Home foreclosures plummet in Napa
he number of Napa County homes lost to foreclosure in the first half of 2013 fell dramatically compared with rates in the past six years, according to data released by the Napa County Assessor’s Office. A total of 103 Napa County homes completed foreclosure between January and June, compared with 214 in the same six months of 2012 and 297 in 2011. County Assessor John Tuteur attributes the drop in mortgage defaults to rising home values, a strengthening economy and government efforts to reduce foreclosures. “People are less stressed in their homeownership,” he said. Some owners have taken advantage of government refinancing or other loan modifications. At the same time, as home values are recovering, owners aren’t underwater anymore. “As their equity comes back, they’re going to be able to move up.” In June, 10 Napa County homes were lost to foreclosure, compared with 73 homes in June 2008 during the housing meltdown. Even with this sharp decline, foreclosures remain at historically high levels. For the entire year of 2003, only 10 Napa County homes were foreclosed. In 2004, 11 homes were foreclosed. At the peak of the recession, in 2010, 643 area homes were foreclosed. But as the economy began to recover, so did the housing market. Besides foreclosures, the number of Napa County homes that received a notice of default (NOD) also fell between January and June. An NOD is typically issued after a homeowner is 90 or more days late on mortgage payments. In the first half of 2013, 138 NODs were filed in Napa County. In the first six months of 2012, 424 were filed, and in the same period in 2011, 518 NODs were filed. This June, only 23 Napa County homeowners received an NOD, compared with 150 notices issued in June 2008. As with foreclosures, NOD statistics also remain historically high — for the entire year of 2004, only 144 NODs were filed in Napa County. “The foreclosure crisis is done. It’s behind us,” said economist Christopher Thornberg of Beacon Economics. “We’re just dealing with the residuals as this point.” With home prices going up, those who were considering foreclosures no longer are, he said. In addition, “We are much quicker and more efficient at processing foreclosures and getting them out of the system,” Thornberg said. 28 — Distinctive Properties
The Napa County housing market will continue to be tight, Thornberg said. “Buyers are saying, ‘If I’m going to get in, I’m going to get in now.’” While the numbers have improved significantly, “this is still not a normal real estate market,” said Tuteur. He explained that during 2012, about 40 percent of all single-family homes and condo transactions were cash purchases. “That’s very unusual,” Tuteur noted. The average is more like 15 to 20 percent. “Even though foreclosures are dropping and defaults are down ... big investors including private equity funds are out snapping up single-family residences for cash, which makes it hard for regular homeowners to buy,” Tuteur said. In addition, he said, “the credit crunch is still on to some extent. It’s not quite back to a healthy level of lending ability. We’re not there yet but we’re moving in that direction.” Tuteur said that distressed home sales have dropped from about 50 to 60 percent of the market to about 20 percent. Of course, that still remains historically high. “In the old days it was 4 percent, or almost nothing,” he said. Tuteur said he expects the foreclosure trend to continue through the rest of 2013. Thornberg said he expects local home prices to continue to rise, but a little slower. “Rising interest rates will take a little bit of oomph out of the increase in prices,” he said, “but home prices will continue to go up and foreclosures are going to drop to almost nothing back to where they were in 2005 and 2006.”

Home prices rose 27 percent last year in Napa County

NAPA — The median sale price for a Napa County home rose 27.4 percent year-over-year, according to real estate information provider DataQuick. In May 2012, the median price for a Napa County home was $329,000 — half cost more, half cost less. By this May, that number had risen to $419,250, DataQuick reported. The number of homes sold also rose, from 149 in May 2012 to 166 in May 2013. Home prices continued to go up in May, the result of an improving economy, low mortgage rates, pent-up demand and continued investor interest, said DataQuick. “Our low end — that used to be $200,000 to $300,000 — has essentially almost disappeared,” said Nadia Valenzuela, president of the Napa Chapter of the North Bay Association of Realtors and a broker associate with Terra Firma Global Partners. Today, the new “low end” in home prices is closer to $350,000 and up, she said. While Napa County home prices have increased, the Realtor also said that countywide appreciation isn’t equally distributed. “It depends on your neighborhood,” she said. “Not every neighborhood is going to show the same increase as others.” For example, the popular Browns Valley neighborhood in west Napa, with its larger homes on larger lots, has appreciated more than some homes in north Napa or other areas, Valenzuela said. Contingency sales are also on the increase as when sellers list their home for sale but can’t move until they find a new home to buy. During the foreclosure crisis, homeowners forced to sell, and quickly, weren’t able to set such contingencies, she said. Valenzuela wondered if prices would level off by summer’s end and into the fall, after families have completed moves. She also wondered if there be a plateau in prices before more gains and if appraisers would be able to find comparable home sales to support the price increases. 30 — Distinctive Properties
“Its definitely a seller’s market,” said Karen Cherniss, vice president of the Napa Chapter of the North Bay Association of Realtors and a Realtor with Pacific Union. Most homes priced under $550,000 receive multiple offers and sell quickly, Cherniss said. What she’s noticing lately is that cash buyers aren’t always the successful bidders. “People are looking at the quality of the buyer,” and not just whether they can offer all cash, Cherniss said. In addition, “We’ve seen quite a bit more inventory in the past month or so.” During March and April, the weekly Realtor tour included approximately 10 properties, she said. These days it’s more like 20. “We’re happy to see that.” In an ideal market, “we like to see a normal, steady rate of appreciation,” Cherniss said. “We are stunned at how fast they are going up right now.” Such a strong seller’s market can be disheartening for both buyers and Realtors, she said. “Nothing’s easy anymore.” According to Bay Area Real Estate Information Services, Inc. (BAREIS), the average number of days on market for a Napa County home dropped from 119 to 106 year over year. The highest priced property sold in May 2012 was $2.2 million. The highest price property sold this May was $5.9 million. Prices vary according to individual cities or areas, BAREIS reported. The average sold price for a Napa home reached $534,732 in May. The average for a Berryessa home was $255,200 and $321,022 for an American Canyon home. Napa County home prices are substantially higher than surrounding areas. The average price for a Solano County home rose 29.2 percent, to $245,000. In Sonoma County, the increase was 29.9 percent to $390,000, DataQuick reported.
