COVID-19: Advice for Schools The Education Space
NPW remains open for business and are taking Government advice on isolating vulnerable members of staff and implementing working from home arrangements. We have tested our working from home capacity and technical capability. Every team is able to operate off site. We aim to keep the building open with reduced hours on-site, 8am - 4.30pm. Schools will still be able to contact staff for support during our normal working times. We will be postponing on site training activities and reviewing these arrangements at what should be the beginning of the summer term. Where schools remain open and meetings are booked on school sites these will be reviewed together with the school concerned either continuing on site or by telecon. Our priority is staff well-being to enable us to keep all essential functions operating as seamlessly as possible.
Governance Business Continuity Plans for Governing Boards and Trusts Your schools and academies will already have business continuity plans in place, but as is often the case, these are tested when a real situation arises.

Whilst it is important that much of your school business continuity plan is operational in nature, it is important to consider how the Governing Board or Trust Board will continue to function. We have prepared a number of questions to guide your considerations:

ICT Dependencies •
On what ICT are we dependent in order to deliver our function as governors or trustees?

Are our policies, reports, minutes and other supporting documents stored safely in one place, e.g. on GovernorHub?
•
Can all governors/trustees access these?
•
Do we have paper copies of essential documents, in the event of ICT failure or interruption?
•
Are our physical copies of documents kept safely, compliant with GDPR requirements?
Meetings – maintained schools •
The chair is permitted to act in cases of urgency where a delay in exercising the function would be likely to be seriously detrimental to the interests of the school, a pupil, parent or member of staff. Any action should be reported back to the board. In other cases - when delay would not cause detrimental effect - the chair must not exercise as an individual any of the functions of the board except where this has been sanctioned by the board, or in the specific circumstances permitted in the regulations.
•
The governing board is required to hold at least three meetings in every school year. However, given the current changing situation, it may be prudent to consider whether any planned governing board meetings should be postponed.
•
Any urgent decisions that need to be made should be identified. Urgent decisions are defined by the Governance Handbook as being ‘where a delay in exercising the function would be likely to be seriously detrimental to the interests of the school, a pupil, parent or member of staff.’

expected to spend time and resources on preparing reports for meetings. At the present time, only essential documentation should be requested, relating to provision of education of pupils, safeguarding of pupils and staff, the school budget, and anything urgent based on your context. •

Meetings of the governing board are to be convened by the clerk and, in exercising this function, the clerk must comply with any direction given by the governing board or the chair. Any three members of the governing board may requisition a meeting by giving written notice to the clerk to the governing board, and the clerk must convene a meeting as soon as is reasonably practicable. The clerk of the governing board must give written notice of the meeting and a copy of the agenda for the meeting at least seven clear days in advance to each governor, the head teacher (whether or not that person is a governor), any associate member; and the local authority, where an agenda item for the meeting involves consideration of a change of school category. However, where the chair so determines, on the grounds that there are matters demanding urgent consideration, it will be sufficient if the written notice of the meeting states that fact and the notice and the copy of the agenda are given within such shorter period as the chair directs.
•
Quorum is 50% of those in post, and is required in order to make decisions at a meeting.
•
The requirement to be present at the meeting means that proxy voting or voting in advance of a meeting is not permitted. It is important that governors are present to hear and engage in

the debate before casting their vote. However, the regulations give boards the power to make arrangements for their members to be present at board and committee meetings ‘virtually’, for example by telephone or video conference, and therefore to participate in discussion and decision making remotely. •
Should the usual meeting venue be unavailable, an alternative venue should be found.
•
You should consider who to contact, should a meeting be called or cancelled at short notice (including your Governing Board Advice Officer – GBSO - or Clerk).
•
Consideration should be given to holding meetings virtually, using technology to support this, e.g. Google, Skype, Zoom Microsoft teams, Webex, etc. Governors would need to have access to such technology and know-how to access this.
•
In the event of your governing board not having standing orders or terms of reference that include provision for remote meeting arrangements, it is suggested that you obtain email agreement from governing board members to have remote decisionmaking arrangements in place. Any revised arrangements should be added to Terms of Reference of the Governing Board and Committee Terms of Reference and Governing Board Standing Orders if relevant.

It is important that minutes are taken of remote meetings, recording attendees present, decisions taken, and actions agreed.
•
If you are in the middle of a time-specific process, such as staff recruitment or restructure, consideration should be given to how the timeline can be

maintained, or whether processes should be suspended. •
With regard to any financial implications, governors should continue to meet their statutory obligations, such as the Chair having sight of the budget on a monthly basis. It may be prudent to consider financial decisions as part of any discussions on delegating urgent matters.
Meetings – academies •
Academy Chairs (whether in a single academy or part of a multi academy trust (MAT) do not by default have the right to use chair’s action. Academy boards of trustees should consider whether they wish the chair of the trustee board, and chairs of any local governing boards to have this power, and if so ensure that there is a formally agreed procedure in place with defined limits on the use of the power. Any action taken should be reported back the Board.
•
You may already have a documented arrangement for Chair’s action in place. If not, or if the powers do not cover the current circumstances and/or items that need approval, it is suggested that you should consider holding a virtual meeting. Agreement could be sought by written resolution, but this may be slow as it relies on the approval of all Trustees, and does not allow for any wish to discuss the arrangements.
•
Consideration should be given to how virtual meetings may be held, using technology to support this, e.g. Google, Skype, Zoom Microsoft teams, Webex, etc. Governors/Trustees would need to have access to such technology and know-how to access this.
•
A virtual meeting (provided it is quorate) could provide opportunity for you to agree the parameters for urgent decision-making within the Trust, which could include Chair’s action. Any limits to the powers and any reporting mechanisms should also be considered.
•
Given the current changing situation, it may be prudent to consider whether any planned trustee or governing board meetings should be postponed.
•

The National Governors’ Association has issued advice to schools with regard to how to respond to Covid-19. It states: Your school’s response to the Coronavirus is an operational matter for school leaders to deal with. It is appropriate for the governing board to be kept informed of: The current advice for schools from Public Health England and the DfE Any guidance for schools provided by local health protection teams Arrangements for keeping parents and staff informed of the advice and the school’s response Any measures taken in school to prevent the spread of the virus The response to any confirmed or suspected cases in school Any contingency plans the school has in place CORONAVIRUS: INFORMATION FOR GOVERNING BOARDS DECIDING TO CLOSE THE SCHOOL DUE TO THE CORONAVIRUS •

No. If a member of staff is advised to self-isolate or is absent from work due to confirmed coronavirus. the council (as the employer) is waiving the requirement to provide medical evidence. However. managers should take reasonable steps to verify any absence - in particular. by maintaining regular contact with the member of staff via telephone. email or Skype. All other sickness absence unrelated to coronavirus should be reported and

If a member of staff has been advised to self-isolate but feels well and able to work at home. they should be expected to do so. Managers should maintain regular contact with the member of staff during this time. There are probably some roles that cannot be carried out at home. In these circumstances. staff who have been advised to self-isolate are not required to attend work or work at home. It is the responsibility of line managers to confirm whether a role can or cannot be undertaken at home. Staff who are unwell are not required to work. Should a member of staffs health improve during a period self-isolation. they may be able to start working from home before their period of self-isolation ends. Where this is the case. the member of staff should contact their line manager to confirm and arrange this.

5. How should I manage a member of staff who is presenting flu-like signs and symptoms at work? Flu-like symptoms do not necessarily mean that a member of staff has coronavirus. The symptoms of coronavirus are similar to other illnesses that are much more common. such as cold and flu. It is unlikely to be coronavirus if the member of staff has not been in close contact with someone with confirmed coronavirus or has not been to a country or area with a high risk of coronavirus. If the member of staff is still concerned that they might have contracted coronavirus. they should use the NHS 111 service. which will provide them with advice about what to do. However. it would be wise precaution to send home. at the earliest opportunity. any employee who are displaying flu-like signs/ symptoms. as retaining sick employees in the confines of the workplace will increase the likelihood of further spread of the virus. 6. Can I wear a face mask at work? The current advice from NHS England is that face masks play a very important role in places like hospitals. but there is very little evidence of widespread benefit for members of the public. For this reason. face masks are not recommended to be worn by members of staff while carrying out school duties. The best way to protect staff from infections like coronavirus is to wash hands frequently with soap and water or use a sanitiser gel. as well as always carrying tissues and using them to catch coughs and sneezes. then putting the tissue in a bin. 7. Can I wear gloves at work? Gloves are not recommended to be worn by members of staff while carrying out

school duties. Staff should regularly wash their hands with soap and water or use a sanitiser gel to help reduce the risk of infection and the spread of the virus. 8. I have a member of staff with an underlying health condition. What should I do? It is not appropriate for school to provide medical advice to individuals members of staff about existing health conditions. A member of staff with an underlying health condition should discuss any concerns with their line manager and seek advice from their GP or the clinical professional responsible for managing their condition. However. you do have a duty of care to your staff and should exercise flexibility. considering home working arrangements if it is in the mutual interest of the school and staff to do so. 9. What is the position if a member of staff cannot come into work because their child’s school has closed? Staff should discuss issues relating to caring for dependants with their line manager. A maximum of up to 10 days paid leave (at the schools discretion) may be granted to staff with responsibility for caring for dependants e.g. due to school closure. This leave does not affect annual leave or sick leave provisions and staff are not required to exhaust annual leave. or any other leave. before this leave is granted. The leave may be granted to all members of staff regardless of length of service If schools close for more than a small number of days. this position will be reviewed and further information will be provided.

Soofia Amin has been an ESOL lecturer since 2000 and has worked in Adult education for the past 13 years in Newham. She has been teaching a variety of levels in ESOL and has been involved in developing assessments. Currently Soofia is working at Kensington Primary. She joined the school in 2014 and leads on EAL, Mid-phase Admission and Community Engagement. Her role includes managing the mid-phase process, ensuring provision for EAL pupils is effective and that all EAL pupils are making good to outstanding progress. She also ensures parents have the support needed at school to help their children with their education. This is provided through maths, literacy and parenting courses. Kensington Primary has a high mobility rate and over 90% of mid-phase admissions are from abroad. Their Ofsted report in 2016 cited: “The large numbers of pupils, who join the school at different times of year, often with very little English, make rapid progress. This is because the support for pupils who speak English as an additional language is superb. These pupils become fluent readers and writers and are able to tackle the same work as their peers within 11 months of starting school. New Vision English Hub at Elmhurst Primary School 3rd October, 6th November, 22nd January, 11th March, 29th April, 3rd June 9:00am - 1:00pm Join us at Elmhurst Primary School for a free day of phonic observation, reading and early language development CPD and strategic action planning, Find out how New Vision English Hub can support your school to drive standards in reading teaching and early language development. In the morning you will hear from Shahed Ahmed OBE, Executive Headteacher at Elmhurst Primary School. He will outline Elmhurst’s journey to achieving reading success, which has led to 97% of Year 1 pupils passing the Phonics Screening Check in 2019. Shahed is currently part of the English Hub Council and a Department for Education special advisory committee on Reading for Pleasure. You will have the opportunity to observe phonic teaching at Elmhurst and consider how to ensure your phonic programme runs effectively. We will also be sharing how we are developing a reading for pleasure culture in our school and how we are accelerating our pupils’ language development. These sessions will be filled with practical strategies you can implement in your school. You will be invited to write an action plan to apply for funding and free support for your school. New Vision English Hub is able to offer up to £3,000 match funding to schools, with outright funding available to schools who meet specific eligibility criteria. Headteacher attendance is compulsory. The event is also open to Reading Leaders and Senior Leaders at schools in North East London and Essex. Up to two members of staff can attend from each school. Schools whose phonics results were below 82% in 2019 can claim £150 per attendee to help offset travel and cover costs and will be guaranteed at least £500 match funding to support improvements in phonic teaching.

PROGRESSION IN PRIMARY SCIENCE The new Ofsted framework recognises that good primary science happens when the curriculum develops children’s knowledge progressively, drawing on and extending from what has already been learned. In Science, the content knowledge builds towards the big ideas: key concepts which underpin scientists’ understanding of the world. We will explore this progression through a range of practical and paper-based activities from the disciplines of physics, chemistry and biology. This course will support both subject knowledge and understanding of curriculum progression in Primary Science over two sessions (one whole day and one half day).

This post is initially fixed term for 12 months, but with the possibility for this role to be extended. This is an exciting role for anyone either in, or ready to move to, a HR recruitment position. Key responsibilities: You will be responsible for building excellent relationships with managers, employees, candidates and external parties. Your duties will include, but are not limited to: • Resolving first line recruitment queries. • Supporting recruitment campaigns from beginning to end by posting adverts, liaising with external agencies and clients to successfully recruit the right candidates. • Providing a timely a professional production of HR recruitment documentation, including written statements of particulars, variations to employment terms & conditions etc. • Evaluation of job specifications to ensure consistency and fair application of pay policies. Your Profile • A good working knowledge of schools HR and Payroll. • Highly organised with the ability to prioritise and manage a busy and varied workload. • A ‘can-do’ positive attitude and drive, both as an individual and part of a team. • Ability to maintain confidentiality. • Experience of using iTrent (HR/Payroll system) will be a distinct advantage. • Hold a minimum of Grade C in English & Maths at GCSE level (or equivalent).
