Winery seeks historic status to avoid county mandates
F
or William Ballentine, the owner of the William Cole Winery just outside St. Helena, looking back may offer a path forward when it comes to resolving longstanding permitting issues with Napa County. Ballentine’s stone winery was built in 1876, and he’s hoping its history as one of the Napa Valley’s first wineries will propel it onto the National Register of Historic Places — thus escaping regulatory scrutiny from the county. But his clock is also ticking. In attempting to squash a dispute between Ballentine and his neighbors to the south, the Morlets, the Napa County Board of Supervisors in November gave William Cole three months to resolve the permitting issue. That deadline was set to elapse Jan. 29. Unless it gets extended, Ballentine will have to install a fire sprinkler system in the winery, which he contends would compromise the historic integrity and character of the building he’s worked to preserve. He said he’s also facing the prospect of widening a driveway next to the building, but wants to avoid doing so to keep landscaping crafted by famed landscape designer Thomas Church intact. The landscaping of trees and vegetation abuts the driveway and would have to be removed if it was widened, he said. “It would just be atrocious,” Ballentine said of the changes. “If there was a fire danger I would say, ‘OK.’ But stone doesn’t burn. We had a painstaking process to put this place back as original as possible. It’s really a shame.” Former county Supervisor Mel Varrelman asked the supervisors to extend the deadline. Varrelman made the request during a public comment period, which doesn’t elicit responses from the board. The next Board of Supervisors meeting is on Jan. 28, one day before the deadline.
Varrelman told the board that William Cole has submitted its request to be put on the National Register of Historic Places to the California Office of Historic Preservation. Napa County Landmarks has nominated the winery’s bid for approval, as the winery is already on the county’s registry of buildings. Getting onto the national registry is crucial, Ballentine said, because it takes the regulatory oversight of the building away from county planning staff and gives it to the state government, whose requirements are less stringent. “At that point it becomes a state resource and it’s out of the hands of the county,” Ballentine said. While the supervisors offered no response to that prospect, they were blunt in their advice to Ballentine in November. They told him to get the required work done, with Supervisor Bill Dodd faulting Ballentine for stoking the dispute with the Morlets. “It’s time, frankly, to move on,” Dodd said. Supervisor Brad Wagenknecht warned Ballentine that he would not support a deadline extension. Ballentine and his wife, Jane, own the winery and reside in the building’s top floor, with the bottom half devoted to wine production. Each felt confident in William Cole’s chance to be added to the national registry. The winery was first built by John C. Weinberger, who moved west to California from the Midwest with his wife, Hannah, Bill Ballentine said. Weinberger chose to construct the building with tuffic rocks mined from the property specifically to keep it from burning, as happened to another nearby winery. A jealous employee, William Gau, desired Weinberger’s daughter, but when she spurned his romantic advances, Gau plotted to murder
Weinberger, Bill Ballentine said. Gau laid a trap for Weinberger, getting him to come into the train station in St. Helena, where he fatally shot him on March 21, 1882. The Weinbergers were prominent citizens in early St. Helena society, as John Weinberger was a founder of the Bank of St. Helena. His death resonated throughout the area, Ballentine said. An early history of Napa County offers this tribute: “His death was felt to be a public misfortune, for although quiet, unostentatious and modest, there were few indeed more generally loved by the community. He was public-spirited, energetic and enterprising.” Conducting the family’s wine business fell to Hannah Weinberger, the first woman to hold such a position in the valley, Bill Ballentine said. She continued to nurture the winery until Prohibition took effect in the 1920s, after which the property fell into disarray, he said. In 1938, the property changed hands, and the Harrison family of San Francisco took hold of it, and brought in a local architect named Bourne Hayne to renovate the building into a weekend home. The Harrisons also hired Thomas Church as the landscape architect; his original drawing for his plans for the property hangs on the entryway to the Ballentines’ home. The Ballentines have also tried to preserve Church’s rock walls, gardens, trees, vegetation, pathways and pools as much as possible. Bill Ballentine purchased the property with the goal of restoring it to its historical roots. He got approval from the Board of Supervisors in 2002 for a change in the Winery Definition Ordinance so the county could issue a use permit for a winery on a property smaller than 10 acres. “Keeping them the way they were is getting harder and harder every day,” Bill Ballentine said. “We want to preserve as much of the Napa Valley as we can. Too many of these things are being completely leveled and redesigned. Without that we lose what people come here for.” March 2014 — 17

Downtown investment tops $1 billion since 1996

nvestment in the greater downtown area over the past 17 years has reached $1 billion, bringing hundreds of hotel rooms, dozens of restaurants, wine tasting rooms and retail shops and thousands of square feet of new commercial space to the city center. This total, reflecting business activity from 1996 to 2013, was announced in a downtown business update report released at a City Council meeting recently. The $1 billion figure includes disclosed real estate transactions valued at $515 million and private investment of $419 million, including new construction of $342 million. “It’s a testament to people having confidence about where Napa is going,” said Robin Klingbeil, project coordinator with the city’s Economic Development Division. Major projects built during the past 17 years include flood control improvements, Napa Mill, the Oxbow Public Market, Riverfront and the hotel and restaurants on the west end of First Street. Mayor Jill Techel cited the $1 billion total as evidence of the worth of Napa’s flood control projects. “It’s really effective when I can bring that data to Washington to show the effects of flood protection,” she said. Councilmember Alfredo Pedroza also applauded the figure. “I know sometimes there’s a fear of change, but … we’ll look back one day say, ‘We were right’” to encourage such investment, he said. Councilmember Peter Mott commented on the profusion of wine bars. “Do we get to the point where we have too many wine bars?” he asked. “With anything, you can have too much of a good thing.” “We’ve looked at that, but we’ve not discussed any type of restrictions. We’re looking to fill empty spaces,” said Klingbeil.

Studying the years after 1996 “is a good baseline because it predates flood control on the Napa River,” said Councilmember Juliana Inman. Such analysis also encourages more restoration to overcome past urban renewal botches, she noted. “We can complete the repair of the damage that was done in the early years of redevelopment, and this can be our legacy,” Inman said. “It’s a good time to take a deep breath and move carefully,” Councilmember Scott Sedgley said. “It could be a boom mode (now) ... Our legacy can be that we got it right, and that’s not necessarily about approving every single project that comes to town.” Public investment in downtown totaled $225 million. Projects ranged from flood control terracing and new bridges to smaller items such as the new Fifth Street parking garage, the dock by the Riverfront and the 9/11 Memorial. The numbers were compiled from city building permit records, private developers, RealQuest, Metro Scan data services and news reports. Currently, approximately $5 million in private construction projects are underway, and more than $20 million will be spent on public projects in 2014, including the Oxbow Bypass Channel, putting McKinstry Street utility lines underground, China Point Overlook Park, and plans to convert First and Second streets to two-way, Klingbeil reported. Since the last report in December 2012, an estimated $133 million in real estate transactions have occurred in the downtown and Oxbow area, said the report. The report said 275 licensed retail businesses are located in downtown, occupying an estimated 815,000 square feet of commercial space. Last year, 23 storefront businesses opened, 12 businesses completed expansions or relocated to new space, and 16 are pending completion of construction or entitlements, the report said. These numbers do not include professional offices and other non-retail businesses. Approximately 15 new businesses are scheduled to open in early 2014, including Bella Deli, BurgerFi, Cigarden, City Winery at the Napa Valley Opera House, Mango on Main, Melted, Napkins Bar & Grill and Velo Pizzeria, the report stated. The Shops at Napa Center is expected to announce tenants to begin filling 40 retail units and 130,000 square feet of commercial space. Improvements to the common areas, exteriors, landscaping and other features are expected to be finished in May, said the report. The proposed $75 million, 188-room Archer hotel is planned to follow on First Street. Downtown’s residential condo building at the Riverfront sold 24 units in 2013, the report noted. Of the total 52 units, 20 appear to be owner occupied. The retail vacancy rate is 5 percent, or 47,650 square feet, not including the Shops at Napa Center. Retail lease rates range from $1.95 to $4 per square foot. The office vacancy rate is 8 percent, the report noted, with rates from $1.75 to $4 per square foot. The report said the greater downtown area has 914 lodging rooms in 22 hotels and B&Bs, 83 restaurants and 34 wine tasting rooms or pubs. The downtown and Oxbow areas account for 20 percent of the city’s sales tax revenue, figures show.

he dream of a real downtown for American Canyon took a giant step forward recently with the city’s announcement of a developer’s draft plan for a massive 304-acre multi-use project that includes 1,541 homes. Developer McGrath Properties of Oakland and the Jaeger family, partnering as American Canyon 1, LLC, have submitted a preliminary draft of the Watson Ranch Specific Plan, popularly known as the Town Center project in the northeastern corner of town, officials said. The plan calls for a mix of housing types, including single-family homes, townhomes and apartments; an elementary school; 36 acres of public parks and open space; commercial uses and a 200 room hotel. The development would run behind the Walmart Supercenter development and include the ruins of the former Portland Cement plant whose silos are visible from Highway 29. The ruins are envisioned as a gathering place, and could include a farmer’s market, winery, restaurants and an outdoor entertainment venue as well as the hotel. “This proposal, which has been anticipated by the residents of American Canyon for many years, will have a substantial impact on our community by providing desirable community amenities (outdoor spaces, trails, elementary school, entertainment venues, commercial opportunities) and increasing the number of housing units in American Canyon by approximately one-fourth,” the news release said. A town center has been discussed in American Canyon since the city’s incorporation in 1992 and has been the subject of several studies and community workshops. In the early 2000s, McGrath properties began developing a plan with the city, but it stalled when the housing bubble burst in 2007. City staff is currently undertaking an initial review of the proposed plan, and City Manager Dana Shigley said public workshops are planned. Approval will require an environmental impact report, with studies of traffic, water, wastewater systems, as well as public meetings with city boards and commissions, according to Shigley. “This is a lengthy process,” Shigley said. “We plan a lot of outreach to the community.” A proposed roadway network and trail connections are also described in the proposed plan, officials said.
