Fleetwood Gardens is the newcomer of the bunch, and offers visitors a look at over 100 varieties of perennials, as well as a recently constructed labyrinth and a cherry walk. North Surrey’s Bear Creek Park, most noted for its mini-golf and miniature train rides, is also host to Bear Creek Gardens, a lush space surrounded by second growth forest. The garden keeps things fresh with annual bedding plant and bulb displays. Over in South Surrey, Darts Hill Garden Park is a unique piece of land that was once a newly logged lot. With much dedication and inspired vision by Francisca Darts, guests can now wander through fully mature specimens of rare and unusual plants and flowers.

Bay Park is notably part of the Boundary Bay Important Bird Area and Western Hemisphere Shorebird reserve network. Metro Vancouver housing market characterized by modest home sales and price increases in 2013

VANCOUVER, B.C. – January 3, 2014 – The Greater Vancouver housing market maintained a consistent balance between demand and supply throughout 2013. The Real Estate Board of Greater Vancouver (REBGV) reports that total sales of detached, attached and apartment properties in 2013 reached 28,524, a 14 per cent increase from the 25,032 sales recorded in 2012, and an 11.9 per cent decrease from the 32,390 residential sales in 2011. “Home sales quietly improved last year compared to 2012, although the volume of activity didn’t compare to some of the record-breaking years we experienced over the last decade,” Sandra Wyant, REBGV president said. Last year’s home sale total ranks as the third lowest annual total for the region in the last ten years, according to the region’s Multiple Listing Service® (MLS®).

The number of residential properties listed for sale on the MLS® in Metro Vancouver declined 6.2 per cent in 2013 to 54,742 compared to the 58,379 properties listed in 2012. Looking back further, last year’s total represents an 8.1 per cent decline compared to the 59,539 residential properties listed for sale in 2011. Last year’s listing count is on par with the 10 year average. “It was a year of stability for the Greater Vancouver housing market,” Wyant, said. “Balanced conditions allowed home prices in the region to remain steady, with just a modest increase over the last 12 months.” The MLS® Home Price Index composite benchmark price for all residential properties in Metro Vancouver is currently $603,400. This represents a 2.1 per cent increase compared to December 2012.

December summary Residential property sales in Greater Vancouver totalled 1,953 in December 2013, an increase of 71 per cent from the 1,142 sales recorded in December 2012 and a 15.9 per cent decline compared to November 2013 when 2,321 home sales occurred. December sales were 8.1 per cent above the 10-year December sales average of 1,807. New listings for detached, attached and apartment properties in Greater Vancouver totalled 1,856 in December 2013. This represents a 34.5 per cent increase compared to the 1,380 units listed in December 2012 and a 42.8 per cent decline compared to November 2013 when 3,245 properties were listed. Sales of detached properties in December 2013 reached 762, an increase of 79.3 per cent from the 425 detached sales

recorded in December 2012, and a 21 per cent increase from the 630 units sold in December 2011. The benchmark price for detached properties increased 2.5 per cent from December 2012 to $927,000. Sales of apartment properties reached 850 in December 2013, an increase of 68.7 per cent compared to the 504 sales in December 2012, and an increase of 9.8 per cent compared to the 774 sales in December 2011.The benchmark price of an apartment property increased 1.8 per cent from December 2012 to $367,800. Attached property sales in December 2013 totalled 341, an increase of 60.1 per cent compared to the 213 sales in December 2012, and a 34.3 per cent increase from the 254 attached properties sold in December 2011. The benchmark price of an attached unit increased 1.2 per cent between December 2012 and 2013 to $456,100.

Mortgage Terms: Fixed vs Variable — What’s the Best Option?

T

his would be a simpler topic if we were unemotional beings. Spock would select variable rate every time.

Definitions Fixed rate mortgage — The interest rate is fixed for the length of the term chosen. This is perceived as ‘safe’. Fixed rates are set in relation to the Bond Market.

with my first mortgage, I understand this mindset. My mistake was listening to my Parents, who had made the mistake of listening the bank, without any of us understanding the banks motives were shareholder-profit driven, not so much about looking out for my Mom and Dad’s or my best interests.

Prepayment Penalties

Variable rate mortgage — The interest rate is predicated on the Bank of Canada’s Prime lending rate and has the potential to go three directions at any one of the eight BoC meetings per year; The rate can either increase, decrease, or as it has done since September 2010 — remain where it is with no change.

Easily overlooked in the heat and excitement of a first time purchase is the question of prepayment penalties.

Let’s confirm a few facts about the variable rate product before we go any further;

In the case of a 5yr fixed rate product a prepayment penalty equivalent to ~3% of the mortgage balance will be triggered. ~$3,000.00 per $100,000.00 of mortgage balance.

The interest rate cannot ‘spike randomly’. In fact there are eight pre-scheduled Bank of Canada meetings at which the decision is made whether to move the Prime lending rate or not. The interest rate will not ‘double overnight’. In fact the interest rate is unlikely to move by more than .25% following any given meeting. The Bank of Canada has not moved prime since September of 2010 as of this printing. The payment will not ‘double overnight’. Certain lenders offer a ‘fixed payment’ option — whereby no matter where Prime moves your payment remains constant for the 60 month term. (this can be an especially effective product for an investment property, or in the case of the client holding a second property which they’re trying to sell.) Statistically, for the past 40 years of history the variable rate mortgage has been the correct choice for reduced interest expense. At any point when one locked into a 5 year fixed mortgage rate they effectively entered into a losing proposition. Over the past few years many clients walked into my office adamant that they wanted a 5 year fixed rate mortgage, end of story. Considering I did the same thing

6 out of 10 Canadians will break their current mortgage at an average of 38 months. With the stat that high, and consistent for many years, it is worth paying attention to.

It would be incorrect to suggest that any of these mortgages are broken due to the availability of lower rates as lenders structure prepayment penalties to negate any savings from a simple refinance to a new lower rate. Rather, mortgages are broken for a number of other reasons including marriage, divorce, employment upswings and downswings as well as personal health issues. Renovations and funding personal business; are also consistent motivators. A variable rate mortgage, with its guaranteed prepayment penalty of three months interest (only), is a wiser choice for many. Currently this equates to ~.70% of the mortgage balance, or a prepayment penalty of ~$700.00 per $100,000 of mortgage balance. Basically clients currently in five-year fixed rate mortgages with 1, 2, or 3 years

left in their term are being hit with a prepayment penalty approximately five times higher than those that chose a variable rate mortgage. This has a compound effect for clients that effectively paid a higher interest rate all the way along in that fixed rate product as well. Moving forward if interest rates remain constant, as many (including myself) expect them to, these penalty figures will also remain constant. Do not fall into the penalty trap many are in 3-4 years later with their own 3.69% mortgages today. At this point I will reiterate a thought that I put out there regularly; Ask your banker or your broker what they have done with their own personal mortgage(s) and why they chose what they chose. In the interests of full disclosure it should be pointed out that Brokers and bankers alike are compensated more generously for clients who lock in for longer terms at higher rates. If I were to make an argument in favor of my client locking into the 10 year fixed rather than a two year fixed my paycheck triples. However I cannot make that argument as I have yet to find a client 808 mortgages later that such a long term product serves. Instead I prefer to see clients pay down there mortgage faster, making the higher rate payment on the lower rate mortgage product. Safety, in my opinion, is a lower mortgage balance — faster. Most people’s lives changed quite radically every three years, I know that mine has… since birth. Five year plans rarely work out in real life. Have an in depth conversation with your Broker.
