CITY ADOPTS FISCAL YEAR 2021-22 BUDGET, TAX RATE The City of Nassau Bay maintains a balanced budget in accordance with the City’s Financial Principles – these include advancing the City’s priorities while maintaining core services, providing cost-effective service delivery, and making targeted investments in public safety and infrastructure. During their September 13 meeting, City Council approved the Fiscal Year 2022 Annual Budget. This year’s General Fund (maintenance and operations) budget is $6,436,020 and the total budget for all funds is $24,436,210.

During a special workshop on September 27, Council approved the tax rate for Tax Year 2021 (Fiscal Year 2021-22). The adopted Tax Rate is $0.722120 per $100 valuation, the same tax rate as the current fiscal year. Ad valorem (property) tax will fund a portion of the maintenance, operations, and debt service in the FY 2022 Budget. On a home valued at $200,000, the average homeowner will pay around $117.34 per month in property taxes to the City of Nassau Bay. The Fiscal Year 2022 Annual Budget funds a total of $8.3 million in capital projects. These projects include several improvements and rehabilitation projects to the water and wastewater system, street paving, parks projects, public safety and more. KEEP NASSAU BAY BEAUTIFUL TO CONDUCT FALL SWEEP - SATURDAY, NOVEMBER 6 Keep Nassau Bay Beautiful will conduct a Fall Sweep on Saturday, November 6 from 8:30AM to 11:30AM, and all community members are encouraged to participate in the event. The Fall Sweep will include projects in David Braun Park, Howard Ward Park and Swan Lagoon Park.

“We are very excited to bring together the Keep Nassau Bay Beautiful Committee, our City’s Parks Committee, the Nassau Bay Garden Club, and community volunteers for our ‘Fall Sweep’ event,” said Roscoe Lee, Chair of the Nassau Bay Parks Committee. “During the event, volunteers will tackle shoreline cleanup along Clear Creek, trim tree branches and shrubs, weed and mulch various areas, and complete other similar tasks.” Check-in will be at the Pavilion in David Braun Park, where

participants can pick up supplies (gloves, trash bags, sunscreen, masks, etc.). The Nassau Bay website (www.nassaubay.com) has the list of sites to be worked, the details of the tasks at each site, and tools required. Please note: Depending on the task chosen, participants may be required to bring additional tools from home. These items are listed on the website, as well. “We have an online sign-up on the website to minimize crowding at the check-in desk,” Lee said. “When you sign in, it would be helpful if you select a task that you want to work. We want to distribute volunteers among the work areas. As we head into the final months of 2021, this time of year highlights how special Nassau Bay truly is. From neighbors getting together during National Night Out and the Street Eatz Party, to Halloween in the Park, to the Annual Boat Parade and the Holiday in the Park, the list goes on and on. I urge all the residents of Nassau Bay to get out and enjoy the cooler weather and reconnect with new neighbors and old friends. The next event coming up will be Holiday in the Park on December 11 at David Braun Park. The Special Events Committee is hard at work planning a fantastic event. It's a great chance to get out and enjoy family-friendly fun, meet Santa and much more. For any residents that are interested in becoming more involved with City activities, there are a number of volunteer opportunities, including: Parks and Recreation Committee, Planning Commission, CANBE, Garden Club, Board of Adjustment, Economic Development Corporation, etc. These volunteer-led organizations are an extremely important part of keeping our City running smoothly and incorporating feedback from residents. The new playground equipment in David Braun Park is going to be a great and visible example of feedback from the community being heard and action being taken. However, the City needs your help. Many of our committees have been very successful because of the dedication of our volunteers who have supported the City for years and even decades. It is important that we continue to plan for the future and find individuals interested in helping support the needs of Nassau Bay. Is that you? “The Nassau Bay Volunteer Fire Department is a tremendous asset to our community,” said City Manager Jason Reynolds. “The department supports City operations during disasters, manages weekend Marine Operations from May through September, conducts invaluable outreach to our residents, and much more.

“The work the department does saves the City millions of dollars every year, and this would not be possible without the dedicated service of more than 35 active volunteers. We sincerely appreciate each and every member of our department!”

During the month of October, the Fire Department went the extra mile for the Nassau Bay community, visiting with groups of residents during National Night Out, conducting youth outreach as part of Fire Prevention Week, and conducting their annual Open House event on October 8.

Department personnel during National Night Out (October 5). “In a given month, the Department responds to an average of 35 calls, and those can be anything from EMS calls and fire alarms to car accidents and fires of all types,” Nassau Bay Fire Chief Tom George said. “You can have the best equipment in the world, but our volunteers are our best asset. Without them, and without the support of their families, we would not be able to do what we do.”

NASSAU BAY ANIMAL SHELTER

AT ST. THOMAS

INTRODUCES YOSEMITE "SAM"

The next food distribution date of the St. Thomas the Apostle Episcopal Church and the Galveston Food Bank will be Saturday, November 6. The Galveston Food Bank and St. Thomas will offer their monthly fresh food distribution to neighbors in need throughout Nassau Bay, Webster, and Pasadena. This event will begin in the St. Thomas parking lot (18300 Upper Bay Rd., Nassau Bay) from 8AM-10AM with about $13,000 worth of fresh fruits, vegetables and sometimes meat and hygiene items. Distribution begins almost immediately after volunteers arrive at 7:45AM to package the items available. If you are interested in serving or leading in this effort, please email Mike Stone at rector@sttaec.org. Non-parishioners are always invited to serve with St. Thomas. We can do more together!

The City of Nassau Bay Animal Shelter is excited to introduce Yosemite "Sam," an 8-month-old cat now available for adoption! Sam has been neutered, is current on all vaccinations and is microchipped. Sam is a very affectionate, really enjoys getting his ears rubbed, and gets along well with other cats. Help us find a loving forever home for Sam! Please contact Animal Control Officer Troy Bradfield at 832-574-0877 and schedule a time to meet one of our dogs or cats ready for adoption. NASSAU BAY GARDEN CLUB

Becky Kadel, President of the Nassau Bay Garden Club While the region is still experiencing temperatures in the 90’s, we are assured that cooler weather is on the way. This is the time to plant those cold weather vegetables like broccoli, kale and cauliflower. These can be planted now for harvest later. Also, consider cold weather herbs like cilantro. Don’t forget to decorate your area with pumpkins and squash. The Garden Club is moving into their fall preparations by helping with the Fall Sweep on Saturday, November 6. Leaves can be collected now to place on your delicate plants when the weather turns cold in the winter. The program for the November 9 meeting will be about the Eastern Glades. The Club will begin taking reservations for their Christmas Luncheon at Lakewood Yacht Club. This event will be held on Wednesday, December 8, and the cost will be $30.

HARRIS COUNTY ELECTIONS - VOTE ON NOVEMBER 2 On Tuesday, November 2nd, the Nassau Bay City Hall Council Chamber will be a polling location for the Harris County General and Special Election. On this ballot, Nassau Bay residents will be presented eight (8) Texas Constitutional Amendments, labeled as Proposition 1 through Proposition 8. Harris County registered voters can vote at any Early Voting or Election Day polling location. Election Day polls are open from 7:00 a.m. to 7:00 p.m. To find a sample ballot, or get more information on Voter ID requirements, visit harrisvotes.com. Remember, YOUR VOTE MATTERS! Nassau Bay is stronger when we all vote.

NASSAU BAY POLICE DEPARTMENT WELCOMES TWO NEW OFFICERS

NBPD is excited to welcome Officer Claude Crider (left) and Officer Dusty Wortman (right) to the team!

Officer Crider grew up in the Clear Lake area, graduated from Clear Lake High School and has completed 2 years at San Jacinto Jr. College and is working toward his business management degree. Officer Wortman graduated from Clear Brook High School, attended San Jacinto College, and completed the Alvin Community College Police Academy in 2008. He holds an Advanced Peace Officer Certification with Texas Commission on Law Enforcement. Officer Wortman is a military veteran having served in the United States Air Force. Welcome, Officers!

During the October 11 City Council meeting, Mayor Bob Warters recognized the 2021 National Night Out Block Captains (left), presented a check in the amount of $1,000 from the City's HOT Funds to Running Alliance Sport (center) and presented a Proclamation to the Nassau Bay Garden Club for Arbor Day (right). ∙ Introduced new Nassau Bay Police Department Officers Claude Crider & Dusty Wortman. ∙ Approved a conditional request from PAL Land Inc, LLC (Timothy Leppard) to consider a Specific Use Permit to construct a multi-family condominium development on the 2.16-acre tract next to the Hilton Houston NASA Clear Lake. ∙ Approved Resolution R2021-2234 nominating Mike Sullivan for a position on the Board of Directors of the Harris County Appraisal District. ∙ Approved the establishment of a Nassau Bay Tourism Committee. ∙ Approved Ordinance O2021-817, amending Nassau Bay's current Short Term Rental Ordinance O2020-806, providing for the assessment of a mandated $140.00 fee for each reinspection required to comply within the program (first of two readings).

NBPD PROMOTION: CORPORAL MICHAEL CAVAZOS During the October 11 City Council meeting, Nassau Bay Police Chief Tim Cromie officially announced the promotion of Officer Michael Cavazos to the rank of Corporal.
