The people of Sligo and Mayo were saddened when they learned of the passing of Tom Ketterick at the age of 99 on Monday after a short illness. Tom Ketterick attended Sligo Rovers matches for 80 years, including the period Dixie Dean played for the Bit o' Red in 1939 up to the 2012 Premier Division title win last season. He supported Rovers throughout all of their most famous days, enjoying the League triumphs in 1937 and 1977 and the FAI Cup wins in 1983, 1994, 2010 and 2011, and also in more difficult times as a loyal follower of the club for eight decades. HILE thousands of third-level students are still waiting for news of grants or awaiting outcomes of appeals to SUSI, the universities and institutes of technology across the west and elsewhere are owed millions due to unpaid fees for the current term and from former students for previous years. It has been revealed that IT Sligo is owed €1,500,000 by students currently attending the institute in Ballytivnan while €245,000 is also owing in outstanding student fees since 2011. Galway-Mayo IT is owed €213,000 by former students and graduates going back as far as 2007/08, while Limerick IT is owed €111,887 since 2009/10. These sort of figures are replicated across the country as it has been revealed that the universities and institures are owed vast sums by both current and former students. Trinity College is owed in the region of €200,000 from former students. What is, perhaps, most alarming is the report that two universities – University of Limerick (UL) and Dublin City University (DCU) have hired the services of debt collectors to recover the sums owed. The universities concerned, speaking to the Irish Independent, wouldn’t clarify how long they have been using these debt collection agencies, though UL has admitted it is chasing student fees that date back to the 1990s. University College Dublin (UCD) is in the process of hiring a debt collection company.

Continued from the front page The annual contribution fee for students at third level currently stands at €2,250 (rising to €2,500 from

September of this year). Of course, for students pursuing Masters programmes the fee can be treble this figure. When the cost of accommodation is added the burden on students (or their parents) who are borderline or outside income limits for grant aid is considerable in the current climate. Many colleges and institutes would not disclose how much they are owed by students present or past, but the figures are believed to be considerable and the final outcome will not be known until the current empasse with the SUSI system is finally resolved. The Department of Education said all higher education institutes are

autonomous bodies and the department has no role in their day to day operational affairs. "However, the department would hope that institutions deal with students in a sensitive and understanding manner in relation to the payment of any outstanding arrears," a spokesman said. We can only hope that colleges and institutes take this advice on board before applying undue pressure on thousands of students currently under stress as they study for important examinations with the fear that if they can’t pay fees they will not be accredited with their results or qualifications.

He made round trips of over 70 miles from Mayo to attend Sligo Rovers home matches. Mr Ketterick was a founding member of Castlebar Celtic and was also a player with the club. He held a lifelong association with Castlebar, Rovers and represented football in both regions with great pride and affection. Tom Ketterick was awarded the honorary vice-presidency at Sligo Rovers in 2009 and was president of Castlebar Celtic. Sligo Rovers expresses sympathy to Mr Kettrick's family at this time.

nterprise Ireland’s recent ‘Get Export Ready’ Workshop held in Castlebar, Co Mayo attracted 50 individuals from almost 40 companies throughout the West Region to hear about the Enterprise Ireland programme of supports aimed at getting more Irish companies exporting. These workshops are for pre-export and early stage exporting companies, and existing businesses seeking to explore new opportunities in export markets. The highlight of the event was an interactive discussion hosted by John Lennon business mentor, with Claremorris based exporter and entrepreneur Gerard Concannon, Chairman and CEO of the CBE Group. During the discussion Gerard Concannon talked about his experience of building an export business and the

challenges which companies can face when expanding their business into new markets. He stressed the importance of Irish companies building awareness of their brands in the marketplace by exhibiting at trade fairs, advertising in trade journals, attending conferences and using social media. The company has grown steadily to become market leaders in providing Electronic Point of Sale solutions for the retail, forecourt and hospitality sectors in Ireland and the UK and are on of the most successful EPoS companies in Europe. Mr Barry Egan, Director Enterprise Ireland West Region said: ‘Exporting can be a valuable new source of business for companies with ambition and we know there are many Irish companies operating successfully in

the Irish market who can grow new business through finding new customers overseas. I am optimistic that there is enormous entrepreneurial talent in the Irish business community that can add value to businesses and the creation of jobs through new business from exporting’. Sale of “Quiet Man” pub generates some noise A movie made many years ago starring John Wayne and Maureen O’Hara is generating quite a degree of competition for a well-known pub in Cong, Co. Mayo. Four bidders have emerged as the frontrunners to buy Pat Cohan's bar, which

was immortalised in 'The Quiet Man' film starring the highly-acclaimed actors. The owner put the property on the market at the beginning of the year, causing a stir among fans of the movie. He now looks likely to get the €300,000 asking price thanks to significant interest from as far away as Florida. "There was huge interest. We're now down to about four serious bidders and we are confident of the sale going through in the next couple of months," said auctioneer Vincent Walsh. The top bidders include three individuals from the UK and one potential buyer from Florida. "The gentleman from Florida has been over twice now to view the place and the UK interest is just as strong. There is one individual from London who has

also shown a lot of interest," added Mr Walsh. The auctioneer said that all buyers are eager to continue running the rural pub, which only gained a bar licence in 2008 after many years as a family-run shop. The area, and the bar in particular, still prove a draw for thousands of tourists from the UK, US and Europe. At the time the film was made in 1952, Cohan's was the local shop but director John Ford turned it into a bar for the movie. However, any possible sale will have to be put on hold due to a right-of-way issue. "I could see it taking eight weeks to correct. There is no dispute involved but it has to be legally corrected," said Mr Walsh.

Concern in Sligo over future of “Gateway” status NATURALLY, there is now major concern in Sligo following the announcement by Environment Minister Hogan last week that he scrapping the National Spacial Strategy. The reason, according to the Minister is because the resources had never been provided to create those “gateways” and “hubs” mooted when the strategy was originally introduced. He said the National Spatial Strategy "didnt work," when he addressed the Oireachtas Committee on Jobs, Enterprise and Innovation. “Nothing has happened” in the 10 years since the gateways and hubs were designated, said Minister Hogan, and there was little evidence of anything other than “a title” to show these were designated areas, he added. The National Spatial Strategy was a 20-year economic development plan which designated 18 gateways, including Sligo, and hubs through which employment and investment were to be directed. Minister Hogan also criticised out-of-town shopping centres and asked local councils to cut development charges in town centres to encourage urban renewal. He told the Oireachtas members the National Spatial Strategy would be replaced with new proposals which would be circulated in a process of public consultation. A replacement was “about a year away," the Minister said. On the reform of local government, Mr Hogan said major towns which had town councils “will still be the focal point” for rural development after town councils are abolished. His aim was to reorganise community development interests and local authority interests, combining them with State employment agencies, and create a network of “one-stop shops” for enterprise development . There was currently “a plethora of organisations where nobody knows which one to go to”.

Roscommon Firefighters poised for strike action

F

ire fighters in Roscommon are poised to take strike action over plans to cut crew numbers by 20 percent and close fire stations. Following the publication of a new national policy document on the fire services last week fears have been raised for the future of services, particularly in rural areas. The new policy, ‘Keeping Communities Safe’, is seeking to reduce the number of fire service delivery units from 30 to 21, to roll out ‘shared services’, and to close

some fire stations. While the specific implications for local services are not yet clear the document proposes that services in counties Roscommon, Sligo and Leitrim should operate on a “shared” basis in the future. Fears have also been raised that the policy will target rural fire stations for closure and could see crew members being cut by 20 percent. The National Retained Fire Service, the representative body for part-time fire

fighters, said that the policy document displayed “total disregard” for the lives of fire fighters and would lead to further reductions in services, particularly in rural areas, and the closure of fire stations. Trade union officials representing fire fighters also warned that strike action was likely if the government planned to cut crew numbers and close fire stations. “This is about reducing the number of fire stations, cutting the number of fire fighters by 20% and changing how calls are responded to and will put the lives of fire fighters and the general public at risk; it’s the opposite of keeping communities safe,” SIPTU Sector Organiser Michael Wall told the Herald. Mr Wall added that the policy would target rural stations for closure and push out response distances and times. “Rural services will suffer more than those in areas of greater population and we see this as another blow for rural Ireland,” he said. While the union awaits further detail before proceeding to ballot members for industrial action he warned that “all out strike action” was likely. “We’re awaiting documentation to be circulated to local authorities as to how this policy will be implemented and what it will mean for local services before we commence the ballot process but we expect to ballot our members between now and Easter on this,” Mr Wall said. “I’ve no doubt about what the outcome of that ballot will be; fire fighters are incensed about this,” he added.

Trouble still simmers in FG over Shannon-Knock controversy INTERNAL Fine Gael tensions are continuing to fester over the future of Ireland West Airport Knock. Informed sources have revealed the decision of Taoiseach Enda Kenny and Transport Minister Leo Varadkar to postpone a resolution to the dispute has served to heighten stress levels on the party’s elected representatives in the west of Ireland. Deeply involved in the controversy also is the Taoiseach’s constituency colleagues, Deputies Michelle Mulherin and John O’Mahony. Simmering disenchantment over the far-reaching implications of the government’s €300 million bail-out of the Mayo airport’s biggest rival, Shannon Airport, was highlighted by the heated exchanges that took place between Deputy Kenny and Deputy Michelle Mulherin at a Claremorris hotel on the day a top level Fine Gael delegation was due to meet directors of the Knock facility. At the centre of the row was Deputy Kenny’s annoyance that the Ballina TD had not invited him to a briefing in Leinster House for Fine Gael Oireachtas members and the Knock board. It has subsequently emerged that a senior government minister organised a similar briefing, but the absence of an invitation to the Taoiseach did not generate the same type of national newspaper headlines. The episode between Kenny and Mulherin clearly suggests the Taoiseach is feeling increasingly alienated in respect

of the Knock airport saga. Once it became a political and personal argument, it placed Deputy Kenny directly in the line of fire. There can be little doubt he is fully committed to the future of the facility despite the perception created by the stand taken by him and his party back in the 1980s when the project was initiated. But finding a satisfactory solution to the problem is destined to prove exceedingly difficult, apart from the likelihood of placing him at loggerheads with some cabinet colleagues and the national media. Despite the pressures on him, Deputy Kenny is undeniably determined to avoid any accusations of cronyism or favouritism being made against him in respect of Knock airport and other major infrastructural developments in his constituency. Yet, there remains an unequivocal expectation on him to deliver to his own, and particularly so in a region that has suffered more than its share of neglect over the years. Drawing a balance is going to decisively test his experience and political skill. In the meantime, he has placed huge responsibility on the shoulders of his constituency colleague, Deputy John O’Mahony, to find a compromise that will go a long way towards appeasing Deputy Kenny’s and Fine Gael’s critics. As chairman of the joint study group

assigned to develop strategic growth options for the airport, he will be expected to produce a master plan to defuse the political time-bomb and there is no doubting Deputy O’Mahony’s concerns for the airport. He was in attendance at a meeting of the Joint Committee on Transport and Communications on January 23 last when Rose Hynes, chairperson of the newly formed Shannon Airport Authority, made a detailed presentation. She made it clear there was ‘no silver bullet’ for Shannon. In order to increase passenger numbers, it will have to attract a range of airlines on short and long-haul routes and also airlines making transit stops en route to America. She accepted Shannon Airport’s trajectory in recent years had been away from commercial sustainability and that trajectory must be halted and reversed in order for the airport to attain the profitability and growth ‘of which it is capable’, mainly through cross-Atlantic traffic. Ms Hynes indicated the challenge for the new authority is to increase passenger numbers to 2.5 million and she suggested what Shannon will do to achieve this objective will ‘not be to the detriment of any other airport’. However, Deputy O’Mahony was not convinced. He said he failed to see how the target can be achieved without there being an impact on the regional airports in Knock, Cork and Kerry.

Irish Eurovision hopeful has Mohill connections K

asey Smith, one of five hopefuls who could represent Ireland in this year’s Eurovision Song Contest has strong Leitrim connections. Kasey’s grandmother, Bernadette Smith, formerly Conlon, resides in the Mohill area. Kasey has great uncles and aunts dotted all over the county, with relatives living in Dromod, Bornacoola, Mohill and Leitrim Village. Karina Smith, Kasey’s mother said the whole Leitrim family are “delighted for Kasey.” 22 year old Kasey often visits her relatives in Leitrim and she enjoys her time in the locality.Music runs in the family - both her grandfather Pat Smith and uncle P.J .Smith have had number one singles in Ireland and Kasey’s mother hopes it is “third time lucky” for her talented daughter. Kasey is one of the five acts set to compete against each other to represent Ireland in this year’s Eurovision. The five acts are Kasey, Inchequin, Aimée Fitzpatrick, Zoë Alexis Bohorquez and Ryan Dolan. The winning act will be chosen using a combination of public vote and regional jury vote during Eurosong 2013 on The Late Late Show

on Friday February 22. Kasey is looking for major support from Leitrim. Each act was chosen by a mentor with proven experience in the Irish music industry. Kasey was chosen by Today FM’s Mairead Farrell. Her song is called ‘Kiss Me’. Kasey had been a member of the Irish girl band Wonderland, formed by Louis Walsh and Westlife bandmember Kian Egan. The band split up over a year ago, but Kasey has continued in her career. She recently returned from a songwriting stint in Nashville, where she collaborated and recorded with top writers who have had credits with artists such as Lady Antebellum and Kenny Chesney. She performed at Ballinamore’s Fringe Festival last year. The 2013 Eurovision song contest takes place in Malmo, Sweden, following the victory of Loreen in Azerbaijan last year. Kasey’s song is choice number 5, the public will vote on the Late Late Show on February 22. Claims of guidelines breach at GMIT over exam appeals THE trade union representing lecturers at Galway Mayo Institute of Technology (GMIT) has formally complained that senior management within the third level institute has breached guidelines in its handling of students’ appeals of exam results. It has been confirmed that the TUI (Teaching Union of Ireland) has launched a “collective grievance” procedure at the Dublin Road college in relation to how student complaints about exam results were dealt with. The fresh controversy of lecturers’ concerns about bypassing proper procedures in GMIT comes as the institute awaits the publication of the long-delayed external investigation into plagiarism, and a possible cover-up of plagiarism, within the college’s School of Business. That unprecedented investigation was launched nearly two years ago but still hasn’t

concluded. It has racked up costs in excess of €225,000. In this latest controversy, members of the GMIT branch of TUI said they have “grave issues” with how the institute has handled a complaint by a student about the examination results awarded by one particular lecturer in the Mechanical and Industrial Engineering Department. It is understood that an engineering student didn’t advance to the next year of the course because he had failed one or more modules that were needed to progress. Institute procedures were not followed, according to staff, when the student registered his complaint, which was subsequently turned into an appeal, but he was apparently cleared by senior management to progress to the following year. At a recent branch meeting, attended by 23

teaching staff, a motion was passed by a majority which expressed “dissatisfaction at how (management) . . . has handled student complaints by breaching institute guidelines”. It is understood that senior management was criticised prior to the passing of the motion. The minutes were ratified at the most recent meeting a fortnight ago. The minutes of the meeting, which are strongly worded and which reflect the anger of lecturers present at the meeting, said: “It would appear that senior management at GMIT have flouted appropriate mechanisms, not used internal boards, and disregarded national laws in their handling of this matter. “ In a statement yesterday the college said: “GMIT is satisfied that normal industrial relations procedures have been followed in dealing with this matter.”

Sligo to host FF National Youth Conference 2013

T

he biggest youth political event in the country will take place in Sligo this weekend when Fianna Fáil holds its National Youth Conference at the Radisson Blu Hotel. More than 500 young political activists will travel to Sligo for the two-day event, culminating in the election of a new President and Central Officer Board for Ógra Fianna Fáil. The Fianna Fáil Leader Micheál Martin will open the conference on Friday evening, while party TDs and Senators will chair a range of debates and workshops on youth mental health, youth employment and entrepreneurship and the challenges facing students and graduates. The guest speakers include CEO of Inspire Ireland Elaine Geraghty, Chief Operating Officer of Headstrong Joseph Duffy, former USI President Gary Redmond, Head of Innovation at Sligo IT Niall McEvoy and former Finance Minister Ray MacSharry. Speaking beforehand, Deputy Martin said, “This is one of the most important events in the Fianna Fáil calendar. We have put a strong emphasis over the past two years on encouraging young people to get involved in politics, whether it is in school, in college, in the workplace or in their communities. “Too many young people feel disillusioned about politics and disconnected from the decision making process. This conference in Sligo is about giving young people a platform to voice their views on the key issues facing their generation and to debate policies on subjects that have a direct impact on their lives.

Whether it is Ógra Fianna Fáil or another political youth organisation, I strongly believe in the benefits of encouraging youth participation in politics. It is only by getting involved and making their voices heard that the younger generation can influence change,” Deputy Martin said. Fianna Fáil has become the largest youth political organisation in the country, recruiting more than 1,500 additional members at third level institutions nationwide this academic year. The National Youth Conference in Sligo this weekend will bring delegates together to elect a new Ógra Fianna Fáil President, Policy and Campaigns Director, Third Level Organiser and other members of the Central Officer Board. 100ft bronze statue in pipeline for Croagh Patrick

NEWS that a Canadian sculptor is currently working on a proposal to erect a 100 foot bronze statue of St Patrick on the summit of Croagh Patrick has come as a surprise to many,Sponsorship for the project has been secured, and the idea is that it will be bequeathed to the people of Ireland from the people of the USA. However, Mayo County Council and local groups who have vested interests in Croagh Patrick were unaware of the plans when contacted by some of the local press, and the idea looks certain to attract criticism and controversy, given the nature of the proposal and the precedent set in the past by other plans which involved development on the holy mountain. Sculptor Timothy Schmalz has already proven his religious credentials with a significant statue of Ireland’s patron saint at Knock Shrine and a recently completed one of Saint Brigid of Kildare. The sculptor compares this idea with the Statue of Liberty, which was gifted by the people of France to the people of America in 1886, and also cited the symbolism of the Statue of Liberty. He also expressed his hopes that this new project can be considered in a similar light. At 151-feet high, the Statue of Liberty is only 50 feet higher than the currently proposed statue of St Patrick, which puts the scale of the plan into context. Although Schmalz has already established sponsorship for the statue, he wants this gift to the Irish people to be paid for by the North American people, rather than the government. However, whether he has a head for heights is still a moot question as it can be revealed that nobody in officialdom has yet been contacted about the idea to erect the massive monument on top of the 2510foot-high pyramidal mountain (762 metres). Instead, Schmalz has been sharing his plans with Irish American online newspaper irishcentral.com. Seeking sponsorship and support from north Americans for the project, he revealed that he cannot understand why nobody had thought of the idea before now. “There was only one location [the bronze statue] could go, Croagh Patrick…. [since] if there is any more beautiful place in the world, I don’t know it,” he said. Ballintubber Abbey priest, Father Frank Fahey, maintains the holy mountain is a sacred place in itself both symbolically and actually and thus a monument to Saint Patrick and to God’. The idea was was also ‘news’ for Harry Hughes, the longtime chairman of the Croagh Patrick Archaeological Group who believes any moves to erect such a statue will be controversial. Time will tell what the outcome of this proposal will be.

Ads watchdog bans Weetabix app Weetabix has been ordered to remove its WeetaKid app after a watchdog ruled that it was likely to make children feel inferior if they did not eat the company's products. The app included two games featuring the WeetaKid character and started with prompts such as "I've given you access to a place you can go every day to get all the energy you need" and "Do you have a WeetaKid Weetabix box?". Players who responded in the negative received a message reading: "What?! No Weetabix?! Why make things harder for yourself?" and "Remember what I told you! A failure to prepare is preparation for failure!", "You're not eating your Weetabix? What about the extra energy? Oh good heavens!" or "No Weetabix? Disaster!" Professor Agnes Nairn, who investigates issues related to marketing, ethics and children, and the Family and Parenting Institute complained that the app "exploited the credulity, loyalty, vulnerability or lack of experience of children by making them feel inferior or unpopular for not buying a product" and included a direct exhortation to children to buy an advertised product. Weetabix said the game took place in an imaginary and fantastical world, arguing that children who played computer games disassociated what happened in them from the real world and interpreted messages only as a means to continue with the game. It acknowledged that it was possible that messages and actions in the game might have an impact on children's food preferences, but said that in itself did not constitute a breach of advertising regulations. But the Advertising Standards Authority said it was concerned that the language and tone of many of the prompts, such as "What?! No Weetabix?!" and "Tired is not a good look for you. Why not eat something?" was persuasive and negative, and could lead children to understand that if they did not eat Weetabix they were failing in some way. It ruled that the app must not appear again in its current form and added: "We told Weetabix to ensure that their marketing communications that were directly targeted at children did not exploit their credulity or vulnerability or make them feel inferior if they did not buy, or ask their parents to buy, Weetabix's products." Family and Parenting Institute and Daycare Trust chief executive Anand Shukla said: "Most parents don't know what an 'advergame' is. Nor do most children. The ASA agreed with us that the Weetabix advergame could exploit children's vulnerability and was likely to make them feel inferior if they didn't buy or encourage their parents to buy Weetabix products. "Weetabix have now had to remove the advergame from its website. It was available for 16 months before we spotted it and we have serious concerns about what else is out there. Families need to be vigilant and look with new eyes at the games their children play online, on iPads and smartphones."

Sat-nav trial set to reduce stress T he stress of commuting through rushhour traffic could soon be reduced through a trial that seeks to streamline city-centre congestion. New sat-nav technology being tested in the North East could help drivers adjust their speed so they can pass through a series of lights on green. The project, headed by Newcastle University and Newcastle City Council, is being developed to reduce traffic jams and pollution associated with stop-start driving. Phil Blythe, professor of intelligent transport systems at Newcastle University, said: "Traffic management systems are already in place across the city to improve traffic flow but what's unique about this trial is that we will be giving information directly to the driver. "For example, the system might advise a driver that if they travel at 24 miles an hour they will hit the next four sets of traffic lights on green. "In more congested areas or particularly busy times of the day, then key roads might be given priority in order to keep the traffic flowing." Two other benefits of the system will be a forward collision warning and a red light violation warning, which tells drivers when someone has jumped a red light. The pilot is part of a 10m euro (ÂŁ8.6 million) project called Compass4D involving seven European cities. UK project lead Dr Yvonne Huebner, from Newcastle University, said: "Newcastle is al-

IT calls prompt shop name change

A cider store owner has been forced to change the name of his business - after The Apple Shop was inundated by callers

asking for phone and computer repairs. Geoff Fisher has sold cider and juice from the shop at

Wroxham Barns in Norfolk since 1993. But since the opening of the Apple Store in Norwich four

years ago he has received an increasing number of calls from iPhone and iPad owners. He said: "People would call up and say they had a problem with their iPod and I told them to chuck it away and have a nice cider to get over it." His number is next to the Apple Store in the phone book and, because it has a local prefix, he believes customers prefer to ring him rather than the technology giant. He estimates that he receives up to 24 calls a week. In one call, an elderly man contacted him to say he had "been silly and bought his first computer", an Apple Mac, at the age of 87. Mr Fisher agreed he had been silly and told him: "Give it to your grandchildren". From Easter, the shop will be renamed The Norfolk Cider Company to coincide with a refurbishment.

Family photo taken by Apollo 16 astronaut Charles Duke discovered on Moon’s surface The next time you’re walking on the Moon don’t be surprised if you come across a family photo, after a snap was revealed to have been left there by the youngest man ever to make the trip. Apollo 16 pilot Charles Duke put the picture in a plastic folder and dropped it on the surface when he travelled there in 1972. The photo, which features him, his wife Dottie and two sons, Charles and Tom, was apparently intended for intelligent life forms that would potentially come across it. ‘This is the family of Astronaut Duke from Planet Earth. Landed on the Moon, April 1972,’ the spaceman wrote on the back of the picture. The snap was revealed when Mr Duke’s own photo of it was discovered at the Project Apollo Image Archive in America. Robert Jacobs, Nasa’s deputy associate administrator for communications, said: ‘A lot of astronauts left some sort of personal memento. ‘This one is a moment of humanity and what is important, for Charlie it was his family.’ Mr Duke is now 77 but was 36 when he made his journey to the moon.

‘World’s most confusing traffic lights’ finally taken down

A set of rather confusing fake traffic lights that were baffling drivers in China have finally been removed. This past weekend commuters were left in a muddle while trying to figure out the 14 different lights at the the Yangrenjie Theme Park in Chongqing. This seemed to be the final tipping point for the art installation, which flashes different coloured signals at the same time, with officials removing them. This was a change in attitude after traffic authorities had continually said the lights added to the beauty of the area and drivers should ignore them. ‘They are just for decoration because the junction looked bare,’ an official said last May when they were installed. ‘They look very pretty at night but drivers should just ignore them.’ But it now seems hapless visitors to the theme park will no longer be left in a muddle and can actually concentrate on real traffic signals.

utoglass Ireland told the committee that the practice of 'steering' by insurance companies and a lack of regulation in the Vehicle Glass Repair and Replacement (VGRR) industry is leading to the safety of thousands of Irish motorists being po-

tentially compromised as some windscreen providers are failing to replace windscreens correctly. It appears that, possibly in a bid to win 'steering' business from insurers, some VGRR operators are cutting costs by using inferior materials and practices, which can have a serious impact on the safety of the vehicle and the motorist. The committee heard that the windscreen of a modern car now accounts for up to 30% of the structural integrity of the vehicle and prevents the roof collapsing in the event that the vehicle rolls over. Also, the airbag, once activated, on the passenger side relies on support from the windscreen in order to work correctly. A properly fitted windscreen is therefore crucial to the safety of all occupants; an incor-

rectly fitted windscreen will significantly increase the potential for fatality or serious injury when a vehicle is involved in an accident. In addition, car windscreens are becoming increasingly complicated as manufacturers have over the last few years added increased curvature and tinting, embedded electronics and increased the size of the windscreen. The correct replacement of the vehicle windscreen is therefore becoming more complex but remains essential for the structural integrity of the car, and thus for the safety of the motorist. Early in 2012, Autoglass commissioned a major study, carried out by the UK-based Transport Research Laboratory (TRL), on the extent of

the problem with the quality and safety of windscreen replacements in Ireland. The study found: over 35% of windscreens that had previously been replaced were judged to exhibit some type of quality or safety issue. Over 14% were judged to exhibit safety issues rated as 'high' or 'medium.' Thus, in Ireland, 36,274 windscreen replacements per year have some kind of issue. Of these, between 11,803 and 17,809 are estimated to be windscreen replacements which may compromise the level of safety offered. On this basis, over a five-year period, approximately 180,000

windscreen replacements may be introduced into the Irish market, which have quality or safety deficiencies; and between 59,00089,000 of these may have more significant safety issues. his was revealed in a fresh report on traffic safety and road accidents in Europe produced by Volvo Trucks. The report was produced by the Accident Research Team at Volvo Trucks and is based on its own investigations of accidents as well as data obtained from various national and European authorities. It describes why accidents with

trucks occur, their sequence and what can be done to reduce the risk of accidents and their consequences. "Ninety per cent of all truck accidents stem entirely or partly from the human factor," said Carl Johan Almqvist, Traffic and Product Safety Director at Volvo Trucks. "For instance, when one or more of the drivers of the in-

volved vehicles are distracted or misjudge their speed." The report also reveals that drinking and driving is not one of the major causes of road accidents involving truck drivers. Only 0.5 per cent of truck drivers involved in serious accidents were under the influence of alcohol. The corresponding figure for accidents involving

passenger cars varies between 15 and 20 per cent. Heavy trucks are involved in 17 per cent of all fatal accidents and seven per cent of accidents resulting in personal injuries. The majority of accidents resulting in truck driver injuries are single-vehicle incidents in which the truck drives off the road. More than half of all serious accidents with trucks consist of collisions between cars and trucks. "Access to facts about accidents is immensely valuable for our ongoing safety work, helping us make the right priorities in our product development," said Almqvist. "For instance, we have further enhanced safety levels in our latest truck models with a range of support systems that improve visibility, alert the driver or focus the driver's attention if something is not right."

Thanks to safer vehicles, improved infrastructure and safer behaviour on the road, the number of fatal accidents on European roads has dropped continuously since the early 1990s. But far more lives would be able to be saved if more people used their seat belts, something that not even half of the truck drivers on European roads do. Ninety-five per cent of the truck drivers who died in road accidents were not wearing seat belts. Almqvist added: "As long as people are injured in road accidents, we will continue to pursue higher safety levels. "Firstly by making our trucks safer for drivers and other road users, and secondly by spreading knowhow and by impacting patterns of behaviour and persuading more people to use the seat belt."

C

OMAN'S, which includes the landmark pub in the southside Dublin suburb of Rathgar as well as a large drinks distribution arm, is a textbook example of what can go wrong when the succession in a family-owned business is botched. It wasn't a pretty sight. Five sons sued their parents while most of the other Coman offspring sided with their parents against the brothers. While the case was finally settled late last week all of the family ended up losing. High Court President Justice Joseph Finnegan, the judge who heard the case, tried to get the two sides to settle their differences at the start of the case. He literally threw the feuding Comans out of his courtroom in an attempt to get them to come to an out-of-court settlement. Unfortunately they failed to heed his well-meant advice. The Coman's saga is merely the latest example of the succession process going badly awry at a well-known Irish family-owned business. When PV Doyle died in 1988 his offspring were unable to agree between themselves on how the hotel group he had left them should be run. Eventually Doyle Hotel Group merged with Jurys in 1998. The Kelleher family of Blarney Woollen Mills and Kilkenny Design fame have also had their differences. Since the death of founder Christy Kelleher in 1991 there've been not one but two bust-ups, with various family members going their separate ways. However, by far the most spectacular falling out at an Irish family-owned business was the struggle for control of Dunnes Stores, the country's largest retailer. When founder Ben Dunne Senior died in 1983 he

left the company to his six children. While Ben Dunne Junior succeeded his father as chairman his position was very much one of first among equals rather than undisputed boss. From the start there were reports of tension between him and his siblings, particularly his sister Margaret Heffernan. For almost a decade these differences were kept within the family. That all changed in February 1992 when Ben Dunne Junior was arrested in possession of cocaine at a Florida hotel. He was quickly ousted from the company and retaliated by suing. It was as a result of this case that we first learned about his payments to former Taoiseach Charles Haughey and his unorthodox business dealings with Communications Minister Michael Lowry. These revelations led to the establishment of the McCracken and Moriarty Tribunals. Twelve years later we are still living with the consequences of the dust-up at Dunnes. Not all family businesses make a hash of the succession. Musgrave, the grocery distributor which owns the SuperValu and Centra retail franchises, is still family-owned 128 years and five generations after its foundation in 1876. In 2003 it recorded a turnover of over ?3.3bn and pre-tax profits of almost ?60m. Retailer Roches Stores, which was founded in 1901, is also still family-owned as is Thomas Crosbie Holdings, publisher of the Irish Examiner and Sunday Business Post. So what's the key to successfully handing on a family business to the next generation? "With succession you must deal with the issue early rather than late. There is no point in dealing with it when the founder is close to retirement," says Keith Robinson, senior manager at BDO Simpson Xavier's family business services unit.

Unfortunately many business founders are totally bound up in their creation and are extremely reluctant to let go. He recommends drawing up a "family constitution", laying out the ground rules for the clan's involvement in the family firm. Where family members are recruited to work in the business they should have at least three years' outside experience. Hard questions also need to be asked before a successor is appointed. "Are they passionate about the business? Do they have the skills necessary to take it to the next level?" he asks. If the answer to any of these questions is "no", then Robinson recommends that the family should consider bringing in outside managers to run the business on a day-to-day basis. Many successful family-owned businesses have adopted this policy with both Musgrave and Thomas Crosbie Holdings now largely managed by non-family executives. Unfortunately most family-owned businesses don't plan the succession to the next generation. As a result only 30 per cent of family firms make it to the second generation, a mere 13 per cent to the third generation and a minuscule 4 per cent to the fourth generation. Family business is often surrounded by a heady mix of greed, ambition and ego. This means that when things go wrong they can get very ugly indeed.

What is the free Pre-School Year in Early Childhood Care and Education (ECCE)? The ECCE is a new scheme designed to give children access to a free Pre-School Year of appropriate programme-based activities in the year before they start primary school. Participation in a preschool programme provides children with their first formal experience of early learning, the starting-point of their educational and social development outside the home. How is the pre-school year funded? Services participating in the scheme will be paid a capitation fee for each qualifying child enrolled. In return, the service will be required to provide an appropriate programme of activities in early childhood care and education (ECCE) which will be free to parents. While the pre-school year will normally commence in September of each year, a shorter period will apply for those attending from January 2010. How will the pre-school year be provided? Children attending a full or part-time service will normally receive pre-school year sessions for 2 hours 15 minutes a day, 5 days a week over 50 weeks. To facilitate parents whose children attend a full or part-time service for only 3 days a week, the service may provide 3 weekly sessions of 3 hours 45 minutes each day. The weekly capitation fee in these cases will be €48.50. Children availing of the free preschool year during January to August 2010 will receive 35 rather than 50 weeks of free pre-school. Children attending a sessional playschool service, typically provided for about 3 hours each day, will normally receive pre-school year sessions for 3 hours a day, 5 days a week over 38 weeks. Sessional playschool services which are unable to open 5 days a week, can apply to provide the pre-school year in the form of 3 hours 30 minutes a day, 4 days a week over 41 weeks. Children availing of the free pre-school

year during January to August 2010 will receive 23 rather than 38 weeks of free pre-school. The weekly capitation fee in these cases will be €64.50. Some sessional playschools may choose to open for 50 weeks in the year rather than 38, in which case they will provide daily sessions of 2 hours 15 minutes, and full or part-time services may choose to also provide sessional playschool services in which case the 38 week model will apply. Will parents have to pay additional charges to the service for the free Pre-School Year? No, services which participate in the scheme must provide the pre-school year free to parents. A service may charge parents for additional services as long as (a) these are provided on an optional basis and (b) appropriate programme based activities are provided to children not participating in an optional activity. For example, a service can offer an additional activity such as music or dance which parents can choose to avail of for a charge. If they do not wish to avail of this activity, their child must continue to be provided with an appropriate alternative activity. Services can also charge for hours which are additional to the free pre-school provision e.g. if a child is in a full-day service for 10 hours, a parent should expect to pay for the 7 hours, 45 minutes per day which are not free. An additional 30 minutes per day, which would be charged for, may be offered to a child in a sessional playschool. Outings, birthday parties, snacks, etc can also be charged for, provided they are optional for parents.

What to look for on your first visit to a childcare facility. • Is it a welcoming environment? Can you visit any time? • How are the staff? Is there good interaction between staff and children? Do the staff listen to the children, and treat them with respect? • Do the children look happy and relaxed? • Is there an outdoor play area? • Are the premises clean, bright and well ventilated? • Ask about sleeping arrangements. Are there assigned cots / sheets / sleeping mats? • Have a look at the equipment and toys on offer. Are they age appropriate, clean and in good condition? • Ask about care plans and routines, are they flexible? Have a look to see if they are displayed on the walls. What will your child be doing during the day? • Ask to see the toilets and nappy changing areas. Are they clean, tidy and well ventilated, and are the relevant procedures displayed on the wall? • Have a look to see if the weekly menu is displayed. • What qualifications do the staff hold? • What are their policies if your child has an accident or becomes ill?

Teagasc Advice on Feeding Livestock this Spring

T

he next 6 weeks are critical to maintain the productive capacity of your dairy or beef herd, and your sheep flock. A lot of effort and cost has gone into ensuring that cows and ewes were adequately fed for the last few months and it’s important that this is maintained until calving / lambing. There have been some reports of recumbent cows at calving and inadequate feeding pre-calving is a key component of this. Bad Quality Silage As a general rule of thumb, expect to feed 1-2 kg more meal than you would normally feed to all classes of bovine. Keep a close eye on cow condition. Get a neighbour to come in and take a look at your cows. When you are looking at them every day, it’s hard to see the condition of cows.

Short of Silage If you are short of silage, it is important to act now, and not wait until you have run out before taking action. Sell surplus stock - If finishing animals remove silage from the diet and use high concentrates diets plus minimal roughage Weanlings can be offered restricted silage plus 2-3.5 kg meals, OR ad lib straw plus 3 kg meals Help - If you have difficulties on your farm due to the bad weather conditions last summer.
