City Council sets course for next three years

City of Kamloops City Council and Administration gathered this past weekend at the Interior Savings Centre to lay the foundation for the 2012 - 2014 Council Strategic Plan. The day and half planning session included discussion and debate on goals and objectives that will enhance the City’s position as a favored location to live and do business.

The five strategic goals categorized under Economy, Livability,

Environment, Governance and Infrastructure will continue from the previous plan, however, new initiatives under each will be developed over the next few weeks.

“Council spent a solid day and half working as a group to consider the needs of Kamloops and our role in fostering a strong community that offers a great quality of life. The city has faired very well with past strat-

egies such as the Tournament Capital Program. Our objective is to build on these successes,” states Mayor Peter Milobar.

The Council strategy session is part of a multi-phase planning exercise that includes a

public presentation and final Council approval. Once City Council approves the plan, City administration will develop a corporate strategic plan to action Council’s vision and strategic goals.

TNRD’s priorities for 2012

The Thompson-Nicola Regional District’s (TNRD) Board of Directors outlined its top five priorities at its recent strategic planning workshop at the South Thompson Inn on January 19 and 20.

The top five Board priorities identified at the strategic planning workshop are just the tip of the iceberg, noted Chair Randy Murray.

“Although these are our priorities right now, we created a list of over 60 items to look at,” said Murray. “So the idea is to target these five now so we can move the next group up the list in the future, and so on.”

Atop the list of the strategic priorities is a review of solid waste management services within the TNRD. This includes the building of three new Eco-Depots, and executing landfill and transfer station closures. In 2008 the TNRD implemented an extensive Solid Waste Management Plan to help guide Environmental Services staff.

The next priority is to try and set up a joint meeting with the Interior Health Authority to review their Service Plan to properly identify gaps in health services around the region, particularly in rural areas.

The third is to host more community to community forums to engage First Nations to establish protocols for a collaborative approach to achieving common goals and opportunities for joint action.

The fourth is an overall service capacity review of the TNRD. The TNRD currently offers over 115 services to people within the region.

The final priority is the board has asked staff to work on drawing up an Animal Control Bylaw. This bylaw will enable the RCMP to better manage animal control concerns within the region.

Formal membership not required to vote for Leader of the Liberal Party The Kamloops-ThompsonCariboo Federal LiberalAssociation delegation to the convention have almost all returned from Ottawa and are keen to get to work to inform the voters in the riding of the bold new measures implemented by the Liberal Party of Canada.

Among the many resolutions adopted is the concept of “Supporters”. Anyone entitled to vote in Canada who supports the purposes of the Liberal Party of Canada, is not a member of any other political party in Canada, and who signs a statement to such, will be able to vote for the Leader of the Liberal Party of Canada.

Formal membership in the party will not be required. This policy will begin with the upcoming leadership race and is the most open and inclusive practice of any

political party in Canada.

In addition to high profile debates on issues like the monarchy and the legalization of marijuana, delegates took important steps towards developing policy in the areas of agriculture, water, early learning,

crime, and the environment.

A policy resolution presented by the collective British Columbia delegations proposing a National Housing Strategy passed overwhelmingly.

delegates at the Liberal Party of Canada convention, more than the last Conservative and NDP conventions combined, proving that rumours of the death of the Liberal Party of Canada are greatly exaggerated.

More concerns on wireless technology Dear Editor, Regarding Bernard von Schulman’s claim to have “read the scientific work out there on human health effects caused by radio waves and the overwhelming vast majority can find no negative impacts.” Obviously Mr. Schulman hasn’t read “The BioInitiative Report” (www.BioInitiative.org) or the Freiburger Appeal (signed by 6000 German doctors), or University of Washington scientist Dr. Henry Lai’s exposure of the bias in industry-funded studies when in 2006 he analyzed 16 years of studies, their results and their sources of funding: 50 percent of the 326 studies showed a biological effect from radiofrequency radiation, and 50 percent did not. Lai discovered that industry-funded studies were only 30 percent likely to find an effect, as opposed to 70 percent of independent studies, and while that fact alone should raise worries about the role industry plays in funding research, Lai points out

that the 50 percent split in findings should be by itself a cause for concern: “Even if you accept all the industry studies, you still end up with 50-50,” he says. “How could 50 percent all be garbage?

People always start with the statement ‘Hundreds of studies have been done on this topic, and no effect has been found,’ but this is a very misleading statement. [The statements] come out from the cell phone industry, and people just use it, like the American Cancer Society. People haven’t even gone in to look at the real studies and

look at the effects that people have reported. Is your poodle a puppy prodigy?

These tests will help you work out whether your canine should go to Harvard or just stay asleep on the couch.

Test 1: Food under can 1. First sit your dog.

2. Then show the dog a tidbit of food and let it sniff it.

3. Then with the dog’s full attention, slowly place the tidbit on the ground about two meters away from it, and invert the can over the tidbit.

4. Start timing and encourage the dog to get the food.

5 points - If the dog knocks the can over and gets the tidbit in 5 seconds or less. 4 points - In 5 to 15 seconds.

3 points - In 15 to 30 seconds. 2 points - In 30 to 60 seconds. 1 point - If the dog didn’t get the bait after 60 seconds.

Test 2: Dog under towel 1. Your dog should be awake and reasonably active.

2. Let the dog sniff the towel.

3. With a quick smooth motion throw the towel over the dog’s head, so its head and shoulders are completely covered. Start timing and watch silently.

5 points - If the dog frees itself in 5 seconds or less. 4 points - In 5 to 15 seconds. 3 points - In 15 to 30 seconds. 2 points - In 30 to 60 seconds. 1 point - If the dog hasn’t free itself after 60 seconds

Test 3: Can your dog recognize a smile?

1. Pick a time your dog is sitting about 2 metres away from you.

2. The dog must not have been told to stay or sit.

3. Stare intently into your dog’s face - when your dog looks at you, count silently to 3 seconds and then smile broadly.

5 points - If your dog comes with tail waging. 4 points - If your dog comes slowly or only part of the way, with no tail waging. 3 points - If your dog stands or rises to a sitting position, but does not move toward you.

2 points - If your dog moves away from you. 1 point - If your dog pays no attention

Test 4: Food under towel 1. Sit your dog. If it won’t stay you’ll need someone to hold the dog by the collar 2. Show your dog the food and let it sniff it.

3. With the dog’s full attention slowly place the food on the ground about two meters away from it. Whilst the dog watches, cover the food with the towel.

4. Start timing and encourage your dog to get the food.

5 points - If your dog retrieves the

food in 15 seconds or less. 4 points - If your dog retrieves the food in 15 to 30 seconds. 3 points - In 30 to 60 seconds. 2 points - If your dog tries to get the food, but gives up. 1 point - If your dog doesn’t even try to retrieve it within two minutes

Test 5: Retrieving from under a barrier You need to make a table, low enough to stop your dog’s head getting under, but high enough off the ground to get it’s paw under. You can make it out of some bricks or large books and a board.

1. Make sure your dog is watching you from nearby.

2. Show your dog a tidbit of food and even let it sniff it.

3. With the dog’s full attention slowly place the tidbit just far enough under the table, that the dog can use its paws to retrieve it.

4. Start timing and encourage your dog to get the food.

1. Your dog should be settled comfortably around two meters in front of you.

2. In the voice tone you use to call your dog call “refrigerator”

If the dog shows some response to come - 5 points. If the dog does not come, call “movies” in the same tone.

If the dog comes - 4 points. If the dog still has not responded call its name. If the dog comes or shows any tendency to move to you - 3 points. If the dog has not moved, call its name a second time. If the dog comes - 2 points. If the dog still doesn’t come - 1 point.

Results: How does your dog rate?

Add up your dogs score on each of the tests and find out if you’ve got a genius dog.

Scoring: Over 25 points- Your dog is a genius.

15 - 25 points- Your dog is smart, but won’t go to Harvard.
