iven nine months to lift Limpopo from the doldrums of despair, Premier Stan Mathabatha’s earlier return to the province has brought drastic change as a result of austere measures being dropped into place. The no fear-no favour attitude displayed by Limpopo’s First Citizen during his first 100 days in office has, among others, ensured stringent efforts to recover every penny of taxpayers’ monies allegedly looted in the past. Having recently passed the milestone, Mathabatha has been instrumental in rapidly changing the face of Limpopo, which over time has generated an image of alleged looting ground. As Mathabatha had been adhering to the order from the top to put systems right and clean up the provincial administration, his enormous challenges kept on mounting, said Premier’s Spokesperson Kenny Mathivha. He said as a result urgency has started to become apparent within the public service in Limpopo. His arrival sparked the unblocking of 302 existing cases under investigation for two years, Mathivha pointed out. With it came disciplinary action against scores of officials in the employ of the provincial government in whose names letters were already pending and the suspension of the heads of the Departments of Education and Cooperative Governance, Human Settlements and Traditional Affairs (Coghsta) expected to appear in hearings within the next week, stressed Mathivha. All along the round-the-clock work of the Special Investigations Unit in Limpopo continued, assisted in the process by the administrators on
the intervention team perceived to be on an exit, he said. A major focal point, he added, for Mathabatha was to rid supply chain management structures of alleged corrupt elements. By forging ahead with his clean-up action, Mathabatha had to become accustomed to public servants ganging up against the Members of his Executive Council (MECs) while alleging victimisation, Mathivha said. People, he added, usually resisted change. Mathivha predicted that the Premier initially did not truly anticipate the depth of the problem in the administration and most likely did not foresee the enormity of the task ahead. For little over three months now Mathabatha has been caught up in consultations and deliberations, meeting every possible formation or structure, he indicated. Mathivha reiterated Limpopo’s new Premier considered stakeholder engagement as key. Counting among the most recent interaction with role players from different spheres are discussions with farmers’ associations in Polokwane late last week. This, it was learnt, was not an ordinary occurrence during the tenure of Mathabatha predecessor Cassel Mathale. At the time of going to press Mathabatha was engaged in the Exco lekgotla that commenced at a venue outside Polokwane early yesterday (Wednesday) morning, expected to deliver the opening address before receiving feedback on progress made during the current financial year. Mathivha concluded by comparing the recuperation programme Mathabatha has embarked on to a wheelchair-bound patient with a broken leg requiring time to heal, eventually discarding the bandages and being able to walk again.

Three alleged sex workers threaten with violence KESHIA J V RENSBURG >> keshia.observer@gmail.com Ten alleged sex workers were arrested in Ladanna over the weekend following a front page exclusive run by Polokwane Observer regarding the influx of sex workers on the streets of Ladanna. After receiving calls from the community Capt Mohlaka Mashiane from the Westenburg Police patrolled the area in question and soon made arrests. “The Westenburg Police arrested ten prostitutes over the weekend in the Ladanna area and the women were made to pay admission of guilt fines for their crimes.” Polokwane Observer reported on the plight of families and businesses in Ladanna who are fed up with the rising trend of prostitution on the streets of the usually quiet suburb. Record sales of this edition and numerous complaints from concerned community members proved positively that the community is sick and tired of a lack of morals and a decaying society resorting to prostitution as a living. Businesses in Ladanna immediately contacted the Police and Polokwane Observer raising their complaints and their views on the downhill slope Ladanna is sliding down since these women made this their turf of choice.
Various businesses and community members in Ladanna say that a petition will soon be doing the rounds in an attempt to rid their community of the alleged sex workers now occupying their streets. Last Thursday morning kicked off with a bang at the offices of Polokwane Observer when three alleged sex workers burst into the office and identified themselves as the three women on the front page. These women also threatened staff members with violence and promises of physical retaliation if the picture was not removed from the newspaper’s website. They alleged the picture was taken of them whilst they were discussing a personal matter late at night and that they are not sex workers. Following this visit from the women professing that they are not sex-workers, a representative from the Sex Workers Education and Advocacy Taskforce (Sweat) contacted the editor and laid a complaint regarding baised reporting. She also requested that the front page photo be removed from Polokwane Observer’s website. Advocacy worker, Ms Ntokozo Yingwana explained that, “regardless of whether sex work is criminalised or not, even criminals have human rights.”

a die onlangse bekendmaking van die jongste misdaadstatistiek in Limpopo, kan die aanname tereg gemaak word dat dwelmhandelaars en -agente nie vasgevat word nie en die polisie en owerhede besig is om die stryd te verloor. Tussen April 2012 en Maart 2013 het dwelmverwante misdaad met 46% toegeneem en staan die totale styging die afgelope vier jaar op ‘n skrikwekkende 119,6%. “Dwelmvervaardigers en -verspreiders is in my oë erger as reeksmoordenaars. Hulle is massamoordenaars wat besig is om ‘n hele geslag jongmense stadig maar seker uit te wis.” Dié opinie van baasspeurder Piet Byleveld deel mense wêreldwyd. Dwelms en drank stroop jou van alles, jou menswees, ouers, familie en gesondheid en vat jou net na een van drie plekke – ‘n rehabilitasiesentrum, tronk of graf toe. ‘n Gegewe is dat ‘n groot verskeidenheid afhanklikheidsvormende middels, wettig en
‘n gebrek of afwesigheid van duidelike grense deur ouers vasgelê of ‘n swak voorbeeld deur ouers kan kinders in ‘n hoë risikogroep plaas. Alle blaam kan nie sonder meer voor die deur van ouers, veral goeie ouers, gelê word nie. Groepsdruk, verveeldheid, ‘n gebrek aan selfgelding by die kind sowel as uitdagings soos onder meer leerprobleme, ‘n swak selfbeeld en depressie speel ook ‘n rol. Tieners gee dikwels voor dat hulle nie ‘n probleem het nie, maar raak algaande verstrik in die web wat gewetenlose mense, veral Nigeriërs, uitbuit en skatryk maak. “Slegs die eerste keer wat ‘n dwelmmiddel gebruik word, kan as eksperimentering beskou word, daarna misbruik ‘n persoon dit en afhanklikheid volg kort daarna, indien nie onmiddellik nie,” meen Seegers. Leerders, ouers en onderwysers is nie altyd opgelei om doeltreffend op te tree nie en kort inligting en vaardighede om dié uitdagings te hanteer. Polokwane Observer het met verskeie ouers gesels wie se kinders by dwelms betrokke was of is en ‘n paar vrae aan hulle gevra om ander ouers te help wat dalk deur dieselfde hel gaan of nie goed ingelig is oor die gevare nie. Wat was jou eerste gewaarwordinge, emosie en optrede? Jou lewe val uitmekaar, alles kom tot stilstand. Niks maak meer saak nie, jy wil net ontslae raak van hierdie monster wat besig is om jou kind in te sluk en oor hom te loop. Jy lees en hoor van dwelms, maar dink altyd dit is iemand anders se kind. Jy bly stil omdat jy skaam is en dink: “Wat het ek verkeerd gedoen?” Sodra jy egter begin praat, besef jy hoeveel ander mense se kinders gebruik dwelms en raak dit makliker om daaroor te praat. Om met skok, woede, teleurstelling en hartseer te reageer is net menslik en waarskynlik ook die presiese rede waarom kinders dit vir hul ouers probeer wegsteek. Ouers kan nooit voorbereid wees nie. Ek het oor alles vir my kind gebid behalwe die dwelmversoeking omdat dit buite baie ouers en my verwysingsraamwerk was. Na die tyd besef mens die waarskuwingstekens was daar, maar jy wil dit nie glo of erken nie. Ouers is ook oningelig en naïef. Om in jou kind se kaste, sakke, sportsakke en skooltas te krap sonder sy medewete wanneer jy onraad vermoed is nie om sy privaatheid te skend nie, maar om dikwels desperaat te probeer om sy lewe te red. Wanneer het jy van die probleem bewus geraak? Jy ken jou kind. Stel ondersoek in wanneer hy begin vreemd optree. Baie kinders se persoonlikheid verander, hulle raak aggressief, slordig, vra aanmekaar geld, kom en gaan soms op vreemde tye, is geïrriteerd en rusteloos soos iemand wat ontuis voel in sy eie vel. Nuwe maats en kuierplekke waarvan jy niks weet en waaroor hy baie vaag en geheimsinnig is en goed wat uit die huis wegraak is van die vernaamste tekens. ’n Volledige lys van simptome, tekens en veranderde gedrag word in Polokwane Observer van 17 Oktober gepubliseer.
Wat sou jy anders doen as jy nou terugkyk? Vinniger gaan hulp soek het. My nie laat intimideer het nie. Nie telkens geld gegee het om die vrede te bewaar nie. Dadelik alles met my man gedeel het, dan dra jy dit immers nie alleen nie. Onthou dat dwelms ‘n oproep ver is. Dit word by jou afgelewer, oor die huis se muur gegooi, is oral in openbare plekke naby jou huis, werk, skool of maats se huise enige tyd van die nag of dag binne vier tot tien minute nadat jy geskakel het, verkrygbaar. Dwelms behalwe dagga is duur. Kinders met geld kan enigiets koop. Wees dus ingelig oor jou kind se geldsake en die gebruik daarvan. Dis nou maklik omdat ek baie meer ingelig is en weet van die gevaartekens. Ek wens ek kon dadelik die probleem identifiseer en ‘n hegte vertrouensverhouding met my kind hê om die probleem saam aan te pak. Wat is jou raad aan ouers? Praat met jou kind oor dwelms en leer hom om NEE te sê. Wys jou kind dat jy vir hom omgee. Spandeer tyd saam met hom en gesels met hom. LUISTER veral na wat hy sê. Weet wie jou kind se vriende is en by wie partytjies gehou word. Onthou dat geld nie geluk of ‘n kind se lojaliteit kan koop nie. Wees betrokke by jou kind se skool en help hom om gesonde waardes te ontwikkel. Help jou kind met vryetydsbesteding. Kweek belangstelling vir stokperdjies en sport. Wat kan ‘n ouer of ander doen nadat vasgestel is dat ‘n kind beslis dwelms gebruik? Dwelmmisbruik en nie net in hole en verste uithoeke nie, maar veral in rykmanshuise waar kinders meer geld as liefde kry. Bly kalm. Moenie oorreageer, aan die huil gaan en verwyte rondslinger nie. Wees voorbereid dat konfrontasie kan ontwikkel en dat die kind dit aanvanklik sal ontken of ontwykend sal wees. Baie willig eers na konfrontasie in om behandeling te kry. Moenie uitstel nie, kry dit agter die rug. Hou aan om openhartige gesprekke binne die gesin te voer om doodseker te maak dat die kind se misbruik permanent beëindig word. Vra die kind mooi om jou soveel moontlik te vertel oor hoe lank hy reeds dwelms gebruik en hoeveel hy daarvan gebruik. Moenie jou kind verwerp of haat nie, haat die dwelms maar bly lief vir jou kind. Jou deur en hart moet veral oopbly, maar moenie toelaat dat jou kind jou laat skuldig voel nie. Moenie geld gee nie. Wen jou kind terug deur liefde maar ferm optrede. As besittings wegraak, moet hy nie daarmee wegkom nie. Moenie dwelmhandelaars aanvat nie, hulle is uitgeslape, gemeen en voel niks vir iemand se lewe nie. Hulle dreig nie net nie, hulle vermoor, vergiftig en vermink werklik mense wat in hulle pad staan. Uiters gevaarlike middels soos batterysuur word onder meer met dwelms gemeng om die gewig te vermeerder vir groter wins. Behou altyd hoop en geloof. Vergeet van ander huishoudelike onenighede en vorm ‘n verenigde front in die gesin en huwelik om die probleem te oorkom. As ouers geskei is, moet hulle met mekaar praat en dieselfde boodskap vir die kind oor sy probleem gee. Liefde en liefdeloosheid het ‘n enorme invloed op jongmense. Die enigste uitweg is dikwels om kinders te help om ontslae te raak van ‘n slagoffergevoel en verantwoordelikheid te neem vir hul eie geestelike welstand en toekoms. Jongmense wat uit gebroke huishoudings kom hou selde nie littekens oor nie. Dit is onregverdig en onwaar om te veralgemeen en te sê die polisie doen nie hulle werk nie. Daar is baie toegewyde polisielede wat hul werk ernstig opneem en alles binne hul vermoë doen om wet en orde te handhaaf en die gemeenskap teen misdrywe te beskerm. As die kind aanvaar dat hy hulp nodig het, help waar jy kan en reël vir die nodige professionele hulp. oe Chanri Murray (17) in graad ses verneem dat nierversaking en meegaande komplikasies voortaan haar hele bestaan sou dikteer, het sy dit aanvanklik as ‘n doodsvonnis beleef. Dit was egter die begin van ‘n lewensveranderende reis vir haar en haar geliefdes waartydens hul geloof en waardes as gesin deeglik getoets en gelouter is en hulle vandag sterker staan as ooit. Die titel van haar verhaal wat onlangs in boekvorm verskyn het, “Wie het niere nodig as jy vir God het?” is sprekend hiervan.
Die slotparagraaf, waarin sy voorspel dat die laaste nog nie van haar gehoor is nie, het Saterdag, na jare van daaglikse dialise, ‘n uiters streng dieet, talle terugslae, merkwaardige deursettingsvermoë en opoffering van mense na aan haar, ‘n verassende wending geneem toe sy verneem het dat ‘n skenkernier vir haar beskikbaar is. In die daaropvolgende paar uur is sy na die Jakaranda Hospitaal in Pretoria gehaas, voorberei en na die teater geneem waar die nier, geskenk deur ‘n student wat gesterf het, oorgeplant is. Die elf dae na die operasie bly deurslaggewend omdat Chanri se liggaam die nier kan verwerp. In die gesprek met hom het hy gesê: “Die toekoms lyk nou vir Chanri rooskleurig. Sy sal steeds haar matriekeindeksamen in isolasie skryf as gevolg van haar verhoogde infek-
sierisiko. Ek glo sy sal nou toelating vir voltydse studie volgende jaar aan die Noordwes-Universiteit, Potchefstroomkampus kry weens haar verbeterde toestand en nie op ‘n waglys geplaas word soos tans die geval is nie. Haar droom is om ‘n kliniese sielkundige te word.” Chanri, ‘n graad 12- leerder van die Hoërskool Pietersburg, is bekend daarvoor dat sy met haar positiewe lewensingesteldheid ‘n voorbeeld vir ander is en nie toelaat dat dat haar siekte haar onderkry nie. Sy presteer akademies bogemiddeld en neem waar moontlik met oorgawe deel aan aktiwiteite by haar kerk en skool. Haar boek spreek ook deurgaans van haar en haar gesin se liefde vir en afhanklikheid van God. Sy beskryf hoe hulle as gesin haar siekte as ‘n oorwinning oor die boosheid van die duiwel ervaar en met oorgawe hul geloof uitleef, struikelblokke ten spyt. Me Ina van der Merwe, graadvoog van die matrikulante sê Chanri se positiwiteit en geesdrif vir die lewe is merkwaardig en dat sy nooit kla nie. “Sy is ‘n inspirasie vir almal wat haar pad kruis.”

The resident described traffic in the mentioned streets as a nightmare
saying that traffic lights at the Witklip and 21st street intersection as well as the Lifestyle Centre intersection are programmed in such a manner that it allows vehicles travelling to town only a few seconds to cross. “Witklip Street seems to be one of the busiest streets having to carry traffic to and from Polokwane, Seshego, Mogwadi, Ladanna and Senwabarwana. Situations always get out of hand when taxi and minibus drivers
get inpatient and drive over pavements forcing other motorists to leave the road when they rush to town. It is a matter of time when a serious accident will occur on these roads.” Municipal Spokesperson, Mr Matshidiso Mothapo said the matter was referred to the traffic section to investigate and deploy possible solutions including posting of traffic officers and synchronization of traffic lights to ensure ease of traffic flow during peak hours.

Die veldbrand is vermoedelik deur ‘n smeulende sigaretstompie wat in die veld geskiet is veroorsaak en het naas die skade aan die voetuie ook grootskaalse verwoesting aan weiding meegebring. Die brand het vinnig versprei en ‘n sterk suidwestelike wind het die vlamme tot op die eiendom van bekende eierprodusent, D Lund Farms oorkant die snelweg aangeblaas. “Ons het ongeveer 650 hektaar weiding verloor. Tot dusver was daar geen vrektes onder die hoenders nie,” sê Lunds se algemene bestuurder, mnr André du Plessis. Hy sê boere en plaaswerkers van die omgewing het dadelik ingespring om die vuur te help blus. Plaaslike

Zuma concerned about road fatalities MPHO DUBE >>mphodube.observer@gmail. com President Jacob Zuma says at least 14 000 people die on the country’s roads every year, of which 46% are pedestrians, costing the economy at least R306 billion every year. Zuma was addressing various stakeholders at the University of Limpopo Turfloop Campus on Tuesday afternoon. Zuma was in the province to open the rejuvenated R81 Giyani road. Despite the President’s late arrival the ribbon cutting ceremony proceeded well. Roads and Transport MEC, Mr Lehlogonolo Masoga welcomed Zuma, Transport Minister, Ms Dipuo Peters and Premier Stan Mathabatha who was accompanied by members of his Executive Council. The executive mayors of Capricorn district, Cllr Lawrence Mapoulo and Polokwane, Cllr Freddy Greaver, were also in attendance. Zuma and his entourage then proceeded to a roadblock where he interacted with motorists. A taxi driver transporting commuters to Polokwane was found not to have proper documentation, including a driver’s permit that had expired. Peters immediately ordered traffic officials on the scene to take action against the driver who is still to be officially charged. Zuma urged drivers to respect traffic laws. Two buses had been impounded prior to Zuma’s arrival. Zuma then proceeded to the University of Limpopo’s Turfloop Campus in Mankweng for discussions with ANC role players. While rumours about the party’s unity being under threat remaining rife it was clear that Zuma was here to resolve problems. Mathabatha
thanked Zuma for his presence and reiterated his administration commitment towards continuing to accelerate services to the people. Zuma said it is imperative to prioritise infrastructure that will improve the conditions of our people. He applauded Masoga for ensuring that the upgrading of R81 and R71 were completed. Zuma said: “We have prioritised the development of economic infrastructure such as roads, railway lines, airports, pipelines, ports and harbours, as well as social infrastructure such as water, sanitation and electricity. The overall objective is to develop infrastructure that will boost economic development and inclusive growth, create jobs and also improve the living and working conditions of our people. “We have 750 000 km of roads in SA. We spend about R10 billion to service and re-tar roads each year. Looking at the cost of roads alone, it is not surprising that the cost of the infrastructure projects that we are working on is estimated at about R4 trillion over the next 15 years. But it is certainly value for money. An investment in better roads, in electricity, water, housing and airports can only boost the economy and improve the quality of life,” Zuma said. Zuma backs Mathabatha: ANC members MPHO DUBE >>mphodube.observer@gmail.com Premier Stan Mathabatha is favoured by President Jacob Zuma for the position of African National Congress (ANC) Provincial Chairperson members of the ANC Provincial Task Team (PTT) claimed at the time of going to press yesterday. A list of Mathabatha’s allies which has been doing the rounds in the province has allegedly been given the blessing of Zuma supporters who hold the view that Public Works MEC Namane Masemola must withdraw from contesting Mathabatha for the position. A list leaked to Polokwane Observer, known as the “Progressive Provincial Line-up” names Mr Joe Maswanganyi, former ANC Provincial Secretary as deputy to Mathabatha; Mr Silence Makhubele, MPL, former Ancyl provincial secretary and Ms Esther Mothibi as treasurer. Roads and Transport MEC Lehlogonolo Masoga appears on the list as Makhubele’s deputy despite the fact that he is being pushed to become the Peter Mokaba Regional Chairperson. An ANC source in attendance during President Jacob Zuma’s visit this week alleged that the ANC regional elective conferences might not take place because of branch general meeting (BGM) disputes which haven’t been resolved by the PTT. Another source alleged that the ANC Provincial Elective Conference in December will proceed without ANC regional elective conferences being held. Another source from within the
organisation said the regional conferences will commence next week come “rain” or “storm”. The source added that the disputes are just “delaying tactics from comrades who knows that they don’t have majority” but they are “trying their luck”. “The President is clear that Mathabatha is the man to lead the ANC in the province. Mathabatha has done very well in his 100 days as the Premier and Zuma is happy that Mathabatha restored the image of the province. Masemola must stop contesting Mathabatha,” an ANC source said. “Masemola has the right to contest. He must not be marginalised. This political game is very interesting,” a source from the Masemola’s camp alleged. ANC PTT Provincial Chairperson, Dr Philemon Mdaka dismissed allegations that the PTT was told by Zuma to rally behind Mathabatha. He said however that the PTT met on Tuesday to assess the disputes confirming that the Sekhukhune, Peter Mokaba, Mopani and Vhembe regions are ready but Waterberg not. He couldn’t confirm if the conferences will take place this weekend. “We have met as PTT to discuss the matter and deal with all the disputes. The President wasn’t there to deal with the PTT but was on government related issues. The PTT is preparing for regional conferences, provincial conference and national election programmes. We put this on record that people must refrain from fabricating lies,” Mdaka said. ANC National Spokesperson Jackson Mthembu refused to comment.
CRIME shorts Cop in court for business robbery Const Johannes Mashitisho (27) appeared before the Lephalale Magistrate’s Court on Tuesday on charges of alleged business burglary and illegal possession of firearms and ammunition. The accused and five more suspects were arrested on Sunday morning in connection with an alleged burglary that occurred at a liquor store in Lephalale on Saturday evening. Brig Hangwani Mulaudzi, Spokesperson for the Limpopo Police said the shop owner reported the incident to the Police who then followed information leading them to the house of the Police official where they retrieved some of the stolen merchandise and alcohol. “During the search the Police also found two firearms and ammunition.” Mulaudzi said the Police were then led to the other five suspects, namely Thabo Tswele (22), Edwin Mogashoa (37), Buti Mnyakeni (30), Kgothatso Letswalo (22) and Evans Tolo (36). The suspects will remain in Police custody until 15 October when they will formally apply for bail. Mulaudzi added that the Police will investigate to determine whether the firearms were linked to any other crimes.
Three vehicles stolen over weekend Three motor vehicles were reportedly stolen over the weekend, one in Bendor and two from inside a security complex situated in Compensatie Street. WO Lesiba Ramoshaba, spokesperson for the Polokwane Police says he can confirm the theft of two of the vehicles and that these cases have been handed over to the Vehicle Identification System (VIS) Unit for further intensive investigation. Ms Ronel van Staden, owner of one of the stolen vehicles, says the theft occurred in the early hours of Saturday morning and
until date no arrests have been made regarding her vehicle or that of her neighbour whose vehicle was also stolen. Ramoshaba says the Police are searching for a white Nissan Sentra 1600 1998 model with a dent on the right side of the bonnet and a dent on the boot. “The front bumper is black and the back bumper is white”. The other vehicle stolen from the complex was an Isuzubakkie.
Suspects to stand trial for murder of ANC Councillor
Five suspects have been arrested by the Limpopo Police following the murder of ANC-Councillor Ben Malebatja (39). Malebatja was found dead next to his vehicle in Matlala with a stab wound to his head and bullet wounds to his chest in July this year. The suspects, all aged between 18 and 29, were scheduled to appear before the Seshego Magistrate’s Court on charges of murder and robbery yesterday (Wednesday). At the time of going to press they had not yet appeared.

The Polokwane Police will be crunching down hard on suspects stealing and attempting to steal valuables from motor vehicles. Spokesperson for the Polokwane Police WO Lesiba Ramoshaba says it is very important for motorists to always be vigilant when it comes to leaving possessions unattended in their car. “Never leave your possessions visible in your vehicle. Leave all your valuable items out of sight or in your boot.” Ramoshaba adds that 18 arrests were made over the weekend for various crimes ranging from fraud and shoplifting to assault, drunken driving and possession of stolen goods.

ctober Transport Month was officially launched in Limpopo by the Department of Roads and Transport (DRT) last Thursday with the announcement that moving forward there will be a high visibility of traffic officers throughout the province, to strengthen law enforcement and to ensure the free and smooth flow of traffic until the festive season and beyond. Speaking at the media briefing, MEC for Roads and Transport, Mr Lehlogonolo Masoga said despite negative perceptions by members of the public due to subjective media coverage he has discovered after 76 days of taking up the position of MEC, that the DRT happens to be a vibrant and dynamic well-oiled machinery operated by dedicated men and women. He added that an efficient transport system is a critical component of economic development, globally and nationally. Masoga went on to say that transportation investments link factors of production together in a web of relationships between producers and consumers to create a more efficient division of production and provide the means to expand the economy. “As a province, we can only become the real gateway to Southern Africa if we have a proper transport network and services to enable the smooth movement of people and

goods.” The MEC said the biggest challenges to reliable and safe journeys remain congestion and accidents and it is incumbent on all road users to make the province’s roads as safe as possible by reducing accidents. Masoga pointed out that the International Transport Forum’s latest road safety report released in May 2013, ranked South Africa the worst out of 36 other countries when it came to the number of road fatalities and the estimated economic cost to the country is around R307 billion annually. “As a caring government we will not rest until we rid our roads of these unnecessary deaths. We will ensure that our aim of having accident free roads continues without hindrance. There will be a high visibility of traffic officers to strengthen law enforcement until the festive season and beyond. During this period motor vehicle operating and entering the province will be subjected to heightened inspections on the road to ensure that only roadworthy vehicles are allowed to operate while un-roadworthy vehicles face possible impoundment or hefty fines. We call on all road users to change their behaviour for better and safer roads,” Masoga urged both drivers and pedestrians using Limpopo’s roads. Regarding the danger of stray animals on provincial roads, Masoga explained that in October Transport Month the DRT will be interacting with livestock owners, traditional leaders and agricultural organisations about accidents caused by unattended stray animals along public roads. He urged members of the community to refrain from removing fencing meant to keep livestock off the province’s roads. Lastly, Masoga said in reference to the impact road crashes cause to the lives and economy of the province and country: “The DRT has taken it upon itself to make sure that accidents and deaths throughout Limpopo are reduced dramatically in line with the prescripts of the international Decade of Action for Road Safety 2011-2020.”

Water pumped 24/7 but reservoirs remain low RC MYBURGH >>rc.observer@gmail.com Despite Polokwane Municipality pumping water from its various resources on a 24-hour basis reservoir levels remain low, possibly as result of residents continuing to waste water. Municipal Spokesperson, Mr Matshidiso Mothapo stated that an average of 63,6 mega litres of water is pumped from the Ebenezer Dam, Olifantspoort Water Scheme, Dap Naudé Dam and the city’s boreholes daily.
“All the sources pump around the clock. Any interruption of any kind at one of the sources creates a water supply shortage for the city,” he said, urging residents to keep on using water sparingly. On Monday Polokwane’s 50 mega litre reservoir held only 27% water with the new and old 30 mega litre capacity reservoirs at a low of 26% and 29% respectively. The Potgieter Avenue reservoir stood at 50% of its capacity while the one in Seshego held only 11% water.

n Premier Stanley Mathabatha’s 108th day since his inception he met with commercial farmers from Limpopo at the Transvaal Agriculture Union (TAU) community hall just outside Polokwane last week in order to establish a better relationship between government and the farming community. Mathabatha was accompanied by MEC for Safety, Security and Liaison, Ms Joyce Mashamba. Spokesperson for the Premier, Mr Kenny Mathivha afterwards said the gathering was successful and that parties were satisfied with the outcome. “The farmers raised issues on safety and security of farmers and their families as well as the situation of land claims. Land claims especially had farmers concerned about their future as food producers but the Premier assured them that no illegal claims would be tolerated,” Mathivha said. He added that Mathabatha noted that the province’s farmers need to be protected at all times to ensure sufficient food supply for the future. Farmers cited their concerns about water licences as limited water supply influences their ability to produce; mining in the Musina region and a good relationship between farmers, Police and farm workers.

“Farmers pleaded that the Police’s response time should be quicker and that more patrol vehicles should be made available within the farming community. It was also noted that the Police negligently lose case files which handicaps farmers when doing follow-ups on cases reported,” Mathivha said. Mathabatha emphasised that farmers should maintain a good relationship with their workers and report all kinds of crimes, no matter how small. He added that a water indaba is soon to be held in conjunction with the Deapartment of Agriculture where water issues will enjoy priority. Former MPL and initiator of the gathering, Mr Danie Botha said the meeting was informative and farmers appreciated Mathabatha’s efforts to listen to their concerns. He said that Mathabatha admitted that farmers are Limpopo’s food providers and that his door will remain open at all times for farmers in the province. “Future meetings will also be conducted when issues such as safety and security of farmers will be discussed in detail. Former Premier Cassel Mathale had no communication channel between government and farmers while Mathabatha was immediately eager to meet with farmers,” Botha said praising the Premier for his effort.

ith the influx of illegal cigarettes flooding into Limpopo, tackling this issue head-on has become a vital priority for stakeholders fighting the battle against this crime trend. The Anti-Illicit Trade Summit held at Protea Hotel Ranch Resort saw members from effected parties and business entities coming together to battle against illegal cigarettes and the crimes that accompany this new trend playing havoc on both the economy of Limpopo and South Africa as a whole due to its popularity on the black market. Limpopo Police Commissioner, Lt Gen Fannie Masemola explained that the pandemic of illegal cigarettes has become a world-wide phenomenon and has made cigarettes become the most widely smuggled product in the world today. “This multi-million Rand business is fuelling organised crime and corruption and in the process robbing the government of much needed tax monies.” He explains that independent research has shwon the loss due to illegal cigarette smuggling has escalated drastically over the past three years. “A simple translation of these figures shows us that around 19 million illegal cigarettes are sold each day, with 2012 seeing the illicit cigarettes trade reaching an all-time high of an estimated 30% of the total market.” This translates to an estimated loss of R5 billion in unpaid taxes which in turn compromises the government’s health objective of reducing incidences of smoking. Mr Francois van der Merwe, Chief Executive Officer and chairman of The Tobacco Institute of South Africa (Tisa) responded to queries raised by involved stakeholders, “People keen to save money are unwittingly helping to fund international organised crime and terrorists.” Van der Merwe explained that in most cases illegal cigarettes smuggling is the front for other illicit areas such as trafficking of people and drugs. “The
economic benefits are perceived by criminals involved in the smuggling to far outweigh the risks, bringing into play the high value to volume ratio as well as the product being relatively easy to transport. The consumer demand for a cheap product keeps this trade going daily,” he explained. Maj Gen Debero Molatjana, Deputy Provincial Commissioner of the Directorate for Priority Crime Investigation (Hawks) Limpopo and the National DPCI (Hawks) Cigarette Champion, took note of all points raised to beat the illegal trade and assured those in attendance that she will be taking the cause forward without fear or failure and says Saps is ready to plot a road forward in not only winning daily battles against the smugglers but in winning the war against the kingpins sitting behind closed doors orchestrating the illegalities. During the two-day summit involved business, law enforcement agencies and tobacco affiliated companies joined hands to come up with suggestions on beating the smugglers. Suggestions on curbing the crime ranged from improved CCTV camera equipment, removal of corrupt officials, bi-lateral interaction with bordering countries like Zimbabwe, Mozambique and Zambia, Malawi and Botswana. She elaborated on corruption perpetrated by officials by explaining that in some cases it’s been found that some border officials refrain from taking holidays, for fear of loss of income due to bribes paid by smugglers. Molatjane will soon be raising various suggestions made during the summit on a national level when she represents Limpopo in fighting the war against illegal trade. “I will raise the issues of proper informant packages and the guarantee of their safety once they cooperate with us.” Concluding the summit, Masemola and Van der Merwe both echoed the reality Limpopo and South Africa is facing if the illicit trades are not dealt with speedily and harshly by all involved parties from the community right through to the highest decision makers nationally and worldwide.

Mr Gilbert Kganyago, Provincial Secretary of the South African Communist party (SACP) said this during the launch of the party’s Red October Campaign in Polokwane on Thursday. Kganyago said during a press conference held at the SACP’s office in Polokwane that this year’s Red October Campaign will revolve around the theme “Financial Sector Transformation for Rural Development” which is following on the previous achievements around the introduction of the National Credit Act, rolling out banking services to the poor via the mzansi account and successful advocacy for the introduction of the National Health Insurance (NHI) as championed by the SACP for over a decade now. Taking a swipe at former Premier Cassel Mathale’s administration, he said: “Looters have been removed from the administration and we are winning the battle against crime and corruption.” He on the other hand said the SACP in Limpopo is worried about shocking audit 2012/2013 audit results presented by the Auditor General (AG) during a Legislature sitting last week. The results revealed that of five departments nationally that have consistently received disclaimers three are in Limpopo. These are Education, Public Works and Health while Agriculture and Social Development also received qualified reports this time. Kganyago said: “The month of October 2013 marks the annual Red October Campaign
of the SACP. The campaign has become an important platform for building and strengthening the SACP over the years. Through our Red October Campaign we have built an SACP that is closer to the workers and the poor of our country and communities.” “In addition the campaign will focus on tightened regulations of the financial sector against reckless lending which perpetuates a vicious cycle of debt trap among the workers and the poor. MEC Semenya determined to end hunger MPHO DUBE >>mphodube.observer@gmail.com The Department of Agriculture, through its Fetsa Tlala (End Hunger) food production intervention, has requested traditional leaders in the province to make at least 70 000 hectares of land available for food production. Spokesperson, Mr Selby Makgotho this week said the department has embarked on reaching a national targeted goal of 1 million hectares in the next five years as set by Agriculture, Forestry and Fisheries Minister, Ms Tina Joemat-Pettersson earlier this year. Fetsa Tlala aims at ensuring that underused agricultural land is brought under production. This intervention is also intended to eradicate hunger, poverty and unemployment through agricultural production. According to Makgotho the department will work with communities to ensure that every piece of land is being used to for food production. “The MEC for Agriculture in Limpopo, Ms Machwene Rosina Semenya, has requested the traditional leaders in the province to make at least 70 000 hectares of the land available for ploughing during this rainy season in an effort
to fight poverty, hunger and unemployment in the province’s traditional communities,” he confirmed. He added that Semenya met with the leadership of the House of Traditional Leaders on Friday morning to discuss the Fetsa Tlala programme which will be launched in all the five districts of the province during this ploughing season. According to Makgotho the meeting follows similar discussions with the MEC for Cooperative Governance, Traditional Affairs and Human Settlements, Mr Ishmael Kgetjepe and the provincial leadership of the South African Local Government Association (Salga) in which the Department of Agriculture had undertaken to provide the communal farmers with the basic ploughing equipment. The equipment includes tractors, seeds and fencing material. Makgotho in a statement said: “The MEC reiterated the need to engage the traditional leaders and asked them to make land available for ploughing. MEC for Cooperative Governance Human Settlements and Traditional Affairs (Coghsta), Mr Ishmael Kgetjepe has committed to fast track service delivery by his department despite inherited and other administrative challenges. “We must ensure that the people of this province have roofs over their heads by delivering houses to them. We will also ensure that they have title deeds to better their lives. We must ensure that such projects are completed efficiently and professionally. We can’t afford to have any excuses we must fast track service delivery our people,” Kgetjepe said this during an exclusive interview shortly after his first 100 days in office.
A major administrative challenge came about when Premier Stan Mathabatha placed Coghsta Head of Department (HOD), Ms Nana Manamela on precautionary suspension. Manamela, along with Education HOD, Mr Morebudi Thamaga were placed following an investigation by the Department of Public Service and Administration (DPSA) and Special Investigating Unit (SIU). “The HOD has been put on precautionary suspension; let’s respect the process to be completed and not make any judgement,” Kgetjepe cautioned. While steered by its former MEC, Mr Clifford Motsepe and Manamela, a R1,3 billion conditional grant allocated to the department was withheld by the National Treasury because of Coghsta’s failure to comply with procurement processes. This follows a forensic audit which discovered alleged anomalies in the irregular award of a R900 million RDP housing deal in December last year. While Kgejepe admitted that Coghsta’s image was affected by the happenings he warned that maladministration, incompetence and corruption would not be tolerated. “The Premier has been acting against maladministration, incompetence and corruption. The image of the province’s administration has been tainted. We rally behind the Premier all the way and we are saying those found guilty must face consequences. “In cabinet there is unison in that regard that those who have been found guilty of maladministration, incompetence and corruption must face disciplinary action,” Kgetjepe maintained.

Ms Paulina Buyani was awarded for implementing the highest standard of SHE practises at the Doorndraai water treatment plant. Both women say the recent awards are the result of years of hard work in implementing the best SHE practises in their respective areas of operation. Winning the awards will motivate them to work even harder in order for LNW to continue receiving Five Star NOSA ratings in the future. LNW will be celebrating their NOSA Five Star awards with their personnel and specially invited guests at the Fusion Boutique Hotel today (Thursday).

What have you done for me lately?
CHARLI BEDET Upon my arrival back in the province seven months ago I immediately engrossed myself into the ins and outs of the local lifestyle and most importantly, local politics. So far, the former has proven a much easier transition, I have my Sepedi back on track and converting the Dutch language to Afrikaans albeit perplexing at the best of times, is without hindrance in comparison with the latter. We all know that politics is notoriously brutal, filled with wildly ambitious characters fighting for influence in a competitive stage, where money goes a long way and nobody is safe. It happens everywhere, however, our local politics has left me baffled. Case in point, recently, Mr Anton Bredell, a Democratic Alliance (DA) Minister in the Western Cape, exchanged thoughts with this very paper, revealing that the province has an unspent balance of R1 014 782 on its last allocated MIG budget of R2 462 883. And, on 30 June 2013, it entailed a 58%-expenditure resulting in it ranking last of all provinces. In simple terms, Limpopo is sitting on a service delivery time bomb and money is not the problem, he added. And herein lies the question. How can Limpopo, cited as one of the poorer provinces in the nation end up ranking last on expenditure compared to all other provinces? Revelations like this and many others of the same calibre leaves one in a state of confusion when trying to make sense of our local political shenanigans. Perhaps my observations are a result of my political naiveté, but surely the fact that the Western Cape, a province with a great economic performance has a zero balance on expenditure, and Limpopo has unspent balance defies logic. I am sure the Western Cape has its own problems, which province doesn’t? In this part of the woods, if the local news headlines are anything to go by, the word politics is synonymous with corruption and favouritism in allocating government tenders. Political appointments are like musical chairs, politicians are dancing around the circle of seats ready to be reshuffled when the song comes to coda.
All this creates an uncertainty among those in office, constantly worried about whom they show loyalty to secure their political careers. All depressing yet fascinating to read, and one wonders, when all this is going on, is there a time to be loyal to the people they are appointed to serve? When following this tidal wave of negative reporting, you are left with a feeling that serving the public is not on top of the agenda. With all this ousting and reappointing, it has become personal. The desire to do right does not count for anything anymore. Whatever happened to government of the people, by the people, for the people? What I have gathered so far is that our local political system is fundamentally broken and is in need of a massive change. And that the public is fed up with the struggle to keep their heads above water while continuing to hear about astronomical amounts of money being squanders and endless tales of corruption within the government. My humble opinion is that if prosperity is to be experienced, our politicians should take a step back, re-evaluate their positions, and understand that the seats and the titles they hold are merely a platform to serve the people and not to serve themselves. The province needs knowledgeable, thoughtful and selfless leaders who will stay long in their positions enough to connect with the public and offer deliver services they pledge. Dedicated individuals to develop and diversifying our local economy to reduce the brain drain and show real progress. Leaders who understand that political titles and serving the people are not mutually exclusive. And to quote Niccolo Machiavelli, “It is not titles that honour men but men that honour titles”. hough seasonality in the tourism industry is particularly noticeable, many business owners do not realise that it is a reality they have to grapple with. The inherent seasonality of many small and medium enterprises (SMEs) across many sectors is perfectly illustrated by the way accommodation establishments take turns at feast and famine in South Africa. Mr Marten Stavast, Business Partners Area Manager explained that at a certain time of the year, a great wave of bed and breakfast customers pushes to the economic inland on business while coastal beds stand empty. During holiday season the coast is flushed with people leaving the inland accommodation industry wondering how to survive the lean months. Stavast said that seasonality could be a result of many factors such as fluctuations of demand and in other cases because of supply. One of the marks of true entrepreneurship is how capably business owners adapt to and even counter seasonality in their industries. Stavast supplied tips for SME owners on how to ride the roller coaster of seasonal fluctuations.

• Get to know the cycles in your industry and accept its reality. When you are new to an industry, rapid growth of a business may mask the normal seasonal fluctuation, fooling you into thinking that monthly sales figures will either remain stable or keep on rising. Make sure that you base conclusions about the seasonality of your business on sales data from at least two or three years. If you have not been in business that long, find out from your peers and industry experts. • The importance of planning in dealing with seasonality cannot be overemphasised. Business owners must keep their gaze at least six months ahead of the present through proper planning systems. Cash cushions need to be built during busy months to carry the business over quieter periods. Stock levels and staff levels must be carefully planned to avoid having cash tied up or waiting on supplies when business picks up again. • Building and maintaining alternative income streams to counteract the off-season is a valid survival strategy, even if it takes you focus off you core business to a certain extend. An example is that of a ceramic workshop that could give pottery lessons in the low-sales months or a landscaping company
could put his trucks to use for short term transport contracts in the off season. • Promotions need to be countercyclical to a certain extend. You already missed the bus when you only start advertising during the busy months. It is best to reach your clientele beforehand. Businesses should also shift promotions to suite the various seasons. • Find ways to stay in touch with regular clients. If you don’t see them during off seasons doesn’t mean they have disappeared. • When employing seasonal short term workers the trick is to manage expectations of seasonal workers and to keep abreast of the tightening regulations around temporary work in South Africa. • To borrow, lease or rent equipment during busy periods are better than having them stand idle for half the year. • It helps to cultivate a relationship with a financier that understands the seasonality of your business. In some cases equity finance may be better suited than a loan to help the business overcome deep offseason dips. • Use quiet months to prepare for the peak season by doing staff training, planning, building, inventory, repairing and maintenance.

The provincial round of the competition will see spellers from around Limpopo taking part in a challenging round to separate the best from the rest. Polokwane Municipal Manager, Ms Connie Mametja opened the proceedings and welcomed learners to the Career Awareness Drive held proudly by the Polokwane Municipality in order to minimise and tackle issues like unemployment and shortages of skilled labourers in certain fields. Among others, the University of Limpopo held an informative presentation regarding higher education and the various options and doors further studying can open for a young person in Limpopo. During this presentation the various available bursaries and scholarships were also discussed. Stakeholders in the employment sectors of Limpopo were given a chance to speak about the benefits of working in a big company and some of the bursaries and scholarships at-

tached to their businesses and which fields of trade are facing dire shortages in the employment sector. These two models respectively offer a combined fuel consumption of 5,9 and 6,8 litres of fuel per 100 km. The Opel design team gave the new Astra a very stylish and sleek silhouette. The roofline arcs gently over the passenger area and descends in a seamless sweep through the steeply raked rear screen to the sculpted aerodynamic lip at the end of the short rear deck. And because the raked C-pillar stretches so far back into the rear deck area, it visually conceals the size of the trunk in an elegant fashion. The feature line running through the door handles becomes more defined towards the rear, creating a muscular shoulder effect below the base of the C-pillar and the rear deck. The rear is characterized by the steeply raked rear screen, the integrated deck spoiler, and the broad sweep of the sculpted bumper. The design of the tail lights echoes those of
other Astra models, and the subtle crease which links them adds width and avoids any impression of bulkiness. The exterior design is only a fraction of what Opel really wants to achieve with this new model. The interior tells a story of superb materials used to design a comfortable cabin filled with interesting gadgets and safety features. The Opel Astra offers storage possibilities that are as numerous and practical. Eighteen storage compartments include door pockets front and rear with bottle holders, a driver’s storage bin, cup holders, a large glove box, and front and rear centre armrests with closed storage compartments. The Opel Astra is not only equipped with state-of-the art active safety systems, but also protects its occupants with exemplary passive safety technologies. Robust bumpers and highly efficient energy absorption systems deal with minor impacts. The high accident rate on South African roads is a huge concern for authorities as it negatively impacts the national economy by R306 billion annually. Roads and Transport Head of Department, Mr Hanli Du Plessis recently pointed out the devastating effect of the situation when, during the Road Accident Fund’s (RAF) recent 24th RAF on the Road outreach the department offered the fund an enhanced partnership to ensure better service delivery. This includes the department announcing that it was offering the fund office space to operate from, thereby increasing its geographical footprint and accessibility to crash victims in the province. Roads and Transport MEC, Mr Lehlogonolo Masoga earlier also raised concern about the state of affairs following a report released by the International Transport Forum’s (ITF) in May this year which indicated that, out of 36 other countries, South Africa rates the worst in terms of road accident fatalities. The statistics revealed that South Africa’s road fatalities per 100 000 inhabitants was 27,6 in 2011. Other developing countries included in the report did not exceed South Africa’s road death toll. Both Argentina and Colombia reached around 12, while Malaysia was second worst with 23,8. Developed countries such as the United States of America rated 10,4 and Australia 5,6. “The RAF alone pays out at least R15 billion to victims of road crashes each year. Of this amount R1 billion is for continued medical support of those who get injured during crashes. Through its community outreach programme the fund is able to swiftly register and settle claims on the location. This will also assist in cutting out the middleman to ensure that claims are fairly paid out to the parties involved in an accident,” Masoga elaborated at the time. During the RAF on the Road outreach claimants’ general queries were addressed; new claims could were originated; complaints about unscrupulous representatives were immediately lodged for processing and settlement offers made. Settlements offers to the tune of R12,5 million had been made by the end of the day. Professor Erick Neluheni, an orthopaedic surgeon said he was looking forward to partnering with the RAF in a spinal injuries rehabilitation unit due to be set up in Limpopo. “There are no spinal injuries rehabilitation centres in Limpopo yet Gauteng has five. About 80% of patients with paralysis or who are paraplegic are taken to Gauteng at great cost to the fiscus. I hope that with RAF’s partnership, we will be able to deliver a crucial service to our people in Limpopo, which has added challenges of accessibility due to the province largely being rural,” Neluheni is quoted to have said.

hether to rent or buy the premises they operate from is a dilemma many small to medium size business owners are faced with. Chairman of the Rawson Property Group, Mr Bill Rawson in a recent press release stated that if a business does not require a high profile or a visible position, it is almost always more beneficial to buy, especially if the property contemplated is a residential building which has been or could be rezoned to have commercial rights. This, however, only applies if the buyer plans to hold the property in his own name for at least five years. “One of the obvious major advantages of buying now is that the interest rate will be at its current low level which may be raised in early 2014, but not by a large amount. The general prediction is that it will probably not rise by more than 1% or 2%.” Commercial property rentals are rising steadily by 8% to 10% per annum and are now almost standard and this means that five years down the line a tenant may be paying up to 60% more in rental costs. Die projek is in 2011 deur die Nasionale Raad vir Persone met Liggaamlike Gestremdhede in Suid-Afrika (NCPPDSA) en die Nasionale Vereniging vir Mense met Serebrale Gestremdheid (NAPCP) begin en fokus op die beskerming van die regte van kinders en volwassenes met gestremdhede. In 2011 is nasionaal 11 000 doeke ingesamel en verlede jaar is 200 000 doeke geskenk. Plaaslik is 1 308 doeke in 2011 ingesamel en in 2012 het die gemeenskap 2 710 geskenk. Die vereniging hoop om vanjaar 5 000 doeke in te samel wat aan verskeie organisasies geskenk sal word. Her natural style, flair and pizzazz are the qualities that gave her the head start at the contest where she impressed internationally acclaimed judges with her dancing and modelling talent. Linda is now geared to give back to her community by visiting pre-schools in her area where she plans to donate clothes, food and hours of playtime with the little ones. “They are my life and what in life is more interesting than to listen to the fairytale stories these children come up with. I will do my best to better the lives of these children so that there can be a future for them one day,” said Linda. Next year she will be travelling to Europe to take part in the Little Miss World pageant. “This will only be possible if I manage to get sponsors like I did this year. Thank you to everyone who made my trip possible,” Linda said. Miss South Africa 2011, Bokang Montjane is her role model. “I look up to her and one day will follow in her footsteps as it is my dream to become Miss South Africa one day. Polokwane quad bikers, Jurie Meyer senior and Jurie Meyer junior flew the city’s flag proudly at the Ventersdorp 400 in North West over the weekend, the final round of the 2013 SA National Off-road Motorcycle and Quad Championship after being crowned as the Masters and
Q1 champions respectively. Former local quad rider, Brian Baragwanath (BB Motorsport Lonestar PEP Yamaha), who now resides in Pretoria scored his fourth overall Q1 victory of the season and won the Ventersdorp 400 for the second consecutive year, but had to settle for second place in the quad bike championship. Although Baragwanath
clinched victory after a trouble free race, Meyer junior (Yamaha Support) won the Q1 championship again after his fourth place in a race marred by mechanical problems. The fight for the Q1 quad bike title was hotly contested between Baragwanath and Meyer with a very narrow margin of points separating the two at the end.

Cleo-Anne had the highest average of all Level 7 age groups and claimed gold in the free dance and ribbon, and bronze in the ball and rope category to win the overall gold medal for Level 7 u.15 gymnasts. Mushke won gold on uneven bars and beam, and overall gold for Level 5 u.18 gymnasts. After the recent national championships, Zanis gymnasts will have a short break before preparing in earnest to reach new heights in the 2014 season.

It will be a first for Polokwane when Pietersburg Road Runners (PRR) hosts a seminar presented by international ultramarathon guru, Norrie Williamson at their clubhouse at the Polokwane Bowls Club on 14 October. Old Mutual virtual coach, Norrie Williamson has gained worldwide recognition for conducting seminars, practical clinics, and after dinner talks to athletics clubs, groups and companies in South Africa and internationally on how to prepare for long distance races. PRR’s own world 100-mile record holder for 2013, Johan van der Merwe was responsible for bringing Williamson to Polokwane for two days to share his knowledge with the city’s long distance runners. In addition to the seminar on Monday, Williamson will also hold oneon-one sessions with individual runners on Monday and Tuesday from 08:00 to 16:00. During the seminar Williamson is expected to cover a number of topics including; how to plan and build a goal, basic training components, types of training sessions, putting together your training schedule and plan, the logistics of training and race preparation, nutrition in racing and training, choosing the correct running shoes, running style, the role of strength and core training and specific pointers for Two Oceans, Comrades and certain road races. Polokwane ready for Orange African Nations Championship will be played at the stadium from 11 January until 1 February next year. The tournament, the second biggest of its kind on the continent after the flagship Africa Cup of Nations (Afcon), will feature African national teams made up entirely of players from the domestic leagues of the different countries. Clerk of the course, Willie du Plessis has promised competitors a testing 180 km racing section on the 550 km total route that will match the importance of the occasion and be a big test for both driver and navigator. “Thanks to the enthusiastic cooperation of the city fathers, businesses and land owners, who have all gone that extra mile to provide the necessary permission, we have been able to plot a total of 11 special stages in and around Polokwane over the two days,” Du Plessis said. “We’ll be using the environs of the Peter Mokaba Stadium as rally headquarters and for the event’s central service park. We are planning for Friday’s noon ceremonial start to take place from Polokwane’s municipal offices after the rally cars have travelled in convoy with a police escort from the stadium to the city centre,” he explained. Friday’s rally action will consist of six stages, beginning with a 10 km gravel stage south of the city. This will be followed by four more gravel special stages and a short 2,9 km tarmac

Kleingeld is tans ‘n vlak tweeskeidsregter wat hard werk om sy droom om internasionale skeidsregter te word, te verwerklik. As menslike en sosiale wetenskappe-leerkrag van die Hoërskool Pietersburg (PHS) is hy afrigter van die eerste rugbyspan wat tussendeur skole- en klubrugbywedstryde as skeidsregter hanteer. Onlangs het hy die nasionale seweswedstryde teen onderskeidelik Botswana en Zimbabwe, Zimbabwe en die Sea West Blou Bulle geblaas en as assistentskeidsregter tydens ‘n wedstryd tussen die Pumas en Wallis opgetree. Hy was ook die een met die hef in die hand in die Middelburg Sewes-reeks se plaatfinaal tussen die Hoër Tegniese Skool Witbank en die Hoërskool Patriot. “Nadat ek in 2007 aan PHS gematrikuleer het, het ek onderwys aan die

Op skool het ek vir die eerste span gespeel en is vir die provinsiale Cravenweekspan gekies, maar wou aanvanklik na skool net daarop fokus om my as skeidsregter te bekwaam. My besering het toe in elk geval my loopbaan op die veld kortgeknip en ek kon al my vrye tyd spandeer om ervaring as fluitjieblaser op te doen,” sê Kleingeld. Hy erken dat hy alle wedstryde streng hanteer. “Sodra spelers sien hulle kan kanse vat, loop hulle oor jou. As jy maats met spelers is, verloor jy beheer en maak foute. Die rol van assistentskeidregters is baie belangrik omdat ‘n skeidsregter nie alles op die veld kan raaksien nie. Hulle sien die spel uit ‘n ander hoek en help om die wedstryd regverdig te laat verloop.” Kritiek, aanmerkings en kommentaar langs die veld is een van die grootste uitdagings vir ‘n skeidsregter. “As jy begin blaas, is koshuisrugby die beste leerskool om jou teen kritiek te beskerm. Spelers en toeskouers by koshuisrugby het nie ‘n saak met wat hulle sê nie. Dit het my geleer om af te skakel en slegs op die spel te konsentreer. As jy eers begin luister na kommentaar van toeskouers kan jy vergeet om jou aandag by die spel te bepaal.” Sodra hy van die veld stap, sal hy erken as hy swak geblaas of foute gemaak het. “In ‘n losskrum is dit mak-
lik om foute mis te kyk omdat daar so baie reëls is. Foute kan insluip. Ek haal nie maklik my strafkaarte uit nie, maar as dit nodig is om orde in die spel te skep, sal ek nie huiwer nie.” Kleingeld lag en sê hy beoordeel altyd ander skeidsregters. “Ek ken die reëls en skroom nie om te kritiseer nie. So leer ek ook om foute raak te sien wat hulle gemis het.” Skeidsregters word tydens wedstryde geëvalueer waarna besluit word of hulle ervare genoeg is om hoë prioriteitwedstryde te blaas. Om te begin blaas moet ‘n persoon by ‘n rugby-unie aansluit en vir ongeveer ‘n jaar as vlagman optree totdat jy jou eksamens en fiksheidtoets geslaag het. “As jy dan begin blaas, begin die evalueringsproses. Jy moet jouself beskikbaar stel om vinnig as skeidsregter te vorder. Binne die volgende paar jaar sien ek myself as skeidsregter tussen die All Blacks en Engeland of tydens ‘n Wêreldbekerfinaal.” As afrigter leer hy sy spelers dit waarmee hy as skeidsregter op die veld sukkel. “Dissipline is die belangrikste reël op die veld. Ongedissiplineerde spelers maak ‘n wedstryd onaangenaam. Spelers moet die spel geniet omdat rugby ‘n lekker kontaksportsoort is.” As Kleingeld nie op die rugbyveld is nie, spandeer hy tyd in die gimnasium of saam met sy vriendin, Tessa. Hy bedank plaaslike skeidsregter, Attie Buitendach, sy ouers en PHS-personeel vir hul volgehoue ondersteuning.
