Llanferres Over 60's Club LLANFERRES OVER 60's Club Our meeting in February was, as expected, very enjoyable. The Reverend Bailey’s talk about “The Archers” was both nostalgic and informative. He is one of the 23,000 members of the programme’s Fan Club, who have until recently attended conventions, backed by the BBC. He brought with him lots of memorabilia, books, tea towels, photographs etc. etc. gathered at their reunions. Sadly the present producers have disbanded the Club, but fortunately have continued with programme. Our talk on 11th March will be given by Mr. D. Roe on the history of Aberduna Hall, on the Maeshafn Road; one not to be missed. If you can join us at any meeting at a cost of £2, which covers the speaker’s expenses, refreshments and a raffle ticket, please contact either: Betty Cook 01352 810 722 or Olive Parry 01352 810 294. The meeting had been postponed from February 13th due to electricity cuts. From the minutes of the meeting held on 20th February:- Present: Cllr. David Jones (Chair), Cllr. David Twomey, Cllr. John Almond, Cllr. Rob Arnstrong, Cllr. Rob Jones, Cllr. Margaret Davies, Cllr Yvonne Foden McCorry the Clerk Mrs Gwyneth Dillon. Apologies: Cllr. Olive Parry, Cllr. Jac Armstrong, County Councillor Martyn Holland. Declarations of Interest: Chairman, Cllr. David Jones, declared a prejudicial interest in planning application No 21/2014/0033 Meeting open to the public for ten minutes: Mr Ged Lomax thanked the Council for expediting the repair to the pavement adjacent to his property. He, along with other residents, expressed concerns over the 'pegging out' of the building plots on the 'Glebe Field'. These seemed to be encroaching on what was believed to be a public right of way. The Community Council would investigate. County Councillors report: County Councillor Martyn Holland was indisposed but had sent a brief report which was read out by the Chairman. He reported a) that the Highways Department had told him that the gritting lorry was too big to get up Forestry Road as far as the caravan park; b) County Council meetings and full Planning meetings are to be broadcast; c) Speed checks on Forestry Road had indicated that average speeds were reasonable and below 30mph except for a few drivers who travelled fast between 7am and 9am. Cllr. Holland had asked the 'Drive Alive' team to check speeds early in the morning; d) The merger of Denbighshire and Conway County
February
Councils was under discussion as per the Williams report. 5. Minutes of the January Meeting: The minutes for the January meeting were signed as a true record. 6. Matters Arising: The road from Llanferres to Maeshafn has still not been swept. 7. Reports from other meetings: Chairman, David Jones and Vice Chairman, John Almond had attended a Training meeting on 'Permitted Development'. It had been a very informative meeting but highlighted many anomalies which were subject to interpretation. 8. Maintenance in the Community: A safety report had been received as per play equipment on Maeshafn Play Field and this would be studied to see if anything needed to be done. The Community Council was still awaiting answers to two questions which have been put to Hansons Quarries. 9. Red Telephone Kiosk: The Community Council wishes to acknowledge all the help received from Mr David Fernyhough of Bryn Bowlio. David not only supplied the replacement telephone kiosk but he also refurbished it, removed the old kiosk, laid the concrete base and installed the replacement kiosk. The Community Council would like to voice its appreciation and thank David for his generosity and hard work. Without his help it is doubtful whether the project could have been completed. Currently the Community Council is awaiting suggestions from members of the public for a useful purpose for the kiosk. The pupils from Ysgol Bro Famau have been invited to put forward their suggestions. 10. Risk Assessment: The insurance documents are being scrutinised to see if any adjustments are needed.

A note from your County Councillor As the county and country recover from some of the worst storms on record most areas are still clearing up the debris from the storms. The teams who were due to clear our gullies this month may take a little longer to complete the work as they have been working on clearing fallen trees across the county. Many villages in the ward were effected by power cuts and the Nant Y Garth Pass was closed for two days due to the large number of fallen trees. There should be no shortage of wood for the log burners this year!! The county has come to a final decision on its budgets for the coming year. We had to find eight million in savings and this was done by reviewing the budgets for all departs except education which is ring fenced. Many of the savings were found by reviewing the way we work and by not filling some vacant posts. Sadly the merger and closure of some rural schools has also meant that the running costs for those buildings could be included in the savings budget. Subsidies for external organisations were reduced and all our leisure centres must now pay their way which they are now doing.
Next year will be even more difficult as there is no fat left and difficult decisions will have to be made at a time when local government reorganisation is also in the back ground. Speed measurements have been undertaken on the forestry road at two sites. By Bryn Eithin the average speed was well below thirty miles per hour and the second site between the two Moel Famau car parks were very similar except for one driver who exceed sixty one miles per hour and two who were over fifty. Because of the small number of bad drivers and the fact that most drivers were travelling along this stretch of road at thirty five or less the county do not feel a change in the speed limit is justified at this time. They also felt that an increase to forty may only increase the average speed. The three speeders were driving along the road between 7.00am and 9.00am travelling in the direction of Mold from Ruthin. This is locally known as the rat run. I intend to ask the Drive Alive team to visit the area at those times to warn these individuals.
Tyn Lan will be resurfaced over half term and residents will be able to access their properties during the road works. Letters will be issued to all parties concerned The county has an ambitious programme explaining how this will work. of building new schools especially in Rhyl over the next few years and funding from I am also pleased to confirm that the reserves will in part be matched by the pavement between Tyn Lan and the Welsh Government. church has also been repaired. As part of the budget process to balance the books half a million will be taken out of reserves and council tax will rise by 3.5% one of the lowest in Wales. Did you know that Denbighshire residents are the best for recycling in Wales and this saved ÂŁ400,000 in land fill tax which again helped our budgets.
There is a public consultation going on at the moment on the subject of grass cutting. Please let us know where and when you would like your grass verges cut. Best wishes, Martyn

Nature Notes The recent weather has seemed dismal to humans but the birds seem to be getting on with life as normal. The 'dawn chorus' is building as birds compete for mates or breeding territories. Blackbirds , with bell-like clear notes combined in phrases, are usually the earliest singers but are soon followed by the somewhat similar sounding Mistle thrush which repeats its phrases several times and accounts for it sometimes being known as the 'Three thrush'. These are quickly followed by the cascading notes of the Chaffinch which always end in a flourish; the strident and monotonous 'teacher- teacher' cry of the Great tit, contrasting with slightly quieter call of 'to me - to me' coming from the Coal tit. One can usually pick out the gentle warble of a Dunnock and the familiar song of the Robin, which we hear all winter but is now becoming bolder and slightly longer. But for me, to hear the most delightful song one must adjoin to the river and listen to the muted song of the Dipper. Dippers sing all year but their song is often drowned by the sound of the rushing water but if one listens carefully, near to a nesting territory at this time of year, one can sometimes be entertained with a long warble of liquid and grating notes. It is often difficult to determine where the song is coming from, for they seem to be able to 'throw their voice' some distance but it is usually possible to spot a flash of its white breast, often on a rock in the river. Dippers are early nesters usually building in March but sometimes as early as February.
But they are not the only early breeders. On our garden lawn I have noticed Wood pigeons in amorous display and Dunnocks are looking very frisky. Ravens and Mistle thrushes will probably already have laid eggs and Rooks are back at the rookeries but perhaps only staking claim to their old nests, as I have not seen them carrying sticks yet, and similarly Herons are standing guard and repelling any possible intruders. Herons sometimes suffer high mortality rates in hard winters when their feeding lakes freeze over but they should have fared pretty well, so far this winter. Wild flowers are beginning to proliferate. Snowdrops are in full flower, Primroses face their blooms to the sun on bright days, Lesser celandine proliferates in places, Daisies and buttercups are flowering, I have seen road verges bright with Dandelions and in gardens Crocus spread their petals wide open to catch the sun and attract insects on bright days. All these will be very welcome by Bumblebees that should be emerging from hibernation very soon, for the earliest species often come out in late February. It will be interesting to see how they have survived this mild but wet winter for they often suffer with fungal infections if the hibernacula becomes damp. Last year they survived well, for they can produce a type of antifreeze to stop the body cells freezing, and they stayed in hibernation until the weather warmed after the March snow. John Almond
