Consell President, Vicent Torres, has issued payment orders against 1,200 long overdue supplier invoices totalling just under 1.5million euros. Christmas comes late may be a more accurate headline, however there are bound to be suppliers out there who will be in celebratory mood knowing that their payments are finally being made. Though a large amount of the debt was accrued in 2013, some date back as long as 15 years, (The Consell’s
notification actually said 150 years, but we’ll assume that’s a typo as it seems excessive even by Ibiza’s standards). The invoices relate to the provision of services and supplies, at the Can Blas elderly person’s home. Minister of Finance, Juan Gonzalo, issued a public apology for the situation. "The commitment of this government from day one, was to solve a problem that had been dragging for years, and I am pleased that today we have finally begun solving it." Unfortunately the wait is not over for an unlucky few. A further 114 facturas equating to approximately 160,000€ have not yet been authorised for payment.

Drug Lab & Tonnes of Cocaine Uncovered in Spain
An international multi-agency operation has led to 11 arrests, the seizure of 1.5 tonnes* of cocaine and the shut down of an industrial-sized drug production lab. Acting on intelligence from the National Crime Agency, officers from the Spanish National Police searched a shipping container from Colombia which arrived in the Port of Valencia on 30 November. The container appeared to be loaded with sacks of charcoal on wooden pallets but forensic examination found that the pallets were made of compressed cocaine powder made to look like wood, and some of the sacks contained cocaine disguised as charcoal. Coordinated strikes on 1 December led to six men from Liverpool being arrested in the UK and Dubai. NCA officers arrested a 44-year-old at Liverpool Airport, along with a 54-year-old and a 50 year-old in the rooftop car park of the Belle Vale Shopping Centre. Merseyside Police detained a 46-year-old at an address in Knowsley Village. The Dubai Police Anti-Narcotic Unit arrested a 39-year-old and a 38-year-old at a luxury apartment. Another five men – two Colombians, two Peruvians and a Spaniard – were detained on 3 December by the SNP at a company in an industrial unit in Chiva following the delivery of a dummy consignment of charcoal. Greg McKenna, NCA Regional Head of Investigations, said: “We believe the company was a front for a industrial-sized lab where cocaine was extracted from pallets and charcoal, processed and repackaged for onward distribution across Europe. “This seizure of cocaine, the shutting down of the lab and the eleven arrests will have disrupted criminal activity across the whole of Europe." The four men arrested in Liverpool have been released on bail pending further enquiries, while the two men in Dubai are still remanded in custody. The five men in Spain are also in custody.

Christmas Market
On Monday the Mayor of Santa Eulalia, Vicent Mari, visited the town´s Christmas market held in Isidor Macabich square. The Mayor was accompanied on the goodwill visit by many of his government team. The fair has been organised by the Merchants Association of Santa Eulalia in order to provide a showcase to various local businesses, traditional food makers and craftspeople. The fair also gave a moneymaking opportunity to several students from different schools who participated in order to raise funds for their respective study trips.

From 2016 Ibiza´s pensioners will again receive totally free of charge public transport on the Island’s bus network. This was the case previously however the benefit was withdrawn in 2012. Though still enjoying a 75% discount since the free pass was withdrawn, the pensioner´s “Gold Card” will return to its free transport status next year. The Consell say they are unable to say exactly when free travel will recommence, just that it will be in 2016. The move will cost an additional 60,000€ on top of the 180,000€ spent on the existing concession announced the Consell of Ibiza after its recent executive committee meeting.

various public offices. In Formentera employees of the Council were joined by members of the public at noon on Monday to both pay their respects and also “show rejection of this suicide attack”. In addition, flags were flown at half-mast as a sign of condolence.
Monday at 12 noon was also chosen by the Consell de Ibiza on Avenue España in Ibiza Town, and Santa Eulalia Town Hall, for their minute homage to the two national police officers killed last weekend. Flags were also flown at half mast.

Expowork 16, “Everyone Wins”. Ibiza will host first Expowork fair in May 2016.
Intended to give seasonal workers quality employment alongside a boost for entrepreneurship. The Island Consell, specifically the unwieldy sounding department of Transparency, Participation, Good Governance, Employment, Training and ICTs, has announced the first Expowork fair at the strat of the summer season in May 2016. The prime aims are to facilitate the meeting between employers and seasonal workers, promote the management of human resources with social criteria, boost entrepreneurship and promote quality employment. Expowork will focus on two aspects: First the direct process of matching workers with employers by distributing cvs, holding pre -interviews etc. and second to offer a range of training activities for both workers and businesses. "The goal is to make things easier for those who come to Ibiza seeking adventure with a curriculum under their arm. Providing a resource where employers can offer jobs and workers can come looking means everyone wins," said the Minister of Labour Education and ICTs, Viviana Sans. "In its first year we will work at the height of the seasonal influx however if the initiative is successful we can move forward to March or April."

Tourism: San José Reflects on ‘15 & Plans for 2016 Tourist Tax Descent San Jose’s Bureau of Tourism met this week., chaired by mayor Josep Mari Ribas and attended by representatives of the tourist board, councillors and trade representatives including taxi and hotel sectors. The twice yearly meeting serves as a review of the past season and a planning forum for the coming year.
2015 Season
Members agreed that the 2015 tourist season had been generally positive both in San Jose’s beach resorts and San Antonio Bay. Growth was particularly strong in the Playa den Bossa area that borders on the Ibiza town municipality .
Issues arising
Whilst the season was considered positive economically, the town hall felt there are some important issues that need to be addressed. The most serious is the problem with the municipalities water supply, both in quality and availability which the council stated as their number one priority. There have been problems on beaches relating to the provision of lifeguard services and also the proliferation of beds owned by the beach bars into the public beach areas which has resulted in over-crowding. The police have prioritised tackling pirate taxis, especially in
the area of the airport and during he season received 134 formal complaints . Three venues operating without the correct permissions were closed and an illegal party broken up. Finally the issue of street and beach peddlers was recognised as an ongoing problem and it was noted that in the later part of the summer, the police destroyed 600kg of confiscated products.
Improvements planned in 2016
The number one priority of the council is to ensure the supply of drinking water to the whole municipality. Work has already begun to replace the pipe supply to san Jordi which currently shows losses of up to 65%. There are also plans to improve the supply in Cala de Bou. Works to connect Ibiza’s desalination plants by the central Balearic government should recommence in January . A new contract has started for the collection of rubbish and public cleaning including several new collection points around the town. The council consider this important in improving the areas image and will be investing 100k euros in 2016 on this project. Beaches throughout the municipality have been allocated approaching half a million euros this year. ∗ A new lifeguard contract will cost c620,000€ (compared to c425,000k€ in 2015) . ∗ Maintenance equipment for beaches, 135,000€.

There will also be a new beach concession tender implemented in 2016. A further important issue is that of sanitation and it is hoped that the new treatment plant at Cala Tarida will be operational in he spring. The department of tourism reported on several projects including the creation of museums in coastal towers and creation of pathways in the area of Sa Pedrera (more commonly known as Atlantis) also at Cala d’Hor and Cala Veal. Also of cultural note is the museum project on the Phoenician settlement of Sa Caleta.
The controversial tourist tax proposed for implementation in the Balearics has become a prominent subject of descent amongst Ibiza’s politicians. Whilst it is always difficult to get a clear picture in a period of electioneering, there does seem to be very little support for the tax with only some environmentalists in favour but even then only with strict conditions as to it being used exclusively for environmental programmes. The latest development is that Ibiza has been told it will receive far less in percentage terms of the tax than was initially understood , though we cannot report on any detailed analysis of why this reduction should be.

Polvorones
Rich, crumbly Polvorones are a delicious Spanish treat, found on every Christmas table. This traditional recipe is as soft and crumbly as they come, they just about melt in your mouth! Prep Time: 20 minutes: Cook Time: 30 minutes
Ingredients
1 1/2 cups unbleached white flour 3/4 cup almonds (raw) 5 oz. butter or margarine 3/4 cup granulated sugar 1/2 tsp cinnamon
Preparation
This polvoron es r ecipe makes approximately 16 (2-inch round) cookies. Preheat the oven to 350 degrees. Measure and pour flour out onto a cookie sheet. Place in oven and "toast" the flour. Occasionally move the flour around on the sheet, so that it toasts evenly. Leave in oven for about 8 minutes. Remove and set aside. Place raw almonds on another cookie sheet. Toast the almonds until they change color just slightly. Remove and place almonds into a food processor. Process almonds until they are finely ground. Reduce oven temperature to 250 degrees. Cream butter, sugar and cinnamon together in a large mixing bowl. Add the flour and finely ground almonds and continue mixing. The dough will be very crumbly!
Place a sheet of waxed paper on a cutting board or other flat work surface. Press the dough together to form a ball. Then press the dough onto the waxed paper. Carefully flatten it down to about 1/2 inch. Use a cookie cutter to cut out the cookies. Use a small spatula to carefully move the cookies from the waxed paper to a cookie sheet for baking because the dough is very dry and flaky. Bake cookies on ungreased cookie sheet for 25-30 minutes at 250 degrees. Remove cookie sheet from oven and allow cookies to cool completely before removing them. Take special care not to break them.

Substitute the 1 1/2 cups of regular flour with one cup brown rice flour and 1/2 cup gluten-free waffle mix (or similar) flour. The lack of gluten makes the dough even more dry and crumbly so I add four tbsp of water to the mixture to make it sticky enough to be able to form it into cookies. Diabetic/Low Calorie
Substitute the sugar with 1 tsp of powdered Stevia or your favourite sugar substitute. The almond flavour seems to do a very good job of disguising the dreaded ‘saccharin’ aftertaste.

Let’s face it, there are going to be a few ‘morning after’ sore heads in the next week or two. Though we are all for drinking responsibly, probably, if there is one time of year even the well behaved among us are likely to wake up full of regret and empty of recollection, it is likely to be in the Season to be Jolly. In recent years a good number of supposed hangover cures and preventative measures have hit the market, but we have yet to hear of anybody aside from the vendors claiming them to be the alchemy of alcohol. So it is going to be a tough start to the day, but one thing that stands a chance of getting you through is the tried and tested English, Scottish or Irish (is there a Welsh?) fried breakfast. No problem in the summer, you can’t walk 10 yards without the offer of that sweet taste of home, but deep midwinter is a different thing. The good news is that relief is at hand at Stevie D’s on the border of San An and the bay. Full English is a menu mainstay, and though their kitchen isn’t open everyday, it probably is when you most need it. Full details of hours in their advert on page 7. Of course there is one other tried and tested remedy, hair of the dog. Fortunately they can help with that too.

The fair, which will remain open until the end of January, will be open in the evenings until the schools stop for Christmas holidays when it will also open in the morning. We can remember at this time of the year that Jesus, the founder of Christianity, and whose birth we celebrate at Christmas, was himself a refugee when Mary and Joseph fled into Egypt. Immediately after the Carol Service we also have our cake and produce sale. Your gift offering at the retiring collection will go to support two projects. One is the ‘Lighthouse’ project aiming to bring relief to migrants arriving on the island of Lesvos. Because of its proximity to Turkey, this is the island which has been receiving the highest arrival rate and where the conditions seem to be amongst the worst. ‘Lighthouse’ is a new nonprofit organisation set up to meet some critical and acute needs. The other project is in support of Apostoli, the Greek Orthodox organisation providing assistance to refugees in Athens, and also on the islands of Chios, Samos and Kos. Every chaplaincy in the Diocese of Europe has been invited to share in supporting the Bishop’s Advent appeal for these two projects. It’s an important opportunity to be part of this united act of love for the migrants and refugees within the Diocese of Europe. Massive asteroid will pass Earth on Christmas Eve
(but don’t worry, it WON’T trigger earthquakes, say experts)
A 1.5 mile-wide asteroid is expected to make its closest approach to Earth on Christmas Eve. Asteroid 2003 SD220, also known as asteroid 163899, will pass our planet from 6.7 million miles (11 million km) away 28 times farther than the moon. Despite its huge distance, reports have circulated the asteroid could cause earthquakes and trigger volcanoes on Earth. But experts have dismissed these claims, saying that there is no scientific evidence to back up these theories.

One highlight is a saucy sketch where David and Joanna are transformed into Paul Hollywood and Mary Berry who, it turns out, are conducting a secret affair in the Bake Off kitchen! ‘Is it me or is it hot in here?’ asks Paul. ‘You make it hot, Paul’, replies Mary! Joanna, who certainly seems game for a laugh, also becomes M from the Bond films, taking command of a cowardly 007. There’s plenty more to make you laugh, including David and Joanna as fighting newscasters and, inevitably, David dressing up as Joanna as we discover there’s a secret army of Lumleys!
Noche Buena is the most important of the Christmas fiestas for families. On this evening, the whole family gathers to celebrate together with a meal, drinks and lots of sweets. Food and family are the centrepieces of this fiesta, and the meal can last for hours. Although each region will have their favourite dishes for this special occasion, some ingredients will appear on the majority of tables across the country. At such an important meal, Noche Buena wouldn’t be the same without some form of seafood to start. The most popular is the ‘langostino’, or king prawn or crayfish, and the price of these rockets weeks in advance. There may also be some kind of fish and seafood soup on the menu too. The main dish for this evening is generally roast lamb with potatoes, but some families may choose roast suckling pig, roast ‘capón’ (castrated fattened up cockerel) or even their roast turkey. And the Christmas Eve meal wouldn’t be complete without the delicious sweets traditionally associated with this time of year. They include turrón (almond sweet), mazapanes (figures made from marzipan), polvorones (crumbly biscuits made from flour, lard and sugar) and mantecadas (crumbly cakes). In Ibiza there is also another tradition, drinking the Salsa de Nadal (Christmas Sauce) which is a sweet brownish almond hot drink which is served with the deserts. After this meal, many families will attend their local midnight mass if they’ve finished eating by then! It is traditional to watch the King’s Christmas speech on Television.

Various competing theories for the origins of the term boxing day circulate in popular culture, none of which are definitive. However, the Oxford English Dictionary gives the earliest attestations of the term as being from England in the 1830s, defining it as 'the first week-day after Christmas-day, observed as a holiday on which post-men, errand-boys, and servants of various kinds expect to receive a Christmas-box'. The term Christmas-box, meanwhile, dates back to the seventeenth century, and amongst other things meant: A present or gratuity given at Christmas: in Great Britain, usually confined to gratuities given to those who are supposed to have a vague claim upon the donor for services rendered to him as one of the general public by whom they are employed and paid, or as a customer of their legal employer; the undefined theory being that as they have done offices for this person, for which he has not directly paid them, some direct acknowledgement is becoming at Christmas.
In Britain, it was a custom for tradespeople to collect "Christmas boxes" of money or presents on the first weekday after Christmas as thanks for good service throughout the year. This is mentioned in Samuel Pepys' diary entry for 19 December 1663. This custom is linked to an older English tradition: since they would have to wait on their masters on Christmas Day, the servants of the wealthy were allowed the next day to visit their families. The employers would give each servant a box to take home containing gifts, bonuses and sometimes leftover food. The European tradition, which has long included giving money and other gifts to those who were needy and in service positions, has been dated to the Middle Ages, but the exact origin is unknown. It is believed to be in reference to the Alms Box placed in areas of worship to collect donations to the poor. Also, it may come from a custom in the late Roman/early Christian era, wherein metal boxes placed outside churches were used to collect special offerings tied to the Feast of Saint Stephen, which in the Western Church falls on the same day as Boxing Day.

The tubby inflatable automaton gives the film its heart and humour as 'a personal health care companion' who gets pushed into a more actively heroic role by teen tech prodigy Hiro Hamada (voiced by Ryan Potter) when a supervillain in a kabuki mask starts running amok in his home town. Cue lots of whizzy flying scenes and fisticuffs as Hiro and his friends become a geeky band of teen superheroes with Baymax's help.

The special effects and mix of live action and animation are superbly handled and there are breathtaking dance sequences and great songs such as A Spoonful of Sugar and Let's Go Fly a Kite. Ibiza during the festive season is a lively and fun place, especially if you're a parent or child it would seem! Recently there's been a lot going on across the island and I have had the pleasure of taking part in a lot of parties and events, both as myself and my 'alter ego' Anna. Here's a round-up of my week as an Ibiza Mum (and Princess!) Last Monday the lovely Ioana Ivers of Ibiza Mamas organised a Family Funday on Cala Martina beach. It was very well attended on the sunny fiesta day and various activities were going on, including pop-up football, massage, juggling, hammockswinging, sandcastle building, running, jumping, chatting and, my favourite to watch, slack lining. To the
unfamiliar, this involves attaching a ratchet strap between two fixed points (trees in this case) then walking across it. Far harder than it sounds! I managed half a step before jump/falling off and careening into my onlooking friends! Several kids seemed to be fairly skilled at it though. We stayed until sunset and a great day was had by all. On behalf of everyone, I'd like to say a huge Gracias to Ioana for putting it together! The following day, Tuesday, was also a fiesta day and I spent a large chunk of it at Cafe Bondi near the fountains in San An. If you've not been before, I urge you to go as soon as you can as the healthy, fresh food is absolutely delicious and costs a fraction of what you'd be charged at similar places on the Island. I plumped for the Goats Cheese and Beetroot salad and it was incredible. Garnished with sweet potato and pecans and served on a

bed of greens, it delivered a beautiful balance of sweet and savoury flavours and creamy and crunchy textures. Sublime. The kids made short work of the pizza too and the noises of satisfaction emanating from the three of them told us they were certainly enjoying it. After lunch we headed indoors to the temporary Craft area, Bondi hold Kids Craft every Tuesday, where we made handprint snowman baubles, Christmas cards and rather a lot of mess! Everyone had great fun, from the months old baby to the 10 year old boy, and several of us extended the festivities in the park after. Another truly wonderful Ibiza winters day in great company. Muy mum friend and I all said how lovely the fiesta days had been and how lucky we were to be spending so much time outdoors with our kids in December. On Friday I co-hosted a Frozen party
at 45's in Playa D'En Bossa where we dined with and entertained around fifteen children and their parents for a couple of hours. The wonder on their faces was truly a sight to behold and gave all of us grown ups that magical warm fuzzy feeling inside which only comes from seeing children's dreams come true. That feeling continued on Saturday when we did El Trenet Blau's Christmas Party for over fifty gorgeous little ones and their families, attended a lovely little girl's seventh birthday and made a special guest appearance at the Ibiza Preservation Fund's Christmas Party and Fundraiser, entertaining awe struck kids in the garden. Kudos to Katherine, Jade and everyone else involved in the organisation of the event as, from the little I was able to see, it looked incredible and I'm sure a great deal was raised to help further the invaluable work the

IPF are doing. This week I had the pleasure of doing Christmas Parties for the wonderful kids at Santissima Trinitat School on Monday and a fourth birthday party on Tuesday. Again, I was warned to my soul by the looks on the children's faces, the pure unadulterated joy they take in celebrating. There are still more Festive Fiestas to come around the island this week, and I'm particularly looking forward to the Family Gathering at Guarana, Santa Eulalia on Friday from 4-8pm. It has honestly been a pleasure to share in and witness the joy and wonder of so many children and families this past week as, for me, that's what Christmas is about. It's a time to spread and share in laughter, smiles, magic and wonder. And how lucky we are to be able to do so on such a beautiful island as Ibiza.

It was the last week of the group games in the European cups and draws were made for both as well as the draw for Euro 2016. So, to recap, in the Champions League, Arsenal went to Olympiakos having to win by 2 to qualify for the k/out phase and with a Giroud hat-trick, duly did that. Their prize, a nice n'easy trip to Barca for their troubles! Chelsea, needing to beat Porto at the Bridge to top their group, put their Premier League form behind them to record a professional 2-0 win and their prize? The team they didn't want, Paris St Germain who controversially knocked the Blues out at the same stage last season. Mind you, a good opportunity for revenge, methinks! Man City topped their group with a 4-2 home win over Borussia and got the easiest draw as they now face Dynamo Kiev in the first knock out round. It was “adios” to Man Utd as they lost 3-2 at Wolfsburg, thereby dropping down to the Europa League with the dreaded Thursday night matches. They now face Danish side Midtjyland (who?). Congratulations to Brits Anthony Joshua and Chris Eubank Jnr for winning their respective bouts at the weekend, with Joshua knocking out fellow Brit Dillian Whyte in their eagerly awaited match for the British Heavyweight title. Having never gone more than 3 rounds in his previous 14 winning fights, Joshua was tested to the limits but came through with a k/o in the 7th round. How refreshing it is to see a young and intelligent boxer coming through the ranks, as against the opinionated dinosaur Tyson Fury. As for the Euro 2016 Groups for France next summer, of the 3 Home Nations, England arguably got the better draw as they face Wales, Russia and Slovakia, so watch out you bar owners in San Antonio and Playa den Bossa on June 16th at 3 pm for the England/ Wales encounter; you have been warned!! On the Premier League front, a pretty dire weekend transpired with only 19 goals scored from 9 games. It was woe again for Man Utd completing a miserable week as they lost 2-1 at Bournemouth, but well done to Eddie Howe as he masterminded back to back wins after their previous smash n'grab raid at the Bridge. We have new leaders as Arsenal completed a great
week with a predictable 2-0 win at looking doomed Aston Villa, but that could change if Ranieri's pacesetters Leicester, a point from the top, win at home to Chelsea in Monday night’s match. (ed—sorry Jezza, but they did exactly that). Man City were incredibly lucky to win 2-1 against Swansea at the Etihad with a deflected 92nd minute winner. Tottenham could have gone 4th if they had beaten Newcastle at home, especially as they were looking to continue their 14 match unbeaten run, but didn't as they were surprisingly beaten 2-1 to give the Magpies back-toback wins to ease the pressure on McLaren, Crystal Palace moved in to 5th as they won 1-0 at Selhurst against an off-the-boil Southampton, Watford continued their good form with a 1-0 win at lowly Sunderland and Naaarwich gained a creditable point with a 1-1 draw at Carrow Rd with Everton. Another draw, this time scoreless, as West Ham and Stoke went head-to-head at Upton Park, and, finally, there were nearly fisticuffs at Anfield as Herr Klopp lost his cool with West Brom's Tony Pulis as their teams fought out a 2-2 draw with the hosts getting a 90th minute equaliser, and, having met Mr Pulis myself, who, by the way is a real gentleman
normally but if pushed and in the right, the last person Herr Klopp would want to take on, apart from that is Big Sam Allardyce!
