STREET SWEEPING-

• The last week of street sweeping will be the week of October 18, 2021. • Sweeping will continue after that date on an as needed basis. • Sweeping will take place the day after your regular trash collection day on the second and forth weeks of the month. • Please avoid placing grass clippings, tree limbs, or any other debris in the street. This can cause damage to the sweeper and create down-time for the operator, resulting in an inability to maintain or complete the schedule. • Property owners are also asked to keep

trees along the curb line trimmed to a minimum of 12 feet above the street so the sweeper can work close to the curb without damage to the machine. • Please check the Public Works page on the Borough’s website for updates as the year progresses.

LEAF COLLECTION

• Fall leaf collection will begin on Monday October 25th, 2021. • Leaf collection will end on or about December 10, 2021. This may change due to early winter weather events. • Leaf collection is the day after your trash collection day, weather permitting.


Codes Department • Leaves should be windrowed along the curb or edge of the roadway. • Do not place branches, grass clippings, rocks or any other debris in leaf piles. This can cause catastrophic damage to the leaf collection machinery or personnel. • Do not leave cars parked along the street on the day of leaf collection. This may prevent staff from collecting the leaves around the vehicles. • Remember to keep all trees along the curb line trimmed to a minimum of 12 feet above the street so the equipment can operate along the curb line. • Please check the Public Works page on the Borough’s website for any updates that may occur.

UPCOMING STORM WATER PROJECTS

• 25th Street Drainage ImprovementsThis project will include replacing multiple inlets, storm pipes and upsizing a headwall on the southern end of Willow Park to improve drainage along 25th street and willow park. • 21st street Drainage ImprovementsInlets and storm pipes will be replaced at the intersection of 21st street and School house alley. • 33rd Street and Market- An inlet will be replaced along with a section of failing storm pipe prior to PennDOT paving on Market Street.

WHY SHOULD TREES BE PRUNED?

By Bill Elmendorf and Henry Gerhold, Penn State School of Forest Resources Proper pruning of trees improves their structural strength, maintains their health, enhances their beauty, and increases their value. Pruning is advisable if: • trees have crossing branches, weak branch unions, or other defects • branches are dead, dying, decayed, or hazardous • lower branches interfere with people or vehicles, or block visibility of signs • branches are growing into buildings or utility wires • limbs have been broken by storms • trees have grown too large and might injure people or damage property

WHO IS QUALIFIED TO PRUNE TREES?

Simple types of pruning, such as cutting lower branches from small trees, can be done by anyone who understands plants and has the proper tools. But only qualified arborists should train young trees or climb into trees to prune them. That type of tree work requires knowledge of scientifically based pruning techniques, tree physiology, and safety practices, as well as working experience with various tools and tree species. Because proper pruning is complicated and examples of shoddy and unsafe work abound, national standards have been developed for the best methods and safety. Any potentially hazardous activity associated with climbing trees, using power tools, and especially working near electric lines should be left to qualified professionals who follow the national tree safety standards.

SELECTING A TREE CARE PROFESSIONAL

A qualified and reputable person or company should be hired to perform tree work, not an individual with a chain saw trying to make a fast buck. It is very difficult, if not impossible, to repair damage that has been done by poor pruning. In tree work, the old adage "you get what you pay for" is usually true. Tree care practices change based on the latest research, and will continue to change. It is important to hire a qualified arborist, preferably a Certified Arborist, who keeps up with proper, safe tree care techniques and will provide high-quality work at a fair price. The following guidelines can help you to select a qualified arborist and ensure proper tree care. Always have at least two or three tree care firms examine and bid on your tree work. Usually, these firms will do so at no cost. For referrals, contact a local munici-

pal arborist, the extension office in your county, or the International Society of Arboriculture (ISA). Tree care professionals are members of professional organizations such as the ISA. Reputable tree service companies generally do not solicit door to door, as they rely mainly on repeat customers. If possible, include a certified arborist among those whom you contact to examine your trees. Arborists certified by the ISA have passed a test of their knowledge and must continue their education to maintain competency. Ask for a written estimate detailing the work to be done from everyone who examines your trees. Terminology used on bids should match the tree pruning guidelines and standards explained in this publication. If terms like topping or roundingover are used, consider another firm. Do not blindly accept the lowest bid. Remember, in tree work a good job can be slightly more expensive. Try to schedule work in fall or winter, when rates may be lower. Ask to be shown proof of liability insurance and worker's compensation insurance. Ask the bidders where you can see trees they have pruned and examine their work firsthand. The following are indicators that proper pruning has been done: • use of reduction and thinning cuts, rather than topping, heading, or stub cuts, so that the natural form and branching habit of the species is preserved • cuts placed just outside the branch collar, not flush cuts • absence of torn bark where branches have been cut, and no sign of bark punctured by climbing spurs • no "lion-tailing," or clumps of foliage at the ends of branches caused by removing all or most of the inner foliage

ENVIRONMENTAL CLUB

Our only goal is to try to preserve /improve Camp Hill’s water, air, land, flora and fauna.

We are always looking for members who share our interests in the environment and to energize our organization. We meet several times a year at the West Shore Plaza Restaurant to discuss plans and ideas. Our last 2021 meeting is Oct 16. For additional information or to suggest future program ideas, contact Paul Garrett at 514-3546 or paulgarrett40n@gmail.com When able, CHEC will continue our efforts to recycle at the Siebert Park athletic events and Little League Baseball games. We have adopted Market Street in the Borough, through PennDOT’s Adopt-A-Highway program, and clean it four times a year and also clean litter in other areas of the Borough throughout the warmer weather months. In walking around town picking up trash, we have noticed many perfectly good items being placed at the curb for the trash trucks to take away. We ask all good citizens of this great borough to set an example and take perfectly good, no longer needed items to a thrift store or other location for repurposing. Between May and September, CHEC helps the Conodoguinet Creek Watershed Association (CCWA) clean out sections of the creek. Our cleanups are 8/21 & 9/18. Also in 2021, we will help maintain 108 recently planted saplings in a riparian buffer behind Camp Hill’s Siebert Park, along the floodplain of the beautiful Conodoguinet Creek. In the Fall of 2019, members of CCWA and CHEC planted barefoot seedlings. The trees, such as river birch, swamp oak, and sycamore, have been especially selected to grow well in this type soil. Now, CHEC will maintain these 108 trees until they grow and mature. CCWA and the Chesapeake Bay Foundation are planting these riparian buffers in many locations along both banks of the Creek. What is a riparian buffer you ask? Riparian buffers are plantings, trees and shrubs, that filter/clean “runoff water” before It enters the waterways and also prevents or reduces stream embankment erosion. Let’s talk about RECYCLING. Penn Waste continues to report that lots of unacceptable items continue to be placed in our recycling bins. Two items of critical importance are rechargeable batteries and small, one pound propane tanks. These items may cause fires at its recycling plant and should NEVER be put in our recycling bins or the trash. Instead, rechargeable batteries should be taken to Lowe’s or Home Depot and propane tanks should be taken to a Cumberland County hazardous waste recycling event or to other suitable locations for proper disposal and recycling. • cut surfaces untreated with wound dressing or tree paint, which can injure trees Once you have decided on an arborist, demand a written contract that briefly but clearly states all of the following: • type and amount of work to be completed and the techniques to be used, with reference to the ANSI A 300 Tree Pruning Standards or International Society of Arboriculture Tree Pruning Guidelines • total cost of work to be done, not just total cost per tree • who will be responsible for clean-up work and to what extent • who will receive any firewood or other products • starting and completion dates Do not pay in advance, but wait until all terms of your contract have been fulfilled. Use the following information to ensure that your trees will be pruned in the proper manner and for the right reasons. Familiarity with pruning methods will help you hire a qualified arborist who will do the job right.

TYPES OF PRUNING CUTS

• A thinning cut removes a branch at its point of origin on the trunk. A reduction cut shortens a limb to a lateral branch large enough to resume the growth of the pruned limb (Figure 1). Thinning and reduction cuts leave no stubs. They are used to remove damaged, dead, or weak branches, reduce the length and weight of heavy limbs, or reduce the height of a tree. Reduction cuts are placed so as to distribute ensuing growth throughout a tree and retain or enhance a tree's natural shape. Reduction and thinning cuts are the proper type of cut to use in pruning a live tree. Reduction cuts on larger branches can be referred to as drop crotch pruning. • A heading cut trims a branch back to a bud, or trims a branch or leader back to a small branch not large enough to assume the growth of the pruned branch. Heading cuts should only be used when pollarding trees or shaping terminal flowering plants such as roses; they should not be used for topping trees. Topping has been described as the "ultimate in destructive practices," and


MS4 Corner in almost all cases it permanently damages a tree's health, structure, and appearance. • A stub cut is like a heading cut but is made indiscriminately to a point on a branch or leader where no bud or branch exists. A stub cut, like a heading cut, is used when a tree is topped. Topping is only appropriate when sections of limbs are cut off during the removal of a tree.

TREE TOPPING

Topping of trees using stub cuts and heading cuts should not be done for several reasons. Topping reduces the ability of a tree to produce food. Shock and long-term declining health resulting from topping can make a tree more susceptible to insect and disease problems and can lead to its death. By removing the branches that protect a tree's crown, topping can lead to sun scalding of remaining branches. The stubs and sun scalds resulting from topping cuts are highly vulnerable to insect invasion and the spores and actions of decay fungi. Numerous water sprouts resulting from topping are weakly attached and grow so rapidly that a tree can regain its original height in a short time with a more dense and unwieldy crown. With their natural form and beauty disfigured, topped trees are ugly to most people. Topping can reduce the value of a large ornamental tree by thousands of dollars. Although tree topping may cost less and take less time and knowledge than using reduction cuts (the proper pruning technique), you would be paying for an inferior service.

PRUNING MATURE TREES

Not all mature trees need to be pruned. Some only require pruning every 5 to 10 years. The need for pruning can be reduced by planting the right type of tree in the proper place and by properly pruning a tree when it is young. Pruning a mature tree excessively or incorrectly causes more damage than good. When a vigorous branch is cut from a tree, part of the tree's ability to produce food is removed and a wound is created where decay organisms may enter. Mature trees should only be pruned for specific purposes and in a manner that protects and preserves the tree's natural form. Pruning should focus on maintaining tree structure, shape, health, and safety. Types of pruning recommended by the American National Standards Institute and the International Society of Arboriculture are described below: • Crown cleaning – removes dead, dying, diseased, crowded, weakly attached, or low-vigor branches and water sprouts. • Crown thinning – selectively removes branches to increase light penetration and air movement and reduce the weight of heavy limbs. • Crown raising – removes lower branches to provide clearance for buildings, vehicles, pedestrians, and signs. • Crown reduction – reduces the size and spread of crowns using reduction and thinning cuts, resulting in fewer sprouts than heading or stub cuts, and maintaining the structural integrity

and natural form of the tree (Figure 4). • Crown restoration--improves the structure and appearance of trees that have been storm-damaged or deformed by heading or stub cuts. Vista Pruning thins selectively to open a specific view of an object or scenery.

MS4 CORNER: PROTECTING OUR WATERSHED

The Borough’s National Pollutant Discharge Elimination System (NPDES)regulated Municipal Separate Storm Sewer System (MS4) collects storm water runoff, conveys the water through a system of pipes and swales, and then discharges it to surface waters. As a Borough resident there are simple steps you can take to protect the local watershed by preventing pollutants from entering the MS4.

FALL YOUTH DEVELOPMENT PROGRAM (YDP) REGISTRATION

The Camp Hill Soccer Club (CHSC) strives to develop the skills and attitude necessary to help your child become a successful player and teammate. The Youth Development Program (YDP) for children born between 2014 and 2017 within the CHSC is the foundation and starting point for your players' journey. This Fall we will continue with our revamped curriculum to develop fundamental soccer competencies along with introducing your child to fellow classmates, peers, and cohorts that will establish friendships they can take with them through their growing years. Athletics at this age need to be a lot of fun and our training approach will accomplish this. Training is coed group training and the U5/6 players will be grouped together to practice/play at Schaeffer Field. The U7/U8 players will be grouped together to practice/play at Dairy Field. Starting Sept 9th, U7/U8 training will be every Monday & Thursday from 6:00 ‐ 7:00 pm at Dairy Field. Training will continue through October 28th. Starting Sept 9th, U5/U6 training will be held every Thursday from 6:00 ‐ 6:45 pm at Schaeffer Field. Camp Hill Borough is fortunate to have so many people who give back to this community and many people don’t realize who they are or what they have done. This will be our 10th year for this award and this individual should be someone who has made one or more outstanding and significant volunteer contributions in some facet to Camp Hill Borough. WOMAN’S CLUB

The Camp Hill Woman’s Club, established in 1950, is a philanthropic and social organization of women from Camp Hill and the surrounding area. Our focus is to raise money through various fundraisers to donate to local charities. We will start up our meetings in September, either in the Borough Building or outdoors at a local park pavilion, depending on the town’s covid restrictions. Each meeting will feature a guest speaker or entertainment, a short business meeting, and plenty of time for socializing. LIONS CLUB

Life is beginning to get back to normal. The Camp Hill Lions Club has now left Zoom behind us and are meeting in person. It has been a hard time as we were unable to meet and unable to raise funds. We did, however, manage to make some charitable contributions with money from our annual Christmas tree sale. A visitor to our club mentioned that even though she had lived in the borough for years and heard about the Camp Hill Lions Club, had no knowledge of what we do. So thought I would give a thumbnail description of our service. We donated to food banks, Beacon Lodge for the blind, leader dogs, Camp Hill Fire Company, Meals on wheels, and other local charities. This is in addition to providing new glasses to those who are unable to afford them. We have collected several thousand used glasses, which are sorted and sent to needy countries. The Lions Club is International and we have clubs around the world who are familiar where the need is. A glance along Trindle Road will show the Lions have been out and about, cleaning along the highway. We are meeting now at what is known as the horseshoe pits. We invite you to come and join us for a free dinner. We, unfortunately, lost a number of members this past year and are in need of new members. The land was a farm either owned by Walt Musser and his family or rented by the Musser’s Family. The house (Inn), barn and out buildings were located between the entrance driveway and exit driveway to Holy Spirit Hospital. When the Holy Spirit Hospital needed additional parking, the INN was purchased and thus demolished and paved. A side note: Walt Musser wanted to build a drive-in movie theater on the land located where the current Dunkin Donuts is located. But that never materialized. I was a teenager during this period. I grew up on a neighboring farm located at 120 Erford Road, which is now the Overlook Apartments. Some Friday or Saturday nights, my father and mother and I would visit the Mussers at their home, the farmhouse. Our families were good friends. My dad and Mr. Musser would drink adult beverages and my mother and Mrs. Musser would catch up on what was happening on each other’s farm. I just sat there and fiddle my thumbs, as I was a bored teenager. (Note: This article, which was shared on Facebook, no dates were included or when the article was printed.)

Our Children, Our Community, Our Future WE ARE because YOU Give… Whew! What an amazing summer it has been here at The Lion Foundation. So many of us were eager to slowly and safely emerge from this difficult year with a summer full of sunshine, laughter and fun, and The Lion Foundation was happy to be part of the action. We were thrilled to host our first Sporting Clay Fundraiser in June and our first Corn Hole Tournament in July. Let’s not forget the fun and excitement brought on by our first fully virtual Summer Silent Auction – with the hot ticket item once again being the Insect Collection Tour with local legend Mr. Gallaher! We also changed our grant making cycle a bit this year, with our spring grant awards expected to be announced just as this newsletter hits your mailbox. I am thrilled by the depth and scope of the grant applications we received. We are honored to be trusted with the plans and hopes of our wonderful educators, and look forward to announcing grant awards that touch nearly every grade level across the district. So how would I describe my first summer as Executive Director of The Lion Foundation? Busy, inspiring, and quite frankly a Summer of Fun! All of us at The Lion Foundation are excited to see what the new school year brings!

We are proud to introduce our 2021 summer intern, Emma Chaplin. Emma is a rising senior at Camp Hill high school. She is on the High School Varsity Tennis team, serves as captain of the Camp Hill Mini-THON Donor and Public Relations Committee, and has been a Girl Scout for the past 12 years. This summer, she has been working with The Lion Foundation to boost our social media presence and expand our reach to younger alumni. Thank you Emma!

After Alex McKechnie, the patriarch of a local family, passed away, his four grown children sought a way to honor his memory. They were pleased that The Lion Foundation could honor his life in several ways, including establishing the Dr. Alexander J. McKechnie Science Scholarship for an outstanding Camp Hill senior who has excelled in science and is planning to major in science at a post-secondary institution. The fund has now been fully utilized, and 2021 was the final year for this scholarship award. Congratulations to Anna Lucille Long for being this year’s winner! BizTown 2021 came to Eisenhower Elementary this year, and thanks to the creativity and dedication of teachers and staff, it went off without a hitch. Fifth graders got the chance to learn about what it's like to create, live and work in a thriving community.

AN EXCITING PARTNERSHIP

We are excited to announce we are partnering with the Camp Hill School District to bring on an intern for the 2021-22 academic year. The internship will give the student the chance to learn about the problem of food insecurity, while also providing a peek into how a non-profit operates. Some of the things our intern will work on: creating spreadsheets containing data on perishable food items (including what items are popular, and what items are needed for the next distribution day); work with the CH High School advisor to organize student volunteers; track the temperature control of refrigerated items; enter data into the Central Penn Food Bank account; and weigh Giant and Karns donations. We are excited to help develop this new program!
