Local News LLANFERRES OVER 60's Club At our May meeting we heard about the Abergele Train Disaster of 1868. Mr. & Mrs. Griffiths had delved into the archives and had produced a most interesting talk and film of the disaster. Lessons learned from it have resulted in improved safety standards when travelling by rail. You can Google the story! On June 9th we are to have a strawberry tea during which members will read from their favourite poems and prose passages - not to be missed! Please join us at 2.00pm in the Village Hall.

This is unsatisfactory for persons waiting to board the bus. Cllr. Holland will check on the demand. 8) The County Council has £345,000 to spend on street lighting. Much of this will be spent on installing energy efficient bulbs and more efficient light fixtures to both save money and reduce light pollution to benefit the environment. 8. Minutes of previous Meeting: The minutes of the Meeting held on Thursday 9th April 2015 were signed as a true record. 9. Matters Arising: No matters were raised. 10. Reports from other meetings: A brief report was given of the meeting held in Mold on the White Paper concerning proposed Council reorganisation, attended by Cllrs. David Jones and John Almond and the Clerk, Mrs Gwyneth Dillon, and this was supplemented by information that Mrs Dillon had acquired at the 'One Voice Wales' and Society of Local Council Clerks event at Llandrindod Wells that she had attended. 11. Maintenance in the Community: No matters raised at this time. 12. End of Year Accounts: The End of Year Accounts had been circulated to all Councillors and were approved. 13. Red Telephone Kiosk: Waiting for a response from Mr David Shiel. 14. Risk Assessment: Councillors had been supplied with a list of the financial risks to which the Council is exposed and the recommended necessary actions. These had been ´examined and approved. 15. Maes Ysgawen (Field Adjacent to the School): It was decided that the new information sign would be installed on a 'Lectern Style' mount. Some spraying will be necessary to control perennial weeds but this will be kept to a minimum and carried out in an evening with the Maes closed overnight. This
will cause the least inconvenience to users and notices will be displayed warning of the possibility of spraying and during operations. 16. Training and Finance: Nothing to report at the moment. 17. Bills: HMRC £38.00; Clerks salary £*******. Maeshafn Playing Field, equipment safety inspection, £78.00; AON Insurance £627.83; Conference fee, Llandrindod Wells, £82.80(£30.00 Bursary will be claimed). 18. Planning Matters: None received for this meeting. 19. Maeshafn Playing Field: Solicitors still trying to trace title deeds. An inspection of the play equipment had been carried out by The Play Inspection Company and all were of low or very low risk. 20. Correspondence List: In addition to matters dealt with above, a letter had been received from the Village Hall Management Committee, stating that they wished to charge the Community Council for the use of the hall for Council Meetings. Councillors were also informed that the charges to other organisations using the Village Hall will be substantially increased in the near future. 21. Other Matters that have been brought to Councillors' Attention: 1) A complaint had been received regarding the condition of some of the buildings at Colemendy. 2) The cycling 'Tour of Britain' will again be coming through Llanferres on Sunday 6th September but in the opposite direction to last time. 3) Complaints had again been received regarding inconsiderate car parking in Cae Derwen, especially in the 'turning bay'. 22. Local News Llanferres Parish Gardening Club April Meeting The Meeting of Monday 13th April, 2015 was held in the Village Hall, Llanferres. The Guest Speakers were Mr and Mrs K Williams and they provided the Gardening Club with a very interesting talk on the history of Norton Priory Gardens up to the present day. There were lots of slides showing the stunning walled gardens - orchard and fruit gardens and a stunning rose walk. The Raffles were won by Judith, Mrs Gwen Rogers' daughter. The plug plants distributed to Members in the March meeting seem to have failed and I hope to distribute all with fresh plants at the May meeting provided they arrive in time. On Wednesday evening 22nd April twelve members of the Gardening Club visited Bluebell Cottage Nursery a few miles from Northwich in Cheshire, bordered on two sides by the Trent and Mersey Canal and the River Weaver. Once off the motorway it felt like another world. The gardens were packed with flowering plants and there were plenty of seats for visitors to relax and enjoy the views. Another attraction of the gardens was the bluebell wood. The bluebells were just starting to bloom but I am sure that in about a week's time it will be quite spectacular. The wood is home to a large badger sett and fallen wood in the area encouraged even more wildlife, but one path was kept clear for visitors to walk through.

Local News Llanferres Parish Gardening Club There were plants for sale which were propagated at the nursery and could be seen at their mature size in the gardens. There was also a wildflower meadow which was a rich world of perennial grasses and flowering meadow plants from April to August. A meandering path had been mowed across it to the woods so that we could stroll through and enjoy the plants and wildlife. What do you think we all needed at the end of our visit. Well I think you will agree a garden visit wouldn't be complete without refreshments. A nice piece of lemon drizzle cake or a slice of fruit cake complemented with a cup of tea, coffee or a cold drink. Delicious!!! April has been quite a busy month. Perhaps a few more of you would like to join us at the Gardening Club. You would be most welcome.
May Meeting The Gardening Club May Meeting was held at the Village Hall on 11th May, 2015. Our Speaker this month was Mrs Jane Allington and her topic was Banquets for bees and butterflies. Mrs Allington included slides of bees, butterflies and different types of plants to illustrate her interesting talk.

Local News VILLAGE HALL NEWS Hall Charges Following a review of the Village Hall finances it has become necessary to increase the block booking and casual hire charges (as below) from the end of October this year. Any existing pre-paid bookings will be honoured at the existing rates. Block booking weekly - £500 per annum. (i.e. £10 per weekly session assuming 50 meetings) Block booking monthly - £100 per annum. (i.e. £10 per monthly session assuming 10 meetings) Casual rate - £12 per hour for the first 2 hours; £6 per hour thereafter. Block bookings can be paid quarterly in advance. It is appreciated that these charges will represent a significant additional cost for the local societies and event organisers; however, they are literally just covering costs with minimal profit margin only on the casual rates. We are still, by far, charging the lowest rates in the area.
Caretaker There will be a vacancy for this post from September 1st 2015 - duties will include opening the hall for events and cleaning and general house keeping. In 2014 we raised £2000 for the playing field. As in previous years, there will be a marshals meeting on Friday 11th, at 7.30pm, & post event BBQ / free drink at The Druid.

The Tithe War in Llanferres (1888-90) A tithe (one tenth of one's income) was payable to the Church by the occupier of a property. In Llanferres the recipient was the Rector. Tithes were originally payable in kind but in 1836 they were commuted to a money payment. Paying tithes was never very popular particularly when the harvest had been poor. However matters came to a head in the 1880s for two reasons. The country was in the throes of the First Great Depression (1873-96) in which both agriculture and industry were badly affected. Local landlords were forced to reduce their rents because tenants were unable to pay the full rent. Secondly the growth in Nonconformism resulted in a
significant proportion of the population objecting to paying tithes to a church that they did not support. Disturbances broke out in Llanarmon yn Ial in 1886 when the community decided not to pay the tithes despite the offer of a 15% reduction. Bailiffs were called in by the church to hold distraint sales of the goods of non-payers to raise money to pay the tithes due. The distraint sales were strongly resisted by the community. Disturbances became increasingly violent and wide-spread. In 1887 the rectory in Bodfari was attacked at night windows were broken, window frames damaged and a large stone thrown into the Rector's bedroom.

Local History Distraint sales were held in Llanferres on 10 April 1888, 1 January 1889 and 1 January 1890. At the first of these sales an accident occurred after the distraint at Bryn Bolio where some 300 protestors had gathered. The three horse brake carrying the fifteen members of the distraining party (bailiff, policemen and "emergency men" {bailiff's officers}) collided with a phaeton on the road at the Chapel House at Tafarn y gelyn and all the occupants were thrown out. Allegations that the driver was drunk were dismissed after a lively session in Ruthin Magistrates court. The following (admittedly partial) account of the 1889 distraint appeared in the Western Mail. "That man, Croft {the auctioneer}, has been distraining and selling in the parish of Llanferres, when he and his famous bailiff from Colwyn Bay were baptized in a pool of cow's filth. All sorts of horns were blown, drums were beaten, the noise was almost unbearable, and the crowd increasing every minute. The farmer's wife paid the tithe at Ffrith, and gave Croft a blow on his face, for which she received deafening cheers. At Fron Hen the auctioneer was prevented from entering the farmyard, and the language applied to him was not polite. The same thing happened at the next farm. He was pushed back by the servant maid. The noises were fearful, and he and his men were trembling with fear. As they went away they were pelted with snowballs by a number of women who waylaid them. Well done women of Llanferres! At Bryn Saeson the auctioneer attempted to sell, but was prevented. It was a glorious victory over the Philistines. There is a straw figure made in imitation of the parson which is to be burnt on the 27th".
However the government became increasingly concerned over the unrest and level of violence and in 1891 passed a new Tithe Act. This Act made the landowner, and not the tenant, liable for the payment of the tithes. This did away with the unpopular distraint proceedings but eventually the tithes became absorbed into the rent that tenants paid. There is, of course, another side to the story. The clergy were unhappy as the failure to collect the tithes (their main source of income) resulted in their impoverishment. In 1888 Rev H W Jones, the Rector of Llanferres, was summoned for non-payment of the poor rate. The fact that he had been able to only collect twenty seven shillings in tithes and could not afford to pay the poor rate was not accepted as a defense. He was served with a warrant of distress, suspended for a month. Feelings were still running high in 1890. The Rector and his wife were pelted with mud and stones at Plymog whilst returning from Llanarmon after the Rector had officiated at a funeral. Problems arose even with the passing of the new Tithe Act. The Rector was owed a considerable sum in tithe arrears and he sued the local land owners (Mr Potts of Glan rafon and Col. Cooke of Colomendy) in order to get payment. They resisted and lengthy court proceedings ensued. Eventually a further Tithe Act was passed in 1936 which abolished all tithe rent charges.

A note from your County Councillor May is finishing on a cold and wet note after such a mild start to the year and there is a lot happening in the area. I am pleased to announce that I have been appointed to the new AONB Partnership Committee for the enlarged Clwydian and Dee Valley AONB as one of three Denbighshire County Councillor representatives. The AONB now includes parts of three counties namely Wrexham County Borough Council, Flintshire County Council and Denbighshire County Council which still makes up the largest land area. There will be a public consultation on the the new Statutory Management Plan for 2015-2019 for the new AONB and one of the drop in sessions will be held at the Loggerheads Country Park on June 15th between 2.00 pm and 7.00pm. Please call in to see what is being suggested and have your say. Sadly we have lost some of our local representation from the new committee namely Councillor Margaret Davies who represented Community Councils and Rob Jones who acted for the NFU. I know that the new committee will be writing to them but I would also like to thank them both for their contributions and support for the AONB.

They were originally used by the school as a small working farm to support the education of children from Liverpool but the farm has not been in use for some years. I am pleased to confirm that the Denbighshire County Councils Conservation Architect will be meeting. next week with officers from Liverpool City Council who own the site and representatives of Kingswood who now lease the facilities. Kingswood have spent a lot of money restoring the main house and I hope that there will be a positive outcome from the meeting. Watch this space.

drainage work needs to be undertaken and I have pinpointed with the highways team a number of areas that need attention. Nature Notes Some of our summer migrants seem to have been a little late arriving in our region this year and I suspect that the cooler than average weather has encouraged them to stay further south than locally. However, by the time last month's News and Views was distributed, Swallows and Pied flycatchers were here, soon to be followed in early May by Cuckoo, Whitethroat and a rush of House martins although the last mentioned seem to be fewer than usual. With Swifts screaming over Mold, I think we must assume that the season is well under way. Incidentally, on 21st of April I watched a Red Kite circling and I suspect (hope) that it will not be too long before we have them nesting in the area. Many readers will have noticed St Mark's fly( Bibio marci) and perhaps found it a bit of a nuisance but it is harmless. Its name derives from the fact that it almost invariably first appears on St Mark's day, the 25th April, and can be seen throughout May and into June although each fly only lives for about a week. It is known to anglers as the Hawthorn fly but I do not know why, as it does not appear to have any direct connection with Hawthorns. It is quite conspicuous, being a fairly large (12mm), hairy, black fly with long dangling legs and the males form mating swarms, which fly at about head height. The females are a little larger but do not form swarms and spend most of their time just sitting around waiting for the males. Once mated the females lay their eggs in the soil and then die. The emerging larvae feed on decaying matter and grass roots, growing over
the autumn and winter to emerge as adults the following spring. They are valuable pollinators of fruit trees and other crops. A peculiarity of the male fly, is that its eyes are divided by a groove and each section has separate connections to the brain. This permits the male to use the upper eye part to look out for females and the lower part to monitor its height from the ground. Growing on the path-side down to the River Alyn, and other places, is a plant called Lady's mantle (Alchemilla vulgaris). There are numerous cultivars and many readers will have some in their gardens. Ancient alchemists (hence its scientific name) believed it to have magical properties. Large 'pearls' of dew form on its leaves in early morning, or after rain, and remain long after they have gone from other plants. These drops of 'celestial water' were believed to have magical properties and were collected and used in experiments to try to turn base metals into gold. The plant is dedicated to the Virgin Mary, hence its common name, and was once used as a cure for women's ailments. Another plant to be found locally, at this time of year, is the nationally uncommon Goldilocks buttercup (Ranunculus auricomus). It resembles the Meadow buttercup (Ranunculus Acris) except that its petals are often distorted, look as though they have been eaten or are even absent. It is easily overlooked.
