FIRST, AND FOREMOST, we would like to thank Matt English, Milestone Hospitality Group, for his dedicated service as the association’s chairman of the board in 2013. He ensured our transition to becoming the Pennsylvania Restaurant & Lodging Association was a smooth one. His leadership was critical this fall when our long-time President & CEO, Patrick Conway resigned. Under Matt’s leadership, the Executive Committee acted swiftly in establishing a search committee to find the right person to fill this important position.

2014 promises to be an exciting year for both the organization and the industry.

The National Restaurant Association recently released its annual “What’s Hot” report. NRA surveyed more than 1,300 American Culinary Federation chefs to identify the new year’s biggest food and beverage trends. For the complete survey results, visit restaurant.org/ foodtrends.

PRLA has an aggressive agenda from now until June. With every House seat and 25 Senate seats, along with the Governor’s race up for grabs, there is a short window for PRLA to pursue its legislative agenda in 2014. The Legislative Corner on page 12 reviews our priorities and outlines how you can be involved in our legislative agenda and these elections.

One important way you can participate in advancing the legislative priorities of PRLA is to join us on March 11 in Harrisburg for our annual Legislative Day at the Capitol. This event is free for members but registration is required if you want PRLA to schedule you an appointment with your legislator.

Plan to stay for the Taste of the State reception at 5 p.m., it’s a great event for networking with your industry peers and elected officials.

This year’s Spring Membership Meeting will be held on April 7-8, 2014, at the Nittany Lion Inn in State College. PRLA committee meetings are open to all members, and we encourage you to attend and engage in your association.

Knowledge is power in your operation. As a PRLA member, you have many informational resources available at your fingertips to help you with your day-to-day legal, regulatory and operational questions.

New Vision for AH&LA Growth and What it Means for PRLA Lodging Members Starting in January of 2014, there will be significant growth-focused changes with our national lodging organization, the American Hotel & Lodging Association (AH&LA), which will impact how the PRLA (called a partner state association, or PSA) interrelates with AH&LA, and how each individual property will align with both the PRLA and AH&LA. The current structure had all lodging properties joining AH&LA through their PSA, with those over 50 rooms/units having the cost automatically included in dues, and for those 50 and under rooms paying a separate optional fee to join AH&LA. While there were many positives to this structure, it provided no strong direct role for the major hotel companies in the country, with voices that are needed at the table on major legislative initiatives to help leverage meaningful action.

A major initiative was developed (with PRLA actively participating) to re-structure the AH&LA for growth and a new focus on what it can do best for the industry: stronger legislative advocacy and influence, and serving as the respected sole collective voice of the nation’s lodging industry. There are many organizations representing certain facets of the lodging industry, but AH&LA is the only one positioned to remove the separate facets and focus on the entire industry as a whole, which meets a critical need in strengthening our voice.

How will this happen?

The structure and governance of the AH&LA needed to change to enable the new focus to succeed. Instead of getting into the backof-the-house details that are not necessary 6 •

to get the major picture, we will focus here on what is likely more relevant to our members.

1. The PRLA, and other state lodging associations like us, will become a PSA. This enables our continued affiliation with the AH&LA, along with critical communications on legislative issues and resources on timely national issues that come up regularly (such as ADA, bedbugs, etc.), so that we stay connected at the national level.

2. For all branded properties in Pennsylvania: To be a member PRLA, you will continue to join through us; however, to continue as a member of AH&LA into 2014, you will join through your corporate office or franchise.

The PRLA will no longer collect and remit your AH&LA national dues, to enable this new process.

3. For all independent properties (those without a brand name): PRLA has agreed to continue to collect and remit your dues to AH&LA through our normal renewal process; however, you will notice when you receive your renewal invoice for 2014 that there will be a separate line item for the voluntary AH&LA dues to retain your national membership.

What does all of this mean to my property?

• AH&LA will now unify not only individual properties and state associations, but officially adds to the mix our powerful corporate and franchise company partners to make us stronger and more financially viable on a national level. With this new unified voice AH&LA will become more • WINTER 2014

valuable to all properties by being stronger at the federal level, which is an area all of us individually cannot address without its leadership.

• PRLA will continue to be the legislative leader and voice of the lodging industry at the state level, with our separate dues clearly outlined at a more reasonable rate that you can immediately justify.

• Independent properties will be able to conveniently add their optional AH&LA dues at the same time to their state dues to ensure they receive the AH&LA communications and services directly. To clarify, the only way to join at the state level will continue to be through PRLA. • We are anticipating that both PRLA and the AH&LA will grow and become even stronger under the new format, and our success can only mean improvements in services and legislative successes for our members and the hospitality industry in Pennsylvania.

This is definitely a simplified and condensed explanation of the changes, focusing more on what may be of interest to you directly.

Meet the Officers Chairman of the Board Rick Sell Bahama Breeze, Exton Rick Sell joined Darden Restaurants in 1999 as Service Manager for their new growth concept Bahama Breeze. From 2001 – 2004 he served as a General Manager for Bahama Breeze earning inclusion into Darden’s Diamond Club recognizing the top 10 percent of all Darden General Managers. Since 2004, Rick has led operations for Bahama Breeze in the Northeast as their Director of Operations while accelerating growth with five new restaurant openings in the past 18 months. Darden honored him in 2009 with its Director of Operations of the Year award.

Prior to Darden, Rick led operations for a small locally owned restaurant company in Atlanta, as well as working for Hyatt Hotels after graduating with a BA in Economics from the University of Dayton. Rick has been active in the PRLA, joining the board of directors in 2007 and serving as the Chairman of the PAC/PEC Committee and on the Executive Committee.

Vice Chairman of the Board Mike Rodden Philadelphia Marriott West Hotel, West Conshohocken Mike Rodden joined Marriott Hotels shortly after graduating from Michigan State University with his business degree. During his 31-year-tenure with Marriott, Mike has worked in hotels across the country and spent seven years at the company’s headquarters in Bethesda, Md. He currently is the general manager of the Philadelphia Marriott West Hotel, a position he has held for the last eight years. Prior to his move to West Conshohocken, Mike was the general manager of the Research Triangle Park Marriott in Durham, N.C. In addition to serving as a member of various tourism boards, he chaired the Montgomery County Intermediate Unit Education Foundation.

Treasurer Jeff Cohen Smallman Street Deli/Weiss Provisions, Pittsburgh With famous sandwiches made of beef that is corned right next door at Weiss Provisions, Smallman Street Deli owner Jeff Cohen has made his deli a destination in the Strip District and beyond. Jeff spent 17 years in the shoe business before purchasing Weiss Provision Company in 1995.

Jeff is an active advocate for the local restaurant industry, tackling issues such as the County Health Department’s proposal for posting restaurant grades, the County Council’s drink tax and City Council’s proposal to extend metered parking hours. He has served on the Western Chapter board of directors since 1996 and was chapter president for two years. He also serves on the Visit Pittsburgh board of directors.

76th Annual Meeting & Awards Gala The Pennsylvania Restaurant & Lodging Association (PRLA) hosted its 76th annual fall Membership Meeting and Awards Gala at the Hershey Lodge on Sunday, November 3 and Monday, November 4. Sunday and Monday’s committee and board meetings set the direction of the association for the coming year. Sunday evening’s Awards Gala recognized PRLA’s 2013 officers and honored several exceptional industry leaders for theirsafety, service, civic engagement, dedication and leadership.

Membership Awards Membership growth relies heavily on peer outreach and support. The Membership Awards recognizes the individuals and chapters that have helped the association grow over the last year.

The Chapter Growth Awards are broken into two categories: Metro and Core and awarded for the largest percentage of new member growth over the year. The 2013 Chapter Growth Award – Metro Category was awarded to the Philadelphia Chapter, while the Brandywine Chapter won the Core Category award.

The Chapter Board Member Lead Contest is a competition between the chapter boards and the winning board generates the most membership sales per board member. The 10-person Philadelphia Chapter board brought in 15 new members. The chapter will receive a check for 10 percent of the membership dues collected from these new member sales, which will be given to the charity of the board’s choice.

Finally, PRLA recognized the Recruiter of the Year – the individual member who brought in the most new members during the year. Joe Campbell, Chickie’s & Pete’s of the Philadelphia Chapter, brought in nine new members, and the charity of his choice will receive a check for 10 percent of these new member sales.

Training an Effective Team to Boost ROI Sheila Weir, vice president of domestic sales for the American Hotel & Lodging Educational Institute (AH&LEI), presented an educational seminar during the PRLA’s Annual Membership Meeting in November on the benefits of training an effective team to boost your return on investment.

She encouraged attendees to develop training systems that provide a continuous training experience for their employees.

Continuous training can provide an organization with increased employee productivity and retention, improved quality control, better guest satisfaction, reduced cost of turnover, and increased occupancy average daily rate over revenue.

Employee turnover costs a company 150-200 percent of its employee’s average salary. For example, it would cost a company about $75,000 to replace an employee who earns an average salary of $50,000. A mid-sized company of 1,000 employees that has an annual turnover rate of 10 percent is looking at an annual cost of turnover around $7.5 million.

Training not only helps retain staff but also increases morale within the organization, as well as directly influences profitability.

The Cheesecake Factory annually spends about $2,000 per employee on training and reaps sales of more than $1,000 per square foot (more than twice the industry average). More generally speaking, an

increase of $680 in a company’s training expenditures per employee generates, on average, a 6 percent improvement in total shareholder return.

Lack of training can lead to a social media nightmare. One bad guest experience will now go viral on Facebook or Twitter, or a negative review will dominate your Yelp or TripAdvisor pages.

LEGISLATIVE CORNER

LEGISLATIVE SESSION 2014 is an election year, which means a shorter than usual legislative session. With all 203 members of the House, 25 members of the Senate and the Governor’s race—there is a small window of opportunity for key legislative priorities to be accomplished before legislators return to their districts to focus on re-election efforts.

WHAT CAN YOU DO?

ONLINE TRAVEL COMPANY LOOPHOLE

This year’s election will be critical in ensuring that the officials that fight for our industry continue to stay in office. Make sure you make your 2014 PRLA Political Action Committee donation as soon as possible to ensure we have the funds needed to support the elected officials that support us.

Efforts continue in ensuring the closure of the online travel company loophole. Currently, when an individual books a hotel stay with an online company the taxes are remitted on the wholesale rate and not the retail rate paid by the customer.

Closing this loophole could bring an additional $7 to $8 million dollars in additional sales and occupancy taxes in to the state, and would ensure a level playing field for in-state hotels that are already remitting taxes at the full retail rate.

MANDATORY LEAVE POLICY PREEMPTION PRLA continues to advocate for House Bill (HB) 1807 (Grove—R, York), which prevents local municipalities from passing paid leave requirements on businesses.

The legislation was passed out of the House Labor & Industry Committee in November and awaits a full House vote in the coming weeks. The legislation is a key priority of the association.

ALCOHOL REFORM/LIQUOR PRIVATIZATION It remains to be seen if the Governor will push for alcohol reform as he enters into reelection. The PRLA Alcohol Service Privatization Task Force has developed a comprehensive document that outlines the priorities of the association that can be used with any proposed alcohol reform.

HOTEL TAX REFORM PRLA continues to advocate for comprehensive change to the current hotel tax structure in Pennsylvania. The association is committed to ensuring that the current hotel taxes are used for tourism promotion, as they were originally intended.

SMALL GAMES OF CHANCE With passage of House Bill (HB) 1098, restaurant, hotel, brewery and brewpub license holders will be able to apply for a small games of chance license on January 25. This license is tied to the existing liquor license, and allows the holder to hold raffles, 50/50’s and offer pull tab games to their customers. All holders of a small games of chance license are subject to a 60 percent tax on the games to be remitted to the Commonwealth.

AFFORDABLE CARE ACT With hurdles mounting as the roll-out of the affordable care act continues, changes are regularly being made to respond to all of the difficulties. SHOP, the small business healthcare exchange, which was supposed to be rolled out in fall 2013 has been delayed until fall 2014. PRLA priorities, such as increasing full time to 40 hours a week and eliminating the equivalency calculation for large employees, are starting to gain traction as Congress struggles to find solutions to the problems.

The Pennsylvania Restaurant & Lodging Association is committed to representing the hospitality industry at all levels of government on legislative and regulatory issues that have a direct impact on our industry and our members’ bottom lines. The above issues are just a few of the priorities in which your association is currently engaged.

Senator Kim Ward

IN 2008, Senator Kim Ward won the Pennsylvania 39th Senatorial District seat and was the first woman ever elected to that seat. She was reelected in 2012. Prior to her election to the Senate, she served as a Westmoreland County Commissioner in 2007, and on the Hempfield Township Board of Supervisors from 2002-2007, where she was Chairwoman of the Board for the final three years.

In her first term, Sen. Ward successfully crafted legislation that reduced spending on state subsidized methadone treatment transportation; implemented the federal E-Verify program to ensure workers on publicly funded construction projects were legally permitted to work; and reauthorized the emergency services grant program. In addition, she led the charge for greater protections for Pennsylvania children with groundbreaking legislation that created the Statewide Task Force on Child Protection. The premise behind the creation of the task force was to make recommendations to update Pennsylvania’s aging child protection laws.

Sen. Ward is currently the Chairwoman of the Senate Community, Economic, and Recreational Development Committee, which is responsible

and the Film Advisory Board. All these things put the Senator in a position to help ensure the Commonwealth is marketed and promoted in the best light possible.

Sen. Ward is a member of Our Lady of Grace Catholic Church in Hempfield Township, the Italian Sons and Daughters of America, the N.R.A. and is a Mentor for the Anne Anstine Women’s Services. She is also a Fellow at the University of Pittsburgh Institute of Politics; 2012 Legislative Fellow at Indiana University of Pennsylvania; and currently serves on the Port of Pittsburgh Commission.

CHAMBERSBURG MEMORIAL PARK RESTAURANT The Borough of Chambersburg, Chambersburg, Franklin County, PA will receive Request for Proposals for the Establishment, Construction, Operation and Maintenance of a Restaurant at the Chambersburg Memorial Park and Municipal Pool.

A Statement of Interest must be submitted by all interested parties by August 30, 2014.

Project Background/Existing Conditions: Chambersburg Memorial Park is a public park located off of Memorial Drive, adjacent to I-81, in Chambersburg. The Park is open year round, and includes three softball fields, open field areas for soccer and other recreational sports, a basketball court, four tennis courts, a bandshell for concerts and other outdoor performances, picnic areas with grills, and a large pavilion with an open barbecue pit. Miniature golf and sand volleyball courts are also located in the Park. The Chambersburg Municipal Pool is located within the Park. A large main pool offers a 50 M section for lap swimmers, a wading area for novice swimmers, a diving area, and a 100' slide. Annual park visits total approximately 145,000, including 25,000 visits during fall soccer, 17,000 during spring soccer, 11,000 visits by walkers, and 10,000 visitors during the special events 4th of July celebration. This is an exciting opportunity to operate a full service restaurant year round as an accessory use for the park, the pool, and the community.
