Welcome Welcome to the first edition of News & Views in 2017 which has kindly been sponsored by the Village Hall Management Committee. The front page features many of the events held in the Village Hall over recent years, which shows how lucky we are to have this great facility! We live in a fantastic friendly village with great community spirit. We have an amazing park, Maes Ysgawen leisure field, a beautiful church, lovely little school, a dedicated Community Council and an astonishing number of clubs and organisations. Everyone wants to live here! We are extremely fortunate but must all do our bit to protect and look after what we have. Please see page 20. Local News LLANFERRES OVER 60's Club Our December meeting was a joy because the children of Llanferres School sang Christmas songs for us. They, and their teachers, have to be congratulated. LLANFERRES PARISH GARDENING CLUB As your new Hon Secretary, may I welcome members old and new to the 2017 season of gardening events. We began on the 15th January with our Annual Lunch at the Plas Hafod which, as usual, was enjoyed by all present. Our first meeting on February 13th is to arrange the schedule for our Show, this year, on Saturday September 2nd. Our Show Secretary, Ivy Watts, will be in charge once again and no doubt will have new ideas. In order to have a successful show we need more new members and more community support on the day - exhibitors and visitors. Membership Annual Subscription is £5. Visitors welcome at £1 per meeting. How do I get nominated to become a Community Councillor? Each candidate must be nominated by a separate nomination paper, signed by two electors for the electoral ward, as proposer and seconder. If you are standing as a candidate for a registered political party you would also be required to submit a certificate, from the party's nominating officer, authorising your candidacy and use of the party's description and emblem. If you are standing independently, the ballot paper would either describe you as "Independent" or give no description at all for you. You must also give, in writing, your consent to your nomination. All these documents must be submitted to the Returning Officer by noon 19 working days before polling day. No deposit is required to stand as a candidate in an election to a local authority.

Red Telephone Kiosk - the Clerk met a Cadwyn Clwyd Officer in Maeshafn on a site visit and the paperwork is due to be sent for completion. The Cadwyn Clwyd Officer was also going to visit Tafarn-y-Gelyn Kiosk. BT Telephone Kiosk in Tyn Llan - no comments had been received for the consultation being carried out by BT for the removal of the Telephone Kiosk at the bottom of Tyn Llan. The Community Council's argument is that due to the siting, so near a Trunk Road, it should be retained. Memorial Stone - The work has been done to the Memorial Stone (cleaned by hand). Some further maintenance will be necessary. The Remembrance Service will take place at the Church, led by Mr John Foxley, at 10.15 am on 13th November ending at the Memorial Stone at 11:00am. The wreath will be laid by Mrs. Ann Woodward and the Kohima Epitaph read by Councillor Rob Armstrong. The Clerk will place the Remembrance Cross in Maeshafn on behalf of the Community Council. Risk Assessments - none raised. Maes Ysgawen - Community Open Space The fruit has now been harvested from the trees. Resolved: to ask Dr. Watts if any changes are needed to the current maintenance regime. Maeshafn Play Area - the issues of Transfer of Ownership are coming to an end and a visit to the Solicitors is to be arranged. Training & Finance Issues Training Issues - none at present.

No questions were raised, but the title of one of the columns will be changed from 'Administration' to 'General'. He will move to the New Rectory in Llanferres with his wife Lara (who has been appointed as vicar in Holywell), and their 1 year old son Charley. They will hopefully be arriving around Easter once Daniel's visa comes through, as they currently live and work in Philadelphia in the USA. Daniel has written the monthly 'Parishes letter' for the Parish magazine, copies of which are at the back of church and in Loggerheads garage for anyone who is interested. Christmas services Many thanks to Wendy Shillito and Sarah for the lovely Christmas Eve crib service and Christmas morning service and to John Foxlee for the Midnight Mass service, which was well attended. It was lovely to see the children joining in with taking the nativity items to the stable and all listening to the story read by Sarah. The church looked festive and our thanks go to Gay Headley and her team for arranging this. The collection from the carol service (rounded up to ÂŁ100) is to be donated to the Mold Foodbank. Churchyard bins The church provides on a free of charge basis, bins for green recycling (two in the new graveyard and one in the cremated remains area) and two general rubbish bins (near the church door). We are having to regularly sort the bins due to plastic wrappings with complete flower food sachets, plastic bottles and black bin bags being found in the recycle bins and conversely, flowers and greenery in the general waste bins. We would request that all waste is taken home by visitors and disposed of. If this is not possible - please use the correct bins that are provided. Thank you.

Cyngor y Cymuned - Llanferres CYNGOR Y CYMUNED - LLANFERRES COMMUNITY COUNCIL Minutes of the General Meeting Held Thursday 8th DECEMBER 2016 Present: Cllr. David Jones (Chair), Cllr John Almond, Cllr. Margaret Davies, Cllr. Rob Jones, Cllr. Rob Armstrong, Cllr Yvonne Foden-McCorry, Cllr Adrian Walls, Cllr Martyn Holland County Councillor and the Clerk, Mrs. Dillon. Members of the public were present. Apologies:. Cllr D Twomey, Cllr. Jac Armstrong Meeting Open to Public - Mr. Gareth Jaggard, LPFRA, was present and informed the Community Council that he was standing down as Secretary to the Association. It was suggested that the Park be handed back to the Community Council as the volunteer support was all but absent. A plan for the future including maintenance was required and discussions needed to take place as soon as possible. Agenda Item* Declarations of Interest - None declared. The Chairman, however, read out the content of the Declarations of Interest and this will be done at every Meeting in the future. Minutes of the Meeting Held 10th November 2016 - The Minutes of the General Meeting held on 13th October 2016 were received and signed as a correct record by the Chairman. Matters Arising a) The Notice Board which was removed from Loggerheads by Countryside Services is ongoing. b) The Community Council's Christmas meal is confirmed for the 26th January 2017. c) The request to trim the conifers in Cae Derwen is ongoing. County Councillor's Report - Cllr Holland raised the following: a) The Christmas lights were discussed for Maeshafn. Cllr Holland had contacted the County Council for their assistance

and the Clerk had received a report on cost. It proved too costly to undertake at this time and a budget with further discussions as to a final plan will have to be held to prepare for 2017. b) The hedgerow around the play area in Maeshafn needs trimming. This will be undertaken in the Spring. c) The flooding at the bottom of Tyn Llan was found to have been caused by a blockage of leaves covering the grids. Once these were cleared the water was free flowing. The problem at the upper end of Tyn Llan is caused by a drainage blockage. The Denbighshire County Council are aware of the matter. d) Following the remedial work carried out in Forestry Road there have been no further problems with flooding. e) The new Loggerheads Car Park was nearing completion with the entrance being undergoing a re-design. f) Cllr Holland informed the Community Council that due to numerous near accidents near Valley Lodge, the road will have new markings and signage. g) The hedgerow in Rectory Lane has been cut instead of the verges. Cllr Holland had received a complaint and this will be followed up. h) The painting of the edges of the footpath steps to Cae Gwyn is yet to be completed. The Chairman thanked Cllr Holland for his comprehensive report. Reports from Other Meetings - Cluster Meeting Held in Ruthin on 16th November 2016. This was attended by Cllrs David Jones and John Almond. It was hosted by the ViceChairman of the Country Council and the Chief Executive. The presentation by Gareth Evans, Elections Officer gave information on the procedures and the guidance for Councillors. The Candidate packs will be available between 16th March and the 4th April. If you wish to withdraw, it


News & Views must be done by 4th April - before the Official List is printed. There followed 'Community Resilience - how prepared are you for disasters?' Information on how the Community Response Team is being drawn up. Dr. Memhet the Chief Executive then reviewed the last five years. Now Denbighshire is in the top three County Councils in Wales since 2012. This was followed by a question and answer session. David Davies - County Council Officer talked about the demise of the Clerks. How each Town and Community Council must have a plan in place should their Clerk be unable to continue for one reason or another. The situation regarding the Audit was addressed with discussions being carried out between the Welsh Audit Office, 'One Voice Wales' and the Society for Local Council Clerks. The Community Council are still awaiting the Invoice for the External Audit. Maintenance in the Community - the Water Fountain to be repaired by Spring 2017. The slate roof in Maeshafn on the Tractor Store and Memorial Stone in Llanferres. Christmas Lights in Maeshafn - in addition to the previous comments made during Cllr Holland's Report, the matter has been deferred until further discussions can take place. *Agenda Item Christmas Lights in Llanferres - it has been suggested that the Community Council look at installing Christmas lights in Llanferres for 2017 on the large fir tree in the Churchyard. Permission would have to be sought from the Diocese. *Agenda Item Red Telephone Kiosk/s - we have received confirmation that the Grant would be approximately £500 with match funding. BT Telephone Kiosk in Tyn Llan - The Community Council are in agreement that due to the siting so near a Trunk Road, it should be retained. Memorial Stone - as under Maintenance in the Community. Risk Assessments - none raised.

Maes Ysgawen- Community Open Space Dr. Watts has now forwarded a future Maintenance Plan, which the Community Council are happy with, together with the Invoice for £485.00. All agreed that the Maes looks excellent. Maeshafn Play Area - A visit to the Solicitors was arranged and took place. The matter is still not completed as yet. Training & Finance Issues Training Issues none at present. Finance Issues - a detailed Review of the current Accounts had been circulated together with a Bank Reconciliation Sheet (signed as a correct record). In order to prepare for the Precept requirements, the overall discussion was regarding the headings and costs. The initial discussions suggested that a precept of £10,160 would be required. Further discussions will be held before a formal decision is taken during the January Meeting. With the recent resignations of some of these stalwarts of our community, a number of our organisations are under serious threat of folding due to a lack of willing committee members. DID YOU KNOW (1)… Did you know that the LPFRA is a registered charity and without an Executive Committee (the current situation), it is in breach of its constitution, will lose its charitable status, and will cease to exist as the responsible body for the park. Without a responsible body, the park will have to close permanently. How tragic would that be for the sake of a few individuals being prepared to give up a few hours each year? Those of us who lived here when the village didn’t have a park, will remember the huge amount of work that went into fund raising, grant applications and hard physical graft by the many very community spirited villagers to make the park a reality. Many of these villagers didn’t even have children; there were quite a few over 60 but still they turned out in good numbers week in, week out as the pictures opposite show. DID YOU KNOW (2)… Did you know that without a Village Hall Management Committee to take responsibility for the running of the hall, we could lose this facility and have to hand it back to Denbighshire County Council. Cor Cilcain Concert The Concert was a huge success, well supported and entertaining. The choir's wide repertoire was impressive, led by Malcolm Williams the Musical Director and Liz Gladman the Accompanist. We raised over ÂŁ540 which was split between Diabetes Research and Local Solutions ( part of the DePaul charity ), a local charity who provide Night Stops and support for local vulnerable and homeless young people in Flintshire and Denbighshire. ( This charity was chosen by Jane Clarke ). We all enjoyed a most pleasurable evening. Thank you again for your kind support and generosity. Pat Armstrong.

Jac Armstrong, Cllr Martyn Holland County Councillor Meeting Open to Public - Mr. Dan Hurst , LPFRA, was present and informed the Community Council that as the support structure for the continuation of the Playing Fields is now in dire straits, talks would take place to hand the Park back to the Community Council. It is understood that the annual cost of upkeep is in the region of £2,300. An Emergency General Meeting will be held at the beginning of February to discuss a plan for the future, but there is a real danger that, without support the Park will be closed. *Next Agenda Item Declarations of Interest - None declared. Minutes of the Meeting Held 8th December 2016 - The Minutes of the General Meeting held on 13th October 2016 were received and signed as a correct record by the Chairman, subject to the following amendments: Cllr Walls was not present at the meeting. Bills - The amount of £285.00 for Maintenance should read £485.00. Matters Arising a) The Notice Board, which was removed from Loggerheads by Countryside Services is ongoing. b) The Community Council's Christmas meal is confirmed for the 26th January 2017. 7pm for 7.30pm. c) The request to trim the conifers in Cae Derwen has now been carried out.

Maintenance in the Community - no new items reported. Still ongoing: the repair to the Millennium Fountain (to be repaired after the frosts). We require a better sign at the end of Rectory Lane 'Unsuitable for Heavy Vehicles' as very large lorries continue to access the lane and are unable to turn around. Christmas Lights in Maeshafn/Llanferres - ongoing. Red Telephone Kiosk/s - we are awaiting the next step. BT Telephone Kiosk in Tyn Llan - no responses have been received from the community. Maes Ysgawen- Community Open Space The future Maintenance Plan, was agreed by the Community Council (total annual approx. cost £1180.00). It was proposed to create the wild flower meadows for the coming spring. The stream running alongside the field was under comment. A full discussion following a site visit, will discuss the possibility of forming rock pools to slow the water progress during heavy rainfall.

Maeshafn Play Area - The necessary paperwork has now been signed without the need to have the current plan altered. If the size of the play area is deemed too large, then it may necessitate a further discussion with the Wild Life Trust on completion. The overgrown hedgerow has now been trimmed thanks to Cllr Rob Jones. Training & Finance Issues Training Issues none at present. Finance Issues - a Precept preparation spreadsheet was circulated and discussed. With an election taking place this year, the sum of £1500.00 will be made available from the Revenue Reserves to cover the expenses. (£500 has been set aside each year for the last five years to meet this expense). The Precept (in real terms) has been kept or reduced over recent years. Resolved: The Community Council agreed that the Precept be set at £8250 for 2017/2018. Bills AVOW/Clerk's Salary £238.08 Verbal confirmation of the Invoice (not yet received) for the External Audit will amount to £276.00

Planning Matters. None received. Correspondence list items of correspondence were discussed as above. It was agreed to include an article in the News & Views (together with a map of the community) to publicise the forthcoming Election in May 2017. a) It was drawn to the Community Council's attention that there was a tree leaning at the top of the Heulog Hill which may need checking. Also, another tree near to the upper entrance to Bryn Sirion Maeshafn. b) A complaint had been made that the street lighting in Cae Gwyn was too bright. As the Community Council are not responsible for street lighting, the matter should be referred to the County. Date of next Meeting: A General Meeting is scheduled to take place on Thursday 9th February 2017 at 7:30 pm in Llanferres Village Hall.

28 News & Views FRIDAY 20TH JANUARY 2017 2nd CARNIVAL PLANNING MEETING at THE DRUID INN (many thanks to Sam for use of Pool Room) Huge thanks to all who attended and for all messages/emails of support. It was a lively meeting with many good suggestions put forward. The date of the Carnival is confirmed as SUNDAY 6TH MAY 2018 This is a Bank Holiday week-end (but not Whit half-term) so set-up will be Friday and clear-up will be Monday. A big revelation ( thanks to Noel Headley ) — 2018 is the 60th Anniversary of the opening of the Village Hall — a diamond year!! I see glitter and tiaras everywhere!! It is envisaged the Carnival will be traditional with a Parade, Brass Band, Float with crowned Queen and little Rose Buds!! The school field, the car park, the tarmac M.U.G.A. (multi-use games area) Tresgawen field and of course the HALL, will all be utilised. 1 have suggested that each group/club manage and arrange an attraction/stall - keeping any profits for own funds/charity. With this in mind, over next couple of months, I will compile a list of suitable suggestions that will be easy to set up and run with little outlay for prizes that can be undertaken by a specific group. Please let me know if you have your own ideas. Of course, none of this can take place without funds!! So our first major event will be a much loved BINGO NIGHT to be held on Friday 5th May 2017!!! (full details will be in future N & Vs but make a note!). A Race Night will be held in September too!! Llanferres in the Black Death A little while ago Bryn Dowell of Dowell Brothers funeral directors in Ruthin told me about an experience he had about thirty years ago. The main road through Llanferres was being widened, and part of the churchyard of St. Berres’ church was needed. It was known there was a mass grave from the time of the Black Death there and Bryn’s firm was contracted to take the remains to Pentrebychan for cremation, in case of residual disease. When they opened the grave it was far bigger than the 56 registered burials there were over 100 sets of remains. They were removed respectfully, cremated and the ashes returned and buried in one new grave within the churchyard. Bryn has pointed the grave out to me - it is on the left of the path up to the church, and between the corner of the church building nearest the gate and the path. It is hoped that a marker with an inscription will be placed there to honour these unfortunate people and inform future generations. The Black Death was a highly infectious disease that led to those catching it dying horribly within a few days. It is said to have come to Bristol via the crew of a ship in 1348. It raged like wildfire through English communities and in 1349 reached Wales. Scotland and Ireland also suffered, as had the rest of Europe. It is estimated that 30 - 45% of the population of Britain had died by the time the plague subsided in 1350, but in some places as many as 90%. From

the number of victims found in the grave, it looks as Llanferres was one of the unluckier places, unless bodies were brought from a wider area. It sounds like a story of unmitigated misery so far, but surprisingly some good things came out of it. Leprosy was a scourge of early mediaeval Britain. It is not highly infectious like the Black Death, nor is it immediately fatal, but there was no cure. Lepers faced lifelong isolation from everyone but other lepers, and a slow destruction of their extremities such as fingers and toes. It faded away in the 14th century and the theory is that the residual population was too sparse to support it. Buildings made to house lepers often became general hospitals to the benefit of the populace. Also, because there were fewer people left to work, the wages of working people rose. The living conditions of ordinary people improved, and the social changes are thought to have led to the end of serfdom, which was one step away from slavery, later in the 14th century. The plague itself came back several times over the next couple of centuries and often one section of the population was hit hardest, one time elderly people, another children, but the mortality rates were never again as high as in the first terrible outbreak. Bad and good things came out of the Black Death. It is part of our distant history, but has had a profound effect on social conditions down the ages.

A note from your County Councillor Happy New Year. Two thousand and seventeen will be an interesting and busy year. Trump in the White House, the triggering of article 50 and local elections in May for both the county and community councils. The county’s budgets and the council tax for the coming year will be agreed at the full council meeting at the end of this month and I will give you a break down of how it is arrived at in next months News and Views. Did you know that it cost the council £45k last year dealing with contaminated waste. This is where the wrong items are put in the wrong domestic bins. Please can you help us to save this money by ensuring items go in the correct bins. If you have not had your copy the new bin collection calendar for 2017 please let me know and I will get a copy for you. I have chased the trunk roads agency and they have now removed the remains of the car fire from the grass verge on the A494 near the

Tafarn Y Gelyn junction. I have also asked the county to sweep the leaves from the slip road by the church so that they do not block the gullies again. The largest number of complaints received by the county from the general public each year concern dog fouling. The county have therefore decided to conduct a survey about open spaces and they are asking residents if they believe dogs should be allowed to use them. This involves everything from playing fields to cemeteries, private sports grounds to children's play areas. If you would like to take part in the survey please visit the county’s web site. Don't forget you can be fined if your dog fouls any public area and if you do not clean up afterwards. Finally as the spring approaches and the lambing season begins can I remind everyone to please keep their dogs on a lead when crossing local fields and upland areas. The Mold to Ruthin Turnpike Road The responsibility of maintaining the highways was originally placed onto the individual parishes. However, as trade and the transport of goods developed a general dissatisfaction arose as the parishes perceived that they were maintaining roads largely for the benefit of travellers. The government accepted these concerns and encouraged the formation of Turnpike roads between towns. The users of the road had to pay a toll and received a ticket as a receipt. The tolls were three pence for every horse etc. drawing any coach or carriage; one penny for every horse etc., one half penny for every cow or neat cattle and one farthing for every calf, hog, goat, sheep or lamb. Turnpike gates and chains were installed to control the movement of traffic. Turnpike Trusts were formed to oversee the collecting of tolls and to undertake the maintenance of the road. To raise funds they mortgaged the toll fees. The introduction of turnpikes on the Mold to Ruthin road was authorized by an Act of Parliament in 1757. The route ran from Mold to Gwernymynydd, Tafarn y gelyn, Bwlch pen barras, Llanbedr and Ruthin. It was about 9 miles in length and milestones were erected along the road. Tollgate houses were erected at Gwernymynydd and Tafarn y gelyn. The Act had to be renewed at about 21 year intervals. By the time of the renewal in 1778 it had become necessary to rebuild the bridge over the River Alyn at Loggerheads as it had proved unsuitable for coaches.

The route over Bwlch pen barras was not entirely satisfactory. When the Act was renewed in 1800 a clause was included allowing for a diversion of the route. The proposed new road deviated from the original route at Tafarn y gelyn through Llanferres village to Bwlch y parc before descending to join the existing road at Llanbedr. It was claimed that the advantage was that "it goes over much lower, leveller and warmer ground than the present". The new route was slightly longer (10 miles). Part of the existing road along the new route was unacceptable. The road through Llanferres village was too narrow and a new road was constructed on the east side of the church and the old road on the west side was stopped up. This was completed in 1818 and the new route was brought into use after 1822. (The present A494 follows this route with a few minor adjustments.) On renewal of the Act in 1822 the existing tolls were doubled as they were insufficient to pay the annual interest on the mortgages. Needless to say this was not popular with the local farmers and they demanded a reduction. They were promised one but it never materialised. A house at Llanbedr was rented to act as a tollhouse and chains were installed across the road at Bwlch y parc and at Pen y ffordd on the western outskirts of Mold. Some of the turnpike accounts survive. These are for 1834 and 1852-76. The


News & Views annual toll income varied from about £650 to £470. There was a mortgage debt of £2596 in 1834 which reduced to £1028 in 1875. The turnpike Act for this road was repealed in 1876 and the buildings at Gwernymynydd and Bwlch y parc were pulled down.

The tollgate house at Tafarn y gelyn was sold and still exists today. Three milestones remain - the others having been lost during roadworks. The first two at the Mold end are inscribed stones. The last one at the Ruthin end originally bore a metal plate with the distance information: all that is left here is a damaged stone.

We have a mid-week team (any age) who play on Wednesday evenings and 2 Vets teams ( 55 or over ) who play on Thursday afternoons. Practice is on Monday or Tuesday evenings. ‘A walk on the Wilde Side’ We now have an influx of birds from Northern Europe escaping their harsher winter. Redwings and Waxwings arriving in flocks to feed on the berries of hawthorn and rowan. You have to be in "The right place at the right time" to see Waxwings as they will descend on a hedge or a group of Rowan trees and in minutes strip it of berries and they are gone. If you are lucky enough to see a flock of Waxwings close up, you won't forget it as they are a colourful and handsome bird, a mixture of pale pink and brown through to green with yellow and black wing tips. Some years I have noticed the green is more pronounced. They will visit suburban areas and feast on cotoneaster in parks and gardens. A flock passing quickly between feeding places, can be mistaken for a flock of Starlings.

It is good to see Blackbirds again as my resident family of Blackbirds, after having no luck with their first brood raised a second only to lose them one by one to the Sparrowhawk. The tell tale patch of feathers on the garden was all we were left with. Maybe they felt safe in the garden and didn't learn about danger.

Another colourful visitor to the bird table is the Brambling, they will join with flocks of Chaffinches. They are heavier and will stand out very noticeably. As the winter sets in, keep a look out for Siskins and Redpolls. Siskins will nest here, but their numbers are swollen by winter migrants. The Redpoll will arrive later and mix in with Linnets, easily recognised with their red skull cap. SHARE UPDATE - FEBRUARY 2017 You may have recently seen on social media that SHARE has been crowdfunding for a van that we can use to collect and deliver much needed donations for both refugees and local homeless people. This campaign has been very successful and during January, the funds raised enabled us to take delivery of our first ShareVan. Since then, the ShareVan has already proved its worth on two occasions in January: A number of volunteers from the ShareShop in Chester took the ShareVan out at night around the streets of Chester - handing out warm clothing, food, hot drinks and sleeping bags to any rough sleepers they could find. It is now hoped to provide this support on a regular basis to places that are known to have rough sleepers in the North Wales and Chester area. At Share HQ in Mold, we had less than 48 hrs notice that an emergency container was being sent to Lesbos, Greece, where heavy snow and freezing temperatures are making life even more difficult for the refugees living there. Our team of volunteers quickly got to work and filled 66 bags to the brim with donated jumpers, coats, trousers, waterproofs, hats, gloves, scarves, shoes, boots and soft toys. We also sent sacks of rice, peas, kidney beans, tins of vegetables and essential condiments such as salt, pepper, chickpeas and anchovies. Providing direct practical help 'on the ground' is one of SHARE's main aims, so on Sunday 15th January, two of our local volunteers Lisa and Sam, headed off to spend a week assisting in the distribution of essential aid in the camp of Myrsini and on the streets in Athens. They will be buying dried and fresh food locally to help support the local economy, along with clean water, fresh fruit and vegetables, cooking oil, rice, tinned tomatoes, toiletries, nappies and, as ever, baby milk
