Rightsizing THE ECONOMIC MALAISE of the past several years has had a profound effect on the attitudes of both buyers and sellers in the suburban areas just north of New York City. No longer armed with the certainty that housing prices will automatically rise in the future, buyers are questioning not only the prices they are willing to invest in housing, but the basic assumption that more space is always a good thing. According to the Census Bureau, the median square footage of a new single-family house actually dropped to 2,135 in 2009 — from 2,277 in 2007. Going small reduces not only the upfront purchase costs, but the heating and cooling costs and property taxes, which tend to escalate year after year. “We have already seen articles on the demise of the McMansions in Westchester,” said Annette Gasparro, associate broker with Coldwell Banker Residential Brokerage in Croton-onHudson. “People are downsizing not only to save money on the actual purchase price, but also to be more practical about the cost of upkeep.” Builders of new homes in Westchester are getting the message. One builder with which Coldwell Banker is working has scaled down his plans twice for three new lakefront community homes being built on Brook Lane in Cortlandt Manor. The builder had recently completed three homes in neighboring Croton in the 5,000- to 5,300-square-foot range — each with annual property taxes above $30,000. The taxes on the smaller

homes he is building now, in the 2,500 to 2,700 range, are between $17,000 and $19,000 a year. “The first concern of many of my clients is property taxes,” added Gasparro. “I have clients who are willing and able to spend the purchase price on a house, but who shy away just because they don’t want high taxes. In fact, they are telling me not to show them anything with high taxes at all. I tell them that the only way to keep the taxes down on new construction is to reduce the square footage.” From empty nesters who no longer need the space, to younger buyers moving up from apartments, less is more. “The biggest difference between now and four years ago is that buyers are no longer choosing to go to the limit of their income to make an investment,” said Matt Vanacoro, associate broker and office manager with Coldwell Banker Residential Brokerage. “Now people are more cautious. When they look at their incomes, and feel any uncertainty about their jobs, they are giving themselves room to breathe. The mind set then was, ‘The more we spend, the more we will get back when we sell.’ They found out that isn’t always the case.” The rightsizing trend makes homes in towns such as Pelham, where an average lot is around a quarter acre, more appealing to renters looking to buy, and to downsizers. “In Westchester County, some buyers have been reluctant to come in with no children because of the tax situation —

Coming from Chappaqua where you have two acres and don’t want the land upkeep any more — this is ideal.” The appeal of Pelham is the short commute to New York of 28 minutes to Grand Central Station, tree-lined streets with good schools, and a city lifestyle where a car is not a necessity. Stiefvater is showing a Tudor-style three-bedroom, 1,815-square-foot townhome at 215 Carol Avenue, built in 1926 and fully renovated in 2006, that offers more space than new 1,200-square-foot condo units selling in the area for more than $600,000. Kisco out of its Bedford office. 24 Agnew Farm Road is a semi-attached four-bedroom Colonial in a gated, 120unit community called Whippoorwill Hills in Armonk that is on the market for $988,000. Outside maintenance is covered by the homeowner’s association, which takes care of the tennis courts, two clubhouses, four swimming pools and playgrounds — and shovels snow away up to the front door. 28 Cotswold Drive is in a similar but ungated community with 35 homes with easy access to route 684 in North Salem. Listed at $589,000, the two-bedroom, two-story townhouse offers considerable value for 2,800 square feet of living space. Third is 214 Sutton Drive in an adult community in Mt. Kisco called Sutton Manor. Built in 2006, Sutton Manor offers indoor parking and one floor living — all within walking distance of the downtown shops and train station. 214 Sutton Drive is on the market for $389,000. “These communities are all very popular these days,” said Lucille Liang, associate broker with Coldwell Banker in Bedford. “A lot of people feel their house is too big — particularly when the children are already gone. When the last of the children goes to college, they scale down and want a comfortable, new community close to town, with all the latest facilities and no upkeep. They want to stay within their means in a beautiful, well-designed and efficient home — and are not at all convinced any more that any real estate investment will make money for them in the future.” Building quality townhome communities during a time of economic uncertainty does have its advantages.
