Mayor’s Message
Each year in Oak Bay, our Parks and Recreation staff take a fresh look at building activities, facilities, and spaces that support our community. I hope you take time this New Year to explore new challenges, rediscover old favourites, and take advantage of the many opportunities to connect with friends.
There are many activities and equipment options at our recreation centres, including Monterey Centre, to support your fitness goals. Recreation Oak Bay regularly upgrades and refreshes our equipment and classes to ensure all ages and abilities can suceed.
I would also encourage teens and young adults to reach out to Oak Bay Recreation for a first job or for career opportunities. We offer the chance to be part of a creative and positive team, with training, a safe work environment, flexibility, opportunities for advancement, and even a staff facility pass.
Despite the rains that sometimes visit, I encourage you to get out and explore the parks, streets, and laneways around the
community this winter. Find a new park, trail and playground in Oak Bay, explore a new beach, and find a hilltop to get a panoramic view over the ocean. I invite you meet a friend at one of our recreation centres. You can try a new program, or simply enjoy a meal and a cup of tea at the Fern Café (Monterey Centre) or glass of wine at the Sports View Lounge (Recreation Centre). A hidden gem can be found in the amazing live music series with jazz, folk, and dancing on many Friday and Saturday nights at the Sports View. This winter, my family and I hope to see many other families using our facilities to build memories and skills – whether going for a family skate, swim, or game of tennis, there is much to do indoors while it’s raining outside. I look forward to seeing you around the community this winter.

We accept cash, cheques, American Express, VISA, MasterCard, Debit Card or Recreation Oak Bay Gift Card. There will be a $20 NSF charge on all returned payments. Receipts will be emailed to you. Please add “communication@perfectmind.com ” and “registrationinfo@oakbay.ca ” to your safe list for incoming emails. (Receipts will be mailed to you if requested.) Duplicate receipts will not be issued, please keep your receipts for income tax purposes.
REFUNDS AND CREDITS
Course Refunds: For courses that are four classes or more, credits/refunds must be requested before the second class. After the second class, credits/refunds are granted only for cases of illness supported by a doctor’s note (other compassionate reasons may be considered).
For courses with less than 4 classes, or that require 100% attendance, a credit or refund must be requested at least 72 hours prior to the start of the course.
For single session bookings (i.e. pickleball), cancellations must be requested at least four hours prior to start of the session.
Please allow four weeks for refunds to be processed.
No refunds/credits for unattended classes which have passed.
Cancelled Programs: Programs with insufficient registration will be cancelled and a full refund or credit will be issued.

Drop-in Admission and Passes
Passes and drop-in admission includes unlimited access to public swims, group aquafit classes, the fitness studio, group fitness classes, public skates, and duffer hockey at Oak Bay Recreation Centre. At Henderson Recreation Centre, admission includes access to the fitness studio, group fitness classes, and drop-in sports such as pickleball, badminton and table-tennis (excluding golf and tennis). At Monterey Recreation Centre, admission includes access to group fitness classes. See activity schedules for appropriate sessions, some restrictions apply.

Be Prepared, Not Scared.
Eileen Grant, Manager Oak Bay Emergency ProgramIt is easy to be prepared for any emergency. Just follow the emergency preparedness mantra – know the risks, have a plan, have a kit, and know your neighbours.
Know the risks. In Oak Bay, what are the emergencies you should be prepared for? Weather, loss of utilities, fire, and earthquake. Remember an emergency or disaster can include an unexpected trip to the hospital or a traffic jam on the Malahat.
Have a plan. Make two plans. Develop one that covers staying in your home or as we say shelter-in-place, if it is safe to do so, and the second will involve leaving or evacuating from where you are if it is not safe to stay put. The important components of these plans are:
• Determining at least two escape routes and a safe meeting place.
• Making sure you include everyone in your plan. Do not forget your pets.
• Making lists of the resources you will need. If you are sheltering in place, you should think in terms of 7 days. If you are evacuating, think 24 hours. Once you have the plans, remember to share the plans, keep them up to date and practice them.
Build your kits. There are two kits everyone should have. Their names describe their use.
Shelter-in-place (7 days) – Essentials include, water, food, a way to stay informed and to communicate, medications, important documents, money (small denominations), sturdy shoes and warm clothes. Include extra supplies for your pets.
Grab & Go (24 hours) – The list is the same, the quantities will vary. Remember to keep this kit light
enough to carry for a distance. Wheels help but will not work on stairs or rough terrain. Pets should each have their own Grab & Go bag.
Personalize your kits so you can ensure they contain what you need.
Important Tips:
• The never-be-without items – water, medications and supplies to support your special health needs
• Include extra adapters, battery packs and other supporting equipment that will keep your current phones and tablets operational in all your kits.
• Where do you keep your kits – where they will be readily accessible. Think about the possible risks, check out your surroundings and then pick the best places for your circumstances.
• Read and understand your insurance policies. Call your agent if you have questions.
• Stay informed. Things change and it is important not to be left behind.
Know your neighbours! Get to know your neighbours so you can rely on them, and they can rely on you in an emergency.
Now you are prepared. It is that easy.

Thank you! It’s hard to pick a singular thing and while the staff team is amazing, I’d have to say having the ability to impact and play a role in the development and fostering of the amazing community at the Monterey Recreation Centre. Some of my favourite parts of the working day are walking past the Fern Café and seeing people spilling out of our programs to continue their conversations that started during their classes.
What is involved in being the Adult Programmer?
In short terms, I am responsible for developing and ensuring the delivery of the large variety of programs at
Monterey Recreation Centre. My programming thesis is that all our programs at Monterey should be fun, inclusive, and provide lifelong learning opportunities! On a day-today basis, I supervise and work with all our amazing instructors, ensuring that our programs are running as smoothly as possible. The job consists of lots of communication, creativity and problem solving. It’s never a dull day at Monterey! What most people don’t know is that the programs you’re enjoying now were planned and developed at least 6 to 8 months ago! We’re always thinking at least 6 months ahead!
There is such a wide selection of courses at the Centre. Where do you find the instructors?
Through a variety of mediums! Many of our instructors are found through
conventional hiring processes, others are found through doing research and looking for specialists in a particular field, others simply have walked into Monterey with an idea of a program that they’d like to deliver! We are always looking for new and exciting program ideas, so if you’re reading this and have something you’d like to deliver don’t hesitate to reach out!
What are the top three most popular courses?
I’d say at the Monterey Centre we really have 3 strong pillars that continue to be increasingly popular. These would be our Group Fitness, Art, and Yoga classes! Some specific examples of programs in these categories are our Essentrics Aging Backwards ™ classes, Pen and Ink, and Strength and Yoga!
What is your favorite menu item in the Fern café?
That’s a tough question, our Head Cook, Paul makes so many fabulous things it’s hard to pick a singular item! If I had to choose one I’d have to say the pulled pork sandwiches. I am a bit of a sucker for good BBQ. I understand that you have worked in Recreation for several years. What other jobs have you done with Oak Bay Parks, Recreation and Culture?
Yes! I have been lucky enough to have worked in a variety of departments within Oak Bay! I got my feet wet starting in the Arena as a skating and hockey attendant and instructor. During that time, I also worked a variety of other auxiliary positions such as: Center Host, Table Tennis, Golf, & Softball attendant. From there I started working in our Community Recreation department
focusing on children’s programs such as our camps and after school care. While working in that department, I got the opportunity to take on a supervisory role within our licensed after school care and summer camps. From there, the rest is history!
What inspired you to pursue a career in Recreation?
That’s a great question, interestingly I was very close to pursuing a career in the business side of professional sports and was stuck between an internship offer from a local team or a supervisory role with Oak Bay Parks, Recreation & Culture and had to ask myself this exact question. One of the deciding factors is that the culture of recreation is so full of passion, fun and innovation, and I wanted to continue to be able to be a part of that. The final deciding factor for me was that working
in recreation really allows you to have a positive impact on so many different levels. Being able to see the enthusiasm for a community event, the joy of someone who’s completed their first or 31st art class, seeing someone come out of a fitness class laughing and sweating, and lastly the communities that are created within our little “bumping zones” brings all of us working in this industry a lot of joy!
Any last comments?
One of the core components of recreation is lifelong learning. At the Monterey Recreation Centre, we strive to continue to provide these opportunities in a variety of different fields. As we look to chart our way forward don’t hesitate to try new things! If you have questions regarding our programming, please don’t hesitate to drop by the Monterey Centre. My door is (almost) always open!

A Time to Learn
John Ianson - Scriveners and Garden Club memberWinter is coming and there is nothing we can do about it, so embrace it. We are in the northern hemisphere where the earth tilts away from the sun and it does get cold, but lucky for us the Pacific Ocean allows us to put on lighter jackets than the rest of the country.
Winter is a very important season, not only does it stockpile our mountains with snow which provides us with clean drinking water, but in the spring it flows into our creeks and rivers and irrigates our crops as far away as the prairies. Winter is a time of replenish, deciduous tree leaves fall to replace nutrients in the soil enriching it for plant growth in the spring. What a fascinating process!
OK we have to deal with snow from time to time in the city, but personally I like snow, as long as I’m making a snowball and throwing it at somebody instead of shovelling a sidewalk.
Snow and short days of winter initiate bears and bats to hibernate, but that doesn’t mean we have to hibernate, there is too much to do and learn
The Monterey Recreation Centre, which I call the Monterey Learning Centre offers a
wide variety of activities that serve the needs of a wide variety of people. From fitness and wellness to all the adult programs where one can express themselves through art, dance, music and language, to the special interest clubs and talks on important topics in society. Then throw the field trips on top of all that.
I went to my first Open House in September and was really impressed with all the tables representing the activities at the Centre. I had no idea there was so much to do here.
I think I talked to every table, and realized talking to people who are actually in the clubs gives you a real sense of what it’s about. The Open House is a must!
Life is about participation, and life is about learning. The Centre is an essential place for us to keep our bodies and our minds active, especially in the winter. It’s important to remember that as much as we learn from programs and speakers, we learn just as much from fellow members.
It d oesn’t matter how much you know, there is so much more to know.
Looking Forward
2022 has been a challenging year for both the Monterey Centre and the Monterey Recreation Activity Association (MRAA). But along with the challenges there have also been some triumphs. The Centre held a successful Open House and saw the return of art classes, drop-in fitness and even the Members’ Birthday events. Membership numbers are almost at pre-COVID levels. MRAA had its first Annual General Meeting in two years, saw the return of many of its clubs and, after a two-year absence, hosted a successful Bazaar.
This year the staff of Oak Bay Parks Recreation & Culture is celebrating 50 years of the Monterey Recreation Centre. MRAA has been a part of the celebrations and has been a part of the Centre’s history. MRAA’s connections with the Centre began in 1980 when our association (then called the Oak Bay Seniors Activity Association) was incorporated as a non-profit. That began a long and continuing partnership of mutual interest and combined goals. MRAA provided volunteers, financial investment and many wonderful clubs. The Centre and its staff have given us guidance, support, a safe environment, and opportunities to continue to grow as an association. We give as much as we can, and they give so much back to us. For over 40 years our history as a not-for-profit organization has been entwined with the Monterey Centre.
The Centre is older than MRAA, but like a caring and supportive parent, the Centre has allowed MRAA to grow and develop our own identity. The MRAA will continue to be supportive of the Center. It is a relationship that benefits both. I’m looking forward to what this Centre will achieve in the next five and ten years and beyond. I hope that MRAA will always be a part of the Monterey Centre because I believe that together the Centre and MRAA can achieve so much more for the members and the greater community.

Join the Club
One of the best ways to accomplish both is to join a club. The Monterey Recreation Activity Association (MRAA) has a wide variety of clubs to offer you. Whether it’s fitness, music, art, education, or discussion, there are a variety of clubs that cater to your interests. If you don’t see a club that meets your interest, you can start one! MRAA and the Monterey Recreation Centre offers guidance and support in the formation of new clubs. In 2018 a small group of colouring enthusiasts started to meet in the Garden Court to colour and chat. They attracted quite a bit of interest and soon had enough members to start their own club, which they called “Colour Your World”. It has been colouring up a storm ever since.
The only requirements to starting a club is to have ten people, one of whom will agree to be the group’s representative. It really is that simple! MRAA oversees all the clubs, offering financial support and governance advice when asked. The club members themselves choose how their club will function. Whenever a need cannot be met within the club itself, the Association (MRAA) will provide guidance when necessary.
The clubs offer members the opportunities to expand their skills and knowledge. The most important opportunity they offer is social interaction: the opportunity to meet other people who share their interests and hobbies. So, join a club or create a new one in the Monterey Centre.

Wintertime
By Effie Richard (Member of the Scriveners Writers GroupWintertime means Christmastime, and that’s the busiest time of the year say store owners. It is for most people and it is for me as well. By mid-November the race is on---I start thinking of everything I have to do for Christmas: clean my apartment, decorate the place, maybe put up a tree? Shop for gifts, write and mail Xmas cards, and maybe get a turkey. But I don’t really get rolling until midDecember---because I have to be in the holiday mood to do these things: and then I realize there’s not enough time to do everything, and I start feeling that I want to escape.
When I complain to friends that things always get too hectic, they say: “but that’s part of the fun.”
Yet some people don’t get caught up in this fun, or madness. Like Scrooge, they ignore Christmas, “Humbug,” they say. They’ll have nothing to do with it. Others get away from it all by physically removing themselves. They take a plane trip somewhere, usually to a warm spot down South.
And this year, I noticed still another way that people get through Christmas without fuss. Two weeks before Christmas I went to the liquor store to buy a bottle of rum to make
my special dark rum fruit cake. I found what I wanted on the shelves and then went to the cashier counter. There were three people ahead of me. A woman was being served, and there were two men lined up behind her, each clutching a bottle.
The clerk at the counter was chatting with the woman as he placed her purchases into a bag. She seemed to be a regular there. “And Mrs. Smith,” he said, “I hope you have a very merry Christmas, and have a big turkey dinner with all the trimmings, and you’ll get to see your children and grandchildren, and get a lot of nice gifts from Santa.”
Mrs. Smith just looked at him then picked up her bag of bottles. “Yeah, yeah thanks,” she said, “but never mind all that. Just give me a good glass of Scotch and I’m happy.”
The men behind her howled with laughter. “Yeah, yeah,” said one prancing around. “Right on,” said the other, waving his bottle in the air and stomping around.
The scene was both funny and sad. They didn’t want much, these people. Their needs were simple. This was their way of getting through the holidays and maybe through life as well.
It was an amusing scene---like from a comedy skit---but it was also sad, for this woman preferred spending Christmas with her alcoholic drink than with her family.
And then I started thinking--well, what about me---finding the holiday season too hectic. Do I want to ignore Christmas, to escape? No, I don’t think so! Because the most wonderful part about Christmas is that we see people we care about again. We get in touch with old friends, friends far away, relatives and family. It is the one time in the year when everyone stops, when people renew acquaintances, eat, drink, and party. And that’s really important because we need those close ties.
So, there you have it---we should throw ourselves into the Christmas spirit, and into the Christmas rush and Christmas happiness.
And about my problem with Christmas preparations getting too hectic? Well, maybe the solution is--to have a glass of Scotch within arm’s reach---and that will add to the fun! and make life easier, right?
So, who would say “Humbug” to that?

The MRAA Funds
As a not-for-profit organization, the Monterey Recreation Activity Association (MRAA) is dependent on donations and fund-raising efforts. We have also been the recipient of a few legacies. How those funds are used is the combined responsibility of the Finance Committee and the MRAA Board of Directors.
With the increased cost of just about everything, the way we allocate funds has become more crucial than ever. The Board and the Finance Committee must ensure that funds are available to meet the current needs of the members, but we also need to ensure that funds will be available in the next five or ten years.
Over the years the demands and requirements of our membership have changed. When once the concept of subsidizing the cost of special events was unheard of, the rising cost of presenting an event has forced ticket prices to increase. Your Association wants as many members as possible to feel they can attend these events, so MRAA provides a subsidy to keep the cost of the ticket down for our members. We do the same for the day trips, so our members can participate on these trips.
The principle of what benefits the Monterey members is followed when investing in Centre enhancement projects or providing club financial support. Any equipment purchase for the Centre is determined by how it will impact the members. The purchase of the lobby fireplace adds comfort and warmth to members whether they are
sitting quietly reading or chatting with their friends. Any equipment purchases for a club, whether it is a new saw for the Woodcrafters Club or new dart boards for the Darts Club, is viewed as an investment to the continued success and growth of that club.
Over the years the Board of Directors, advised by the Finance Committee and the Monterey staff, have purchased equipment for the Monterey kitchen, chairs and table for the Fern Café and furniture for the lobby. Investment in the MRAA clubs has also been a priority. Several clubs have received new equipment or have been provided with funds to cover the cost of specific services.
Financial support covers several areas: Clubs: equipment, honorariums for conductors, directors and technical services
General Memberships: honorariums for guest speakers, subsidies for special events, complimentary memberships, subsidies for day trips, volunteer appreciation
Centre Enhancements: equipment, furniture, Centre décor.
Over the years, how MRAA has used its funds has changed with the times. The principle of using the donations and money raised by various fund raisers to benefit the members and their cherished Centre will not change and will continue to guide the Finance Committee and the Board of Directors.

Join Bryony for a six-week voyage into mixed media! Using subjects from natural history: botanical and birds etc.. We will experiment with graphite stick, watercolours, paints, pencils, coloured pencils, pen and ink, any or all of the above and anything you can imagine, too! We will explore the caprices of graphite with watercolour, or ink, layering the colours, sploshes and swooshes and some downright good drawing techniques. You might wish to bring a photo or two and try that out in different ways. Fasten your creative seat belts, it will be an exciting and curiosity satisfying trip. Supplies required.

As we age and our lifestyle changes, we need to look ahead to be proactive with our choices. This four-week course on “Downsizing” provides in-depth exploration of the myriad amount of information available to provide guidance for a considered decision. In Week 1 we look at the considerations when we make a decision to Downsize. In Week 2 we explore the implications of the decision from a legal and financial perspective. In Week 3 we create a work plan for the process, and finally in Week 4 we look at the “now what” after the process has happened. Join us on this amazing journey.

Osteofit is a specially designed exercise and education program for those with osteoporosis and low bone mass and for those at risk of falling. The course includes strength, balance, posture, and stretching exercises that are essential for creating an effective Fall Prevention strategy. Bands and light weights are examples of some of the equipment used to improve strength. Classes have an educational component and are designed for adults who can participate without the use of an aid or walker. Please bring your own resistance band.
