P u b l i c Wo r k s STREET SWEEPING Begining Monday, April 4th, sweeping will take place the day AFTER your regular scheduled trash collection on the 2nd and 4th weeks of the month. Please avoid placing grass clippings, tree limbs or any other debris in the street. This causes damage to the sweeper and down-time for the operator resulting in an inability to maintain the schedule. Property owners are required to keep trees along the curb-line trimmed to a minimum of 12 feet above the street so that the sweeper can work close to the curb without damage to the machine. If branches fronting your property do not meet the above requirement the street will not be swept and you will be cited under property maintenance code. COMPOST FACILITY 422 S. 24th St. Hours of Operation: Beginning January 4th (for leaf & woody waste drop off and mulch service) Daily - 6:00 am to 7:00 pm • The Borough may close the facility at any time due to lack of operational space or material processing. • The Public Works Department is closed for most major holidays. • Service is available ONLY to Borough property owners and residents. • Cards are $20 for residents and $1,200 for approved Camp Hill Borough contractors. Access cards are valid on a calendar year basis. Replacement cards are $5. Mulch: Starting April 4 Spring Mulch loading service will be available on Monday & Friday ONLY, from 7:30 am to 8:30 am. To Purchase a Compost Permit please go to our website to find the form or you can stop by our office to fill one out. Please remember to keep your card at the end of the season, it can be reactivated when your application and payment are processed the following year. If misplaced there is a $5 fee for new card. WINTER MAINTENANCE The following guidelines can make the operator’s job safer and more efficient: • If possible remove vehicles from streets

prior to a winter event. • Remove basketball hoops from the borough right-of-way. •K eep a safe operating distance from maintenance vehicles. • I f you have a mailbox along the roadway, the post and mailbox must be sturdy enough to withstand snow coming off the plow blade. •N ever push, blow or shovel snow into a cleared roadway. •N ever attempt to stop a plow driver while salting or plowing. •C learing a space along the curb or edge of road before your driveway will reduce the amount of the snow placed in your driveway. •W ait until the street is cleared before shoveling driveways and sidewalks. Plow operators may make multiple passes on the same street. •T rees limbs should maintain a minimum height of 12 feet above the street surface. SANITARY SEWER Do not flush swiffers, cloth or paper rags, baby wipes, baby cloths, dental floss or other similar materials into the sewer system. These items cause clogs, damage sewage pumps and increase maintenance costs. Property owners (private) are responsible for the lateral and building sewer. The lateral extends from the sewer main in the street to the Right-of-Way (typically behind the curb or sidewalk). The building sewer extends from the Right-of-Way to the home. The Borough (public) is responsible for the sewer main in the street. Customers are reminded to keep traps in homes/businesses filled with water. This will reduce sewer odors from entering the living and working spaces. For sewer emergencies during normal working hours (8 am to 4:30 pm) call 717737-3456 and provide your name, address and telephone number. After hours, call the police department at 717-737-1570, they will reach out to On-Call personnel. The sewer main will be checked by Public Works Staff and flushed if necessary. If the sewer main is open and free flowing, staff will contact you and recommend you call a plumber.

AMBULANCE SUBSCRIPTION INFORMATION

Camp Hill EMS joined Penn State Health in 2021. Camp Hill Borough will continue to receive timely service. The annual subscription rate is $70 for an individual and $85 for a family. You can subscribe securely online at: PSHLL.com OR you can pick up an application at the Camp Hill Borough office.

CODES ENFORCEMENT SNOW & ICE REMOVAL Please keep in mind that snow and ice removal on sidewalks must be cleared their entire length with a path no less than three feet wide within eight (8) hours after snow or ice has stopped falling excluding the hours between 9:00 p.m. and 7:00 a.m. Also remember not to shovel, blow or plow snow into the streets or alleys. TREE MAINTENANCE Over the winter months it is important to keep the tree limbs over the streets 12 feet above the street surface to keep from damaging borough snow plows. changes this year as we say goodbye to a longtime department member and welcome her replacement. After almost 26 yrs. of continuous employment with the CHPD, Office Manager Donna Hope is retiring effective March 11th. Additionally, she has been the department Accreditation Manager since 2007. The department has successfully been re-accredited five times during that period, owing to Donna’s organizational and record keeping efforts. Donna’s contribution to the operations of the CHPD have been immeasurable! Not only has she been the glue that keeps our officers and operations moving forward, she has been a great friend and co-worker to every member of the department. It’s difficult to say goodbye to such a valuable and loved member of our department, but we wish Donna and her husband Mike the best in a much deserved retirement! As we say goodbye to Donna, we welcome her successor, Michelle Stevens. Michelle joins the CHPD after serving with another Cumberland County Police Department, and before that for several years in the private sector. Fortunately Michelle will have had three mos. at CHPD training under Donna’s supervision before Donna walks out the door. Michelle has been an excellent student, absorbing all the knowledge and experience. Although Donna set the bar at a high level for her successor, we are confident that Michelle will meet that standard and be a valuable asset to the CHPD, and by the extension to the Camp Hill community. Welcome aboard Michelle!

VOLUNTEER OF THE YEAR: LINDA WALTON Since 2012 Camp Hill Borough has recognized a resident in the borough for their contributions. The 2021 Volunteer of the Year winner is Linda Walton. She is a dedicated and longtime resident of the Borough. Over the years she has volunteered in many different ways. She was a volunteer at Holy Spirit Hospital delivering newspapers to patients, a leader and coordinator at Camp Tagawitha, President of swim team and Camp Hill summer swim program, President of Camp Hill High School Booster Club and Co-chair of Mayfair. She is currently involved in volunteering at the West Shore Baptist Church where she is a greeter, helps with Clothes Closet, serves on Board of Missions and has helped teach the little ones. When she retired from Camp Hill School District after 28 ½ years of service, she started volunteering for Camp Hill Recreation Department. Over the last six years she has dedicated too many hours to count, helping the Recreation Director prepare for so many events and programs. Audrey, is so grateful for her dedication in helping make Camp Hill Borough events memorable. Her dedication and energy continue to have a positive impact on our community on a daily basis. For all these reasons and so many ore, Linda Walton is the recipient of the Camp Hill Borough’s Volunteer Award. Clubs and Events INFORMATION ABOUT ACCESS TO SIEBERT PARK STADIUM

To obtain access to the stadium when it is not being used for an event, you need fill out an application at the Borough Office. One application per family. To enter the Siebert Park Stadium, enter near the Athletic House. Swipe your card and push on the access gate. It will turn to let one person enter at a time. If you lose your card, you need to notify the Borough immediately, so it can be deactivated. Replacement cards, are $5.00 each.

LION’S CLUB The Camp Hill Lion’s Club held their Christmas tree sale and were able to sell all their trees. They have another fundraiser coming up called the All You Can Eat Pancake Breakfast on February 26th from 7am-12pm at Trinity Lutheran Church in Camp Hill. The cost is $7.00 per person and children under 6 eat for free. They hope you will come out and support their event. All proceeds go back into the community and towards Lion projects.

EAGLE SCOUT AWARD EARNED Camp Hill Borough would like to thank Bobby Latham for his project on the Maurice

Goddard Trail. His project consisted of relocating, replacing and adding Goddard Trail markers throughout the Borough. He also updated the Goddard T r a i l brochure that is available at the Borough building and on our website. In addition he also updated the sign in Willow Park and gave it a fresh coat of paint. We appreciate the improvements and addition to the trail in the borough. Congratulations Bobby for earning the Eagle Scout Award. Well Done!

A CENTURY OF SNOW In the early 1900’s, snow did not deter the Mechanicsburg area farmer from his weekly Wednesday herding of cows to the butcher shops between Mechanicsburg and Marysville! This photo was taken from the south side, across from 2156 Market Street. One cow would soon be dropped off at Traub’s Market near North 21st Street. Camp Hill photographer, Sam Kuhnert, captured “The Terrific Snow Storm” of Sunday, March 6, 1932. This is the view along Market Street from a point west of 23rd Street,

toward 21st Street. There’s a trolley back there at 21st Street, that was stuck there for a while! No snowplows! Drivers put chains on their tires and just d r o v e through it all! This photo, and many others from Sam Kuhnert’s collection, can be found in the wonderful archives of the Pennsylvania State Museum in Harrisburg, just west of the Capitol off 3rd Street. Your imagination can whirl while gazing upon Camp Hill’s Cemetery following a good snowfall! This photo is from 2010, taken from the porch

of 134 North 23rd Street. Soon thereafter, parents were playing with small children and sleds in the area that is the scene of our Memorial Day ceremonies.

SPOTTED LANTERNFLIES IN THE WINTER Spotted lanternfly lay their eggs in the fall and start hatching in May, therefore the best time to find and destroy viable egg masses is winter through early spring. Spotted lanternfly will lay their eggs on almost any nearby flat surface, so be sure to check tree trunks and branches, rocks and equipment stored outdoors. TO DESTROY THE EGG MASSES: Apply a lot of pressure (you'll want to hear them pop) . Scrape the eggs and to kill the viable egg masses. Scrape into a bag filled with hand sanitizer or alcohol in order to kill the eggs. Once done, place in a second bag and discard in the trash.

Tennis Membership Information Tennis membership may be purchased by Camp Hill Borough residents, property owners and business owners. Memberships is non-transferable and fee is per household. Membership Fee $ 30.00 per household. Forms are available on our website and at the Borough Office. The courts are accessible with your Siebert Park stadium access card; access card applications are available at the Borough Administrative Office. Membership is effective for the calendar year: January through December. Fees are not prorated; early registration is strongly recommended. Memberships are activated weekly, on Fridays. Please plan your registration accordingly. Parking on the grass near the tennis courts is prohibited. Violators will be fined. Parking is available next to the municipal swimming pool. Members are required to close the security gate when entering and leaving the courts. Tennis court users must produce their access card to validate their membership when requested by the Police Department or Borough Staff. When members leave the courts, their guests must depart as well. Failure to follow these rules will result in membership revocation and forfeiture of membership fee.

The Central Pennsylvania Food Bank will be giving food to all qualified Camp Hill residents in need of food assistance at the Christian Life Assembly Church, 2645 Lisburn Rd. in Lower Allen Twp. Please stop by between 9 am – 12 noon on the following Tuesdays: March 8th, April 12th, May 10th and June 14th. A utility bill from your residence is the only requirement. Parade of Lights for Toys for Tots Thank You’s In December, Camp Hill Borough and Centric Bank joined forces to host the Parade of Lights for Toys for Tots. This was our second year for this event in place of our traditional Toys for Tots Parade. We had displays throughout the park and nearly 1,400 cars drove through the park during the event. Best of all, we filled 4 ABF Freight cubes with toys for local families in need. We had support from many businesses, clubs and students in the community. Families enjoyed driving through the park and seeing all the lights and Santa. This event could not have been a success without the continued support of donations from various businesses and organizations especially Centric Bank. We would like to thank the Camp Hill Woman’s Club and Brenner Family as well for their contribution. There were a number of in kind donations, that don’t’ go unnoticed. Thank you to ABF U-Pack Moving, HRG, Camp Hill Woman’s Club, Camp Hill Lion’s Club, Camp Hill Fire Company, Camp Hill Fire Police, Cornerstone Coffee House and the Sutliff Family. A special thank you to the group of people who worked very hard to help make all this happen: Mayor Mark Simpson, Patty Gilroy, Jon Arosell, Jeff Capp and Gary & Bridget Rini. Also to Borough Council, the Recreation Commission and many other community members who volunteered as well. A total community effort!

REFUND POLICY

A refund will not be granted for any cancellation of a session $50 or less. This includes any program offered by the Recreation Department. For all programs greater than $50, a refund will be granted according to this schedule:

Due to the planning and coordinating of summer camps there will be no refunds for any cancellations of summer camps. If any program or summer camp is canceled by the Recreation Department at no fault of the participant, a full refund will be granted.

BOROUGH STORMWATER PROJECT UPDATES 25TH STREET DRAINAGE IMPROVEMENTS: Construction is nearing completion. The contractor will be applying the finishing touches and removing their equipment from the site in January 2022. RUSSEL ROAD & 21ST/WALNUT DRAINAGE IMPROVEMENTS: The construction contract has been awarded and work is scheduled to begin in January 2022. During the winter months, the contractor will replace pipe endwalls and repair erosion along Russel Road, and install new inlets in piping in Schoolhouse Alley. In the spring, new drainage inlets and piping will be installed in and around the intersection of 21st Street and Walnut Street. BOROUGH-WIDE CCTV INSPECTION: The Stormwater Authority has received bids and is in the process of awarding a contract to complete remote video inspection of all storm sewer pipes within the Borough. This work will be taking place throughout the 2022 calendar year. In 2023, the Authority will formulate the next 5-year Stormwater Management Plan, based upon the results of this inspection work and the next round of MS4 permit requirements. SIEBERT PARK STREAM RESTORATION: Camp Hill was just selected to receive a DCNR grant to upgrade the Siebert Park multi-use trail in the full amount requested ($250,000). Stay tuned as we work to submit permit applications for a combined stream restoration & trail improvements project in Siebert Park. This work is scheduled to begin in the fall of 2022 and will also include a canoe and kayak launch on the Conodoguinet Creek along Creek Road. The canoe and kayak launch received 50% funding from a PA Fish and Boat Commission grant, and the recently awarded DCNR grant will fund the other 50%.

Winter Celebration on Hold for Another Year

New Pantry Partnership For many years, the Earl Besch Fund at The Lion Foundation has helped support nancially insecure students in our schools. Donations to this fund have underwritten not just the annual operation of the Earl Besch Food Pantry, but also new coats, shoes, and fees for school-related expenses such as eld trips. Thanks to a new, transformative partnership between The Lion Foundation, New Hope Ministries, the Camp Hill United Methodist Church, and the Camp Hill school district, New Hope Ministries will now be running the operations of the pantry. The goal of the new partnership is to provide not only nutritious food, but also

comprehensive support to help families get back on their feet. The pantry will still operate twice a month and provide additional case management, housing, basic needs, stability, and employment services for eligible families in need. Your donations to the Earl Besch Fund will support both the pantry and Principal’s Discretionary funds for student needs at each school

As much as we want to celebrate in person with all our friends and supporters, we’ve made the tough decision to forgo our annual Winter Celebration.
