Yesterday’s briefing was to help clarify the technical aspects regarding the capacity on which the overhead lines are currently running. Depending on the load drawn at the time of the fault, there may be load shedding until the bulk upgrade line to Walvis Bay is completed in 2016. Walvis Bay currently has two main overhead
lines, with a combined capacity load of up to 60MW of power into town (up to 30MW per line). These do not have an N-1safety criterion yet. The N-1 criterion expresses the ability of the transmission system to lose a linkage without causing an overload failure elsewhere. “On Wednesday we reached a 34MW usage, however, due to the broken conductor on one
line, the other line had to carry the entire load of Walvis Bay. We then had to initiate an emergency load shedding to avoid a total collapse of the entire network,” he explained. “All customers were affected by this outage and we regret any inconvenience caused as a result,” Kahimise said. The load-shedding lasted up to two hours in certain areas of Walvis Continues on page 2

Construction of new container terminal on course
The planned new terminal
Dorcas Mhungu
In three months' time, the demarcation of the area for Namport’s N$3 billion New Container Terminal will be complete, China Harbour Engineering Company Ltd (CHEC) project deputy manager, Xu Yuqing said. He said the initial process which kicked off on 19 May, is an underwater operation and the area is being marked off using special construction bags. Forty hectares of land will be reclaimed from the sea for the multibillion dollar project financed by the African Development Bank. About 150 locals are engaged to carry out sea work and land operations, Yuqing told the namib times. In total, 850 workers will be used to complete the project made
up of 550 indirect local labour force and 300 foreigners who will fill in the skills gap. The project has brought numerous spin-offs to business owners at the coast and other parts of the country. Yuqing said the container terminal project contains many different items in design, construction and procurement. “So we need various local subcontractors to complete the project together. The local subcontractors could provide professional
technique and abundant resource on the basis of Namibian circumstance. We have already cooperated with more than 30 local companies so far. They specialise in various fields such as freight, transportation, building construction, design, consultancy, security, accommodation, logistics, material supply, etc. And the number of local subcontractors would increase continually in the future,” he explained. Besides the companies related to construction,
local shops and stores also benefit. Yuqing said CHEC will employ a large workforce and the company provides them with meals and consumer goods which are purchased from local shops and stores. Some of the skills not available locally that CHEC will have to source elsewhere include formworks, reinforcement, concrete works; safety technical management and operating construction equipment. “We plan to bring a ship group, including a
trailing suction hopper dredger, cutter suction dredger, grab dredger, split barge, etc. Different dredgers are used for handling various complicated conditions during dredging and reclamation,” Yuqing said. He said the sand that will be scooped out in the deepening of the basin to 14.4m and 16m will be used to fill up the area being marked for the construction
work. Upon completion the new container terminal will consist of two 5000TEU berths with a quay length of 600. The berthing structure is designed to accommodate vessels up to 8 000TEU and the area of the storage space will be 13ha. The project will also include a passenger liner jetty with a length of 376m and designed for berthing operations on
both sides. The first milestone is the completion of reclamation at the 22nd month. The second milestone is the completion of the quay deck construction at the 24th month and the third milestone is the completion of the quay crane installation. The last and fourth milestone is the completion of the project at the 36th month in 2017.
Governor cautions road users Marshallino Beukes
Erongo Governor, Cleophas Mutjavikua, called upon both truck drivers and other road users to exercise extreme caution when using the road between Walvis Bay and Karibib.

Bay. Under normal circumstances (planned outages) NamPower will send a request to Erongo Red to reduce the load to keep the system stable. Unplanned outages, however, are often caused by factors beyond their control, such as weather, sabotage or unforeseen breakdown of electrical apparatus. “We have two peak electricity usage periods during the day – a peak usage period during the morning and a peak usage period during the afternoon,” Mr Kahimise said. In winter months (June, July, August) electricity usage reach an annual peak whereby the load is at its highest. The highest reached during the winter months is up to 47MW’s. Next year’s peak demand is expected to be 54MW during high usage months for Walvis
Bay. NamPower has promised to meet this demand through the new 132kV line, which is currently being constructed. On completion of the new 132kV line, a 80MW capacity per line could be reached. This is more than double the capacity of the current lines being utilised. “I would like to use this opportunity to urge all our valued customers to provide us with their cellphone numbers, if they would like to be notified via cellphones, of any power outages and progress thereof,” Mr Kahimise said. “I would also like to urge all consumers to use electricity sparingly, which not only reduces the monthly electricity bill but also helps reduce the load on the national power system,” Mr Kahimise concluded.
Mutjavikua made this calling during his midterm state of the Region address on Friday in Swakopmund. He noted that this stretch of the road remains a serious concern to road users, because it’s very narrow. The B2 highway has seen an increase in traffic as a result of an increase in cargo destined for Trans Kalahari, Trans Zambezi, as well as to Oshikango and via Katwitwi to the Cuando Cubango Province. He further urged law enforcement on this road to intensify, in
order to reduce road accidents. “The tarring of the trunk road between Swakopmund and Walvis Bay, the expansion or double lining of the road from Swakopmund to Karibib and the tarring of the road between Swakopmund, Henties Bay, Uis, Khorixas to Kamanjab are regional priorities”, the Governor stated. The Terminal building at the Walvis Bay Airport will be completed in September 2015 and its completion will upgrade the airport to Category 4C, allow-
ing it to accommodate Boeing 676 aircrafts, Mutjavikua said. He further noted that the construction of the N$3.9 billion New Container Terminal at the Port of Walvis Bay, has commenced and it is expected to be commissioned in May 2017. Governor Mutjavikua applauded Rössing and Langer Heinrich Uranium for continuing to operate, despite the low uranium prices. He also commended Swakop Uranium’s decision to have their Head Office in Swakopmund. Ac-
cording to the governor, the move is a very important decision, in line with the vision to have all the mines operating in the Erongo Region, to have their head offices locally for smooth coordination. A new salt refining factory near Henties Bay was also approved by Cabinet, Mutjavikua added. The dilapidation of government builings in the region was also addressed and the Governor strongly recommended that a repair or rehabilitation centre, in this regard, should be put in
place. Usakos, Wlotzkasbaken, Uis and Karibib were pointed out as areas lacking development. Mr Mutjavikua said things at Usakos came to a standstill, with the elected leaders and administration not seeing eye to eye and that they are trying to work on modalities to solve this issue. Other issues addressed by the Governor, include labour relations, agriculture, water and rural development, health and social services, fisheries and lands.

statement after that of his colleague. According to Matulich the witnesses lacked veracity. “The accused was the only witness for his defence. He told a simple story that he stuck to. He projected a façade of being honest and open. His story could reasonably possibly be true especially seen in the light of the performance of key witnesses in the case. Whereas he was clearly unhappy with his position in court and would obviously be biased in a desire to exonerate himself, the accused
did not contradict himself in his defence and he was consistent. While his version is indeed touched with an air of improbability it is no less probable than the version of a string of state witnesses who have been biased and shamelessly dishonest. Not only could the version of the accused be reasonably true but more importantly the court must on a consideration of all the evidence placed before it rejects the State's case. Noble is not guilty and acquitted on all accounts,” he said.
Contacted for a comment, Noble’s lawyer, Mr Jan-Hendrik Wessels expressed gratitude that his client was acquitted but said he was disappointed by the unethical conduct of some of the investigating officers. “I am delighted he was acquitted. I believe he was framed by people who had grudges against him. The Police made many mistakes during the course of their investigation and being misled by people who wanted to frame my client. The police were hungry for a conviction and for
that reason, they made mistakes and did not adhere to procedures and they were exposed in court as persons not telling the truth. The ringer bell does not sound good. The whole record should be obtained and forwarded to the Inspector General for further action. Some of the police officers should be disciplined. They did not stick to the principles of law and they did not properly investigate in an independent way. An investigation should be impartial and that is where they (police) slipped.
I am glad, I think it is an excellent judgement and it is a pity that he (Gavin Noble) had to spend nine months in custody, losing his business. He was subjected to huge negative publicity and what goes with it.” “It is because of the police being fed with incorrect information. We are not blaming the Police or the State but we are unhappy about the Police who accepted versions of people with ulterior motives,” he concluded.

Topnaar community signs concession
Mavourlene Gaes
The Kuiseb Delta development trust signed a contract with the Ministry of Environment and Tourism concession unit in Windhoek recently, to allow the community to operate various tourism services like tented camps, lodges, 4x4 drives, walking trails and donkey cart rides. According to Mr Ambrosius Swartbooi, the Project Coordinator of the Traditional Authority, the battle for the approval has been long. The Delta Trust received four bonds as per contract terms, the first bond being for Tourism. The second will be the protection of the indigenous !Nara plant, the third being the protection of their Heritage and the last bond will be Conservation of the Namib Naukluft and the
Dorob National Park. The first tented camp has already been set up for the visitors to make use of. “The registration process for trails is ongoing and the Namibia Tourism Board (NTB) is busy with the registration process,” Swartbooi said. He also said that because the Delta development trust acquired the Wortel Nursery and after they received the area officially from the Ministry of Works and Transport, the con-
struction for the Lodge will soon be underway. With regard to the second bond of the contract, Swartbooi said the community has elected a committee that will be in charge of handling the protection of the indigenous !Nara plant with the assistance from the Traditional Authority and Erongo Regional Council. The Kuiseb Delta Development Trust is also concerned with keeping the heritage site alive out of respect for all those lives that were lost
in the flood, and their bones are buried there. They are planning on putting up barrier fences around the grave site and will also build a multi-purpose centre that will serve as a central entry point to the area. The overall conservation of the area will be to concentrate on the areas of poaching, unauthorised 4x4 trails and quad bikes on prohibited areas and the community efforts will be done with the help of the Ministry of Tou-
Chief Warden Fabiola Katamila (left) from the concession unit with the Kuiseb Delta Development Trust Chairperson Alwine Kham rism. Swartbooi urged members of the community to get involved in the
project and be part of its success, through sharing their ideas because the objective of the project
is to bring the Walvis Bay community closer to each other.

Breastfeeding awareness week Madelaine Laubscher
World Breastfeeding Week (WBW) will be promoted across the world from 1 -7 August this year. Local dietician, Mrs Karen Templin, is campaigning to bring awareness to the importance and benefits of breastfeeding for both mother and baby. This year`s theme for WBW is ‘a winning goal for life’ and underscores the importance of increasing and sustaining the protection, promotion and support for breastfeeding. Mrs Templin said she is passionate about breastfeeding not only because it is healthy for the baby, but also for the mother. “As a single mother, I myself realise the benefits, and as a dietician I want it to advance,” Mrs Templin explains. “I do breastfeeding consultation work. The Welwitschia Hospital wants to assist me in advancing breastfeeding,” she said. The benefits of breastfeeding include reducing your baby’s risk of sudden infant death syndrome (SIDS); it helps your baby to fight infection; baby develops good bacteria in the digestive system and baby gets all the nutrition needed from your milk to grow well,” she explains. Breast milk contains antibodies that help protect your baby against stomach bugs (gastroenteritis), colds, chest infections and ear infections. It also helps with the bonding process between mother and baby. It prepares your baby for different tastes. Un-
like formula milk, the flavour of breast milk can change according to what you’ve eaten, so your baby may be less of a fussy eater when weaning. It can be a great comfort to the baby when too ill to eat, but still able to feed. Breast milk can also help your baby to recover from illness more quickly. Once your baby starts consuming solid food at around six months, you can carry on breastfeeding with breast milk as it contains longchain polyunsaturated fatty acids, which are essential for helping your baby’s brain development. Exclusive breastfeeding for the first few months can improve your baby’s cognitive development. So in theory, breastfeeding may make your baby more intelligent. Breastfeeding may also reduce the risk of your baby developing wheezing in early childhood and severe eczema. It can even help to protect your baby against serious illnesses, such as childhood leukaemia and help your baby grow up to be a healthy weight. This will help prevent weight-related problems, such as type2 diabetes, when older. According to Sr Lalla Pheiffer, a registered
nurse at Welwitschia Hospital said, “To breastfeed is the best start for the baby and the best recovery process for the mother after giving birth and starts the bonding process between mother and baby.” “It almost guarantees a healthy and happy baby with less colic problems,” Sr Pheiffer continues. “No bottles needed, no sterilisation and this just make it easier. Breastfeeding make babies stronger and feel safe. They are more confident and develop a better self-esteem as well. It also prevents obesity during their childhood, stimulates brain development and protects the baby against diseases and infections and also lowers the risk of breast and ovarian cancer of the mother and allergies, eczema and asthma in the baby,” she concluded. The Welwitschia staff members will be celebrating WBW from Friday onwards all through the week. World Breastfeeding Week was first celebrated in 1992 by World Alliance for Breastfeeding Action (WABA) and is now observed in over 120 countries. WABA itself have been formed in 14 February 1991 with the goal to
World Breastfeeding Week 1 - 7 August re-establish a global breastfeeding culture and provide support for breastfeeding everywhere.
The World Health Organisation (WHO) and the American Academy of Paediatrics (AAP) emphasise the value of
breastfeeding for mothers as well as children. Both recommend exclusive breastfeeding for the first six months
of life and then supplemented breastfeeding for at least one year and up to two years or more.

New container terminal Obtaining Fishing Permits may affect mariculture Staff Reporter
According to the NAMPORT Container Terminal Expansion environmental impact assessment (EIA) prepared by Ocean and Land Resource Assessment Consultants (OLRAC) for CSIR Stellenbosch (2009) the construction of the new container terminal in Walvis Bay will have low to very low impact on the majority of the fishing and living marine related activities in and around Walvis Bay. Less mobile marine life used for mariculture (such as oysters, shellfish, etc), however, could potentially be affected.

There are a number of oyster farms located around the salt works and in the designated marine farm area in the lee of Pelican Point. While the flesh quality and growth rate of the oysters has been high, the risk of losses as a result of sulphur eruption is also high. Major losses were experienced in 2008 resulting in both existing and new farmers considering Lüderitz to be a more suitable location for oyster farming. The report advises the following to be kept into consideration during the construction phase: “The construction of the causeway and southern part of the Phase 1 quay will be done in stages with the dredged material being contained to prevent fugitive material being carried by currents and the tide into the lagoon.” Criteria in the environmental management

sediments. According to the report, moving marine life will have a chance to find more suitable environments; however, the effects of dredging on less mobile marine life could have a huge impact. The relatively straight and exposed Namibian coastline provides few suitable habitats for marine organisms that require sheltered environments. The construction of the new port changes the current water flow and refreshment rate around the lagoon area of Walvis Bay. This means that toxic and high anoxic (oxygen depleting) water levels (such as high sulphur levels etc) could take longer to flush out. At present one of the main mariculture interests in Walvis Bay is in farming oysters for local consumption and export to South Africa.
WHY? The marine resources are limited and currently some of them are overfished or over collected. It is necessary that everybody uses them wisely and carefully to secure the future harvesting needs by protecting the stock. Quantity/number of marine resources harvestable, minimum size limits of fish and crayfish that can be caught, open season etc. help to manage stocks to avoid the total disappearance of some species in our waters. Do not leave bait or fish on the beach! Either take it home or return it to the sea. This food attracts scavengers like jackals and gulls that prey on other bio-diversity. When you are back home after the holiday, it also inflates the predator population. Where can you get a license for angling, crayfish diving & bait/mussels collection?

With areas of the new port being demarcated and prepared for the dredging activities expected to start within the next few months, the effect on industries depending on the environment around the bay is also brought to focus. Dredging is an excavation activity carried out underwater. It consists of gathering sediments from the bottom of the sea and disposing it at a different location. According to the report dredging will have very little effect on the siltation of the lagoon, spread of pollutants, effect on fisheries and the increased chemical or biological oxygen demand (COD/BOD) in the bay. The report, however, advises that dredging has the potential to mobilise harmful elements and compounds previously isolated within the ocean’s

Pieter Potgieter

Roman Catholic Church bazaar a big success Piquet Jacobs
The Roman Catholic Church bazaar held on Saturday by St Peters Parish was a huge success. The weekend started out with a braai sale on Friday with the main bazaar on Saturday. A variety of merchandise was on sale ranging from cakes to lunches and goodies to treats. The crowd was enter-
tained with music and karaoke. The restaurant, selling delicious dishes, was a popular venue to enjoy yourself and to meet your friends. Homemade cakes and tarts were sold at the
stalls, sweets and treats for children were available, as well as savoury goodies for those who do not have a sweet tooth. The day was enjoyed by both old and young.
"NG Kerk" bazaar
celebrates 40 years Dorcas Mhungu Hundreds of people attended the annual NG Kerk (Dutch Reformed) Meersig bazaar on Saturday and the aroma from the food stalls engulfed the neighbourhood.
Despite the chilly Saturday morning weather, attendance was overwhelming and ironically, the senior citizens were among the early attendees. Mr Wynand Breytenbach, the organiser of the annual event said the church on Sunday celebrated 40 years of existence at its location in the Fairways suburb of
Walvis Bay. On Friday night, the church organised a concert where women, men and children performed. The congregation later had a sit-in dinner with a spitbraai. “We prepared over 4 tons of meat and there are different stalls with corndog, fish and chips, cake tables, pancakes, dessert and a restaurant. The money generated is used for
the running costs of the church. We thank God for everyone who pulled their weight towards this successful event. All the glory to God, Breytenbach said. He said the main event is a socialising and bonding platform. The items sold at the bazaar are all made by the church members during the course of the year.

Dot Com entertainment pushes it up to next level Mavourlene Gaes
Dot Com Entertainment music group is a group of six talented artists ready to show the world what they are capable of and that they are not scared of any competition. The members of the group are Santa Claus, Raw B, Tubula, Noxa, Veicks and Trilioner. It is not a group who only specialises in one music genre but plays Afro Pop, Hip Hop, House and Kwaito. They call themselves the jacks of all trades but masters of none. “We take whatever beat and rap on it, we transform beat,” said Veicks. They were all members of choirs and living in the same neighbourhood before coming together and forming Dot Com in 2011. Santa Claus explained that forming the group was not an easy task, because the first
time they entered the studio, the song did not come out exactly how they wanted it to but eventually, because of their determination and perseverance, they managed to produce a second song that turned out to be a success. The public’s response on their music has been extraordinary. The group is working on their first album, and they have managed to get four singles out. The singles include songs like “Push it up, My shandie, Kaana kameme and Le’ style. In addition to releasing the songs, the group has also released five music
videos for some of the songs they released that have been broadcasted on both NBC and One Africa television. The songs with videos are Le’ style, My shandie, Push it up, Kwandja and Complicated. The launch of their CD will take place in Windhoek as well as in Ongwediva by the end of October. “The album will consist of 18 tracks and we still have about 13 tracks to produce for the album that we will launch towards the end of this year if all goes according to plan,” said Veicks. The album titled “We go big” will feature the likes
of Captain Kavax and Tash. The group’s producers are Gold Beatz and Romano but in the past they also worked with other producers. The unique character of this band is that they have a representative of each Namibian tribe and a Chinese and that, according to the group members, is what make them too hot to handle. What inspires the group, according to both Veicko and Santa Claus, is the competition out there and they are not afraid to make their voices heard because Dot Com Entertainment Music Group is here to stay.

Valeria crowned Face of Namibia 2014 Dorcas Mhungu

More than 80 people attended the Face of Namibia pageant at the Pelican Bay Hotel in Walvis Bay on Friday. Valeria Mununga (24), from Rundu was crowned the Face of Namibia 2014 at the Pelican Bay Hotel in Walvis Bay on Friday. Valeria, representing the Kavango Region beat the nine other contestants who came from the Kunene, Otjozondjupa, Omaheke, Hardap, Khomas, Oshikoto, Oshana, Caprivi and Erongo Regions. She made it to the top five and then the top three. When her name was announced as the winner and overwhelmed by the judges’ decision, she shed the symbolical tears of joy. The organiser of the Face of Namibia pageant, Mary Shikongo said the pageant is unique in that it does not look at the external beauty typical of other beauty pageants. “The competition only has one winner. We don’t focus on external bueauty but the inner beauty and
the ability to communicate well. We see the potential in the person of being able to address women and make them aware of gender based violence,” Shikongo said. She said the pageant does not have a swim wear category because she feels it is the semi-naked kind of dressing that contributes to crimes like rape and passion killings. “Most of the girls are working and are in relationships. With that category included and the comments some men make, it might lead to jealousy and possible assault,” Shikongo added. Valeria won a ticket courtesy of Air Namibia to fly to any international destination she chooses. She also won a nail kit from Planet Nails in Windhoek and Jirhe Salon in Windhoek sponsored hair and nail vouchers.
Walvis Bay Tour Guide sponsored a boat cruise, and Outapi Mini Lodge gave accommodation vouchers. “The funds raised will go towards the painting of two homes for vulnerable and orphaned children in Kuisebmond. I would like to thank everyone who contributed towards the hosting of the event, the people who attended and the Dot Com music group for the entertainment,” Shikongo concluded. Asked to comment how she felt to be the Face of Namibia winner, Valeria said, “It was an exciting event. I am glad I won, I met a lot of beautiful women and they were all so amazing. I plan on helping a lot of women and just helping out where it’s really needed. I want to make a difference.”

Oyster Festival continues to attract This year’s Walvis Bay Oyster festival sponsored by FNB and Richelieu, attracted people of all age groups to the Atlantis Sport Club on Friday and Saturday. An outside play area for kids, headline stage performances and of course locally cultivated fresh oysters, ensured that everyone had a good time at this event. A number of local performers and South African signer Dozi had the crowds cheering, dancing and generally enjoying the cheerful festivities. Stall vendors interviewed said they were
happy with the support they got from the public. Now in its third year, the Oyster Festival has been an annual attraction since 2012. Other than the annual Oyster Festival, the October Fest and Walvis Bay Karnaval (WAKA) is also amongst the well supported events held at the Atlantis Sport Club each year.

Afterwards, a lovely picnic was enjoyed next to the farmyard. Thank you to Mrs Juanita du Plessis and Miss Melanie Franken for taking the learners on the outing.

wealth Silver for Jonas
Namibia’s Junias Jonas won silver in the 64kg light welter boxing category at the Glasgow Commonwealth Games. The final turned out to be a very strong fight for Jonas, but the judges decided in favour of Josh Taylor, leaving Jonas as silver medalist. “I will be coming back,” Junias commented after the final. “A silver is a great achievement, but I wanted gold. I feel I was good enough
to win gold that’s why I’m so disappointed,” he added. Jonas won four bouts against Amir Khan, Charles Lumbwe, Leroy Hindley and Sean Duffy to progress to the final held on Saturday afternoon in the SSE Hydro on front of more than 7 000 spectators.

Die fondsinsameling was beskryf as ‘n sukses.
ERA sends Eastern Bulls Mavourlene Gaes
The match between the two teams on Saturday was anything but predictable, at the Narraville Rugby Stadium as the Eastern Bulls fought hard to try and keep up with Erongo Rugby Academy (ERA) who were determined not to lose in their own territory. ERA made sure they have a spot in the Namibia Rugby Union First Leaque quarter finals when they beat the Eastern Bulls on their home ground. ERA completed their group stage matches on a positive note, after recording 5 tries against the Eastern Bulls who came all the way from Gobabis. Chessborough Lawrence, the ERA Fullback was on fire and scored the first two tries of the match. These tries were followed by amazing conversions by the
flyhalf of the team, Tarasio Croza. The Eastern Bulls pushed back and by halftime the score was 19-6 with ERA in the lead. The five tries came from obvious quick thinking and moving from the individual team players. The forwards played a major role and secured good and quick balls for the fast backs. ERA made sure they dominated set plays, although there were only 7 forwards left for 20 minutes of the game. The ERA lock

suksesvol verdoel was. Kudus I speel teen Rehoboth terwyl Kudus II vir Unam II aandurf. Verdere besonderhede rakende die 23ste se wedstryd volg so spoedig moontlik.

Gerd Vogel wins the July Seniors Golf Day The July month-end competition, played last Thursday, saw a great turnout of 22 golfers coming to compete for one of the prizes, once again kindly sponsored by Ocean View Spar. The co-sponsors for July were John Powell and Gerd Vogel. Seniors Captain, Bruce Burns, was on hand to present the prizes. Despite the weather prophet’s predictions that there should be east winds, Thursday turned out to be another perfect day for
golf. This was also reflected in the excellent scores that the guys were able to play. The best score recorded for the day was the 40 points of Rian Loots, but “fortunately” he still has a few years to go before he can qualify for one of the
prizes. So this month’s winner on a count-out on 39 points was Gerd Vogel and loser of the count-out was Achmet Abrahams. In third place was Willem Engelbrecht on 38 points. AttieEsterhuizen had the only 2 club on the day, however this was not enough
to beat Andre Fourie in their match-play which Andre won 3 and 2. Nicky Traut had the honour of winning the last of the “JoCo” prizes. Many thanks to John and Colin for sponsoring this coveted award for the past three years.
