he Democratic Alliance (DA) in LepelleNkumpi Municipality is expected to demand an explanation from its Mayor, Cllr Ivy Phaahla about the reinstatement of Municipal Manager, Mr Freddy Ramaphakela who was suspended earlier pending investigations into alleged fraud to the value of more than R50 million against him. DA councillor, Ms Naomi Phosa said Ramaphakela returned to work on Monday
after he was suspended earlier this year due to suspected irregular expenditure of R42 million, his alleged involvement in overpaying R2,6 million to service providers without following correct procedures and alleged inability to account for R13 million in unauthorised expenditure. All municipalities are included in the process of determining the best performer in terms of the sustainable use of natural resources for purposes of development, be it social or economic. Spokesperson for the department, Mr Patric Selahle said the Greenest Municipality Competi-
tion, formerly known as Cleanest Town Competition, was initiated in 2001 with its primary focus on implementing the National Waste Management Strategy. “The competition will be contested by the 25 local and district municipalities in the province. Out of that number we will select a winner and two runners-up. The key elements of the competition were reducing, recycling and reducing waste materials. In one instance figures reflect construction on a primary school project exceeding 42,3% totalling an approved variation order amount of R645 289 on a contract of R1 525 250. On another primary school project incorporated in the documentation a 247,2% increase in variation order was noted on a contract amount of R98 300, totalling R199 245. A construction tender for work at a college elsewhere resulted in a 103,8% increase in variation order that amounted to R11 401 115 on an initial R9 200 500 tender. In the document it is stated that all projects assessed for purposes of the report have been referred to the SIU for further investigation. Van der Walt explained she would also take further the matters of the alleged questionable purchase of a residence by a current MEC as well as the interest of a serving MEC in companies doing business with government allegedly without declaring such affairs. In conclusion Van der Walt stressed that Heads of Departments and Chief Financial Officers normally had to take the brunt for decisions but that the matters she would propose for investigation clearly depicted political influence.

Volgens ooggetuies op die toneel het beide voertuie, ‘n bakkie en ‘n bussie, teen ‘n hoë spoed die rooi verkeerslig op die hv Webster- en Marshallstraat verontagsaam waarna een van die bestuurders waarskynlik beheer verloor het. Drie mans en ‘n vrou, almal van die polisie, is met geringe beserings na die hospitaal gehaas. Volgens ooggetuies het die bakkie op sy sy op die sypaadjie te lande gekom en die bussie teen ‘n boom. Daar word verder beweer dat die polisie eers ‘n uur en ‘n half na die ongeluk op die toneel opgedaag het. Polokwane polisiewoordvoerder, konst Tsietsi Lamola het bevestig dat ‘n saak van roekelose en nalatige bestuur ondersoek word, maar dat geen verdere inligting teen druktyd
beskikbaar sal wees nie aangesien die ondersoekbeampte nie beskikbaar is nie. “Geen arrestasies is nog gemaak nie en die ondersoek duur voort.” Lamola het nie bevestig of ontken dat die polisielede op pad na ‘n voorval was nie. Volgens ‘n lid van die polisie wat anoniem wil bly is dit nie ter sprake of hul onderweg was na ‘n voorval nie, want bestuurders van polisievoertuie moet steeds polisieriglyne nakom, ongeag in watter hoedanigheid die voertuie aangewend word. “Polisievoertuie moet altyd drie voertuiglengtes van mekaar ry, selfs al is die offisiere op pad na ‘n toneel. Dit gaan gepaard met die drie sekonde-reël waar alle polisievoertuie vir ten minste drie sekondes by ‘n rooi verkeerslig moet stop voordat hulle kan oorsteek. Selfs as ‘n verkeerslig groen is moet die bestuurder stop om die veiligheid van ander motoriste en voetgangers te verseker.” Intussen het ‘n bron aangedui dat daar nieamptelik reeds bevestig is dat die voertuie nie na ‘n misdaadvoorval onderweg was nie.
Music festival stuck between tug of war KESHIA J V RENSBURG >> keshia.observer@gmail.com A tug of war between the local Joint Operational Centre (JOC) Police unit and the Polokwane Municipality has left the organisers of the Capricorn FM MTN Limpopo Music Festival between a rock and a hard place, following a disagreement about when the festival should end. Following a JOC meeting which took place on Tuesday morning, Police officials and concerned parties, discussed the music festival to be held on 23 November. In this discussion a letter from Municipal Manager, Ms Connie Mametja was read stating the function was decreed to end at midnight and now later due to the noise levels. Members of JOC and other interested parties did not agree and suggested during the meeting that the concert be given permission to go on until 06:00 the next day, to enable concert-goers to reach their destinations safely by means of public transport. In Mametja’s letter it also stated that JOC does not have the mandate to overrule her decision. Various statements made during the meeting suggested that if the concert were to end
at midnight, crimes such as muggings, theft and rapes could become prevalent and the attendees would be easy targets for criminals taking note of events ending at such an hour. Gen Joseph Maepa, head of JOC Polokwane says he has scheduled a meeting with Mametja for Monday, during which he will be discussing the various solutions available to the dilemma and also suggesting why the concert should end at 06:00, which is solely due to safety reasons. The Managing Director for Capricorn FM, Mr Cyril Chetty acknowledged receipt of Mametja’s letter stating the concert should end at midnight and no later. “We are currently in discussions with JOC, who have assured us the pre-determined time for the end of the festival suits them perfectly and they in turn will liaise with the Municipality and determine a route forward. We have planned everything accordingly and have already paid all the artists who will be featuring during the festival. The dates and times will stay as published and if any changes are made the press will be notified immediately. At the time of going to press, Ms Tidimalo Chuene, spokesperson for Mametja, could not comment.

Derduisende liter water vermors toe kontrakteur hoofpyplyn beskadig RC Myburgh >>rc.observer@gmail.com Week na week word inwoners gemaan om water te bespaar, maar Dinsdag het krane in sommige woongebiede opgedroog nadat ‘n kontrakteur wat optiese kabels lê, die hoofpyplyn vanaf die reservoirs in Sterpark beskadig het en derduisende liter water vermors is. Met die vyf plaaslike reservoirs wat Dinsdag slegs ‘n gemiddelde watervlak van 35,6% gehad het, het ‘n see van water in die omgewing van Savannah Mall in Groblerstraat opgedam nadat die pyp deur ‘n meganiese ploeg, wat gebruik word om slote te grawe en kabels te lê, beskadig is. Die voorval het ongeveer 12:24 gebeur en die munisipaliteit het eers kort voor 14:00 daarin geslaag om die watertoevoer met die hulp van hul kontrakteurs af te sny. Volgens ‘n werknemer van die konstruksiemaatskappy, Light Fibre Infrastructure, grawe hul reeds sedert verlede week 1,2 m-diep inspeksiegate saam met lede van die plaaslike munisipaliteit om te bepaal waar waterpype en elektriese kabels gelê is. Die projekbestuurder, mnr Clint Breytenbach, sê nadat hulle begin grawe het, het hulle op ‘n hoop ondergrondse rommel afgekom
wat hulle genoodsaak het om ongeveer 500 mm van die gemerkte roete af te wyk. “Ons het geen ander keuse gehad nie wat toe groot nagevolge ingehou het. Ons erken ons het ‘n fout gemaak en vra om verskoning vir die ongerief,” sê Breytenbach. Faunapark, Florapark en die oostelike gedeelte van die stad is geaffekteer. Teen Dinsdagaand het krane in hoogliggende gebiede opgedroog. Volgens munisipale woordvoerder, mnr Matshidiso Mothapo, is ‘n watertenk kort na die voorval by Mokone Shell in Groblerstraat beskikbaar gestel waar inwoners water kon verkry. “Die munisipaliteit en Baatshuma Electrical and Water het deur die nag gewerk om die probleem op te los. Ons kan nie spekuleer wat die totale skade aan die infrastruktuur en waterverlies is nie. Die munisipaliteit sal eers die waarde van die skade kan bereken sodra die nodige herstel gedoen is en ‘n ondersoek geloods is om die waterverlies te bepaal,” sê hy. Matshidiso sê Light Fibre Infrastructure sal vir die skade verantwoordelik gehou word. Die watervlakke is Dinsdag by die 50 megaliter en ou en nuwe 30 megaliter reservoirs onderskeidelik op 37%, 40% en 36% gemeet, terwyl die reservoir in Potgieterlaan op 30% gemeet is.

mportant adjustments to the annual Limpopo budget for the 2013/14 financial year were tabled by the MEC for the Provincial Treasury, Mr Rudolph Phala at the Limpopo Legislature on Tuesday. Section 31 of the Public Finance Management Act (PFMA) stipulates that the MEC for Finance in a province may table an adjustments budget in the Provincial Legislature due to unforeseeable and unavoidable expenditure recommended by the Provincial Executive Council (Exco) within a framework determined by the Minister of Finance. Education and Health and Social Development received the lion’s share of the adjusted R1,3 billion budget with R473 million and R404 million being allocated to them respectively. Another R244,4 million goes towards improving the road infrastructure in the province. During his speech Phala mentioned that the legacy of the National Government Section 100 Intervention in December 2011 is still in place in Limpopo. He added that such a drastic form of
intervention was necessitated by the fact that the provincial government was technically bankrupt, facing a financial collapse, having an overdraft of R1,7 billion, with accumulated unauthorised expenditure amounting to R2,9 billion. “Today with the help of the Section 100 Intervention Team under the leadership of Mr Mondi Tom, the province has been turned around to such an extent where it has a positive balance of R4,2 billion.” The MEC went on to say that action is being taken against those responsible for the maladministration and no stone will be left unturned in taking action against everyone responsible for the financial collapse. Phala explained that in the adjusted budget the Provincial Treasury department will be putting money aside to deal with a number of critical areas including the management of disaster; the Comprehensive Agricultural Support Programme; the maintenance of boilers in hospitals; road maintenance; compensation of employees; the annual Limpopo flagship Mapungubwe Arts Festival; the sending of 110 medical students from the province to Cuba to study as doctors; the re-grading of clerks within

The Democratic Alliance (DA) Caucus Leader in the Limpopo Legislature, Ms Desire van der Walt expressed the party’s general satisfaction with the adjusted budget and praised the efforts of the national intervention team over the past two years and Phala over the past few months, since taking over from his predecessor, Mr David Masondo. “However, it is not the amount of money that is available to the province that is a problem, but how the finances are spent and the monitoring thereof that is an ongoing problem,” Van der Walt stated. She mentioned the shocking state of municipal finances in the province and expressed the DA’s doubts on the ability of Limpopo’s municipalities to turn the situation around despite the Limpopo Treasury’s Operation Clean Audit campaign for 2014. Van der Walt said the DA would continue to closely monitor the spending of provincial departments to ensure that it is ultimately the people of Limpopo who will benefit from the adjusted budget. The Chairperson of the Congress of the People (Cope) in Limpopo, Mt Patrick Sikhutshi said his party agrees with the broad objectives of the adjusted budget but expressed his misgivings of the implementation thereof. He disagreed with the MEC on all the successes achieved by the ANC in delivering services to all the people of Limpopo. “Previous experience in Limpopo has taught Cope that everything looks good on paper but unemployment remains high and basic services in many rural areas are still lacking. It is up to the ANC to prove to the people they are serious about delivering a genuine service. Action speaks louder than words,” Sikhutshi elaborated.

ith more than 1 243 fraud and corruption cases reported nationally during the 2011/12 book year and the national intervention team still in Limpopo to sort out the administration of several government institutions it is difficult to believe that the province is ranked only sixth on the national cost of financial misconduct list. This state of affairs was revealed during a meeting between Polokwane Municipality, National Treasury department and several other stakeholders on Tuesday. The purpose was to create awareness among entities about reported fraud and corruption cases originating in Limpopo adding up to R2 194 429. A presentation conducted by the National Treasury’s Messrs Bheki Gutshwa, Director: Risk Management Support in the Office of the Accountant-General and Zamani Nxumalo, Director: Specialised Audit Services revealed statistics that named KwaZulu-Natal, Gauteng and the Eastern Cape to be the top three corrupt provinces with their cost of financial misconduct figures being R39 044 977, R14 135 915 and R13 468 131 respectively. They are followed by the Western Cape (R4 698 920), Mpumalanga (R3 829 365), Limpopo (R2 194 429), Free State (R1 850 952), North West (R731 536) and Northern Cape (R486 907). Less than R1 million was recovered from the amount lost in Limpopo leaving in excess of R1 million not recovered. KwaZulu-Natal presented the worst case scenario with a mere R81 649 from the nearly R40 million recovered. The different spheres of government such as national departments, provincial departments, local government and state owned entities registered 140 fraud and corruption cases up to 1 April. These cases represent nearly R34 billion due to fraudulent contracts and tender processes. Nxumalo added that in most cases service delivery was very poor or not done at all. South Africa joins Brazil in the 69th position on the international list of most corrupt countries. Nxumalo revealed that for the financial year reported on the highest number of fraud and corruption cases was reported nationally. “It is reality that we can only work on reported cases and that figures can double or even triple if unreported cases were able to be calculated. The statistics are actually nothing compared to what the country really loses,” he said. He added that the just over two million newly registered voters for next year’s elections are proof that corruption impacts directly on the people as they have no confidence in the people they are voting for anymore. Polokwane Executive Mayor, Cllr Freddy Greaver responded to the presentation by saying that people should change their perception of fraud and corruption, especially in Limpopo. “The perception of South Africa being the most corrupt, Limpopo the worst province and local government the most corrupt people should change. I am not propagating that all is well but people’s perception of fraud and corruption makes public servants feel guilty even when they use toilet paper,” Greaver said. He added that the municipality strives towards fighting corruption. “We should fight fraud and corruption relentless on all levels. Do not accept the perception that corruption occurs in government only,” he stressed.

he African National Congress (ANC) in Limpopo is expected to continue with elective conferences in three regions of the province this weekend, a process that has been pending for about two months. It was reliably learnt that the conducting of ruling party conferences in Mopani, Sekhukhune and Peter Mokaba regions are to follow a decision by the Provincial Task Team (PTT) of the ANC taken earlier this week. Thus far Vhembe has been the only region to conclude its conference while Waterberg has been missing from the most recent provincial list conference held in Polokwane a fortnight ago. A source said it was of great concern to party insiders that a region did not participate in the provincial list conference. The source stressed the fact that packages were not submitted to regional structures could mean that it did not favour particular candidates. It was further learnt that the provincial elective conference of the ANC is still due to happen in December and would not be moved to January as expected. It is regarded most
significant for it would have a bearing on governance in Limpopo as the decision would enforce a line-up of leaders tasked to take the province into the future. According to ANC PTT spokesperson Sello Lediga conferences would be held in Mopani, Sekhukhune and Peter Mokaba regions of the ruling party this weekend. The only one outstanding was the Waterberg region, he said, where problems still had to be sorted out. He expressed the hope that the region would be ready within the next two to three weeks. Lediga added that it was possible for the provincial elective conference to happen in the absence of Waterberg region though, while branches from the region would still be able to participate in the provincial conference. The provincial elective conference would be a conference of branches, he stated. He added that a decision of the National Executive Committee (NEC) of the ANC on the outcome of the Vhembe regional conference was still awaited. He did not want to speculate on a time frame but said it would have to be before the provincial elective conference. Lediga said the provincial elective conference was being planned for 20 to 22 December.

Any time people can kill you. Or your house can get torched with a petrol bomb.” It is an exclamation that sums up life in what can be considered one of the most dangerous and densely populated hotspots on Polokwane’s threshold. The informal settlement was the backdrop of unrest over the weekend when Police had to intervene during a protracted relocation process. According to Westenburg Police spokesperson Mohlaka Mashiane three individuals appeared in court for alleged public violence on Monday after Sunday’s reported incident.
Messrs Eleck Khoza and William Malatji and Ms Elizabeth van Wyk have to appear again in court on 18 December. They were granted bail of R500 each. The informal settlement is breeding ground for all evil, reckon residents who have been calling it home for many years. In an interview they share horror accounts of their lives constantly being in danger, with three to four people from the hood getting killed a month. This mostly occurs over weekends and especially month end when salaries are spent on drinking sprees and vulnerable parties get attacked by robbers who stab their victims to prevent later identification, they explained. Criminals are locals and foreigners who steal elsewhere and dump their loot within the confines of Disteneng. It is a settlement that never sleeps, they say. Rape is not that common and once in two months news goes round about another victim having fallen prey. Then her throat would be slit to keep her from identifying the perpetra-
tors, they explain. Living in Disteneng is a constant fight for survival, they stress. Some have been living there in the hope that they would be included in a relocation process that has been dragging on since 2008. They share the perception that the relocation of the first sites to nearby Extension 106 on the weekend is coinciding with the African National Congress’s (ANC) 2014 election preparations. The much anticipated relocation started on the weekend, but they point out that they too have been left out in the cold. They reckon several factors have been playing a role in the bigger process; also the alleged selling off of stands to people who did not qualify for relocation which apparently was the reason for municipal vehicles being pelted on Sunday at around noon. However, from another source it was learnt that the relocation was halted by unrest when shack farmers or land lords who are dependent on a R120 monthly rental per household allegedly pelted Police vehicles with stones when they were ordered to break up an illegal gathering at the entrance to Disteneng. ment being a reeking gathering place for an estimated 27 000 women, men and children of varying nationalities residing in rented shacks, Ms Paulina Matlou was desperately waiting her turn to be relocated. Perched on a bare sponge mattress outside a shack adjacent to another marked with a bright single F indicating the abode of a foreigner on the door, she was armed with a hollowed out bread loaf and a two litre soft drink positioned next to her. She explained that she doubted whether her relocation would be approved. On enquiry the assurance was given that Matlou indeed was on the list of households relocated that day. On the way out, ANC National Executive Committee (NEC) member who is convenor of the ruling party’s deployees in Limpopo, Ms Ruth Bengu, captured consoling a resident overcome by emotion over the relocation process that started Saturday.

With the support of the Resilient Education Fund, a bond has been formed between Stanford Lake College and various rural schools who will be benefitting from the partnership. Appel Combined School, Makome Secondary School and Magaedisha Secondary School are some of the rural schools who will be profiting from the educational initiative. Thanks to the generous sponsorship of educational and interactive equipment these four schools will be sharing the magic of the
internet to better the education their learners receive. The launch of this initiative took place on 7 November and saw learners from all the involved schools receiving training regarding this new and innovative education process. Vonderstein has been a valuable member of the Farmyard management team for the past seven years and the driving force behind the superb meals that are served at the establishment. His culinary skills and love of good food made him a legend of his time, according to the owner of The Farmyard, Mr Paul Altenroxel. Altenroxel went on to say that Vonderstein’s passing on will leave a huge void at The Farmyard. He added that his passion for food was a close second to his tremen-
dous love for his family. The entire Farmyard management and staff’s thoughts are with his wife LeeAnne, daughter, Claudia and son, Alex during these sad and difficult times. He will be sorely missed by The Farmyard and all those who knew him. Vonderstein was also a member of the Round Table Impala 157. His memorial service was held at the Lutheran Church in Polokwane on Tuesday.

CRIME shorts A male service aid employed at the Donald Frazer Hospital in Vhembe was killed and another injured during an accidental explosion on Monday morning. According to Ms Adele van der Linde, Spokesperson for the Department of Health and Social Development, the worker was killed in a freak accident during which a cooking appliance exploded at the hospital. “Hospital and departmental staff were immediately on the scene to investigate the accident,” she informed. Mr. Ndweleni Reuben Musingadi (47) was busy with his daily kitchen duties along with other staff members, including students doing their internship, when an electric steam pot exploded. Musingadi was killed on impact while Mr Thsifiwa Nemushungwa sustained light injuries. Brig Hangwani Mulaudzi, Spokesperson for the Limpopo Police says explosives experts and the fire brigade were on the scene shortly after the accident and it cannot yet be determined what led to the pot exploding

Street robberies in Westenburg The Westenburg Police have issued a stern warning to would-be muggers who have adopted a new modus operandi by targeting and robbing pedestrians late at night. Capt Mohlaka Mashiane says he received complaints from residents regarding this new trend, mostly following incidents occurring well after midnight on weekends. Mashiane urged residents to be vigilant and to refrain from carrying valuable items like cellular phones and cash with them. “Never walk alone in the streets; try and walk in groups which will aid in your safety.” Three suspects were arrested this weekend and will appear in court this week.
Unrest at Amplats Mokgalakwena mine Unrest at Mokgalakwena Mine outside Mokopane arose yesterday following angry community members allegedly destroying mine property. Col Ronel Otto, Spokesperson for the Limpopo Police said the unrest stemmed from temporary employees demanding permanent employment from the company. Amplats Spokesperson, Ms Mpumi Sithole says operations at the mine had not been affected by the protest and the company had called in the Police to help restore order. The incident came days after Amplats workers at another mine, Dishaba outside Thabazimbi, staged an underground sit-in to protest the suspension of a union leader for allegedly acting in breach of safety procedures. Sithole said five trucks had been damaged by the protesters at the Mogalakwena mine. No injuries were reported and Otto says the Police will continue monitoring the situation and patrolling the area.
Suid Street when a 16-year-old boy was thrown off his bicycle early on Monday morning. According to Mr Mervyn Osborne, the father of the victim, his son was riding down Suid Street in the vicinity of Die Koraal when three suspects jumped out of a drainage system near the road, threw his son off his bicycle and stole his cell phone. “Once they got what they wanted they told my son to run.” Phala said this incident is not the

Call to boycott pirated goods KESHIA J V RENSBURG >> keshia.observer@gmail.com Pirated and illegally imported goods have lately been selling like hotcakes in Limpopo, but the end of this illegal trend might be in sight soon if the Department of Trade and Industry (DTI) have anything to do with it. The DTI together with Proudly South Africa has called on members of the public for a national boycott on all pirated goods and illegally imported products. This call to action forms part of efforts, especially in the run up to the Festive Season, to re-ignite awareness around this crime that usually goes unnoticed and which in turn flourishes during periods like the Festive Season when so many people are trying to save money where they can. Mr Sidwell Medupi, departmental spokesperson for the DTI said by saving money and buying pirated and illegal goods you are aiding and abetting a crime and helping these criminals steal from hard working South African entrepreneurs. “Counterfeit and illegally imported goods deprive honest workers in the creative industry of jobs and a sustainable income. Manufacturing, buying or selling these goods is not only illegal but it literally takes the food out of the mouths of honest businesses, up-and-coming artists, entrepreneurs and their families,” he stressed A further distressing point is that South Africa is seen as one of the top dumping destinations for fake and illegally imported goods due to the high demand created by local consumers. Medupi says according to reports gathered last year alone, the South African Revenue Service conducted more than 25 000 seizures and confiscated illegal goods valued at over R2,6 billion. Customs Operations achieved considerable success in the detection of illicit CDs, DVDs tobacco products as well as counterfeit goods at various ports of entry and mail centres. “It secured an average of 26 busts per day equalling well over R860 million across the country,” he said. This call to boycott is supported by the Companies and Intellectual Property Commission, the South African Federation Against Copyright Theft and the South African Police Service.
Sign board damaged RC Myburgh >>rc.observer@gmail.com Polokwane Municipality has over the past two weeks embarked on a clean-up campaign to remove illegal advertisements from the city’s streets. However, a business owner from Ladanna is furious about the removal and damage to a sign board he has displayed on the pavement for the past seven years. “The officials appointed to remove all illegal advertising material are arrogant,” the businessperson, who chose to remain anonymous, said. He followed the officials to the municipal traffic department where the removed signs were dumped. “I spoke to a traffic official and was more than willing to pay a fine. He on the other hand warned me and allowed me to take my sign board on condition of not placing it on the pavement again,” he said. The complainant’s dismay lies in the way the sign board was damaged and would cost around R2 000 to restore. “It is unacceptable. It remains private property and officials should take care in handling it.” Municipal Spokesperson, Mr Matshidiso Mothapo confirmed that the municipality recently embarked on a clean-up campaign, but said the complainant should refer the matter to the Municipal Manager’s office by making an appointment or write a letter.

In the run-up to the crowning the finalists spend weekends at Bolivia Lodge where experts in various aspects of the competition assist them in preparation for the final event. They also participated in a photo session at Protea Hotel Ranch Resort over the weekend. sion (IEC) has now extended the registration period indefinitely. Mr Motsiri Ramafalo, Communications Officer for the Limpopo IEC, says the extension is not out of the ordinary and is done to give possible voters ample opportunities to take
part in the coming elections. Ramafalo explains that the registration weekend was used as a platform to announce the kick-off of the registration period and was never meant to serve as a sole weekend where registration will be taking place on the specified dates only. “Limpopo saw a ball park figure of 182 000 voters registering to vote in the coming elections. An exact figure will be released during a press conference to be held later this week,” he confirmed. Potential voters can now register every day at their municipal IEC offices. The offices in Polokwane are situated at 5 Dimitri Crescent, Platinum Park and at 15 Landdros Mare Street.

Municipal officials trained in financial management Several municipalities in Limpopo dedicated key personnel to be trained in financial management and those who were successful in completing and achieving competence in the set outcomes of the Municipal Finance Management Programme (MFMP) were honoured during a ceremony held at Jack Botes Hall last week. The programme was facilitated by the North-West University in partnership with Concepts of Sustainable Management (CSM). It consisted of 20 prescribed unit standards adding up to more than the required 166 credits necessary for a NQF 6 qualification. MFMP is a training programme designed to meet the requirements of the Minimum
Competency Regulations (Gazette 29967, June 2007) and to enhance the skills of financial management practitioners. The minimum competency regulations require municipal managers, Chief Financial Officers, senior managers, heads of supply chain management and middle managers to be competent as per the regulations. In order to facilitate the successful implementation of the regulations and rollout of the training programme, National Treasury and Local Government Sector Education and Training Authorities (LGSETA) have invited suitable training providers to offer quality training on all the unit standards covered by the regulations.

Spokesperson for Limpopo Tourism Agency (LTA), Mr Mike Tauatsoala has assured visitors expected to visit the province during the Festive Season that all their resorts will be ready to accommodate them. “The Festive Season is the busiest time on the tourism calendar in our province as we experience high volumes of traffic from other parts of the country. Most people come to our province for various reasons such as visiting friends and relatives and leisure. All our resort will be fully operating during the Festive Season and we are more than ready to accommodate them,” Tauatsoala said.

Tauatsoala added that during the festive season Kruger National Park remains the biggest attraction in the Province, while day visits to hot springs, picnic spots, provincial parks and nature reserves have proved to be favourites amongst the locals. “Iconic and unique tourism offerings such as the extreme 19th Hole at Legend Lodge, Mapungubwe World Heritage Site and the Sunland Baobab Tree, are just a few of the many that people might want to visit,” explained Tauatsoala. epelle Northern Water (LNW) recently hosted fellow water board, Bloem Water (BW) in Polokwane as part of their endeavours to promote a healthy lifestyle. Employees of the entities showed their skills on the soccer pitch and volley ball court. Following the sporting activities the guests were then treated to an evening of socialising and enjoyment at Waterland. Their guests were entertained by talented disk jockeys, Mr Pule Rakumako known to his adoring fans as ‘Dj SillyT’ and Mr Tumelo ‘Dj West’ Ngope. The event was attended by Mr Labane Leballo, the Chief Executive Officer (CEO) of LNW, Ms Pinky Lebusa, BW Project Management Officer, Mr Daniel Tlhomelang, BW Manager Liaison Officer and Ms Nthabiseng Ntsane, BW Payroll Advertising Official. The visitors’ Sankoena Masukela was elected Masters’ Man of Match after they walloped the LNW team 4-1 in a highly contested clash of the titans. Chuene Moloto of LNW won volleyball Man of the Match trophy following his team’s convincing 2-1 triumph. Dimakatso Mogale of LNW was awarded Lady of the Match after they emulated men’s volleyball team in attaining victory. LNW and BW also contested in a 100 m fun run won by Tankiso Griesel of BW. The second place and silver medal went to Zoisile Wittes also from BW. However LNW’s women athletes resurrected the confidence in their team by winning ladies’ fun run, Basani Mbhisa came first and won gold, Keitumetse Malatjie got silver and Makie Sekwela bronze. In another men’s 100 m fun run, Geoffrey Mapanyane of BW led the race confidently, earning him a deservedly gold medal and effectively marginalising his challenger Itumeleng Machusi of LNW who succumbed to a silver medal. Leballo on the evening said he hoped the weekend’s activities would serve to strengthen ties and promote cooperation between the two bodies. undreds of fallen soldiers and members of the Memorable Order of Tin Hats (Moth) were commemorated on Sunday during a Poppy Day service held at the cenotaph in the Polokwane City Square. This day is celebrated globally each year in remembrance of all the members of the armed forces who freely gave their lives for the betterment of their countries. Remembrance Day, Armistice Day or Poppy Day as it is known by most is celebrated on the 11th day of the 11th month at the 11th hour which is when the hostilities formally ended in 1918. Moth member, Mr Johan Willemse who also serves on the organising committee of Poppy
Day says although the attendance was poor the message they wished to convey was still broadcast to those willing to listen. “Today we celebrate those who freely gave their lives in fighting for the freedom we so happily enjoy today.� Willemse says next year will definitely be different as approval has already been granted by the Polokwane Municipality to move the monument closer to the dam and the amphitheatre, also situated in the city square.

Outlook for property market remains weak T
he key drivers of house prices and residential rentals are showing no vigour, according to the latest Rode’s Report on the South African property market. Chief Executive Officer of Rode & Associates, Mr Erwin Rode in a recent press release named weak growth in employment; the cooling in the growth of disposable incomes; stillhigh levels of household debt; tighter credit standards and contractions in the number of mortgage loans granted as the culprits that will continue to put strain on price inflation in this sector. Flat rentals nationally also remain rather flat. “This is no surprise, in light of the persistent financial pressure that many households are under.” In the second quarter of 2013 nominal market rentals on flats and houses grew by 5% and 4% respectively, whereas market rentals on townhouses posted growth of only 3%. With consumer inflation (excluding housing) of about 6%, this implies that in real terms residential rentals are still contracting. Regionally, flat rentals in Cape Town (+5%) showed the strongest growth. Durban followed with rental growth of 2% while in Johannesburg and Pretoria rentals were marginally higher, rising by 1%. The South African National Blood Service (SANBS) Limpopo has expressed its gratitude to friends of the service for their generous support throughout 2013. Mr Rudolf Fourie received a 150 milestone award while Messrs Anton Hanekom, Jan van Wyk and Frederik van de Venter received certificates for donating 175 times in their lives. The highest accolade for the evening went to Mr Johannes Lochner who this year supported the service with his 200th donation. District Governor visits Rotary projects in Tzaneen The District Governor (DG) of District 9 400 of Rotary, which includes most of the former Transvaal, Botswana, Swaziland and Southern Mozambique, recently visited the four local Rotary and Rotaract clubs, who hosted him at a joint meeting held in Haenertsburg. There are over 1 600 Rotarians belonging to 86 clubs with the exemption of hundreds of Rotaracters (young adults) and Interacters (school level) belonging to over 40 clubs. DG Anneas Balt and his wife Valery, who hail from the Krugersdorp Rotary Club, gave the impression that their visit to the hospitable corner of the country was never less than a pleasure. Besides attending the joint meeting and hearing about the projects of the four clubs, the Balts also visited several projects. According to Mr Jack Holloway from the Haenertsburg Rotary Club the Warriors in Magoebaskloof hosts one of two Rotary Youth Leadership Awards (Ryla) programs, a youth leadership training course sponsored by Rotary, in the district. “This program has become so popular that it is now offered twice a year but remains oversubscribed. Each year over 200 youngsters leave the course inspired to be the best they could be for themselves and their communities,” Holloway said. They also visited Thusanang, the non-government organisation on the mountain where the Haenertsburg Rotary Club is involved in training of early childhood development educators. “These are crèche teachers from rural areas who help to set up the youngsters for school by teaching basic numeracy and making them aware of reading. Haenertsburg Rotary Club has also assisted Thusanang in building several crèches over the years.” Other local projects include the support of the Letaba Roteract and Letaba Rotary Clubs for the Yingisani School for the Deaf, in partnership with several European Rotaract Clubs; support for the End Polio Now campaign and the National Health Day; providing drinking water, especially at schools; projects to promote ecological awareness and help in caring for the aged. Highest accolade for local martial arts practitioner
fter almost 40 years of dedication to the sport, Grandmaster Henri Eksteen, owner of the Eksteen Martial Arts Rainbow Nation Dojo in Polokwane was awarded his coveted 9th Dan by the World International Martial Arts Association and Organisation (WIMAAO). Eksteen was introduced to martial arts by a friend in 1977 as a form of self defence to build up his broken self esteem after falling prey to bullying while still attending junior high school. The bullying got so bad when Eksteen attended boarding school that a hostel prefect broke his chest bones and this had a negative impact on his academic achievements at high school. After his late father removed him from his fifth high school, Eksteen took up karate as both a form of self defence and to avoid falling into depression as a result of the continuous bullying. Eksteen says his whole life took a 360 degree turn after taking up martial arts, both mentally and physically. Now, 37 years later all of Grandmaster Eksteen’s dreams and visions of what can be achieved as a martial artist has come true with the awarding of the 9th Dan by WIMAAO. Eksteen explains that his success as a
martial artist is as a result of his untiring devotion, dedication, perseverance and humbleness attained through blood, sweat and tears as well as the overwhelming impact he has made on children and adults through martial arts. For this reason and due to the fact that Eksteen has made tremendous strides to grow WIMAAO in the MMA/Cage Fighting discipline in South Africa over an incredibly short period of time led to the decision by WIMAAO to award Eksteen his 9th Dan. He was also recently elected as the President of WIMAAO in South Africa. In addition, Eksteen is also the South African Director of the World Kobukan Federation Kizuna. Their World President, Ronnie Colwell has praised Eksteen on his noteworthy achievement and made the Eksteen Dojo a global affiliate. He is also the Limpopo representative for the World United Karate Organisation (WUKO) in South Africa and serves with distinction as the highest ranking martial arts instructor within the organisation. With his latest honour in martial arts, Eksteen at the age of 51 is currently the youngest martial arts practitioner actively teaching on the African continent, in possession of an internationally legitimate 9th Dan.

National numbers are awarded to drivers who end in the top three in their category after the completion of the South African National Oval Racing Championships. Six oval racers from the Polokwane Oval Club were awarded national
numbers in 2013. In the hotrod class, Allas Pienaar and Stephan Weideman will have the numbers two and three on their cars after they ended in second and third position respectively. Johnny Durandt will proudly fly the Limpopo flag next year with number one on his car in the 2.0-litre Modified class. Sakkie Venter and Deon Voges will race with number one and two on their cars after finishing in first and second position the Super Saloon class.

he South African Three Gun Championships hosted in Polokwane over the weekend has once again proved the talent of local shots who by no means have to stand back for any competitor armed with a pistol, shotgun or semi-automatic rifle. Close to 70 shots entered the tough competition held over three days and for as long as ten hours at a time. Local aces, Paul Eksteen and Tinus Botha won the overall competition in the open- and standard divisions respectively while Eksteen also scored the overall highest points for the duration of the competition. The open division was won by the provincial team of Eksteen, Jan Bondisio, Philip Smit and Dion du Bruyn. m ‘n 17 jaar oue swemrekord te oortref, is nie enige goeie swemmer beskore nie en ‘n baie groter uitdaging as dit die voormalige Olimpiese goue medaljewenner, Lyndon Ferns se o.50 m-rugslagrekord is. Ivan Beukes van die Eagar Aquaticsswemklub en graad 7-leerder van Pietersburg Laerskool (PLS) het verlede week tydens die skool se interhuis swemgala die merkwaardige prestasie behaal. “In 2012 het ek dié o.13-rekord onsuksesvol probeer verbeter en besluit om harder te oefen om my doelwit te bereik. Dit was dus nie toevallig nie, ek het hard daarvoor gewerk,” sê hy. Hy erken dat hy bang is vir diep en groen water, maar baie tuis in die swembad is en elke oomblik geniet. Ivan swem sedert sewejarige ouderdom en oefen minstens twee keer
per dag vir drie uur. Die eerste sessie is soggens 05:00 voor skool en die tweede sessie teen 16:00 tot 18:00. Tydens die onlangse vlak 2 Suid-Afrikaanse Swemkampioenskappe in Sasolburg het die doelgerigte swemmer ‘n goue, twee silwer en een bronsmedalje verower. Met die SA Skolekampioenskappe het hy in 2010 ‘n algehele sesde plek in 50 m-vryslag gekry. Die aflosspan waarvan hy deel is, het ook met die Sasol Winterkampioenskappe ‘n goue medalje in wisselslag huis toe gebring. “Rugslag is my gunstelingitem. Die geheim is om jou kop agtertoe te hou en jou arms in vinnige lang bewegings agter toe te bring. Jy moet ook die slae tel wat jy gee om te bepaal wanneer jy naby die kant is om vinnig om te draai en nie tyd te mors nie.” Ferns is ook sy swemheld en rolmodel. “Lyndon was ook in PLS en die Hoërskool Pietersburg (PHS). Ek begin ook volgende jaar my hoërskoolloopbaan by PHS waar ek my swemdrome wil voortsit en hopelik in sy voetspore volg. Akademie is vir my belangrik, daarom maak ek tyd om tussendeur genoeg aandag daaraan te gee,” sê Ivan wat ook sedert graad 4 jaarliks een van die top 10 akademiese presteerders is. Hy het vanjaar ook vir PLS se
derde rugbyspan gespeel,was lid van die eerste krieketspan, neem aan redenaars deel en speel skaak. Die afgelope vyf jaar het hy jaarliks aan die Suid-Afrikaanse Skaakkampioenskappe deelgeneem wat sy veelsydigheid onderstreep. Ivan sien met groot verwagting uit na die hoërskool. “Ek kan nie wag om deel van PHS te word nie. Ek sal die skool se naam in die swembad hooghou en hard werk om my drome van ‘n loopbaan in inligtingstegnologie te bewaarheid.” Sy ouers, veral sy ma, is gereeld langs die swembad om hom aan te moedig en seker te maak dat hy reg eet voor kompetisies. Sy afrigter, Dougie Eagar kan glo kwaai raak, maar is baie goed. “Hy sien toe dat ons hard oefen en berei ons goed voor vir kompetisies. Die klub se sukses lê in die professionele manier waarop hy elke swemmer afrig.” Ivan se raad om vinniger en beter in die swembad te presteer, is om hard te oefen en fiks te bly. “Volg die basiese styltegnieke, maar as jy ‘n styl kry wat vir jou werk, hou daarby. Harde oefe ning bring sukses, nie talent nie.”
