Local News LLANFERRES OVER 60's Club On April 14th Kathy Snodgrass gave an enlightening talk called “The Wrexham Museum�, which, it turned out, was the birth place of the Denbighshire Police Force in the nineteenth century. We learned that it was necessary to found a headquarters for a force locally and her photographs of the development of the uniforms were both amusing and interesting. Kathy herself had been stationed there in the 1970s and was the first police woman to hold a gun licence in the force. Margaret Davies, Cllr Adrian Walls, Cllr. Jac Armstrong, Cllr Rob Jones, the Clerk Mrs Gwyneth Dillon and County Councillor Martyn Holland. 1. Apologies: Cllr. Yvonne Foden McCorry. 2. Declarations of Interest: Cllr. Margaret Davies declared a personal and prejudicial interest, Cllr. Rob Jones a personal interest and Cllr. Adrian Walls a personal interest in planning application No 21/2015/ 0213. All signed the record book. 3. Meeting open to the public for ten minutes: No matters raised. 4. County Councillors report: County Councillor Martyn Holland reported that 1) The Welsh Government were considering changes to planning regulations in relation to buildings in woodland, such as Big Covert, and adjustments may be made to the Bill whereby planning permission would be required for any buildings in woodland. 2) When the school was holding special events, the hard play area could be used for car parking to prevent nuisance to local residents. 3) There should be improvements to mobile phone coverage at Loggerheads when extra antennae are fitted to some buildings in the Country Park. 4) New bus timetables are available. There have been some changes but only one service has been lost. 5) The County Council is looking at its building stock to see if ownership or usage can be reduced. Any money raised from the sale of Capital Assets can only be used for Capital projects or reducing the County's debts. 6) The other local Community Councils are keen to cooperate in drawing up a list of suitable

contractors that the Councils can use. 7) He has asked the Highways Department if they can fill the pot holes in Pen y Waen as a temporary safety measure until the road is resurfaced. 8) The schools at Llanferres and Llanarmon are to be reorganised so that the infant classes will be at Llanferres and the older children will go to Llanarmon, for a trial period of one year. 5. Minutes of previous Meeting: The minutes of the Meeting held on Thursday 12th March 2015 were signed as a true record after some amendments were agreed. 6. Matters Arising: No matters were raised. 7. Reports from other meetings: Nothing to report. 8. Maintenance in the Community: No matters raised at this time. 9. 'No Cold Calling' Areas: The establishment of a 'No Cold Calling' area was discussed but as Councillors are not aware of any problems in this field it was agreed to postpone any decision but would like to hear from anybody who has experienced any difficulty with 'Cold Callers'. Risk Assessment: Councillors were supplied with a list of the financial risks to which the Council is exposed. 12. Field Adjacent to the School (Maes Ysgawen): The new information sign has now been received and arrangements will be made to install it on the field. The grass has been cut twice keeping the field looking tidy. 13. Training and Finance: A Consultation Meeting re 'The White Paper Reforming Local Government' has been

Our Easter themed whist evening was the last until we recommence in September. Brian Skelhorn is stepping down as Church Warden as he wishes to follow a different role in the Church. There is at the moment no-one to take up his position, a matter that will have to be resolved. Local News ‘Cable wakeboarding’ is one of the fastest growing water sports in the UK. Basically it involves being towed along by a cable on a short board (bit like a snowboard!) and hitting lots of obstacles like ‘kickers’ (ramps) and rails and doing lots of cool tricks, grabbing the board while you are doing it! The roots of the sport lie in waterskiing, which transferred to wakeboarding behind a boat and jumping off the wake created by the boat. Recently the development of the sport has been to build cable parks in major cities like Liverpool, which has made the sport much more accessible to everyone. Local Llanferres girl, Jessica Lovell (15) has been cable wakeboarding since August 2013, having learnt to

Local News wakeboard behind her Dad’s boat. In October that year she won her first competition as a ‘rookie’ in Liverpool and last year (2014) started competing on a more regular basis, competing in the Ladies Open category. At the end of last year she came 2nd in the Northern region and came 2nd overall in the UK on the Grass Roots Tour, competing against women from around the country! Below left is Jess on the podium having won the Scottish competition in 2014 and also a few pictures of her riding at Liverpool in a competition. In April Jess was really pleased to be chosen to receive training from CK Koester, a professional wakeboarder, who is also the coach – she spent 4 days being coached by him along with another 4 riders, fine tuning their tricks and learning a few new ones! Wakeboarding is a really cool, fun sport for all ages, and runs beginner sessions for as little as £20 – they will guarantee to get you up and riding!! All equipment provided. There are also coaching sessions available for those who want to progress in the sport.

The Battle over a Bridge The picturesque setting of the bridge over the River Alyn (Pont-y-mwynwr), the adjacent ford and Erw Olchfa has attracted many artists over the past years. Some 30 years ago this rural scene was under threat. Lead mining probably started in Maeshafn around 1640. Shortly afterwards a footbridge was erected across the River Alyn to provide a convenient route for miners living west of the river. According to the Churchwardens' Accounts the bridge was maintained by the parish until the creation of Ruthin Rural District Council in 1894. At the beginning of the twentieth century a demand arose for a road bridge and a single track bridge was erected in 1909 by the District Council. This was subsequently strengthened in the 1930s to take the weight of the then current traffic. Eventually the supporting iron girders started to corrode and the safe weight limit for traffic was progressively lowered until in 1984 it was only 3 tonnes. By now the Clwyd County Council was responsible for the bridge. The County Surveyor and Bridgemaster decided that the bridge should be replaced and ordered design work to go ahead. The design was presented to the County Council Highways Committee in 1985 and was approved. The design was now available for inspection by the public and it created an uproar. The proposal was for a 23 feet wide bridge with an 18 feet wide carriageway. To put this in perspective the lane east of the bridge was only 7 feet wide for a considerable length. Furthermore the Pont-y-cacwm bridge on the A494 Trunk

Road was only 20 feet 6 inches wide. Many residents were concerned about the implications of the proposal as if it were to be approved there could be pressure for proportionate widening of the lane up to Maeshafn resulting in its use by heavy traffic. (At that time both the Aberduna and Burley Hill limestone quarries were very active and the quarrying of Moel Findeg still remained a possibility.) The only way to halt the project was to persuade the senior Committee (Highways, Planning and Transportation) to refer it back to the Highways Committee with a recommendation for a more modest proposal. Opposition to the proposals was ably co-ordinated by Pat Cass, the secretary of the Maeshafn and District Rural Association. Our MP, County Councillors and the press were lobbied vigorously. The main objections were - it was out of keeping with its environment (the Clwydian Range AONB had not been designated at that time); it was an unnecessary and wasteful use of resources; the possible effect of heavy traffic on the village of Maeshafn and the fact it was apparently in conflict with two of the County Structure Plan policies. Pressure was kept on the County Councillors by local residents attending the HPT Committee Meeting as observers. Success! The matter was referred back to the Highways Committee and eventually a more modest structure was approved in 1986 and the present bridge was built in 1988.

A note from your County Councillor The Spring weather has been perfect this year for our farmers as far as the lambing season is concerned and it is great to see so many new lambs in our surrounding countryside. It is also now the time to remind everyone that all dogs should be kept on a lead when walking through any fields where livestock are present. Most of us feel that we have our dogs under control but sadly the sheep do not always see it that way and many lambs are lost after sheep abort them through panic and stress. I had asked the County to fill in the pot holes on Pen Y Waen which has now been done. This is a temporary measure because, as already reported, the road will be resurfaced in this new financial year. I am also pleased to report that the B5430 from the Valley Lodge Junction to the A494 will be closed for road resurfacing work from the 27th to the 30th April and that the county has agreed to place rumble strips as you approach this bad junction by the nursing home.

The county is still trying to find a further six million in savings for the next financial year, and as part of the ongoing review we are looking to reduce the number of properties we own and use. Staff have already been relocated from the property in front of the Gaol in Clwyd Street Ruthin which is now empty and we are looking to reduce the number of buildings we use in Rhyl. Sadly money raised from capital sales such as buildings and land cannot be used to fund services, but it can be used for other capital projects. This reduces the need for additional borrowing and can be used to pay off some existing borrowing. As interest payments form part of the annual budget, any reduction in borrowing will help to go towards the six million we need to find. On top of this we can also save on the running costs, which will go towards our budget savings as well. Most of our Rural bus services are heavily subsidised and I was concerned that we would lose a number of our routes across this ward as part of the bus service review. In the end we came off relatively lightly compared with other areas and we have gained an additional late service for Maeshafn and Eryrys/Graianrhyd. There is still an issue with picking up passengers in Tafarn Y Gelyn and I am still in discussions with the County over that service.

Sadly we have once again had a number of break ins in the area with sheds and outbuildings being targeted in both Maeshafn and Llandegla. As mentioned before you can get advice from North Wales police about how to protect your outbuildings with alarms and security lighting but more importantly we all need to be observant and report any suspicious I believe that the fact that so many of activity or vehicles in our area. you attended the consultation events helped our cause immensely but sadly although this particular battle may

Nature Notes having been seen in Ruthin on 10th but I had to wait until the 15th to see my first locally, along with Willow Warbler and Blackcap. However, with an almost predictable inevitability (also known as 'Sods law',) by the time the magazine was distributed bumblebees were frequent and butterflies had appeared from hibernation. By Easter Week I had seen four species of bumblebee and four of butterfly, now increased to five with my first sighting of that harbinger of spring the Orange tip butterfly, usually the first butterfly that does not overwinter as an adult to appear. The weather warmed and the woodland floor became a kaleidoscope of colour as Violets, Celandines, Wood anemones, Primroses, Speedwells, Bluebells and others rushed to flower and set seed before the tree canopy develops and cuts out the light. With the advent of southerly winds the spring bird migrants arrived. By 5th April the onomatopoeic calls of Chiffchaffs could be heard and the Wheatears were on the moors. On 8th I saw Herons feeding two week old, reptilian looking, chicks at Ellesmere where there are 12 nests, down from 15 last year. At Colemere I watched Sand martins hawking for insects over the lake and listened to the warbling song of a Blackcap. At the nearby Wood Lane reserve (accessed only with a permit and code number to enter the hides) I recorded 18 species of birds including Snipe, Oystercatcher and Common Sandpiper in a stay of about 20 minutes, but two 'birders' had logged over 30 species that morning including migrants Sand martin, House martin, Swallow, Little ringed plover, Little stint and Osprey. A Hawthorn tree at Colmere hosts Mistletoe which I first saw there about 40 years ago. Then it was just a single clump but now the tree is heavily burdened with this parasitic plant which is almost covering the tree. I wonder how many of the day trippers walking past realise that it is there. .Mistletoe grows on many species of tree with cultivated Apple (but not wild apple) being the most common followed by Lime, Poplar and Hawthorn. In the Cotswolds recently, we noted tall Poplar trees festooned with Mistletoe. A Bee fly (Bombylius major) attracted my attention. This large, hairy, gingercoloured fly resembles a small Bumblebee with a long proboscis giving it a somewhat fearsome appearance but it is harmless. If it had a sting it would be at the other end. The colouration and general appearance mimics that of a Bumblebee to act as a deterrent to predators and is known as aposematism. The Bee fly is a valuable pollinator as it probes flowers for nectar, hovering in front of the flower rather like a tiny Humming Bird, except it holds onto the flower with its front legs, Primroses being a particular favourite. It lays its eggs in flight and flicks them towards the nests of solitary bees and wasps. When they hatch, the emerging grubs enter the nests and feed on the stored food of the host insects and even on their larvae. John Almond (01352 810808
