SANITARY SEWER

Do not flush swiffers, rags, baby wipes, dental floss or other similar materials into the sanitary sewer system. These items can cause clogs resulting in property damage, damage sewage pumps and increase maintenance costs. The borough is responsible for the sewer main from manhole to manhole in the rightof-way. Property owners are responsible for the lateral and the building sewer. The lateral is the pipe that extends from the sewer main in the street to the Right-of-Way. The building sewer extends from the Right-of-Way to the home. Sewer customers are reminded to keep traps filled with water. This will help reduce sewer odors from entering the home. If you experience a sewer emergency during normal business hours, 8 am to 4:30 pm please call the Borough Building at (717) 737-3456. For sewer emergencies outside normal business hours please call (717) 7373456, press extension 6 - Please provide your name, address and your phone number and give a brief explanation as to your emergency.

STREET SWEEPING The street sweeping program will begin on Monday, April 2nd and will continue through the end of October. Sweeping will take place the day AFTER your regular scheduled trash collection on the 2nd and 4th weeks of the month. Please avoid placing grass clippings, tree limbs or any other debris in the street. This can cause damage to the sweeper and downtime for the operator resulting in an inability to maintain the sweeping schedule. Property owners are also asked to keep trees along the curb-line trimmed to a minimum of 12 feet above the street so that the sweeper can work close to the curb without damage to the machine.

The borough has contracted with different specialty contractors to perform road, storm sewer and sanitary sewer improvements throughout the borough. When you encounter a work zone in the borough’s rightof-way, please SLOW DOWN and be PATIENT. This will ensure a safe work zone for everyone.

COMPOST FACILITY The Compost Facility is located 422 S. 24th Street. The facility will reopen on

Monday, April 2nd. The facility will be open from 7:30 AM to 3:00 PM Monday, Wednesday and Friday and from 7:30 AM to 5 PM on Tuesday, Thursday and Saturday. The facility is closed on Sundays and Holidays. The facility is for Camp Hill Borough residents only. Yard waste such as leaves, garden debris, tree limbs, bushes and plants may be dropped at the facility. Items that are not accepted include grass, topsoil, sod, tree stumps, bamboo or any form of dimensioned lumber. Leaves maybe left in brown compost bags only - NO PLASTIC BAGS! Staff will load your truck or trailer on Mondays and Fridays from 7:30 am to 8:30am. The borough may close the facility at any time to process/haul material. It is a citable offense to drop materials at the facility when the gate is closed.

WINTER MAINTENANCE Plowing borough streets after a snow event is a time consuming process. Following a few simple guidelines can make the operator’s job safer and more efficient: • Pay attention to local forecasts as winter weather and road conditions can change very quickly. If it is necessary for you to drive, please do so responsibly. • Minimize driving as much as possible during and immediately after a snow event. The fewer the vehicles on the roadway allow the driver to clear the roadway more efficiently. • Remove vehicles and trailers from the street prior to a winter event. This will allow the operator to clear the street from edge-to-edge. • Remove basketball hoops from the borough right-of-way. • Please keep a safe operating distance from all vehicles providing winter maintenance. • If you have a mailbox along the roadway, periodically check to ensure that the post and mailbox are in good condition. The post and mailbox must be sturdy enough to withstand snow coming off the plow blade. • Never push, blow or shovel snow into a cleared roadway. • Never attempt to stop or flag down a truck driver while plowing. • Clearing a space along the curb or edge of road before your driveway will reduce the amount of the snow placed in your driveway. • Wait until the street is completely cleared

Codes Enforcement before shoveling the end of your driveway. • Operators will often make multiple passes on the same street to clear the roadway. • Plow drivers cannot direct snow as it comes off of a plow. Plow blades are fixed to dump snow to the right.

UPDATE ON THE WILLOW PARK STREAM IMPROVEMENT PROJECT! The borough expects to have the necessary permitting in May. The project would be advertised in June with a bid opening/award in July and construction to begin in August/September.

REFUSE COLLECTION Beginning in April and extending through November, Penn Waste will collect your yard waste curbside. The unlimited yard waste collection will occur on the 1st and 3rd Saturday of each month. Please place your yard waste in biodegradable paper bags, bundled using a biodegradable string or place in a container at the curb. Yard waste items include leaves, garden debris, tree limbs, bushes and plants. Items that are not accepted include grass, topsoil, sod, tree stumps, bamboo or any form of dimensioned lumber.

TRASH COLLECTION UPDATES

Camp Hill Borough has awarded Penn Waste the Solid Waste and Recycling contract for the term 1/1/2018 thru 3/21/2021. Penn Waste will service the residents of Camp Hill for trash collection but the billing will now come from Camp Hill Borough, combined with your sewer bill. All trash payment and billing questions, please call Lauri Becker at 717-737-6532 or email lbecker@camphillborough.com. The billing will continue to be quarterly in January,

Trash service with the contracted provider is required for all single-family homes. By ordinance, unpaid fees for trash collection may be subject to a lien on the property. Commercial buildings and larger apartment buildings or condos may use Penn Waste or choose their own waste hauler. Penn Waste is closed for specified holidays. In these instances, trash collection is usually delayed by 1-day, therefore, Monday’s trash is collected on Tuesday, and so forth, ending the week with Friday’s trash being collected on Saturday. EMERGENCY PREPAREDNESS – FROSTBITE

• Thanks to everyone that came out to say “hi” to Santa as we drove him around town in December. • CHFD ran 469 calls in 2017 • CHFD applied for and received a $142,381.00 FEMA grant to replace 23 sets self-contained breathing apparatus (SCBA). SCBA consists of an air cylinder and face mask that provides breathing air to a firefighter while working in hazardous environments such as found in a burning building. • CHFD is organizing a junior firefighter program for ages 14-18. The purpose of the program is to introduce participants to the opportunities available in emergency services

Starting in 2018 the Recreation Commission is bringing attention to local volunteers of our Community in each newsletter. If you know a volunteer you would like to recognize submit a short write-up about them to Jon Arosell at jarosell@messiah.edu. Our first quarterly volunteer spotlight is in recognition of Tom Collingsworth. • Tom has dedicated over a decade of his time to the Camp Hill Youth Basketball league. • He first coached girl’s recreational basketball. He continued to support the program by becoming the referee coordinator when his girls outgrew the program. • He also has had a significant role working with the Recreation Commission and Athletic Boosters for many years. With less face to face contact these days volunteering helps you connect with the community. What you will find out is that you always get more than you give. SNOW AND ICE REMOVAL §176-6 RESPONSIBILITY FOR REMOVAL; TIME LIMIT

Within eight (8) hours after snow or ice has stopped falling, sidewalks must be cleared their entire length with a path no less than three feet wide. The hours between 9:00 p.m. and 7:00 a.m. are not figured into this period of eight hours. Of equal importance: it is prohibited for snow, ice and/or liquids to be shoveled, blown, plowed or discharged into the streets or alleys; this is a citable offense.

This section shall not be construed to mean the natural drainage of surface water produced by rain or the melting of snow or ice on a building or property.

LIMITATION ON NUMBER OF ANIMALS § 71-13 Except for species of fish, it shall be unlawful to keep more than four animals six months of age or older on any premises, regardless of the number of owners.

C.S.A. § 5532 A person commits an offense if he wantonly or cruelly ill-treats, overloads, beats, otherwise abuses any animal, or neglects any animal as to which he has a duty of care, whether belonging to himself or otherwise, or abandons any animal, or deprives any animal of necessary sustenance, drink, shelter or veterinary care, or access to clean and sanitary shelter which will protect the animal against inclement weather and preserve the animal’s body heat and keep it dry. Per Capita: The Camp Hill School District has a per capita tax and you will receive that on or about July 1. This must be paid by all residents 18 years of age or older. In order to be removed from the per capita billing, you must provide a copy of a state driver’s license or other form of legal ID that shows your new residence. This must be delivered to the address above along with the copy of your bill. If moving after July 1, you will be responsible for that year’s tax but will be removed for the following year once legal ID is provided

BOROUGH VOLUNTEER OF THE YEAR AWARD WINNER 2017

On December 13, 2017, Mike Nelson, Sr., a longtime resident of the Borough, was awarded the Camp Hill Borough’s Volunteer of the Year Award. For years he has spent his time traveling and taking photos of students during home and away sporting events. Afterwards he prints the photos and presents the parents a white envelope with a beautiful 8x10 image of their child, which he pays for out of his own pocket. He has also volunteered for multiple decades during the Camp Hill School District Outdoor Education Program, Canadensis. His time at camp has been spent teaching the children about photography. He would also take many photos of the classes and volunteers and give them to the school district for them to share. The Borough would like to congratulate Mike for receiving this award and thank him for the amount of time he has given to the Borough over the years. Nominations for the 2018 Volunteer of the Year will be accepted throughout the year until the November 2, 2018 deadline.

BIKE FRIENDLY COMMUNITY Camp Hill Borough was recently named a “Bicycle Friendly Community” (BFC) by the League of American Bicyclists (LAB). This makes us one of only 8 communities in PA to be so recognized. This award is the culmination of three years of effort on the part of concerned citizens who continue working to make Camp Hill safer and more accommodating for cycling and walking. The effort has been led by Mayor Simpson, Carl Schultz, and Tim Poole, with significant involvement from Rod Bender, Matt Byers, Bob Diehl, Luisa Lassova, Marilyn Chastek, Susan Seitz and others. We have received great cooperation from Boro Council and Staff along with the Police Dept. and School District. Accomplishments of the first three years include new or better bike racks at various public facilities and starting a bike rack program for private businesses. We contributed to efforts to install mirrors on the underpasses, improve the path from Siebert Park to Parkview Road, and to improve the crossing at 21st and Walnut. We had community bike rides, organized bike commuting opportunities, bike rodeos, educational sessions, and a presence at Mayfair and Night Out. Less visible but just as important, we worked on policy, planning, and engineering issues to lay the groundwork for future improvements. In mid-2017, we conducted a community survey. It was clear that too many people feel unsafe walking or biking in the Boro due to the lack of observance of stop signs, speed limits, and crosswalks. We will continue to work with the Boro to emphasize enforcement as a critical for a BFC. Education of both youth and adults is also a key component of safety. We are hopeful that the School District will recognize the importance of bicycle and pedestrian safety education at appropriate place(s) in the school curriculum, as supported by over 80% of our survey respondents. 2018 will be the 20th anniversary of the Goddard Trail, and we will be looking to improve this route and increase use and promotion. The trail is a great community asset for both walking and biking for health, fitness, recreation, and to easily connect to virtually all public facilities in the Boro. We will

Clubs and Events continue to work to ensure that bicycle and pedestrian accommodation are key elements of any other public projects that are undertaken. An offshoot of this effort is a group that is now looking into the possibility of a greenway/trail along the Conodoguinet Creek. Many of our activities take place in Bike Month, which is May. We could use help from people who would like to lead short, easy community bike rides, help with bike rodeos or other educational activities, and many other things. camp hill Band news On November 11th, the Camp Hill Marching Band took the field for the Cavalcade of Bands American Class Championships at Hershey Park stadium. Despite the temperature hovering around 32 degrees, the kids were focused, confident and energized. They walked onto the field at Hershey Stadium and threw down an epic final performance of “Big Brother”. The band took third place overall with a score of 93.2! The Camp Hill Color Guard won High Auxiliary for being the best Color Guard of the night! 40th annual Jazz Festival Please plan to join us on Saturday, April 14th at the Grace Milliman Pollock Performing Arts Center. Middle School Jazz Bands from throughout the area will perform in the early afternoon and the High School Jazz bands will perform in the evening. Tickets will be sold at the door. Online registration is underway; parents can sign up their players for the 2018 spring Camp Hill Little League or Camp Hill Challenger Baseball season, which starts the weekend of April 7, 2018. Happy New Year from the Camp Hill Lions Club! We ended the year on a high note. We installed several much needed and much appreciated new members. We can always use more. We accomplished several special projects this year. In conjunction with several other Lions Clubs, we were able to purchase special glasses for a gentleman with an unusual eye condition. He is caregiver for his wife and was having a very difficult time. He now can drive her to doctor appointments and fulfill her special needs. We packed and shipped 20 cases of cleaning products to be sent to Puerto Rico. We also provided funds for Mexico, Texas and California. Thanks to all of you, our Christmas tree project was a tremendous success and completed in record time. The trees were beautiful and if you did not visit our tree lot, perhaps you saw the tree in the Camp Hill borough office which we provide each year. Now on to our next project, the annual Pancake Jubilee. It will be held Saturday, February 24, 2018 at Trinity Lutheran Church, 2000 Chestnut Street. Camp Hill. from a Harrisburg newspaper article February 18, 1890: “Daniel Drawbaugh, with some of his friends and neighbors, was in Harrisburg recently, giving testimony before M. Ott, the examiner, in the suit of the United States against the Bell Telephone Company. This testimony is intended to substantiate the two charges that Alexander Graham Bell has no right to the telephone patent, because it was obtained by fraud in the Patent Office, and, even if it were obtained without fraud, he has no right to it because Daniel Drawbaugh was the prior inventor. Among those whose testimony was taken was James Brooks, of Shiremanstown, Cumberland County, Pa., which is near Drawbaugh’s home. He swore that he used the telephone in Drawbaugh’s workshop between 1873 and 1874, before Bell had even announced such an invention.” Many of us know bits of the inventor of the telephone’s story, and although he spent most of his years in homes at Eberly’s Mill, it is interesting to know that according to the 1960 book Daniel Drawbaugh, The Edison of the Cumberland Valley by Warren J. Harder, the last home of Daniel and Elcetta Drawbaugh was on Cumberland Road (now South 17th Street) in Camp Hill. He purchased the house on the right in 1904 and the one on the left in 1905. Both houses were built in 1900 by George Oyster. The brown house, on the left, was doubled to its current size in 1910. His last workshop was located on the southeast corner of 19th and Market Streets.

The Youth Basketball Program is winding down for this season. The children have been enjoying playing their games since January in Eisenhower Gym and most teams will complete their seasons on February 24th. I would like to thank all the parents and coaches for their help this season. Thanks, also, to the coordinators who helped make this season possible. A special thank you to Tom Collingsworth who coordinated the referees for several years and is stepping down at the end of this season. I would also like to thank Jay Shoen who helped with scheduling practices for this program. We are very excited to offer many camps and programs this year. Many of the camps like the STEM and Science Camps were very well received and we will continue to offer them this summer. We don’t want to forget to mention that we also have a number of special events scheduled for the coming months. TOYS FOR TOTS PARADE AND HOLIDAY TREE LIGHTING THANK YOU’S In December, Camp Hill Borough and Centric Bank joined forces to host the Toys for Tots Parade and Holiday Tree Lighting. We had an awesome turnout and collected the most toys we ever had. Thanks to all your help there were many children in Central PA that received toys. The success of this day would not have been possible without the support of many organizations and businesses in and around the Borough of Camp Hill, especially Centric Bank. INFORMATION ABOUT ACCESS TO SIEBERT PARK STADIUM If you are interested in having access to utilize the stadium when it is not being used for an event, you need to stop by the Borough Office and fill out an application. One application per family. To enter the stadium access the Siebert Park Stadium near the Athletic House. Just swipe your card and push on the access gate. It will turn to let one person enter. If you lose your card, you need to notify the Borough immediately, so we can deactivate your card. Replacement cards, are $5.00 each. You can view the stadium calendar on our website under Recreation/ Facilities to see when it is occupied.

YOU CAN STILL PURCHASE A BRICK FOR THE LION’S DEN If you have not yet purchased a brick at Siebert Park, there is still time. Bricks will continue to be sold even though The Lion’s Den is complete. The funds that are collected now will go towards the up keep of the parks. 19TH ANNUAL KITE FESTIVAL Sunday, May 20, 2018 Camp Hill Recreation and the Keystone Kiters are teaming up again for the Annual Kite Festival. This year it will be held on Sunday, May 20th, from 12 - 4 pm at Fiala Field. The Keystone Kiters will demonstrate their different kites and all children and adults will be able to make a kite with our help. So mark your calendar and come out and enjoy a relaxing and FREE afternoon with your family.

PHOTOGRAPHY CLASSES FOR ADULTS AND CHILDREN NEW! Instructor: Michael Yatsko Michael started taking photographs at very young age. Some of his best memories as a child involve picking up a roll of film that was recently developed at the local Kmart. Over the years he has continued to pursue photography both on film and now digitally. He specializes in pet photography but in his free time he enjoy landscape, nature, wildlife, and macro photography. Michael is a former public school educator and would love to share his knowledge and passion for photography with you. Michael will be offering photography classes to Ages 8 – 12 and one for Adults of all ages. For the children classes any camera or cell phone will do. For the Adult class this class is geared toward DSLR camera. Do you have a camera and aren’t sure how to use it? Then this is the right class for you. Each class will begin with an exploration of a new topic followed by some hands on application of the technique or idea. Weekly assignments will also be given to reinforce what has been learned in class. During this class Michael will go over the history of photography and cameras, the science behind how a DSLR

CAMP HILL YOUTH WRESTLING CAMP Youth wrestling camp will be directed by Coach Jones and the rest of the wrestling coaching staff. Camp will consist each evening of wrestling drills and skills in a fun competitive teaching style. Opportunities for live wrestling and tournament style wrestling will exist most days. All experience levels from never having wrestled before to any level of experience are encouraged to attend. Wrestling shoes and headgears are encouraged but not required. SOCCER CAMP

Instructor: Dave Juktus Camp Hill Recreation will be offering two different track camps held at Siebert Park Stadium. This is a great introduction to track where children will learn about various running and jumping events including the 100m, 400m, 800m, 1600m, relays, running long jump, triple jump, and the standing long jump. The camp will wrap up with a mini track meet to culminate the week. Participants will need comfortable clothing to move in such as shorts and a t-shirt as well as a full water bottle for each camp day. There is no longer a paper application. To purchase a pool membership, visit camphillborough.com. There are two options to proceed. Under the “I Want To” section (at the bottom of the screen), click “Purchase a pool membership”. Or, select the Recreation Department and click the large green button in the right-hand corner labeled “Register for Activities”. Both steps will bring you to the same screen. If you have an ActiveNet account established, click the blue “Sign In” button. Otherwise, click “Create an Account” under the blue button. When creating an account, please completely spell out your address. Add all household members five years of age and older to the account. If you have a nanny, this person must be added to the account using the following guidelines. Use the word “Nanny” for the first name and your last name for the last name. For example, the nanny for the Smith family would be Nanny Smith. For the nanny’s address, use your address. For the nanny’s date of birth,

MESSAGE FROM SUPERINTENDENT PATRICIA S. CRAIG

We are now more than half-way through the 2017-18 school year and preliminar y preparations for the 2018-19 school year have already begun. One of the first items on the list is the school district budget. In its most simple definition, a school district budget describes a district's plan for the upcoming year as related to anticipated revenues and expenditures. The late winter-early spring rite of crafting school budgets is not an easy process, and doing more with less has been the challenge and “mantra” for most school districts, including Camp Hill, in recent years. The budget process itself enables the important discussions that will inform choices regarding the district’s objectives and priorities with the goal of allocating resources in a manner that is fiscally responsible, fair and for ward-thinking.

As noted in the fall edition of this newsletter, the third goal in the District's Comprehensive Plan is to "Establissh a system that fully ensures the use of data to effectively ju ustify the allocation and alignment of instructional and infrastructural priorities." The first step in implementation of this goal occurred in the spring of 2017 when the District put out a request for proposals to complete a comprehensive long-range capital improvement planning process and to prepare a District Long Range Facilities Plan (LRFP). This year, and over the course of the next several years, the LRFP will be an essential resource in the budget development process as we begin to address the infrastructural priorities that have been identified. Information from the study and the presentations to the School Board can be found on our District website under the Our District channel. Another important factor in the school budget process is the Act 1 Index. Act 1 is a property tax relief bill passed by the Pennsylvania legislature in 2006 and amended in 2011 which set a cap on the amount a school district can raise property taxes without applying for exceptions or first getting voter approval. Under school code section 333(1) of the Taxpayer Relief Act the Department of Education calculates the Act 1 index based on statewide average weekly wage and employment cost index. For the 2018-2019 school budget year, the Base Act 1 Index is 2.4%. Districts with a market value/income aid ratio greater than .4000, receive an adjustment to the base index. Market Value/Income aid ratio represents the relative wealth (market value and income), in relation to the state average, for each pupil in a district. For 2018-2019 school budget year, Camp Hill School District received an adjusted index of 2.9%. Below we have provided a timeline to illustrate the budget process that will be followed in order for School Board adoption to occur prior to June 30, 2018, as required.

• Welcome Trisha Freed to the Camp Hill School District. Mrs. Freed joined the Eisenhower Elementary spedical education department. • The Middle School’s 2nd Annual Turkey Trot was a huge success. Teachers and students donated 353 pounds (300 meals) to the Central PA Food Bank. • The High School student council held an historic food drive, donating 6020 pounds (5000 meals) to the Central PA Food Bank. • In November, middle school students participated in the 3rd Annual Mini-THON Dodgeball Tournament which raised $1095 for the Four Diamonds fund. • In December, Hoover Elementary students participated in a Mini-mini THON which was a huge success. They raised $3651.22 for the Four Diamonds fund. • High school students Katy Collingsworth, Dezarae Morales, and Dayne Shover completed the “Passion Through the Process” internship with the JDK group.

CONGRATULATIONS TO THE BOYS AND GIRLS SOCCER TEAMS! The Boys and Girls Soccer teams did a fantastic job of representing Camp Hill during the 2017 season! Both teams advanced to the state championships which has only happened five times in PIAA history. The games were held on Saturday, November 18th at Hershey Park Stadium and both teams demonstrated teamwork and good sportsmanship. The Boys team won the Class A State Championship game against Cardinal Wuerl North Catholic High School and the Girls team was the Class A State Runner-up against Shady Side Academy. Amias Colestock was named the 2017 boys soccer Co-Player of the Yeear by the Sentinel Newspaper and Justin Sheaffer was named Coach of the Year. Dylan Mayanja, Jake Coniglio, Quinn Pickering, Matt Little, and Noah Smeriglio were picked for the 2017 Sentinel All-Star team with Will Earhart and Josh Goodyear receiving honorable mentions. Jared Latchford was named Coach of the Year for the Girls team and Sheridan Reid and Julia Raich were picked for the 2017 All-Star team. Honorable mentions were awarded to Ava Brackett, Allison Confair, Kendal McCall, and Bella Hoffer. Thank you to the coaches, athletes, support staff, Ms. Simpson, Ms. Fanus, and the community for the support throughout this historic season. GO LIONS!!

School Board Changes for the New Year

Aquaponics Comes to Camp Hill

The new year brings new faces and changes to the Camp Hill School District Board of School Directors:

Thanks to the Lion Foundation, each school building purchased stations that house complete aquaponics systems. Aquaponics refers to a system that combines conventional aquaculture (raising aquatic animals) with hydroponics (cultivating plants in water) in a symbiotic environment. The mobile stations at each school feature a fish tank on the bottom of a cart which provides fertilizer and water to grow plants on the table above. Students are looking forward to growing a variety of plants all year including strawberries, bok choi, lettuce and kale. This is a fantastic science learning opportunity and we are excited to be able to harvest our very own plants!

Mrs. Gwen Browning, one of our fabulous Board Directors, resigned in December after serving 9 years. As a School Board Director, Gwen has been the chair of several committees and demonstrated strong leadership and dedication. Thank you Gwen for your service! You will be sorely missed. At the Board meeting on October 16th, the Board of School Directors appointed Melanie W. Gurgiolo to fill a vacancy. Welcome Melanie!

Countdown to Mini-THON

At a special meeting held on December 18th, the Board of School Directors appointed Mollie A. McCurdy to fill a vacancy. Mollie previously served as a member of the Board from 1997 through 2011. Welcome back!

Camp Hill will host its 3rd annual Mini-THON on February 24-25. This is a 12-hour, interactive event to raise awareness & funds to conquer childhood cancer. The event is the culmination of smaller events & fundraisers organized by a student leadership team. Students have been working hard to reach this year’s fundraising goal of $90,000. Some fundraisers included Gold Outs at sporting events, Mini MiniTHON’s at Hoover and Eisenhower (Feb 15), Moana Movie night, and working with PennAg at the Farm Show in exchange for a donation.

A new time and location was approved for School Board meetings. All 2018 work sessions and meetings will begin at 7:00 PM and will be held in the Green Room at the Pollock Performing Arts Center. For a list of meeting dates, please visit our website.

“Wiping out Cancer”, a luau, will be the theme for this year’s MiniTHON. We are excited to offer some favorites from previous years including: SLM Entertainment as our DJ, service dogs for our “Puppy Hour”, hair donations to make wigs, and the Middle School students join us for an hour. Some new and exciting additions include Sumo Wrestling, Volleyball, Zumba and capture the flag!
