Local News LLANFERRES OVER 60's Club At our February meeting Mr David Shiel,The Countrside Officer to the AONB gave a very informative talk on The Dee Valley Extension to the AONB, pointing out areas of special interest. By request Mr Shiel will be returning later in the year to talk about The Jubilee Tower. Cyngor y Cymuned - Llanferres From the minutes of the meeting held on 12th February 2015:- Present: Cllr. David Jones (Chair), Cllr. John Almond, Cllr. David Twomey, Cllr. Rob Armstrong, Cllr. Margaret Davies , Cllr. Yvonne Foden McCorry, Cllr Rob Jones, Cllr Adrian walls and the Clerk Mrs Gwyneth Dillon. 1. Apologies: Cllr. Jac Armstrong, County Councillor Martyn Holland. 2. Declarations of Interest: None declared. 3. Meeting open to the public for ten minutes: Mrs Helen Llewellyn asked for some advice regarding a planning application submitted for Pen Dyffryn. The Chairman suggested that she contacted the planning officer who would be best to advise her. Mr Tony King brought up the state of the Pont Y Mwynwr road to Maeshafn which had deep ruts at the sides and rain water was undercutting the tarmac making it dangerous. 4. County Councillors report: County Councillor Martyn Holland was away but he had sent a short report; a) The Highways budget has been cut from £3 million to £1.4 million on top of the overall cut of £9 million imposed by the National Assembly. Pen Y Waen will be resurfaced some time this year. b) The planning applications for the structures in Big Covert will be considered by full Planning Committee on Wednesday 18th February at 9.30am. There is a National Trust Covenant covering the area. c) He has followed up the matter of padlocks on the School gates. 5. Minutes of previous Meeting: The minutes of the Meeting held on Thursday 8th January 2015 were signed as a true record. 6. Matters Arising: None. 7. Reports from other meetings: The Chairman, David Jones, had attended

a meeting of the Standards Committee. He reported that the Ombudsman was restricted by the amount of finance available but complaints regarding 'Code of Conduct' were down on previous years. Cllr. John Almond has attended a meeting on Moel Findeg and gave a short report on the work that is ongoing there. 8. Maintenance in the Community: No matters raised at this time. 9. Red Telephone Kiosk: The Clerk, Mrs. Gwyneth Dillon, has spoken to David Shiel, Senior Warden at Loggerheads, regarding the use of the telephone kiosk at Tafarn Y Gelyn. He suggested that a small working party should be formed to decide how this could be carried forward. 10. Risk Assessment: Nothing to report at the moment. 11. Field Adjacent to the School: Councillors were shown an A1 size copy of the sign which will be displayed on the field. Two very minor alterations were suggested. 12. Training and Finance: Councillors were informed of coming training meetings. 13. Bills. HMRC £38·10; Payroll fees 2014/2015 £120´00. 14. Planning Matters: 21/2014/1451. Proposal: Erection of two-storey extension to rear of dwelling. Location: Bryn Gerllig, Maeshafn. The community Council resolved to raise no objections. 21/2014/1347. Proposal: Conversion of part of existing stable block to tearooms. Location: Glan Llyn, Eryrys. The Community Council resolved to raise no objections but would like to see some tree screening and noted that there is no information regarding 'signing'. 15. Gardening Club News Llanferres Parish Gardening Club The meeting held on Monday February 9th was the first of 2015. After the usual business the first item was the replacement of Hon Secretary and Chairman. Suzie Moore volunteered to be Chairman, Chris Smith volunteered to be Secretary and Ivy Watts had already volunteered to be Hon Show Secretary. All were appointed unanimously. The main item for the meeting was arranging the Show schedule. Under the guidance of our new Show Secretary, minor changes were made. The topics for Photography, Art, Floral Art and Handicraft will be chosen by our judges. These will be printed in News & Views as soon as they are available. During the tea break the retiring Chairman, Secretary and Show Secretary were all presented with rose bushes in appreciation of their years of service. May I, on behalf of all three, wish our new officials well for the years ahead. A change of lecture has been made for the meeting on March 9th due to the unavailability of Mr Iwan Edwards. During Lent the Daily Office will be said on weekdays. On Thursdays this will be said in Llanferres Church at 9.00 am, taking just half an hour. Palm Sunday This falls on the 5th Sunday so it will be a group service in Llanferres at 10.30 am. There will be palms and a special reading of the Liturgy with people from across the grouping taking part. Holy Week and Easter Compline, or Night Prayer, preceded by short meditation and quiet time of reflection) will take place during Holy Week across the group on Monday 30th March, Tuesday 31st March and Wednesday 1st April. In Llanferres this will be at 8.30 pm each evening. There will be a Devotional Service on Good Friday in Llanferres at 10.30 am and an Easter Day Holy Communion at 9.30 am. For details of other services please ask Church Wardens. Wendy's Shrove Tuesday Pancake Party A fundraising pancake party was held at Nigel and Wendy Shillito's house to raise funds for Llanferres church and the "Welbodi Partnership" who help to train paediatricians in Sierra Leone. It was a very enjoyable evening with seemingly endless savoury and sweet pancakes produced by a dedicated team of Daryl, Rob, Wendy and James, food supplemented by pork rolls and delicious baked potatoes and a huge variety of cakes for afters. A raffle was also held and somewhat dominated by St Berres' PCC with both the churchwardens and secretary winning prizes. At the time of going to press, just over ÂŁ800 was raised, split between St Berres' and the charity - the latter being fund matched by Barclays Bank, raising their total with other donations to well over ÂŁ1,000! A fantastic result from a most enjoyable event. A big thank you to those who helped on the day - and thanks to all the donors and people who bought tickets and attended a very worthwhile event.

Please leave donations of any requested food items in this box and replace the lid (just in case the church mice think it is for them!!) Easter Vestry Please note the Easter Vestry meeting will be held on Tuesday April 14th at 7.30pm in church. All parishioners are invited to attend this very important meeting. Vacancy! I shall be stepping down from doing this piece for the News and Views (and something similar for the Parish magazine) at the Easter Vestry. It's a pleasant task which keeps one abreast with what is going on. Local News Llanferres Village Hall The Committee is considering the possibility of toilet and / or kitchen refurbishment in the Village Hall. The current kitchen units are largely occupied by quantities of equipment and food stuffs belonging to groups who use the Hall. Some groups have been allocated a storage locker in the downstairs room, the intention being the safe storage of group equipment. Should any group still require a locker, Gilly will be happy to allocate one to your group. Any articles remaining in the kitchen after April 30th will be removed so please ensure that your property is correctly stored before this date. Similarly, all unidentified items will be removed from the cupboards and lockers under the stage. This is an attempt to tidy “stuff of ages�!

Consumption of alcohol Whilst we have amended our Constitution to allow the consumption of alcohol in the Village Hall, licensing regulations must still be followed. To clarify:1) For the consumption of alcohol in any event (public or private) permission must be obtained from the Executive Committee. 2) The Executive Committee will ask whether alcohol will be for sale during your event. 3) Once permission has been granted by the Executive Committee they will provide you with a form requiring details of the event. 4) If you intend to sell alcohol (in a public or private event) you also must apply to the licensing authority for a Temporary Events Licence, without which it is a criminal offence to sell alcohol. The Executive Committee will provide you with this form. Further details will be provided by the Executive Committee and displayed on the Village Hall notice board.

These things don't come to our doorstep very often! Glyndwr University is hosting the Methodist Collection of Modern Art from mid-January through to the end of March 2015. The collection – which has been described as the finest denominational collection outside the Vatican – can be browsed on the Methodist website: http://www.methodist.org.uk/static/artcollection/image1.htm The story of how the collection came to be is strongly associated with Wales, and is told in a new bilingual booklet which was launched at the opening event on January 19th. “Hold a Fish and Chip Supper to help spinal cord injured people rebuild lives after injury” Great British Fish and Chip Supper – Friday 15th May 2015 Want to eat Fish and Chips, while raising money for charity? Hold a fish and chip supper on Friday 15th May 2015 whilst raising awareness of spinal cord injury and supporting SIA’s vital services. You can hold a fish and chip supper in your own home, at work or hold a larger supper at your local community centre. SIA will provide a fundraising pack containing hints and tips, recipes, invitations and donation envelopes. By inviting 8 friends and asking them to donate an additional £5.00 means you will raise at least £40.00 from your supper but we will also give you additional fundraising ideas to raise even more money for SIA. In 2015 we want to make the batter matter and raise £40,000 from everyone holding suppers. Last year we raised £20,000 from the suppers. The money raised from the suppers will help the Spinal Injuries Association offer support to individuals who become paralysed and their families, from the moment a spinal injury occurs, and for the rest of their lives by providing services and publications which enable and encourage paralysed people to rebuild lives after spinal cord injury. Every year in the UK over 1,000 people experience a spinal cord injury and there are an estimated 40,000 spinal cord injured people in the UK alone. We are also encouraging people who work to hold a Fish and Chip Lunch in their work places to raise even more funds. A Llanferres Fairy Tale Lead mining played an important part in the history of Llanferres Community. Maeshafn village was developed to house miners who worked in the famous Maes-y-safn Lead Mine. This mine extended for some 1400 yards from the bank of the River Alyn eastwards under the village and then under Moel Findeg. There were also other less important mines in the area. This tale concerns the Waenlas lead mine which lies mainly under Big Covert to the south of Maeshafn village. There are many stories about mining fairies and how they attempted to guide miners to a rich lode of metal ore. It is alleged that they did this by knocking on the walls of a mine and were therefore often referred to as the "knockers". About 135 years ago Mr Warrington Smyth, a well known mining surveyor, was surveying the mineral veins in our Community for the Ordnance Survey. He fell into conversation with a local resident who told him this story. The man's brother, who was the parish clerk, had been working late at harvest one June day and sat down to rest by a hedge after sunset. In the bright moonlight he suddenly saw a wooden ladder protruding two or three feet above the grass. A mining fairy,

complete with a small pick over his shoulder, slowly climbed up the ladder, stepped off and crossed the field to the opposite hedge. At this point the fairy disappeared and was never seen again. The spot that the mining ladder had been seen was close to the hedge adjacent to the main road through Llanferres village. On the strength of this vision local people were prepared to sink a mine shaft on the very spot. They discovered indications of lead ore but not enough to warrant further effort or expenditure. They had apparently discovered the extreme western end of the Waenlas lode. The mineshaft was capped when the main road was realigned in the late twentieth century. The shaft is now under the road.

A note from your County Councillor I have just returned after a couple of weeks visiting my mother in Florida where the weather was unusually cold. Temperatures ranging from 70 degrees one day to 38 the next. I am amazed that we have not received the tail end of the severe snow storms that have hit North Eastern America and let us hope that spring is just around the corner. Many residents from both Llanferres and Maeshafn have raised concerns about the ongoing developments in the Big Covert. The wood is being sold in relatively small plots and some of the new owners have been erecting buildings and other types of structures on their recent purchases. At my request the county asked all these developers to submit retrospective planning applications and at a formal meeting of the planning committee last Wednesday those submitted were refused. They were refused on the grounds that they were not for the purpose of forestry maintenance and because of the visual impact on the AONB. The applicants have a right to appeal and it is important that we now lobby our Assembly members to tighten the planning laws in relation to permitted developments in woodland in Wales. As I have reported in previous copies of News and Views the Welsh Government are planning to reduce the number of County Councils in Wales as a result of the Williams

report which they commissioned. Their original suggestion was to reduce the counties from the current twenty two to ten or twelve and we were encouraged to look at voluntary mergers with neighbouring authorities. Denbighshire and Conwy agreed to such a merger and work had begun on a business case. I raised concerns at the time because the minister appeared to be giving out different signals with off the cuff comments about a maximum of six authorities across Wales. I was concerned that we may have been wasting tax payers money working towards a merger with Conwy if the Welsh Government had other plans and it now appears that I was correct as the minister has rejected our proposals for a merger. I wish that the Welsh Government would make up its mind and share its plans for local government with the rest of us. If I was a betting man I would put my money on a return to Gwynedd and Clwyd with many services being transferred to Cardiff where they would be administered by an increased number of Assembly members. The changes will not finish there. Only this week I took part in a meeting where we were asked about the future of Community Councils. The Welsh Government are suggesting that community councils with a turn over of less than two hundred thousand pounds a year should be merged and this would mean that only the larger town councils would survive. Are we going back to very large County Councils

Finally there has been some good news with a local gang of thieves being arrested in connection with break ins in our area. Sadly in the last week there have been a number of thefts in and around Llanarmon from sheds and vehicles and so we still need to be on our guard. Nature Notes As we pass what Christina Rossetti called the 'Bleak Midwinter' one is inclined to regard the countryside as very quiet with not much to see but I always find this not to be the case for even the most mundane can be interesting. On a recent walk my attention was quickly attracted by drifts of Snowdrops and a carpet of Lesser celandine (Eirlys and Llygad Ebrill respectively in Welsh) and I speculated on the different reproductive strategy of plants. Lesser celandine is heliotropic, that is its flowers always face towards the sun (Sunflowers, as the name implies, being a prime example) but quickly close up when clouds obscure the sun or rain is imminent. Snowdrops have hanging heads to protect the pollen and nectar from rain. Both are pollinated by small insects that we are mostly unaware off. Hazel, also flowering at the moment, rely on the wind to carry the pollen from the male catkins to the diminutive, inconspicuous, red female flowers lower down the stalk. Incidentally, the Celandine was William Wordsworth's favourite flower - in 'To the small celandine' he wrote "There's a flower that shall be mine, 'Tis the little Celandine". As I walked along, a Dunnock flitted along the top of the hedge, always keeping about ten metres in front of me, a pair of Blue tits came out of the hedge but quickly dived back in, a Robin rose from the path to fly away and a bevy of Chaffinches disported in a tree top before dropping into the grass at my approach. A Dog rose bush was still festooned with hips, now mostly turned black, and I wondered why something so rich in sugars is unattractive to birds.

At the river a Dipper left its midstream rock and flew away on whirring wings. Under the bridge, I noted its last year's nest tucked in a crevice close to where I have seen Grey wagtails nest and a shelf just above the water level showed Otter 'spraints'. Further along the river bank, a dead Alder tree was peppered with small holes made by a Great spotted woodpecker extracting insect grubs. Alongside, a healthy Alder was hung heavy with last year's cones. I believe the Alder is our only native, cone bearing, deciduous tree. Nearby, golden Lichens sporulated on the branches of a dormant Hawthorn and later I saw glaucous Lichen doing the same on a dry stone wall which it shared with several species of moss all looking magnificent at this time of year. A farmer spread manure on one of the fields and within two or three minutes of him leaving with his tractor and 'muck-spreader' over eighty Common Gulls came drifting in, accompanied by forty plus assorted Corvids, to search for titbits in the effluent. At the sound of the returning tractor they all departed again. I progressed into the woodland to examine some Rhododendrons and realised how much they had spread over the years. Rhododendrons smother other plants, have adverse effects on them(known as allelopathic interaction), inhibit germination by causing direct poisoning from phenol production or preventing mycorrhizal development on the roots of other species. There was so much, much more to see but space inhibits me from mentioning them all.
