PROSPECTIVE BUYER’S PLANS ARE UNKNOWN

The majority of Napa’s River Park Shopping Center has been listed for sale and an offer is pending, according to a real estate listing on a commercial broker website. In a marketing brochure from Capital Pacific, the price of the multi-acre shopping center is described as “best offer.” The center has a two-part ownership structure, which has complicated plans to redevelop some or all of the mall. Since 2006, most of the center, except for the section that is home to Fresh & Easy, has been owned by Napa Riverpark LP, also known as Rutherford Investments. The smaller Fresh & Easy parcel is owned by Rudd Properties, or ZR River Park LLC, and is not included in this deal, according to the online listing. ZR River Park LLC also owns 2 percent of the larger section. Before the recession hit, Napa Riverpark LP looked to redevelop the majority of the center, but those plans stalled. “We were excited” when the current ownership bought the mall from a group of owners, Jennifer LaLiberté, the city’s economic development manager, said of the 2006 acquisition. “They have a vision to renovate the center and incorporate some housing which sounded really exciting, but that never took place,” she said. “It could use a shot in the arm.” “At a minimum it’d be nice to see the center upgraded and the parking and circulation improved,” LaLiberté said. The center is zoned community commercial so there are opportunities to attract retailers that could serve the entire community,” she said. “There could really be some synergy between South Napa Marketplace, Napa Crossings South (a center under development on Soscol Avenue)” and River Park, she said. LaLiberté said the prospective new owners did not want to discuss the sale until it is completed. “I know very little about them,” LaLiberté said.
“What I gathered is they are a familyowned development company that also have a leasing entity and a management entity.” The company is located outside of Napa County and has no other Napa County projects, she said. Asked if Rudd Properties was the pending new owner, John Dobrovich of Rudd Properties said no. Dobrovich declined to comment further. A listing agent at Capital Pacific could not be reached for comment on this story. Michael Holcomb of Strong & Hayden is the most recent leasing agent for the mall. He said a new owner would be good news for Napa. “The fact that the space is going to be repositioned in the market — I think it’s great.” Todd Zapolski, another Napa developer, previously partnered with Leslie Rudd in the real estate and development firm Zapolski+Rudd when it originally purchased the Fresh & Easy parcel. “It’s a particularly tricky asset,” Zapolski said of the center. “It’s got constraints because of the access and the neighboring properties. You’d have to be sensitive to what’s going to work there.” “It’s going to take a lot of effort to reposition and renovate,” but “it would be great to see something positive happen there,” the developer said. He wondered if it would make more sense to tear down the existing buildings and start over again. However, with Fresh & Easy in the middle, “it’s hard to reconfigure what you’ve got.” Zapolski said he did not make an offer on the property. According to city business tax records, in 2007 the center and other shopping in the immediate area received $25.8 million in revenue. In 2008, the figure was $35.4 million, but dropped to $30.4 million in 2009. Revenue then increased to $32.6 million in 2010, $38.7 million in 2011 and $39.5 million in 2012. December 2013 — 9

By Anne Ward Ernst It’s been a dive bar and it will still be a dive bar, just cleaner and friendlier to a wider clientele, a new owner of Susie’s Bar said about the changes taking place at the local landmark on Lincoln Avenue. Josh Blakeley, 41, and his business partner Frank Kibbish, 34, took over Susie’s in late September, but buying the business was something Blakely, a Calistogan, had on his mind for a long time, he said. “I’ve been courting Red (Coil) for a whole year,” Blakeley said. Rumors have swirled around town for some time that Coil, the previous owner of Susie’s, might sell. Blakeley wanted to be the one to own the iconic bar next. Just about every day after work for about two months, Blakely, who owns a landscape and construction business for his day job, would hang out at Susie’s, nursing a beer, taking notes, watching the customers and imagining how the bar could change. 14 — Distinctive Properties
Once the sale went through, the first order of business was cleaning up the place. “It took a week with 20 guys working on it,” Blakeley said of the clean-up process. More light shines in the windows now that posters and other signs have been removed and the glass cleaned. Beyond the narrow hallway entrance from Lincoln Avenue, the black gate-like bars have been removed. The supplies that sat in the path have been moved to a proper storage area that is being built upstairs. A shelf was installed behind the bar to show off top-shelf liquor. Oh, and the stripper pole and porn machine are gone. Soon, new large-screen TVs will come and there will be a focus on showing sporting events. On the second level above where the pool tables sit, they’ll install bi-fold glass doors so that the area can be sectioned off for private parties, or meetings such as one held recently by the Lions Club. They hope to have live music one or two times a month, open mic nights once a week and possibly outdoor seating in the back. To Blakeley and Kibbish, Susie’s isn’t just a bar, it isn’t just a business to make money, it’s a part of the community. And they want to preserve its
place in the culture of the community as well as give back. “We want to be able to do things like sponsor a Little League team, things like that,” Blakely said. Blakeley likes the quirkiness and uniqueness of Susie’s and he wants to enhance it by bringing back things from the past related to the building, which once housed a bakery, he said. Susie’s has the oldest operating liquor license in Napa County, Blakely said. Tracks on the floor that are a relic of the bakery days will remain and Blakeley is looking for a replica cart that would have been used to transport flour. Gone, Blakeley said, will be the days of unsavory behavior. Thanks to seven new security cameras, he hopes Susie’s will be a place locals and tourists alike would like to spend some time and feel safe. Blakeley and Kibbish have a thing for refurbishing dive bars. About 1-1/2 years ago they bought and spruced up the Forest Club in Ukiah. More upgrades will come as time passes. “It doesn’t cost anything to keep the place clean,” Blakeley said.

Napa shopping center sales up 9 percent By Jennifer Huffman Reflecting an improving local economy, Napa shopping center sales rose 9.1 percent in the second quarter of 2013 compared with a year earlier, according to data recently released by the city.

ut of 11 shopping zones in the city, downtown, River Park and Silverado Plaza shopping areas had their highest individual quarterly sales in six years. Only one area, the Napa Premium Outlets, saw a decline in sales quarter over quarter, dropping 1.7 percent, according to data gathered from MuniServices. With a 21.1 percent increase, downtown had the biggest gain in estimated gross sales, based on sales tax revenue to the city. Compared with the second quarter in 2009, gross sales in downtown almost doubled, to $46.4 million, said MuniServices. The Soscol gateway area, which includes Auto Row, had the second-highest total of taxable sales, or $30.6 million. South Napa Marketplace was third with $27.6 million in taxable sales. The second largest gain, 16.5 percent, came from the Napa Valley Corporate Park area, which is home to the Meritage Resort and Spa and a growing group of wineries and other businesses. Robin Klingbeil, project coordinator with the city’s Economic Development Division, attributes the rise to an improving economy, new retailers, May’s BottleRock music festival, and the start of the travel and summer season. More than 100,000 people are estimated to have attended the BottleRock music festival at the Napa Valley Expo. At the same time, new stores like Ulta Beauty and Panera Bread opened in north Napa, along with Chico’s and Pier 1 Imports in Bel Aire Plaza. The overall city increase of 9.1 percent “is a good sign of recovery,” Klingbeil said. Noting that the corporate park area saw a 16.5 percent increase in taxable sales, Klingbeil said that the Meritage Resort and Spa “is doing extremely well.” She said another factor in the increase could be data center system purchases by corporate park tenant Kaiser. The drop in sales at Premium Outlets of 1.7 percent could be attributed to store turnover or short-term vacancies, she said. “All the retail out there usually do so well. They are always busy,” she said. Noting a six-year high in sales tax revenue at River Park, Klingbeil said she wondered if that increase was due to a ripple effect from

the nearby Century Napa Valley movie theater opening. “The theater draws a lot of people in that area, and (River Park) has more visibility because it’s close to (the) theater,” she said. South Napa Marketplace, adjacent to the theater, saw a 3.9 percent increase in sales. Bel Aire Plaza registered a 9.3 percent increase quarter over quarter. “Obviously, we’re pleased with the increase,” said Craig Semmelmeyer of Main Street Properties, which manages part of the plaza. “We’ve added some great new tenants,” such as national retailers Pier 1 Imports and Chico’s, he said. “Copperfield’s relocation has been a huge success.” “Retailers are learning this is not a sleepy little market. Napa is really dynamic and the proof is in the pudding,” Semmelmeyer said. “Our goal is still to grow performance, and we think there is more room for improvement,” Semmelmeyer said. “We’re looking at places like South Napa Marketplace and I want to catch them in total sales,” he said. “Maybe it takes three years to get there but that’s where we want to go.” Semmelmeyer noted that many purchases at larger Bel Aire merchants like Target, Trader Joe’s and Whole Foods are non-taxable sales. “My guess is if we included all the nontaxable sales, we’d be dead even with South Napa Marketplace,” he said. Citywide, “9.1 percent is a really good sign of overall health in Napa,” Semmelmeyer said. “Those are really exciting numbers.” “We’re tickled pink,” said Redwood Plaza developer Richard Hoertkorn of the center’s 7.7 percent increase. “We’re really pleased how the shopping center has weathered the financial crisis.” “We pinch ourselves with how well everybody seems to be doing and how our turnover seems to be low. Hopefully the bulk of this financial crisis is behind us,” he said. Matt Connolly of Strong & Hayden Commercial Real Estate represents the Grapeyard Shopping Center, which saw a 1 percent increase in sales. “I’ve heard the restaurant Sushi Haku is doing well. We are aggressively trying to market the vacant space there. There is some re-tenanting going on,” Connolly said.

Real estate PRICES sales27 PERCENT slow in September HIGHER THAN YEAR AGO By Jennifer Huffman
T
he number of Napa County homes sold in September declined from August, but remained slightly above the yearago level, according to data from Bay Area Real Estate Information Services. According to BAREIS, 139 Napa County properties sold in September, down from 155 properties sold in August. The total in September 2012 was 133. The median price also declined from $460,000 in August to $445,000 in September, which was 27 percent higher than a year earlier, when it was $350,000, BAREIS reported. According to John Walsh, president of DataQuick, another real estate information service, “the surprisingly high home price appreciation we saw over the last year stemmed largely from very low mortgage rates, a very slim inventory of homes for sale and very high levels of investor purchases.” “But in recent months we’ve seen each of these forces reverse a bit: Interest rates are higher, the inventory has risen and investors now account for a lower share of all sales. In addition, we’ve seen a normal, seasonal slowing in the market heading into fall,” Walsh said. According to BAREIS, there were 187 listings in Napa County in September, the lowest amount in seven months. In April, there was a peak of 261 listings. “We have more buyers than inventory,” said Realtor Bernie Wilson of Wilson & Wilson Real Estate in

With “inventory getting skimpy, that makes it hard to find something for buyers,” Wilson said. “If you are a seller, this is a good time” to list a home, even if some owners are reluctant to try to sell during the holidays, she said. “Real estate is always so cyclical,” said Mark Lesti of Windermere Real Estate. “There’s always going to be little peaks and valleys. Everyone is just really thankful we’re through” the housing crisis of the recession, he said. “We’re in somewhat of a normal state right now where buyers and sellers have somewhat of an equal power, which is a good thing,” Lesti said. “It’s more reflective of a market that prevents hysteria and invites normality.” The abbreviated federal government shutdown didn’t impact the local real estate market in a major way, Lesti said. “If it would have kept on for a longer time, it could have had a major impact, but luckily not,” he said. One hiccup locally was with buyers who needed Internal Revenue Service tax returns to be verified as filed. In some cases, loans were delayed, he said. If interest rates increase, say from 4.5 to 5.5 percent, that would also be unfavorable, he said. “That’s a 20
percent change in buying power,” Lesti said. “No one wants them to go to 5.5 percent.” Lesti noted that the decline of distressed properties has also changed the market. “There is an unsatisfied appetite from buyers who want to find a great bargain and flip it,” he said. Today, “most of those deals are gone,” he said. “Usually there is a bit of a spike in the fall and we haven’t had that bump” in sales, said Gerrett Snedaker with the Wine Country Group by Better Homes and Gardens Real Estate. However, with the California Association of Realtors forecasting a 1 percent increase in interest rates in the coming year, “that will typically push buyers into action because they want to get into houses before rates go up,” Snedaker said. “2014 should be a good year, but not as good as, say, 2013 has been,” he said. “It’s likely we’ll see year-overyear price gains trend lower for the foreseeable future,” said DataQuick’s Walsh. “Housing market impacts related to the federal government shutdown and the threat of default on the nation’s debt would begin to show up in sales data released over the next couple of months.”
