How Napa’s alleys could help its housing crisis

e love walking Napa Old Town. On any Saturday or Sunday morning, you’ll find us walking up and down, back-and-forth on the historic Downtown streets, googling the architecture, colors, landscape, and texture of the town. Narrow classic Victorians next to superb Craftsman mansions, mixed with tiny 19th-century cottages in chaotic but wonderful combinations. It’s a delight and feast for the eyes. I call them, a gift to the street. What are often missed and less visible are Napa‘s alleyways. Not too many of them, but they serve a purpose. To walk them is to see another part of Napa not easily recognized. Could they help solve CHRIS Napa’s housing shortage? CRAIKER Alleys are kind of an American invention. European cities grew Piggly-Wiggly, and small narrow streets were common. Courtyards and mews were communal for the horses and carriages. Paris was one of the first cities that had a major redevelopment under Emperor Napoléon. As American cities grew, subdividing land with standardized narrow lot sizes became popular with the middle class, but they didn’t leave the horse and buggy out front. Rear-accessed alleyways with horse sheds and barns were created for the buggy trade. As the automobile gained popularity, the sheds became garages. Orderly laid out streets with rear-accessed alleys became a very American design tool. The late 20th century saw alleys nearly eliminated. They took up valuable property and having a garage in the front accessible to the main residential street became the norm. The suburban-style of garage in front, house behind became the main planning model across the country, and as densities increased for economic profits, lots became narrower, until in many subdivisions the front entry garage rules the streetscape. In the 21st century, Americans are once again embracing the benefits of urban life, including walkable streets and compact mixed-use communities. Along with this “new urbanism,” we find ourselves once again embracing the alley as playing a critical role in the function of our cities and community development. Alleys are returning as a common feature in the planning of our new communities. JULY 2021

However, they do not hold a candle to Napa’s alleyways of Old Town. These are mini-streets, accessible and available for housing without disrupting the historic fabric of the community. We are dedicated to preserving the existing streetscape and enhancing, not derogating them. We should think more about our alleyways as a secondary means of providing housing. Walking these alleys is not like walking an urban alley, pathogens of trash and disease. Instead, Napa’s alleys are alive and capable of supporting more housing while maintaining the classic street frontage of historic, and want-to-be historic, homes without those annoying frontal driveways loaded with cars and SUVs. Increased housing along these alleys would be consistent with state and local current accessory dwelling unit ordinances that allow additional dwelling units, ADUs, up to 1,200 square feet, and Junior ADUs up to 500 SF. Both state and local ordinances do not require additional parking if the structures are within a half-mile walking distance to a transportation line. While alleys are often relegated to trash

and deliveries, it’s possible to make them function as an active part of the community. Here’s where the city should help make them an integral part of the community fabric, and not an afterthought. Repaving and even considering permeable pavers could improve the quality and quantity of stormwater runoff. Bio-retention, tree wells, and planters could both enhance and improve stormwater management. In some cities, these residential alleys have been converted to pedestrian-only access while allowing entry to the rear housing from the main frontage street. To make these alleyways safe and secure, the city should consider providing decent downward-directed non-glare lighting for pedestrian access and sanctuary. Not only can these alleys provide housing, but they can also reinforce historic neighborhood values for both locals and visitors. Converting these from litter-laden backstreets to community assets would be the greatest thing city can do to celebrate our historic community. have a client who inherited a parcel at California Pines in Northern California. You probably remember the infomercials, Eric Estrada, former star of the 1970s television show “CHiPs,” telling you what a great place it is to live. You can buy a oneacre parcel like him for a $995 down-payment and $269 a month. Many bought and sold in the California Pines subdivision over the years. Still, unfortunately, it never did take off as the developer promised. BURT Values dropped, many landPOLSON owners never developed and sold their property, allowed the bank to foreclose, or the county to auction for unpaid taxes. The homeowner’s association continues having financial problems today. I am unsure what my client decided, but I told him to sell for next to nothing to avoid the ongoing HOA (homeowners association) dues. Drive through Nevada today, and you are presented with billboard signs selling parcels for $1,000 per acre. for a couple of acres. Looking on eBay.com for land will give you thousands of options to bid on super cheap land for a few hundred dollars. How can you go wrong? Is buying land for a few hundred dollars too good to be true? Sometimes, but not always. It depends on what your plan is to do with the land and what those selling are not telling you. Performing your due diligence and using a title company is vital in purchasing any real estate. You may think it is not necessary to take the time to research a site or to pay the expense for a title report on a $500 transaction, but you could lose more. Here are a few things you need to consider. ITEMS OF RECORD Opening an escrow and obtaining a title report will show you recorded tax liens, outstanding loans, assessments, easements, or inconsistency “cloud” on the title. Imagine purchasing a property later to find you are now responsible for thousands of dollars of property taxes or HOA dues in arrears. Other determinants could be an easement of the neighboring property owner having the right to access their property through your land. Or a previous owner who is still inadvertently on the title to the property, therefore

causing a cloud. Your land may also be a part of a homeowner’s association that may impose dues for services to maintain the subdivision. It is essential to know what services are offered for the dues paid. ABILITY TO USE It would be best if you researched how you can use the land. If you plan to build a house, hunt, or use it as a site to hike and camp, all have different needs to consider. DESIRABILITY As in California Pines, you may have a beautiful location, but economically the area may not have much to offer. Services such as grocery stores or gas stations may be many miles away. Suppose you plan to call the area home. In that case, you need to consider employment opportunities, medical services, and travel time to the site. Burt M. North Bay real estate trends in June 2021 Dreamstime

or all of the areas covered by our Multiple Listing Service (BAREIS), which includes Lake, Marin, Mendocino, Napa, Solano and Sonoma Counties, there is an inventory of 1,871 homes and condominiums for sale at the end of June. Inventory is 35% below that of a year ago (2,892) and it is 4% ahead of the inventory last month (1,804). At times, the inventory has exceeded 10,000 homes in the BAREIS region. There were 1,991 sales for the month of June. This number is 5% below a year ago (2,096) and GARRETT 5% ahead of the pace of last SNEDAKER month (1,893). On a national basis – there were 373,000 homes for sale at the end of June compared to 976,000 a year ago. A “healthy/balanced” market might have 1,000,000 homes and a “buyers’ market” would require about 1,500,000 available homes. Of all new listings, 25% sell “immediately” and 75% last a week or two. Of major concern is where the seller is intending to go and are they prepared for a quick sale. Prices normally peak in July and stay level through January. We’ll see if that occurs this year. I have been following a data point I call the “Price Reduction Ratio” for the past six months, or so. Across the country, one might expect that 20 to 25% of the homes put into the MLS will have a price reduction before they eventually sell. For June 2021, of all closed homes in our Wine Country 14 | DISTINCTIVE PROPERTIES

Ge r re tt Sne d ak e r, C RB markets, the range was from 11% (Mendocino County) to 18% (Napa County). Conversely, the ratio of homes selling in excess of Original List Price ranged from 54% (Mendocino) to 60% (Sonoma County). It was 56% in Napa County. The average Price Reduction Ratio for all areas has gone from 29% in September 2020 to 14% in June of 2021 while the sales of homes in excess of Original List Price went from 33% to 57% over the same period. NAPA COUNTY The inventory of homes and condominiums available for sale in Napa County at the end of June (255) is 33% below the inventory in June 2020 (380) and it is 3% below the inventory last month (262). Sixty-seven percent of the inventory in Napa County (170 properties) is priced at $1,000,000 or above. New sales (159) are 15% below the pace of last year (186) and are 3% below the 164 sales last month. There is a 1.6 months supply of inventory based on the current sales pace. The Days on Market for homes closing in Napa County is currently 60 days. For the purpose of our MLS (BAREIS) “Days on Market” represents the time from when the property is first listed in the MLS to the date the property goes into “pending” (all conditions removed) status. On average, it can take anywhere from 0 to 30 additional days for properties to close after going pending. The median price of the 126 homes closed in June in Napa County ($879,000) is 24% ahead of the median price of a year ago ($710,000).

Over the past four months, Napa County homes are selling at roughly 96.5% of original list price. NAPA COUNTY LUXURY HOMES If one takes the highest quartile (25%) of available inventory as the “Luxury Market”, the Luxury Market begins at $3.750,000 in Napa County at this time. There has been an increase of 118% for the number of closings (72) of Luxury Homes (sales price in excess of $3,750,000) in Napa County for the period 7/1/20 to 6/30/21 compared to 33 closings in the period 7/1/19 to 6/30/20. There are 66 luxury homes in inventory at the end of June 2021 compared to 77 homes in inventory at the end of June 2020. There were 8 new Luxury Home sales in June compared to 5 last year and 5 last month. This results in a 11 months supply of available Luxury Homes based on the current sales pace compared to a 1.6 months supply for the County as a whole. Days on market for the 9 luxury homes closings in June was 185 days. Over the past four months, Napa County Luxury Homes are selling at roughly 91% of original list price. NAPA Forty-nine percent of the inventory in Napa County is in the City of Napa. There are 124 available homes and condominiums in inventory at the end of June in the City of Napa. This is 39% below the supply at the end of June 2020 (203) and it is 12% below the inventory at the end of last month JULY 2021


(141). New sales (126) were 5% ahead of the pace of June 2020 (120) and they were equal to the pace of last month (125). There is a 1 months supply of inventory based on the current sales pace. The Days on Market for the 127 closings last month was 53 days. The median price of the homes that closed in the City of Napa in June was $870,000. This is 22% ahead of the median price of the homes closed in June 2020 ($714,000).

The average price per square foot of the homes sold in American Canyon was at $324 last month, This is above the $275 to $300 range where the sales have been over the past several years. T

he height to which my parents’ eyebrows raised when I told them my next article for Inside Napa Valley would feature several hikes in the area should tell you something about my history with hiking. I love nature, but I’m more likely to sit and stare at it for a while than to go out of my way to walk around in it. My parents gave up on forcing me to hike long, long ago. But finding ourselves over a year into a deadly international pandemic has inspired some of us to try new things, anything, to pass the hours we cannot spend at museums, or restaurants, or concerts. Napa is undeniably one of the most beautiful locales in the world, yet perhaps we who live here find ourselves jaded to its leafy charms. You’ve seen one vineyard, you’ve seen them all. Even in our little county, though, there is so much more natural diversity and beauty, and so much you can learn, just by stepping a bit outside your comfort zone. So that’s what I did. Over the last couple of months I walked several trails in very different parts of Napa, and feel that my eyes have been opened to more of what this charming bit of planet Earth has to offer. Starting at my northernmost hike, the newly – mostly – reopened Stebbins Cold Canyon Reserve, usually a loop, now offers two very different hikes. Hugging the southeastern edge of Lake Berryessa, very close to the county line, this area suffered massive damage from the LNU Lightning Complex fire and just reopened in mid-February. Though open to the public, the canyon is also a research area for UC Davis, and one can still see some plant identification plaques on parts of the trail, though the plants are often rather crispy. After walking through a cement spillway (I highly recommend the echoes), you can head left for a gentle creekside walk, or right for a more vigorous climb with JULY 2021

significant elevation. This less-experienced hiker opted for the creek, about a two and a half mile round trip. This is a fascinating traipse through the burn scar, and I found myself heartened by the signs of growth all around me. Grasses, wildflowers, and vines have popped up, and the hillsides opposite the trail feature growing patches of bright orange flowers. The creek, dry at the start, eventually begins to bubble cheerfully down to the left. The trail is clear, but there are dead trees and bushes lining it and all around. It’s a rocky walk with some steep uphill portions, though they don’t last long. I only wish I had seen it before the fire so I could compare its current landscape to what it looked like before. Continuing south, the Rector Reservoir Wildlife Area Trail is the most difficult trail I hiked, but also the most stunning. You park at the edge of the Silverado Trail opposite Paraduxx winery and immediately embark on a vertiginous uphill climb through meadow dotted with dainty wildflowers. Unless you’re quite fit, you’ll probably need to stop several times along the way up, as I did. Luckily, any shame at ones’ lack of cardiovascular endurance is quickly mitigated by the expansion of views west, north, and south across the valley as the geography unravels before ones’ eyes. Once I made my way up to the ridgeline, I traveled north along it. The breeze is strong and the trail is quite rocky, so it’s a bit of a shame you can’t take your eyes off the trail for too long to enjoy the incredible views. It took about an hour and a half to reach the rocky JULY 2021

north, though the trail at this point seems to be less of a path and more of a suggestion of a way forward. Heading back down, one has Rector Reservoir, which is itself not accessible to hikers, on the right, and some lovely high meadows with pillowy waves of grass and wildflowers. That uphill climb at the beginning becomes a test of ones’ knees and ankles at the end; the dustiness of the trail makes for careful, slow going. This is definitely a jaunt for experienced hikers and should not be attempted on very hot days. Be sure to bring plenty of water. On the opposite end of the difficulty spectrum is the Napa River Ecological Reserve at Trancas Crossing. the river that shoot off from the main trail. To extend your walk, cross Trancas and Old Soscol to join the River Walk for an extra mile of creekside walking. Heading south into Carneros, the best bird watching I found was on the Buchli Station Road Trail, a nearly five mile loop through marshland one reaches from Cuttings Wharf and Los Amigas. Bird watchers will want to stay on the paved straightaway: I was treated to an entrancing arial show of small birds, grey on their backs and silver on their undersides, swooping with great delicacy and the subtle sound of whispering wings like a sudden shower of rain on a still pond. Hikers seeking more of a work out can choose to walk the entire loop, though I found it hard to pay much attention to the beautiful scenery on one leg of the trail because I had to dodge an awful lot of bird droppings. Swans, graceful and boat-like, paddle about the marsh, and sandpipers scurry along the shallow shorelines. Another leg of the hike is mostly overgrown with a very narrow pathway; passing oncoming bikers proved a bit difficult, but doable. The slightly saline scent of the march pervades the air on a persistent breeze, and the water laps at the shore pleasantly. Mt. Tamalpais to the west and Mt. Diablo to the east are both clearly visible. My final hike introduced me to the Newell Open Space Preserve in American Canyon, at the crux of Newell Drive and Donaldson Way. Donated by the Newell Family in 1999, the Preserve’s loop trail links up with the Lynch Canyon trails in Solano County, or you can stick to the loop and are rewarded with a unique view of Mt. Tam west across Richardson Bay. The loop itself is about three miles long; hikers looking for more of a challenge should head right at the fork onto the South Loop, a longer uphill trail than the North Loop to the left. Much of the area is pastureland for some very handsome dark brown cows, and I also came across a few turkeys. This is rattlesnake country though, so keep a watchful eye out. I didn’t see any on my hike, but did see three other kinds of snake who quickly slithered off the path when they felt me bearing down on them. The trail is wide and mostly flat with not many rocks, making this a good trail for beginner mountain bikers and kids, or hikers with sensitive knees. sign says there are. The North Loop takes you through a strand of eucalyptus, and you’re suddenly surrounded by birdsong. Stop walking for a moment; just listen, and notice the smile start to grow on your face. These are just a few of the many trails and wildlife areas our small county has to offer. There are several more I intend to explore

in the coming months before the heat of summer, and I encourage you to do so as well. I highly recommend the Napa County Regional Park & Open Space District website (napaoutdoors.org) for a very helpful interactive map with more information about these trails and so many more. lright, if you have ever been to a Boston Red Sox baseball game, then you would likely leave their ballpark humming the lyrics of the uber-famous song, Sweet Caroline, by Neil Diamond. I guess plenty of major sports teams these days have their “song.” Why not, right? For the record, I’m not a Red Sox fan, but this song, it seems to fit best on how to describe the impact I feel the current vaccine roll-out is having on pretty much everyCHRIS thing going on these days. SALESE I mean even the seasonal connection via the song’s lyrics to where we are at now is spot on. Go figure. There’s a ton of positive activity out there. We need to keep up the momentum. Unfortunately, there’s still a lot of folks who are struggling economically and there are of course many who have sadly mourned the loss of loved ones during the pandemic. There are also those who are dealing with mental health fatigue as a result of everything that has happened since the beginning of last

year. We need to continue to help them and remember to be kind as we are celebrating our new freedom again. Speaking of freedom, let’s take a hot minute to celebrate the ability to visit open houses without all of the heavy rules and restrictions previously in place because of COVID. Although I love checking out newly listed homes online, with their rich virtual tours and amazing photography, there’s really nothing better than being able to walk the home in person that you want to buy. There are a few minimal trailing guidelines that we must still follow, but “sweet vaccine”, it is so much nicer. How to protect your home from

There’s nothing quite like owning a home. You feel the pride of achieving a financial goal and the comfort of having a sanctuary and space of your own in which to build a lifetime of memories. Occasionally, there’s also the element of surprise when things suddenly break — like appliances, the furnace or water heater — and need to be fixed or replaced. Water damage is the most common — and unwanted — surprise for homeowners. According to Mercury Insurance, water-related damages accounted for more than 45% of its homeowners insurance claims in 2020, resulting in $160 million in property damage. “A water leak can happen at any time, so it’s important for homeowners to routinely check for potential sources to help combat this,” said Christopher O’Rourke, vice president of property claims at Mercury Insurance. “It’s also important to address the cause of brown spots on the ceiling or bulges in the walls immediately — these usually indicate a leak or water build-up and most homeowners insurance policies don’t cover long—term leaks. Left untreated, this can lead to extensive damage.” Show your home a little TLC to protect against water damage by inspecting these three areas in and around it. THE BATHROOM Periodically check the pipes underneath the bathroom sink for cracks or leaks. A leaky pipe can be a sign of a larger issue that might eventually cause your pipes to burst, like high water pressure or corrosion. Regardless of the cause, consult with a professional to have them assess and fix it. The seal created by the caulk around your 28 | DISTINCTIVE PROPERTIES

sink, tub and shower helps prevent water f ro m s e e p i n g into spaces where it doesn’t belong, but it won’t last forever. Ensure the caulk isn’t worn or cracked and apply a new layer if needed. If water leaks from the base of your toilet, or it wobbles when you sit, it’s time to replace the wax ring. Wax rings help form a watertight seal between the bottom of a toilet and the sewer pipe. The ring usually lasts the life of the toilet, but it’s possible for it to dry out and fail so pay attention to malfunction signs. “Once a week, make a point of turning faucets on and off, and flushing toilets to ensure water continues flowing through the pipes properly,” O’Rourke adds. THE KITCHEN Just like in the bathroom, the pipes beneath the kitchen sink need to be checked regularly for leaks and cracks. Kitchen appliances with hoses that connect to your water supply — refrigerators with icemakers or water dispensers, and dishwashers — are another potential source for leaks. Rubber hoses can wear out, blister or crack, and will need to be replaced over time. Consider replacing this type of hose with a steel-braided version as these are less likely to fail. Your washing machine probably isn’t in your kitchen but be sure to inspect its hose as well. The hose connection can loosen during wash cycle vibrations, so check to

ensure it’s tight. THE HOME’S EXTERIOR AND ROOF Be sure to keep rain gutters and downspouts free of debris to prevent clogs, and position downspouts to direct water away from the house. Holes, cracks and gaps can be entry points for unwelcome water, which can cause rot or structural damage. Walk the perimeter of your home to look for imperfections in its facade. Inspect the condition of the weather stripping on your windows and doors to ensure they are properly sealed to keep out the elements. Also, look for damaged, missing or loose roof shingles, which can be seen from proper vantage points on the ground. If you note any damage to your home’s exterior walls or your roof, consult with a professional to determine next steps to fix the spots where water can potentially enter. O’Rourke also recommends that homeowners consider installing a water leak detection system. “Smart home devices like water leak detection or shutoff systems can monitor for leaks around the clock, and some can automatically shut off the main water supply if a leak or burst pipe is identified. These types of devices can offer peace of mind and might even qualify you for an insurance discount.” JULY 2021

Tornados, floods, hurricanes and more— severe weather is increasing around the world. Are you ready if a threatening storm hits your home? “Storm frequency and intensity is increasing, which means it’s important for homeowners to take a proactive approach to severe weather preparedness,” said Jonathan Green, senior regional parts and service manager at Northern Tool + Equipment. “Having the right equipment and gear on hand and ready to go means your family can stay as safe and as comfortable as possible.” POWER OUTAGES AND SEVERE WEATHER Power to your home may be intermittent and unreliable during bad weather. If a major storm is approaching, the American Red Cross recommends unplugging small appliances to reduce potential damage from power surges that could occur. Always follow orders from authorities, who may tell you to turn off utilities to prevent damage to your home or within the community.
