Am I Pre-Approved? Really? A
lthough going through the pre-approval process is itself important, the actual term ‘pre-approval’ is often misleading. In many cases it is no more than another term for ‘rate hold’ — which is fine so long as this is understood.
The majority of clients, being conservative Canadians, are reluctant to write an offer on a property without feeling 100% ‘pre-approved’. Perhaps the most important point to be clear on is that although you personally may be pre-approved for a certain mortgage amount there are still a number of variables that can enter into the equation when one writes an offer on a property and until the lender reviews all related documents, not just those which flow from the client, also those which the Appraiser and the Realtor supply, there is not 100% certainty of final Approval. This would be why we always insist that clients include arguably the single most important clause in their contract ‘subject to receiving and approving financing’. The pre-approval process should be considered more of a pre-screening process than anything. It is not an absolute guarantee of financing on an as yet unspecified property. The process should include the following; • A comprehensive review of your personal credit report • A complete list up front of all personal documents required specific to your circumstances • A reasonable discussion about mortgage options, including short term fixed and variable rate products. (There is more than just 5 year fixed out there — did you know that 6 out of 10 CDN’s have broken their 5 year fixed at an average of 38 months.)
• Confirmation of a competitive set of interest rates held for you for 120 days • Confirmation of the maximum mortgage amount you qualify for under both the 5 year fixed and variable rate scenarios (there is a significant difference). This review, when done well ahead of writing an offer, is the prime time to catch and address various details, unpaid parking tickets, car loans not yet discharged (sometimes years later they are still on your Credit report), address pending separation agreements, confirm the previous years income taxes have been filed and paid in full, etc.
Pre-approvals are not grandfathered when the lending rules change Over the past four years in particular, pre-approvals have routinely been undermined by both internal lender & Government policy changes which lenders either had no power or no mechanism to protect pre-approved clients from. It is very easy to walk out of an institution with a pre-approval for a certain mortgage amount only to have it rendered meaningless a few days later with a change to internal underwriting guidelines. Often there is very little notice to the general public. Once you make it past this process and have an accepted offer in hand then the final step is the lenders approval of the
subject property, something occasional hindered by issues such as; • Leased land; either City, Federal, First Nations, or Private • Notations on the Form B or Property Disclosure Document • Age restricted buildings • A significant special assessment within the previous five years • Reference in Strata minutes to; building envelope issues, leaks, water, pending repairs, incomplete repairs, etc. • Self managed Strata (not to be confused with Co-Ops) • Remediated former marijuana growops • The ‘economic life’ (condition) of the structure too short to meet lender guidelines, • Located in a floodplain, located on a cinderblock foundation… The list goes on… and on. So yes, request that pre-approval, it gives you a good idea as to your max mortgage amount and locks down a rate, or three, for you. A worthwhile endeavour. It may also raise a few issues that you then have ample time to deal with prior to writing your offer. Be aware that aside from these key advantages a pre-approval is not a guarantee of financing.

Steady trends continue in the Greater Vancouver housing market
VANCOUVER, B.C. – December 3, 2013 Consistent home sale and listing activity has allowed balanced market conditions to prevail in the Greater Vancouver housing market for most of 2013. The Real Estate Board of Greater Vancouver (REBGV) reports that residential property sales in Greater Vancouver reached 2,321 on the Multiple Listing Service® (MLS®) in November 2013. This represents a 37.7 per cent increase compared to the 1,686 sales recorded in November 2012, and a 12.8 per cent decline compared to the 2,661 sales in October 2013. Last month’s sales were 1.2 per cent below the 10-year sales average for the month, while new listings were 1.5 per cent above the 10-year November average. “We’ve seen steady and consistent trends the Greater Vancouver housing market for much of this year,” Sandra Wyant, REBGV president said. “This year’s activity has resulted in gradual and modest increases in home prices of approximately one per cent over the last 12 months in the region.” 38 New Homes Magazine |
New listings for detached, attached and apartment properties in Greater Vancouver totalled 3,245 in November. This represents a 17.7 per cent increase compared to the 2,758 new listings reported in November 2012 and a 24.8 per cent decline compared to the 4,315 new listings in October of this year. The total number of properties currently listed for sale on the MLS® in Greater Vancouver is 13,986, a 10.9 per cent decrease compared to November 2012 and an 8.3 per cent decline compared to October 2013. The sales-to-active-listings ratio currently sits at 16.6 per cent in Greater Vancouver. The MLS® Home Price Index composite benchmark price for all residential properties in Greater Vancouver is currently $603,000. This represents a 1 per cent increase compared to November 2012.

Sales of detached properties reached 926 in November 2013, an increase of 47.2 per cent from the 629 detached sales recorded in November 2012, and a 1.1 per cent increase from the 916 units sold in November 2011. The benchmark price for detached properties increased 1.1 per cent from November 2012 to $924,800. Sales of apartment properties reached 969 in November 2013, an increase of 29.2 per cent compared to the 750 sales in November 2012, and a decline of 3.1 per cent compared to the 1,000 sales in November 2011. The benchmark price of an apartment property increased 0.8 per cent from November 2012 to $367,800. Attached property sales in November 2013 totalled 426, an increase of 38.8 per cent compared to the 307 sales in November 2012, and a 4.1 per cent decline compared to the 444 attached properties sold in November 2011. The benchmark price of an attached unit is currently $458,000, which is a 0.8 per cent increase from November 2012.
