Welcome Welcome to the June edition of News & Views.

Charley too, who have now arrived from America.

Firstly, congratulations to the organisers of local events in May. The PTFA team did a great job putting together their first beer festival and raised a significant sum - see page 18. And well done to Aunty She on the Bingo Night, which also raised a healthy starting fund towards the Carnival next year - see page 9.

The School Fair is on a Friday this year 23rd June 3pm - 7pm so make a note of the date.

Congratulations too to Sam & Roy on a successful first year at the Druid. The excellent turn out at the anniversary celebration event in May suggests that they’re getting things right!

So far we’ve had no volunteers to take on News & Views, - so if you’re thinking about it, please don’t hesitate to give us a call.

Local News LLANFERRES OVER 60's Club On May 9th Rachel Jones, an AONB project officer, spoke of working in the Loggerheads Country Park. She and her team work hard, sometimes as early as 4 am, when they do a head count of birds; the curlew and black grouse in particular. They are proud that the Country Park houses the grizzled skipper butterfly, the greater crested newt, the natterjack toad, as well as the adder. Volunteers work with them on stone-walling and controlling the heather for the sheep. They encourage the old, the young and the ‘not so well’ to take an interest. On June 13th we hold our strawberry tea with home produce entertainment- always a favourite Please join us at 2.00pm

LLANFERRES PARISH GARDENING CLUB The meeting, held on Monday May 8th had Kevin Pratt of Hazel Grove, Cheshire as the guest speaker. In his illustrated talk, "The Private Plants and Gardens of Cheshire" Kevin spoke of his life as gardener to the rich and famous people of Cheshire. In his talk there were tales of the foibles of these people who wanted instant gardens to their liking and the trouble Kevin had in fulfilling their wishes, when money is no object. Plants had to be exactly as they wanted and shrubs and trees to be at their best NOW. This was a talk about people who, with their vast fortunes, were able to have instant gardens as they wanted and change them when they wanted. Kevin has now ceased maintaining gardens and with his wife has, instead, settled down to having a nursery from their home to grow hardy, sometimes rare, plants in their area. For members present, this was an insight about how the rich and famous operate, when money is no object, to create gardens. SHOW UPDATE: Show Secretary, Ivy Watts, has schedules put in the May edition of 'News and Views'. Copies will also be in the Druid Inn and at Loggerheads Garage. Our next two meetings were to be visits to National Garden Scheme gardens :June 12th - 51 Garth Drive, Chester. CANCELLED. July 10th - Pen y Graig, Tremeirchion. Due to lack of interest from members, the June 12th meeting (51 Garth Drive, Chester) has had to be cancelled. However, should any members wish to visit this garden on their own, it is open to the public on Sunday 25th June and Wednesday 28th June in the afternoon. At the moment the visit to Pen y Graig on July 10th is still expected to take place. Details from the Secretary on 01352 810808. Visitors will be welcome to join us.

OH!! WHAT A NIGHT!!! A FUN FAMILY BINGO NIGHT This was our first event to raise funds for the MAY DAY CARNIVAL 2018 And what a night it was!!! There were exciting prizes and raffle, a licensed bar, and free tea and coffee — All surrounded by an excellent turn-out!! We raised an amazing.. Cyngor y Cymuned - Llanferres Present: Cllr. David Jones (Retiring Chair), John Almond, Bob Barton, Isla Watts, Allan Morgans, Cllr Martyn Holland County Councillor, and the Clerk, Mrs. G Dillon. Members of the public were present including the persons to be considered for co-option - Rob Jones, Ivy Watts and Michael Cordiner. Apologies: Jac Armstrong The Chairman welcomed the new Council and wished them well for the future. It was requested that the County Councillor's Report could be moved forward on the Agenda. This was agreed. Election of Chairman - John Almond was nominated and seconded as Chairman. There were no other nominations. Cllr John Almond signed the Declaration of Acceptance of Office. The retiring Chairman David Jones then handed the Gavel (donated by the late Vera Stubbs) and read out the letter which was included in the box. The new Chairman thanked David Jones for his past service and support to the Community. It was agreed to discuss the Nominations for Co-option before discussing the election of ViceChairman to the Council. Co-options - Three nominations were received. Cllr Barton raised a point of order with regard to the timing of the Nomination receiving date. The request for co-options was raised by a quorate Council and the Chairman/County Councillor/Community Councillors deemed the point of order unnecessary. The Community Councillors accepted the co-options with one abstention (Cllr Bob Barton) and the named persons, Michael

Cordiner, Rob Jones and Ivy Watts signed the Declaration of Acceptance of Office. It was agreed to place a further advertising poster for the one vacancy remaining. Clerk will arrange this. Election of Vice-Chairman From the assembled Councillors Cllr Michael Cordiner was nominated as ViceChairman and seconded by Cllr Rob Jones. The Declaration of Acceptance of Office was amended to reflect this. County Councillor's Report (brought forward from Agenda Item 15) County Councillor was congratulated on his reelection and for the benefit of the new Community Councillors mentioned his contact details and that he attended all meetings, where possible. Cllr Holland gave a brief synopsis of what was taking place in the Ward. a)The new Leader of the Council will be elected next week b) Countryside Services will renew the broken sign in Maeshafn c) Rumble strips have been inserted on the road leading to the junction. Cllr Holland then wished the newly formed Community Council all the best in their new roles. A member of the public thanked Cllr Holland for all his past work and wished him well for the future. Meeting Open to Public - Mrs. Sheila Hawkes requested the Community Council's support for the proposed future Carnival and informed the Council that ÂŁ788.00 was raised in the recent Bingo Night. Resolved: The Community Council were happy to support the event.

Declarations of Interest - None declared. The Councillors were made aware of the need to declare an interest whether financial or personal in any Agenda Item and to complete a Declaration of Interest Form when necessary. The Chairman read out the Statement for information. Minutes of the Meeting Held 13th April 2017 - The Minutes of the General Meeting held on 13th April 2017 were received and signed as a correct record by the Chairman subject to small spelling amendments. Matters Arising a.) Cllr Almond has now inspected the Notice Board, now re-erected in Loggerheads and carried out some maintenance work. It will be necessary however, to renew the backboard. b.) The white paint for the edge of the steps on the footpath from Cae Gwyn is yet to be completed. c.) A 'Tidy Up' of the Maes Ysgawen area has taken place and the area is looking good. Thanks to everyone who came to help. d.) The County Council have considered the problem of bright lights in the community and have now reduced the output satisfactorily. e.) The deadline for the Volunteer of the Year Award has now passed. Reports from Other Meetings - none attended. Maintenance in the Community Maeshafn play area - the hedgerow will be cut and all the reported barbed wire removed. The mower needs servicing - Clerk to arrange. Nettles need trimming back - Hugo to deal with this. A gardener will make

a site visit to quote for the damage done to the Green. The damage to the sign into the Village will be assessed for a repair. Red Telephone Kiosk/s - following the workshop arranged to discuss the format of the Kiosks and their content a report was circulated and the Councillors asked for feedback at the next meeting to move the matter forward. Memorial Stone - no update. Risk Assessments - As reported previously there are maintenance issues in the Maeshafn PlayArea. Maes Ysgawen - Community Open Space - a date was arranged for a site visit and assessment for Thursday 25th May at 7.00pm. Maeshafn Play Area - Still awaiting the completion of the paperwork from Hanson's Solicitors. 'Celtic Stone' has been contacted to request that they estimate for the cost of repairing the stone boundary wall and the slate roof to the Mower Shed. We await their response. Training & Finance Issues Training Issues - Induction training for new Councillors to be held in Mold on Thursday 17th May at 6.30pm. Resolved - Cllrs Ivy Watts and Bob Barton will attend, also the Clerk. Finance Issues - none except for current Bills. Cllr Cordiner will now co-sign the cheques. The Clerk presented the Accounts to the new Council and informed them of the Audit dates. These were approved and signed by the Chairman. Bills AVOW/Clerk's Salary ÂŁ214.35 Church Maintenance ÂŁ350.00


12 News & Views Insurance (Due 1st June) £663.37 Planning Matters. Application No. 21/2017/0178 Location: Windyridge Loggerheads Proposal: Erection of new replacement dwelling and associated access.The Chairman read out the content of the letters received in Planning from Welsh Water and Natural Resources Wales. There had been an objection received from a neighbour. Resolved: this was discussed at length and subject to the inclusion of the information to be received from Cllr Bob Barton regarding access (Welsh Government) and considering the objections already received by Planning, it was agreed that the Community Council would object to the current proposal. Correspondence list - items of correspondence were discussed as above. There were no additional items.

Other Matters Brought to Councillor's attention: a) Christmas tree lights - Agenda item*. b) It has been reported that there is dog fouling on Maeshafn Green c) There is a call to improve facilities in Maeshafn Play Area. Agenda item* d) A new shed has appeared in Big Covert. To be reported to Councillor Holland. e) Cllr Barton reported on the Green Flag Award for Llanferres Playing Field Exemplary. It was suggested that Maes Ysgawen be put forward for the Award. This will include a capital funded project through a donation from a member of the community. Agenda item* Date of next Meeting: A General Meeting is scheduled to take place on Thursday 15th June 2017 at 7:30pm in Llanferres Village Hall. This date is later than that previously scheduled due to the National Election.

Beer Festival Success Thank you to everyone who supported the Bro Famau Beer Festival and helped us raise £1,600 for Ysgol Bro Famau. The money raised by the PTFA goes straight to pay for things for the children at the school. To give an idea of what the money is spent on. - This year, since September, the PTFA have spent £2,700 on replacement IT

equipment; £500 on craft items; £1,000 on buses for 4 school trips; £300 on sand/water trays; £25 on Easter activities and £200 on a

Bro Famau PTFA Beer Festival visiting theatre group. This is all thanks to the fundraising activities that are held throughout the year and we are grateful to have a supportive community. Our next event is the Summer Fair which is planned for Friday 23rd June at the Llanferres site from 3pm to 7pm. Burger Shed 18 from Mold will be coming to sell burgers and there will be all the usual stalls and a bouncy castle.

Dragon House Dragon House is a new B&B in Llanferres, set on the Forestry Road with lovely views over the Alyn Valley. We are well within the Moel Famau Country Park AONB and close to Offa’s Dyke path. We are also within walking distance of three great Pubs! We have two double rooms, both with ensuite facilities. SHARE UPDATE – MAY

At the beginning of May, SHARE volunteers attended an award ceremony at Airbus in Broughton, as one of the top ten local organisations shortlisted in the Airbus and Leader Community awards. We were delighted to win an award of £500.00 for SHARE and be placed 6th from over 70 entries! This money will now be used to help purchase some heavy duty weigh scales to help ensure that the sacks and pallet boxes our volunteers fill are not too heavy to lift or move. Following last month's request from Myrsini for new underwear, we received feedback from the camp to say that their 'Pop-Up Bra Shop' had been a huge success and had resulted in lots of happy women! Men and children were treated to a similar shopping experience the following day. Our 80's themed Zumba Blast fundraising event on the 12th May was enjoyed by all who attended and raised over £800, which will be split equally between our refugee and homeless projects. Many thanks to the anonymous person who left some bags of donated clothing on my doorstep recently - much appreciated and already put to good use! We are still currently collecting SUMMER clothing - but no 'extra-large' sizes please! ● ● ● ● ● ● ● ● ● ● ● ●

CAN YOU FIT A NEW KITCHEN FOR US? We are applying for grant funding to refurbish the kitchen and toilets in the Village Hall as part of the 60th Anniversary events. We would welcome quotes from any interested parties to carry out this work please. We have a Kitchen Refurbishment Sub-Committee who are leading on this. They have a specification of what is required and visits to the hall to measure and cost up the work can be arranged. If you are interested please contact one of the Sub Committee members ASAP. A note from your County Councillor I would like to start my article this month by thanking everyone who voted for me on May 4th. It is good to know as the sitting member that the majority of you felt that I was doing the right things for our ward. I also appreciate that many of those votes were personal votes. I promise that I will continue to represent you all to the best of my ability and that I will always be available to take up issues on your behalf. I would also like to thank all of the out going members of the Llanferres Community Council for all their hard work and commitment over the last five years. Your Community Councillors worked well as a team and they have helped to lay down the foundations for a healthy and strong village on which the next council can now build. I would also like to welcome all the new Councillors and I look forward to working with you all for the good of all our communities. As you all know not all of the community council seats were filled after the local elections and four seats remained vacant. At the first meeting of the new Community Council I am pleased to say that they managed to co-opt three new members but there is still one vacancy and the clerk will be advertising this again shortly. If you feel that you have something to offer and you would like to be considered

for the seat let the clerk know and she will explain the way forward. The first task for the new County Council will be to elect a new council leader and after that a new cabinet to run the council. This will not be easy because once again no one group has an overall majority and I have been involved in a number of meetings over the last two weeks trying to resolve this issue. We will once again be looking at a coalition made up of two or three parties/groups. Watch this space for further news next month. Now that the elections are over I will be revisiting some of the issues we already have in the pipeline. Traffic and parking on Forestry Road and around the Country Park, the condition of the Tafarn y Gelyn/Cilcain road, the poor state of the road to Bryn Alyn and the speed of the traffic through Loggerheads. I hope that the promised Welsh Government/trunk road agency review of the road conditions on the A494 in June will resolve not only the speed of the traffic through Loggerheads but also look at the section of the A494 from the Clwyd Gate to the Llanarmon Yn Ial turning. Some good news. New slow signs and rumble strips have been installed at the Valley Lodge junction on the B5430 as part of the Counties response to my concerns about cars not stopping at this difficult junction. The County have also asked the Welsh Government for permission to change the giveaway requirement to a formal

A note from your County Councillor stop. This will mean that all cars must come to a full stop before joining the other part of the B5430. I have had some very positive feedback on the work completed to dim the street lights in Rectory Lane and Cae Gwyn and some lights are still being worked on. The AONB are monitoring this work because they are keen to encourage more dark sky areas to support not only local residents but also certain types of tourism.

Tonight I am attending the PTA’s Beer Festival in the Village Hall and like many members of the choir I think that I may have to sing for my supper!! Don't forget the Loggerheads Loggfest on the 2nd, 3rd and 4th June and let us hope that the sun shines that weekend.

Beating the Bounds A knowledge of the position of the parish boundary was essential for parishioners. It determined the church to which the annual church levy was to be paid and the church yard where one had the right to be buried. Before the advent of accurate maps the position of the parish boundary was impressed upon the residents by a regular walking of the boundary in a formal procession, or perambulation, led by the incumbent and the church wardens. Checking the boundary at regular intervals was necessary as the less permanent markers such as boundary stones or boundary piles could be moved. This ancient custom is thought to have originated in AngloSaxon times. The participants carried willow sticks with which they beat boundary marker stones or other features that marked out the boundary. Hence the expression of "beating the bounds". The perambulation normally occurred either on Ascension Day or during Rogation Week. At each significant boundary marker a prayer would said for the protection of the boundary. Children were taken along to ensure they would form a life-long memory of the parish boundary. According to the Llanferres Vestry Minutes of 8th December 1726 the churchwardens were authorised to spend five shillings each year to defray the costs involved in perambulation. The reason being "in consideration of some incroachment lately made on our Boundary and to

remedy and prevent the same for the future." This is the first recorded incident in the famous boundary dispute between the Grosvenor family and the Lords of Mold. The depositions made during the dispute contain details of the perambulations in the eighteenth century of the boundary between Llanferres and Mold parishes. Evidence was also given of the moving of boundary markers in the north eastern part of Llanferres parish. But perhaps the most striking information was the treatment of the younger members attending the perambulation. This included whipping the boys with the sticks, pinching their ears or banging their heads against a boundary stone. On more benign occasions halfpenny coins would be scattered around the boundary stone known as Carreg Carn March Arthur so that the children would remember the struggle to get them. There is also a mention of one perambulation in which ale and cakes were laid out at this boundary stone for the benefit for all that were present. Perambulation is still a lawful activity but must not be carried out more frequently than every three years. The church authorities have the right of access to private property for the purposes of carrying it out. There are still a few parishes where this custom is still practised. For example perambulation is carried out at seven yearly intervals in Llantrisant parish in south Wales: the next occurrence being in June this year.

‘A walk on the Wilde Side’ I am always pleased when people stop and tell me about bird life they have seen or heard. Becky and Adolph from the Miners Lane always stop and we discuss birds. They had heard a strange bird - call and got the bird book out and discovered it was a green woodpecker. The unique call gives it it's old country name Yaffle. The green woodpecker is rare around here, I can see one once or twice a year on the edge of woodland or grassland as they search for ants. They need mature woodland to nest in.

GREEN FLAG UPDATE Thank you Tim: I wrote in last month’s N&V that Llanferres Park was being judged for our 13th Green Flag Community Award. The judge arrived on 10th May and Tim Griffiths joined me to show him around. As it was my first time hosting a judge Tim had emailed me to advise he had been at all previous inspections bar one. It was a lovely sunny morning and I relaxed once the judge told us he lived locally and brought his daughters, aged 5 and 7, to our Park. Given Tim’s extensive knowledge of the park, he has mowed the grass since the Park opened, the judge struggled to find fault with anything. He ended by saying that he would recommend anyone thinking of applying for the Green Flag Community Award to visit Llanferres. Can I also thank Dan Hurst, chair of LPFRA, and Gareth Jaggard, who completed our application form last December, for their support and guidance in helping me prepare for the judge’s inspection. The Green Flag Community Award judge asked about Maes Ysgawen, as he felt it should also be entered for the Award. I have asked for it to be included on the Community Council’s June agenda.
