Cetis Bus Station could open Summer 2016
The president of the Consell of Ibiza, Vicent Torres, maintains his objective of reopening the Cetis bus station before the summer, based on the good progress of current negotiations with the mayor, Rafael Ruiz, and representatives of the concessionaire. Vicent Torres explained "the goal is to have it open and operational for the season. I hope so. I think it's feasible, if we all play our part. " The president of the insular institution explained that at present work focuses on three fronts. The first is setting parameters of safety and operation of the station; the restructuring of rates, so the customer does not pay a higher bus fare - "This is a topic we are discussing, but Town Hall must resolve this" Torres said. And, thirdly, attempts to remove the legal tangle created by the former Government team which have complicated the whole situation. The Mayor of Vila, for his part, said that the Town Hall, the Consell and company hold meetings "almost every week". Rafael Ruiz expressed the need for “flexible positions in order to have the station open as soon as possible", since that was the commitment of his party in the previous elections. When asked what should constitute such flexibility, Ruiz referred to “the rates, security and legal reports made by the lawyers of the Consell…. everything is tainted by the gibberish left by the previous party. And when there is that much gibberish it is difficult to disentangle” added the Mayor of Ibiza. We asked Ade Harris, developer of Ibiza Bus route and timetable app, and goto person on all matters Bus, what he thought of the news … “Obviously it's good news that the bus station will re-open as its been a farce right from the start but the fact that they are having to discuss safety & operations on a bus station that was already in operation questions how it was allowed to open in the first place. Secondly, re: fares, I think we all fully expect the rates will go up - its a perfect opportunity for the operators to raise the price, so I would want guarantees on fare capping across all the routes. The fear I have is that again they will leave it to the last minute to notify residents & tourists of changes & that like last time they open right in the middle of the season. On that topic I would like to make a comment on the lack of communication of timetable changes. For example last week the 12A & 12B times & routes were changed because of the Jesus roadworks and made obvious on their website, but the Ibiza Town to San Miguel route were also changed without any noting of the fact - if they adopted my app or made it more obvious, I would send out an immediate push notification to every user. If you can't rely on bus timetables, users won't use them... The fundamental problem with the public transport system here is that it isn't "public", it's run by competing private companies and add in another private company running the bus station they all use, the Consell, town halls and it's a recipe for confusion and disagreement”. We appreciate Ade’s expert input—and ongoing commitment to making life easier for Ibiza’s public transport users. Whether a regular or occasional bus user, you will find his app very useful. See screen shots for an idea of its scope. http://ibizabusapp.com/
The Guardia Civil have again reviewed a specific plan to combat the robberies which have taken place this summer in homes around the island, emphasising their efforts are still active. So far there have been 7 arrests, with 5 of those already in prison and they have identified a further 43 people. In a statement issued this week, they have deployed members of USECIC and ROCK agents specifically trained in combating this type of crime and following a field survey carried out by the team, 28 checkpoints have been identified in order to detect the places of “greater operational interest”. Since 1st December they have been out “diagnosing” the situation, identifying more susceptible areas and establishing "guidelines and deployment procedures" for local agents. As for the detainees, six have been arrested for robbery and the latter for receiving stolen goods.
Return of the Bastion of Sant Jordi The tenders committee of Ibiza Town Council have examined four technical proposals for the restoration of the Bastion of Sant Jordi within the Dalt Vila. Then first deputy Mayor, Alfonso Molina, stated that technicians and experts in heritage will now analyse and evaluate each of the projects. The works are valued at 402.973€ with the town hall providing 124.983€ and the Ministry of works providing 277.929€. The project itself involves demolishing the modern buildings which cover the original structures, removal of part of a water tank installed years ago in the centre of the stronghold, some paving and reparation. The successful company will have one year to complete the works.
New cancer association to care for children La Asocación Pitiusa de Ayuda a Afectados de Cáncer (APAAC) is a new association that will assist families with children suffering from cancer. Lluís Cros, their spokesman explained they have reached an agreement with Aspanob – the current association aiding families on the island. Aspanob are not based in Ibiza however do have volunteers organising charity events such as the one due to take place on Sunday in the tent of Sant Antoni. Whilst the agreement has not been officially signed with Aspanob due to their need to travel to Ibiza, the new Association can already cater for families in need. They are able to offer the same services as adults affected by the illness and their families including financial aid to meet the costs of travel for medical reasons and social workers. Anyone in need of the services of APAAC can attend the premises of the Asociacion de Vecinos de Es Pratet (in the old plaza de toros) in the mornings to get an appointment or visit their Facebook page.
Sanchez Salon Owner Home Robbery Entrepreneur Toni Sánchez is recovering after two masked men entered his villa in Santa Gertrudis on Saturday night where they attacked him, stole electrical equipment, a small sum of money then fled, reported the Guardia Civil. Sanchez, a 52 year old Spanish national and owner of the chain of hair salons that bear his name (three in Ibiza) and Madrid, called the Guardia Civil following the attack and was taken by ambulance to Can Misses. He is reported to have received numerous stitches to his head, although Ib-Salut would not provide any medical report because the case is part of a police investigation. A spokesman for the Guardia Civil has disassociated the event from the wave of robberies involving isolated homes on the island.

Friends of the Earth Mayor No To Motor Park Back Tourist Tax The proposition of a motorsports track to be built near the airport has met strong opposition from the Mayor of Sant Josep, Josep Marí Ribas, Agustinet. He has rejected the idea stating that “nobody has informed the Corporation of this project; no opinion was asked formally, no documents presented to the Council, nor anything informal; in any way”. The promoters of Ibiza Motor Park, the Automobile Club Ibiza say there is a willingness in the Council and the insular director of sports Fernando Gomez admitted it “could be the perfect solution” to the difficulties faced in choosing a suitable area for the track. It would appear the promoters are being advised to look at alternatives, with the Alderman stating ‘the area is already
San An Police Lacking Seasonal Cheer According to sources close to the body, discontent is growing in the Local Police station of Sant Antoni, due to the lack of resources with which they work and the poor response to the new municipal officials. As reported in Wednesday’s Diario de Ibiza, Officers claim they have a lack of winter clothes and half of their cars are not working, among several other issues they currently face. The Councillor of State, Aida Alcaraz admits they inherited a difficult situation, with supply contracts going unprocessed. The police have made claims that they do not possess the correct winter clothes and are currently forced to wear summer uniforms despite of the recent bad weather. According to Alcaraz, former municipal managers were not processed the corresponding contract, which must go to tender, and following the change of government is taking its course. They hope to close the new contract "in the first quarter" of 2016, and are giving assurance that the Personnel Board have been informed of the situation.
Friends of Terra have presented a claim that tourism tax will be good for our islands stating that funds raised through the tax should go exclusively towards measures to protect and improve the natural, rural and marine environment as well as the recovery and rehabilitation of historic and cultural heritage. The idea is an interesting proposition but may not be enough to be added to the draft law (it is proposed to invest in the promotion of sustainable tourism, sector training, research, etc.). Friends of Terra also requested there be a new section within the law on transparency in the use of the money raised, with detailed data of funded projects available to the public through a website.
Meanwhile, he adds, “if any agent requires clothing they will be provided with what they need” Reportedly, two of their patrol cars have been inoperative for a long time, one of them for months due to lack of funds for its repair. This has left them with only two units for patrol. The Councillor admits he was starting to buy more vehicles this year, but had to reallocate the money because of the precarious state the accounts were found in. He also ensures that the budget for 2016 is planned to invest in increasing the police fleet. With regards to the lack of boots, he regrets that nothing has been done on this matter stating "I do not understand why no one has come to me asking me,". The Sa Coma target range has also been criticised, with agents complaining at the state of the former military camp and the fear of bullets ricocheting and causing injury to them. The Councillor explained that a contract had been agreed to use the area of Cap Martinet, but when they had drafted the new agreement in October, the installation managers explained that it could only be signed "by calendar year and not guaranteed for use in the two remaining months of the year". Sant Antoni chose to save 3,000€ "which gave the former military firing
am optimistic about the outcome of the elections we have a strong party structure and a vision for the future”. Majoy, who has come under fire from the opposition parties for refusing to take part in televised debates went on to talk of the PP’s commitment to "do things right, and with common sense”. He also expressed his "total and absolute support" for the tourism sector in the Balearic Islands and Spain. The PM said he does not like green taxes because "it gains absolutely nothing and it is wrong." Also speaking the head of the PP’s Balearic list for the Congress of Deputies, Mateu Isern, said that thanks to their work “Spain has gone from
being a bankrupt country to a country that builds trust for the future throughout the whole world". Meanwhile the PSOE and Podermos have intensified their attacks on the Government record, also continuing to claim that they will be victors in the general election as they were in the Municipal elections earlier this year. The general election outcome has been confused further by the emergence and rapid rise of the Ciudadanos party. range." Sources also criticize that, with these shortcomings, the Government team has chosen to invest 58,000€ in a new position of trust to the police station, rather than meet their needs. To show this discontent, only eight officers attended the presentation of the new Technical Director of the Police, Angeles Gallardo, although all (approx. 50) were invited. The council admits that "the communication of the presentation was not right", although they felt the event was attended by "a sufficient number" of policemen. Police car sits awaiting repair

Ibiza’s Wine, 5 Minute Masterclass History ..
Vine growing and wine production on the island of Ibiza date back to the 7th century B.C. during the period of Phoenician activity there. Drinking vessels and amphorae have been found from the period that were used by the Phoenicians for storing Ibizan wine. According to Juan Piqueras (1986), during the Punic period, most wines consumed on eastern mainland Spain, in what is now known as the Valencian Community, were transported there from Ibiza in Phoenician amphorae. In Punic times the inhabitants of Ibiza had quite a good knowledge of vinegrowing and wine-producing techniques, to the extent that, according to Pedro Saez (2001), it was the islanders who introduced viniculture to nearby mainland areas. The presence of Romans on the island led to improvements in vine growing and wine production, with the introduction of new growing techniques and improved winemaking systems. The 19th century was the peak period for viniculture. In 1862 France, a leading producer and consumer of wine, was plagued by philoxera. As a result, the country was forced to import massive quantities of wine. Given Spanish wines' reasonable prices and the ease with which they could be sold for distribution in France, this represented a big boost for the sector. According to information recorded by Archduke Louis Salvator, in 1867 there was an important vine-growing and wine-making business on Ibiza, with vines covering an area of over 45 hectares and wine production reaching a figure of 232 hl. In the late 19th century philoxera began to appear in the region, killing off the vines. This, plus EU incentives to pull up large num-
bers of vines in exchange for subsidies, has greatly hindered the recovery of the vinegrowing and wine-making business. Even so, Ibiza's agricultural workers persisted throughout the 20th century, continuing the business up until the present day. Proof of this is the "Sant Mateu Wine Festival", held in December in the town of San Mateu. At the festival, which is attended by people from all over the island, vine-growers present the new young wines. However, it was not until the 1980s that the real wine revolution began in Ibiza, when two wine producers who grew their own grapes decided to place their bets on quality and invest in modern technology for their wineries. An important landmark in the history of Ibizan wine is November 15th 1996, the day when the Government of the Balearic Islands approved Decree 197/1996, by virtue of which the vinegrowing region of "Ibiza" was created and use of the Ibiza regional wines indication was regulated. In the year 2003, with the promulgation of Decree 54/2003, which repealed Decree 197/1996, a new regulation was passed regarding the use of the "Vino de la tierra de Ibiza" indication. This incorporated the possibility of wines made with one single variety of grape, using Cabernet Sauvignon, Merlot and Syrah for the reds and Malvasía and Chardonnay for the whites. At present only a limited number of wines are produced with the Ibiza regional wines indication. Consequently they are directed at a select group of clientele and are not easily available in all markets.
Geographical & Climatic
The island of Ibiza is characterized by two groups of mountains rising no higher than 500 metres. In the mountains that form these two ranges there are little valleys that are well suited to the cultivation of vines. Formed by limestone, dolomites and loams, the land is mainly composed of reddishbrown clay soils with a horizon with a chalk crust. This wine-producing region has a dry subtropical Mediterranean climate, characterized by many hours of sunshine, hot humid summers and winters with mild temperatures. It has a low rainfall, concentrated in the autumn months.
Grape Varieties
Reds: Monastrell, Ull de Llebre, Cabernet sauvignon, Merlot, Syrah. Whites: Macabeo, Parellada, Malvasia, Chardonnay, Moscatel de Alejandria, Moscatel de grano menudo.
Characteristics
From among the different wines with a Ibiza regional wines geographical indication, we should highlight the reds made with Monastrell grapes, a variety traditionally grown on the island with a good degree of adaptabil-
ity. These are clear, bright, cherry-red to dark -cherry coloured wines, with a predominance of aromas reminiscent of ripe fruit (strawberries) and strawberry fruit gums, and a hint of perfume (above all thyme, on occasions). Traditionally thyme has been used to prevent the fermentation vats from becoming blocked and so it could be said to be an especially identifiable feature of Ibizan wine. In the mouth these are full-bodied, heavy, well-rounded, warm wines with a long finish and a hint of liqueur-preserved fruit. As for the whites, the ones that stand out are those mainly made with Macabeo grapes. These are wines with a good lemonish or straw colour with aromas of ripe fruit (apples) and flowers. They have a fresh, refined, well-balanced flavour, passing well through the mouth and ending with a very ripe fruity finish.
Minimum Alcohol
White wine 11.0º Rosé wine 11.5º Red wine 12.0º They are required to have a total minimum acidity of 4.5 g/litre of tartaric acid, with a volatile acidity no higher than 0.8 g/litre, expressed as acetic acid.
The Control System
All bottles with a "Vino de la tierra de Ibiza" geographical indication are commercialized with an official control number allocated by the Directorate General of Rural and Marine, which is responsible for the control and certification of wines entitled to use the "Vino de la tierra de Ibiza" indication.

Vi Pagés, Sant Mateu, Saturday 12th December
The traditional Vi Pagès Festival is held on the second Saturday in December in Sant Mateu from five in the afternoon. It is aimed at promoting bulk wine sales. On this day, approximately thirty producers contribute 500 litres of wine for the public to drink free of charge, accompanied by helpings of sobrasada sausage and baked butifarra (Catalan sausage). Of the five wineries in Ibiza, three are based in San Mateu. This village in the municipality of Sant Antoni is located between mountains and has good dry land, composed of a type of very strong clay. Since time immemorial, farmers have cultivated the vine here and have obtained a small wine production. In addition to the free flowing wine serving up to 5,000 people who occupy the village of just 400 inhabitants, the food is also an important part of the fiesta. With the annual Pig Slaughter (Mantzana?) only 2 weeks before, the timing is perfect for the sobrasadas and sausages, which are roasted over a wood fire. The action centres around the municipal sports centre. Bonfires are lit mounted on antique bathtubs—an effective system to conserve heat. There are stalls where you can buy local produce, and music to keep the party going along until midnight. The official info says that “the wine makes you forget the cold winter.” Well despite it not seeming very cold, if they insist, we’ll happily go native and join

Election 20D Guiri guide to Spain’s general election 2015 Suzanne O'Connell
On Sunday 20th December 2015, Spanish nationals will be deciding which political parties should govern Spain for the next four years. Those without Spanish nationality are unable to vote in Spain’s general elections. However, the decision made on this day will have a significant impact on their experience of Spain. Non-Spanish residents of Spain who are citizens of the European Union or whom Spain has a reciprocity agreement with are able to vote in the municipal or local elections. They can also vote in the European elections. However, they cannot vote for the regional or national government. The National Statistics Institute (INE) suggests that this means that more than four million people do not have a vote. The election in May this year of municipal/ local elections led to many changes in town councils. The traditional parties of the PSOE and PP found themselves decimated as many people chose to vote for the new, emerging parties representing Podemos and Ciudadanos. The result was often coalitions governing in the town halls. A transfer of power that is not proving to be easy and has caused much disruption to local services in some cases. Perhaps what Spain is seeing is the same as has happened in some other European countries. There has been a rise in dissatisfaction with the mainstream parties who do not seem to be addressing the concerns of the public. This has provided opportunity for other groups, using social media, to rise quickly and collect support. Now, with a general election close at hand this Guide provides an overview of the main political parties in the running and summarises some of the manifesto pledges.
The PP manifesto
Cristobal Montoro, Finance Minister in Spain, has unveiled the PP’s budget plans for 2016, if, of course, they find themselves back in power. So what does the current ruling party offer the rich and poor of Spain in the coming year?
Their financial plans currently include
reduce unemployment increase the budget for research and design by 2.2% increases the culture budget of 7.2% with a major increase going to the Spanish film industry increase salaries by 1% for the civil servants limit pension increases to .25% provide more money to families who need it with an overall increase in social spending of 3.8% Furthermore They have made the promise to further reduce income tax next year if they win the next general election and the budget allows. This follows on from a reduction already brought forward this year by six months. These include reductions in income tax for people earning less than €12,450 a year from 24.75% in 2014 to 20% in 2015 and 19% in 2016. For those earning €60,000 or more a year the top rate tax will be cut from 52% in 2014 to 47% in 2015 and 45% in 2016.
Their manifesto principles include to:
advance employment grow Spain in a way that’s sustainable and competitive unite Spain and the rights of Spaniards strengthen the pillars of welfare complete improvements to education continue to modernise administration regenerate public life and address corruption
They say they will do this by:
Putting people first: support the family as at the centre of society improve the health service value the experience of our elders by guaranteeing pensions combat social exclusion make a commitment to the disabled promote full equality
The Spain that the PP want:
combat corruption a united Spain and constitution the principles of democracy and an end to ETA more effective management ensure safety combat the threat of jihadist terrorism
They define Spain’s role in Europe and the world as
Partido Popular
stronger in Europe a modern Spain with impact in the global world defence and security new solutions for new challenges
This is currently the party governing Spain on a national basis. Their Prime Minister is Mariano Rajoy and they have an overall majority in Spanish Parliament. This means that most of the laws that they have wanted to establish during the last four years of power have been passed. The PP is a centre right political party although there are those who would argue that they are more on the right than at the centre. Until the appearance of Ciudadanos, there have been no other right wing contenders for their position. The far right has not had a strong a voice in Spain as it has in some other European countries.
Ciudadanos - Albert Rivera
Ciudadanos manifesto
The Ciudadanos manifesto is divided into seventeen different sections.
Democratic regeneration
The PSOE is the Spanish socialist party. Pedro Sánchez is currently the leader of the PSOE and they governed previously to the PP with José Luis Rodríguez Zapatero as their prime minister. Previous to the rise of Podemos and Ciudadanos it has been the PP and PSOE that have held centre stage in Spanish politics since Franco died. Although the PSOE did relatively poorly at the local elections, they seem to be making a come back now in the polls prior to the general election as a more established alternative to the PP party.
New section on social rights in the constitution Politics without privileges Removal of politics from justice system Commitment to Europe Reconciliation More efficient administration A new electoral law
Economy and employment
Fiscal reform for the middle classes Campaign against fraud Boost for the self employed Guaranteed annual wage supplement
Education
Free education – removing the need to pay for books More independence for institutions A multilingual model in public schools – children being taught in both English and Spanish University reform Teacher training development Comparison of schools across the country
Health
Strengthening of the national health system – including guaranteeing a free and high quality universal service Health service to be financed only by taxes removing the co-pago arrangement Enabling a dignified death Regulating surrogacy Right to be housed Pensions – a more transparent system where the amount of entitlement is clear Common European immigration policy
Government
Protection for whistleblowers Parties held accountable for corruption Improved functioning of the local political parties
Culture and citizenship
Ciudadanos has risen in a very similar manner to Podemos, using social media and the concerns that the public have about transparency and corruption. Corruption is a major issue for the Spanish people who have seen one after another town hall smeared with allegations and court cases. The party is led by Albert Rivera and spreads a message of non-partisan democratic regeneration. They are a centre right political or-

ganisation and, as such, are direct rivals to the PP. Ciudadanos collected quite a lot of support during the local town council elections and has traditionally kept a distance between forming coalitions with other, smaller parties. A stand that has frustrated the PP who would have benefitted from their support in some councils. In recent polls, Ciudadanos appear to be gaining ground and some have suggested that rather than a four horse race that includes Podemos, we could be looking at three political parties tussling for the majority of votes. In overall policy, Ciudadanos are closer to the PP than the PSOE and any allegiance between the two could be strained. However, Ciudadanos’ strong stand against corruption might also make allegiance with the PP difficult given the PP’s unfortunate association with a number of corruption cases across the country.
Strengthen the protection of intellectual property Protection of Spain’s heritage Strengthening of the Cervantes Institutes
Sport
Promotion of sport to improve health Support for top performing athletes
Environment
Increase protection for animals New law for climate change New secretary for the environment and energy
Defence

PSOE - Pedro Sánchez
PSOE manifesto
The PSOE are currently pledging:
Education
Require that all young people stay in education up to the age of 18 Withdraw the Lomce (current education law) and draw up a new education policy in consultation
Culture and sport
Lower IVA on activities such as cinema, theatre, music and reduce it on books, newspapers and online magazines
Measures against corruption
Facilitate electronic voting Campaign against corruption Prohibit gifts for any political leader Prohibit pardons for offences linked to alleged corruption and strengthen information to Parliament Prohibit the appointment and force the resignation of officials, councillors and MPS who are currently under trial for a crime against the public administration Withdraw the citizen security law (including the ‘gagging’ law) and reinstate freedom of speech
Economy and employment
Raise the minimum wage to €1,000 in two stages Provide more help for the unemployed for those with family responsibilities, who are older than 45 years old, women who are victims of domestic violence and the disabled Repeal the labour reform’s main aspects Tax reform that increases the tax burden for large companies and not raise taxes for the middle and lower paid Facilitate the negotiation of debts and payment in kind Prioritise the improvement and maintenance of existing infrastructure above that of new works Establish a non contributory minimum income for families in vulnerable situa-

Podemos
Podemos rose at great speed just before the European elections and took everyone by surprise by taking five seats. Their charismatic leader, Pablo Iglesias, was already wellknown for his TV appearance and much of their rise has been put down to their use of social media. During the local elections they supported individual candidates but did not stand as councillors in their own right. They are considered to be a left-wing party although they do not generally describe themselves in this way. They pride themselves on taking grass root action around particular local campaigns. Some of their most radical proposals have been amended since they originally began to build their manifesto. The party has brought interest to politics amongst some younger people who were perhaps becoming less interested in the two party race.
Podemos - Pablo Iglesias
Podemos manifesto Anti-fraud
Create a commission to investigate fiscal fraud in public institutions Reduce the minimum exemption from wealth tax. Incremental increase in income tax and inheritance and donations tax
Health
Reversal of privatisation of health centres and other services and recovery of outsourced services Ensure that professionals are providing care to the elderly and sick.
Help for families
Simplify the legal proceedings for the restructuring and cancelling of debts Include the right to settle outstanding
mortgage payments by returning the keys to the house.
Education
Public education to be prioritised and protected against further spending on semi-private education. Universal public education from 0 to 3 and books to be provided free
Universities
Building once again the capacity of research departments to encourage the return and retention of talented young people.
Reduction in senior positions
Reduction in the high number of senior officials in the autonomous communities. Money saved to be used to rehire workers in health and education. Regulation in relation to combining public office with private activities
Innovation
Boost investment in research and design and bridge the digital divide, particularly in rural areas. Develop public banks and promote the digital and collaborative economy Energy efficiency plans to create employment and boost other economic models Energy efficiency in homes and buildings focusing on thermal insulation Prioritising actions on the insulation of buildings Helping the recruitment of the unemployed to improve the environment Policies towards foreigners includes that Podemos would like immigrants to have a vote in regional elections and referendums to increase their ‘political participation’. They have also announced that they would like to change Spanish law to allow foreigners to create their own political parties.
A Turning Point For Spain?
Election fever is high and Spain recently held its first online debate including the leaders of Ciudadanos, Podemos and the PSOE. Rajoy declined to take part and instead opted for an individual interview on a TV channel. Rajoy appears not to have a fondness for taking part in open debates and has tended to prefer one-to-one interviews in more selective venues. Much rests upon this election. So far, Spain has stuck more or less to an austerity programme. The PP claim that this is working and they will continue to take this approach if they are re-elected. The other issue that the winning party will need to address as a matter of urgency on election is Catalonia and threatened independence from Spain. But it’s not just on the domestic front that this election matters. Rajoy announced that Spain would not make a decision about further military action against Syria until after the general election. Anything is possible at this point. However, it does look as though the population are steering towards a centre position for their voting and the issue will be which way they will lean when it comes to the day. Throughout these manifestos there are, of course, the same themes. Everyone pledges to improve the health service, education, reduce unemployment and improve welfare arrangements. What is different is the methods they propose to do this. This article does not explain in detail the finer points of each party’s plan. In many cases the parties will not know it themselves. Behind the rhetoric and the proposals we can speculate as to how exactly each of these parties intends to raise the money and manage the introduction of these proposals in practice. Making promises at this stage is an easy task. Putting them into operation, far less so. This is a possible turning point in Spanish history. Forty years on from the death of Franco, the country is facing some tough decisions both internationally and nationally. Those people who do have the right to vote have great responsibility in doing the best they can to choose the right party to take Spain through this difficult period.
The head of state in Spain is the Monarch. Government is divided between the Judiciary (courts), Executive (the Government and its Ministers) and the Legislature. The Legislature is comprised of the Congress of Deputies and the Senate There are currently 350 Deputies for which elections are held every 4 years. Four senators are elected for each province, with the exception of the insular provinces, in which the number of senator varies: 3 are elected for each of the 3 major islands inc Mallorca, and 1 for Ibiza-Formentera, 1 for Menorca etc. In addition, the legislative assembly of each autonomous community designates one senator, and another for each one million inhabitants Spain is divided by Region, Province and then Municipality. Along with the Canary Islands, the Balearics have an additional level of Government, the ‘Consell Insular’ not present on the mainland. There are more than 8,000 municipalities (ayuntamientos). Each municipality has a council, a commission (a kind of cabinet), and a mayor (alcalde). Municipal councillors are elected by universal adult suffrage (the right to vote) through a system of proportional representation. As in elections to the national parliament, votes are cast for party lists, not for individual candidates. Municipal governments may pass specific local regulations so long as they conform to legislation of the national or regional parliament. While municipal governments receive funds from the central government and the regions, they can also levy their own taxes whereas, provincial governments cannot. A provincial council (Diputación Provincial) is responsible for ensuring that municipalities cooperate with one another at the provincial level. The main function of these councils is to provide a range of services not available to the smaller municipalities and to develop a province wide plan for municipal works and services.

In our humble opinion James Chapman is one of Ibiza’s most accomplished and talented photographers, and though his work spans many fields it is perhaps his club photography that he is best known. We love this early doors DC10 shot, though for the party person on the floor it looks like he may have been through a few doors already. Well we’ve all been there but sometimes it spells a problem—cue the Doc and his timely webinar below. Story
For many people Christmas is all about indulging, from one too many mince pies to drinking too much at the office party. But are you worried about someone's drinking or drug use this Christmas? It's often really difficult to know what to say, but ignoring the problem may lead to real

Don't ignore the warning signs - instead get free, objective, anonymous advice to help someone you're worried about this Christmas.
Back-story
Through running the GDS and experience of treating tens of thousands of people with problems related to their use of drugs / alcohol from varied cultures, communities and countries, Dr Adam Winstock has developed a broad and accepting framework for assessing and planning health care interventions for people. Dr Winstock says “My experience working and educating people from across the world has taught me while the drug might change in purity and preparation, the basic principals of acceptance, transparency, engagement, assessment and care planning remain the same”. However such interventions and the need to see a specialist are only required by a minority of people. Far more common are transient or time- limiting problems that for people are taken as signposts to change what they do or how they do it. Many people already have their own rules in place to help them 'control' their use of adopt common sense strategies to help them adopt healthier relationships with drugs or drink. For those using substances to cope that can sometimes be a real challenge. Where the drug is illegal or when the person’s social, cultural or professional environment is likely to be judgmental disclosure and fears of shame can delay help seeking. Anonymity can be a blessing or a curse.

Mariposa Christmas Fair Rhian Gibbs
It was a pleasure as always to attend the Mariposa Christmas Fair last Sunday. In an absolute contrast to last year the sun was shining, every table was taken and all eagerly awaited Santa’s visit. Stalls dotted around the terrace included a most traditional Bric-a-Brac stall, stocking fillers for kids (including big kids), the tombola and a mass of homemade produce from the local residents. The Ibizan also made an appearance with a ‘guess the spelling/grammar mistakes in the Ibizan’. This covered the last 4 editions of the paper and a total of 63,868 words. The winning figure was 16 mistakes per issue giving a total of 64 errors. The total amount raised on the day was 1305€, the majority of which will go to the Santa Eulalia Orphanage.

Agenda &
Thursday 10th Dec to Wednesday 16th Dec 2015 ARIES - The Empress A week to nurture and support yourself. Women play an important role; by helping or encouraging you to realise that plans you want to put in motion are achievable. The energy of The Empress helps to balance your emotions, making you less nervous or erratic. Go for walks or just sit and enjoy nature. Reconnect with who you truly are. TAURUS - Queen of Wands Your creative fire and vision is activated through this card and with it the ability to 'know yourself'. Important tasks get done effortlessly this week and with the full cooperation of colleagues or business associates. Taurus woman; you succeed in getting what you want by turning on the charm. Taurus Man; a woman you meet through work intrigues! GEMINI - The Lovers You'll get yourself into a right old dilemma this week as you struggle with your choices. You want to make a life changing decision which when made, will irrevocably alter your present course. Do you go with your head or your heart? On a mundane level, there's plenty of romantic fun to be had if you're up for it. CANCER - Ten of Pentacles Now’s a great time to spruce up your environment (work or home), as funds are more readily available this week. Others are willing to pay good money for your services so don't sell yourself short. Time to get yourself organised financially so you can relax more. This card promises gains not only now, but in the months ahead. LEO - Justice Legal or bureaucratic transactions are swiftly dealt with. Get back into balance with routines that align your inner and outer world; in other words, walk your talk and don't give in to negative thinking. If you do a kindness for someone, expect a pleasant and unexpected outcome that will pay dividends for you in the weeks ahead – instant Karma! VIRGO – Page of Pentacles Time to take stock and to weigh up your options. Some Virgo's will be spoilt for choice this week but may be overwhelmed with indecision; what path should you take? There's a creative element to this card and someone will recognise and want your talents. However, there may be an angle therefore make sure you're clear about what you expect financially. LIBRA - Six of Cups If you've a sense of déjà vous meeting new people, trust your intuition; embrace them into your life or give them a wide berth. There's a sense of hope in life and you feel more optimistic. Healing takes place between you and who you've been at odds with; if an olive branch is offered be gracious and accept. SCORPIO - The Tower A week when you get a few wake up calls. What was has to transform and unless you start orchestrating change, life will throw up a few curved balls. The positive out of this is that you can rebuild your life on firmer foundations. The lightening striking the tower allows you to see situations and people as they truly are. SAGITTARIUS - Two of Swords Blessed are the peacemakers; is a phrase that you'll do good to remember this week. Your calm and careful handling of tense situations will be much appreciated by associates, which in turn enables you to make personal decisions that bring you peace and clarity of thought. New and intellectually stimulating acquaintances will fast become firm friends or a romantic interest. CAPRICORN - The Wheel of Fortune If you’re to get the best out of this week try not to remain fixed in your opinions, closed minded, or continue following routine habits. By allowing yourself a broader outlook in life, you'll attract new opportunities as well as some well needed money luck. Trust that life is looking up so stay positive and keep it up! AQUARIUS - The High Priestess Trust your intuition this week as you’ll be guided to meet people who will make a huge impact on your life in the months or even years ahead. You're becoming more resourceful and more independent of what others say or think; you can now stand alone but without feeling lonely. Others are drawn to you like moths to a flame. PISCES - Seven of Pentacles Overcoming fear of failure or success isn't easy, but now's the time to work on and banish these old worries. You can succeed by believing in yourself. Having planted the seeds of your delivery, cultivate your new found confidence like blossoms on a cherry tree. You may not be harvesting the fruit right now, but all in good time!

“S View From The Pew Rev. Dr Peter Pimentel
Part of what makes Christmas a special time is the symbolism of a gift of love. This was the gift of Christ to us. We remember this gift of love when giving presents. The challenge at Christmas is to leave for a while the warmth of the inn where the jollification and revelry take place and to look into the cold and bare stable where the unprotected seek shelter and where the miracle takes place. During December we are again collecting gifts for Caritas. Throughout December there will be a basket in the Sant Rafel Church, Placa de Iglesia, where you can drop off food anytime and also at Thomas Green shop until 20th December. There will also be a basket during our church services in the Chapel of Lourdes, Santa Eularia.
tir up your power and come to save us” Psalm 80 verse 2
During the winter Caritas supply 400 families in the Santa Eularia and Sant Antoni areas and they like to give each one a basket of food for Christmas. As well as the basics like nappies, tinned/dried foods, breakfast cereals, flour and calacao, please include some nice treats like sweets, chocolates, biscuits and turron. Christmas is a time of joy and hope and we want people to have this. There are a lot of children receiving food aid as well as those in the children’s home they run at Santa Eularia. The children love to watch children’s DVD’s and they would really enjoy any you could spare. There is an interesting prayer in Psalm 80 verse 2: “Stir up your power and come to save us”.

Shebizan Welcome to this week’s Zips It Up. How’s that Christmas shopping going? I’ve been researching gifts for you this week, looking for some practical, stylish and affordable ideas. In the process, I stumbled across possibly the most ridiculous ‘present’ suggestion, recommended by Gwyneth Paltrow in her ‘desperate housewives’ blog GOOP. Only Gwyneth could nominate the world’s most expensive toilet paper as a viable Christmas gift option. Apparently, the designer JOSEPH has a dedicated toiletries range, featuring a full selection of loo paper, complete with executive bum cleanser for a tidy £652! If the idea of throwing money down the toilet appeals to you, then you probably won’t mind spending nearing 1,000€ on loo roll. You can also purchase a “mounting” for the loo roll for an extra £100. Joseph’s Toiletries says that ‘The Standard’ from its Josephier range is worth it because ‘perfect hygiene starts from the bottom up’. The company claims the toilet paper, which is laid out flat and is not in a roll, is the ‘most soothing and absorbent toilet paper in the world’. What would this ‘gift’ say to you if you were the recipient? That on a religious occasion of generosity and family togetherness, someone close to you is thinking about your poo and wee habits? Anyway, back to Christmas gift earth, and in this instalment I bring you the top five most stylish headphones, sexy lingerie for MEN, plus we look at Christmas party dresses part two. If you’re hung-over post office Xmas party bash, double drop an alka seltzer, sit back, relax and enjoy this week’s Amanda Zips It Up.
Why Fronts
Bizarre Christmas present alert! When it comes to underwear, women usually have all the fun. We can choose from different colours, materials and cuts (small and even smaller), whilst men are limited to generic boxers and briefs. More often than not in white, black or grey. But Australian lingerie brand HommeMystere is aiming to change all that by offering sexy underwear specifically designed for men. "A growing number of guys are discovering the comfort of lightweight lingerie style underwear," HommeMystere's website reads. "HommeMystere understand that you want quality undergarments made with care, attention to detail and fits the male body perfectly. HommeMystere comment that they just want to provide the option of luxury underwear to all of man-kind. The collection consists of silky lacey bras and panties for men. I kid you not Zipsters, but apparently the founder of HommeMystere Brent Krause said one of the most common questions he's asked is why men would want to buy bras. "I think bras are just something they like the feel of," he said. "I don't know whether it's the tightness around the chest or what it is, but it's definitely the feeling that they're after." Although the brand is based in Australia, any British males wishing to shake up their underwear drawer can get products shipped to the UK. Party time. http://www.hommemystere.com/

Listen Up! I’ve figured out what Christmas 2015 is about: headphones. I mean, there is no 2015 gift guide that does not star a pair of ludicrously expensive headphones. Who am I to disagree? Headphones as an accessory, rather than a gadget, began with footballers, who arrive off the team coach wearing brightly-coloured Beats as religiously as nuns wear crucifixes. This was quickly picked up by teens, and headphones have been the go-to gift for teenagers for several years. Which makes perfect sense, because no one knows what to buy teenagers and teenagers don’t want to talk to anyone. Kills two birds with one stone. Designer headphones are big business now. After all, Apple paid $3 billion to buy Beats and Paris Hilton spends her summers in Ibiza wearing gold diamond encrusted Monsters. Those little white in-ear buds simply don’t cut it anymore: Apple White in-ears are like magnolia to a new generation. So I’ve found the top five most stylish headphones offerings right now, for him and her. So here goes. And there’s a plus - the more headphones that get sold this Christmas, the fewer kids will play their music out loud on the top of the bus. And that’ll make for a merry Christmas and New Year. 1. Beats by Dr Dre - £79 www.very.co.uk 2. URBANEARS by Marc Jacobs - £50 www.urbanears.com 3. Monster - £50 www.monsterproducts.com 4. Skull Candy - £50 www.skullcandy.com 5. I wanted to focus on make-up in this article, rather than the latest trends in clothing. The majority of us women would like our skin to have a bit more of a glow, our eyes to stand out, our lips to appear fuller and whatnot. There are ways of achieving all of these things through the art of make-up; all it takes is a little bit of extra time from your normal routine. Note: When applying make-up, always ensure you’re in a room with the natural daylight coming in. First of all, but not mandatory, apply a primer. Primer is liquid based and is a great base for your make-up, and helps it remain flawless throughout the day. If you have oily skin, use an oil-free primer, if however you have dry skin, try a moisturising primer. There are also smoothing primers that reduce the look of fine lines, wrinkles and pores. You can also use your normal moisturiser, sun protection,

or antiwrinkle cream if you wish. Next, apply foundation or powder. Liquid based powders are best for those with a dry complexion, whereas matte or mousse foundations are best for those with oily skin. BB creams are also a tinted moisturiser with SPF factor, which hydrate and protect your skin, whilst giving it some coverage. Powder can dry out the skin a little, however it’s perfect for sweeping on after the foundation to ensure it stays put. Don’t forget to apply the foundation, or powder to your neck, and a make-up brush helps to really blend it in. Now is the time to apply any concealer to any under eye dark circles, blemishes and whatnot. If you like to contour down the
ridges of your nose, highlight your cheek bones, cupid’s bow, eyebrow arch and more, this should be done, before the bronzer. Contouring is usually a trio palette of brown, pink and creamy shades to help you highlight the features you want to enhance, and reduce the features you don’t particularly like, or want focus on. Ensure that you really blend in the contour colours, as you don’t want the shading to be too obvious. Apply eye-shadow now, whichever colour you want to choose. Add a white or cream eye-shadow colour just under your eye-brows, so they appear higher and more defined. White pencil liner is perfect for lower lids, and the inner corners of your eyes, to make them appear wider, and more awake. A perfect tip if you’ve had a rough night especially. Mascara can now be applied to your lashes. When applying mascara, look down into your mirror, instead of head on to really get it to lengthen your lashes. Eyelash curlers are also brilliant for this. If you wish, you can apply lip-liner to the outline of your lips to make them appear fuller. Choose a shade

which is close to your natural lip colour as possible. Then apply a lip-balm or clear shimmery gloss. Afterwards, you can apply your usual lipstick or lip-gloss shade. Lastly, apply bronzer. The reason I always suggest to apply this last is because, if your make-up is light and minimal, you may need more bronzer, than if your look is more smoky-eyes, or dark lips. Bronzing pearls are perfect as they have a mixture of different shades of gold and creams, which not only colour your cheeks, but highlight them simultaneously. Lastly, but again not mandatory, a finishing or setting spray helps keep your make-up stay put all day. All of the above products can be purchased from most stores, and online.

“Could have been 5..” Jezza on Stoke’s Weekend Win Over Man City.
Jezza’s Sports Report ...
Cricket: England T20 Whitewash in UAE.
England play well in all 3 disciplines in 3-0 series win over Pakistan
'Tis the lead up to Christmas and “'er indoors who must be obeyed'” has jetted off to the Big Smoke for a few days to catch up with her Londonbased girlfriends as well as an honourable trip to Ken Palace on Tuesday plus a little Xmas shopping (I hope!). So muggins here will have a few days of male bonding with the dogs, you know, violent movies, lazing around on the sofa etc. Anyway, enough prattle, as usual, lots to get through. For you lovers of the bat and ball, just bringing you up to date with England's tour of the UAE, Pakistan's home base. Having lost the test Series 2-0, but roaring back to win the ODI Series 3-1, Captain Morgan and his team completed their tour with a 30 whitewash of Pakistan in the T20 Series. I had previously reported on the first two T20 matches which England won, the first quite comprehensively and the second by 3 runs, but the 3rd last week really came down to the wire with both teams ending their
innings with the same score. This brought in a Super Over to decide the match which was eventually won by Morgan and Buttler for England, scoring 4-0 in their over against Pakistan's 3-1. A great end to what was a very good overall series covering all 3 disciplines. Although England are now back in Blighty for a respite they're off again shortly to South Africa, the world's current No 1 rated team in Tests. As a pointer, interesting to see that the Proteas are under the hammer at the moment as they're on the verge of being beaten 3-0 in the Tests on their current tour of India. Will keep you informed of how Captain Cook and his team get on as I have at least 3 friends who'll be out there, so I'll have my spies in the various grounds! Rugby Union Before this weekend's round of European matches in the Champions and Challenge Cup matches, last week saw Saracens continue their 100% start to the Premiership with

a 38-3 demolition of Newcastle to become the only side in Europe, let alone England, unbeaten. Exeter are in 2nd after their surprising 41-27 win at inform Wasps, Harlequins beat bottom club London Irish 387, Worcester lost at home to 3rd placed Leicester, Northampton won 13-11 in a tight contest at Bath, and Gloucester won 25-19 at Kingsholm against Sale.

Well done to Chris Latham who took Silver in the Omnium and the duo of Mark Stewart and Germain Burton who took Bronze in the Madison at the World Cup in New Zealand over the w/end to continue GB's great record in the sport.

I don't normally report on or get involved in controversial sporting topics but I just have to comment on the incredible goings on within the Tyson Fury camp at the moment, as the new World Heavyweight Champion certainly seems to want to court controversy. In a recent interview with the Mail on Sunday's Chief Sports editor Oliver Holt (one of my favourite sports journalists as
England's batsman Eoin Morgan takes the wickets after winning the third T20 against Pakistan at the Sharjah Cricket Stadium
he, together with colleague Martin Samuels, appear to be two of the few that report sport as it actually is!) Fury commented that women are, and I quote “best suited to the kitchen or on their back”, and at the same time made some lewd comments about athletics star and GB favourite Jessica Ennis, which, I, for one, found not only incredibly demeaning to the fairer sex in general but totally prehistoric (remember Messrs Gray and Keys being sacked by Sky for saying less!). I can only say that if Fury wants to become a dignified, honourable and popular champion, he's not exactly going about it the right way. Oh, come back, Muhammad Ali, Lennox Lewis and even George Foreman, please!
Football
First off last week saw the Quarter Finals of the League Cup (yes, I know it's called the Capitol One Cup but I'm a traditionalist!) and contrary to my report last week, no surprises there as Man City easily beat Hull 4-1 at the Etihad, Liverpool stuffed Southampton on the south coast 6-1, Everton won 2-0 at Middlesboro' and Stoke won 2-0 against Sheffield Wednesday at the Britannia. Interesting draw for the 2-legged Semis as well as Man City now take on Everton and it's Liverpool v. Stoke. Hmmmm, would be good to see an all Merseyside Final but I'm going for the 'Pool and Man City in the Final. Having said that, you cannot write off Stoke's chances as in the Premier League at the w/end they were superb against Man City at the Britannia, being totally dominant in a 2-0 win, although' it could have and should have been around 5-0! Likewise Liverpool, after their recent hammering of Man City, suffered a setback as well, as they were beaten 2-0 by under fire Newcastle at St James' Park, a result that kept the wolves from the door for McLaren. Leicester continued their amazing run with a 3-0 away win at Swansea to not only become the league's top scorers but also take over top spot by 2 points and incredibly no goals for that man Vardy, after his record-breaking run of 11 goals in 11 matches. However, just proves that Ranieri's
team is not a one-man show as Vardy's co-striker, Algerian Riyad Mahrez scored a brilliant hat-trick, although' Vardy did assist with two of the 3. Elsewhere, Arsenal, still not quite at full throttle, won 3-1 against Sunderland at the Emirates with their French striker Giroud scoring at both ends, Man Utd continued their goal drought with a scoreless draw at OT with West Ham (interesting fact here in that under van Gaal 4 of Utd's last 6 home games have been scoreless draws, compared to Utd under Ferguson having only had the same amount but in seven and a bit SEASONS!), Tottenham drew 1-1 at West Bromwich, Watford beat Naaarwich 2-0 in the battle of 2 of the 3 promoted teams, Southampton scraped a 1-1 draw at home to bottom club Aston Villa and there was a bit of a smash-and-grab raid at the Bridge as Bournemouth, despite being under the cosh for most of the game, stole a late winner at misfiring Chelsea to put Jose back under more pressure. Finally, Everton take on Crystal Palace at Goodison on Sky's MNF tonight and t'will be interesting to see who Sky replace analyst-cum-pundit Gary Neville with (see below). 'Tis the last group matches in Europe this week to qualify for the knock-out stage with in the Champions League, Man Utd really needing to beat Wolfsburg in Germany, Arsenal definitely needing to win by 2 clear goals in Greece agin Olympiakos, Chelsea wanting to beat Porto at the Bridge to take top spot in their group while Man City, already qualified, take on
Borussia M'gladbach at the Etihad, with this not being a given as Borussia surprisingly beat holders and German Champions Bayern Munich at the w/end. In the Europa both Tottenham and Liverpool have already qualified for the k/out stage but would want wins, the former at home to Monaco and the latter at FC Sion. Finally, back to Sky and Gary Neville and you have to admire Gary's ambition as swapping the comfortable Sky studio chair for the manager's job at Valencia takes some guts, so well done, mate and good luck. The Bats certainly gave him something to work on over the w/end as, under the temporary charge of Gary's brother Phil, they surprisingly held star-studded La Liga leaders Barca to a 1-1 draw allowing both Madrid clubs, Atletico and Real, to close the gap to top spot. As for replacing Neville, Sky have quite a job on although' I understand that Welsh journeyman Craig Bellamy is a front runner, he who played for 9 different clubs over 500+ matches and the same man who, having lost his temper in a pro-am charity golf match, actually intentionally thwacked one of his own Liverpool team-mates with a golf club 'cos they were losing! No, Mr Murdoch, how 'bout nicking Match of the Day's ex-Liverpool midfielder Danny Murphy who comes across really well, is very professional and well respected within the game? Just a thought! Until next week and hope you enjoyed the double fiesta this week. Jezza

Property All Bright On The Commercial Front
Positive figures in the commercial property sector echo those in residential.
While it may be hard to believe, taking into consideration that Spain endured a crippling recession for six years and has only really begun to expand economically again since last year, investment into Spanish real estate has reached record figures. The amount of money poured into all types of property construction this year will register in excess of 13 billion euro by the end of the month. This is 25% more than in 2014, three times the amount invested in 2013 and greater than the total raised in 2007 before the property bubble burst, sparking off the economic crisis.
Page 16

According to leading global property company CBRE, next year is also expected to see more than 10 billion euro-worth of investment in Spanish real estate, with office rentals and commercial property really taking off. Up to this moment, more than 70% of all investment into real estate in this country is comprised of foreign money. Much of it originates from America, the UK or France. And 45% of the activity is carried out by socimis or Real Estate Investment Trusts, although Spanish companies are now much more involved and active than they were before. Before the end of this year, Merlin Properties, Spain’s leading listed real-estate company devoted to commercial assets in Spain and Portugal, will close a deal worth 3 billion euro in which it will take over property manage-
ment company Testa from Sacyr. The offices sector has generated the greatest amount of investment – 5.6 billion euro – which means that Spain sits in fourth position for investment, behind the UK, Germany and France. And much of this business is concentrated in Madrid and Barcelona, with 40% more money generated in the capital this year compared with 2014. Investment into retail property and commercial centres reached 4 billion euro, a similar figure to last year. For the first time since the economic crisis, commercial and retail rental prices have gone up by between 5 and 10%, basically due to an increase in sales and shoppers.
