Welcome Welcome to the November edition of News & Views. This month we have an interesting centre page spread of pictures from Loggerheads Garage, with their staff taking part in their excellent ‘wear it pink’ day in October. The school also needs your help to win some additional funding in November - see page 7 for details. Charlotte has managed to secure some additional training in the use of the defibrillator - so if you missed the first sessions, there’s another chance on November 15th - see page 5. We’ve included a small envelope with this month’s News & Views should you wish to make a donation to help ensure its future. Any amount is appreciated. Annual costs to produce the magazine are around £3000, but all labour is voluntary -
including the many willing and very able distributors! Any finally, risking a pre-watershed mention of the ‘C’ word. Local News LLANFERRES OVER 60's Club In October Morfudd Shawcross gave a most interesting talk about her life. She told us of her young days, brought up in a large family in Gwernaffield by God-fearing parents, when her interest in music began. Since then she has been a teacher and travelled the world. She began her talk by saying that she had enjoyed her life and so she has. On November 14th we will hear about the Vincent-de-Paul charity for the homeless. Join us if you can at 2pm
Basic Life Support Training After the success of the last Life Support Training I have arranged a further session on:
Wednesday 15th November 7pm to 9.30pm in Llanferres Village Hall. Tomos Hughes from Uwchaled Community First Responders will be providing the training, which will cover CPR and defibrillator use. There will be a recommended donation of ÂŁ2 to cover travel costs. Local News Llanferres Parish Gardening Club The meeting held on Monday 10th October 2017 had Adrian C.L. Jones as its guest speaker. Adrian works for the North Wales Wildlife Trust and in now the leader of the “Beaver Return to North Wales” project. In a well-illustrated talk, Adrian spoke of the history of the Beaver in Wales and its demise in the Middle Ages as Beavers were hunted for meat, fur and their scent organs – these last to produce castor oil. Projects across countries such as Russia, Bavaria and Sweden have been shown that Beavers improve water quality, help to prevent flooding and boost biodiversity. Adrian had included photographs of the projects in these countries and showed the life, habitats and benefits that Beaver reintroduction could have. This was an insight members approved of but admitted had known little before. Another excellent lecture and one presented by Adrian who is deeply involved in the project. Our next meeting will be on Monday 13th November when we will have our Annual General Meeting, followed by a Members’ Buffet.

Baby and Toddler Group 9.15am to 11.15am every Tuesday during term time. 50p including a drink and biscuits. We encourage parents and grandparents of babies and toddlers to come along. It is a good way for the children to have a play while getting to know those they may start school with and also to meet other local parents.

Harvest Services Thanks to everyone who helped to decorate the church for the Harvest service. The food donations will be taken to the Flintshire foodbank in Mold. Remembrance Sunday The Remembrance Sunday service is on Sunday 12th November starting in church at 10.15am before everyone makes their way up to the memorial stone for 11am. St Berres' Day Service The St Berres' Day Service will take place on Sunday 19th November which is the actual anniversary this year. Please join us to celebrate our patron's day with a special service and a glass of wine afterwards. Please see service times above for the timing of the service. Work on Gravestones A number of gravestones in the new burial area have tilted over the last few years and we are hoping over the next 12 months to undertake restoration. Similar works are also being considered in the older section. If anyone has any questions or concerns please contact a member of the church committee. Church Committee Meeting The next Church Committee meeting is on Wednesday 15th November at 7.30pm in the New Rectory. Pews for sale We have two approximately 8 foot church pews for sale. Cyngor y Cymuned - Llanferres Minutes of the GENERAL MEETING Held Thursday 12th OCTOBER 2017 Present: Cllr. John Almond (Chair), Cllr's Bob Barton, Rob Jones, Ivy Watts, Allan Morgans, Jac Armstrong, Isla Watts, Cllr Martyn Holland and the Clerk, Mrs. G Dillon. There were no Members of the public present. Apologies: Cllr Michael Cordiner Declaration of Acceptance of Office - Mr. Jac Armstrong signed the Declaration of Acceptance and can now be addressed as Councillor. Meeting Open to the Public - no items raised. Declarations of Interest - the Councillors were reminded that they should declare an interest at the commencement of the Meeting should any item on the Agenda be prejudicial or if they should have a pecuniary interest. Declarations of Interest - none declared. Co-option Notice - No applicants. It was agreed to ask for a repeat inclusion into the News & Views. Minutes of the Meeting Held 14th September 2017 - these were accepted as a true record and signed by the Chairman. Matters Arising - Cllr Almond had posted additional photographs of the community to Cadwyn Leader (Sarah Jones) for inclusion into the Information Boards. There are no complete drainage plans to hand for Tyn Llan. A date needs to be set to review these. Cllr Barton confirmed that he has carried out maintenance on the Notice Board at Pant Du. County Councillors Report - Cllr Holland had circulated a Report prior to the Meeting.

1) Cllr Holland attended a meeting with the Trunk Roads Agency and the AM Darren Millar on the 27th October to discuss the request to reduce the speed limit through Loggerheads and place double white lines from the Clwyd Gate to the first Llanarmon Yn Ial turning. 2) The Boundary Commission are looking to review the boundaries of County Council Wards in Denbighshire. No Ward should have more than 1500 electors and none less than 1000. There are two Wards in the County with more than 1500 electors and ours is one of them. The neighbouring Ward of Llanbedr has less than 1000 electors. The review is ongoing with a consultation exercise being undertaken. 3) Community Councils are being revisited under a separate review, undertaken by Denbighshire on behalf of the Commission. A Report will be issued in the New Year. It is hoped that changes will be implemented before the next County Council Elections. 4) The Welsh Government Minister with responsibility for Superfast Broadband has agree to attend a Public Meeting in the Ward on the 7th December. Details to follow. 5) The Country is looking for two Gypsy Sited in the County one for travellers and one permanent site. 6) Cllr Holland has asked the County Highways team to look at the accident history relating to 'S' bends near Maeshafn after a spate of recent accidents. This with a view to installing some form of safety barriers. 7) Another sheep has been attacked on the open heathland on Moel Famau.

8) Cllr Holland has been appointed as a representative on Cadwyn Leader. (Cllr Holland sends his apologies for the November Meeting as he will be attending the County Sports Awards evening. Reports from Other Meetings - Cllr Barton will make a full report on the One Voice Wales AGM held in Builth Wells and the Area Meeting held in Penmaenmawr. Presenting the External Auditors Report for Approval - the External Auditors Report was circulated to all Councillors for their information and action. The Annual Return was a qualified Return and requires the Community Council website to be updated to meet the requirements of the Local Government (Wales) Act 2013 Section 55. Matters are in hand to rectify this with an information form being completed by each Councillor to indicate contact detail. The Community Council has approved and accepted the Annual Return for 2016/2017. Bills Clerk's Salary(Oct) & PAYE £214.35 OVW (Finance Course) £40.00 (Clerk) Llanbedr Community Council (p/t AGM/Meeting)£40.00 (Cllr Barton) Defibrillator Cabinet £598.80 Christmas Lights for Maeshafn £511.77 Llanferres News & Views £450.00 Maintenance in the Community a) The water fountain is not working and will need maintenance before water is shut off for the winter ongoing. b) The Telephone Kiosk - Maeshafn. Information regarding the paint has now been received. The Kiosk has been cleaned in preparation. (Cllr Allan Morgans).
c) The swing seat in the play area (Maeshafn) requires replacement. (Mr. Brian Davies). d) The mower shed roof will be repaired in two weeks. e) The perimeter wall to the play area will be repaired in approx. four weeks' time. f) The footpath sign has still not been repaired (reminder to Flintshire). g) Cllr Morgans has put one coat of varnish onto the Noticeboard in Maeshafn. Red Telephone Kiosks - see previous discussions. Memorial Stone - no update. Memorial Service to be arranged for November. Risk Assessments Financial - the Bank Reconciliation Statement for Month was circulated. No risk raised. Maes Ysgawen - field has now been cut and everything is looking neat and tidy. Maeshafn Playing Field - a date is to be arranged for Motor Mower Training and as mentioned previously a replacement swing seat. No news with regard to ownership. Maeshafn Christmas Lights - now authorised, with the lights on order. Resolved: to give delegated powers to pay the electrician for installation, if required. MADRA have contributed £360.00 towards the payment of installation. Training & Finance Issues - Llanbedr Community Council and one other have agreed to share the cost of Cllr Barton attending the AGM for One Voice Wales and a Training Course. Llanbedr have submitted an Invoice for payment for a third of the cost £40.00 Agreed.

The Clerk has attended a Finance Training Course in Coedpoeth on 26th September 2017. Planning Issues 21/2017/0928 Location: Demolition of Porch and Erection of an Attached Garage Location: 16 Rectory Lane Llanferres Following a discussion, the Community Council would comment as follows: No objection to the building of the garage, although there was no engineering report with the documents presented. There is concern, however about the height of base as this is a shared access and no reduction in the height would cause problems for a neighbouring property. Correspondence list - items of correspondence were discussed as above. Also a) Notification of the proposed Standards Committee Appointments b) Information regarding the consultation document in relation to the
Independent Remuneration Panel Annual Report. c) Welsh Government - Budget and Welsh Tax Policy Report. d) Guidance for Principle Councils on the Review of Communities. Presentation of the Electoral arrangements for Denbighshire 17th October 2017. Councillors to attend. Other Matters Brought to Councillor's attention: Pen-y-Bwlch - gorse is causing a site obstruction on the highway on the bends down to Llanbedr. There have been incidents of dog fouling near the river in Maeshafn. Date of next Meeting: A General Meeting is scheduled to take place on Thursday 9th November 2017 at 7:30 pm in Llanferres Village Hall. Following last month’s exciting fund- night - hugely reducing congestion at raising event, - where an amazing £1000 was raised towards The Carnival 2018 Fund, the month of October has been quietly concentrating on forward planning.

Also, I will attempt to sell The Lottery Bonus Ball (drawn on Saturdays only) for the 5 weeks of December!! For £5, a number ( 1 -59 ) can be secured for the 5 draws -

with the chance of winning 5 times!! The Bonus Ball drawn each Saturday will award the winning number £35!! The remainder going towards Carnival Funds (£29 each week!!). These two exercises will not only boost the fund by a potential £200 but will award lots of other winners too!! Exciting!! Another 'budding' fund-raising idea is to organise a Winter Walk in Wellies with Woofs / Treasure Hunt possibly Jan/Feb - this is more to upkeep Carnival profile than to raise mega bucks!! However every pound raised will be very much needed - and appreciated!! Will keep you posted as/ and if, idea flourishes! During October, liaison has begun with Ysgol Bro Fammau with a view to attracting potential candidates for our Carnival Queen/King and attendants. Mrs Knight (Headmistress) is confident there will be much interest amongst the children - we just need to sort how to inform, decide and award positions fairly!! Also, huge thanks go to Olive Parry for information given, leading to the unearthing of fabulous past Carnival archive!! Hopefully, all of this will be on display at the Carnival!! As a thank you, Olive has been invited as a V.I.P. to the Carnival

Local News A big thanks from the LPFRA to all the volunteers that came over to the Park to help tidy up on Saturday 30th September. It was so nice to see so many people and children. Without all the hard work and effort the park would not be able to stay open for all our Dan, LPFRA community to use.
The new Mr and Mrs Lewis would like to thank all their friends and neighbours in Llanferres for their kind gifts and good wishes in the occasion of their recent wedding.
Unfortunately the Park display board was a victim of Hurricane Ophelia on October 16th. Thanks to Gareth Jaggard for clearing things up so quickly and enabling the Park to reopen.

Ysgol Bro Famau News Newyddion Ysgol Bro Famau What’s been happening at Bro Famau? Welcome back after the summer holidays, although they seem like a distant memory now! Our Year 6s have moved on to High School and we are thrilled to welcome our new Nursery children and other new children and parents to our ‘family’ at Bro Famau. We very much look forward to an exciting year.
Well done to our Cross Country Team who took part in the Junior Cross Country League competition. Well done all of you! Working hard during TASC (Teaching in a Social Context) week. The children prepared lots of projects to share with parents.

Well done to our School Council for arranging a wonderful Macmillan Coffee Morning. We had lots of visitors who came to school to eat cake and to support this very worthy cause. We raised over ÂŁ200. Da iawn pawb!
Children learnt all about keeping safe during Safety Week. They learnt about how to do CPR and had a practice on Baby Annie. They also went to Dangerpoint and found out more about keeping safe in everyday situations.

Congratulations to Mrs Davies and all the children who worked hard towards achieving the Phase 4 of the Denbighshire Healthy School Award. There was a lot of work involved. SHARE UPDATE
As autumn starts and winter approaches, SHARE’s thoughts turn to how best we can continue to help refugees who are still held in various camps across Europe. Thanks to some very successful appeals for specific items, we have recently sent a van load full of tents, thermal suits, blankets, clothing and toiletries to Calais, via MerseyAid. We have also delivered more essential items to CARE UK Charity Refugee Aid NW, where they have helped to fill yet another container on its way to Syria Our current appeal is to provide desperately needed aid to House of Humanity in Lesvos. Our first van load will have been sent by the time you read this update, but the situation here is very bad – children wear nappies made from plastic bags and families sleep outside with little cover and no blankets. ‘A walk on the Wilde Side’ I've spent a lot of time watching my bird table in the past few weeks. The nuthatches, (different parts of the country have local names, such as woodcracker, nuthack, and nutcracker), have been very busy taking seed away. Once they have reared their young , they will start storing food to see them through the winter months. They will have several stores , some of which are raided by woodmice, which keeps the birds busy. They will also push acorns and hazel nuts into crevices in the bark of trees. This handsome bird with it's bluegrey upper parts to it's buff underparts and broad black eye stripe will brighten-up any garden. Very agile the nuthatch is only British bird which is able to go headfirst down a tree-trunk, as it searches for insects.

The nuthatch is a good bird to have in the garden, as I have seen them hovering like a hummingbird to pick aphides off roses and other shrubs to take to their young. Although widespread throughout most of England and Wales, they are not present in the North of Scotland and in Ireland and they don't travel far from where they were hatched. So their spread north is slow. But as more mature woodland becomes protected, the future of the nuthatch is looking good.

A note from your County Councillor It is now mid October and the supermarkets are full of Halloween goodies, fireworks for bonfire night and everything from Christmas puddings to Christmas presents. At County Hall it is sadly that time of year when Welsh Government tell us how much they have cut from our Revenue Support Grant (funding to local Authorities) and it looks as if once again we in Denbighshire will be facing some difficult decisions. Councillors have received our first budget briefing and we have managed to save a further ÂŁ1.8 million a year by changing the way we repay our long term borrowing. Over the next two months we will be looking at ways to reduce our expenditure or increase our income before we set the budget in the new year. Most councils are already anticipating a large increase in council tax something we in Denbighshire have tried to avoid over the last five years. As the process evolves I will report back to you all through News and Views. The Welsh Government have also returned to the subject of local government reform and representatives from the Electoral Commission attended the full council meeting this week to explain what this would entail. There will be no change to the number of county councils in Wales but they are looking at the numbers of voters each councillor represents and they are recommending that each councillor should look after
approximately 1500 electors. There are two wards in the county where the number of electors exceed 2000 and there are three wards where the number is 1200 or less. For example Llandrillo has 996 voters and our ward, Llanarmon Yn Ial/ Llandegla has 2021. If the review goes ahead it may involve Llanferres moving into the Llanbedr ward where the current electorate is only 1229. The consultation process will start on November 1st until the 23rd January 2018 and draft proposals will be then be published for further comment. The Commission will then implement any changes in time for the next local elections in two thousand and twenty two. If you want to comment you can take part via the Local Government Democracy and Boundary Commission for Wales web site after the 1st November. Please also let me know how you feel about this issue. As the commission do not expect any big changes in Denbighshire I do question the need to undertake such a large review and the costs involved when we are facing such difficult financial times. There are also plans to review Community Councils but this will be undertaken by the County Council with Boundary Commission guidance. I will let you have further details in due course. Some of you may have read in the press about an overspend on the new car park at the Loggerheads Country Park. I had asked for this project to be called into Scrutiny because of my concerns about the way the new

A note from your County Councillor entrance was designed and the fact that I and others felt that it would not accommodate buses. The new entrance had to be demolished and rebuilt at a cost to the tax payer!! Officers also explained that every project had a built in contingency figure but on scrutiny I felt this was very high for this particular project and I also asked when did a contingency fund become an overspend. I hope that this principle will be taken into account when costing other County projects in the future. On October 27th I am meeting with the Trunk Roads Agency and our AM Darren Millar to look at the speed limits though Loggerheads and our concerns about the stretch of the A494 from the Clwyd Gate to the first turning for Llanarmon Yn Ial. Again I will report back in the next addition of News and Views. A new team are going around the county patching our roads and after my trip around the ward with our chief highways engineer I hope that the pot holes etc on the Tafarn Y Gelyn to Cilcain road are now on the list.
At last the Welsh Minister with responsibility for Superfast Broad Band has agreed to attend a public meeting in the ward on the 7th December. As you all know I have been trying to arrange a meeting for sometime and I hope that she will be able to answer some of our questions about the current roll out and future proposals and developments. Again further details about the time and venue will follow. Concerns have been raised about accidents on the "S" bends by the old Aberduna quarry and I have asked the county to look into this. The county are also going to replace the give way sign on the green triangle in Maeshafn and they are asking Flintshire to replace their tourist route sign with a smaller version. The First Great Depression Readers will no doubt be familiar with the Great Depression of the 1920s to 1930s but will be unaware of the First Great Depression of 1873-1896 which had a profound effect on the lives of the population in our area. As we shall see there was no one single cause.
payment. This reduced the financial pressure on the farmers. The Maes y safn lead mine was taken over by John Taylor and Sons, the famous mining engineers, in 1861. (Maes y safn was the original spelling for Maeshafn.) Their operation was remarkably successful and by 1870 about 400 miners were employed in the mine. At that time it was the largest employer in the district. The mine closed suddenly in 1870 as the costs rose and the practical difficulties increased as the mine went deeper. However, Mr E J Bartlett, a stock and share dealer from London, together with his friends decided to go against the trend and to invest in mining in north east Wales. They re-opened the Coed Cynric lead mine at the S-bend near Maeshafn in 1872. This gave welcome employment to about 40 men who had formerly worked in the Maes y safn mine. However, the fall in the price for lead (ÂŁ23/ ton in 1873 to ÂŁ12/ton in 1883) resulting from cheap imports from Spain (the largest producer of lead ore in Europe), and elsewhere, led to the mine finally closing in 1884. Mr Bartlett, who had invested heavily in this and other lead mines in the district, was declared bankrupt in the same year. By this time over 130 lead mines in Great Britain had closed. Very few were to re-open in more favourable times.
The two major sources of employment in our parish at that time were agriculture and mining. A succession of poor harvests and the introduction of cheap corn imported from America had a devastating effect on farm income. In a time of falling incomes farmers were burdened with paying rents to their landlord, tithes to the tithe owner, wages to their labourers and finally, the local rates. In at least six parishes in Denbighshire it was reckoned that the agricultural rents were too high (by up to 30%) in view of the farm's income. By 1880 local farmers were unable to pay their rents and local landlords were forced to reduce them by giving rebates. Thus Mr Potts of Glan'rafon rebated 5%, Messrs. Thompson, of Preston, rebated 10% on their farms at Gwernymynydd and Cilcain and the Davies Cooke family rebated 10% on their farms. The necessary payment of tithes to the church became increasingly unpopular despite the fact that the tithe was related to the farm income and therefore reduced in straitened times. The matter came to a head and a "Tithe War" broke out with farmers refusing to pay the tithes even when offered a reduction of 10%.
