Cyngor y Cymuned - Llanferres From the minutes of the meeting held on 12th March 2015:- Present: Cllr. David Jones (Chair), Cllr. John Almond, Cllr. David Twomey, Cllr. Rob Armstrong, Cllr. Margaret Davies, Cllr Adrian Walls, Cllr. Jac Armstrong, the Clerk Mrs Gwyneth Dillon and County Councillor Martyn Holland. 1. Apologies: Cllr. Yvonne Foden McCorry, Cllr Rob Jones. 2. Declarations of Interest: None declared. 3. Meeting open to the public for ten minutes: No matters raised. 4. County Councillors report: County Councillor Martyn Holland reported that he had attended a meeting of the Scrutiny Committee and the Denbighshire Hospital Public Inquiry; Pen y Waen will be resurfaced some time this year; 150 yards of the road from Valley Lodge to the A494 will be resurfaced because it is in such a bad state; the two Planning Applications for buildings in Big Covert were rejected on the grounds that they were 'not fit for purpose' and 'would have an adverse visual impact in the AONB'. Councillor Holland considered there needed to be a change in the 'Permitted Development' legislation throughout Wales and had contacted Darren Miller who had indicated his support; the Welsh Assembly has allocated £1´5 million for the development of children's playgrounds of which £48 thousand would be available for Denbighshire; he had asked Denbighshire Legal Department if there was any progress on the acquisition of the playing field in Maeshafn and was told that they were waiting for the solicitors to trace the title deeds. 5. Minutes of previous Meeting: The minutes of the Meeting held on Thursday 8th January 2015 were signed

as a true record with two minor amendments. 6. Matters Arising: There had been no response regarding the state of Pont y Mwynwr road; there had been no formal response from the National Trust regarding the covenant forbidding development in Big Covert; the gates into the school playing field were still not being locked; the requested 'Salt Bin' has still not been supplied for Cae Derwen. 7. Reports from other meetings: Nothing to report. 8. Maintenance in the Community: No matters raised at this time. 9. Community list of Contractors: Councillor Holland is trying to compile a list of contractors willing to do work for Community Councils. This list could be shared with other Community Councils. Any contractors who would like to be included on the list can contact the Clerk to Llanferres Community Council, Mrs Dillon. 10. Red Telephone Kiosk: Waiting for a response from Mr David Shiel. 11. Risk Assessment: Councillors discussed the draft of the Financial Risk Assessment and considered that clarification was needed on several points. The Clerk will make enquires. 12. Field Adjacent to the School: Waiting for the completed information sign. It was decided that this should be installed on a 'lectern' type mounting. 13. Training and Finance: Councillors were informed that training meetings were to be arranged. Councillor Margaret Davies will attend a meeting in County Hall, Mold on 19th March, subject -'Understanding the Law'. 14. Bills: HMRC £49·20; Membership of SLCC £65´00; Admin costs since November 2014 £232´13; £100´00 towards cost of Community Musical

Local News Llanferres Parish Gardening Club Llanferres Parish Gardening Club met in the Village Hall, Llanferres on Monday 9th March, 2015, This was the first meeting for Suzie Moore and Christine Smith in their new roles as Chairman and Secretary. The guest speaker was Iwan Edwards from Opal whose topic was the key to caring for churchyards and burial sites. There are a number of ongoing projects locally which involve clearing ground in a more traditional way to allow plants, insects and birds to thrive. It was brought to our attention that conservation managed sensitively and carefully without looking neglected and wild was beneficial to the flora and fauna, and wildlife. This was a very enjoyable meeting which held interest from start to finish. The Raffles were won by Ivy Watts and Joan Shovelton. Our next meeting will be held 7.30 pm on 13th April, 2015 at Llanferres Village Hall and the topic will be Norton Priory Gardens by Mr and Mrs K Williams. A group evening outing has been arranged by the Club to visit Bluebell Cottage Nursery on Wednesday 22nd April, 2015. Please let the Secretary know at the next meeting if you would like to go on this visit, as Sue Beesley needs the numbers for parking and refreshments. Church Decoration We will be decorating the church for Easter on Good Friday at 2.00 pm. All volunteers, whatever your level of skill is welcome, as are any donations towards cost of flowers. Food Bank Llanferres Church has decided to support Mold Food Bank throughout the year, as well as with Harvest produce. A lidded box is now available at the back of the church. Please leave donations of any requested food items in this box and replace the lid (just in case the church mice think it is for them!!) Easter Vestry Please note the Easter Vestry meeting will be held on Tuesday April 14th at 7.30pm in church. All parishioners are invited to attend this very important meeting. Vacancy! It's a pleasant task which keeps one abreast with what is going on. Local News House Martin Survey - Can you help? House Martins, due to arrive anytime now and once seen everywhere during the summer, are now sadly declining - some of you may well have noticed less nests, or even none, being built on your houses or outbuildings. This year the British Trust for Ornithology are undertaking a Survey throughout the UK and Ian and I are taking part in this. If you have House Martins nesting on your land I'd be really grateful if you could let me know the number of nests on each building (a colony) so I can send the information to the BTO. For those of you living in the Tafarn Y Gelyn area please don't be alarmed if you see us skulking about with binoculars - we're undertaking a more detailed survey of this area! Gardening Club News Hello Villagers, As the new Chairman of Llanferres Garden Club, I wish to thank John Almond who has Chaired our Club for the past 20years, Joan Almond who has been Hon Secretary for around 17yrs and David Jones who has been Show Secretary for at least 15yrs. A very hard act to follow. They have now taken a long earned retirement so they can actually get down to do some gardening in time for this year’s Village Show. Local News Llanferres Village Hall The Committee is considering the possibility of toilet and / or kitchen refurbishment in the Village Hall. The current kitchen units are largely occupied by quantities of equipment and food stuffs belonging to groups who use the Hall. Some groups have been allocated a storage locker in the downstairs room, the intention being the safe storage of group equipment. Should any group still require a locker, Gilly will be happy to allocate one to your group. Any articles remaining in the kitchen after April 30th will be removed so please ensure that your property is correctly stored before this date. Similarly, all unidentified items will be removed from the cupboards and lockers under the stage. This is an attempt to tidy “stuff of ages�!

Consumption of alcohol Whilst we have amended our Constitution to allow the consumption of alcohol in the Village Hall, licensing regulations must still be followed. To clarify:1) For the consumption of alcohol in any event (public or private) permission must be obtained from the Executive Committee. 2) The Executive Committee will ask whether alcohol will be for sale during your event. 3) Once permission has been granted by the Executive Committee they will provide you with a form requiring details of the event. 4) If you intend to sell alcohol (in a public or private event) you also must apply to the licensing authority for a Temporary Events Licence, without which it is a criminal offence to sell alcohol. The Executive Committee will provide you with this form. Further details will be provided by the Executive Committee and displayed on the Village Hall notice board.

What’s been happening at Bro Famau?

News!

‘Moving to Excellence’ we are proposing to make some big changes to the organisation of Ysgol Bro Famau. From September 2015 we want to put all the infants in Llanferres and the juniors in Llanarmon. This means we will be able to put the children together with their peers. We will also be able to offer NurseryPlus each day for our 3 yr old children from 11:30 to 3:15 and on to 5:30 if required. We are currently working with County to ensure that all transport is in place and works smoothly! We will keep you all posted. We have recently joined Twitter. Please follow us at @BroFamau and keep up with all the exciting activities and news! We have a few Nursery/Reception places left for September 2015 but please hurry, we are filling up fast! Forms available from School or Denbighshire’s website or www.ysgolbrofamau.co.uk We enjoyed our Eisteddfod concert. Thank you everyone- you are a very talented bunch at Bro Famau!

Red Nose Day. We raised £200 for Comic relief by dressing funny for the money!

Bro Famau United joined up with Wrexham FC at the football ground to play with the team at Half time. What an experience!

We enjoyed a brass concert by ‘Tubalate’. A huge thank you to the Over 60s club who joined us and raised £35 for us in the raffle. It was a great concert and some of the children got to try out the instruments!

Bro Famau Tots and Toddlers Our Tots and Toddlers meet twice a week Mondays, at 1:15 pm at the school in Llanarmon Thursdays, at 9:15 am in Llanferres village hall. Come along for a chat and a play

Local News

The Great Storm of 1926 It is frequently claimed by the more alarmist forecasters that global warming will increase the frequency of extreme weather events. So far there has been little evidence for this assertion. Many extreme weather events have been experienced in the UK in the past and some of the more recent ones have been summarized in a recent publication *. However, the Great Storm of 1926, which had a significant impact on north east Wales, has not achieved attention. The storm began on Sunday 18th July after a week of oppressive heat and lasted until the following day. The effect it had was intensified by the fact that it was very slow moving. The Times merely noted that there was heavy rainfall and that "severe conditions occurred in Wales, the north of England and parts of Ireland". Local newspapers rendered a fuller account of the events. Some observers claimed that there was almost continuous thunder and lightning for a period of twelve hours. The thunder was deafening - there was widespread disruption of services in chapels and churches throughout the area as preachers could not be heard and congregations could not hear themselves sing! The lightning involved both forked and sheet lightning. The former were responsible for the deaths of a man and boy near Trawsfynydd and the deaths of sheep and cattle over a wide area. A man at Summerhill had a narrow escape when ball lightning bounced off a wall, ricocheted across a road and killed two sheep. The pedestrian was about fifteen yards from the trajectory of the lightning but was stunned and lost the use of his

legs for some time. Lightning also damaged telephone wires in the Wrexham area. Considerable damage was caused by hail, or more accurately, by chunks of ice. These were about one and a half inches long by about three quarters of an inch wide. Many windows were broken over a wide area extending from Halkyn to Corwen. In Mold thirteen windows were broken in the Black Lion Hotel. Closer to home hundreds of panes were broken in Llanferres, including over fifty in one house! The storm was accompanied by torrential downpours. The heaviest rainfall in the area was at Gyffylliog where 3.06 inches fell. Many other places had in excess of 2.5 inches. The slow movement of the storm meant that drains could not cope with the downpour and widespread damage was done by flooding. At Halkyn the floods were up to two feet deep and fifteen yards of a seven feet high wall was swept away. In Llanferres the school house was flooded and "raging torrents carried stones off the road for miles to Loggerheads, where the full fury of the storm was experienced." The storm eventually moved across Cheshire where it was less fierce. It was claimed that it had been the worst storm since 1872 in north east Wales. * "Storm Force" by M Fish, I Catskill & P Hudson

A note from your County Councillor Spring has arrived at last along with a partial eclipse of the Sun. Sadly as you drive around the country, it is at this time of year that you notice the amount of litter that our road side spring flowers have to compete with. We are becoming a nation of litter louts with contributions from all sections of society. As I drove home from Manchester airport last month the road sides were strewn with litter and the grass bank of a road that went over the motorway looked as if it had become a council refuse tip. A marvellous first impression for any visitor to the UK. The Westminster Government announced this week that it cost over 800 million pounds a year to clear litter and fly tipped rubbish in England alone. It never ceases to amaze me why people want to pollute their own environment and then to pay taxes to clear it up afterwards. Why not just give a little bit more thought to what we are doing with our litter/rubbish and the money saved could be better spent on the NHS and other key public services. We should remind people of this fact on a regular basis.

Mobile Phone reception will be improved at the current Not Spot at Loggerheads. New equipment will be installed at the Country Park which will boost the signal of mobile phone users. This should cover a reasonable radius, include other local businesses and help when there is an emergency. The National Trust have confirmed their covenant on the land known as Glan Yr Afon Maeshafn which covers the west end of the Big Covert and the mountain at the rear of Bryn Alyn. There should be no developments, buildings or quarrying within that area without the agreement of the National Trust. I have recently had a site meeting with an officer from highways about the junction by the Valley Lodge Nursing home. To change the road layout would cost a six figure sum but I have suggested rumble strips as you approach the junction from Ruthin to make drivers more aware of the fact that the junction is there. Stop signs may also be better than Give Way signs as the last accident involved a car which did not stop at the junction and which then hit a car coming the other way.

Many of you may have heard about the proposed changes at Ysgol Bro Famau with the Infants being moved to Llanferres and the Juniors to Llanarmon Yn Ial.
