Senior Policy Advisor, Ministry of Infrastructure and the Environment As Senior Policy Advisor, Lodewijk Abspoel works on international and national marine spatial planning issues, building on a network of marine spatial planning practitioners in Europe. Next to this he is secretary to the directors of the various ministries for integrated maritime policy in/on the North Sea (IDON). Before working on North Sea issues, he was with the Directorate General of the Civil Aviation Authority working on efficient and effective interactive policy making, taking into account the views of all stakeholders. He started his career working on a project advising on water policy for the Netherlands in the 21st century.

Sales Manager Dredging Equipment Europe, Damen Peter Anssems works as sales manager at Damen Dredging Equipment and has been providing the market with dredging solutions in combination with the Damen Shipyard Group since 2000. After completing a Mechanical Engineering study, Peter Anssems worked for over 10 years with several companies on equipment for aquatic vegetation removal such as weed harvesters, mowing boats and small workboats.

Joep Athmer started his career with HAM Dredging and Marine Contractors where he fulfilled different positions involving responsibilities ranging from the development of new business, estimation and preparation of tenders, project planning and engineering to project execution and management. After almost 23 years with HAM, he joined Van Oord ACZ Ltd in December 2000 and was appointed Managing Director in the United Kingdom. After the merger between Van Oord ACZ and Ballast Ham early in 2004, he was appointed Managing Director for the new company operating under the name of Van Oord UK Ltd. In August 2005 Joep was appointed Director Offshore, responsible for regional offices, business development, acquisition and execution of offshore related projects worldwide.
Roger Bason
CEO, Natural Currents Energy Services Roger Bason and his team produce revolutionary systems for emerging renewable energy markets with a primary focus on ocean tidal power generation. He presently manages tidal energy projects with the Klingit-Haida Indian Nation in Southeast Alaska, the U.S. Department of Energy, New York City Parks Department and the New Jersey Department of Transportation Office of Maritime Resources. Next to this, he currently serves as tidal and renewable energy technical consultant to the U.N. Partnership for Small Island Developing States. Previously, he served as Ocean Energy Expert for the Long Island Power Authority (LIPA) and the New and Renewable Energy Centre in the UK.

Managing Director, IRO Hans de Boer is Managing Director of the IRO association since 2000, after being a member of the Executive Board for three years. Since 1991, Hans de Boer has been active in the offshore industry for several major Dutch supply and service companies. He gained over twenty years of experience in the dredging and marine construction industry, mainly on overseas projects in the Middle East, the Far East and North Africa. Attorney at law, Loyens & Loeff Roland de Vlam, Attorney at Law, is a member of the Competition & Regulatory practice group and part of the Loyens &Loeff Energy team. He specializes in energy law. He advises energy companies and other market parties on regulatory aspects of energy related transactions and projects such as wind farms, solar parks and sustainable CHP. Roland represents his clients in court proceedings as well as in litigation before the Office of Energy Regulation of the Dutch Competition Authority. Sales Manager Sealed Compression, Siemens After studying technical business administration with specialization in mechanical engineering, Jan Dekker started his professional career in 2001 as a product manager at a gear unit manufacturer. In 2005 Jan Dekker joined Siemens Industrial Turbomachinery B.V. in the Marketing and Sales group in Hengelo, the Netherlands. As Proposal Manager for the midstream and upstream activities, he was responsible for various projects around the world for gas turbine and motor driven compressor solutions. After a few years he began to become more involved in high speed motor
driven compressors with active magnetic bearings. This evolved into the role as Sales Manager for the STC-ECO, Siemens canned hermetically sealed motorcompressor.
Henk Duyverman
Director, Brabant Resources Henk Duyverman is director of Brabant Resources, a subsidiary of Cuadrilla Resources Nederland, and is responsible for the exploratory drillings in Brabant, the Netherlands. He has over 30 years of experience in the oil and gas industry. When employed by Shell, he worked in Norway, the UK, the Far East and Africa. In the Netherlands, Duyverman was head of the Geological Service Netherlands at TNO. He obtained his doctorate at the Open University of England.
Conn Fagan
Business Development Manager offshore gas projects, DNV Conn Fagan has been working within the oil and gas industry for more than 25 years. At DNV, he is currently responsible for business development within the area of offshore LNG terminals, both for regasification and for liquefaction. He has been responsible for developing DNV standards and services with respect to classification of both FSRUs and LNG FPSOs and is closely involved with Classification of the first FSRUs to be deployed and the first LNG FPSOs being designed. He has been responsible for management of a number of offshore projects throughout the world. These projects include both new building and conversion projects for oil FPSOs which have been carried out at major shipyards.

George Galloway is founder and Managing Director of GeoTechInvest, a company providing solutions to strengthen the long term health of the oil and gas industry. From his newly established base in The Netherlands, George also holds the position of Chairman Drilling and Wells Cluster and the position of Chairman of the IRO Well Services Group. He has 25 years petroleum industry experience and previously held senior management positions with ExxonMobil, Midland & Scottish Resources and Expro Group. His knowledge and experience has been gained through a combination of operational assignments on offshore production and drilling installations, managing major drilling and well services projects and holding various senior sales and business management positions.
Bart Gruyaert
Director Central Asia, Ahlers Belgium Bart Gruyaert joined Ahlers, an international logistics and maritime service provider, in 2009. Previously, he worked for ArcelorMittal as Project & Strategy Manager for Logistics and Shipping. Before that, he worked for Saint-Gobain, a company active in the glass, ceramics and concrete industry. There, he was in charge of all operations such as production, quality, logistics, purchasing and planning. Gruyaert started his career in 2000 as Project Manager with Philips, an international electrical/electronic manufacturing industry. His responsibilities took him for several years to the Ukraine and Mexico.

Managing Director, NordaCon Paul Heijkoop has spent most of his three-decade career in the upstream oil and gas industry. He has held management positions within the Heerema group, ABB Lummus Global, Seaway Heavy Lifting, Bluewater and Iv-Oil and Gas. He worked over ten years as a managing partner in independent consulting firms specializing in commercial advice at corporate and strategic levels. As such he participated in the development of offshore and onshore projects for the oil majors, engineering companies, banks and the Dutch government. One of his prime interests over the last years has been the development of LNG production offshore. Heijkoop is presently an independent commercial consultant.
Rien Herber
Professor Geo-Energy, University of Groningen Rien Herber holds the position of professor in GeoEnergy at the Energy and Sustainability Research Institute of the University of Groningen. He started his career at Shell in the Rijswijk research lab. Following assignments all over the world, he moved northward to Norway as exploration manager for Norske Shell, during which period the deep water Atlantic Margin was opened. In 1998 he moved back to NAM as exploration manager. In 2003, he was appointed Vice President Exploration for Shell in Europe. In addition
to these responsibilities, Herber was Deputy General Manager of NAM from 2004 until mid 2009 when he left Shell to take up the professorship in Groningen. Rien has been a member of the Dutch Mining Council since 2010.
Guido Hoetz
Lead Technology, EBN Guido Hoetz joined EBN in 2010; currently he is the Technology Lead. His team is charged with long-term planning of the E&P activities in the Netherlands. Prior to this, he was with Shell since 1985. During assignments in the Netherlands, Madagascar and Oman he was closely involved in exploration and development activities. These included field development planning and well picking with a record of more than 40 wells drilled. As principal geophysist he was responsible for technical quality assurance and teaching Geophysics courses.

HSE&Q Manager, Noble Drilling Nederland Bram started his maritime career in 1992 within the Merchant Shipping. In 1995, he joined the offshore industry on Neddrill deepsea drillships, now Noble Drilling. In 1997, Bram was selected to support the Noble Drilling HSE&Q Department where he specialised in the development and upgrading of tools to manage and control workplace related exposures. Bram was appointed Compliance Manager in 2005 and was able to use his strong knowledge in both Shipping and HSE&Q requirements. He supports Noble Drilling’s European Division rig operations in compliance with classification/flag state requirements and North Sea countries regulations.

Rob Luijnenburg has over 30 years of experience in the offshore industry. Following service in the Hydrographic Department of the Royal Dutch Navy, Rob joined R.J. Brown and Associates as subsea pipeline engineer and served in various positions and countries for over ten years. Following a short stint with Racal Survey, Rob joined Van Oord ACZ Marine Contractors as survey manager, project manager and commercial manager. Niels Muller
Attorney and tax lawyer, Loyens & Loeff Niels Muller is a member of the Tax practice group and part of the Loyens & Loeff Energy team. He focuses his practice on the tax aspects of transactions and projects in the energy sector with an emphasis on the renewable energy sector. He has extensive experience structuring tax-driven vehicles, such as sale-leasebacks and partnership structures, for the acquisition and financing of (renewable) energy assets. He has been involved in several large scale energy projects,

His career in the energy industries spans more than 25 years with private sector engineering organizations, including Motherwell Bridge and most recently Wood Group. He also has 9 years of public sector experience which started with an industry secondment as 1st Secretary, Oil & Gas, to the British Embassy in Angola in 2001, followed by a long period as Director of Energy with Scottish Enterprise. Alexandra Oesterle
Senior Project Manager Maritime Simulation, Rheinmetall Defence Electronics Alexandra Oesterle works at the simulation department of Rheinmetall and as a Project and Product Manager for Maritime Simulation. The bandwidth of her projects ranges from simulation centres for shiphandling, and shipengine as well as for offshore and heavy lift crane simulation centres. Yard Manager Vlissingen, Heerema Fabrication Group Frank was promoted to Yard Manager in Vlissingen in 2010, 11 years after he joined the company right out of university. His first job at Heerema was designing bridges; he later progressed to a coordinator and spent time offshore. After four years, he was offered him a new career opportunity as business analyst; thereafter he became project manager, handling the Hasdrubal Platform EPCI project, next to a number of smaller projects. From 2009 till autumn 2010 he led the EPC development and installation of a novel self installing platform.

He has been working in wind power since 2003. Bart holds a PhD in Electrical Engineering, doing his research at the Delft University of Technology.

Director, Clingendael International Energy Programme Coby van der Linde is director of the Clingendael International Energy Programme (CIEP) since 2001. She is managing various studies on European energy markets, security of oil and gas supply and energy and sustainability. In 2004 she became a member of the Dutch Energy Council (AER) and a professor of Geopolitics and Energy Management at the University of Groningen. She is a columnist on energy issues. She is also a non-executive director of Wintershall Netherlands and Alliander, as well as a member of the (international) advisory board of the Rotterdam Climate Initiative and KAPSARC, a new energy research institute in Saudi Arabia.

Prior to this, he worked at Van Oord Dredging and Marine Contractors as head of the Dredging Research department (2004-2007). Before that, he worked at the Research Department, Estimating Department and for two years in Hong Kong where he was responsible for the Production and Planning of one of the large land reclamation projects that were executed at that time. In 2002, he obtained his PhD in Dredging with honors.
René van Vliet
René van Vliet Consultancy/Ex-VP Global LNG, Shell René van Vliet worked for Shell for over 31 years, involved with LNG developments since 1992 when Shell started looking at Guangdong LNG in China as a new market, quickly followed by India. On and off he was involved in many of the LNG import developments in several continents. His last role in Shell was VP Global LNG, where he was responsible for a global LNG project portfolio, ranging from business development to implementation, including Floating LNG and Regas. A key part of his role was driving innovation and commercialization of new technology as the business sponsor for Shell Gas & Power’s R&D program. In earlier roles he was responsible for Business Development and Project activities, amongst others for activities with NOC and IOC partners in China, India, Malaysia, Singapore, Thailand and Indonesia.
Gert-Jan Windhorst

Allard van Hoeken is responsible for the development of the Tidal Energy device BlueTEC, a unified floating support frame for tidal turbines. He joined Bluewater in 1995 en then again in 2004 after obtaining an MBA. After his return, he identified Tidal Energy as a new potential market for Bluewater and is currently responsible for the development and market introduction of this technology. The aim of Bluetec is to provide a economical means for installing and maintaining tidal turbines at sea, based on offshore technology and experience.
Gert-Jan was appointed Secretary Operations Health & Safety at NOGEPA in July 2011. His interests are focused on risk and exposure reduction on the workplace through systematic approach. Harmonization and reducing regulations creating more efficiency, in the end resulting in more persons returning home healthy. Prior to this, he joined Neddrill, now Noble Drilling in 1996 for a career in the HSEQ department and, in 1998, he was appointed as HSEQ Manager for Europe. Windhorst initiated and participated in the North West European HSE case development project of the IADC, which is currently evolving in a de facto world standard. He received several awards for his work.

Former Netherlands Ambassador to Iraq Ambassador Van Leeuwen recently returned from Baghdad where energy and economic matters, democratization, human rights and cooperation with the civil society had his special attention. Before he assumed this position in 2009, he was the Special Representative for Energy Security of the Dutch Ministry of Foreign Affairs. As an Ambassador to Kazakhstan (2002-2006) he took care of the bilateral relations with this fast growing and promising country and gave special interest to energy matters. Prior to this he was Ambassador to Côte d’Ivoire. Other postings included Consul-General in Frankfurt am Main during the establishment of the European Central Bank and the European Monetary Union and Head of the Economic/Commercial Department of the Dutch Embassy in Beijing.
Managing Director GDF Suez E&P Nederland Ruud Zoon started his career with Mobil in The Netherlands in 1984. Between 1984 and 1998 he worked in various roles with Mobil in the UK and the USA, after which he became VP Floating Production with Bluewater Energy Services. From 2004 to 2008 Ruud moved to Canada to work with Husky Energy. Returning to The Netherlands, Ruud became Managing Director of Cirrus Energy, a position he held for two years before moving on to his current role with GDF SUEZ E&P Nederland BV. He holds an MSc in Petroleum Engineering of Delft University of Technology and an MBA of Henley Management College.
