State of The Chapter As summer goes it wasn’t too bad, a little warm, wet and as usual too short. As a club, we had several events for you to participate in. Many of us attended the NCRS Nationals in Greenville, SC on July 14-19, to Judge, Tabulate, or show their car. I can only hope that you were able to drive your car, or attend a few of the many car shows that are around the state. Here’s a recap of the club events and activities during the past three months. • Board Meetings: The board met on July 10, August 1, and September 5, meeting were held at Davanni’s in East St. Paul to conduct the club business, including board member reports, old and new business. Work on the club’s 2020 Regional is ongoing. Mark Swanson, Dave & Jeanne Cloutier, Jeff Henry, John Hall and Wally Grivna have joined us during these meetings, but everyone is always welcome. • Technical Sessions: No Technical Sessions were conducted due to Social Event in July, Judging Event in August and Judging School in September. • Social Activities: On July 20, the rain poured on the road tour to Tim & Lynda DeAtley’s house for a BBQ, but we did have a couple of members braved the weather. On September 18, several club members attended Classic Car Night in Victoria. We continue to look for suggestions from our club members on how to improve our club events and increase membership participation. Please feel free to contact me with your ideas. Membership Update The days are getting shorter and soon we will be placing our Corvettes Current Members into storage. I joined several of our members on a drive out to Victoria, MN for their car show and it was a beautiful evening. Take advantage of the days we have left to rekindle the passion of driving these great cars. Eight new members have joined our chapter this quarter and we are now at 145 members. I am told the chapter has never had this many members. Ed Bentley lives in Stillwater, MN and is the owner of a 1964 coupe. I met Ed at Back to the 50’s and he is a friend of Merlin Benson of our chapter. Scott Johnson resides in Woodbury, MN and he met Paul Burski who encouraged him to join our chapter. Scott has a 1993 Corvette that he recently purchased. Tim Saarela purchased Dave Cloutier’s C5 and was persuaded to join the NCRS. Tim lives in Prior Lake, MN and came to our chapter judging meet to see what the process entailed. Kristi Clayson and her husband Ryan reside in Otsego, MN and she recently had her 1961 Corvette judged at our fall judging meet. Jerry Siler hails from Eau Claire, WI and I met Jerry at the BBQ at Tim and Lynda DeAtley’s home. Jerry owns a ’67 small block convertible and a ’78 L-82 Corvette. Rick Coker lives in Ft Wayne, IN. Rick is the Region V Candidate to represent our chapter on the NCRS Board of Directors. Rick is a National 400 point judge concentrating on the C3’s. He has been active in updating the C3 judging manuals. You can read more about him on page 61 of the current The NCRS Driveline. Dave Haggard resides in Park Rapids, MN and was encouraged to join our chapter by Brad Hillhouse who is the Judging Chairman of the Nebraska Chapter. Dave was able to attend our chapter judging meet in August and received a great introduction of the NCRS judging process. He is looking forward to having one of his Corvettes judged in the near future. Dave owns a ’78 Pace Car L-82, a ’96 LT-4 Collector Edition and recently purchased a C5. Mike Osmian met Chris Enstrom at work (3M) and Chris encouraged Mike to stop by our Judging School to see what the NCRS is about. Mike has a beautiful red ’96 coupe with low miles. Mike expressed an interest in having his Corvette judged in the future. I want to thank all of our members who encourage other Corvette owners to join the NCRS and our chapter. I could not do this job without your help. Welcome to all of our new members and we look forward to seeing you at one of our upcoming events. - Jerome Lardy, North Central NCRS Membership Chair

Chapter Judging /BBQ Jerome Lardy hosted a Judging School / BBQ on Friday, August 16
The chapter held a Judging School/BBQ/Fundraiser at the home of Jerome Lardy on August 16, the Friday evening before our chapter judging meet. The Judging School featured three C2s. We had Bill Wente from Iowa trailering his 48,000 mile Four Star Bowtie 1967 big block convertible up to Eagan. The school consisted of comparing original and restored elements between Bill’s car and another 67 and a 63. There were two $50 Paragon gift certificates as door prizes. 6

NORTH CENTRAL CHAPTER INAUGURAL FALL SOCIAL DINNER
To all NCRS members: In the past we have surveyed the members and they wanted the club to have social events. It was described as something they could bring their wives to and socialize with other members. We have held the NCRS Annual Holiday party the first week of January. This created a problem for some members due to being so close to the Holidays with travel and all. So, we moved it to late Feb. As some of you know firsthand the weather has not always cooperated and we had some nasty weather. So, we are going to try something different this year. We are going to have a fall social dinner on Oct 20th that’s right it’s a Sunday. We are doing this to try to boost the numbers of members who can attend. This will help with members that go South for the winter, kids that are in winter sports and of course the Minnesota Weather. Less chance of snow?? We would love to have everyone join us this year please see attached information. Don O’Grady, Activities Director ogradydon1800@gmail.com
Did you know? c4 The long awaited, high performance ZR-1 option package was finally publicly available in 1990. It included special rear body panels and an all aluminum small block designated the LT5, producing 375 hp.

The North Central Chapter lost a good friend on June 29th when Bob Cox passed away. Bob was a chapter member for a short period of time but he became very active in that time frame. He enjoyed the tech sessions and always had a smile on his face. Bob was always giving out compliments and enjoyed learning about Corvettes from the other members. Our thoughts and prayers go out to his wife Barb and the rest of the Cox family. Age 77 Retired Farmers Insurance Agent Passed away unexpectedly on June 29, 2019. Chapter Happenings Notes from the July, 2019 Road Tour to the National Corvette Restorer’s Society Convention in Greenville, S.C. The Rocky Mountain Road Tour Group had departed from Aurora, CO on Friday, July 5th. Paul and Evie Klemetson, North Central Chapter members from Bismarck, ND, joined in with the group in Junction City, KS, on Saturday. Dave and Jeanne Cloutier from Hudson, WI, along with Ken and Sandy Traverse from Oak Bluff, Canada, joined the group on Sunday in Fairview Heights, IL. We visited the National Corvette Museum in Bowling Green, KY. We had a young man in our group who operated a drone and he took several nice overhead shots of all of the Road Tour cars in the circle in front of the Museum, 18 of us total. We visited many different sights in Nashville, attended a show at the Grand Ole Opry and also toured the Pigeon Forge, TN area. Dave and Ken, along with their wives, also enjoyed a drive on what is called the ‘Tail of the Dragon’ road with 318 curves on an 11-mile stretch of road on the Tennessee/North Carolina border. We traveled some beautiful scenic roads upon entering the State of Tennessee and it continued until we arrived at the National Convention in Greenville, SC. There were over 100 cars for Flight Judging along with many other cars seeking various levels of awards that are only available at a National Convention. Once at the convention, several of us purchased tickets for different raffle items being offered. On Thursday afternoon, it came time to announce the winner of a Five Night Stay at the French Lick Casino and Resort for the upcoming 2020 National Convention and who should be so lucky to win this but Paul Klemetson. He and Evie had both purchased tickets but it was Paul’s name that was announced. Who wouldn’t be smiling with a fine win like that!! Photos include a map of the ‘Tail of the Dragon’ road, overhead shot at National Corvette Museum and of course, Paul Klemetson with his win.

Chapter Happenings Performed a Performance Verification on a ZR-1.
The Performance Verification (or PV) test for NCRS is the most rigorous assessment of the operation of the Chevrolet Corvette. The test is only conducted at the Regional or National level by the National Team Leader for the model year car being judged. We will be running through the elements of PV that happen in the parking lot prior to the 10 mile road test. This is usually where cars have the hardest time. Once they are out on the road, they typically pass.

Got an IDEA?
If you have a suggestion for a topic for an upcoming Judging School, - Chris Enstrom, North Central NCRS Judging Chair please contact Chris Enstrom 651-503-4165.
NCRS Judging is recognized around the world as THE STANDARD in determining originality. The Judging System is designed to educate each owner about their car as well as providing recognition for excellence in the areas of restoration, performance, or preservation. You can learn to judge through participation. Start out as an observer judge and work your way to Master Judge through the Judges Recognition Program. JUDGE NCRS Judges are volunteer members who offer their time and knowledge to Judge Members Cars under the guidance of the NCRS Technical Information Manual & Judging Guide. Master Judge NCRS Master Judges are volunteer members who have been recognized by the organization and membership for accumulating a minimum of 100 points in our judging recognition program by Judging at events, attending Judging Schools at Chapter Meets, Regional Meets and National Meets. Many have also attended National or Regional Judging Seminars that last for one or two days of intensive instruction and hands on participation. Did you know? c3 1974 was the last year the Corvette would be produced to run on “leaded” gasoline. 1975 was the first year for a HEI distributor.

What Makes us NCRS
NCRS Members benefit from mountains of technical information that they can rely on. When you join the NCRS, you access the combined knowledge of thousands of previous members. A group of 19 Technical Advisors, who are recognized as the authorities in their fields, are also just a letter or e-mail away. Whatever problems that you might run into has been solved in past years by other NCRS members. At the chapter level we are always looking for Tech Session ideas. This is NOT the chapter coming to work on your Corvette. It is the chapter coming to HELP YOU work on your Corvette as you learn more about your piece of American History. If you are currently working on your Vette and would be interested in hosting a tech session, please contact Tech Director Bob Lund or Asst. Tech Director Paul Burski.
The North Central Chapter of the NCRS has received NCRS Chapter Top Flight Award for Seven straight years! (2012 to 2018) Did you know? C2 Federal law mandated the removal of spinners from wheels in 1967, so the knock off wheel of 1963-66 was replaced with a bolt on wheel.

The August North Central NCRS Member of the Month is the Dave Kocer Family. Dave is married to his wife Kim and they have two children, Annabelle and Drew. Corvette: 1967 427 Convertible 390HP; numbers matching. Ermine White. Auxiliary Black Vinyl Hardtop. Manual steering. AM/FM Radio The Corvette has been in the family since 1987. In the mid 80’s my father-in-law was specifically looking for a 1967 corvette 427 and was fortunate enough to find one for sale in Michigan. At the time, my wife’s family was living in Massachusetts but was originally from Michigan. My father-inlaw herd about the corvette from his friend in Michigan who happened to own a Barber Shop. Well……you know how men in Barber Shop’s like to talk; and on one given day a client of his friend started talking about this guy who had a corvette for sale. It just so happened to be a 1967 427 and my father-in-laws friend immediately told him about the car and put him in touch with the owner. He purchased it over the phone and flew out to Michigan and drove the corvette back to Massachusetts. I have always been interested in cars (my grandfather owned a mechanic shop in Rochester MN) and had a few Camaro’s back in high school that I would tinker with. My wife and I got married in 2000 and had wedding pictures taken in the corvette on the day of our wedding. My fatherin-law knew I was into cars and we were able to purchase the car in 2002. In the Fall of 2012 my 7 yr old son and I went for a ride along the river toward Red Wing and upon return home the brakes started to fail….thank GOD it was a 4 speed and was able to slow down using the manual transmission. After 10 yrs of ownership and constant repairs I had decided to restore the car in November of 2012. The frame off restoration started on November 22 2012 and I am near completion with hopes of having the car back on the road in 2021. I started this restoration process

Member of the Month My name is Nick Maras and my wife is Laurie, we have two beautiful grown children, Tony and Kirsten. My wife is actually the owner of this 1964 corvette convertible 327/300 horse. She purchased it back in 1982. It had been stored in a chicken coop out in Hamel, Minnesota. We had to tow it home because the clutch was worn out along with the front suspension, ball joint, etc. A few years later we decided to do a frame off restoration on it, which took a while due to us raising alone but was fortunate enough to find out about the North a family. Our future plans with the car are new Central Chapter. I believe I joined the chapter in 2013 and door glass and ignition shielding. We’ve been have attended several tech sessions and have gotten to know knowledgeable people to help me in the restoration members of NCRS for many years, one of my faprocess. I also belong to NCRS and have posted lots of vorite activities are the tech sessions in which at questions to my troubling circumstances. I must say it has times I host along with Joe Galindo.
been frustrating at times but look forward to the day where I can drive it again, go to car shows, and have it judged at the Chapter Meet. I am the 4th owner of the car and was able to speak with the second owner (who still lives in Michigan) which has been helpful with the history of the car. The second owner bought the vette from a dealership in 1972 and he too enjoyed the car and even did Road Course Time Trials on the inside oval at the Indianapolis Race Track. There are a few stickers on the inside door of the glove box that states the dates of these Time Trials. I am still looking for the original owner and so far have been able to find out the name of the dealership it was sold at in the state of Illinois. The dealership is no longer in existence but hope to dig further when I have more time. My time has been a challenge since my wife and I are raising 2 kids but I appear to get most things done in the fall and winter months. Thanks for letting me share my story. If I can be of help to anyone; please don’t hesitate to reach out to me.

Board Members Present: Chris Enstrom, Jerome Lardy, Roger Carlson, Don O’Grady, Alden Miles, Kevin Sullivan, Dave Murphy Board Members Absent: Paul Burski, Bob Lund, Nick Kornder Members present: Mark Swanson Location: Davanni’s, 310 White Bear Ave., St Paul, MN 55106 Approval of Minutes Meeting Minutes from the June 6, 2019 meeting – Motion to approve by Jerome Lardy, seconded by Don O;Grady. Motion passed. Chairman’s Report What would we like to ask our NCRS Regional representative, Rev. Mike. 1. Ask that as many of our Chapter Members be allowed to judge at our Regional. 2. What are other Chapters doing to attract and keep members. Are we adding more than losing? We are maintaining or growing. How do our dues compare? We are about average. Bob Cox passed away and the board was asked how much we should donate as a club. It was decided that we would donate $100 as Bob was an active member. It was then decided that we would follow a rule of donating $100 for active members and $50 for less active in these situations. All agreed. Vice Chairman’s Report Nothing to report. Treasurer’s Report. Pro Forma for 2020 Regional was updated. Suggest we consider charging $80 to attend and $85 to have car judged. It was asked what we consider to be a profitable Regional. Chris answered that excluding 2016, we make $1500 to $2000. How many cars are break even- 20 cars and 125 people. Chris felt that we would exceed that amount. Roger asked if any had watched the History Channel film, Lost Corvette about the 1983 Corvette? He offered to follow up to see if we could air the episode at our upcoming Regional and promote its showing. Finances are in order. Judging Report The board was asked to approve fees for the Regional as we have had a couple months to review financials. The proposal was made to charge $80 for attendance, keep family individual and guest fee at $25, late registration at $25, Lunch raised to $10, Banquet at $50 for steak, $45 for chicken, $15 for children’s meal, Flight Judging and Performance verification at $85, Founders and Sportsman at $30. We will provide an Italian Buffet for our Welcome reception which will cost us under $20 per person including tip and taxes. We will also provide two breakfasts for our Judges and tabulators which have been calculated in the Pro Forma. Roger made a motion, Don seconded and all approved. Then we discussed the Concours fee and Roger made a motion that we approve $50 and Jerome seconded. All approved. Next we discussed a proposal that the club provide a volunteer T shirt in a color to be determined that would be worn by Regional Volunteers to distinguish them to our guests. The cost would be borne by the club, separate from the regional expenses. The number of T shirts might range from 20 to 30. Chris made a motion and Alden seconded. All approved. Finally we discussed merchandise for the regional. T shirts were selected as the only item to be sold and the fee was set at $20. Alden made a motion and Kevin seconded with all approving. Then we discussed how to get more of our members to the Regional. We will invite members to join us for the day and for those that do not choose to register, we will provide an entrance certificate valued at $80 which excludes Judging Points and Reception. We also will invite members to bring their cars and have a special place for these to be kept and seen. We will also work on getting a Royalty Car as well as any experimental, museum car and a 2020 mid engine to attract and provide special opportunities for viewing for our guests. All board members will use their connections and we will review results in future meetings. We will need to send an email blast to our members to join us in August for our Chapter Judging as we only have one car so far. Don’t forget to sign up for judging and tabulating. Also come to Jerome’s house for the Judging School and BBQ the night before. We will feature a triple blue 67 as well as Chris’s Red 67. Membership Report Jerome was at Back to the 50’s and reported that we have two new members that joined our chapter this month which brings the chapter membership up to 139. The new members are Ed Bentley and Scott Johnson. Welcome to all our new members and we look forward to seeing you at one of our upcoming events. The NCRS Judging Process The NCRS has compiled and is constantly updating highly detailed judging standards and rules for each basic model division from 1953 through 1999. The guidelines in these NCRS Technical Information Manuals are recognized throughout the hobby as THE STANDARD in determining originality. The judging system is designed to educate each owner about their car as well as providing recognition for excellence in the areas of restoration, performance, or preservation. It is not a “cleanliness contest” like other events, nor do you compete against your friends’ Corvettes. Judging is not done by some secret group of “experts”. You can learn to judge, or you can have your Corvette evaluated by other NCRS members. 10,516 members are currently recognized for their judging expertise. They have created 27,871 NCRS judging records through NCRS events internationally to date. New Item Added NCRS has recently announced the addition of an Award Confirmation Document Service. This service will provide a confirmation document with a complete listing from the NCRS database of the available award statistics for a specific Corvette. The presence of this confirmation document will assure the owner of the NCRS judging history on a Corvette.

MAKING JUDGING SHEET REFERENCES BASED ON THE C-D-C-I-F As the NCRS judging system is based on 5 different descriptions for ORIGINALITY, with each having a value of 20%, it is most helpful to the owner, that we use the same descriptions for the comments on the sheets, when we judge their cars. C = CONFIGURATION D = DATE C = COMPLETENESS i = INSTALLATION F = FINISH The use of words like “Service Replacement”, “Reproduction” or “Restoration” are very little to no help to the owner, since they do not describe WHAT the difference to original is. Since we judge the APPEARANCE of ORIGINALITY, we do not care where the particular judged part comes from (Original GM, Restoration Parts House or Neighbors Shed). BAD WORDS:
iNStEAD USE:
“Wrong”
“Not Typical”
“Incorrect”
“Not Typical”
Certain parts, which do not reflect any Originality based on the CDCIF (Full Deduction) are not listed on our Standard Deduction Sheet. Such parts may be described as: SiGNiFiCANtLy DiSSiMiLAR. A good example is the typical parts-house (AutoZone, O’Riley etc.) Cooling Fan Clutch. Judging Example: One of the most often “non-original” parts encountered on the chassis are the shock absorbers. They are a single line item and have a value of 5 points. Based on the CDCIF we can make the following determination: Configuration: Check nuances on the shock absorber body (may be different print, “Made in Mexico” etc.) Date: Check for presence of date. (Not necessary, if a non-typical configuration has been detected) Completeness: Are any factions missing?? Installation: Are the bolts, washers at their intended places and orientation (or reversed)?? Finish: Is the shock painted in a typical finish (lower bushings free of paint etc)?? Conclusion: A shock absorber with “Made In Mexico,” finished and installed in a typical manner would differ in the Configuration (1 Point) as well as the Date (1 point) since we know that a shock with such configuration was manufactured later than the car. Total deduction would be 2 points. OUR COMMENtS ON tHE SHEEt WOULD BE: Configuration (No Pliacell Script / Delco Part Number), Date Provided by Marco Hartner 24
