ready to provide detailed information on the development. The completion and functioning of the facility can be expected to boost the local economy by way of Polokwane’s geographical position en route to the rest of the continent. Polokwane Municipal Spokesperson, Matshidiso Mothapo said the hospital will be constructed on portions one to four of Erf 8137 Polokwane, extension 11 which were specifically rezoned for a private hospital and subservient uses. “However the proposed hospital is spread along portion five and the remainder which requires rezoning and consolidation,” he

explained. Application for rezoning and consolidation has been submitted and is being processed by the municipality. Mothapo further added that the hospital will be constructed in phases and the plans submitted and required for approval is for phase one which will host 100 beds. “Phase two will host an additional 100 beds bringing the total number of beds to 200. Once the rezoning of portion five has been completed, contractors will submit new drawings for the additional 100 beds,” Mothapo said. Completion of the hospital is expected at the end of 2015.

New hospital a reality RC Myburgh >>rc.observer@gmail.com The much talked about private hospital to be constructed in Ster Park is set to become a reality soon and will not only provide extra health care facilities but also change the face of primary health care in the province. Sien storie elders. Polokwane Observer het teen druktyd nog klagtes ontvang. accountable for the department’s regression from a qualified audit opinion to a disclaimer. According to the DA Limpopo Health spokesperson Desiree van der Walt, since Mushwana’s suspension in 2012, his case has not been finalised but he is still getting a full salary every month. “As Mushwana is still under internal investigation, the department cannot appoint a new CFO to sort out the financial crisis that the provincial health department is currently facing. Three people have already acted in his position which is a waste of taxpayers’ money. “The DA is deeply concerned about the manner in which the internal investigation has been delayed while the department is struggling to run its financial affairs. Therefore a proper and qualified CFO must be appointed

with immediate effect to manage the department’s coffers accordingly,” van der Walt explained. The DA has written a letter to the MEC of Health and Social Development, Dipou Letsatsi-Duba as well as National Treasury urging them to intervene and ensure that the investigation is finalised and come up with plans on how to recoup the money wasted in this matter. The Head of Communications for the Department of Health and Social Development, Adele van der Linde said Mushwana has not been suspended but is on a precautionary transfer at Treasury. She added that this was done by the National Administrator and the monies will be refunded to the department.

As ek kon sou ek my huis verniet weggegee het.

Munisipale woordvoerder, Matshidiso Mothapo sê misdaad moet by die polisie aangemeld word. “Die munisipaliteit se departement vir gemeenskapsveiligheid sal meer gereeld die gebied patrolleer om die veiligheid van besoekers te verseker. Indien enige hoë risikoaktiwiteite waargeneem word, sal die polisie se hulp ingeroep word. Provinsiale polisiewoordvoerder, kol Ronel Otto het bevestig dat misdaadgevalle daar plaasvind en dat die polisie op ‘n gereelde basis die gebied patrolleer en verdagte persone konfronteer.

espite challenges like electoral officials having to cross rivers by foot and initially being denied access to voting stations, everything went well in Limpopo during this past voter registration weekend. According to IEC Limpopo Spokesperson Chris Ramafalo they at first had challenges with being granted access to voting stations but in the end managed to open all facilities across the province, also in the troubled Malamulele area. He mentioned that rain was a challenge in some areas such as Vhembe, where officials had to cross rivers by foot. During a media briefing in Polokwane on Friday, Provincial Electoral Officer Nkaro Mateta stated the 3 066 voting stations throughout the province, including the 109 in Malamulele, would be open from 08:00 to 17:00 on Saturday and Sunday. She referred to a two-day registration

period in Limpopo’s six correctional facilities with a population of 5 426 offenders having begun last Wednesday. Mateta said since the last registration weekend in November last year, the Electoral Commission had focussed substantial energy on increasing the opportunity for all South Africans eligible to vote to apply to register as voters.

A request by the South African Municipal Workers Union (Samwu) for a meeting with the soon to be elected leadership of the ruling party in Limpopo is expected to highlight the conduct of Blouberg Mayor Serite Sekgoloane, who allegedly attempted to sway officials of the institution to join a rival union during a year end party at Senwabarwana. Since, the membership of Samwu members in the employ of Blouberg Municipality perceived as instrumental in canvassing for Independent Mu-

He said they would attempt to raise the issue of Sekgoloane’s questionable conduct during a function for municipal officials at the municipal premises in December would be raised with the African National Congress (ANC) deployees to Limpopo if the newly elected leadership, expected to take up positions during a provincial conference on the weekend, would not address the matter. Providing a recording of a speech by Sekgoalane to municipal officials attending a year-end gathering late last

year, Mathe translated when referring to the mayor stating that all current Samwu shop stewards would be expelled one after the other. According to Mathe one of their shop stewards who is also a Congress of South African Trade Unions (Cosatu) branch chairperson had already been suspended for bringing the municipality into disrepute after seemingly raising issues of corruption at a public gathering in September last year. Mathe pointed out that the local Imatu branch was very weak and labelled it the reason why the mayor could canvas on their behalf. No response from Blouberg Municipality was forthcoming.

Police officials arrested for silencing rape victim KESHIA J V RENSBURG >> keshia.observer@gmail.com Two Police officials were arrested by the Hawks on Monday after alledgedly accepting a bribe of R9 000 from a suspected rapist for silencing his boyfriend, who is also the complainant in the matter. It is alleged that the AntiCorruption Unit of the Hawks arrested the two constables and the rape suspect after the victim decided to bring the matter to the

attention of the Police. Paul Ramaloko, spokesperson of the Hawks says it is alleged that two Constables based at the Giyani Police station near Gandlanani Village were called out on 27 December 2013 after receiving a complaint of alleged rape. “The 32-year old victim explained his rape ordeal to the officers and reported that the rape was allegedly committed by his 28-year old male partner. It is further alleged by the victim that the two officials influenced him to not press charges in return for a

R9 000 upfront payment made by the suspect.” Ramaloko says tthey shared the money between them. The victim later decided to bring the matter to the Police after he felt cheated as he had apparently expected the full amount of R9 000 to be given to him. Ronny Baloyi and his colleague Thambo Nsimbhini appeared in the Giyani Magistrate’s Court on Tuesday on charges of corruption along with the suspect who appeared on charges of corruption and rape.

esidents living on the smallholdings at Palmietfontein on the outskirts of Polokwane have expressed their dissatisfaction with the operations of a dog food factory that opened its doors two months ago on Plot 63. According to the chairperson of the Community Policing Forum (CPF) Mathibela Selepe, the odour emanating from the boiler at the factory has community members up in arms. Selepe said the Palmietfontein CPF received a complaint from residents in the area at the end of December regarding the activities at the factory. Members of the CPF then visited the plant with environmental officials from both the Capricorn District Municipality (CDM) and Polokwane Municipality to see if the factory had the necessary permits to operate in Palmietfontein. On closer inspection the factory was found to be operating illegally and a five-day notice was issued to the owners to cease

production at the premises. However, the notice was ignored and production continued at the factory leading to the case being referred to the legal department at Polokwane Municipality three weeks ago for further action to be taken against the owners. Plot 63 is presently being rented from the owner Robby Hein, who is aware of complaints by people living nearby, but is presently residing in Johannesburg. The boilers and equipment used to manufacture the dog food were installed towards the end of 2013 on the plot by the owner of the business, who says he is producing the dog food for a company based in Johannesburg. The Head of Communications at Polokwane Municipality, Tidimalo Chuene confirmed that several notices have been handed to the owners of the factory and that dog food production still continues. “The matter has been handed over to our legal department for a court order to be issued compelling the owner to cease operations,” Chuene explained.

Rabies kills four in Limpopo

F

ollowing four rabies related deaths in Limpopo the past year, The Department of Health and Social Development has issued staunch warnings for residents of the province to immediately seek help after being bitten or scratched by an animal suspected of being rabid. This warning stems from the fourth occurrence of a rabies related death since April 2013 reported in the Malamulele area. Adele van der Linde, spokesperson for the Department of Health and Social Development says the incidences of human rabies in

Limpopo is approximately three deaths per financial year and most of these deaths are reported in the Vhembe district. “Rabies is a prevalent and re-emerging disease and comes across particularly in rural areas with high human densities. This is also the leading viral disease which is of veterinary and public health significance.” Van der Linde explains that in fighting the war against a preventable disease such as rabies, the department conducted a series of training sessions at all health institutions in Vhembe in 2013 focussing on case management and the prevention of human rabies. “We also conducted annual road shows in Vhembe and

Mopani during the month of September, which is World Rabies Month, to broaden knowledge and awareness of the disease.” She mentioned in ending that the Department of Agriculture has also recently been conducting free vaccinations of pets in the province. Selby Makgotho, Spokesperson for Agriculture says the department has noted that the main areas of incidences are in Vhembe and Makhado and thus the main awareness campaigns will be taking place there. “I have no dates for these workshops or vaccination opportunities but will let the media know as soon as I do. All I know is that the Capricorn District will only be reached in March.”

LNW to build toilets at Mmanare Lepelle Northern Water (LNW) as an entity of government continues to heed and honour the call by President Jacob Zuma and Premier Stan Mathabatha to accelerate service delivery in the province to better the lives of the people. LNW acting Chief Executive, Phineus Legodi met with the admistration of Mmanare Secondary School in Moletji to inform them that LNW intends building 10 Enviro Loo toilets at the school with immediate effect. Legodi and the LNW Board expressed concern about the condition of ablution facilities at schools following the recent death of Grade R learner Michael Komape who drowned in a dilapidated pit toilet at Mahlodumela Primary School in Chebeng. “After visiting the area last week, LNW took a decision to intervene as part of bettering the lives of the people and social

responsibility. We must never compromise the dignity of our people. A country that doesn’t invest in its people and education is good as dead. We were touched by the death of the lad who died after falling in a pit toilet. We commit to work closely with the Department of Education to ensure that such incidents don’t recur in our province,” Legodi said. Mmanare Secondary School Principal, Mandla Teffo said they are happy to receive help from LNW. “Their intervention will restore the dignity of the learners. This will indeed assist our school and the education system. Their intervention is not for the school but for the community,” Teffo said. Jacaranda FM, South Africa’s only privately owned commercial radio station to broadcast in the four northernmost provinces of Gauteng, Mpumalanga, North-West and Limpopo is taking the station directly to their Mpumalanga and Limpopo listeners, from 16 February 2014 to 1 March 2014 as part of the Rian Love Tour. The route will begin in BelaBela on 16 February and moving into Modimolle on 17 February, Mookgophong on 17 and 18 February, Mokopane on 18 February, Tzaneen on 18 and 19 February, Moria 19 February, Makhado 19 and 20 February and ending in Polokwane on 20 and 21 February. The bold idea called Rian Love Tour sprouted from an eager Limpopo listener’s call in to Jacaranda FM’s Complimentary Breakfast show host Rian van Heerden and his team asking them when they last visited Bela-Bela. The unexpected call caused much excitement, prompting fellow listeners to call the station with more visit requests, from

the smallest dorpie in Limpopo to Mpumalanga’s capital city, Mbombela. Rian and the team felt that there was no better way to honour their faithful supporters, but to hit the road, stopping off in various towns to thank the fans for their support over the last 28 years. As a result, station management have decided to send the entire Complimentary Breakfast Team, Rian van Heerden, Dianne Broodryk, Robbie Kruse and Thabiso Khambule on the Jacaranda FM Love Tour. General Manager of the Station, Kevin Fine commented on the station’s rationale behind taking on such mammoth campaign, it became obvious very quickly that our listeners in the regions have been dying for meaningful interactions with the presenters, who they tune into everyday without fail. The Love Tour serves as an opportunity for Jacaranda FM to say thank you for all the years’ loyal support and give little ‘love’ back to the people in these areas.

ANC pulls off weekend conference

t could be seen as coming full circle for the African National Congress (ANC) task team in Limpopo when ruling party structures return to the University of Limpopo for a decisive election of new leadership on the weekend. It was on the same campus where a mass congregation was informed of the appointment of the provincial task team one Sunday afternoon almost a year ago. Having been given a threefold mandate of uniting and rebuilding ANC structures in Limpopo and begin a process of bringing to an end institutionalised factionalism in the province, leading a vigorous and dynamic 2014 election campaign and taking the province to conference, the Provincial Task Team (PTT) has reached the stage of finally being able to pull off a much-anticipated elective conference.

Reflecting on the road less travelled PTT Coordinator Joy Matshoge told a press contingent in Polokwane on Tuesday that the eleven-month journey had not been a bed of roses, but rather a sometimes rocky odyssey filled with numerous potholes.

She said the press conference had been called to announce that the life of the PTT had come to an end. “The great question of the day is simple: has the PTT delivered?” She continued stating: “The answer to the above question is unequivocal. Yes, the PTT has delivered!” The weekend programme will ensure slots for PTT Convenor Philemon Mdaka to deliver his political report, Matshoge to outline the state of the organisation in her report and PTT Treasurer Thembi Nwendamutsu to reflect on the finances of the organisation in her report. Matshoge further said delegates would apply their minds to, among others, issues of economic and social transformation, organisational renewal and political education. Since the conference takes place in an election year, delegates would further be expected to thoroughly interrogate the ANC elections manifesto launched in Mbombela by President Jacob Zuma on 8 January this year.

send-off function for 100 students from schools in Limpopo was held at the Provincial Hospital on Friday after their inclusion in the Nelson Mandela Fidel Castro Medical Programme that has since 1999 been successfully training local doctors-to-be in Cuba for placement in hospitals and institutions around Limpopo. Although the function was scheduled to start an hour prior to its actual commencement the spirit of pride amongst all attending the farewell and the blessing of the students was evident. According to the Provincial Health

Spokesperson Macks Lesufi the department has since 1999 sent over 190 students to study in Cuba and some of them have already returned and are currently serving in communities across Limpopo as qualified doctors. “This move forms part of a long-standing partnership between South Africa and Cuba to assist each other in the field of medicine. Furthermore the agreement between the two countries encompasses Cuba sending its own doctors to work in Limpopo to ease the burden of shortages of medical personnel.” Premier Stanley Mathabatha during the farewell said an amount of R24 million from the provincial budget was put side for the programme and that the students who will all be leaving on flights to Cuba by tomorrow (Friday) will be the pride of Limpopo, going forth to improve the dire shortages of doctors in Limpopo, which currently stands at 2,1 doctors for every 10 000 people needing medical assistance.

Mapungubwe Arts Festival dates announced Herbert Rachuene >>herbert@mailbox.co.za The Mapungubwe Festival will take place on 22 and 23 March after it was postponed last year following the death of former President Nelson Mandela and the ensuing national period of mourning. MEC for Sport, Arts and Culture, Merriam Ramadwa yesterday (Wednesday) announced the new dates. First on the programme is the Mapungubwe Gospel Festival set for 22 March when gospel giants, Rebecca Malope, Debra Fraser, Solly Moholo, Winnie Mashaba, Worship House, Hlengiwe Mhlaba and Sfiso Ncwane will entertain their hordes of local followers at the Polokwane Cricket Grounds. The second day will see the likes of Afro Soul group Mafikizolo,

Selaelo Selota, The Soil, Kurt Darren, Toya DeLazy, Uhuru and Mi Casa delight their fans during the Jazz Festival. Ramadwa when announcing the dates remarked: “This event it is not just a festival, but a provincial brand that we have been having for almost ten years now. During this festival we encourage tourism in our province which has positive economic spin-offs. This event fosters social cohesion, unity and nation building for the diverse population in our country. It will be a perfect opportunity for our people to spend their leisure time together and to say to the rest of the World, South Africa is today a far much better place than it was before in 1994. We are saying to our people they must come in numbers and enjoy the entertainment by South African artists who will be performing on these two days.”

Department of Labour reveals new strategy to eradicate anomalies Herbert Rachuene >>herbert@mailbox.co.za The Department of Labour’s Inspection and Enforcement Services (IES) has a new strategy in their mandate to eradicate, amongst other anomalies, the plight of vulnerable workers, child labour and deaths and injuries at workplaces. This is according to a statement released on Tuesday by Department of Labour Spokesperson Johannes Mokou. According to Mokou the death and injury toll experienced in various workplaces the previous years, will be a thing of the past if this plan is followed to the letter. “The first thing that will be done going forward is to strengthen the enforcement arm of the inspectors to ensure that the level of compliance reaches sky high.” “This will be done through our strengthened relations with law enforcement agencies such as the Police, Labour Court as well as magistrate’s courts in all regions within the province, and the improvements in the quality of our investigations and report writing,” the statement read. “We have also toughened our Occupational Health and Safety (OHS) team by roping in specialists and professionals in this field in order to ensure that the lives of the workers, especially in the high risk sectors are saved

through our interventions.” High risk sectors include construction, chemical as well as iron and steel. “In addition to our normal day-to-day inspections, extra focus will be put on non-strategic sectors such as the mortuary, clothing and textile, cleaning, petrol stations, hospitals and civil engineering sectors this year onwards.” Mokou stated: “A number of blitz inspection programmes have been planned to this effect. We will spare a week or two for every sector that we regulate where our inspectors will target sector per sector in this period.” These sectors include, among others, private security, domestic, wholesale and retail, taxi, hospitality, forestry, as well as contract cleaning. “The blitz inspection programmes help us to make an impact in a given sector and it also increases our visibility because we go to one employer as a group.” Mokou further said the department encourages employers to make use of inspectorate visits to learn more about labour legislations. “Employers must not hide when they see a labour inspector coming to inspect them; this should be taken as an opportune time to ask questions and learn more about easy methods of compliance with the legislations,” he advised.

Ranch Resort chef’s table: by exclusive invite only YOLANDE NEL >>observer.yolande@gmail.com

T

ake a host of brand ambassadors from various industries; add a masterful chef with an impeccable taste for deconstructing food and servings of delectable cuisine paired with liquid gold from the best wine estates... The result, an unforgettable Friday evening dining experience at the chef’s table within the confines of the busy kitchen of Protea Hotel Ranch Resort. Ten individuals were privy to a unique occurrence that carried a label of exclusivity when the establishment opened up its kitchen for a notable culinary journey destined to fast becoming talk of the town. Kept in the dark until the moment of the big reveal, guests first met for funky cocktails under a clear Limpopo sky before being whisked away to a six-course dinner at the table of Protea Hotel Ranch Resort Executive Chef Daniel Gee. Extending well into the night, it was an event characterised by sublime cuisine perfectly paired with bubbly or wine and good conversation that saw guests simply demanding future invites. The party list was made up of Polokwane Municipal Manager Connie Mametja, acting Limpopo Tourism Agency Chief Conventions Bureau Officer Seipati Tlaka, South African Chefs Association General Manager Graham Donet and wife Joan, Lexus Sales Manager Marthinus Beukes and wife René, who is coowner of Pro Brick and Pave, Johannesburgbased media strategist Jason van der Berg, Protea Hotel Ranch Resort Marketing and Human Resource Manager Paul Shearer and Protea Hotel Ranch Resort Guest Relations Manager Marion Landsberg. Dining among ovens, hobs, pots and pans characteristic of an industrial kitchen guests

were treated to a first course of tomato jelly with deep fried mozzarella, crisp basil and pine nut tuille served with chilled Pongracz Brut Champagne. The golden liquid also served as accompaniment to the subsequently served watermelon gazpacho with dill, cucumber and feta flavours. What followed was prawn tempura with mango coulis, pickled peppers, black sesame and coconut foam paired with Mulderbosch Chenin Blanc 2011. The trio of quail breast, leg confit and ravioli with truffle cream sauce with De Meye Chardonnay 2013 afterwards solicited most votes as preferred dish on the menu. The spring loin of lamb with barley risotto, roast carrots, spinach puree and crisp garlic jus enhanced

by Warwick First Lady Cabernet Sauvignon proved to hold its own among the elements that came together for a remarkable sensory experience. To top it all Gee surprised with sublime chocolate and peanut butter fondant with caramel ice-cream and blueberries with Allesverloren port for dessert. Aptly a compilation of the music Gee favoured played in the background. During dinner conversation Donet bestowed kudos on Gee, whose invite to a chef’s table he could just not turn down. “Dining is more about the experience than the food and the price and this is a wonderful way of doing it.” Saying it was very rare to get invited to a chef’s table, he indicated

he loved Gee’s take on food. Donet further stressed that Gee used initiative to deconstruct items such as the original Caprese salad, of which similar ingredients were used for the starter. According to him it was a sign of a good chef nowadays as it was an industry where many were not confident enough and experienced to give it a twist. “He’s confident to play with his food.” Something that was worthy of mention, he said, was the fact that Gee developed the chefs on his team so as not to keep knowledge to himself. Shearer explained Protea Hotel Ranch Resort chef’s table gatherings would be by exclusive invite only. “To us this is going to be our approach this year in entertaining clients of many years, but still offer them something different while never compromising on the experience,” he described the add-on to the array of offers on the Protea Hotel Ranch Resort menu that makes provision for treats varying from a game of golf and lazy Sunday buffets at Basil’s Fine Dining Restaurant to spa treatments and lion walks. The responses all round amounted to the experience being described in profound terms, from “Absolutely fabulous” and “Exquisite, surreal” to “I’m in awe. It’s unbelievable. It’s fresh” and “It was such a great experience which I would definitely do if I get invited. I didn’t know what to expect. Now you see where the good food comes from when staying at Protea Hotel Ranch Resort. The food was out of this world and a great pairing with the wine.” With top chef Gee, who hails from Liverpool, at hand to enlighten guests on what he prepared especially for the occasion it was an indulgence that one actually would have wanted to keep top secret. Surely the evening could be considered a priceless happening that generally wouldn’t feature on a Polokwane bucket list.

DA intensifies their election campaign >> People no longer buy into the ANC’s lies HERBERT RACHUENE >>herbert@mailbox.co.za While dismayed Disteneng residents reportedly showed a party of municipal councillors the door last Wednesday during an attempted door-to-door campaign, a group of Democratic Alliance (DA) members, including Premier Designate Langa Bodlani, were warmly received by the community on Thursday. Bodlani said they were happy to be welcomed by the community and to continue with their campaign in the area without any disturbance. “We were told that ANC coun-

cillors were chased away by the community last Wednesday. We are glad to be well received by the community. It shows that people no longer buy into the ANC’s lies,” Bodlani said. Led by its Provincial Chairperson, Lindy Wilson the group interacted with the community and informed them of the party’s election policy. “We want people to vote for us because we are the only party parallel to the ANC in terms of experience in government. Corruption is rife in Limpopo under the ANC lead government and members are stealing the resources that are ment for service delivery. We are the only party that can hold the ANC to account and make sure that people get services,” Bodlani said.

early 1 500 young athletes from schools in the Polokwane Cluster were left in the lurch at Seshego Stadium last Friday after the Department of Sport, Arts and Culture and Education failed to organise public liability insurance for their Polokwane Cluster Athletics meeting. The mishap dented the aspirations of athletes from the Seshego, Pietersburg, Mohlaloga, Mahume, Maraba and Kolotic cluster who were eager to participate in the event scheduled to commence at 9:00 on Friday. After arriving as early as 6:00 in some cases, learners and educators had to wait until around noon before they were informed of the postponement of the event to a later date. “We want a commission of enquiry to investigate the matter. It is a serious concern to us educators, parents and coaches. How can the department be oblivious of such,” an educator who spoke on condition of anonymity, insisted. “The people who were supposed to organise the public liability insurance have failed the learners dismally. We are concerned that sport in schools, especially athletics is losing value

because of poor management by the department. We were supposed to be at our respective schools but instead were stuck outside a locked stadium which was supposed to be available for the event. This kind of situation kills the morale of the learners,” the educator, one of more than 100 who accompanied the learners, said. One of the parents, who asked to speak on condition anonymity, said they felt let down by both departments and all involved stakeholders. “Our children practise hard for these events because it is a privilege to them. I took a day’s leave to support my child and it became a wasted day. We feel hard done by the organisers because they don’t respect the sport and it is not a matter of importance to them. We arrived at the stadium at 7:00 for the event and were left standing hopeless outside the stadium,” the parent said. The Spokesperson for the Department of Sport, Arts and Culture, Khathu Sadiki said they were aware of the athletics competitions taking place in the province. “The competitions that were supposed to take place at Seshego Stadium last week are at circuit level and as a result the logistical arrangements such as public liability for competitions are the responsibility

of the Department of Education. The Department of Sport, Arts and Culture is responsible for public liability from district to provincial and national level,” Sadiki explained. Department of Education Spokesperson, Phuti Seloba said they are aware of the situation and investigating the matter. “Look, it was a Polokwane cluster schools athletics competition not necessarily a provincial event. We don’t know who organised the event. We are now being called because leaners are involved. It is common knowledge that there must be public liability insurance for any event. No one should make learners leave school without a clear reason. Someone must account for the time the learners lost while waiting outside Seshego Stadium,” Seloba said. The Chairperson of Polokwane Cluster Athletics, Mokgadi Chueu said they have decided to postpone the event until both departments organise public liability insurance. Public liability is part of tort law. Torts are civil wrongs recognised by law as grounds for a lawsuit. These wrongs result in an injury or harm constituting the basis for a claim by the injured party. An applicant usually sues the respondent under common law based on negligence and or damages.

DA to Coghsta over muni reports RC Myburgh >>rc.observer@gmail.com

T

he Democratic Alliance (DA) is turning to the Cooperative Governance, Human Settlements and Traditional Affairs (Coghsta) MEC, Ishmael Kgetjepe to demand action against the Greater Tubatse and Sekhukhune District municipalities for failing to submit their 2012/2013 annual reports on time. The Municipal Finance Management Act prescribes that annual reports must be tabled within seven months after the financial year-end which ended in June. In a telephonic interview the DA’s Premier Designate, Langa Bodlani explained that if a municipality fails to submit its report it is alleged that they are withholding information from council. “As the council oversees the executive committee it can also be alleged that the municipality will also fail to explain what they have done with the money regarded as fruitless expenditure,” he said. The mayors of these municipalities were supposed to have provided written explanation to their respective councils, something they have not done yet. He said the purpose of insisting on tabling these reports is to make sure that councils exercise proper oversight in the manner in which municipalities are run. Bodlani added that municipalities should implement serious procedures for municipal office bearers to face the consequences when they fail to do their work. “The Auditor General’s (AG) report on the state of municipalities lamented the lack of consequence for officials when they are not doing their duties,” he said. During a media briefing on 4 December after a provincial oversight meeting was held the day before, Kgetjepe admitted that Limpopo’s municipalities have the highest backlogs in basic services, are financially distressed and some have the highest number of informal settlements and are under-spending on their infrastructure grant. “We needed to present to ourselves as leadership facts as to the state of affairs in our

municipalities, bleak as it is and deliberate that a lot has to change, wrongs must be made right and that issues of concern must be addressed as a matter of urgency,” Kgetjepe said. On annual reports he said: “Most municipalities received negative audit outcomes due to lack of internal controls, lack of basic skills and non-compliance with relevant legislation. Most municipalities owe water boards and Eskom and they are not implementing Provincial Debt Forum resolutions.” Kgetjepe cited that the department will continue to ensure that municipalities improve their record management, conduct frequent bank reconciliations and also improve compliance with supply chain management. Coghsta Spokesperson, Motupo Selomo said no request to take action against the two municipalities was received yet neither could he confirm if the MEC is already aware of the issue. Bodlani concluded that should nothing come from the MEC’s office the DA will then turn to South African Local Government Association (Salga) to report the matter. Sekhukhune District Municipality’s Media Liaison Officer, Khomotso Ndlovu did not provide any reason why they failed to submit the annual report, but said that the municipality took the undertaking to submit it before tomorrow (Friday). Attempts to contact the Greater Tubatse Municipality’s communications department failed. Capricorn District Municipality confirmed that council has approved their annual report and is available for viewing. Polokwane municipal Marketing and Communications Manager, Tidimalo Chuene said Polokwane Municipality tabled its annual report in line with the provisions but council in its resolution noted that the annual report is incomplete due to the outstanding AG report for the year 2012/2013. “The municipality is still awaiting the AG report. As soon as the report is received, the complete report will be sent to council for approval,” she said. Photo: Supplied

House of traditional leaders envisage successful initiation school season >> Precautionary measures to be followed >> Achieve a clean slate Herbert Rachuene >>herbert@mailbox.co.za

Chairperson of the House of Traditional Leaders, Malesela Dikgale is confident that they can achieve a clean slate in this year’s initiation school season. Dikgale was addressing the media during the 2014 initiation schools preparations meeting on Monday at the Department of Cooperative Governance, Human Settlements and Traditional Affairs. Last year saw a successful initiation school programme with initiates from 142 legal initiation schools in the province returning to their respective homes unscathed. “We will pull out all the stops to ensure that they have a successful season. The preparations are afoot. The initiation schools are scheduled to commence on 20 June and end on 18 July. We have already opened for submissions of applications to conduct initiation schools and the closing date wil be 28 February. We are doing this because we don’t want late applications and we want everyone to follow procedure,” Dikgale said. He also added that on 18 March a workshop will be staged for all senior traditional leaders who qualify for initiation school permits. “The purpose of the workshop is to brief and prepare the initiation schools stakeholders on precautionary measures to be followed in order to have a smooth process during the period,” he explained. “We are also calling upon parents to verify with their respective traditional authorities the legitimacy of initiation schools they intend sending their children to. We are doing this because we want parents to feel comfortable during the process and not stress a lot, because their children will be gone for too long. It is better if the know the legitimacy of the initiation school, it becomes a relaxing situation when a parent knows the kind of school his child has gone to,” Dikgale said. He also added that they will maintain a zero tolerance approach to people who take chances and run initiation schools without permits. “We are going to be strict this year. No person will be allowed to run an initiation school without a valid permit issued to him or her in terms of Section 2 (1) of the Northern Province Circumcision Schools Act No.6 of 1996. There will be severe consequences if we find those kind of people,” Dikgale said.

CRIME shorts Miner shot dead A 47-year-old Warrant Officer from Northam in Limpopo was arrested on Sunday after investigations by the Independent Police Investigative Directorate (IPID) concluded his alleged involvement in the death of a Lonmin miner during protests on Friday. Spokesperson for the IPID, Moses Dlamini says the officer was arrested on Sunday after Shadow Ncedani was killed during a protest on Friday, allegedly after striking miners started throwing rocks at Police officials. “According to information we have received is that the Police used shotguns with rubber bullets to try and disperse the protestors. It is alleged that the officer fired shots at the crowd with a R5 rifle, instantly killing the 32-year-old man.” The strike at Lonmin mine outside Northam has been raging since the end of January as workers and their unions are demanding a monthly basic salary of R12 500.

Illegal cigarette situation in Limpopo worsens

At least thirty-eight foreign nationals were arrested following a month long operation held by the Hawks in partnership with the Beit Bridge port of entry and Border Control Unit. Hawks Provincial Head Dibero Molatjana says it was noticed during this month long operation to curb the influx of illegal cigarettes that the syndicates have now changed their modus operandi and that they are now rather using luxury vehicles to transport and import these illicit products. “The syndicates are now creating compartments in luxury vehicles instead of heavy duty trucks or busses, in order to avoid detection.

During this month long operation research also showed that the illicit trade accounted for more than 30% of the total cigarette market in South Africa, with 55% of the products coming from Zimbabwe.

Landmark judgement for Matome Maponya

After charges were dropped against Mokgadi Kgohloane, wife of ex-Premier Cassel Mathale, and other directors of Blue Platinum Mine Ventures in the Maake Magistrate’s Court recently, Matome Maponya who took the rap for all the transgressions, was sentenced to five years in prison last week, suspended on the condition of rehabilitating the damages caused by the mine. The rehabilitation of the areas damaged by the mine is estimated to cost approximately R6,8 million and the court expects this to be done within three months.

19 arrested for Sangoma’s death

Nineteen people appeared in the Giyani Magistrate’s Court on Tuesday after being arrested over the weekend for their allegedly involvement in the killing of a 72-year old traditional healer. According to Police Spokesperson Ronel Otto, the accused are facing charges of murder and public violence after allegedly setting a woman alight who was accused of allegedly bewitching a man who had committed suicide the previous week. “The man was buried on Sunday and after the funeral the group of people allegedly went to her house, dragged her from the house and burned her alive.” Fifteen of the 19 suspects were remanded in custody pending further investigation.

Scopa applauds Coghsta’s performance RC Myburgh >>rc.observer@gmail.com The Department of Cooperative Governance, Human Settlement and Traditional Affairs (Coghsta) is the perfect example of a structure of top managers working hand in hand to ensure good governance. This is according to Standing Committee on Public Accounts (Scopa) Chairperson Jack Matlala after Coghsta appeared before the committee last Thursday. “It was a good and short meeting. The committee was satisfied with the

department as all the questions from Scopa were fully answered and resolutions properly implemented. Minor issues were handled and sorted,” Matlala said. He added that the teamwork between MEC Ishmael Kgetjepe and the Head of the Department (HOD), Nape Nchabeleng is a pure example of a good working relationship that can be adopted by other departments. “With such a good working relationship between a determined HOD and MEC Coghsta will reclaim its status as top performing department soon,” Matlala said.

Mandela speaks wisdom OBSERVER 17 similar to that of grandfather YOLANDE NEL >>observer.yolande@gmail.com Herbert Rachuene >>herbert@mailbox.co.za

B

earing an unmistakeable resemblance to his iconic grandfather, Mandla Mandela spoke a similar wisdom that endeared the late Nelson Mandela to global audiences when he addressed a group of young professionals affiliated to the African National Congress Youth League (Ancyl) during a luncheon in Polokwane on Friday. The tall Parliamentarian and traditional leader captured the attention of the gathering with reflections on the legacy left by his grandfather. Late afternoon he also addressed a crowd at Ngoako Ramatlhodi Sports Complex in Seshego as part of a one-day Ancyl programme that started with early morning visits to schools in the area. The programme also featured Minister Fikile Mbalula, who was absent throughout. Taking further the Madiba legacy with a message that served as a tribute, the young Mandela expressed appreciation for the commitment of his grandfather to the selfless struggle for liberation. He said it was upon all of them as his family and political party of choice to ensure they fully embraced his legacy. With reference to Saturday being the first day of the last weekend to register to vote in the May elections, he called on all to be responsible citizens and take up the mandate to be fully registered. At the same occasion Premier Stan Mathabatha urged and encouraged the youth to change the paradigm of business in Limpopo.

Department of Health warns unruly officials Herbert Rachuene >>herbert@mailbox.co.za The Department of Health and Social Development has informed health officials who disrupted services in a number of their clinics recently that the principle of No Work No Pay will apply if they don’t report back to their workstations soonest. Employees from the department representing different health facilities in the Capricorn district embarked on a three week protest against labour related matters that included a march starting from Rethabile Clinic on Thursday. The grievances listed in their memorandum include the provision of drivers at the Public Health Care mobiles; full implementation of a circular that recognises nurses as non-drivers; provision of uniforms for the general cleaners; overtime payment not made on time; payment of personnel acting in posts and the withdrawal of circular 103/2012 for 24 hours pending full consultation. Spokesperson for the department, Adele van der Linde said those who do not report for duty will lose their daily wage. “We had a meeting with them and their representatives last Thursday and the workers acknowledged that they went into an illegal and unprotected picketing,” She added that the issues raised were dealt with at the Public Services Bargaining Chamber. “We also agreed that union representatives should provide leadership in advising these workers on the outcomes of the labour bargaining process. That employees will go back to their work stations with immediate effect and that the principle of with immediate effect and the principle of No work No pay will apply in this instance,” Van der Linde said. A member of the public who spoke on condition of anonymity said the officials were chasing away the patients at Rethabile and Seshego clinics. “They were literally standing at the gate and chasing patients away. That is unbecoming. Despite their grievances these are the people who should be helping the patients,” the person said. Van der Linde apologised to persons affected by the employees’ action. “The Department would like to apologise for the inconvenience caused as result of these actions and we want to assure the public that we commit to continue rendering quality health care services,” Van der Linde said.

Later in Seshego Mandela delivered a keynote address to an audience of average turn-out during which he spoke of his grandfather as a humble man who upheld the need for education, adding that he considered self-discipline and respect for others as most important. He reiterated the older Mandela’s loyalty to the ANC and suggested young people could learn from him. Speaking on the ANC, he said he would want to see members of the organisation upholding the values of his grandfather because he was aware of factions within the movement, which would not have been according to Madiba’s wishes. He described his grandfather as a gallant soldier who fought selflessly for freedom. To the youth he said if they would live a disastrous life they would die at a young age. He urged them to respect their elders and those in their communities. He further appealed to the “bornfree” generation to go and register to vote for the first time, as a serious concern about the apathy of young people towards casting their vote existed. He continued saying that by virtue of their votes, government would be able to identify shortages and needs. He stressed that it was time for them to defend the democracy the likes of Mandela fought for. The Mandela spirit, he concluded, would live in them forever.

Looking through the eyes of hunger

he comfort of driving into a takeaway establishment and relishing in the comfort and convenience of a ready-made and tasty meal becomes long forgotten when driving through the dusty streets of Blood River towards the Lethlanthene Drop-In-Centre. This centre not only feeds the children who come from over 80% child-headed households, but they also help with homework and assist where they can. A different lifestyle greets you from the onset of your journey and the realisation soon hits that this is a life fiercely opposite of most Limpopo residents. The dire circumstances hundreds of the children from this area live in marks the very essence Add Hope stands for which is about you and KFC coming together to create a South Africa where all children have the nutrition they need to live, to grow, to learn and to thrive. The R2 Add Hope donation from KFC seems like such a small price to pay for aiding a community with so many mouths to feed as this one. Cheray can Blerk from KFC exclusively accompanied the Polokwane Observer on this eye-opening trip in an attempt to show exactly how and where your R2 goes when you agree on adding R2 to your KFC till slip to help feed the hungry. The Add Hope campaign supports 11 national beneficiaries and 90 smaller community initiatives around the country and Leth-

lanthene DIC is one of them based in Limpopo. Add Hope is a unique initiative started by KFC to feed the hungry children in South Africa. Facts compiled by the KFC Add Hope campaign has noted with huge concern that out of the 12 million hungry people in South Africa, a staggering 3.3 million of these are children. Lethlanthene has been one of KFC Polokwane Add Hope’s beneficiaries for 2 years now and has been feeding between 80 and 120 orphans per day. These funds are donated solely through the Add Hope Campaign and KFC. Seeing all the small faces light up with every plate of food dealt out is testimony to the remarkable difference your R2 is making and

Most of the children being fed at the Lethlanthene Drop-In-Centre come from child-headed households. Here an older sister makes sure her younger sibling gets enough to eat.

Surviving 2014 as a small business South Africa’s economic outlook for 2014 remains the subject of national discussion and economists continue to emphasise that the country is not out of the woods yet.

Early this year consumers were greeted by yet another petrol price increase when the Department of Energy announced a rise of nearly 40 cents per litre for unleaded and high octane forms of petrol. This exerts even more pressure on various sectors of the economy, including small business. Mr Sanjeev Orie, First National Bank (FNB) Head of Business Banking in a recent press release said: “It’s without a doubt that small businesses are feeling the pinch because reduced disposable income among consumers creates an even tougher operating environment for small businesses. More importantly, petrol as well as electricity is some of the basic needs for most small businesses. However, all is not lost because businesses that survive this challenging period could be best positioned to thrive in future.” He added that there are a number of interventions that small businesses could take to survive or thrive during 2014. Know your core offering Never lose sight of what your core offer-

ing is. The worst possible mistake that a small business owner could make is trying to be everything to everyone. With limited resources, it’s impossible to excel at everything, therefore, identify your core business and seek to be better than your immediate competitor. Use your ‘small’ size to your advantage Unlike big businesses, small businesses tend to be a lot more flexible in their dealings. If there’s an opportunity to go the ‘extra-mile’ to get new or retain existing clients, make an effort to do so because the returns could be valuable for business growth. Always keep an eye on your cash flow Cash-flow management is among the key factors which determine business sustainability. It’s always advisable to enlist the services of a professional to handle your business’ financial affairs. However, any business owner should be able to read and understand the financial statements of their business, to be fully acquainted with its well-being. Service, service, service Your business might have a good offering but if it’s not backed by efficient service, it’s bound to struggle. Good customer service can only have positive implications for your business and when combined with a good offering, a business can enjoy a great deal of success. As clichéd as it sounds, customer is still king In an environment where disposable income continues to shrink, it gets even harder to convince people to part with their money. Small businesses have no option but to offer a compelling product or service in order to survive or thrive. “While 2014 is likely to remain a challenging environment for businesses in general, small businesses should continue to work harder and smarter to ensure long-term sustainability. Tough economic conditions have become a global phenomenon but with the necessary plans, small businesses could thrive,” Orie concluded.

Adventure Boot Camp maak vir vroue ‘n verskil

M

Dit is my passie en my lewe.

Vrouens se uithouvermoë is verstommend. LIEFDE

Valentine’s Day should be an everyday affair WARREN BLUNT >>warrenb.observer@gmail.com

V

alentine’s Day is celebrated worldwide on 14 February for couples to express their love for one another. The colour red is the mostly associated with the day and most schools, restaurants, stores and retail outlets will have something special on offer for the day. Valentine’s Day is meant to be synonymous with love, but due to excessive commercialisation, the message conveyed to the masses is that you must buy something in order to express your love. This does not have to be the case as doing something spontaneous is a much better way to show you love somebody. Although still an eventful occasion among young, first time lovers and those who long to seek true love that becomes a lasting relationship, it is ultimately the large retailers and stores offering a wide range of novelties and gifts associated with the day that reap the economic benefits. With Valentine’s Day falling in the middle of February soon after the Festive Season and the commencement of the new academic year, most consumers with families are still recovering from their December and January spending spree to bother much about expressing their love towards each other. Life partners should however, express their

love for each other every day and not on a day decided by the modern calendar. Young lovers or those seeking love for the first time do regard Valentine’s Day as a rather auspice occasion where they can express their love in the form of a card, a bunch of red roses or that special gift wrapped in colourful paper and bearing a red ribbon. Other young lovers who have more cash to spend on the day may prefer to spoil their loved one with a romantic candle-lit dinner or with an expensive gift expressing their love. Whichever way you choose to celebrate Valentine’s Day, in reality when the next day dawns it will just be another day and your love for your partner should be just as strong as the day before. To break away from the norm, why not take a little time in designing your own special gift of love for that exceptional person in your life? If your love for your partner flows strongly every day of your life, there is no need to go the commercial way and get caught up in the web of skilful modern merchandising in order to express your love with some mundane gift that is most likely mass produced somewhere in the Far East. Rather do something spontaneous straight from the heart on Valentine’s Day to get your partners attention and continue with the message of love throughout the entire year.

Valentine’s Day is celebrated the world over on 14 February and, characterised by the colour red, is usually associated with the giving of roses, chocolates, teddies and other even more costly gifts. Polokwane Observer asked our readers how they intend spending the day and if they think it has become too commercialised.

Lerato Mahlakwane: “Valentine’s Day is a special day to show your partner how much you love him. I will be going on a dinner with my man and I am planning to propose to him.”

Winnie Mabotja: “ I don’t believe in Valentine’s Day. I haven’t planned anything for the day.”

Anton von Well: “Ek gaan die dag saam met my wonderlike vrou en kinders spandeer.”

Papiki Tjebane: “Partners should show each other love every day. There should not be a special day to show your love for your partner.”

Yolandi Bell: “Ek gaan die dag saam met my ongelooflike man by die huis met ‘n spesiale ete spandeer.”

Rivhandzu Nkombyani: “Valentine’s Day is a very special day and it should be celebrated. I am going to spend the day with my family.”

Jorina Gouws: “My geliefde en ek lewe tans 400 km van mekaar. Ek sal die dag alleen spandeer met hom in my hart.”

Sam Makondo: “Every day is Valentine’s Day. I just don’t like the commercial aspect or part of it. Love remains beautiful and it should not be polluted by materialism.”

Phuti Raletjena: “Love and care should be a daily thing, it should not be on Valentines’s Day only. Partners need to show love to each other every day.”

Be safe this Valentine’s Day >> Create the impression of an occupied home >> Fireplaces are also a carbon monoxide danger RC Myburgh >>rc.observer@gmail.com

W

hen in love one easily gets drawn away from reality and sometimes forget that safety comes first on any date as small errors in judgment can lead to huge problems. Whether you are planning a candle light dinner or a starry night on the roof top keep some safety tips in mind to help avoid broken hearts. Kindle the romance...not your home Valentine’s Day often plays host to candlelight, crackling fireplaces and outdoor torches which pose minimal risks when supervised, but they can quickly turn into a huge fire when left unattended. Blow out candles when you leave the room and keep clothing, blankets and pillows away from fireplaces and torches. Though Valentine’s Day in South Africa falls in summer some are still lighting the fireplace just to add to the atmosphere. If you haven’t started your fireplace in a long time, inspect and test it beforehand. Poorly operating fireplaces are not just a fire hazard but they’re also a carbon monoxide danger. Forgotten meals in the oven or on the stovetop can lead to fires so it is advised to consider using timers to remind you of the meal. Protect your home when travelling Romantic getaways are a great way to say “I love you”. However nothing will sour your mood faster than discovering your home has been burglared. Always use a timer for lights and radios to create the impression of an occupied home and arrange for a neighbour or friend to collect your mail. Consider leaving a car in the driveway and check all locks on doors and windows, particularly on the lower floors. Rooftop risks Precaution is of utmost importance for those planning to treat their loved ones on a roof under the Bushveld’s starry skies. Flat rooftops can make for romantic views of the stars or skyline, but more often than not, these areas were not designed to be extended living spaces. Flat roofs are not completely flat. There is often a slight pitch to them, which can be dangerous to stand on. Sun and wind damage can create warped and pitted areas, causing a tripping hazard. At the very least, walking on roofs can risk damage to the protective coating, increasing the chance of leaks in the future.

ith Valentine’s Day culminating in extensive celebrations tomorrow evening (Friday), the perfect meal for the perfect date is of utmost importance. Adega’s Sushi Chef, Tshepo Moetji says in the past sushi might have not been the desired

meal for a Valentine’s Day dinner, but thanks to the clean, pure and sophisticated tastes of the ingredients, it is actually ideal for the perfect meal to share with a loved one. The luscious combination of delightful textures and subtle flavours are sure to create a bouquet of happiness in your mouth. Moetji says not all palates have in the past few years become acquainted with sushi and although it is said to be an acquired taste, there is a specific type of sushi for anyone and to suit any palate. “Talking to your sushi chef is always important, this way you get exactly what you want. Sushi is a delectable combination of rice, seaweed and several varieties of high quality fish paired with suitable vegetables and flavours to bring just the right combination of flavours to your taste buds.” A vast array of sushi items are available at

Adega’s, but for those adventurous here follows a recipe of one of the most popular sushi dishes that is sure to be a hit this Valentine’s Day. Red Roof Valentine’s Day sushi: • Sushi rice • Cucumber • Seaweed sheets • Avocado • Rich cream cheese • Smoked salmon • Japanese mayonnaise • Vegetables for garnishing A designer sushi roll filled with avocado, cucumber and a rich fatty cream cheese, topped with smoked salmon. For some variety, use your sushi mat to fold triangles. Top with the mayonnaise and decorate to your hearts extent.

Language of love an international one

>> Bombardment dominated by the most likely colour to spell passion YOLANDE NEL >>observer.yolande@gmail.com It’s Valentine’s Day and the world has gone crazy. Bunches of roses, inflated hearts, chocolate infusions, cards with jingles and vibrant red abound. It’s a global occurrence that is not necessarily celebrated on the same day the world over, but the fact is love remains a selling point that creates opportunities for giving anything amid a bombardment dominated by the most likely colour to spell passion. Across the world Valentine’s is commemorated through a myriad of gestures and on different days. Unlike at home where 14 February is set aside for bestowing tokens of heartfelt emotion on whoever it is directed at, the rest of the world has their own take on this occurrence. The internet provides loads of information on folk traditions and modern day celebrations alike, sparking mind travel across the globe to countries where the commemoration by romantics receives attention. It is reported that in France it is commonly referred to as Saint Valentin, seemingly close to the Spanish San Valentin. Romania goes all out for what they term Dragobete on 24 February, in Portugal Lover’s Day is held on Dia dos Namorados, which in the Phillipines is commonly referred to as Heart’s Day. Singaporeans apparently are among the biggest spenders when it comes to Valentine’s gifts and goodies. A tale of girls in white dresses dancing in vineyards conjures up images of a similar occasion in August in ancient Israel. In Iran love towards mothers and wives is apparently expressed during the festival of Sepandarmazgan or Esfandegan. In ancient Persian culture it reportedly used to be a celebration of earth. In Finland the emphasis is less on sweethearts than on friendship, as is the case in Estonia apparently. With the occasion the Finish people celebrate Friend’s Day. With the Qixi festival, the Taiwanese celebrate Valentine’s and White Day. It is said that in South Korea women are known to give men chocolate on 14 February while men give women candy on 14 March, which is also referred to as White Day. A month later on 14 April, otherwise referred to as Black Day, guys or girls who didn’t receive anything on those days go to a restaurant for an order of black noodles to mourn their single life, it was learnt. Somehow to someone who prefers solid black a bowl of noodles makes perfect anti-Valentine sense. When those in the know boldly state that the language of love is an international one, they must be knowledgeable of the thought they are putting forward...

Finding the perfect partner this Valentine’s Day KESHIA J V RENSBURG >> keshia.observer@gmail.com

us

Finding the perfect partner to spend your day of love with has just become easier thanks to the wonders of modern technology and classified websites offering almost anything under the sun lately, even the perfect partner. The marvellous world of internet search engines has opened up relationship doors that have in previous years never even had a key. Simply typing in your location and desires could spit out results like the one we came across of a super “husband” for hire in Polokwane. The young, seemingly eligible partner advertised his services as the perfect partner on one of the websites with the most alluring description. “I love women; I’m simply fascinated by their mentality and amazed by their beauty. Women are sensuous, wise and everchanging.” This ideal man lists his interests as very wide-ranging, seeing as he’s a “connoisseur of all things

unique and beautiful. “I enjoy quality wines, gourmet cuisine and clothes made by talented designers. I simply think this is not about snobbery at all, the worst thing you can do in life is accept mediocrity.” With a vocabulary like this and touching words to soften any heart, it can sometimes be hard to believe that the voice behind the beautifully romantic words belongs to a foreign national, who contrary to the picture of a Caucasian hunk with spiky hair and broody eyes, is exactly the opposite of the picture portrayed on his internet advertisement. His rates per hour are R250 and this is most definitely not for any escort related services. “My prices are simply for the joy of spending time with you and you pay me just to be with you.” When asked if his services might include a little extra, the husband for hire replied in his huskiest playboy voice stating that could all be determined once you have paid your fee and gotten to know each other better.

he perfect start to any Valentine’s Day date would most definitely be a delectably daring cocktail with just enough kick to ensure the ice is broken, or shall I say crushed, and the rest of your date is going in exactly the right direction. This year wine is not the only option as the perfect accompaniment to a romantic dinner, but thanks to the talents of Wilson Armando, barman extraordinaire from Adega’s Restaurant, his range of cocktails is sure to take the place of a bottle of chardonnay any day. As an exclusive treat to Polokwane Observer, Armando specially created the Passion Potion Valentine’s Day cocktail which is to sure charm the socks of his patrons on this celebrated day of love. Armando says the trick to creating the perfect cocktail is to never kill it with alcohol. “The right amount of alcohol needs to be paired with the perfect ingredients. Cocktails are like food, your eyes do the decision making and thus a cocktail needs to be perfectly decorated and always look as appealing as it tastes.” Adega’s Valentine’s Day Passion Potion: • 1 tot Spiced Gold rum • 1 tot Malibu • 1 tot Butlers Blue Curacao • Fruit juice of your choice, preferably fruit cocktail, mango or orange juice to better compliment the Malibu which is a liqueur with very strong coconut undertones • Fresh fruit and cherries for the garnishing In the bottom of the glass add your rum and fill it up just past half way with the fruit juice. Crush your ice for the next step of the cocktail. It is important to remember that if you don’t have an icecrusher you can also put your ice in a bag and smash it with a heavy object until it is the consistency of your choice. For this specific cocktail, the finer the better. Once the ice is crushed add the Butlers Blue and fill the cocktail slowly, with the blue crushed ice mixture. Now pour the last tot of Malibu over the blue crushed ice mixture. Garnish with cherries, pineapple or any other fruit that tickles your fancy. And remember the umbrella.

Gear up spiritually for the Mighty Men Conference WARREN BLUNT >>warrenb.observer@gmail.com

Photo: Warren Blunt

The organisers for the 2014 Mighty Men Conference in the Bushveld, Francois Brits and Hein Snyman urge men of all ages, races and religious dominations to attend this year’s event from 28 to 30 March as entry will be free of charge.

Men of all ages, races and religious dominations throughout the country can get ready for the annual Mighty Men Conference (MMC) in the Bushveld at Snymansdrift farm outside Polokwane from 28 to 30 March. The event will serve once again to recruit soldiers for the Army of God. One of the organisers Francois Brits, the owner of Snymansdrift urges all men in Limpopo to bring along all of their friends to join them in a time of worship, in seeking the face of God and for spiritual re-fuelling. “Please bring along as many friends as you

can so their lives can be touched in the same way as many thousands of men have experienced in the past,” Brits elaborated. As this year’s event will be held during the Easter holidays, Brits urges all fathers to bring along their sons on the Friday and Saturday before the MMC is open to women and children on the last day of the event on Sunday (30 March). This year for the first time, the organisers hosting the event are offering entry to Snymansdrift farm free of charge for the three-day duration of the conference. The ten organisers for this year’s event are Brits, Hein Snyman, Dewald Jacobs, Rian Beukes, Alwyn Botha,

Awie de Klerk, Arrie Horn, Hercules Erasmus, Brian Fraser and Willie Viljoen. The main speakers will be Riekert Botha and Piet Jacobs and the worship will be provided by well-known gospel singers Franna Benade and Joe Niemand. The organisers have promised that plenty of food stalls will be available. There will also be plenty of MMC memorabilia on sale at the MMC tent. The organisers are hoping to better the turnout of 4 200 people who attended the event last year. For further enquiries call Francois Brits on 082 460 2540 or Hercules Erasmus on 082 719 6953 or visit their website at www.mmcbosveld co.za.

wo new faces, that of Edith Mamabolo and Elkies Matsie joined the sales team of InspectaCar Polokwane in mid-December. Mamabolo has more than three years experience in the motor trade and dreams of having her own dealership in future. “I am a big dreamer and work hard towards reaching my goals. In 2005, when I joined the motor industry, I was one of the first black women to sell vehicles in the Polokwane region. I am proving to myself and others that a woman can achieve in the motor industry,” she said. She explained that the biggest challenges she experiences in her line of work are that the majority of potential buyers are blacklisted and

that people underestimate her abilities to sell vehicles. Matsie is also no stranger to the challenging industry and has worked at various dealerships around the city. She previously sold top luxury brands but decided to downscale to more affordable vehicles as they are easier to sell and potential buyers easier qualify for less expensive brands. “At InspectaCar we host a variety of brands. You are not limited to a certain brand which makes selling easier,” she said. She considers blacklisted potential buyers as a major challenge while approved customers who change their mind and decide on another or new vehicle is another hindrance. Matsie has a passion for marketing and interaction with people is what keeps her in the motor trade. Her goal is to reach her target every month.

Edith Mamabolo dreams of being the owner of her own dealership one day.

Elkies Matsie is passionate about marketing and interacting with clients.

Joma Hart “I get knocked down but I get up again” KESHIA J V RENSBURG >> keshia.observer@gmail. com Despite last minute venue changes and a smaller than expected turnout Joma Hart’s first solo art exhibition held at the Polokwane Art Gallery on Friday evening was a huge success. Hart explains that even though there were many unwanted obstacles placed in her path, nothing could deter form the fact that it was a successful exhibition with seven beautiful pieces going home to new owners. Guests of the exhibition came from as far as Hazyview and Johannesburg to view these artworks that Hart states she has the greatest pride in. “The images flowing from my brush are a revelation of my soul. I base my prices on time, size and the amount

of material needed. If I had to price my pieces emotionally no one would be able to afford it. My prices are absolutely rock-bottom.” Hart reveals that every time one of her paintings is sold it feels as if a part of her soul is being sold. “I know it’s my bread and butter but as an artist I have a connection which each and every piece I create which makes it so much more difficult to give it up, regardless of the monetary value.” One of these paintings that Hart was reluctant to let go of is the Fisherman Lost in Thought which was priced at R4 850. This painting was sold to Jason and Jennifer Bruin who are completely over the moon to be taking home a Joma Hart original art work. The Joma Hart solo exhibition will be open for viewing until Saturday.

any consumers are still working out the implications of last week’s for the most part unexpected rate hike and the latest fuel-price increase, which has pushed the cost of petrol to an all time first of over R14 per litre. Some of us wryly refer to “Jan-u-worry” as the leanest month, but with two unpleasant surprises only a week apart, quite a few South Africans will really struggle financially. Plus the first interest rate increase in nearly six years could be the first in a series of increases. Many with housing bonds, higher purchase loans and long and short-term loans will be wincing as they realise they owe their creditors quite a bit more than they did a few weeks ago.

Time to review your situation Mr John Manyike, Head of Financial Education at Old Mutual in a recent press release stated that while the increase of 50 basis points came largely as a surprise, South Africans can use this as an opportunity to review their financial plans and build wealth. “Many motorists already do all they can to limit their driving and keep their fuel bills as low as they can. While South Africans like to put on a brave face, a lot of us find the beginning of the year financially difficult. There’s the temptation to spend more than usual over the Festive Season, so the interest rate hike and the fuel-price increase may feel like a double whammy,” he said. If you’ve retired and have some capital, the rate hike means you’ll receive more interest on which to live, which is handy because the cost of living will follow suit and increase too. Ask a financial adviser to help you ride the rising cost of living An accredited financial adviser can help you review your monthly budget and identify things you can do without. You could consider lift clubs or public transport if you drive to work. Make adjustments on your spending habits. Take a lunch box to work instead of buying takeaways and you will be surprised how much

>> Take a lunch box to work instead of buying takeaways >> Establish how much you earn and what it’s spent on

you can save this way, and you can use this money to reduce your debt faster by paying extra. This could even close the gap caused by the interest rate hike. Even if the rate goes down, don’t reduce your monthly repayments. Manyike explained that consumers should plan to get rid of short-term debt, start saving and pay extra into your home bond, if you have one. “The longer you’re in short-term debt, the longer you’re paying interest to someone else, either the bank, or a clothing chain or a short-term lender. The increase in interest rates means you’ll pay even more. So it’s worth sucking up the short-term pain to free yourself of short-term debt. For many of us that involves doing without nice-to-haves for a while,” he said. Commit to saving A key to building personal wealth in general is to adopt the basic principles of saving money before you spend it. “Save first and spend the rest, rather than spend first and save the rest,” Manyike said. Establishing how much you earn and what it’s spent on, already puts you in a better position than many South Africans, including those who earn more than you but are still always short of money.

The Polokwane Chamber of Business (PCOB) has temporary moved its offices to 47 19th Avenue, Industria, next to Supa Quick. PCOB President, Percy Mongalo explained that the chamber never had offices belonging to the chamber and has always been hosted by a local business. “Geo-pen Bookkeepers and Business Consultants is the most recent host of the chamber. Their offices at 20 Landdros Maré Street are currently being renovated and therefore moved to temporary premises. Geopen will continue providing an office for PCOB in their newly renovated offices,” Mongalo said. He said Geo-pen is planning to finish renovations to their offices within six months and that the chamber will again be operational from Landdros Maré Street in July. PCOB can still be contacted on 015 297 8057 or email them at admin@pcob.co.za.

Thanks to the organisers of the event, 33 units of blood and funds for bettering the playground was raised during the Nirvana Pre-School’s fundraiser and blood drive on Sunday. From left is Sadia Essa, Munfasa Kika, Waheeda Bava, Halima Ali, Asma Saleh Mohamed, Tasnim Imsail and Munira Mohamed.

Nirvana Pre-School holds fundraiser and blood drive KESHIA J V RENSBURG >> keshia.observer@gmail.com The smell of exotic spices and freshly stewed akhni filled the air at Nirvana Pre-School on Sunday during one of their annual fundraising events hosted by the Bariq Al Amal Women’s Forum. In a successful attempt of uplifting and renovating the schools playground amenities, headmaster of the school, Munira Mohammed together with other members of the Women’s Forum, ensured the blood drive and fundraiser went down without a single hitch, ensuring learners from the school a very bright future indeed. Mohamed says the main draw-card for the day’s events was definitely the akhni cooked on an open fire, which beautifully complimented the taste of the already popular rice and meat dish and improves the flavour of the dish. Akhni is a very popular dish, not only among those used to Indian cuisine but also newcomers tasting the one pot wonder consisting of rice, meat, spices and potatoes for the first time. Another added extra that contributes to the awesomeness of the dish is the Badi-Degh pot that was used which aids in even heat distribution and assists in making the dish perfect. Mohamed says 33 units of blood were collected during the fundraiser as well as much needed monies that will go towards bettering the playground at the Nirvana Pre-School.

Asma Saleh Mohamed stirs the akhni in preparation of the fundraiser and blood drive held at Nirvana Pre-School on Sunday.

Twaalf rekords spat tydens bokkesport

She added that the first stage of leadership development is to be a contributing member of a team. “Skills that team players require to become the leaders of the future are a serving spirit, humility and an enthusiasm for learning,” Melville explained at the induction ceremony last week. Douglas Spencer was named head boy, with Mark Facey as his deputy. The head girl is Sheri-Lee Vilar and Phopohi Gelebe will serve as her deputy in 2014.

Double defeat for Lilies in season’s last matches WARREN BLUNT >>warrenb.observer@gmail.com The Limpopo Impala Lilies suffered defeats in both their 50-over fixtures against Easterns and Gauteng at the Polokwane Cricket Club over the weekend. On Saturday the Lilies were sent in to bat first by the visiting Easterns side and were bowled out for only 84 runs. Although Easterns lost early wickets during their run chase, they scored the winning runs for the loss of six wickets to hand the Lilies their first defeat of the weekend. Lilies bowler, Thembi Mokgohloa took 4/19 in eight miserly overs. Sunday marked the last match of the season for the Lilies against a strong Gauteng women’s team. The Lilies won the toss and elected to bowl first, with Gauteng scoring a competitive 256 for the loss of five wickets in their allotted 50 overs. In reply, the Lilies could only manage 132 all out, with Stefné Pretorius top scoring with 64 runs from 119 balls. Spokesperson for Limpopo Impalas Cricket,

Sedibu Mohlaba said the weekend’s results don’t tell the full story of what really happened. “The ladies team can be really proud of their efforts this season and as a young team will look to improve next season,” Mohlaba commented as the Lilies’ season drew to a close.

impopo’s swimmers must get their training schedule together as the popular Ebenezer Mile is just over a month away with the organisers hoping for similar weather conditions to last year when the event was held on a bright and sunny day. The Haenertsburg Rotary Club will once

again be the host of this year’s event. They have been the host and organisers since 2001 and will again be overseeing the popular and exciting event at the Mountain Yacht Club on 15 March. All swimmers may enter for the open water mile (1 069 m) swim and there is also a 3 000 m swim which is a Swimming South Africa (SSA) qualifying event. Swimmers can already enter for the event in various age categories from u.13 to over 30 years in both the men and women events. Race timing will be taken care of in the form of electronic timing chips worn by all competitors. For the first time the organisers have also included a 500 metre swim which will start at 15:05 just after the main prize giving for all ages and genders. No times will be taken for the 500 m swim, but certificates will be awarded to all finishers. Entries for the mile and 3 000 m swim are R110 and R75 for the 500 m event. Swimmers who enter on the day of the event will be charged R130. As always there will be a great carnival atmosphere, with lots of food stalls, a cash bar and plenty entertainment for the whole family. Swimmers can register online at www. ebenezermile.co.za.

Eagles’ Jaco Smit continued with his great batting form during the season to top score with 88 runs off 95 balls. He received good support from Pieter Haasbroek, who scored a patient 58 runs off the 132 balls he faced. Petri de Kock weighed in with a blistering 40 runs off only 24 balls at the end of the Eagles innings. Polokwane City FC ready for Pirates Herbert Rachuene >>herbert@mailbox.co.za Polokwane City FC Head Coach, Bobbie Solomons is confident that Polokwane City can cause a major upset against Orlando Pirates whom they are set to face at Peter Mokaba Stadium on Saturday. Solomons remains positive despite the team losing 3-2 to Golden Arrows at King Zwelithini Stadium in Durban last Saturday. City currently is on the 13th position of the log with 16 points after 17 matches and they desperately need to start winning matches to better their position in the Absa Premiership. In their last four encounters they lost against Moroka Swallows, Golden Arrows and drew against SuperSport United and Platinum Stars. “It is not going to be an easy match against Pirates, we are positive of a good result against them. They lost a match against Sundowns and we have also lost against Arrows. It is not going to be an easy game at all, but we are more than ready” Solomons said.
