Bulk Item Guidelines New Cumberland Borough residents may dispose of one (1) bulk item per week through curb-side collection REMINDER – ONE (1) ITEM! NO EXCEPTIONS! ACCEPTED MATERIALS – Appliances, furniture, mattresses, box springs, one (1) car tire without the rim, lawn mowers (oil and gasoline removed), plumbing fixtures such as toilets and sinks, three (3) four (4) foot rolls of carpet (tied). NON-ACCEPTABLE MATERIALS – Electronic Waste (computers, televisions, etc.), chemicals, stains, liquids, batteries, automobile parts, hazardous waste, tires on rims, commercial/industrial waste, construction materials (drywall, brick, block, lumber, shingles, tiles, concrete). ADDITIONAL INSTRUCTIONS – Items which are too heavy to be lifted into a truck by two people will not be accepted. Additional trash bags are NOT considered a bulk item. Appliances with FREON will be collected BY APPOINTMENT ONLY. Please call Penn Waste at 717-7674456 to schedule collection (items include but are not limited to air conditioners, refrigerators, freezers, etc.).

Yard Waste is: material such as tree trimmings, shrubbery, and other organic landscape vegetation. DO NOT place these items out for yard waste collection: grass clippings, fruits and vegetables, tree stumps or DIRT and STONES.

How to Prepare Yard Waste: (1) Place yard waste in biodegradable brown paper bags or bundle it with biodegradable twine in easy to handle bundles. • Bundles may be no longer than five (5) feet in length. • Bundles may not weigh more than 30 pounds each. • Branches may not exceed six (6) inches in diameter. (2) Once prepared, yard waste must be placed at the curb on scheduled pick up day before 6:30 a.m. (3) An unlimited number of bags or bundles may be placed at the curb.

Sidewalks — Sidewalks, and More Sidewalks The Borough is inspecting and undertaking an effort to get the sidewalks into ADA compliance. Your cooperation will be appreciated. Please refer to Ordinance #561 which requires sidewalks to be in continual repair and in safe conditions by the owner.

Yard Waste Property Maintenance Standards Minimum requirements and standards for premises and structures are in place to promote public health and safety as well as to maintain a level of pride in your community. Working with neighbors and community leaders to keep your neighborhood clean and orderly will also send the message that lawless behavior is not tolerated. Small improvements made by each resident to their property and to the community’s image will enhance the overall perception that you are in control of your neighborhood. Please take time to familiarize yourself with the Property Maintenance Standards as stated in Borough Ordinance #662 found on the Borough’s website at www.newcumberlandborough.com. THINKING OF BUYING A HOME? AUTHORITY WORKSHOPS ARE FREE AND CAN REDUCE THE COST OF HOMEROWNERSHIP Workshop participants can receive down-payment and closing-cost assistance when purchasing a home in Cumberland County. Homebuyer assistance programs available through the Cumberland County Affordable Housing Trust Fund have benefitted homeowners in each of the county’s municipalities resulting in the sale of 722 homes since 1998, according to the Redevelopment Authority who administers the program. Housing Programs Manager Maria Coller oversees the First-Time Homebuyer’s Down-Payment and Closing-Cost Assistance Program which provides up to $3,000 to qualified buyers who purchase Cumberland County homes and have a gross household income between 80 % and 100% of the

county’s median income. Up to $5,000 in assistance can be provided to qualified first-time homebuyers that have a gross household income less than 80% of the county’s median income. Assistance can be used toward the purchase price of the house and, or, closing costs. “This assistance is in the form of a five-year forgivable loan with no interest charged,” Coller said. “The objective is to encourage responsible homeownership and for Cumberland County to assist residents in realizing their dream of owning a home.” To be eligible for the program, buyers must complete the first-time homebuyer’s workshop offered monthly by the Authority. The workshop discusses buying a home—from establishing credit and identifying a property, to determining “how much house you can afford,” financing and beyond. Applications for homebuyer assistance are accepted throughout the year. The number of approved applicants depends upon the annual Affordable Housing Trust Fund Program allocation. Funds are obligated on a first-come, first-served, basis. Since 1998, over $2.5-million has been provided to assist first-time homebuyers in Cumberland County, Coller noted. The workshops are free and held two consecutive Thursday evenings from 6 until about 9 p.m. at Shepherd’s Crossing (community room), 251 Lambs Gap Road, Mechanicsburg. Workshop dates for 2020 are: April 2 and 9 August 6 and 13 May 7 and 14 September 3 and 10 June 4 and 11 October 1 and 8

New Cumberland Revitalization Initiative Update As many will recall, an initiative to revitalize New Cumberland was started in 2016. The initiative gained traction as a result of several of our landmark businesses suffering (and in some cases closing). The following became the objectives for revitalization: • Spur retail trade in business community • Increase occupancy rates • Increase property values • Increase local tax base • Create jobs • Draw investors • Rehabilitate empty buildings — Utilize existing infrastructure • Reflect the history of the community • Promote civic pride • Increase community involvement With the help of an urban planner (Gannett Fleming), a plan on how to revitalize town was developed. The process included 3 public meetings along with involvement of the many business and leaders in town. Through this process, much input was captured and many ideas for projects were identified. The ideas & projects were then assimilated into focus areas, and these focus areas then translated into Action Teams as the program evolved into implementation phase.

The five focus areas / focus teams are: • Safe-Active-Healthy • Arts-Culture-Entertainment • Housing and Property Values • Economic Vibrancy • Community Identity Each of these teams has a set of key projects that it is currently working on. Each team is led by a Chairperson, with between 6-12 members on each team. Note that these teams are open to new people interested in serving in some capacity. Each team meets on a regular basis. Just recently (February 4th), a fourth public meeting was held in which the Action Team Leaders presented an update to those in attendance. The meeting was held at the New Cumberland Fire Station; approximately 125 people were in attendance. In addition to the updates by the Action Team Leaders, this open to the public meeting featured presentations by Holly DeKarske (Executive Director, Venture Lititz), and Honorable Rick Vilello (Deputy Secretary for Community & Economic Development, PA DCED). Attendees of the February 4th meeting also heard updates on emerging projects in New Cumberland, including:

HOW CAN YOU HELP? • The program especially can use people with skills in: 1) project management, 2) grant writing, 3) website development & social media management, and 4) data management & organization. That said, the program can use any and all new people who have an interest in any one of the five Action Team focuses, and a passion for helping New Cumberland.

New Cumberland Olde Towne Association The New Cumberland Olde Towne Association was founded in 1977 by several local businesses. The organization later grew to include churches, organizations and residents. The mission of the NCOTA is to ensure a safe, friendly, clean and attractive environment for the residents of New Cumberland to live, work and play. The NCOTA meets on the second Wednesday of each month at the American Legion, 214 Market Street, New Cumberland at 11:30 a.m. Lunch and fellowship is enjoyed by all with each meeting including a speaker or entertainment. Women’s Club of New Cumberland and Highland Garden of the Week Are you proud of your garden and yard? Do you want to be the envy of the New Cumberland and Highland area gardeners? The Women’s Club of New Cumberland and Highland will be driving around New Cumberland and Highland to pick outstanding gardens. Each week the selected homeowner will be asked if they would like to have a beautiful sign stating they were chosen as the “Outstanding Garden of the Week”. If the homeowner agrees, the sign will be installed in their garden and a picture will be taken of the garden. A poster of all the selected gardens (without names or addresses) will be displayed at the New Cumberland Public Library. Help keep our community beautiful and well kept. Get out there and plant your garden.

Restoring the West Shore Theatre Revitalizing the Community The West Shore Theatre is an icon and one of the last of its kind on the West Shore. Lemoyne, Camp Hill, Shiremanstown and Mechanicsburg all had local movie houses, which were closed by the late 1970s. All of the Harrisburg movie houses are gone. Preserving the theater is important for the vibrant future of our region and to provide arts and entertainment programs for generations to come. This is a place where so many memories were made, and our community came together. The Friends of the West Shore Theatre is committed to continuing this tradition. The FOWST set out to re-open the West Shore Theatre. They have formed a board of directors. Currently, FOWST applied to the IRS for non-profit 501(c)3 status and recently received approval for that status that now registers the theater as a charitable organization and is recognized by the Federal Government as tax exempt. The FOWST will make the theater a center for community activity – a place for people to gather and share a range of entertainment and cultural programs, like music concerts of jazz, folk, country and classical music, and poetry, lectures, TED talks, and nearly anything that needs a home on the West Shore of the Susquehanna. The FOWST have enjoyed the support and advice of many experts in the field to make sure that the board has the information it needs to develop the business plan, invent a new design for the theater, and revive a timeless anchor for our West Shore Community that will work for the next eighty years. To the volunteers, we extend our deepest gratitude for your dedication and involvement. Together we will restore, reinvent and revitalize the Historic West Shore Theatre as a prominent central Pennsylvania entertainment venue and preserve a timeless anchor for the West Shore Communities. New Cumberland Town Band Begins

The spring of 2020 has arrived and with it a new season of music with the New Cumberland Town Band. This year the band welcomes Mr. Frank Schreiner as its new band director after the retirement of its long-time director, Mr. John Bugosh. While we will miss the the fine direction of John’s baton, we are pleased that Frank was chosen from among the ranks of the band, itself to take the band forward. Many of you will remember Frank as the Red Land High School director from the late 1970’s through the 1980’s and into the 90’s. The new season begins for the band on March 10, 2020 when they will be meeting for their first rehearsal since their last concert in December. The band will open its season with the New Cumberland Community Day concert on the lawn of Baughman Memorial Church, in New Cumberland beginning at 11:30 a.m. The band will then play its next concert on Mother’s Day, May 10 in the sanctuary at Camp Hill Presbyterian Church, in Camp Hill at 4:00 p.m. This concert will be followed by the annual Memorial Day Remembrance Concert in the park at the corner of Park and Bridge Streets in New Cumberland beginning at 11:00 a.m. For more information about the band, its schedule or information about joining, please view our webpage at http://nctownband.org/. An exciting, entertaining event that you will remember in the history of New

Cumberland for years to come is coming this summer. The inaugural IRON BRIDGE MUSIC FESTIVAL will be held in the New Cumberland Borough Park on Sunday, June 21 from 12:00 noon to 8:00 p.m. (rain or shine) and will be a celebration of all things music for all ages. Live performances will feature the beloved New Cumberland Town Band, local talent, regional bands and a national act — all genres of music. And here’s the best thing yet — it is FREE TO THE PUBLIC. Our vision is to make the IRON BRIDGE MUSIC FESTIVAL bigger and better each coming year. There will be activities for everyone: music, food trucks, kids’ activities, local organizations and music vendors. There will be limited parking in the New Cumberland Borough Park so come early.
