(another perk they enjoy)
T
HE revelation last week that politicians’constituency offices throughout the country are free from commercial rates while charitable organizations pay top dollar to local authorities has given rise to some disquiet in many quarters. Surely, this lucrative perk introduced some years ago for TDs as part of the national valuation regulations has to be re-examined in line with many other anomalies in our systems. The Taoiseach’s office in Castlebar has received particular attention and why charities such as the St Vincent de Paul and Oxfam have rates charged on their premises at the same rate as other commercial premises. Apparently, the same rules apply to charity shops all over Ireland run by organisations like Age Action Ireland, Aware, Barnardos and the Irish Cancer Society. Mayo’s independent councillor, Frank Durkan, was highly critical of the perk at this time, the fact that politicians can get freebies while charitable organizations are being crucified. The matter is likely to come under further scrutiny next year when it is predicted that urban rates will increase with the abolition of town councils and commercial premises in towns will experience a hike in the rates equalization process. It is expected that rates in towns like Ballina and Westport will experience increases of up to five per cent at a time when businesses are struggling to remain viable with rates well in excess of €60.00 per euro of valuation. FF calls for extension to septic tank registration deadline
F
ianna Fáil Spokesperson on Agriculture Éamon Ó Cuív has called for an extension to February 1st deadline for registration of septic tanks in view of the fact that the manual for inspection has not been published and people are still not clear what inspection standards will apply. According to Deputy Ó Cuív, the Minister has inserted a clause in his very limited and unsatisfactory grant scheme so that only those registered by the 1st of February will be eligible for a grant. The Galway West Deputy says it is disgraceful that this penalises people for not being registered when there are so many unanswered questions and the Minister has failed to provide clarity over the past two years. “I have spoken to many septic tank owners over the past number of weeks and months who are still confused
about what this legislation means for them,” Deputy Ó Cuív said. “It is clear that the Government has rammed through this legislation without informing the public of its implications or the new standards that must be met. The Government's approach to this has been completely unfair from the beginning, particularly on rural dwellers. “The Minister has imposed a deadline of February 1 st for septic tank registration. That gives septic tank owners just a week to register if they want to be eligible for the very limited grant aid available. In my view it is completely unfair of the Minister to force the hand of septic tank owners in this way while so much confusion remains about the legislation and the inspection standards in particular. I and my party have appealed to Minister Hogan extend the registration
deadline to end of April so that the new inspection standards can be published and scrutinised in full. “While it is welcome that the Government caved into pressure from Fianna Fáil and interest groups on making grant aid available, it is disappointing that the Minister insisted on capping this at €4,000 considering that some septic tank upgrades may involve much higher costs and also that there are means tests on the grants when no such tests apply to urban dwellers. “In the meantime I encourage as many householders as possible to register to ensure eligibility for the new grant. In the absence of adequate information from the Government, I am happy to provide any assistance to local septic tank owners as they go through the registration and inspection process,” Deputy Ó Cuív said.
TD’s offices exempt from local rates Continued from front page
It is not that the re-introduction of rates on politicians’ offices will make a substantial difference to the revenues available to local authorities. It is simply that those serving the public must be seen to contribute their fare share to the nation’s coffers. Paul Hughes, of the Irish Charity Shops Association said last week: "When you consider the valuable work done by charity shops in helping the marginalised in society on behalf of the State, the demand for commercial rates is ludicrous". These views have been echoed by many across the country in the past week.
Women: Peacemakers or Agitators?
A Creative Day of Theatre and Performance SMASHING Times Theatre Company with support from the European Regional Development Fund is delighted to announce the Peacemakers or Agitators? theatre day. This day-long creative seminar is part of Smashing Times’ Creative Connections project, which is one of eleven Cross Border Cross Community Grant Scheme projects funded by the PEACE III programme through the Donegal CDB Peace and Reconciliation Partnership. (Full details on all projects are outlined on the programme website, www.donegalcdb.ie/peaceiii.) Creative Connections uses drama and theatre to promote a respect for human rights as a key stepping stone for peace building and non-violence and an end to racism and sectarianism in Donegal and on a cross-border basis.
Abbey Arts and Cultural Centre in Ballyshannon, Co. Donegal. The day consists of keynote speeches by artist Mary Moynihan and producer Freda Manweiler of Smashing Times Theatre Company and Charo Lanao, Commissioner for the Equality Commission in Northern Ireland; a rehearsed reading of a professional play as a work-inprogress; and a drama workshop and post-performance discussion with theatre facilitator Idan Meir, of Combatants for Peace. Through the day, Smashing Times Theatre Company aims to use theatrical processes to generate discussion and engage participants in a discourse around women as peacemakers or agitators in conflict and post-conflict environments, examining the intersection between drama, theatre, gender equality, violence and peace building.

Hammer May come Down On Roscommon Courts
A review of courts in the country may see the courts which don’t have much use in the firing line for closure.
The court service has put Strokestown, Ballaghadereen and Castlerea in the limelight as ones which will be assessed in the review. Courts which see more traffic through them and have more up to date facilities will be overlooked in the review. Busy courts such as those in Longford and Leitrim will be prioritised over the likes of Strokestown which only has one sitting a month. Are they just very mannerly in Strokestown or are the court services not spread evenly throughout the districts? If Longford are having an overflow of sittings should this be slightly appeased rather than laying it on thicker with the backlog from closed down courts?
IBS Publications ,Office 3, Unit 7, North West Business Park, Collooney, Co. Sligo Unit 3,Riverview House, Barret Street, Ballina, Co. Mayo. Advertising: 071-9154538 Editorial: 096-77743
There are currently courts in Castlerea, Roscommon Town, Strokestown, Ballaghadereen and Harristown but just because a court is under review does not mean it will close down. Courts can be merged with one another or left as is. The final decision will be made by the Board of the Courts Service but will involve questioning those who use the service most, Gardai and Judicial service not those who are always up in court! Although, I could name a few who are in the place so much they may have become accustomed to it, maybe they should have a say on where they are brought on trial. What do you think?

Garda management says patrols will increase when 95 stations
GARDA patrols will increase after 95 stations are closed at the end of the month, management have claimed. Rural communities are said to fear more burglaries and crime as a result but Justice Minister Alan Shatter maintains that the move will get gardai out of stations and into communities.
The mainly rural stations to be shut and the districts that will police each area can be found on garda.ie. They include 10 across Co Galway, nine in Co Kerry and in the district of Sligo/Leitrim, eight in Co Clare and four stations in Co Donegal where several elderly people have been burgled and
assaulted in recent weeks. Another five stations will also close in the coming months under plans approved by the minister, on top of 39 closed last year. Garda management and Mr Shatter maintain that the closures are not part of a cost-cutting programme but instead aim to get efficiencies through restructuring its service, along with changes to work practices including new rostering. "The revised structures will continue to support our community policing philosophy through the clustering of services at policing hubs," said a Garda statement. "The centralisation of services will facilitate the introduction of an enhanced grid patrolling system that will be operational and intelligence-led. "This patrol system will ensure that a high-visibility and community-oriented policing service continues to be delivered throughout the country." Benefits will include increased Garda visibility and patrol hours, increased mobility and flexibility, enhanced coordination of Garda activity and more effective use of limited resources across a wider area, the statement said.

Bus Eireann in Talks About Cancelled Bus Service THE Bus Eireann 23 bus service from Dublin to Sligo discontinued the service of Rooskey and Dromod when they released the new timetable a number of months back. One service each way was reinstated just before Christmas but this is not enough for the area. Negotiations are going on between local representatives of Rooskey and Dromod and representatives of Bus Eireann. As it would go, the times that were reinstated are limiting and of no use to the residents. Rooskey and Dromod are both a far distance from any main towns that the bus would serve and would need a service in their own area to get in and out of these towns. Fine Gael TD for Roscommon Sean McGowan has invited a representative from Bus Eireann to attend a talk later today. Speaking to local radio he spoke of his disappointment of the service being cancelled and that they are trying to come up with a solution by looking at all option to provide a better service. The fact that the bus goes by both these villages means it would not be that difficult to provide the service. The bus would simply have to go into both the villages rather than bypass them, it is a simple solution. The train services have also been changed across
the country lately with certain services been scaled back or cancelled altogether. It is not much of an incentive for people to leave their cars at home is there? As ever it is people in rural areas that are suffering. I am sure there are people who relied on the bus for work
or elderly that relied on it to get shopping from the big town. Let’s hope a solution can be reached at this afternoons meeting as it is there is not much else in the way of public transport in the area. Are you in an area which relies heavily on the bus service?

Another away date for Block Reynolds at ‘The Homecoming’
S
ligo boxer Stephen 'Block' Reynolds is looking to get 2013 off to bang as he makes his third appearance in the pro ranks when he steps up to eight round level on the bumper 'The Homecoming' bill at the Fairways Hotel in Dundalk on Saturday, March 9. In his opening year as a professional boxer the veteran earned a hard fought points win over Uganda's Moses 'The Black Mamba' Matovu in Belfast, and last time out Reynolds floored Lithuanian toughnut, Ruslan Bitarov, four times on route to a spectacular second round knockout victory which boosted his ranking in the Irish Cruiserweight division from 9th to 5th place over a period of just six months. “It’s been an amazing time since my pro debut, it couldn’t have gone any better really," admitted 39-year-old Reynolds, “My opening fight versus Matovu was a real eye opener to be honest. I knew the jump from amateur code to the pros was a big one and I learned on my debut not to underestimate these guys or it could be lights out. “I knew what to expect when the Bitarov fight came around. We decided not to give him a second of peace, and to whip in the body shots from the first bell. Luckily my manager got some video of him from a contact in Europe and we knew that you could bash away at this guy forever and he wouldn’t take a backward step but that he didn’t cope well with an assault to the body. “The plan worked to perfection, but fair play to Bitarov because he was game and really came to win. He could’ve eas-
ily quit after he went down from the first knockdown, but he kept getting up and coming at me. It was over quickly but I trained hard for that fight because it was a step up in class and a step up from the four round to six round level. I’ll have to work even harder again for this fight in Dundalk as its another step up to 8 rounds which leaves the door open for title shots then,” added the Ballinacarrow Boxing Club coach. "It’s another challenge and if I win this fight I can stake a claim for a shot at that Irish title, which everyone knows is the reason that I returned to the ring. I’ll be a happy man if I can win that Irish title and defend it back in Sligo. It’s never been done before and is the stuff dreams are made of, but slowly and surely with the hard work we have been putting in and the support I have been getting at fights that dream is being made a reality,” said the five-time Irish amateur champ. “The progress Stephen has made since turning pro has been remarkable,” said manager Leonard Gunning. “No one comes into a pro ring in better condition than Stephen and I know how hard he works to get himself in that shape. At 39 years of age he is in a unique position. We both know he hasn’t got another 10 or 15 years left in his career like regular boxers who turn professional, so his acceleration through the ranks is on fast forward. “It makes exciting viewing for the droves of supporters that travel from Sligo to watch his fights, but difficult to manage because it is so unprecedented. They’re all very risky fights for Stephen,
for example, the opponents he has faced in his first two fights are the level you would usually put a in with a guy that has had nine or ten contests. Stephen is always pushing for hard fights, so I have to go out and find them for him. “We will announce his opponent in the next two weeks. We are in discussions to bring in either a Croatian cruiserweight or a big guy from Germany that is on a bit of a winning streak and knocked out his last two opponents. The main thing is to test Stephen, he’ll need good quality opposition if he is to be ready to challenge the top Irish guys,” said Gunning. “This type of international experience will build ‘Block’ and if he comes through this one we’ll be knocking on the door for title fights. We’ve to get through a couple of Irish guys before we can earn the right take on Ian Tims for his belt. One of them is Declan Trainor, who tops the bill in Dundalk that Block is on. He is unbeaten and having his first fight since demolishing an Australian champion, so all the Reynolds fans in Dundalk will get a good look at what could be in store for him very soon.” “Then we will be looking to bring the ‘Block Bandwagon’ back to Sligo for the first ever professional boxing show in the history of the county. We are in discussions with venues and a TV station and if all goes to plan we will have his homecoming this summer, but before that he has a big hurdle to get over on someone else’s ‘Homecoming’ and I promise it won’t be one to miss,” added his Londonbased manager. The show, dubbed ‘The Homecoming’ features rising talent from across Ireland including no fewer than eight top quality unbeaten fighters including the jointheadliners in Ireland’s only female pro boxer Christina McMahon and Reynolds’ cruiserweight rival Declan Trainor, as well as the exciting pro debut of Irish amateur champion Philip Sutcliffe Jnr, Eddie Nesbitt, Irish boxing’s ‘Newcomer of the Year 2012’ James Tennyson and unbeaten prospects like Noel O'Brien, Daniel McShane and Matthew Wilton also bringing more quality to the show. Tickets for Stephen’s bout at the Fairways Hotel, Dundalk on Saturday, range from €35 for unreserved seating and €50 for a ringside position. Return bus from Sligo for just €10. Tickets are available in Sligo from Barton Smith Sports, the Adelaide Casino and Ballinacarrow Boxing Club. Alternatively call 087 858 9369 or visit www.greenjab.ie.

EVENTIDE play The Last Wednesday at The Dock on 30th January THE Last Wednesday Club at The Dock is delighted to welcome four of the most talented young Irish musicians currently on the scene in Ireland to play a concert on Wednesday 30th January. Under the name EVENTIDE the group comprises Tola Custy on fiddle, singer Pauline Scanlon, Donogh Hennessy on guitar and Padraig Rynne on concertina. Each of them has established firm reputations as musicians of the highest caliber through playing with groups like Lunasa, The Alan Kelly Quartet and Lumiere over the last number of years. As EVENTIDE the four bring all of their vast playing experience and musical knowledge together to play music that skirts the borders between
Americana and age old songs, the fringes between West Clare jigs and Breton gavottes, guitar plucked waltzes, and tense renditions of The Foggy Dew are this group's realm. Music and feelings change sometimes imperceptibly and it is these moments of change that this four piece from Dingle and Clare like to explore. You can expect beautiful music and exceptional musicianship from 8.30pm on Wednesday 30th. Tickets are priced at €15/€12 and are available from the box office on 071 96 50828 or on line at www.thedock.ie This concert is made possible through the continued assistance of Leitrim County Council and The Arts Council.

Time Running Out for “Rubbish” Students
A
rtistic and creative secondary school pupils across Ireland are being encouraged to get their hands on industrial, electrical, commercial and domestic waste products and turn them into pieces of fashion art as the deadline for entries to the 2013 Junk Kouture Recycled Fashion competition in association with the European Recycling Platform (ERP) looms closer – Jan 31st. Last year’s competition saw Amanda Dominikowka, Courtney
Colohun and Rachel Langdon reach the grand final with their design Flushed. Their design, created from shredded paper and toilet roll tubes , wowed the judges and blazed a trail through the competition. The girls are pupils from Moyne College, Mayo and Junk Kouture is encouraging more pupils from their school and the rest of the schools in the county to take part this year. Created in 2010 by entrepreneurs Elizabeth O’Donnell and
Troy Armour from Buncrana, the Junk Kouture competition has seen thousands of teenagers’ work submitted over the past two years, with some spectacular and awe-inspiring pieces gracing the competition’s regional and national catwalks. Sponsored by ERP, the only pan-European compliance scheme for electronic waste and battery recycling, Junk Kouture is the leading fashion and art competition for secondary school students across Ireland and has a reputation, among many, as being the most creative. Elizabeth O’Donnell, founder of Junk Kouture said: “We’re always intrigued to know just what the students will come up with at the competition’s regional heats, but we’ve been really blown away at the standard and levels of creativity as well as the cool things which these kids have done with other people’s junk. I imagine 2013 will be no different so we’re really looking forward to working with schools right across Northern Ireland to bring junk back to a very fashionable life! “It’s really easy to enter,” she added. “And importantly in the current climate, it’s also now free too.” Registration for the 2013 competition opens on the 20th Jan and will close on the 31st Jan. All the entries are then reviewed by the judges (Supermodel Faye Dinsmore, TV Presenter Daren Kennedy, ERP’s Yvonne Holms and educator Tracy Fahey) who must whittle the entries down to just 80 creations from each region – north, south, east and west. These chosen outfits become the semifinalists and subsequently the students must choreograph a performance to showcase their outfit on the catwalk in one of four regional theatres – The Millennium Forum, The Helix, University Concert Hall Limerick or The Royal Theatre Castlebar. At each semi-final 20 of the best creations

Elizabeth concluded “It’s shaping up to be an electrifying competition this year and we are very excited to see the standard of entries this year. Don’t forget registration begins on the 20th Jan and is to be completed entirely online this year through www.junkkouture.com where students must upload pictures of their creation and music to accompany their performance on the catwalk”. Tickets for the spectacular catwalk shows happening regionally throughout March will go on sale in February from the theatres. Yvonne Holms, Communications Manager, ERP said: “Junk Kouture in association with ERP showcases the very best in young design and we are delighted to be supporting the competition in its third year. Sustainability and recycling are at the core of ERP’s business and this message has been communicated in a really creative and eye-catching manner over the last two years. We would like to wish all the entrants the very best of luck and remind them not to forget the mandatory element of electrical waste in their design.” Junk Kouture Recycled Fashion Competition 2013 in association with ERP is open to all second level students. Many feel negative after Facebook use
A
s many as one in three people who use Facebook experience negative feelings afterwards, such as envy and frustration, a new study has found. At least three in four Irish people who use the internet use Facebook. Nine in 10 Irish people aged 15-24 are estimated to use the social networking site, the majority of whom use it every day. German scientists decided to look more closely at people's feelings after using the site. Over one-third said they were left with mainly negative feelings. The major reason for this appeared to be envy of their Facebook friends. "Access to copious positive news and the
profiles of seemingly successful ‘friends' fosters social comparison that can readily provoke envy. By and large, online social networks allow users unprecedented access to information on relevant others, insights that would be much more difficult to obtain offline," explained one of the lead scientists, Dr Hanna Krasnova, of Humboldt-Universität. She noted that people who primarily use Facebook as a source of information, for example, reading their friend's posts, looking at their pictures and checking news feeds, are particularly prone to negative feelings. Meanwhile, the study also noted that people who feel envious can end up embellishing their own Facebook profiles, which leads to others feeling more envious of them. The scientists referred to this as ‘envy spiral'. The study also noted a link between online envy and dissatisfaction with life in general. It noted that people who passively used the site were more likely to have feelings of resentment or envy, which adversely affected their overall satisfaction with life. "Considering the fact that Facebook use is a worldwide phenomenon and envy is a universal feeling, a lot of people are subject to these painful consequences," the scientists added. The results of this study are due to be presented at an international conference on information systems in Germany next month.
Newborns should not be bathed daily NEWBORN babies do not need to be bathed every day and plain water is enough to keep them clean, skin experts have said. According to a team of US dermatologists, giving a bath to a newborn baby can be intimidating for new parents, as the infants are vulnerable and can become very slippery when wet. Parents can also feel overwhelmed at the amount of bathing products that are on offer. As proper skin care is so essential for infants, the dermatologists decided to carry out a review of the best tips for keeping little ones clean. They pointed out that newborn babies are ready for their first bath once their body temperature, heart rate and breathing status have all stabilised, which is usually around six hours after their birth. However, newborn babies do not need to be bathed every day. Every few days is enough to keep their skin clean. In between bath days, the skin should be gently wiped with a damp facecloth. When having the bath, plain water is enough for the child. The dermatologists
pointed out that the skin of a new baby is susceptible to irritation and infection. Where products are used, they should be mild and contain no fragrances or dyes. Such products should not be used often and should be washed off completely. The baby should be completely immersed in the water, except for their head and neck, as this will help keep them warm. Always make sure the baby is properly supported and ensure the water is not too hot. The dermatologists also recommend changing a newborn's nappy every two to four hours or after they have soiled. The best thing to clean the baby with is tap water and a soft cloth. If using baby wipes, choose hypoallergenic ones that do not contain alcohol or lanolin. If the baby develops nappy rash, the dermatologists suggest using creams containing zinc oxide, which act as a barrier between the urine/stool and the skin. If this does not clear up the nappy rash, the baby should be seen by a doctor. The dermatologists offered their tips in the International Journal of Dermatology.

THE Taoiseach Enda Kenny and the Transport Minister Leo Varadkar are to meet with management at Ireland West Airport Knock about the further development of the airport. The meeting is being called in response to the recent announcement of a significant investment in Shannon Airport which is estimated to be in the region of 300 million euro. CEO of Ireland West Airport Knock, Joe Gilmore has said the decision to intervene in one airport while ignoring other airports is unfair and wasteful and could "trigger the terminal decline of the airport." The meeting will be held next Monday the 28th of January and will also be attended by Minister of State for Tourism and Sport Michael Ring. Sales and Marketing Manager, Donal Healy, is hoping for a positive outcome from the meeting. The board of the airport had called for such a meeting with Enda Kenny to discuss their fears over the long-term future of the airport in light of the Government writing off the €100 million debt at Shannon Airport.

Maura O’Connell returns from Nashville for final Sligo show
A
fter more than 3 decades of performing, Maura O’ Connell has announced her farewell tour. The Clare-born star relocated to Tennessee 25 years ago. So popular is she in her adopted home that this Sligo date is one of only two performances in Ireland before she resumes her Spring tour in America. The Rootless singer has made a name for herself on two continents as a superb singer. From her first recorded appearance as a lead vocalist with the celebrated traditional Celtic group DeDanaan in 1981, to her eleventh album, Naked with friends, O’Connell has married an unmistakable deep, rich, flexible voice and her signature talent for finding what’s most potent in the work of a select but broad array of genre-jumping songwriters, to pull the listener right along with her–to the heart of a song. Two Grammy nominations and collaborations with stellar artists including Dolly Parton, Kate Rusby and Alison Krauss have seen her earn a place for herself among Ireland’s most prominent musical ambassadors abroad. Her recording of ‘Summerfly’ ‘Trouble in the Fields’ for the phenomenal album series ‘A Woman’s Heart’ continue to played on radio and in singing sessions across Ireland. In this her farewell concert she is accompanied by musicians: Bill Shanley, John Mock, & Don Johnson. Her contemporary interpretations of Irish folk songs, strongly influenced by American country music have captivated listeners for years. Facebook creates new search engine
Social media behemoth Facebook has announced it is creating a new search engine for content uploaded by its users. Speaking during a "mystery event" at the company's headquarters in Menlo Park, California, Facebook founder and chief executive Mark Zuckerberg unveiled the service, dubbed Graph Search. The announcement came after speculation the company would seek to bounce back from its poor performance since becoming a public company last year with a smartphone gadget or web search engine of its own. But Mr Zuckerberg, 28, stressed that the new product was "very, very different" to the web search engines operated by tech heavyweights such as Google. Facebook's new tool will allow its one billion members to search for people, photos, places and other content that their friends have already shared on the social network. But it will also be "integrated" with Microsoft's Bing search engine, with searches that are not available on Graph Search redirecting to Google's main internet search competitor. Asked whether the move targeted Google, Mr Zuckerberg said: "You know, I would love to work with Google - when we did our Bing web search integration we were very public about the fact this wasn't something we were trying to do with Bing. We want to make web search social in general." Mr Zuckerberg said the new search tool would be rolled out "very slowly", starting with a beta version available to a limited number of users. It came after Facebook suffered what Mr Zuckerberg described as a "rough cycle" since becoming a public company amid wild expectation last May. After starting at a per-share price of 38 dollars, the stock's performance sagged, but had picked up in recent weeks amid speculation over today's announcement. Andreas Pouros, chief operating officer at Greenlight, a digital marketing agency, said Graph Search was "innovative and powerful" but would do little to allay investors fears over Facebook's "commercial focus". He said: "Many had expected Facebook would have launched a new mobile phone today or thrown down the gauntlet to Google and challenged the company in web search supremacy, neither of which happened.
'Inflatable room' for space station
N
asa is partnering with a commercial space company in a bid to replace the cumbersome "metal cans" that serve as astronauts' homes in space with inflatable bounce-house-like habitats that can be deployed on the cheap. A 17.8 million dollar test project will send an inflatable room that can be compressed for delivery into a 7-foot (2m) tube to the International Space Station, officials said during a news conference at North Las Vegas-based Bigelow Aerospace. If the module proves durable during two years at the space station, it could help lead to habitats on the moon and missions to Mars, Nasa engineer Glen Miller said. The agency chose Bigelow for the contract because it was the only company working on the inflatable technology, said Nasa Deputy Administrator Lori Garver. Founder and president Robert Bigelow, who made his fortune in the hotel industry and framed the space station gambit as an out-of-this-world real estate venture, also hopes to sell his inflatable habitats to scientific companies and wealthy adventurers looking for space hotels. Nasa is expected to install the 10-foot (3m)-diameter, blimp-like module by 2015 at the space station. In 2016, Bigelow plans to begin selling inflatable space stations to countries looking to increase their presence in space. Mr Miller said the new technology provides more room than existing options, and is quicker and cheaper to build. Once inflated,
the habitat will be safer than the aluminium modules now in orbit, he said. Artist renderings of the module resemble a large tinfoil clown nose stuck onto the main station. It is hardly large enough to be called a room. Mr Miller described it as a large closet with padded white walls and gear and gizmos strung from two central beams. Nasa no longer enjoys the budget and public profile of its heyday. The agency outsourced rocket-building to private companies, retired it space shuttles in 2011 and now relies on Russian spaceships to trans-
port American astronauts to and from the space station. Ms Garver said it will be dramatically cheaper to spend a small inflatable tube into space than a full-sized module. Because the launch is the most expensive part of space exploration, she said, "the magnitude of the importance of this really can't be overstated." Astronauts will test the habitat's ability to withstand heat, radiation, debris and other assaults. Some adventurous scientists might also try sleeping in it, Garver said.
Children and apps: complaints soar
COMPLAINTS about children accessing smartphone apps increased 300% in a year, with the potential for parents to be hit with bills running to thousands of pounds, a regulator has warned. Figures suggest two in three
11 to 16-year-olds (63%) have downloaded a free app on to their phones, according to PhonepayPlus, the UK regulator of premium rate telephone services. But parents who do not talk to their children about what they
spend on smartphones can find themselves responsible for bills of "hundreds or even thousands of pounds", according to its report, Children as Connected Consumers. The report highlights two areas of "particular risk" - free apps and social media linked to smartphones. It found the risks of so-called free services, particularly malware that charges the phone without the user's consent and in-app billing for "extras", were especially risky for children. In one case, children as young as 11 downloaded free fake versions of popular games from the Android store such as Angry Birds, Assassin's Creed and Cut the Rope which charged ÂŁ15 to the user's phone bill every time the app was opened. The report also highlighted cases where individuals and promoters had taken advantage of children on social media plat-
forms, including one when children aged between 12 and 14 were tricked into "sharing" and "liking" a promotion for supermarket vouchers on Facebook which subsequently misled users into taking part in a premium rate competition. PhonepayPlus said it took "robust action" in all of the cases and was working with Facebook to ensure that rogue promotions were cut off. It said parents could take a number of protective steps, including registering the phone as belonging to a child with the mobile network, talking to the network about controls such as pay-as-you-go or blocking certain services, and teaching children to be cautious before posting their number online. It also urged parents to know which apps their children were downloading and how much they cost, including the price of upgrades.

Artist transforms potholes into street art after crashing into one

sk motorists and they will tell you that potholes are an eyesore and a hazard. But Davide Luciano has been inspired to transform the gaping holes into a visual treat – after crashing into one. The 34-year-old artist uses potholes to recreate scenes such as a swimmer diving into a pool, Alice chasing a rabbit down the hole into Wonderland and a lifeguard called into action.Other quirky scenes have shown the gaps becoming a deep fat fryer, a spaghetti bowl or somewhere for people to wash clothes. He said: ‘The idea came to life after I had sudden collision with a canyon-sized crater of a pothole. I decided to channel my frustration into a positive project where the useless pothole would be a source of humour and creativity. ‘I attempted to visualise and incorporate potholes as everyday props and the project started as a humorous way to expose the ridiculous pothole problem.’ Mr Luciano has used potholes in his native New York, Los Angeles, Toronto and Montreal to create the scenes, which forgo computer trickery in favour of real props. A set of nine prints will sell for about £800. ‘Seeing people’s reactions to my work is wonderful,’ he added.
Tesco tweets ‘Red Rum’ advice to horse joke request TESCO failed to see the funny side of a joke from one mischievous Twitter user following the discovery of horse meat in its value beefburgers. The Food Safety Authority revelations have left consumers outraged, with horse meat accounting for almost a third of content in one burger sampled from Tesco. Horse jokes have hardly been in short supply following the investigation; however Tesco took it upon itself to create one more after responding to one Twitter user’s request for ‘red rum’. Referencing the champion thoroughbred racehorse, Chesterfield resident Wayne Whitehead asked the retailer: ‘Is it true you have started to stock RED RUM & is it like your normal rum?’ Amazingly the official Twitter account of Tesco’s UK Customer Care team responded, asking Mr Whitehead the name of the local store he shops in. In a second tweet, @UKTesco replied promising to ‘look into the issue and get back to him soon’.‘I saw it as a massive own goal by Tesco so couldn’t miss a chance to take the mick,’
Mr Whitehead told Metro.co.uk. ‘Never in a million years did I think they would answer my tweet. ‘I think it’s shocking that a company as big as Tesco don’t have safeguards in place to stop things like this happening.’ He added: ‘Tesco is our local supermarket so we will shop there again. I’ll probably give the burgers a miss though.’ The exchange was soon picked up by other Twitter users, with Mr Whitehead’s message being retweeted thousands of times over on

AFTER scoring a hit with its CR-V compact SUV, Honda has offered a glimpse at what the automaker's new, even smaller SUV might look like when it hits streets. The "Urban SUV Concept" made its debut during press previews at the North American International Auto Show in Detroit. Honda Motor Co. plans to launch a small SUV based on that concept vehicle in Japan by the end of the year and in the US in 2014. The concept SUV is 22.86 centimeters shorter than the CR-V, and hidden rear door handles give it a smooth, coupe-like presence. When it goes on sale in the US it's
expected to be priced below the existing CR-V, which starts around $22,700(US) for a 2013 model. "We believe there is a good market potential for this vehicle," Tetsuo Iwamura, president and chief operating officer of Honda's North American Regional Operations, said in an interview with reporters at the show. The new SUV is expected to fill a place in Honda's lineup between the subcompact Fit and the CR-V, and Iwamura said he anticipates it will draw new buyers not poach sales from Honda's existing vehicles. He said the concept for the new SUV is "completely different" than its existing offerings.

Mercedes-Benz CLA unveiled T
his is the third incarnation of the A-class chassis floorpan, which also supports the Bclass, the A-class (natch) and a new SUV crossover that will appear in Shanghai later this year. Nissan has bought the chassis as part of the cooperation deal it has with Mercedes and so it will also appear under the Infiniti small saloon, which debuts at the Geneva motor show in March and which will be built at the company’s Sunderland plant in Tyne and Wear. Mercedes claims the 15ft 2.3inlong CLA has world-leading aerodynamics (a Cd value of 0.22 at best although that model might not come to the UK), which it derives from the 2012 Concept Style Coupé. That car was 0.4in wider and 0.8in lower than the production car and it ran on 20in rather than 19in wheels – no wonder some of the magic has been lost. As you might imagine, therefore, the rear seats are slightly compromised by the roof line and the rear accommodation is optimistically labelled, "two-plusone". There will also be a 4Matic 4x4 system, which will debut on the CLA, although again, it probably
won’t come to the UK. That’s a shame as it had a fully variable torque split between front and rear axles and at 154lb (70kg), it is the lightest 4x4 system in its class. The CLA goes on sale in the UK in March this year, with a choice of 2.0- and 1.6-litre petrol engines and a 2.2-litre turbodiesel four-cylinder with 136- and 170bhp. Prices will be about £3,000 more than an A-class, which means the likely bestselling CLA 180 will cost about £25,000. The new E-class has a mid-cycle facelift in all its forms. There’s a lot of new technology on this car, which is Mercedes’s most profitable model. In the old days, such tech would have to wait until this year’s launch of the new S-class. These days, as Thomas Weber, member of the board of management explains, the company pushes driving and safety improvements across all its models as they are renewed. So the new E-class gets a revised assistance package with Collision Prevention Assist and Attention Assist from the forthcoming S-class. There are mildly tweaked looks and more standard equipment including standard DAB radios.

Choosing the Perfect Bridal Gown Petite Your main goal with a square body shape is to find a dress that gives the illusion of curves. A fuller skirt and a lot of details at the bust area, with a V at the front or back, will create the illusion of a smaller waistline. The A-line dress will also give the illusion that you are taller than you really are. Avoid a sheath style dress as it will make you look shorter than you actually are. It is also advisable to avoid high necks or halter necks, which make shoulders appear narrow, and as a result do not flatter that waistline. If you are small all over, avoid the ballerina/full skirt style of dress as it will make your bust look smaller than it actually is.
O
n your wedding day, you’re the star. Of course you want to look like it, all the while feeling comfortable in your own skin and of course your dress. Often brides spent more time choosing their wedding dress, than choosing the husband. While dress shopping can be very exciting, it can prove very difficult. Choosing a wedding dress that will impress is not a job you can do overnight, it takes hours of 'trying on' and browsing through magazines for ideas. A wedding gown is one that you will remember for the rest of your life, so make it be extra special. Not only has it to suit your figure and your skin tone, it also has to fit in with your personality. Before you go out shopping, take some time to establish the look or looks that you like and ask the sales advisor for them styles, to save you a lot of time and effort, sorting through dress styles you simply won't wear. Sales advisors will appreciate that you know what you are looking for and will work hard to find the dress that meets those wants. Dress shopping When you do decide to go dress shopping, make sure you wear the correct underwear, because you will be spending a lot of time showing it to random strangers. It is best to bring a shoe with a heel similar to the size of the heel you will be wearing on the day, so you can gain an idea of how much to take off your dress. Beware of bringing your mother with you when trying on dresses, as most mothers tend to get emotional and shed a tear at each fitting, commenting; “that's the one”, “no that is the one”, “no wait, I think this one is perfect”. If she tends to do this on your first day shopping for a dress, consider bringing your future mother in law on the second, she at least will be completely honest with you. Even if you come away from a day at a bridal boutique, feeling like you have not accomplished anything or seen anything you like, fear not, you have at least seen what the store had to offer and will be able to eliminate certain styles. It will also give you an idea of what styles to head hunt for in the future. Be careful not to hastily buy a dress that is a fashion fad. After all you want a dress that is timeless and elegant, so when you look back on
your photos in the years to come, you won't think 'what was I wearing?' When picking a dress, keep in mind the time of year. If you are having a Christmas wedding, make sure your dress is heavy and maybe purchase a shrug, so that you do not freeze, when it comes to posing for photographers. If it is a summer wedding, opt for a light material dress, so that you do not over heat! The biggest mistake that a bride to be can often make is ordering a size smaller than they actually are in the hope that they will fit into it by the time the wedding day comes. It often happens that a bride fails to ditch the weight in time and has to fork out a small fortune on letting the dress out. The same can happen if you lose weight. While you may be overjoyed that you have slimmed down, you may not be so happy when you see how much it will cost you to get the dress taken in.
Tall If you are tall, a sheath style dress or column dress will flatter your figure and frame. The Column dress hugs the figure and will give you the catwalk look. Avoid an empire line dress as it lengthens the body even more. Go for a dress with short sleeves, as it will break up the line and make your arms appear smaller than they are. A dipped neckline can be very complimentary to a taller woman with a small to medium sized bust. It will give a hint of cleavage but not enough to be described as 'booby' and is perfect for people who may be worried about showing too much. However it is good to remember that skin is sexy. This is your day to shine, so do not shy away. A dipped neckline dress can also be good for hiding fleshy under arms. Bottom heavy If you have concerns about your hips, perhaps a two piece would be a good op-
tion. An A-line skirt lengthens the body. Long sleeve dresses can look great on people with wider hips, as it draws attention to your upper body. Long sleeves will also conceal larger arms, and cover square shoulders, provided that they are loose rather than close fitting. Long sleeves will also save you from getting goose bumps if you have a winter wedding. Full figure If you have a full figure, an A-line dress will lengthen the whole body and move the focus away from the waistline. An 'Empire waist' dress is perfect for those who are concerned about their figure, as it is narrowest below the bust and conceal the hips and waistline. Colour If you are not a big fan of white, or just feel that you won't be able to pull it off, then consider going for ivory, cream, champagne or a dress with a tint. You also can look at coloured dresses, to take a less traditional approach to the wedding attire. The key thing to remember is to make sure you choose a shade that makes you stand out. In other words, avoid colors close to your skin tones. For example, if the tone of your skin is yellow, it is wise to avoid ivory wedding dresses. Ivory wedding dresses will make you fade away. Similarly, those with very fair skin should better not purchase a pure white wedding dress. It will drain the person's look and will not flatter their skin tones. People with darker skins find it easier to purchase a suitable wedding dress, since most of the white ones can flatter their skins.
A Unique Setting for Your Special Day
Slender and curvy Halter-neck tops expose beautiful shoulders and well-toned arms. The halter-neck top echoes the lower half of the dress, so if you have slim hips the halter-neck will be an excellent counterpoint. A mermaid shape dress is ideal for curvy girls with balanced hip and bust measurements. It will bring out the Marilyn Monroe in you. If you want Hollywood glamour, this is undoubtedly it. Strapless dresses look fantastic on slim women with a medium bust. Strapless dresses can be very elegant if you have a long neck, good shoulders and well-toned arms. Big Busted Well endowed women ought not to go for strapless dresses, as it will only put all the attention on one area. Instead, a large busted woman should look at off the shoulder dresses, which move the attention away from the chest and onto the shoulders. Corsets or bodices are great choice for big busts, as it hides the bad bits and highlights the good bits. If you have a slim-hipped figure and a full bust, a ball gown will balance top and bottom perfectly, giving you that "fairy-tale bride" look. The good news is that a V-line dress can look fantastic on a well endowed woman. The V-Line style plunges to the bust and is complimentary to cleavage.

hether you are going it alone or enlisting the help of a professional, wedding make up is very important for any bride. A bride's base should be as sheer as possible and this can be helped by arranging a course of facials in the run up to a wedding, which will not only pay dividends in the appearance of the skin and can be relaxing also.
Match the foundation to the skin on the jaw line. A good foundation should melt seamlessly into the skin and show no tell tale signs. Do not apply heavy amounts of make up, the foundation should only be used to cover over blemishes. Remember the brides face should look as as natural as possible and not overly made up. However, you will need to apply foundation on the neck, ears and chest to ensure the bride does not look like a painted face. Use pearlised powder to give the skin a glow. Brush the powder over the face with a large bristled brush. Do not use too much oil based products that can make your skin shiny. While shiny skin can look great, it will show up in the photos. Use blusher to give a glow and simul-
taneously create structure and definition for successful photographs. Use natural shades on the eyelids, such as browns, golds, smokey shades and shimmery silver. Natural and light shades will make the eyes look bigger in photographs. Use a sable brush to apply the eye shadow. Do not apply heavy eye-liner, even if you normally wear heavy liner. The eye-liner is there to give your
eye definition. Remember to wear water-proof mascara on the day. While water-proof mascara is heavier on the lashes, you just never know when tears will flow, so to avoid disaster, make sure you have it on your lashes! As tempting as lip gloss is, its best avoided on your wedding day, as a flick of the veil on the glossy lips, could be disastrous. Professionals recommend opting for a lipstick instead, that can be applied with a soft lip brush. Do not go for bold and dramatic colours, opt for browns, pinks and subtle shades. Choose lipliner that blends easily with your lipstick. Whether you are doing the make up yourself or getting a helping hand, make sure to have a trial run up to two weeks before the wedding. The trial run will give you an idea of what you will look like on the day. If you decide on a look on the trial run, stick to it on the day. Do not go changing the look drastically on the day, because the mood takes you! It is also very important to have a back-up plan, just in case something goes wrong. A back up plan should be made to stop mayhem if the make up artist fails to show up or if your skin breaks out into a horrible rash! Your plan B has to be viable within the time frame also. On the day itself, it is wise to have some make up items in your hand bag, such as; concealer applicator, lipstick, mascara and make up removal pads, just in case, you need to fix up problem areas.

Flowers for the Big Day W hen choosing wedding flowers, it is best to make appointments with more than one florist to view the arrangements they can offer you and compare them in terms of price, value and styles. Many churches will have a contract with a florist, so you need to be clear on this before you start booking. The wedding bouquet is an extremely important piece of the wedding ceremony, as its a focal point. There are many types of bouquet shapes you can choose from, but the common three are; Cascade, Round and hand-tied bouquets. Cascading bouquets are great for slimming a bride's appearance, especially if a bride is worried about her hips. However, a round bouquet emphasize the body shape, so if the bride has a good figure, why not show if off! Smaller framed individuals generally opt for round bouquets as it will give the appearance of elevated height.

Slender brides often go for a hand tied bouquet, as it balances body shape. With style out of the way, next you will have to decide on the flowers themselves. While this is very exciting, for some brides, it can also be troublesome. 1 in 5 Irish people suffer from an allergy to pollen. Hay fever sufferers can find summer weddings a difficult experience, as there is so many flowers pollinating during the summer season. If a member of the wedding party suffer from hay fever, it is best to opt for either artificial flowers or for pollen free flowers such as Orchids, Calla Lilly or Roses. .Orchids petals appear to be very delicate but a re surprisingly robust and can withstand a lot of handling. Orchids are the picture of elegance and are great anytime of year.Tulips have long been another common option as they are pretty and elegant. Roses are the classic flowers for a bouquet and emanate radiance and grace. Calla Lilies are the latest trend and are a sophisticated choice. It has become a mod-
ern trend to mix white calla lilies with one black 'schwarzwalder' calla, as a striking vocal point. However, if hay fever is not a concern, your choice of flowers is endless. Why not opt for red Chrysantemum's which symbolise love or amaranths which are symbolic of fidelity. White and pink Lily flowers are a popular choice for summer weddings, while lilacs are often picked for spring weddings to bring a touch of violet to the bouquet. Brides often go for forget-me-not flowers as they are symbolic of true love and add a lovely touch of indigo to the bouquet, which in spring can look fantastic, mixed with white chrysanthums. If you are not a big lover of flowers, tulips are the best choice as they can be kept simple, without too much frills or foliage. In terms of cost, the prices can vary from florist to florist, but a standard bouquet will set you back in the region of €100. Bridesmaids bouquets can tally up to a similar cost, so its best to go into the florists with a budget in mind.A word of warning, in season flowers will dramatically reduce your flower bill, compared to ordering flowers that are out of season. Once you have all the people accounted for, you need to start thinking about the venue flowers. Since the altar will be the focal point of your ceremony, consider using the most elaborate and beautiful decorations on it. Many weddings now include flowers at the reception, as they bring the scents, the colour and the style of the marriage to the evening section of the wedding day.The mood you want to create for your guests can be your guide in helping you decide on appropriate floral arrangements for a wedding reception. Consider your dinner plan, will you need a flower centre piece for guest tables? for the cake stand? for the gift table? or for the dance floor edge? All of these will push up the overall costs, so choose wisely and cut out where flowers may not be needed, to help keep the cost down.

T
eagasc has prepared a detailed action plan to encourage farmers to enter into formal collaborative farming arrangements with other farmers. These arrangements include formal farm partnerships; share farming arrangements, contract livestock rearing, long term land leasing arrangements, producer groups and small cooperatives. Collaborative farming arrangements such as partnerships allow farmers, in a structured way, to pool their land, facilities, capital, skills and time to be better utilised in productive farming. Deficiencies in terms of age profile, farm size and skills have been identified in Irish agriculture and these arrangements can help facilitate restructuring of the sector to improve productivity. Ben Roche, Teagasc Farm Structures Specialist said; “The main benefits of collaborative farming
arrangements for farmers are economic, skills and social. They provide the possibility for farmers to increase financial returns through achieving greater scale at lower capital costs while reducing costs which are duplicated on each individual farm. They provide a pooling of skills and labour and can present an opportunity to move away from the “one man farm’ model.” Teagasc Director Professor Gerry Boyle said; “Teagasc are committed to promoting the use of collaborative farming arrangements by farmers. It is proposed to develop a number of regional focused development areas to further promote, farm partnerships, share farming, long term land leasing and contract rearing.” A copy of the Teagasc action plan was presented to the Minister for Agriculture, Food and the Marine, Simon Coveney TD.

EGATIVE family attitudes can have an adverse effect on recovery from mental illness, according to a new study. Researchers found that although family members, particularly mothers, often provide much needed support for the mentally ill, they can also be the source of negative attitudes that stigmatize these patients and impede their recovery. “Negative attitudes of family members have the potential to affect the ways that mentally ill persons view themselves, adversely influencing the likelihood of recovery from the illness,” the study’s lead researcher, Fred Markowitz, a Northern Illinois University professor of sociology, said in a news release from the American Sociological Association. “In short, what mom thinks matters,” added
Markowitz. “It’s a chain of effects that unfolds.” The study, published in the June issue of Social Psychology Quarterly, analysed 129 mothers of adult children diagnosed with schizophrenia over the course of 18 months. “We found that when those with mental illness exhibited greater levels of initial symptoms, lower self-confidence and quality of life, their mothers tended to view them in more stigmatized terms — for example, seeing them as ‘incompetent,’ ‘unpredictable’ and ‘unreliable,’” said Markowitz. When their mothers held these views, the mentally ill patients were more likely to see themselves in the same light, he explained. The researchers also found that when the mentally ill adopted their relatives’ stigmatizing perceptions, their symptoms worsened and
their self-esteem dropped along with their quality of life. “Our study is part of research that is starting to more fully examine how stigma affects the self-concept and identity of those with mental illness,” Markowitz noted. The study’s authors concluded that no matter how well-intentioned a mentally ill person’s relatives are, stigmatizing attitudes of family members have potentially detrimental effects on a mental patient’s ability to recover. “It is, to a certain extent, a social-psychological process,” explained Markowitz. “The ways in which people, including family members and service providers, think about persons with mental illness affect the beliefs and actions of the individuals with mental illness, in turn shaping the trajectory of recovery.”

Loss Assessors YOUR DEFINITIVE GUIDE
Your Loss Assessor will handle all aspects of the claims process
A Loss Assessor represents policyholders when they need to submit an Insurance claim, and our members have experience in dealing with all types of claim, for both private individuals and businesses. Your Assessor will handle all aspects of the claims process, meeting with the Insurers' representatives, the Loss Adjuster or any other professional appointed by them, preparing your claim and negotiating the best possible settlement for you. They will also handle cases where liability for your claim has been refused by insurers, or where problems have arisen regarding policy liability or delays.
A Loss Assessor will:
• Attend on you immediately • Prepare the claim • Negotiate best terms for settlement on your behalf
Insurance Company will deal with it in a sympathetic manner and in such a way that does not leave you financially disadvantaged.
White & Associates
Sadly, the reality is often very different. In dealing with a claim of any size, the Insurance Company will appoint a LOSS ADJUSTER or representative. He is ENGAGED and PAID by the Insurance Company.
• Public Loss Assessors • Independent Claim Estimators • Property Damage Insurance Consultants
There are always grey areas Claims assessing is not an exact science and there are many instances where there is no absolute answer to the way a claim for a particular item should be settled. Human nature being what it is, the Loss Adjuster is likely to lean towards his principals, the Insurance Company. LOSS ASSESSORS charge a fee agreed with you in advance, for the work undertaken ON YOUR BEHALF
When should I appoint my Loss Assessor?
For what type of claim is a Loss Assessor needed?
The services of a Loss Assessor should be sought for all claims following loss by: •Fire • Theft • Flood • Storm • Business Interruption • Oil & Chemical Pollution • Subsidence • Computer Loss • Transit • Natural Disaster • Motor • Third Party Property Claims
Why should I need a Loss Assessor? The only reason why anyone effects insurance is against the possibility of a claim. So when a claim does arise you have the right to expect that your

The way a claim is prepared and presented if every bit as important as the way in which it is negotiated and settled. You therefore need to appoint a LOSS ASSESSOR as soon as you realise that you have a claim. DON’T WAIT until things start to go wrong – when the Insurance Company’s LOSS ADJUSTER tells you that you are not entitled to claim for something which you were convinced forms part of your claim – or when the LOSS ADJUSTER tries to reduce the amount you are claiming.
