Cyngor y Cymuned - Llanferres From the minutes of the meeting held on 13th November 2014:- Present: Cllr. David Jones (Chair), Cllr. John Almond, Cllr. David Twomey, Cllr. Rob Armstrong, Cllr. Margaret Davies, Cllr Adrian Walls, Cllr Jac Armstrong, County Councillor Martyn Holland and the Clerk Mrs Gwyneth Dillon. 1. Apologies: Cllr Rob Jones, Cllr Yvonne Foden Mc Corry. 2. Declarations of Interest: None declared 3. Meeting open to the public for ten minutes: No matters raised. 4. County Councillors report: County Councillor Martyn Holland reported that there had been instances of dog fouling on the school playing field. It had been brought to the Community Council's attention that there is a notice on the gatepost of the school entrance gate which expressly forbids dog walking and unauthorised games on the school field and that there is no pedestrian right of way across the field. The Education Authority are considering padlocking the access gates to the field. Cllr Holland had requested a dual purpose litter bin for the entrance to the Recreation Field but this would cost the Community Council ÂŁ500 to install. Discussion is still ongoing over budget cuts at County level and it is likely that subsidised bus services will have to be reduced. The rights of way budget has been cut as also have Countryside Services and the Archive Office will only be open two days per week. A new land drain has been installed in the field adjacent to Forestry Road which should prevent winter flooding on the road. A planning application has been received for a wooden structure in Big Covert but the owners of parts of the wood may have 'Permitted Development Rights'.

November

5. Denbighshire County Council Biodiversity Project - Grass Verges Proposals: The Community Council broadly supported the proposals but request that they are reviewed annually to ensure drainage channels are kept clear and pedestrian use is not hindered. 6. Minutes of previous Meeting: The minutes of the Meeting held on Thursday 9th October 2014 were signed as a true record after minor corrections and additions. 7. Matters Arising: None. 8. Application for Green Flag award 2015: Llanferres Play and Recreational Field had again been granted the Green Flag Award for a well managed free public park with high environmental standards. 9. Reports from other meetings: No reports. 10. Maintenance in the Community: The chains on the swings in Maeshafn are under review. The Community Council consider that public footpaths in the community should be kept maintained. 11. Red Telephone Kiosk: Nothing to report. 12. Risk Assessment: The Clerk is awaiting a template from One Voice Wales on how Financial matters and Accounts can be included in the Annual risk assessment 13. Field Adjacent to the School: A sample sketch of the Information Board was shown to Councillors for discussion amendments were considered. Research has revealed that the field has a traditional name of Cae Ysgawen and it is proposed that this name should be adopted. A progress report has been submitted to the Big Lottery along with an end of grant report. A mowing regime has been submitted for next year and costings will be considered.

Location: Cartref, Tafarn-y-Gelyn. Gardening Club News Llanferres Parish Gardening Club The Annual General Meeting of the club took place on Monday 10th November. After the usual minutes and reports by the officials, the main business was to elect new officials, for 2015. As the Chairman, Secretary and Show Secretary were all retiring, these offices needed filling. The only replacement was Ivy Watts who agreed to be Show Secretary. Tony McKinstry will continue as Treasurer but not Vice-Chairman. The three committee members Mary Barton, Joanne McKinstry and Susie Moore were returned unopposed. After much discussion the Secretary and Chairman said they would stay on until the end of February to complete the programme for 2015. After which they would definitely stand down. Chris Griffiths offered to be our Village Hall representative. Subscriptions to be kept at ÂŁ5.00 per year. Several topics were suggested for lectures in 2015 with more expensive but proven speakers to be considered. The Annual Lunch to be at Plas Hafod on January 11th 2015. The evening concluded with a buffet provided by members, and a chance to sit and chat amongst themselves for an hour or so. My thanks to Mary Barton and the ladies who did the kitchen duties i.e. the washing up afterwards. May I wish members and readers Season's Greetings and a good growing season in 2015. Joan Almond, Secretary

Remembrance Sunday Thank you to those who helped to make this a memorable service in Church followed by a period of remembrance near the memorial stone in the centre of the village. A 'semaphore' system enabled those around the memorial stone to hear the Last Post to mark the beginning of the 2 minute's silence followed by the Reveille to mark the end, both relayed from the CD player in church. Church Stall at Craft Fair Again thanks are due to those who organised the now well established annual Christmas Craft Fair in the village hall at which the Church benefits from hiring a stall for ÂŁ5 and selling cakes, jams and chutneys made by members of the congregation. Thank you to those who baked and ran the stall, enabling us to 'gross a gross'. (Our treasurer's words!) Decorating the Church The Church will be decorated for the Carol Service and for Christmas on Wednesday 17th December at 2 o'clock. Many hands make light work and gifts of flowers or money for this task would be greatly appreciated.

A note from your County Councillor At a recent meeting of the full council we debated and agreed that we should now go to the next stage in the voluntary merger process between Denbighshire and Conwy County Councils. Over the next six months a small team from each county will work together on a business case for the merger which will then be put before both councils in July 2015. If the councils agree then an Expression of Interest to merge voluntarily will lodge with the Welsh Government by November 2015. There are a number of risks in a merger with Conwy, different council tax rates, to name but a few and I firmly believe that there must be a sound business case for the merger that does not put the Denbighshire council tax payer at risk before I would vote to merge. We have been led to believe that there would be financial support from the Welsh Government if we merge voluntarily and there could certainly be some savings but again I would like to see more commitment from the Welsh Government to support this merger financially because even the preparation will cost us money.

games in the evenings or at weekends. There is a statutory sign on the right hand gate post as you enter the school grounds from Tyn Lan that confirms this and I have asked that it be moved to the other side to ensure everyone can see it. The school governors have agreed that the small pedestrian gates on to the playing field will be padlocked in future but that the gates on the path from Rectory Lane to Tyn Lan will remain open for access to the village hall etc. Please bag your dog poo and put it in your Black Wheelie Bins for collection. There are still concerns about developments in the Big Covert and shortly a number of planning applications from the new owners of some of the plots of woodland will go before the full planning committee. One owner has already decided to sell up and his description of an existing camping area, toilet and washing facilities has been challenged by the counties planning enforcement team. If you would like to be advised when the relevant planning committee will be held please contact me by e-mail and I will keep you informed. Sadly this type of development is happening across the county in other areas of woodland where certain permitted development rights for forestry workers are being used for the building of what can only be described as weekend retreats. Watch this space.

Dog fouling is still an issue in the village and on the school playing field. The county have confirmed that the school own the land around the school building and the village hall and Restoration work has begun on the old therefore members of the public Aberduna Quarry site and it is hoped should not be using the grounds to that the quarry liaison group will meet exercise their dogs or to play ball

Local News soon to review the quarry companies plans for the area. I am pleased to confirm that with the support of the land owner the County Council have put in a new land drain in the field alongside the Forestry Road near Tafarn Y Gelyn. The Community Council and I have been pressing for this work to be done before the winter arrived and hopefully this should now reduce the amount of surface water on the road and prevent accidents from happening in bad weather. Many thanks again to everyone involved.

On that sombre note can I take this opportunity of wishing you all a Merry Christmas and a Happy and Healthy New Year and I look forward to working with you all again in 2015.

Best wishes, Martyn P.S. Did you know that Superfast Broad band is now up and running in Llanferres!! As Llanferres is connected to the Mold Hub the village is now connected and you will be advised in due course on how you can apply for the upgrade.

I attended the Village Christmas Fair on the 14th which was a great evening and I hope that everyone's hard work was acknowledged by the amount of money raised for the good causes. Please note that there will be a minor road closure in Rectory Lane on December 2nd and 3rd for Electrical Works and some resurfacing work at Loggerheads at the end of November. Bus services are under review as part of the need to cut budgets. So far the only definite reduction in services in our area is the twice weekly bus from Llanferres via Pantymwyn to Mold which will be cut. These are very difficult times and with national debts still rising I believe that world governments of all colours will still have to take unpalatable decisions over the next twenty to thirty years to bring down their debts and deficits.

Nature Notes Visiting Ruthin Hospital on a sunny morning in late October I parked my car nose-on to a wall covered in Ivy which was in full bloom. I was immediately struck by the preponderance of insects visiting the flowers. There were occasional hoverflies, a small number of wasps and a few other flies but the vast majority were bees. At first I thought they were Honey bees (Apis mellifera) but on closer examination realised they were not. Superficially similar, these bees had brown bands on the abdomen and a thorax covered in fox-brown hairs. I did some research and discovered they were Ivy bees (Colletes hedera) a species I had never seen before. Further research elicited a lot of interesting information. The Ivy bee is, comparatively, a recently evolved bee and was only identified as a separate species in 1993 in Continental Europe where it is now quite common. It was first recorded in Britain in 2001 at a site in Dorset from where it spread across the south coast and then began to move north into Oxfordshire, Shropshire, Norfolk, Staffordshire and eventually west into South Wales. I have not been able to find any records so far for North Wales so this could be a first. Being a 'solitary' bee it does not form colonies like Honey bees or Bumblebees and fits into the category of miningbees and also plasterer-bees. It is the latest bee to emerge, only having a flight time of six weeks from September to early November, coinciding with the flowering of Ivy which is virtually its only source of pollen and nectar but will only fly if the temperature exceeds 14째C. The female bee digs a tunnel, (hence the designation 'mining bee') usually in a sandy bank, preferring a south facing one. With her forelegs and

mandibles, she digs a distance into the bank, then turns to dig at right angles, the whole tunnel being about two feet (60 centimetres) in length. A brood chamber is constructed and the bee secretes a Cellophane-like material to line the chamber and make it waterproof('plasterer bee'). She then provisions the brood chamber with a soft wad made from a mixture of Ivy pollen and nectar, upon which she lays an egg. The grub that hatches feeds on this food source until it is all consumed and then pupates but remains in the chamber until the following September/October when it emerges as an adult bee. Although they are 'solitary' bees they frequently construct their burrows in close proximity to each other, often forming dense aggregations of several thousand. There is always a greater prevalence of males and several males will try to mate with a female forming 'mating balls' akin to what happens with frogs at spawning time. Each bee only has a life span of about three weeks and no adult insects survive over winter. They are not a threat to our native species as, essentially, they do not compete with them for resources. At this time of year we often hear the querulous calls of Tawny owls at night. These are parents driving away the youngsters and the young tying to establish territories of their own. Not perhaps the best way to end the year but I would like to wish everyone a Happy Year End, A Merry Christmas and a Peaceful and Healthy New Year and thank you for reading my articles. I hope they have been of interest and thank you for your comments, observations and questions. John Almond ( 01352 810808
