ANY people have been outraged after hearing that an elderly disabled Sligo woman was forced to wear a nappy and have it changed by her brother because a home help was too busy to visit her. The woman's plight was revealed following a HSE investigation earlier this year. This revelation comes against a background of further health service cutbacks and news that the Executive are employing more and more agency staff to run services. Details of the case also comes at a time when there is evidence of further cuts in home-help hours to vulnerable people and increasing concern over the quality of service on offer. Speaking to North West Express, Gerry Scully of Age Action Ireland said it was totally unacceptable to have a woman in this situation, probably left in the hands of another older person – an untrained carer. “This is where the cuts really show themselves. It moves the debate from the abstract to the concrete. Services are not being maintained and older people are suffering. That is where we’re at”, he said. A confidential investigation report, obtained by the Irish Independent, detailed how a concerned relative wrote a harrowing letter to the HSE highlighting the Sligo woman's hardship. Home helps are paid for by the HSE and visit mostly elderly or disabled people who live in their own houses but need support with various basic tasks for a short time every day -- or several days a week. There were 41 complaints about the service last year, 26 of which were upheld, and campaigners fear these figures could be surpassed this year due to cutbacks. The average number of hours provided by many home helps have gone from 23 to 20 per week, with the HSE having to slash the overall number of home-help hours from 11.9 million to 10.7 million for 2012. Following a December review the number of people receiving home help was reduced from 54,000 to 50,000. A lack of monitoring also means it is unclear if each client is getting the time they have been allotted or if they have been visited as scheduled. The Sligo woman was found by her relative "sitting inside a window, where

she sits for hours, wearing a nappy, as going to the toilet is a struggle for her". When asked if her home help had visited that day, the woman admitted she had not come in a week. The poignant letter revealed how "she had started to wear nappies on a permanent basis indoors where her brother has been changing them for her". The woman's relative was told the home help had a "very full case load" and was sometimes unable to call due to pressure of work. The report said "this was unsatisfactory" and a new home help was assigned to her. Meanwhile, a separate anonymous complaint filed against a home help in Donegal this year claimed an elderly woman was unable to cope with basic needs such as getting out of bed and making breakfast. However, the home help would just

sit with her during visits, rather than helping with practical tasks. When HSE staff visited the woman as part of the investigation, she admitted the home help did not make her bed sometimes or wash dishes. Thousands of home helps employed by the HSE are currently involved in a campaign to resist moves to outsource the service, posing a threat to jobs. Many claim they are under pressure to reduce the length of their visits, which is impacting on the quality of care they can give. Meanwhile the bill for agency staff increased to €176m last year. The HSE is trying to slash its agency bill - but this will have a major impact on services, including the closure of beds. The public service moratorium and retirement has left it heavily reliant on agency workers.

All of this is increasing pressure on businesses which now face having their capital assessed by the Government. “I am calling on Minister Quinn not to go down this road. It’s a retrograde step. At the very least, and as a matter of urgency, the Minister needs to clarify that students will be able to apply for grants this year in advance of any changes and that the college-cycle will be taken into account. This would avoid a student getting a grant this year and starting college only to find the support is scrapped next year. However, I would stress that the Minister should simply abandon his plans to target students from low income families in this way. “At a time when we’re encouraging everyone to increase their education and skills-base, particularly by taking up hi-tech courses that will benefit the knowledge economy, the Government should not be throwing up barriers for students and their families.”

Sligo is tops in Driving Test pass rate SLIGO has the second highest pass rate for driving tests in the country at just over 66.5 per cent, just ahead of Clifden, Co. Galway. The north-west town is just 1.5% behind Ennis, who performed best with a 68% pass rate. New figures show a significant variation between pass rates at driving test centres around the country. A report by the Road Safety Authority shows a 28 per cent gap between the highest and lowest ranking test centres - which means your chances of passing the test could depend on where you live. The unpublished report shows significant variation in pass rates at test centres around the country.

Elsewhere in the west and northwest, Ballina has a 58.2% pass rate, Carrick-on-Shannon 59.35%, Donegal 60.39%, Letterkenny 58.8%, Castlebar 60.92%, Galway 64.59%, Cavan 47.91%, Athlone 62.99% and Longford 59.29%. Kilkenny comes in at the bottom of the scale with the lowest pass rate at almost 40 per cent - just after Finglas and Rathgar in Dublin. The RSA has defended the figures saying they are in line with other countries and depend on the number of people tested which can vary greatly between test centres. The Authority also says the introduction of mandatory driving lessons is expected to significantly improve pass rates.

Westport engineer killed in Nigeria M

ANY Westport residents, particularly those from the Horkan’s Hill area, were shocked and saddened to learn of the death of engineer Robert Grey (45) after he was ambushed in southeastern Nigeria. His driver was also seriously injured in the attack, which took place in the town of Takum, near the Cameroon border on Thursday afternoon. Mr. Gray was involved in road construction projects with Irish engineering company PW Group when the shooting occurred between

2pm and 3pm on Thursday last. Sources close to the family said the precise details are still not clear but that he may have been travelling between different PW Group projects. When contacted a company spokeswoman declined to comment on Mr Gray’s death. Founded in 1948 by Hugo V Flinn, PW is now an international company with an Irish office in Kilcoole, Co Wicklow. According to its website, the company also has offices in Nigeria and Ghana.

Household charge ‘an excuse’ for savage cuts to councils

Independent councillor Michael Kilcoyne COUNTY Councils across the west are coming under budgetry pressure because large numbers of people have not paid the household charge. The Minister for the Environment, Phil Hogan, has been accused of using the non-payment of the household charge to introduce ‘savage’ cuts to local authority services. Road maintenance and housing grants for the elderly will likely be in the line of fire. The Government announced last month that Mayo County Council’s budget was to be reduced by €2.6 million for the remainder of the year due to the non-payment of the household charge. Over 60 per cent of those eligible to pay the charge in Mayo have done so. Details of these cuts will be outlined at the Council’s September meeting. Independent councillor Michael Kilcoyne said that Minister for the Environment Phil Hogan is using the household charge as ‘an excuse’ to

cut local authority budgets, and he called on members of the council to resist it. “I understand that cuts will be to road repairs, hedge-cutting, housing repairs, housing grants for older people … I understand that every aspect of Council spending will be viewed for cuts, which is savage. The Local Government Fund has been reduced by €2.6 million . . . Of the 52,000 eligible households in Mayo, 20,280 (39 percent) have not paid the charge. This has led to a shortfall of just over €2 million for the Government. “Fine Gael councillors will probably support the cuts, but they should bear in mind there will be local elections in less than two years,” added Cllr Kilcoyne, who said he paid the household charge, but he believes there are a number of ‘genuine people’ who are unable to pay it. He criticised Minister Hogan for not having any realisation of their plight and for ‘not caring’. A number of other County Councils have outlined areas where cuts will be made. Roscommon County Council recently agreed to cut services in areas such as road maintenance, litter and library services by €436,000. Mayo County Secretary John Condon refused to be drawn on where the cuts will be made in Mayo, saying that changes to the budget will be discussed at the September meeting. Mr. Condon also urged those who have not paid the charge to do so soon in order to prevent further cuts to the Council’s budget. The executive of Mayo County Council expressed disappointment with the announcement that the Local Government fund was to be cut by €2.6 million, but when asked if they intended to appeal this figure Mr. Condon was non-commital.

is also a native of Westport, and works as a nurse in the MacBride nursing home. Westport priest Fr Karl Burns said that he had visited the family after they received the news late on Thursday night. “This is an awful tragedy for the family, who are reeling from the shocking news. It is a very sensitive time and they need privacy and our prayers,” Fr Burns said. Local TD and Minister of State for Tourism Michael Ring said: “I knew Robert’s family very well and this is just a terrible tragedy. He was a young man and now has left a wife and children behind him.” Fianna Fáil town councillor Brendan Mulroy grew up beside Mr Gray on Horkan’s Hill, Westport. “The whole area is just devastated by the news. We all knew Robert very well. “ A Department of Foreign Affairs spokesman said the department was providing consular assistance to the family and it is expected that his body will be repatriated this week.

Boyle traffic managment plan to be reviewed next week THE new traffic managment plan in Boyle will be reviewed when the schools return. The two way system on Main St and Bridge Street was introduced earlier this summer and another pilot two-way system came into effect on Shop Street last month. While the changes have meant a loss of parking spaces for the town, Gardai say the system seems to be flowing well. A spokesperson for Roscommon County Council said that no final decision will be made until they see what the traffic flow is like once the schools return. The Council will meet with local traders again in the second week of September to make what is expected to be a final decision on traffic flow in the town.

Cold comfort ahead with rising fuel prices

T

he spiralling cost of fuel is forcing hauliers right across the west out of business – while householders are bracing themselves for a chilly winter as the cost of domestic heating rockets to a record high. And now, after the collapse of the building industry resulted in thousands of job losses across the region, the dramatic increase in the cost of motor fuel in recent weeks is set to lead to further redundancies. One long established County Galway haulage firm has revealed that since petrol and diesel continued to escalate at an alarming rate over the past couple of years, they have had to reduce their workforce by 30% in that period. A Sligo operator told North West Express he

would now have to downsize considerably to remain viable. Even home owners are worried about what they are going to do for the winter period as the price of kerosene is tipping the €1 a litre mark. It now costs between €490 and €495 for 500 litres of home heating oil, sparking fears of a spate of thefts over the coming months. Four years ago it cost €280 for a similar amount of home heating which represents a 77% increase in the cost of home heating oil in the intervening years. The fall in the value of the euro against the dollar in recent times is having a major impact on fuel prices. Petrol prices have exceeded the €1.70 mark for the first time ever with diesel retailing at around €1.60. At the begin-

ning of 2009 it was retailing for an average of just over 90 cents. “It has been the year from hell for fuel prices,” admitted Conor Faughnan, Director of Consumer Affairs, AA Ireland, who also reminded motorists that 60% of the cost of a litre of fuel was made up of Government taxes. Based on the current average price of petrol of €1.631 per litre, it currently costs a family driving a saloon car with a typical 55 litre tank €87.70 to fill it up. That could rise to €93.50 in the next week or two. The Government is under pressure to ease the burden on motorists by reducing the tax take.

High number of vacant commercial building in West

PROOF that the recession is still biting deeply in the west was cemented last week with the report that western counties generally have the highest percentage of vacant commercial buildings in

the country. Claremorris, Co. Mayo, shared the distinction (with Little Island, Cork, and Dublin 17) of having the highest proportion of vacant commercial buildings in towns across Ireland. The Mayo town has a total of 126 vacant commercial units or 18 per cent of the total. The percentage of vacant commercial buildings nationally now stands at 11 per cent, according to the new figures. However, a total of 8 counties - Carlow, Donegal, Dublin, Galway, Leitrim, Mayo, Roscommon and Sligo - recorded commercial vacancy rates above the national average of 11 per cent. Of these, Leitrim and Sligo both recorded the highest commercial vacancy rate of 14 per cent, with 268 vacant units identified in Leitrim out of a total of 1,929 premises. Figures for Sligo show that 517 units were vacant of an

overall total of 3,648 premises. Galway had the largest number of commercial premises vacant for a city at 818, 13 per cent of total stock. A total of 23,834 commercial units were recorded as vacant by GeoDirectory at the end of June, out of a total number of 226,622 nationally. The highest number of commercial units was recorded in Dublin where 48,760 premises were recorded. The capital also has the largest number of vacant units with 5,851 currently not being used, equivalent to a 12 per cent vacancy rate for the city. The new data shows that Kerry recorded the lowest commercial rate in the country with 602 or 7 per cent of units identified as vacant. GeoDirectory, which is a subsidiary of An Post, compiles its figures with Ordnance Survey Ireland.

Bank takes legal action against Roscommon TD

BANK of Ireland has taken legal action against Roscommon Deputy Frank Feighan according to the Sunday Independent. Legal proceedings were started by the bank at the end of July over a loan in the region of €300,000. Mr Feighan, who expressed his surprise that the bank had chosen to move against him for the loan, told the paper that the loan related to the family business in Boyle. He also told the paper that he was confident that the case would be resolved. Mr Feighan agreed to guarantee a commercial loan when the family business - a newsagents - needed an injection in recent years. However the business stopped trading in 2010. Mr Feighan told the paper that he is managing his other properties, including properties in Roscommon, Sligo and Dublin and also in France and Bulgaria.

26 people on trolleys at Sligo General SLIGO General Hospital continues to hold an unenviable record when it comes to patients waiting on trolleys. There were 26 people awaiting treatment on trolleys at the hospital on Sunday morning. The hospital has the second highest number of people waiting on trolleys in the country - it's second only to Our Lady of Lourdes Hospital, Drogheda Country which has 29. That's according to the Irish Nurses and Midwives Organisation's Trolley Watch Figures. The report also revealed there was only one person waiting on trolleys at Letterkenny General on the same date.

From a small office in the town of Manorhamilton, Co Leitrim, the voluntary group STOP (Start Telling Others Prevent) Suicide are dedicated to helping those who feel under such duress, that they contemplate taking their own lives and those who have been bereaved due to suicide.

ichelle Fox is the Co- Ordinator, who works round the clock to ensure that those seeking help are linked with a free counselor. The group has counselors in every County in the North West. “ Last year, 15 people in the Sligo Leitrim area died by suicide. This is the second highest rate in the Country and an extremely sad statistic. We are committed to providing assistance in a number of ways. Firstly we offer free counseling sessions to those experiencing difficulties. This is solution based counseling and very focused work which can often get to the very root of the issue and we work together to find achievable goals and coping skills for the future. It is entirely free to those who need it and we are so grateful to the many kind volunteers who raise money for the organisation, so that we can continue this work.” Many of those fundraising for S.T.O.P. suicide have had relatives or friends who died by suicide. They can fully appreciate the stress and grief that is associated with losing a loved one through suicide. “On the first Thursday of every month, at 8pm, a facilitated bereavement group for those who have been affected by loss through suicide. meet at the Beepark Resource Centre in Manorhamilton. Facebook users care more about 'looking good than intelligent'

MOST people using social networks like Facebook prize good looks over intelligence, a new survey has revealed. Some 56 per cent of UK and Irish individuals surveyed admitted that looking as good as possible on their profile pages is their main priority. This is contrast to elsewhere in the rest of Europe and the Middle East, where social media users are far more concerned about appearing intelligent when posting online. The social media habits research was compiled by Intel and showed that more than half of us prefer the 'ultra' version of themselves they have created on their social profiles. Men were shown to craft their online personalities around intelligence and courageous behaviour, while women were more likely to hand-pick flattering photographs to fill their page. The most common reason given for people indulging in these 'social lies' was to find love or friendship. But while social media users may be covering up insecurities and trying to impress others, the study showed that 48 per cent believe that posts that are 'just too good to be true', generally are. Some 91 per cent of people agreed that there are some topics better not discussed on social websites, with 70 per cent admitting to feeling uncomfortable when friends 'over-share'. Genevieve Bell, director of interaction and experience research for Intel, commented: 'New technologies tend to magnify the contradictions in our behaviour. 'We want both to create a good impression with our peers and also complain about over-sharing. It takes time to find a balance.'

New smartphone app helps confused parents speak youth (or understand it)

affled by text speak? Fear not, a new smartphone app will make sure the last ‘LOL’ isn’t on you – by making you ‘gr8’ at deciphering messages from the

web generation. So if your ‘*vin’ (starving) child is calling you ‘404’ (clueless) then help is at hand in the shape of TextGenie.

The app takes abbreviations and slang in text messages and translates them into plain English for confused parents. Developers DCML say 84 per

cent of parents admit to receiving incomprehensible text messages from their children. But TextGenie could spare their embarrassment and help them work out what the children are talking about. The abbreviation ‘ILBL8’ means ‘I’ll be late’, ‘mwah’ is ‘I love you’, while ‘gr8’ is ‘great’ and ‘LOL’ means ‘laugh out loud’. The term ‘CT’ means ‘can’t talk’, ‘1drfl’ is ‘wonderful’ and ‘wdymbt’ is ‘what do you mean by that?’. DCML director Nick Flaherty said: ‘As a parent of a teenager, I confess conversation is grunts and monosyllabic at the best of times. TextGenie goes some way to helping in the area where youngsters are likely to communicate.’ Research shows 63 per cent of teenagers send text messages every day, with just 39 per cent using phones to make calls. The app, priced 89p, can be downloaded from Google Play.

New sat nav technology could steer drivers away from red traffic lights WORK being done by scientists at the Massachusetts Institute of Technology (MIT) could put an end to motorists having to stop and start because of traffic lights turning red. It’s a common bugbear for motorists who have to waste fuel stopping and starting when faced with a succession of traffic lights, but the work could help them to glide smoothly along without interruption. The technology would work by advising motorists at what speed they need to travel in order to avoid having to stop at a red light, with scientists proving already that it is possible in trials. Tests held in Singapore and Cambridge, Massachusetts, saw scientists gather information about when traffic lights change by fitting mobile phones to the dashboards of cars. Emmanouil Koukoumidis, the scientist behind the SignalGuru technology, said: ‘We aggregate the information and use it to predict when lights will change. ‘This has huge potential to save on fuel bills.’ He did say however that the technology would not look to advise slowing down or speeding up to unsafe speeds, instead offering the driver the chance to use a side street instead. It’s thought that eventually the technology could be added to existing models which warn motorists about traffic jams and speed cameras.

Thailand's railway street market a hit with tourists AS a train rumbles through the centre of a packed street market, crowds of tourists stand open-mouthed, while street vendors hastily begin clearing their stalls. Crowds of visitors in Mae Khrong, Thailand, line the streets to witness the bizarre daily routine 35 miles west of the Thai capital Bangkok. Once a warning buzzer sounds, food vendors selling fish and vegetables have just three minutes to clear away their stalls before a train runs straight through the centre of the busy market. 'We have so little time [to move away from the tracks] but all the vendors can make it in time. We are used to it,' ex-

Explaining how the event came into being, association member Christoph Koenig said: ‘We got the idea at the Nurburgring Formula One race track when we were on a visit to the Rock at the Ring music festival. 'There was a garbage can on the ground and someone laid himself on it. 'And now we have transformed this into the idea of a race, we are having the Garbage Can World Cup in Hermeskeil.'

ealthy self-esteem means thinking as highly of yourself as you think of your friends and peers. We are so used to negative feedback that we are more aware of our weaknesses than our strengths. We are often taught we will "fail", so it is often hard to enjoy success, no matter how small each "success" might be. According to Nathaniel Branden, Ph.D., noted author and expert on the subject, "Selfesteem is the experience of being competent to cope with the basic challenges of life and of being worthy of happiness." Why is High Self-Esteem Necessary? As Branden notes, "Positive self-esteem is the immune system of the spirit, helping an individual face life problems and bounce back from adversity." So, high self-esteem is crucial during the turbulence of your teenage years. How Can A Teen Build Self-Esteem? The process is simple, but putting it to work is difficult. Self-esteem is built upon the experience of success. Think of it as a circular process. When people experience success, they grow in self-confidence. As self-confidence grows, they feel empowered to face new challenges. As they succeed in confronting each challenge, they develop the capacity to cope with whatever life throws their way. That feeling leads to further growth of self-confidence, self-reliance and self-esteem.

t this time of gloom and doom it is gratifying to witness the continued success and development of Sligo College of Further Education. Farmers Urged to 'Think before you Lift'

F

armers are being urged to review their farming operations for work involving heavy lifting and seek alternative methods of handling heavy loads. Research conducted by Teagasc, supported by the H.S.A. and supervised by UCD indicates that every year almost 1 in 10 (9.4%) farmers suffer a musculoskeletal disorder such as back, hip and knee pain. The research findings were discussed today (Tuesday 21st August) at a national seminar on occupational health of farmers organised by Teagasc and the Health and Safety Authority in Athy. The

findings indicated that the most frequently affected body parts are the lower back (31%); knee (15%) and hip (12%). Over half (55%) of farmers with a musculoskeletal problem felt it was due to a one off specific farm injury and the principal causes were general lifting (50 %), animal handling (13%), slips, trips and falls (12%) and using machinery and equipment (11%). These injuries were often quite severe with almost 4 in 10 farmers with a musculoskeletal problem missing over 4 days of work in the previous year with 22% having missed more than 15 days in the year.

Larger scale full time farms, particularly dairy farms, have the highest risk of work related musculoskeletal problems. The research found that 73% of farmers surveyed consulted a health professional in the previous year, with 80% consulting a medical doctor, 10% a physiotherapist and 10% for other types of consultation. Farmers with back pain interviewed as part of the study emphasised the importance of planning work carefully as rushing can lead to injury and also the need to avoid heavy lifting where possible or to adapt it using equipment. Teagasc Director Professor Gerry Boyle said the health of farmers is a key sustainability factor in Agriculture, “Injury prevention and health are vital lifestyle and farm business sustainability issues for farmers. There are many inexpensive technologies available to farmers to avoid manual handling of loads. The improvement of the occupational health of farmers is the focus of this Teagasc – Health and

Safety Authority Joint Prevention Initiative.” Martin O’Halloran CEO of the Health and Safety Authority spoke about the importance of reducing manual handling tasks, ”The best approach to preventing injury was to do an assessment of the risks involved. This applies to all activities but in particular to the high risk area of manual handling which causes significant injury for farmers. The focus should be on finding ways to eliminate or to reduce lifting tasks while using correct techniques where occasional lifting is necessary.” The research took place over 4 years from 2008 – 2012 and used data from two major surveys; National Farm Survey - 1,150 nationally representative farmers (conducted face -to-face) and a further survey involving 600 farmers. Also, a number of individual case studies were carried out. Also at the seminar, 80 farmers were presented with FETAC Certificates in Farm Health and Safety and 25 Teagasc staff were awarded FETAC Manual Handling Instructor Certificates.

Teagasc Promote the Built Heritage on Irish Farms As part of National Heritage Week, Teagasc in conjunction with The Heritage Council held a number of Countryside Management Events on the topic of Traditional Farm Buildings and their maintenance. This year, National Heritage Week focused on Built Heritage. The agricultural landscape is rich in built heritage from archaeological sites to traditional farm buildings. At an event in Galway, Catherine Keena, Teagasc Countryside Management Specialist stressed the importance of traditional farm buildings as landscape features, habitats for bats and birds such as owls, swallows and swifts and an important part of the history of the farm, linking farmers to past generations. Tom Walsh, Teagasc adviser who organised the Galway event said there was great interest from local farmers who take pride in the traditional farm buildings on their own farms and are keen to learn more about their maintenance. This was evident from the large turn-out on the farm of David and Violet Satchwell, Mountmary, Creggs, Co Galway. A grant scheme available to farmers in REPS 4 encourages the conservation and repair of the exterior of these buildings. The grant scheme is administered by The Heritage Council and funded by the Department of Agriculture, Food and the Marine. Approximately 40-50 grants of between €5,000 and up to €20,000 at a rate of 75% are available each year to carry out conservation and repair works. Application forms are expected soon for this year. This scheme benefits craftspeople with traditional skills such as blacksmiths and others involved in lime renders, wood conservation and slates.
