According to a leasing brochure, Michaels will occupy an approximately 9,000-square-foot space next to planned Marshalls and HomeGoods stores. Napa Crossing South, located at the corner of Soscol and Kansas avenues, is being built on the former site of Napa Ford which has moved further north on Soscol. The Napa Michaels will be about half the size of a typical store, which carries approximately 37,000 basic items and averages 18,300 square feet, said the company’s website. A new national retailer coming to Napa is positive news, said Brian Kelly, the consulting CEO of the Napa Chamber of Commerce. “It just speaks to the fact that Napa is a healthy, growing community and (retailers) are seeking us out,” he said. Leasing space in a new development is also a good indicator, he noted. “I imagine a store like Michaels has done their research,” Kelly said. “They have come to the conclusion that Napa can support their type of store.” The opening date for Michaels and the two other chain stores hasn’t been announced. A representative from Pacific Properties Group of Chico, the developer of the center, could not be reached for comment. A spokesperson for Michaels corporate office declined to comment. The news should be especially welcome to crafters, do-ityourself enthusiasts and hobbyists who have long hoped for a general craft supply store in Napa Valley. Napa was previously home to several craft-oriented shops including a Ben Franklin, Party Time Paper & Crafts and scrapbook stores. 16  —  Distinctive Properties

You can scrounge a few things at Target or Walmart, but they don’t have craft departments to speak of.” While Michaels does sell some yarn, “it’s of a different ilk than most of what we carry,” she said. In fact, “I feel like our shops would work together.” A former Creative Memories scrapbooking consultant, Celeste Cave of Napa, said she was happy to hear about Michaels coming to town. “I think we need a Michaels for sure,” Cave said. “We need a craft store. There is really no place other than Target” to find scrapbooking supplies, and that selection seems to have dwindled, she noted. And even if a smaller Michaels store doesn’t have everything a larger store would have, “you just have to be grateful we got the store,” Cave said. “I think it’s a great idea,” said Ray Dahlgren, owner of the Loose Caboose, a train and hobby shop on Soscol. When he doesn’t have a desired item, “we refer our customers fairly often to Michaels,” he said. Dahlgren said the proximity of his store to the new Michaels might create cross traffic that benefits his own business. “It’s not going to hurt us at all. I think it’s going to help us,” he said. Loose Caboose Manager Roy Ballard agreed. Their store is more hobby focused, while Michaels is more craft oriented, he said. “We have a lot of things Michaels does not have. I think we have gotten referrals from Michaels in Vallejo. Employees there have heard of us,” Ballard said.

REVISED PLAN RESPONDS TO PUBLIC CRITICISM

D

evelopers have submitted plans for a five-story, 200-room hotel with two floors of underground parking to replace a parking lot between the Oxbow Public Market and the existing Copia building. Developer Keith Rogal is working with the Copia Liquidation Trust and bondholder ACA Financial Guaranty Corp. to redevelop the former Copia site at 500 First St., which previously operated as a cultural center for wine, food and the arts. Copia declared bankruptcy in 2008 amid falling attendance and debt totaling $78 million and has mostly been shuttered since then. The goal is “to bring life to the site,” said Rogal, and “to focus on the unique attributes of the Oxbow area and bring them to a wider audience,” including visitors and guests. In addition to the hotel, a 7,200-square-foot subterranean-type addition would be built using the space currently occupied by Copia’s amphitheater. Three small buildings would be constructed along First Street offering room for retail, food service, restrooms and a cafe. The details were presented in a design review and use permit application submitted on Feb. 11 to the city Planning Department. Rogal has also asked the city for a planned development zoning amendment of the area. Rick Tooker, city community development director, said his team is reviewing Rogal’s application. “At 60 feet, the height of the proposed hotel would meet the maximum height allowances that can be approved for that area,” he said. Even though Rogal has asked for the maximum height, maximums aren’t automatically granted, Tooker said. There are many issues that need to be considered, such as context, impact on adjacent buildings, views and aesthetics. “These will all be reviewed by the Planning Commission and City Council” at future meetings, he said. The Copia site south of First, including the parking lot, is not part of this application. Rogal’s application is a revised reuse plan for the former Copia site. Incorporating earlier public criticism about a need for meeting space, Rogal’s plan now includes assembly areas in both the main Copia building and the hotel. Residential housing, an idea originally floated by Rogal’s team for the south side of the property, is not part of the north side development. Rogal said he also cut back on the amount of retail proposed. In a separate matter, the City Council will discuss whether businesses including possible financial services and real estate offices are permitted uses on the Copia property, which is zoned Oxbow Commercial District and Planned Development Overlay District. City staff determined in April that these uses were permitted, but the Planning Commission reversed that decision, determining that the Planned Development District did not permit these uses, said Tooker. “City staff applied the code as written and the Planning Commission applied deeper reasoning relating to the intent behind the code. The council will have to work through this,” said Tooker. The five-story hotel would feature 200 rooms and 7,400 square feet of conference space. The building, totaling 175,652 square feet, will also include 7,660 square feet of ground-floor retail on its north side facing the river and the former Copia building. The retail element is intended to act as a “catalyst, bringing people from the Oxbow Market over to the project site … and energizing the northern edge of the hotel building,” said the application. 36  —  Distinctive Properties

Parking for the hotel would be provided by valet in a 266-space structure beneath the hotel. An automated parking system using a series of elevators and sliding shuttles will move cars in and out of storage. “It’s very efficient,” said Rogal. Surface parking for the Oxbow Market would remain located between the market and the hotel and on the existing surface lot south of First Street. The proposal also includes a large open space area where the north gardens are currently located, to be named Robert Mondavi Square. Open to the public, the space would be organized around the gardens, fruit and nut trees and extensive public seating. The square would contain two kiosks connected by a shade trellis on its First Street border. The kiosks would provide public restrooms and light snack and beverage service, said the application. A “circle” drive around the square would allow for passenger arrival and dropoff at the hotel and access to the former Copia building. The entrance to the hotel would face east toward Copia. The seasonal Farmers Market, now held in the parking lot east of Oxbow Public Market, would be relocated to an area at the east side of the Copia property. Rogal is collaborating with market organizers, he said. “We want to create a permanent home for them around the garden itself, rather than a parking lot,” he said. With additional use of a former fire truck access space, there is ample room for market vendors, he said. A new “garden pavilion cafe” would be located along the eastern edge of the project site. It would face the Napa River and be bordered by an olive grove to the north. The cafe would include an open-air, roofed structure with an outdoor kitchen and service area. A former asphalt circle created as a helicopter landing pad would become a “scenic public gathering space” called Oxbow Terrace. The hotel, which Rogal will develop, will be a “four-star-plus” property “built to a very high standard,” he said. “This is not a budget property,” he said. “It will be a very beautiful property with wonderful materials and with great public spaces all around it.” Room rates will range north of $300 per night, according to Rogal. The hotel could generate as much as $2 million a year in tax revenue, as well as jobs, he said. A pool is also indicated in architectural drawings. “I think we have a chance to make a beautiful special place here,” said Rogal. The hotel plans would impact the Oxbow Public Market by occupying much of the parking nearest the market. “It would certainly be a significant change from what currently exists,” said Steve Carlin, founder and CEO of Oxbow Public Market. “I haven’t had enough time to review their proposed plan but I’m quite certain there will be significant public discussion, and I’ll have plenty of future opportunities to express my opinion,” he said. The next steps for the project include receiving comments from city planning staff and a date with the Planning Commission in the coming months. “Hopefully within the year there will be a use permit issued,” said Rogal. The project is expected to cost between $50 million and $100 million, Rogal said. Construction is expected to take approximately 18 months.

Median home prices shot up 27.7 percent in 2013 SLOWER APPRECIATION EXPECTED THIS YEAR By Jennifer Huffman

here’s good news for those homeowners who survived the recession and have spent the past several years hoping to see home values rise again.

Napa County home prices rebounded in 2013, increasing 27.7 percent from 2012 levels, according to Bay Area Real Estate Information Services. The median home price for a Napa County home rose to $454,500, compared to $355,750 in 2012. Homes sold faster as well. Homes spent an average of 89 days on the market in 2013, compared to 118 in 2012. With the foreclosure crisis winding down, the number of distressed property sales in 2013 declined to just 11.7 percent of the market, compared to 25.66 percent in 2012. “There are very few short sales” and bank-owned properties for sale now, said Randy Gularte of Heritage Sotheby’s International Realty. With those distressed properties removed from the market, “Now it’s a matter of a normal buyer/seller market,” he said. Unlike during the pre-recession era of 100 percent financing loans, Gularte said today’s buyer “has skin in the game.” “Qualified buyers are buying houses. I think it will help us solidify the market.” San Francisco broker Jeff Appenrodt of Laurel Realty, who recently hosted an open house for a home in the Napa Yacht Club, said he has many clients from San Francisco and the Bay Area who want to buy in Napa. The broker said buyers are drawn to any property close to city areas such as Napa or St. Helena, and with enough space for grapes, whether for aesthetic or business reasons. “I have a client in San Francisco who is buying all kinds of property in Napa,” he said. That client has purchased somewhere around $5 to $6 million of property in the past six months, both land and homes, he said. “That area is on the rise” and his clients are looking to buy, said Appenrodt. He held an open house for a residence on South Newport Drive that is listed for $715,000. “We’ve had it open for two Sundays now,” he said, but “no offers yet.” The home, while recently renovated, is not located on the water. “If it was on the water, we could sell it 10 times over,” he said. Realtor Bill Keller of Coldwell Banker Brokers of the Valley said January was a busy month for him. He attributes that to the warm and dry weather which encouraged people to be out home shopping. 40  —  Distinctive Properties

And with interest rates staying low, “I see room for prices to increase in 2014,” said Keller. “Not quite a much as 2013, but maybe 10 to 12 percent this year.” Tristin Bruno, a Realtor with Real Property Advisors, recently hosted an open house for a home on Leann Court in west Napa priced at $595,000. More than 30 groups of potential buyers visited her open house , she said. The Leann Court home was listed in Febraury. She expects to sell it within the next week or two, said Bruno. At that price, she believes the home could be an option for a move-up buyer, something that was not as likely several years ago when many homeowners were underwater in their mortgage loans. Today’s homeowner is more likely to have regained equity. “They have enough equity to make a down payment on that next property,” she said. Richard Peterson of Pacific Union International, Inc. said he expects prices to appreciate about five percent in 2014. “All indications are that home prices will continue to rise although not as steeply as last year,” Peterson said. “Nice homes that are listed at a good price will continue to go fast.” “We are seeing fewer all cash offers,” he noted. “We’re seeing fewer investors buying up properties because they are getting priced out.” Lani Cooke of Heritage Sotheby’s International Realty recently hosted an open house on Tokay Drive. The four-bedroom home with three-car garage is priced at $735,000. “Four-bedroom houses are always a big hit and have a lot of demand,” she said. Her listing has only been on the market 15 days, “but we are getting good activity. I wouldn’t be surprised if it sells in the next week.” Homes that are priced well “are going quickly,” Cooke said, “certainly within 30 days. If they sit longer than that it’s usually because they are priced too high.” Cooke also said that the condo market has picked up. “The prices are surprising me,” she said. Cooke said she’s seen condos that were priced in the high $200,000 range in 2013 now selling in the mid-to-high $300,000 range. “There is nice, healthy appreciation in the condo market.”
