capacity or workforce to pick up stray animals, we can only try to help in very extreme cases with animals involved in accidents or aggressive dogs in need of help. Please contact the animal control officer of the Municipality (Animal Control).Tel: 064 201-3288 or 064 201-3286, please also contact the Municipality for stray animals you have picked up. What if the animal has been in my possession for more than 14 days? If you have been confining and caring for an animal for 14 days or more on your property, we consider that animal to be your property and not a stray. Is the SPCA funded in any way by the government? No. The Walvis Bay SPCA is a private nonprofit charity that receives NO income or funding from the government. The local Municipality (Animal Control) are the mandated authority funded by tax money, these are the people responsible for picking up strays and whom also enforces animal control laws and impounds and houses strays. How long do you keep the animals at your shelters before they are euthanized? There is no set "time limit" for animals in our care. Does the Walvis Bay SPCA euthanize strays? In accordance with law, stray animals will be held for at least three days to give owners an opportunity to reclaim. If they are not reclaimed by their owners they will undergo health and behavioural evaluations.

The 10th annual First National Bank (FNB) Namibia Desert Dash was launched in Windhoek on Tuesday.
The 24-hour bicycle ride will take place from 12 to 13 December this year. The
369 kilometre ride will commence in Windhoek and end in Swakopmund. A total of 546 riders have registered for this year's competition. Participants for this year's competition include the United States of America, Austria, Britain, Canada, Colombia, Germany, Italy, Malawi, Namibia, Portugal, Russia, South Africa, Spain, Switzerland and Zimbabwe. FNB Namibia's Head of Strategic Marketing and Communi-
cations, Dixon Norval said during the launch that the ride is a “fight between man and nature”, saying it is proof of brave cycling warriors. “Cycling through sharp twists and turns while in the arid, rocky mono-tony of the Namib desert, facing heat and strong winds, and later cold temperatures while cycling in the darkness with only the moonlight, is what the cyclists have signed up for,” he stated. Norval noted that only
passionate, if not utterly mad cyclists, enter for the event. They prepare for months and value focus, courage, perseverance and toughness. Also speaking during the launch, organiser Aiden de Lange said they are delighted to once again host the event. Winners will get trophies and a yet-to-be determined cash prizes, as well as a return plane ticket to Frankfurt from Windhoek. Nampa

Kookwater sokker FNB Desert Triathlon Race wide open! die naweek The FNB Desert Triathlon which consists of swimming, biking and running will take place this Sunday, December 7, in Swakopmund. Entries already closed yesterday and a number of foreigners have entered the race. The swim section of the Triathlon will take place in the Mole and has clean safe waters enclosed in a bay that is protected from most wind directions and well sheltered from open sea swells. Last year’s winner and the current record holder South African Brad Venter had this to say about the cycling: “The bike course has to be the most intriguing. I mean this in the sense of leaving the quiet town of Swakopmond, and heading out into the vastness of the Namibian desert. I am still convinced it’s the only place that you can see the curvature of the earth. It is quite an unassuming course as it looks relatively flat but the salt treated roads make for quite a tough ride. The remoteness of the route allows you to be very aware of your surroundings. You see pink flamingos and beautiful sand dunes”. “The run in Swakopmund is along the beautiful ocean. Although the town is situated in a desert area, the cold sea continually refreshes you and leaves you feeling energized. Another plus is the people of Namibia are super friendly and embrace all those that come and race in their town. They provide the best support that
one could ask for in any event. It’s a definite must and I encourage anyone to add it to their ‘to do’ list”. The FNB Desert Triathlon offers a choice of three distances. The Ultra distance (1.9km /90km/21km), a Standard distance (1km/40km/10km) and a Sprint Distance (400m/20km/4km). There are also team entries where athletes can team up with athletes in other disciplines to enable them to complete the entire event. In a bid to attract more triathletes to the Ultra event, OTB Sport, the organisers of the FNB Desert Triathlon, has promoted the 2014 event internationally and especially in South Africa. Close to 300 participants are expected this year with a strong increase in numbers in the Ultra distance event The FNB Desert Triathlon has close on N$46 000 in prizes. These include cash prizes, vouchers, trophies and medals. Top prize is for the winner of the Ultra event, who will receive N$4 500. The first 200 entries will receive a PUMA event T-shirt. The local favourite for the Ultra distance is Tyron Kotze who is expected to give internationals competing for the top spot, a tough ride. Kotze said he will use

Race strategy is pretty simple - the swim is my strong point. I’ll push hard there to establish some cushion at the start of the bike as there are strong riders in this year’s field. I aim to come off the bike with some fuel left in the tank to have a good run and a solid finish. “I’ve had problems in the past with race nutrition and pushing too hard too soon on the bike. My focus is to concentrate on fuelling sufficiently throughout the race and to pace myself during the bike leg. In the past it’s been push hard all the way. Racing in my hometown is always special so I’m pretty excited. I also look forward to having some fun racing
against the South African guys and making new friends which is ultimately what it’s all about.” Drikus Coetzee, one of the favourites for the Standard distance has had a heavy racing season. “I have been racing for 6 weeks in a row and finally got a much needed rest week last week,” he said. “During these past 6 weeks I had some great results with the Trinity Triathlon in JHB where I came 2nd. In the Mariental Triathlon I achieved 1st place in a new record time dipping under 2 hours and then 2nd at the 11 Global Sun City triathlon. It’s been a successful year considering that this is the first time I’ve raced as an elite.
