Community Profile: Cloverdale

S

mallville really isn’t so small anymore. Cloverdale — the community in Surrey where the popular television series featuring a young Superman was filmed — is, in fact, one of the fastest growing communities in British Columbia. Located 40 minutes from Vancouver and just 15 minutes from the U.S. border, Cloverdale began its existence as a historic town settled in the 1800s. Its heritage is evident in the many wellpreserved buildings and unique 176th Avenue, the main street where pedestrians stop for coffee to enjoy the ambience. For its current population of 45,000, that retention of a small-town feel in the middle of Surrey is just part of the draw: Cloverdale is not only a destination — it’s a home. That essence of community can be felt in Cloverdale’s many festivals and celebrations. The area is home to the annual Cloverdale Rodeo and Country Fair, a four-day event featuring the Fraser Valley’s largest midway and — of course — traditional rodeo entertainment, including bull riding and barrel racing. Locals also love the yearly Blueberry Festival & Harvest, and the Santa Parade of Lights. It’s no surprise, then, that Cloverdale is largely a community of young families, with a higher percentage of young people than Surrey as a whole, and typically, higher average incomes, too. In recent years, new developments like Cloverdale West Village and the Grove have increased

the neighbourhood’s range of affordable housing options, with apartments, row houses, and townhomes. And with the growth in population has come new services and infrastructure: the City of Surrey has invested in Cloverdale with its Build Surrey program, which continues into 2016. Among the many projects financed by the program is the new Cloverdale Recreation Centre, a 66,000-square-foot facility with three full-size gymnasiums, a variety of community use rooms, and a fitness and weight room. Opened in 2011, the centre hosts a multitude of drop-in programs for all ages, from preschoolers to seniors. Other prospective and completed projects include a new pedestrian bridge over North Creek, a 6.5-kilometre-long greenway, and lighted tennis courts at Cloverdale Athletic Park. Not that leisure attractions within Cloverdale — both for children and adults — weren’t plentiful to begin with: There are more than 30 parks within the community, and Cloverdale is also home to the Surrey Museum and Surrey Archives, as well as the Fraser Downs Racetrack & Casino and the Northview Golf & Country Club. Cloverdale may be a lot of fun for its residents, but it also takes itself seriously. Surrey’s strong crime prevention program and many beautification initiatives mean you’ve got yourself a community that truly cares. Even Superman could get behind that.

hile every area of the Lower Mainland can offer up its own colourful list of reasons to live there, few can top what the small beachside community 45km to the south of us has to offer. White Rock is one of those places where as soon as you’re here you sort of feel like you’re on vacation. fter four years of sluggish sales, a rebound in activity is underway in many Canadian recreational markets with sales projected to match or exceed 2012 levels in nearly 70% of the 31 Canadian markets surveyed, according to a recent report from RE/MAX. Several factors have contributed to the increase in demand, most notably growing consumer confidence, greater selection of recreational product, a softening in prices in many Canadian markets, increased wealth as the result of stronger stock market performance and the availability of financing via home equity lines of credit. “The value in recreational housing markets across the country is virtually unprecedented,” remarks Elton Ash, Regional Executive Vice President, RE/ MAX of Western Canada. “A stronger U.S. economy has also contributed to the traction in the market for secondary homes in Western Canada, as higher values in sun destinations and — in some instances — challenging logistics prompt purchasers to once again consider Canadian options.” Ash said a decline in U.S. buyers has reduced the demand for properties in some markets, while falling prices have served to attract more interest from Canadian buyers. “Price depreciation has brought B.C. rec properties back into range for more people, especially Canadians,” he notes. “Canadians were buying

heavily in the U.S. market but a lot of those bargains are gone. Arizona prices have risen by 20 per cent.” While property values in B.C. mountain resorts in particular were negatively affected by the 2008 global financial crisis that drove many U.S. buyers out of the Canadian market, the RE/MAX report said the total value of Whistler recreational property sales in the first quarter this year was $109.2 million — the strongest first-quarter sales volume since 2008, when $145.2 million worth of properties was sold. “It’s been a soft five years for recreational property markets, with improvement slow, but consistent,” comments Gurinder Sandhu, Executive Vice President, Regional Director, RE/MAX Ontario-Atlantic Canada. “Given the steady momentum of today’s market, there are indications that 2013 could emerge as the turning point. Excellent value exists in cottage/resort communities from coast to coast at present, and purchasers are starting to hone in on that fact — but the window of greatest opportunity is likely drawing to a close.” The most active segment in the recreational market continues to be baby boomers, many of whom have an eye toward retirement, with the $250,000–$500,000 segment showing the strongest sales activity.
