MEETYOURNEWCITYMANAGER-NATHANBURD

The City of Nassau Bay's new City Manager Nathan Burd is scheduled to kick off his first day on September 11, 2023. Burd, who was 1 out of three finalists was selected as the #1 pick and voted 7-0 by City Council to take the position.

Nathan Burd has over 13 years of local government leadership experience and for the past three years has served as the County Administrator for Livingston County, MI. Livingston County has a population of approximately 195,000 residents and is one of the fastest-growing counties in the state with sixteen townships, two villages, and two cities. In his current role, Nathan is responsible for managing a workforce of 700+ employees and an annual budget of $112M (All Funds.) Prior experience includes almost two years as City Administrator for the City of Adrian, MI, and almost three years as Village Administrator & Clerk for the Village of Wolverine Lake, MI. From 2012 to 2016, Nathan held the position of Director of Public Service for the City of Reynoldsburg, OH. Nathan earned a bachelor’sdegreeinpoliticalsciencefromOhioStateUniversityandholdsaMasterofScienceinManagement(MSM) -organizationalmanagement.

Nathan has been married for 18 years to his wife, Jolene. Together, they have four wonderful children - Noah (13), Charlotte (11), Graham (7), and Donovan (6). Donovan joined the Burd family through adoption when he was just a year old. His adoption has been a wonderful experience and a real blessing for the Burd Family. In his free time, Nathan enjoys time spent with family, admittingly an active group. Swimming, walking, hiking, and playing sportsespeciallybasketballandtennis-areallthingstheyenjoydoingtogether.

When asked about his new role as Nassau Bay's City Manager, Burd said, "I'd like to thank the Mayor and the City Council for offering me the city manager position. I enjoyed the interview process and the chance to meet the elected officials, the directors and staff, and many Nassau Bay residents. My family and I could tell right away that this is a special community with a unique past and a very bright future. I'm looking forward to getting involved, building strong relationships, and working hard to implement Council's policy objectives. It's an honor to be your next city manager andI'mexcitedtogetstarted."

WaterConservation Tips

Here are a few friendly Water Conservation tips to help reduce drinking water consumption and help our water supply. Following these tips helps the City’s daily usage and could also prevent Water Rationing in the event of a drought.Remember“Everylittledropcounts!”

·Irrigate your lawn early in the morning or late in the evening.

·Replace broken irrigation heads and adjust accordingly. Wateryourlawnnotthesidewalkorgrass.

·Usenativeplantsandflowerswhenplanting

·Install rain sensors on your irrigation system so you don’t irrigateintherain.

·Look into rain barrel irrigation, please visit the Galveston BayFoundationWebsiteforadditionalinformation.

·Installlowflowshowerheadsandfaucetaerators.

·Limit showers to 5 minutes and turn off water while brushingyourteeth.

PARKGAZEBO

In April a group of concerned children, led by Marfa Abbey and Hanna Simpson, brought to the city’s attention the condition of the Howard Ward Park Wooden Gazebo. They also announced that they would be putting on a bake sale to raise money to recondition theGazebo.

With the support of residents, and local businesses, Java Owl, Scrumptious, Jenny’s Bakery, and Mediterraneo, held two bake sales, one during the Astros World Series Event on July 14, and the Mayor's Coffee on July 24. Over $630 was raised, with a $200 donation for the re-opening of the Gazebo at Howard Ward Park by Barry Ward Nichols, daughter of Howard Ward. Additionally, Beyond Zero Roofing & Remodeling saw a post on Facebook for the cause and donated material and labor for a new roof. A big thanks to Marfa, Mark, Marta Abbey, and Hanna Simpson for taking the initiative to make our community a beautiful and better place

If you drop off your water bill payments at the utility box in the City Hall parking lot, you may have noticed that it was getting a littleworseforwear Texassummerscanbebrutal Coleen Ethridge noticed rust and flaking paint and contacted City Hall to see if she could help. Interim City Manager Brad Stafford and Public Works Director Paul Lopez gave her a thumbs up, so she got someone to totally refurbish the box and arranged the financing from CANBE. Welcome Andrea Trabanino franchise owner of the newest coffeehouse in Nassau Bay, Summer Moon Coffee. Summer Moon Coffee is a coffee chain out of Austin, TX with their out-of-this-world “Moon Milk”. Summer Moon Coffee had its Grand Opening on Saturday, August 5th. The line was out the door from 7 am – 1 pm. Beyond Coffee and Moon Milk, they have a conference room that can be booked for meetingsorevents.

NASSAU BAY GARDEN CLUB

Nassau Bay Garden Club opens its new year with its first meeting Tuesday, September 12 with Mayor Phil Johnson discussing the “State of the City” and all its recent changes, as well as what the future holds. The meeting begins with social time at 9:30 a.m., followed by the program and business meeting at 10 a.m. The meeting, held at City Hall, is open to members and guests.

September signifies a slowing down of plants in their growing season, but this year our plants have faced a difficult time with the higher temperatures and probably a later arrival of cooler weather. After Labor Day you can buy or order bulbs for the best selection. You can plant daffodils, hyacinths, lilies, and tulips. These will give you beautiful spring flowers. Bulbs need to be planted preferably when the ground is cold. In this area, you can chill your bulbs by leaving in the refrigerator before planting. Fall is also a good time to plant trees and shrubs. And don’t forget to plant the garlic.

A Message From Your Mayor On Code Enforcement

I am very pleased to announce to the citizens of Nassau Bay that we have named police officer Perry Henderson as our Code Enforcement Officer. This position became effective as of August 1st and is a direct result of the complaints from citizens and neighbors against those businesses, homes, apartments, short-term rentals, and inoperable vehicles and trailers that run counter to our laws and regulations. We have specifically structured this position to have authority over building code violations, fire inspections and code violations, city requirements for business operations, as well as unsightly and unsafe conditions violating our laws. This position will also be held by a licensed police officer with citation authority to ensure the unlawful conditions are brought intocompliance.Thispositionwillfocusonbutnotbelimitedtoareassuchas:

1.Improperandinsufficientbuildingandgroundsmaintenanceforourcommercialdistricts

2 Securingvacanthomestoeliminateunlawfulaccessanduseofproperties

3 SecuringUnregisteredShort-TermRentals

4.Impoundmentofabandonedvehiclesandtrailers

5.Assessmentofbuildingstructuresandtheircompliancewithbuildingcodesforsafeoperation

6.AnnualFireInspectionsandfiresafetycodecompliance

I am happy to report that in the short period of time, this position has been operational, the results of this focused effort have been veryapparent.Youhavemostlikelynoticedtheseimprovementsalready:

1.TheremovalofmultiplevehiclesandespeciallythelargeRVthatwasunsightlyparkedatoneofourmainentrywaysintoourcity, thecornerofNASARd1andUpperBay Thepropertyat1910NASARd1hascleanedupthelocationtocomeintocompliance We willcontinueourfocusatthislocationtoensureourbeautificationeffortsandourcodeisenforcedtoeveryone’sbenefit

2.Atotalofover14abandonedorjunkvehiclesweretaggedandremovedinbothcommercialandresidentialareasthroughoutthe city.

3. 2 abandoned residential homes secured from obvious illegal use and improved the safety and conditions for the neighbors who residebesidetheseproperties.

4.Removalofmultipleboattrailersillegallyparkedinourstreets.

5. Over 25 unregistered short-term rentals were shut down as they were operating illegally in our city. This included the STR that was involved in the vandalism to our parks and commercial buildings in Swan Lagoon. I want to point out that we have several properly registered and operating STRs whose owners have great oversight over their homes and operate these STRs within our laws Itistheillegalactivitiesthatwearetryingtostophere

6.RemovalofdeadtreesandbambootrimmingsillegallydumpedintoLakeNassaualongMartinique.

7. Lastly we have discovered there are many businesses that we have been unable to inspect annually for fire safety. We now have the resources to do so and the revenues just from keeping up on this important requirement will more than pay for the total cost of thisCodeEnforcementOfficerposition.

All of these improvements have been made and Officer Henderson has only just begun. Many thanks go to Interim City Manager Zina Tedford and Police Chief Cromie who has freed up a position from the police officer staff to handle this area Council has authorized a replacement to the police force so that we maintain our police staff at full staff It is my and the Council’s full expectation that this new position will be a resource for positive change that can only improve the looks, safety, and well-being of ourcity.PleasecongratulateOfficerHendersononhisnewpositionwhenyouseehimonourcitystreets.
