olokwane Executive Mayor, Cllr Freddy Greaver yesterday (Wednesday) met with different stakeholders at Peter Mokaba Stadium to inform them of the city’s readiness to host the Orange African Championship (CHAN) Tournament. Peter Mokaba will from 14 to 26 January play host to six group stage matches as well as a quarter-final match. Stakeholders present during the meeting included traditional and religious leaders, representatives of the business community, sports

organisations, youth formations, women organisations, the transport sector, the hospitality industry and community development workers. “It was a briefing session and we wanted to inform them that we are ready and they must welcome all the teams and their fans with warm hearts. We want them to adopt those fans from the African continent, embrace them and ensure that they feel safe in the city and also assist them in everything they want and they need to know. Remember, we are hosting the tournament on behalf of the province and for the tournament to be a success we need the support from our citizens and various stakeholders,” Greaver said.

Shocker R12 million electricity bill From page 1 services being cut at his business. Since Monday Polokwane Observer consistently corresponded with the municipality’s communications department but eventually turned to Polokwane Executive Mayor, Cllr Freddy Greaver for answers yesterday (Wednesday). A shocked Greaver when confronted with the issue immediately phoned the municipality’s Chief Financial Officer, Ms Fikile Mudau who was also not aware of the astronomical bill that had been issued. “It is clearly a mistake. There is always margin for error as the billing system only captures and processes data put into the system. Meter readings are manually captured and mistakes can be made. The system prints the bills and are then sent to consumers,” Greaver provided as answer to a question about the line of responsibility within the accounts

department. It is clear that data captured on the system is not double checked as it might have been picked up by accounting clerks that the municipality has never had consumers owing R12 million on a water and electricity bill. Greaver confirmed that the city’s biggest consumers’ bills have never reached such a ridiculous amount. Greaver said the only way to solve the problem is to have a metered system that automatically reads all households’ usage on water and electricity which is something not to be seen in the next couple of years. “There will always be mistakes on some of the accounts due to human error. We urge residents with queries on their bills to visit the municipality and have it sorted. Residents can even contact the municipality and we will see to it that the problem is sorted out as soon as possible,” Greaver said.

T

he ceiling of his girlfriend’s home in Westenburg became the last hiding place for an ex-cop turned alleged housebreaking expert who, after outracing the Polokwane Police with his lightning-fast Golf GTI, will be appearing in the Polokwane Magistrate’s Court soon on charges of housebreaking, with the possibility of the list of charges growing by the day. The suspect, in his late twenties, was arrested on Friday after a car chase between himself and the Polokwane Police in which he outdrove the officials in his black Golf GTI which was later found crashed and abandoned in the city. After nearly six months the Polokwane Police and a specialised task team nabbed the ex-Police official who is suspected of alleged involvement in numerous cases of housebreaking in the upper town area of the city. According to Capt Ntobeng Phala, spokesperson for the Polokwane Police the investigation unfolded when Police in this specific sector became troubled with the amount of break-ins taking place. “A task team was put in place and with the

help of sources on the ground it was quickly established that whoever was responsible for the break-ins were experts and knew exactly what they were doing.” The possible involvement of an ex Police official soon came to light and investigations led the Police to a dismissed Constable from Westenburg who had early in 2013 lost his job due to absconding. Officials soon realised during their investigation that the housebreaking problems in Upper Town started soon after the Constable left the Police. “We started monitoring his movements and in doing so received a list of stolen goods from one of the homes broken into and traced the stolen items to a vehicle registered in his name parked in the yard of his home in Westenburg.” The car was loaded with stolen items but the suspect was nowhere to be found. The car and the items found inside were confiscated and the search for the ex-cop intensified. Further search of the property also revealed implements known to be used in housebreaking and several number plates presumed to have allegedly been used in more crimes which will be added to the charge sheet as the investigation continues.

Lim’s roads claim more lives than in 2012 RC MYBURGH >>rc.observer@gmail.com Limpopo’s roads claimed ten more lives during the December holidays in comparison with the figures of 2012, despite law enforcers’ joined efforts to maintain safer roads during the Festive Season. For the period 1 December to 2 January 31 more accidents were reported across the province. In 2012, 303 accidents were reported in comparison with last year’s 334. Eighty two people lost their lives on the roads, ten more than the 72 in 2012. Department of Roads and Transport (DRT) Spokesperson, Mr Jimmy Machaka said the death toll includes drivers and passengers of vehicles as well as pedestrians. Capricorn district scored the highest total of 113 accidents reported with 20 people losing their lives on this district’s roads. In 2012 only 79 accidents occurred in the district. The statistics further reveal that while the second most accidents, 89, occurred in Mopani district the most lives, 19, were claimed in Vhembe district. In the Sekhukhune and Waterberg districts vehicle accidents claimed 16 lives

respectively. Efforts by the DRT, municipal traffic departments, Police and the South African National Defence Force to secure a safer Festive Season on the province’s roads saw 164 108 vehicles being stopped and tested from 1 to 31 December. Three hundred and seven vehicles were impounded and 223 discontinued. Contributing to these figures are impounded mini buses (276), buses (10), motor vehicles (10) and other heavy vehicles (11). Discontinued vehicles included 86 motor vehicles, 26 busses, 24 mini buses and 87 heavy vehicles. The blood alcohol levels of 3 308 drivers were tested and 127 were arrested for exceeding the legal limit. Nearly 25 000 notices were issued of which 2 268 were for drivers fined for not wearing seatbelts. Another 127 drivers were arrested for overloading, 528 for outstanding warrants, two for providing false documents and seven for excessive speeding. “The highest speed recorded was 187 km/h in a 120 km/h zone. All drivers arrested for speeding paid R2 000 bail while drivers arrested for overloading also paid a fine of R2 000,” Machaka said.

R19 million worth of heroin found at Beitbridge KESHIA J V RENSBURG >> keshia.observer@gmail.com Mr Kennedy Manda (45) will be appearing in the Musina Magistrate’s Court tomorrow (Friday) following his arrest on 20 December at the Beitbridge Border Post for attempting to smuggle heroin worth more than R19 million into South Africa. The Malawian national was arrested after he was found in possession of more than 1 981g of heroin tablets, expertly discovered by

sniffer dogs on the border post. Brig Hangwani Mulaudzi, Spokesperson of the Limpopo Police says the joint operation between the Limpopo Police and the South African Revenue Service commenced when Police members stopped the bus that was on its way from Malawi. “The tablets were tested and returned a positive result for heroine. The package was referred to the SAPS Narcotics Unit for further investigation.” Manda has been in custody since his arrest in December and will be given the opportunity on Friday to make a formal bail application.

Lim ANC off to 102nd anniversary YOLANDE NEL >>observer.yolande@gmail.com A delegation of African National Congress (ANC) members from Limpopo is due to attend this weekend’s 102nd anniversary of the organisation in Mbombela in Mpumalanga where President Jacob Zuma is expected to keep to tradition when delivering the January 8 statement. Undoubtedly the largest ruling party gathering before the country goes to the polls, the occasion will also double as a manifesto launch rally. Part of the annual address to the gathering, to be preceded by an earlier two-day meeting of the National Executive Committee (NEC) of the ANC and party-related activities in various communities, is sure to reflect on the lifetime contribution of late former President Nelson Mandela to the

struggle. Besides organisational matters, Zuma is also bound to address international and national issues related to, among others, governance, social transformation, health and education as well as infrastructure demands in his speech. During the celebrations achievement awards are expected to be bestowed on branches or structures of the organisation from across the country as done annually. It was learnt that the provincial celebrations of the ruling party are expected to be held in the Vhembe district a week after. In the meantime the elective conference of the ANC in the province could apparently be moved to the first week of February, which doesn’t leave the new provincial party leadership with much time before the elections. None of the provincial spokespersons of the ANC were available for comment.

ollowing his appointment last year as Provincial Commissioner for the Limpopo Police, Lt Gen Fannie Masemola revealed his plans for 2014 with the Polokwane Observer, articulating the warning message that criminals should be aware that he and his department are ready to become a criminal’s biggest nightmare. With the New Year firmly kicking off Masemola feels the Limpopo Police should have resolutions to carry through the year. These resolutions include building on the successes and momentum created in the previous year and constantly ensuring that peace is a reality in the community. Issues of concern “I have recently noticed areas of concern in terms of crimes on the rise specifically including crimes against persons like rape, murder and robberies of houses, persons and businesses.” Property related crimes like burglary, theft and stock-theft together with the rising figures of rhino poaching will also be a point of interest for intensive investigation and as always incidences of corruption and fraud should be reduced. Areas of concern that have been noted include Thohoyandou, Polokwane, Westenburg, Seshego, Mankweng, Mahwelereng, Lephalale, Modimolle, Burgersfort and Tzaneen. Action plan Drawing up aggressive plans will stimulate results full of action and in doing so focus sternly on building high commitment, diligence and morale among personnel and encouraging command and control amongst commanders at station levels. Organising regular visits and station inspections will ensure all officials are on their posts and duly hard at work solving the crimes and situations from 2013 and 2014. Initiating more research work to support management decisions and structures and mobilising resources both physical and human. “We will also work hard this year to encourage technology advancement computer systems in aiding with the solving of crimes.”

Goals for 2014 Combating crime in 2014 is the main focus of the Limpopo Police and in keeping with resolutions and goals for the New Year Masemola shares his plans on curbing crime. impopo Tourism Agency (LTA) is pleased with the number of people that visited the provincial resorts during the Festive Season. This despite the number of visitors having declined by 5,13% (53 260 persons) from 56 141 people who went through the provincial resorts’ gates in 2012 as monitored by the agency’s business wing, Limpopo Wildlife Resorts from 1 December to 2013 to 5 January this year. LTA Spokesperson Mr Ntlhekeng Kgatla said they are pleased and satisfied with the numbers given the current unfavourable economic conditions. He further stated that the decline in visitor numbers can be ascribed to the upgrading and closure of some of the resorts as a result of floods and aging infrastructure. “We turned away bookings last year because some of our resorts were not functioning. We would have surpassed the number if all of them were functioning,” Kgatla explained.

He also added that the occupancy rate statistics for tourism products in the province served as a baseline for tourist’s arrivals in the province during the 2013 Festive Season. “The province has recorded an increase of tourist arrivals from 62% in 2012 to 64% in 2013. We are also pleased with the figures and the percentage of the occupancy rate was provided by the selected tourism accommodation establishments in the province as the departure point for the Tourist Growth Path of the Organisational Marketing Strategy,” Kgatla said. Popular destinations during the Festive Season included Klein Kariba, Mapungubwe Heritage Site and Marakele National Park, Legend Golf Safari Lodge, Protea Hotel Ranch Resort, Doorndraai Dam, Shonalanga, Rust de Winter, Forever Resort Tshipise, Warmbaths, Mphephu Resort and Kruger National Park. “At Kruger National Park about 19 271 people went through the Phalaborwa gate, 20 799 people went through the Punda Maria gate, while 1 585 people went though the Phafuri gate. Mphephu Resort, which re-opened for business in December last year after closing down due to floods, was one of favourite destinations. On Christmas Day 5 510 people went through the gates while Nwanedi welcomed over 6 143 people,” Kgatla said.

A new year, a new school RC Myburgh >>rc.observer@gmail.com Starting the new school year at a brand new school is probably the perfect motivation for Northern Academy Secondary School learners who will start the 2014 school year at the new campus on the Modjadjiskloof road on Monday. The first phase of the new campus is complete and according to Northern Academy Rector, Dr Sonia du Plessis approximately 2 000 learners, the Grade 10, 11 and 12s as well as half of the Grade 9 group will start the school year at the new campus. “The campus will also host 1 300 learners in the hostel,” she said. Phase one, which includes the new school and hostel, is being developed at a total cost of R92,1 million of which R49,5 million will be used for the school and R42,6 million for the hostel. Once all phases are completed the school will be able to accommodate 4 000 learners and 2 500 boarders. Curro Holdings in conjunction with Old Mutual and Public Investment Corporation bought Northern Academy in 2012 and construction of the new campus com-

menced on an 8,4 ha site near Mall of the North soon after. Curro also own local private schools Heuwelkruin and Meridian College. The new campus will provide in the institution’s need for growth and expansion and relieve the demand for enrolment and hostel space currently experienced. “On Tuesday after our Grade 12 results were released parents queued at the school to enrol their children at Northern Academy. Luckily with the new campus we are now able to accommodate all new learners,” Du Plessis said. The school is particularly proud of its matric results after four Grade 12 learners achieved seven distinctions each and one learner six. Five learners achieved five and four distinctions respectively with 176 learners achieving one to three distinctions. Life Orientation saw 177 distinctions contributing to the overall 100% pass rate. Hundred pass rates were also achieved in English First Additional Language, English Home Language, History, Information Technology and Sepedi Home Language. Two hundred and eighty one learners qualified for Bachelor degree studies and 130 learners towards a diploma.

Mr Tshediso Isaac Mabooa (39) was shot and killed by Limpopo Police following a massive shootout on Friday night. Brig Hangwani Mulaudzi, Spokesperson for Limpopo Police said members of the Police launched an intensive manhunt for Mabooa after the brutal shooting of his stepdaughters, aged eight and ten, just outside Chuene in Lebowakgomo on 1 January. It is alleged that Mabooa took his three children from their grandmother’s house to go to his wife’s place of work. “Seemingly his wife could not talk to him and without

The Limpopo Family Violence, Child Protection and Sexual Offences Units (FCS) arrested 82 alleged rapists and an additional 42 previously wanted rape suspects. A further 11 suspects were detained for child neglect with the youngest victim of this specific crime being only six-months-old. During the 16 days the unit also conducted 54 crime awareness campaigns

The Limpopo Police have noted with serious concern the escalation in incidents of violence that erupted in the province in the wake of the Festive Season. Brig Hangwani Mulaudzi, Spokesperson for the Limpopo Police said the latest incident occurred at Moshengo near Maake were five houses were set alight and destroyed by a group of people after five suspects were arrested for the alleged murder of a 20-year-old man shortly before Christmas. “The deceased and the suspects were drinking together when an argument ensued, he left and walked home but the group of suspects followed him and dragged him into the house where he was stabbed several times,” Mulaudzi stated, adding that three suspects were arrested shortly after the incident and the last two on Sunday. The issue of concern is the community who on Sunday evening decided to take the law into their own hands. Six houses belonging to the suspects and their relatives were destroyed in the process. The suspects are set to appear in the Maake Magistrate’s Court soon.

Wanted armed robbers nabbed

Five suspects will be appearing in the Naphuno Magistrate’s Court on Friday following their arrests in December for allegedly robbing a shop and holding the owner held at gunpoint. During the incident the suspects allegedly took R3 000 in cash and cigarettes and fled the scene using the owner’s Toyota Hilux bakkie. was short lived when, thanks to an anti-hijacking device, the vehicle stopped and the suspects were forced to climb the mountain in Shiluvani village in Maake on foot. “With Police hot on their heels the suspects started to fire shots but the determined Police took cover and kept the chase alive, cornering the suspects before long and in the process arresting the suspects. A 9mm pistol, three live rounds of ammunition, the stolen cash and the bakkie were confiscated.” Initial investigations have linked the five suspects, Messrs Peter Mogale (27), Jack Mahsapu (18), Prince Modika (25), Stanley Letswalo (27) and Gideon Kgashane (23), to 12 cases including alleged business robbery, hijacking and the possession of a firearm and ammunition without a licence.

Operation Duty Calls gains momentum Well over 700 people have been busted since the onset of Operation Duty Calls two months ago. These law breakers were arrested across Limpopo for various crimes and infringements. A total of 768 suspects were arrested for alleged offences ranging from armed robbery, murder, rape, assault and common assault. Brig Hangwani Mulaudzi, spokesperson for the Limpopo Police says members of the Police managed to confiscate six illegal firearms as well as a total of 41 dangerous weapons including pangas, knives and axes and various other materials allegedly used to commit murder, attempted murder, assault and even rape. The operation will continue until the end of January when final figures for the operation will again be released.

he old adage of keeping on until you succeed is very true, especially for Kholofelo Lekganyane who after her second attempt at becoming Miss Limpopo, was awarded with the prestigious 2014 title at the end of last year. Hard work, confidence and the stacks of charity work Lekganyane engaged in during her 2013 year as Miss Limpopo princess paved the road to success for her and ensured the title was hers this year. “It’s not about what the title can do for me; it’s about what I can do for the title and my province,” she enthuses. Being the ideal Miss Limpopo is paramount to this 21-year-old honours student who, while uplifting her surroundings with her extensive charity projects still finds time to excel at her psychology studies at the University of Limpopo’s Turfloop Campus. “My greatest achievement so far, excluding my Miss Limpopo title would definitely be my academic qualifications which I received at the end of 2013. I achieved distinctions in four of my subjects.” Lekganyane says she has done this solely through proper time management and being well-rounded and wellfocused at all times. When it comes to aiding her fellow man and being more than

just a pretty face, she boldly faces the issues she believes need to be dealt with in Limpopo, instead of just being swept under the rug. Lekganyane says she recently read a news article stating that Limpopo has the highest incidences of teenage pregnancy in the country. “I feel the Department of Health and the Department of Education cannot be blamed for this as they have duly done their bit to educate and sensitise young women about the dangers surrounding teenage pregnancy. It is now up to individuals to decide for themselves. Setting goals for yourself, knowing yourself and respecting yourself is the first step in eradicating this problem which has many repercussions that go far beyond possible sexually transmitted diseases and the high costs of raising a child,” she firmly declares. Together with her already successful charity projects she started supporting in 2013 during her reign as Miss Limpopo princess she will this year be adding a bit of a personal touch and helping individuals and families in her community who need assistance. “I am currently in the process of helping a family from Mankweng who during the recent storms lost their home. They are currently living in a plastic shack and have to make use of a bucket toilet.” Charities currently falling under her watchful eye include the Moguang Hospice in Mankweng

Indien jy van kleintyd af op die regte pad is, kan jy alles doen wat ‘n man kan doen en nog meer.” Met ‘n hart vol hoop en wense vir ‘n blinker en beter Limpopo gaan Ströh daagliks daarna strewe om ongelykheid tussen mense om haar te verminder. “As ons saam staan, ryk en arm, gesondes en siekes, wit en swart, wie sal dan teen ons kan staan,” meen sy.

ong serving personnel at the South African Social Security Agency (Sassa) were honoured for their outstanding contribution towards improving the lives of the more vulnerable members of the community during December 2013. Framed certificates of appreciation were handed over to personnel who have served for ten, 20 and 30 years at the agency. The Regional Executive Manager for Sassa Limpopo, Mr Themba Matlou thanked the long serving employees for their commitment and service to the elderly and disadvantaged people of the province. He added that through their endeavours disability grants and pensions are paid out on time to the large number of people who rely on these funds for their survival every month. Matlou said he is looking forward towards honouring Sassa personnel for achieving 40 years of service with the agency in the future.

The African National Congress (ANC) in Limpopo joined scores of South Africans in congratulating the Class of 2013 on a remarkable performance which took the national matric pass rate to a staggering 78,2%. “This is a significant improvement on the 2012 pass rate and a clear signal that we have turned the tide in relation to matric results,” stated Mr Sello Lediga in a media release on behalf of the ANC Provincial Task Team (PTT). For Limpopo, crossing the psychological barrier line of 70% by almost 2% was a commendable accomplishment, he said. “It shows that the province is on course to a better future. The outstanding achievements of some of our learners even surpassed some of the best in the country. It is for this reason that we pay tribute to the distinguished and fine Class of 2013. “Of course a lot still has to be done for Limpopo to become the top province in the

country. The fact that despite these good results, Limpopo still languishes second from bottom of the matric log, suggests that the province is still faced with a herculean task of improving its performance to claim a top spot in the country. “The fact that the Free State emerged from the shadows to claim position one in the country is a clear indication that with sufficient determination, we can also do it.” He further expressed gratitude to all matriculants of 2013, their teachers, principals, Department of Education management, unions, parents and all stakeholders in the education fraternity, for their tireless efforts that contributed to this success. “It is absolutely important to congratulate the MEC of Education, Comrade Dikeledi Magadzi on her stewardship of this difficult portfolio for which she assumed leadership a few months ago. Well done, Comrade.” In conclusion, he reiterated the call by Premier Stan Mathabatha to set a target of 80% pass rate for the 2014 academic year.

Cope not excited about matric results YOLANDE NEL >>observer.yolande@gmail.com The Congress of the People (Cope) in Limpopo is not at all excited about the 2013 provincial matric results which have just been released, despite the slight increment in pass rate. Expressing dissatisfaction with the provincial figures released during an occasion outside Polokwane on Tuesday, Cope Limpopo spokesperson and acting national deputy general secretary Motlatjo Thetjeng said instead they had everything to be worried about. Education, he pointed out, was a critical aspect to any

country. He simultaneously raised the question of how many learners being admitted to first grade in the event actually passed Grade 12. He further touched on the poor quality of teachers in Limpopo schools who required continuous in-service training. Teachers, he added, were not well grounded and could not take children to a higher level of improved results. In conclusion Thetjeng was not hopeful that all departmental textbooks and learning aid would have been delivered to state schools across the province in time for when they reopened next week.

DA concerned over quality of passes YOLANDE NEL >>observer.yolande@gmail.com The Democratic Alliance (DA) congratulated all successful Limpopo matriculants on the 2013 results. The province’s overall pass mark of 71,8%, announced earlier Monday evening by Basic Education Minister Angie Motshekga, was up from 66,9 % in 2012 and 63,9% in 2011, said DA Limpopo Education spokesperson Desiree van der Walt. Although the statistics seemed encouraging, it required significant further study before we can definitively state that Limpopo is making progress in delivering better education, she stated in a media release. The results came amid growing concern over the quality of the matric qualification and questions around whether the pass mark criteria was being consistently lowered, she pointed out. Van der Walt quoted independent research supported by the recent Annual National Assessment (ANA) results at schools countrywide showing that the schooling system remained in a critical state, irrespective of changing percentage passes at matric level. She expressed concern about the quality of passes. “We need matrics to achieve high marks in Science and Mathematics, and to qualify for university study by achieving matric

Passing at the 30% level does not prepare matrics to compete successfully in a modern economy. “We are also concerned about retention of Grade 10 and 11 learners in the system. It is easy to superficially inflate the pass rate by holding back, or forcing out, students likely to fail. The important question is how many of our pupils actually reached matric, and how many dropped out in Grade 10 or 11. The practice of forcing students to drop out is called “culling” and is a quick-fix way to superficially increase pass rates without actually improving educational outcomes. Our focus should be on retaining as many pupils as possible and helping them to pass with the best grades, and skills, at the end of matric. She continued saying: “We are yet to receive more information on Limpopo’s results for these important indicators. Once we receive all this information, we will be able to conduct a much more accurate assessment of our education system in the province. “We must be careful not to rush to celebrate these results when so many important questions remain unanswered. In the coming days they would study and analyse the results more closely and determine the true success rate for the class of 2013, she concluded.

EFF National Spokesperson Mbuyiseni Ndlozi congratulated matriculants who obtained their National Senior Certificate in 2013, labelling it a milestone in a young person’s life. He continued saying all should be encouraged to know that the NSC was not enough and “thus, further education and training is important both for the country and the individual’s development.” EFF called on all fighters, from Ward Command Teams to the Central Command Team and institutions of higher learning and training, to assist students find space to further their education. This should include identifying funding, institutions of learning and offering help with re-

gards to the filling in of forms, Ndlozi continued. “In as much as South Africa does not have enough places for all who passed, no one must be found with a matric certificate without an opportunity to further their studies. If need be, even international institutions abroad must be considered as destinations for young people who should further their education. In time, and through the radical economic emancipation program of the EFF, which will provide free quality education and lead to the expansion of higher education institutions, EFF shall once and for all resolve the predicament of shortage of spaces and funding for quality higher education and training.” He concluded saying: “All fighters in wards, universities and FETs must go out and help the students to find an opportunity to further their education. There is no benefiting from economic emancipation without further education and training.”

Mr Brian Tigere, a social worker at APD said the nappies will help the association and ease the lives of the disabled children. “We are happy with the contribution by Meropa and we are grateful for including us in their programmes. We have a serious need for nappies. Most of the children cared for use seven ten nappies a day and we struggle to meet the demand without assistance from organisations and individuals. We appeal to other companies to also come on board make the lives of these children

Mapungubwe Festival postponed to March Herbert Rachuene >>herbert@mailbox.co.za The Department of Sport, Arts and Culture has postponed the annual Mapungubwe Festival to March at after it failed to stage the event in December last year. Spokesperson for the department, Mr Khathu Sadiki explained that the festival, scheduled to have taken place on 15 December last year, was postponed allow the people of the province to join the rest of the country in mourning for former President Nelson Mandela who was laid to rest on the day.

“The Department is currently engaging with the relevant stakeholders to ensure that the festival takes place before the end of the financial year, which would be in March 2014. We haven’t come up with the date yet but we will let everyone know as we come closer to the time. We also extend our apologies to those who have already purchased the tickets and the artists,” Sadiki said. Artists scheduled to perform at the event include Selaelo Selota, The Soil, Stimela, Dr Malinga and freshly ground. The festival is one of the province’s main events aimed at promoting social cohesion and cultural diversity in the province.

Small business funding scheduled to increase threefold in 2014 T

he year 2013 has been a positive one for small and medium enterprises (SMEs) and the most beneficial for this sector in 2013 has been the realisation that SMEs are vital players in South Africa’s economy. “This is not only as job creators, but as key partners that need to be consulted and co-opted in South Africa’s quest to emerge from its economic growth quagmire,” Mr Sisa Ntshona, Head of Enterprise Development at Absa stated in a recent press release. “Although there has always been a general acknowledgement of the crucial role SMEs play in our economy, there has up to now been too little effort by both private and public sector entities in developing SMEs and fostering an SME friendly environment. Last year has in many ways represented a decisive break from this.” SME funding by both public and private sector has increased and is scheduled to increase threefold in 2014. Two of South Africa’s major public funding sources at the national level, the Small Enterprise Finance Agency (Sefa) and the National Empowerment Fund (NEF) disbursed a joint total of R1,5 billion in the 2012/13 financial year, compared to R1,3 billion in the 2011/12 financial year, effectively

creating thousands of jobs. “The private sector is also starting to move decisively in contributing to the development of SMEs. In 2013, we have seen a greater number of big businesses not only talking about supplier development programmes, but actually implementing them and as a result, procurement from SMEs by big businesses continues to increase,” Ntshona stated. The banking sector has also fully taken on its role in creating a more conducive environment for SMEs. Absa has in the past year rolled out a total of nine walk-in entrepreneurship centres and earmarked a total of R250 million towards SME development and several other players in the banking sector are doing the same. “In the end, 2013 has been a positive year in terms of reinforcing the importance of SMEs for our development, SME funding and the creation of SME supplier development programmes, however, a lot more still needs to be done. As a result, this year will be shaped by how we move beyond issues related to the creation and development of SMEs, to generating a sustainable environment for SMEs.” His view, and the assessment by Absa, has

always been that it is not so much about funding, but about access to markets, and the requisite skills that small business owners need to develop, in order to create new markets or penetrate existing markets. “Capacitating small business owners with vital business skills such as the knowledge of legal matters, the compliance environment and general business acumen, remain the greatest challenges in 2014,” he said. He added that 2014 will also be dominated by policy and legislative developments, which could represent a great opportunity or stumbling block for SMEs. The Davis Tax Committee appointed by Finance Minister Pravin Gordhan in July 2013, will have wide-ranging ramifications for the country’s taxing regime and depending on its outcomes, may either bolster or stifle growth for small businesses. The revised broad-based black economic empowerment (BBBEE) codes will also start to have an impact on SMEs in the latter part of 2014. “While the new BBBEE codes will affect contributor statuses of most SMEs, they will in the main contribute to meaningful supplier development, if properly implemented,” he said.

The remaining amount, i.e. salary less monthly needs, is the amount available for the debt counsellor to negotiate with all your creditors to pay them over a period. For some debts your instalment can reduced by 50% and a lower interest rate. Once your monthly needs have been provided for you do not have to worry about your debts and your creditors cannot take legal action against you. However, should creditors have taken action before you registered the Credit Act cannot overrule a court order.

Do not borrow money to pay debts It is very important that, should you receive a 129 notice informing you that legal action will take place, you consult Vision Debt Counsellors without delay as action can still be avoided. The negative side of being under debt review is that you will not be allowed to make further loans. However you won’t need to as sufficient money for your needs have been provided for. ome prices will rise during 2014 in the face of a growing shortage of stock, but increases will be tempered by affordability constraints. This according to Mr Richard Gray, Chief Executive Officer of the Harcourts Real Estate group who in a recent press release Gray explained that a year ago, there was an oversupply of property, but this has largely been sold, especially in the metropolitan areas, and we are actually experiencing a shortage of homes to sell in many of the most popular suburbs. “Demand is to a large extent being driven by the increasing number of first-time buyers coming into the market and freeing-up existing owners to upgrade or just move elsewhere. However, there has also been much activity in the past year at the upper end of the market, with high net worth individuals deciding that the time was right to acquire multimillion-rand properties before values really start to climb again,” he said. The growing stock shortages will undoubtedly drive prices higher over the next 12 months, despite substantially increased activity on the part of developers. “Building input costs are high and – according to Absa - it is currently about 37% more costly to build or buy a new home than it is to purchase a similar pre-owned home, so even when a developer does add new stock to a suburb, it is likely to be priced at more than the surrounding homes and so have no depressing effect on local prices.” Harcourts expect sales and price increases to be constrained in the coming year by affordability issues. “The current low interest rate cycle is of course aiding affordability and the financial institutions do appear to have an increasing appetite for mortgage lending,” Gray said. He pointed out that household debts remain high and this is limiting the ability of the banks to lend because existing debt commitments reduce the percentage of disposable income that prospective buyers have available to cover the monthly repayment on a home loan. “Buyers who cannot qualify for the home loans they want then either have to postpone their homeownership plans while they reduce their debts and save up a big enough deposit, or lower their sights and buy a cheaper property.” Meanwhile banks have no desire to see new homeowners find themselves in a negative equity situation - as so many did following the 2009 recession and property price collapse – so they remain conservative in their property valuations when granting home loans, and this is also acting as a brake on price growth. Demand to rise faster than prices “In real estate terms, 2014 should see the market continuing to strengthen and build on the gains of the past two years, with stock shortages growing and homes selling much more quickly in response to rapidly increasing demand,” said Mr Berry Everitt, Managing Director of Chas Everitt International property group. Everitt noted that in spite of the sluggish economy and declining consumer confidence, every month sees more prospective buyers streaming into the market. “South Africa’s population is growing and there is also massive pent-up demand because of the slow rate of new housing development from 2009 until late last year, as well as the tight credit controls exercised by the banks for the past five years.” He said there is also a strong sense that the current very low interest rates will not last more than another year, and that prices will start to increase more rapidly as stock shortages grow even more acute, especially in the most popular suburbs of the big cities and metros.

he Limpopo u.19 girls’ cricket team fared the best of all the high schools provincial cricket teams that participated in their respective cricket weeks during the December holidays. They travelled all the way down to Cape Town to take on the best girls cricketers in the country, winning five out of the six matches they played. It was a memorable week for Richelle Lambert, who scored an unbeaten 122 runs against South Western Districts to become the first Limpopo girls cricketer to score a century during the tournament. The boys’ teams represented the province

with pride in all the tournaments that they participated in with the u.12s winning all four of their matches in Pretoria. Limpopo Impala Cricket Manager, Jack Senetla said the feat of the u.12 team shows that cricket development in the province is really starting to bear fruit. The u.13 girls’ team travelled to Namibia where they won one of the four matches they played. The u.13 boys’ team won two of the six matches they played in Bloemfontein. The u.17 boys’ team won two of the six matches they played in Stellenbosch and the u.19 boys’ team lost three of the matches they played, with the other three fixtures rained out during a rather wet week in Durban. The u.15 boys’ team could not manage to win any of the six matches they played in Johannesburg.

The fixture forms part of an initiative between the Blue Bulls Company and the Polokwane Municipality aimed at generating funds for tertiary learners in the province. During last year’s match against the Cheetahs, a total of R920 000 was raised towards sporting bursaries that benefitted 56 learners from disadvantaged communities in Limpopo. This year the Polokwane Municipality hopes to raise in access R1 million towards the same cause as part of their Corporate Social Responsibility Initiative for 2014. Blue Bulls Company CEO, Barend van Graan says the warm-up fixture in Polokwane is one of the highlights of their pre-season preparations. “Now in our third year of this agreement, we’ve always felt very much at home in Polokwane. The stadium is world class, the people supportive and the weather outstanding. The only thing left is for both teams to put on an outstanding display in their first time out. We are honoured that by participating in this match, we can hopefully send many more eager young learners onto further their education,” van Graan elaborated. he Local Organising Committee of the Orange African Nations Championship (Chan) has assured the people of the province that all systems are ready to host a successful tournament from 11 January to 1 February. The city will host six matches to be played during the group stages and a quarter final match which will be played at the Peter Mokaba Stadium. Countries scheduled to play at the stadium are Burundi, Mauritania, Congo Brazzaville, Gabon, Libya and the Democratic Republic of Congo (DR Congo). Head of Marketing and Communications and Stakeholder Relations Transport Services at Polokwane Municipality and Chan Communications, Mantlako Sebaka said they started with the preparations last year and currently the city is in a play ready mode. “Already the DR Congo team has been in the city from late last year and other teams will be arriving before Thursday (today) but in the main the last team to arrive will be on Saturday,” Sebaka said. He urged the people of the province to purchase tickets for the matches at Computicket outlets nationwide and support the event. “The ticket prices range from R40 to R200. Most of the group matches in the city are double headers and we believe that is a bargain for football supporters and fans alike,” Sebaka said. “This is a spectacular tournament where we celebrate Africa’s home champions, so we need the fans at the tournament. We have done a lot of marketing for the tournament and we believe by now everyone knows about it.

“The marketing of the tournament has been a difficult exercise considering that it was competing with the Festive Season and back to school programmes, but we are optimistic that we will have numbers at the stadium,” Sebaka added. He also added that 350 volunteers will be assisting in many areas during the tournament. “They will be assisting in marketing and communications, security, hospitality, transport and protocol. They will be bringing in the experience and expertise and help us to deliver a successful tournament,” Sebaka said. The Chan tournament was first announced on 11 September 2007 and is administered by the Confederation of African Football (CAF). It is played between the best national teams of Africa consisting exclusively of players who are active in the national championships of their countries and who have qualified to play in the ongoing season. The tournament is held every two years, alternating with the Africa Cup of Nations. The qualifying phase takes place every even year and the final every odd year.

adine Meiring is die topstudent in die Capricorndistrik en die twintigste beste graad 12leerder in die provinsie met onderskeidings in Afrikaans, Engels, lewensoriëntering, wiskunde, wiskunde 3, lewenswetenskappe, fisiese wetenskap en rekeningkunde. Sy glo dat ‘n gebalanseerde lewenstyl die rede vir haar uitsonderlike prestasie van agt onderskeidings tydens 2013 se matriekeindeksamen is. Die slimkop is die Hoërskool Pietersburg (PHS) se top graad 12- presteerder en het verlede jaar nie net akademies presteer nie, maar ook op die sportveld uitgeblink. Nadine was die afgelope twee jaar kaptein van die PHS se eerste hokkiespan wat verlede jaar die Limpopo Hoërskole Hokkieliga gewen het en ook die kampioene van die Nu Power/Tuksreeks was. Boonop was sy twee jaar deel van die provinsiale o.18-hokkiespan. Nadine het haar hele hoërskoolloopbaan by PHS deurgebring en is ‘n ‘Pietie’ in murg en been. Sy sê sy gaan haar talle vriende en onderwysers wat haar bygestaan het in haar hoërskooljare baie mis, maar kan nie wag nie om haar skoolklere vir die laaste keer op te hang voor sy later die maand by die Universiteit van Pretoria (Tuks) aansluit vir ‘n graad in fisioterapie nie. Die keuse was vir haar maklik omdat sy nie daarvan hou om die hele dag in ‘n kantoor te spandeer nie.

Nou sien sy met bietjie senuwees en groot verwagtinge uit om die volgende vier jaar in die ‘Curlitzia’-koshuis by Tuks se mediese fakulteit deur te bring. Die groot ondersteuning van haar ouers, Johan en Marileen en al die onderwysers by PHS het meegehelp om haar sukses te verseker “Ek moet veral dankie sê vir mev Linda Jansen, my wiskunde 3-onderwyser wat my gehelp het om ‘n onderskeiding te behaal aangesien ek eers vanjaar besluit het om die vak te neem.” “Om my doelwit van agt onderskeidings te bereik het baie harde werk en deursettingsvermoë gekos, maar alles het nie net oor my skoolwerk gegaan nie. Jy kan nie die hele tyd net leer nie. Ek moes tyd op die sportveld en saam met my vriende spandeer want as ek net geleer het sou ek mal geword het,” verduidelik Nadine. Haar droom is om eendag vir een of ander internasionale span ‘n fisioterapeut te wees, verkieslik vir die Protea hokkiespan aangesien sy baie lief vir hokkie is. Sy wil ook graag op universiteitsvlak hokkie speel. Nadine is baie lief vir die buitelewe en hou daarvan om tyd met haar drie jonger sussies op die plaas of in die buitelug te spandeer. Sy hou ook van jag en lees en wil eendag haar eie plaas besit. • Larochelle Dreyer was kort op Nadine se hakke. Sy het onder meer 100% in ekonomie behaal. PHS se matrieks het in totaal 379 A-simbole verwerf. Ten opsigte van onderskeidings het Lydia de Lange stof in die ander leerders se oë geskop met nege onderskeidings. Friedrich Cilliers en Juandré Viljoen het elk agt onderskeidings behaal.
