Emergency services geared for Easter >> Health education and awareness programme rolled out >> Mankweng Hospital has contingency plans in place in case of disaster RC Myburgh >>rc.observer@gmail.com As of today (Thursday) when traffic volumes in Limpopo are expected to drastically increase with the arrival of millions of pilgrims, holidaymakers and other travellers, the province’s Emergency Medical Services (EMS) will be deployed across the province’s roads to ensure the safety of road users during the Easter season. A press release by Department of Health
and Social Development Spokesperson Adele van der Linde stated that EMS personnel and vehicles, including ambulance assistants, paramedics and rescue teams will be deployed at the so-called hot spots to ensure faster response time. “These points are identified as places where heavy traffic movement in and out of the province is anticipated. The N1 will be covered from the Mantsole Weigh Bridge to the Beit Bridge border post with emergency service personnel deployed at toll plazas and other strategic points,” she said. Other key points where medical personnel will be deployed until midday on Tuesday are at Chuene Resort on the R37, Moria City entrance, Evelyn Lekganyane Clinic and Tzaneen crossing, all on the R71, Haenertsburg, on the Moloto road at the Philadelphia crossing and the R524 Thohoyandou/Punda Maria road, as well as the Malamulele crossing and at Tshilidzini Hospital.
“The Mankweng Hospital has contingency plans in place in case of any major disaster that might result from the pilgrimage and the mass gathering at Moria, as well as the usual casualties experienced this time of year. Visitors to especially the northern and eastern areas of Limpopo (Mopani and Vhembe districts) are cautioned to take precautions against malaria, which is still prevalent this time of year,” Van der Linde said. She advised pilgrims and visitors to any other highly populated areas to ensure that all necessary measures are taken to prevent an outbreak of diseases such as cholera by washing hands properly before, during and after preparing food, after using the toilet or changing a baby’s nappies. The department has already rolled out a health education and awareness programme in Vhembe on malaria, cholera and the H1N1 virus since 11 April, which will continue until the end of the month.
finance and human resources departments, “notwithstanding the fact that this is the smallest tribe in the province accounting for no more than 16% of our population”. The biggest concern centres around what was referred to as a glaringly disproportionate number of officials in prominent positions who hail from Venda and which required extremely urgent attention. The aggrieved individual(s) stated it was suspected to be nothing short of a tribal arrangement orchestrated by individuals in line with their slogan “shomela venda”, which is translated into the tribe being on a mission to redirect resources to what was referred to as their former Bantustan. One of the latest moves to be orchestrated by this clique was to ensure that directorates were stripped of their financial delegations with the sole aim of ensuring that the entire departmental budget comes under the control of a faction, it was further alleged. In the document an example was listed of four Sesotho-speaking employees having been instructed to vacate the supply chain directorate, a move suspected of making way for other members of the same ethnic group. It was further alleged that former Premier Sello Moloto in his capacity as then MEC of Health and Social Development dismantled a similar situation in the past when it reached alarming proportions, but yet again the problem was seen to be rearing its ugly head
“right under the leadership of the current MEC and she appears unperturbed even as this destroys staff morale.” According to a source the situation was being ignored by both Letsatsi-Duba and her predecessor, MEC Dikeledi Magadzi. “This clique has clearly misled the MEC in more ways than one so that it could continue to manipulate the system to achieve its tribally-motivated and insular ends.” In response Adele van der Linde for the Department of Health and Social Development said “There are channels that can be used for such serious allegations and to date, no official complaints have been received by the MEC’s office. The group of concerned individuals are therefore invited to give foundation to their claims by putting it in writing to the listed authorities instead of trying to discredit other individuals or ethnic groups in the media.” Approached for comment, Nehawu Provincial Secretary Jacob Adams said they did not have knowledge of the existence of the document and the matter was not raised with them. If indeed it were to the disadvantage of Nehawu’s members they would act and at this stage it was difficult for them to do so as they had not received such a report, he assured. In conclusion Adams added they were at loggerheads with the MEC over unresolved issues which members in the employ of the Department of Health and Social Development were aggrieved about.
Ethnic rage From page 1 system and this ethnic cleansing is rooted out”. The person(s) responsible for creating the document would want to see an investigation by the department, the Public Protector and the Hawks to establish how certain individuals – whose names are being withheld - ascended to strategic posts “in instances where their collective and individual conduct stands at odds with policies and the law in general”. A source pointed out an unfolding pattern of appointments relating to several positions, including members of the main and sub bid committees of the department. In the document the author(s) refer(s) to the indifference of political leadership unfortunately having led to “some kind of ethnic cleansing, unprecedented nepotism, low staff morale and high levels of job dissatisfaction among Sesotho and Nguni speaking employees and has, over time, had the adverse consequences of catapulting the department onto the brink of tribal hostilities”. The leadership of the department had fiduciary, political and moral duty to arrest and reverse the scourge by dismantling the clique. With the document containing claims of growing tribal hostility, the author(s) endeavour(s) to expose what was described as an unsettling trend cementing itself within the department based on blatant tribalism perpetrated by a so-called clique from Venda. It was stressed the clique was perceived to ensure that people from Venda occupied strategic positions, especially in the
Baby found in box finds love at Ngwana House From page 1 “Out of these, 37 babies have been adopted in South Africa, 27 internationally and 18 have been placed in foster care. 39 of the children have been handed to other children’s homes, where some have also been adopted from. 82 babies have been returned to their families and five have sadly passed
away. There are currently 18 babies at the house,” Oberholzer said. Grabbing a bite to eat took a whole new meaning for Westenburg Police officials who took a break from their weekend operations to get fast food. Staff at the takeaway outlet quickly alerted them that they had heard crying coming from a box. Upon investigation Mohlaka Mashiane from the Westenburg Police found the baby at the corner of Thabo Mbeki and Market Bela-Bela streets. His date of birth is presumed to be 5 April,” she said. “It is indeed very sad for babies to be abandoned like this but it is a beautiful miracle when a young life is saved and ends up living a full, healthy and successful life after placement or adoption within a loving family, which is our main goal,” Oberholzer said. Janse van Rensburg who serves as the housemother for the infants explained it is very important for the community to realise that everyone employed at the house is living out a calling and a passion and does not do the job for the sake of working. “The youngest baby we’ve ever received was 45 minutes old. It is a great privilege to be one of the first people to shower these babies with love within the first few hours of their arrival. We do so much more than just take care of the babies. We want to make a permanent influence and things like taking a different child to church with me every Sunday ensuring each one can be equally blessed,” Janse van Rensburg emphasised. This recipe seems to be working when listening to the duo joyfully recalling some of the positive fruits the house has borne in the past few months. A child found in a toilet in Boyne as well as a child found in a plastic bag in Church Street have both been placed with families. “The plastic bag baby who made headlines last year has been adopted by a loving couple from Gauteng who are both business bankers and who jokingly say they share an uncanny resemblance to their new son,” Janse van Rensburg said.

early a year after the death of her sixyear old daughter, Tonia Moloto still cannot come to terms with how the person allegedly responsible for her daughter’s death is still living freely while she deals with daily reminders of losing her “baby”. Makgabo Moloto died on 20 June 2013 after she was hit by the official vehicle of the Aganang Municipal Mayor, Maria Mokobedi. Makgabo was allegedly walking on the side of the road with some of her friends when the vehicle driven by the mayor’s driver collided with
her, killing her instantly. Her mother explains that the municipality and the mayor offered to pay for the funeral and all things needed for the burial as compensation for the accident. Tonia confirmed this offer and says it was met. “Paying money or giving condolences is not going to bring my daughter back, only justice will help heal the wounds from her death,” concluded Tonia. Promises of counselling were also made, especially for the children who witnessed the horrific incident but according to Tonia this promise was never kept. “Imagine how terrible it must have been for a group of six-year-olds to see their friend hit by a car. With all the
blood on the scene I can only imagine the trauma they lived through,” Tonia concluded. Polokwane Observer spoke exclusively to Mokobedi who said she is aware that no charges have been brought against her driver. “We paid for the whole funeral and offered our condolences,” Mokobedi stated. When asked if she thought payment of the funeral to be sufficient compensation for the death of a child, she slammed the phone down. Ronel Otto from the Limpopo Police confirmed the incident and says a case of culpable homicide was opened and investigated after which the completed docket was handed to the National Prosecuting Authority.

Chucky van Niekerk passed away on Monday evening.
he family of policeman Chucky (Hendrik) van Niekerk (41) are still recovering from severe shock following his sudden death on Monday evening. According to family representative Hannes Heyman who is also the provincial leader of the Freedom Front Plus and Chucky’s father-in-law, Chucky returned from work on Monday evening and greeted his wife Ankia. “He
suddenly collapsed and made gurgling sounds after which he started to turn blue. His wife called her father-in-law who applied CPR for more than 10 minutes,” said Heyman. The paramedics arrived soon afterwards, followed shortly by Van Niekerk’s house doctor. The doctor, who wishes to remain anonymous, confirmed the incident and said he could not issue a death certificate on the scene as he felt it pertinent that a post mortem be done first to establish the cause of death as Chucky
was very young and in good health. At the time of going to press it was established that the post mortem was to be done on Wednesday (yesterday). Andre Wessel Mare, the head of the Limpopo Supply Chain Management of the South African Police was Chucky’s direct superior and says he was a dedicated officer who always went the extra mile in his job. Mare says Chucky will be sorely missed by his friends and colleagues and that they will have to search far and wide to find a better man for
his job. At the time of his death Chucky was the head of the Limpopo Movable Government Properties Division in the Supply Chain Management section. Chucky leaves behind his wife, daughter Jolene (19) and son Jotin (17). Ankia says they cannot confirm positively when his memorial service will be held, but that it would be sometime next week, following the conclusion of the post mortem. Contact Ankia on 079 578 5084 for more information on the memorial service.

Sharp increase in malaria April 17, 2014

ver the past four weeks Limpopo experienced a sharp increase in malaria with the most cases reported in the eastern parts of Mopani and Vhembe districts where a drastic increase occurred in the first two weeks of April. Department of Health and Social Development Spokesperson Adele van der Linde said Polokwane residents should not fear as no cases have been reported locally despite a doctor in the city confirming at least one patient diagnosed with malaria. “It is possible that patients can be diagnosed with malaria in Polokwane but is most likely that the patient was infected in a malaria endemic area and only diagnosed in Polokwane. According to the department no cases in which patients were infected within the city, were reported,” she said. Van der Linde explained that during a normal malaria season Limpopo experiences an increase in malaria at two different times, first in January and then March and early April. “This year 911 cases were reported in January with 957 in March. Forty-two people already lost their lives due to malaria. This is more or less in line with previous years. Looking at the long-term figures malaria cases reached a high in 1999 and 2006 with 5 777 and 10 423 cases reported seasonally and malaria related deaths
between 49 and 100 per season. Through continuous intervention malaria cases were lowered to between 1 384 and 4 735 since 2007 with between 20 and 49 deaths reported per season during this period,” she said. Referring to certain intervention by the department Van der Linde said they continuously embark on the indoor residual spraying (IRS) programme which involves the annual spraying of dwellings in malaria areas with a long lasting insecticide. “While the invention does not prevent every single malaria case it is one of the successful interventions recognised internationally for keeping malaria at low levels within communities at risk,” she said. Van der Linde said the department is concerned as infected people refrain from seeeking help at an early stage. “Malaria is a disease that can be diagnosed and treated at primary health care (PHC) level and the PHC clinics are doing exceptionally well in this regard. Malaria is however a disease that deteriorates quickly into severe or complicated malaria if not diagnosed and treated within two to three days of the onset of the disease,” Van der Linde said. She urged people with symptoms similar to those of flu such as headache, nausea, fever and even diarrhoea to visit the nearest clinic in order to be tested for malaria. She added that clinics and hospitals are well rigged to test and treat patients.

Northern Academy - no strike action planned RC Myburgh >>rc.observer@gmail.com An alleged planned strike by assistant educators at Northern Academy who were upset about various issues, among which their salaries, was possibly avoided after consultation with stakeholders and Regional Manager of Curro Holdings André Pollard were held on Tuesday to discuss misunderstandings and perceptions. A source informed Polokwane Observer that the assistants were disgruntled over their salaries not being adjusted since Curro Holdings
took ownership of Northern Academy in 2012. It is alleged that the directors of the company refused to listen to their issues and that they were not allowed to join a union. Northern Academy Principal Sonia du Plessis denied allegations of a threatening strike by assistant educators and referred to the consultation held on Tuesday by Pollard. “All parties are bound to create and maintain the name of Northern Academy in order to make it the preferred school in Polokwane. It is not true that salaries have not been adjusted since Curro Holdings took ownership of the
school,” she said. Du Plessis further denied claims that assistant educators are not allowed to join a union. “All educators have free access to any union of their choice. Successful negotiations with a representing union were also held during the week,” she said. She stressed the fact not a single assistant educator is currently on strike nor planning on doing so. “As mentioned a planned meeting already took place and further communication from Curro Holdings management will be communicated through the appropriate channels,” she concluded.
Teen held at place of safety KESHIA J V RENSBURG >> keshia.observer@gmail.com The 16-year-old relative accused of the recent murder of Willem and Anje Kiessling appeared before the Mokopane Magistrate’s Court on Tuesday on charges relating to the deaths of the couple from a farm at Merebank outside Lephalale. Ronel Otto from the Limpopo Police said the case has been postponed to 19 May for further investigation.
“The teen is still in custody and is currently being kept at one of the places of safety in Limpopo,” Otto confirmed. The case stems from the alleged murder of the elderly couple found dead in their home by Police officials alerted by concerned family members who could not manage to contact them for days. Their daughter Arenda Pieterse spoke to Polokwane Observer exclusively and said a phone call from the Police
confirmed her worst nightmare after she had requested them for assistance to contact her parents. The Police also told her that it seemed as if her parents had been dead for at least a week taking into consideration the degree of decomposition of the bodies. Upon investigation no signs of a robbery or a struggle were found. The teen was soon afterwards arrested in the Mosselbay home of his guardian.

areas where heavy rainfall and floods earlier caused damage. “We had graders at the municipalities but they were not enough. We wanted our municipalities to have more graders so that we improve routine maintenance of all provincial gravel roads. We are aware of the bad conditions of the roads which have been exacerbated by recent heavy rains experienced in the province. We promise to continue to work with the municipalities to improve the state of our roads despite the limited budget at our disposal,” Masoga said. He added that the graders will be sent to the respective districts so that the work should start without delay. Spokesperson for the Department Mathole Machaka said to hire the graders from different local service providers cost the department R23 million.

Grade 11 and 12 learners from schools within the jurisdiction of Polokwane Municipality were exposed to various career opportunities during the Polokwane Municipality Mayoral Career Awareness Drive hosted at Jack Botes Hall last Friday. Learners had the opportunity to interact with representatives from the national Department of Public Works, Department of Cooperative Governance, Human Settlements and Traditional Affairs, Eskom, University of Limpopo and Coca-Cola while acquiring information regarding various career options and bursaries. California Phanyane, Director of Corporate and Shared Services at Polokwane Municipality said they decided to give learners an opportunity to explore various career opportunities while they are still at school. He said most young persons do not know which careers they want to follow. “We are avoiding a situation where young people opt for tenders instead of going to school
to further their education. We are saying to them education is not tenders. Tenders are not sustainable. We want them to study and acquire skills and the only way to acquire skills is through education,” Phanyane said. Ntwanano Mabasa, a Grade 12 learner at Capricorn High School said she was grateful to be part of the event and being able to explore various career options with learners from other schools. “It was a good platform for us as learners, not only to evaluate various career options but to meet with fellow Grade 12 learners and help each other to choose that ideal career” she said. Another matriculant, Tshepang Mashilo of Taxila Combined School said it was an awesome opportunity created by the Polokwane Municipality for learners to make the right career choices as they reach the final stage of their high school learning. “We are at the critical moment of our lives and our future will be decided on the career choices we make. We commend the Polokwane Municipality for the initiative,” Tshepang said.

Current development not affected by moratorium RC MYBURGH >>rc.observer@gmail.com Local residents and businesses are concerned about construction and development activities proceeding in the city despite the moratorium Polokwane Municipality placed on the approval of applications for development nearly a year ago. Premises in Burger, Dorp and Market streets have lately been cleared and prepared for construction while work on other buildings is nearing completion. Polokwane Observer was unable to locate the developers in order to establish how the moratorium applies to their activities. The proposed China Mall also raised concerns at residents keeping the moratorium in mind. The moratorium was implemented in May last year during a meeting between the municipality and developers when the municipality indicated that water shortages remain the biggest challenge for development in the city. It was then said that applications would be put on hold or disapproved due to the non availability of bulk service infrastructure, including water supply.
The city at present experiences major challenges in water provision as the ageing infrastructure leads to continuous pipe bursts. The municipality also awaits answers from the Department of Water Affairs to increase the city’s quota on water pumped from the Ebenezer Dam. Polokwane Municipality assured residents that active construction going on in the city was approved before the moratorium was passed. “The moratorium is placed on land use rights applications involving, among others, rezoning and township development. If land use rights were in place before the moratorium and developers were not ready to develop, they can still develop as the moratorium will not have an effect on them,” Spokesperson Malesela Maubane said. He explained that town planning was already done on approved developments before the implementation of the moratorium. “It is similar to a situation where someone owns a piece of property with development rights and does not have the money to develop right away,” he said. He guaranteed that the municipality has since the moratorium not approved any new applications for development.
Lions and Rotary join forces for better sight WARREN BLUNT >>warrenb.observer@gmail.com The Rotary Ann’s Club of Pietersburg 100 recently brought better sight to many residents in the city when they handed over 211 pairs of spectacles to the Pietersburg Lions Club. Rotary Anne President Jenny Tschudin handed over the 111 pairs of spectacles plus another 100 that were collected by the Rotary Ann Club of Louis Trichardt to Johan van der Westhuizen, the project leader of the Lions Operation Bright Sight project in Polokwane. The Operation Bright Sight project has been run by Lions Clubs in South Africa for over 50 years. All the new and used spectacles and lenses that are collected are sent to the central office of the Lions Bright Sight project in Benoni where they are cleaned and repaired, tested by optometrists and redistributed to needy members of the community. Persons who would like to support the project can drop off their obsolete spectacles at Mini Printers in the Palm Centre at 23 Grobler Street.

f Limpopo were a country, it would have been classified a failed state. Sharing her opinion on issues relating to Limpopo politics in an interview with Polokwane Observer during a visit this week, Democratic Alliance (DA) Parliamentarian Lindiwe Mazibuko spoke in a similar tone as when tackling the controversial Nkandla issue from a podium in the National Assembly. Mazibuko touched down in Polokwane on Monday for a host of commitments that commenced with an engagement with DA supporters at a Polokwane primary school that evening when she addressed issues of concern that included policies on Black Economic Empowerment (BEE), Limpopo’s textbook saga, the exclusion of DA leadership in Limpopo from a weekend television debate and the inception of the Nkandla ad hoc parliamentary committee. Mid-Tuesday morning she headed towards Podile in the Ga-Molepo area where she met with a community having to share drinking water with animals. She was bound to walk in solidarity with members of the community who have to complete vast distances to fetch water and have been subjected to intermittent water supply for prolonged periods to grasp the challenges. She would have moved on to Makhado and Tzaneen for rallies thereafter. In the interview she further said the national government stepping in to run Limpopo was a clear example of the fact that it was a failed province. The irony, she said, was that the African National Congress (ANC) deployed ministers, MECs and Premiers and they then failed to imple-

ment their mandate, but instead of firing them and moving them from their posts they simply moved in to do the work for them. “We haven’t reached the stage in our electoral politics where the consequences are that they are removed from office. So the only consequence right now is that they are simply taken over by the national administration.” Reflecting on Limpopo’s recent political past, she stressed that in the ANC punishment for being a poor Premier was to be rewarded with a seat in Parliament, and the ANC not understanding engaging the concept of accountability was big both in the province and nationally. She indicated the DA aimed at becoming the official opposition in Limpopo. Without wanting to make predictions on percentage margins ahead of the elections she stressed that she was quite confident that they would easily surpass the Congress of the People (Cope) and face down the Economic Freedom Fighters (EFF) and become the official opposition in the province. Mazibuko added that the EFF took votes from the ANC and so did the DA, and continued to stress that their big presence in Limpopo was not at all a concern to the DA. The conversation concluded with the inevitable discussion of the Nkandla issue with Mazibuko, who in some circles is referred to as President Jacob Zuma’s nemesis, saying she was happy that the Speaker was independentminded enough to set up the ad hoc committee that would scrutinise, among others, the Public Protector’s report and Zuma’s response to it.

RC MYBURGH >>rc.observer@gmail.com Capricorn District Municipality (CDM) hosted the first of a series of Integrated Development Plan (IDP) and 2014/15 draft budget consultations when they met with traditional leaders from the five districts of the municipality last week. Executive Mayor Lawrence Mapoulo addressed and discussed challenges and interventions concerning various issues with the leaders. In an overview Mapoulo explained that the total district population is estimated at 1 261 463 with 342 838 households and 616 settlements. Eleven percent of the population has no formal education while 38% attained primary level, 34% secondary level, 9% matric, 5% a diploma and 2% a higher education. The unemployment rate is estimated at 37,1% with the majority of the population living under the breadline by earning less than R15 600 per year. The HIV/Aids prevalence is at 18,6%. Spatial planning and rationale Mapoulo explained the challenges referring to insufficient land for development, delay in settling outstanding land claims which creates a risk for investors, lack of infrastructure and resources for waste management and invasive plant species within the district. Almost R15 million was set aside for environmental management while R3 984 000 was allocated to spatial planning. Water supply Eighty nine percent of households have access to water in the district. Among others inadequate
Mayor meets traditional leaders for IDP consultation bulk water supply and funding, the over-reliance on boreholes and poor quality of groundwater, inadequate planning budget, unauthorised connections, ageing infrastructure and overloaded wastewater works were provided as challenges. R51,4 million, R46,6 million, R78,6 million and R58,7 million were respectively allocated to Lepelle-Nkumpi Municipality, Molemole Municipality, Aganang Municipality and Blouberg Municipality. Sanitation Aganang was estimated at a low of only 23,65% of its residents who have access to sanitation. CDM is planning on providing honey suckers to locals in areas where they still use pit toilets, focus on resolving how to optimise existing natural resources and engage with competing water users and embark on hygienic practices awareness campaigns. R15,1 million was budgeted for the respective municipalities which includes R1,6 million for the Alldays sewer. Electricity Mapoulo said the average people still rely on firewood for cooking and heating due to electricity cost. Illegal connections will be discussed with law enforcement agencies. Roads CDM budgeted R353 000 for the development of a district road master plan, R170 000 for road safety campaigns, R2 184 000 for public transport rural infrastructure planning and R1,5 million for ITP support.

Legal representative for the complainant, Tumi Mokoena has been quoted in national media reports saying that the mediation is due to a possible out of court settlement being sought between the two involved parties. The charges stem from an incident Polokwane Observer reported on in March, when the accused allegedly assaulted his wife following a dispute in their home.

CRIME shorts Alleged murderer of Relela victim named Ernest Kgashane (39) who stands accused of allegedly murdering a teen from outside Tzaneen made a brief appearance before the Ritavi Magistrate’s Court on Thursday. According to Hangwani Mulaudzi from the Limpopo Police Kgashane has been formally charged with murder and kidnapping and will make his next appearance on 23 April at the same court. Mulaudzi added that the accused has also been linked to two rape cases committed in 2007 and 2013 and that it is expected that these cases will be added during his next court appearance. Kgashane was arrested just over a week ago after Police investigations linked him to the alleged murder and mutilation of a 15-year-old female victim from Relela Village. The victim was found by a passer-by at Manlakazi Village. Her hands had been chopped off and her stomach cut open, revealing a set of keys in the gaping hole. Kgashane was positively linked to the case by means of DNA. Police investigations continue.

Explosives suspects appear in court today
Two suspects arrested for alleged possession of explosives will appear before the Musina Magistrate’s Court today (Thursday) when they will be given a chance to formally apply for bail. Hangwani Mulaudzi from the Limpopo Police said Victor Chaikambure and Nicholas Mhlanga were found in the possession of explosives thought to be valued at nearly R30 000 last Thursday. The suspects were driving in Musina when Police officials acting on information at their disposal pulled them over and found the explosives stashed behind the driver’s seat. Upon searching the vehicle the Police found eight capped fuse detonators and eight blasting cartridges. Both Chaikambure and his passenger, Mhlanga, were arrested on the spot.

personeelverryking.

will soon gain confidence in the purpose of the chamber again. Mdlalose was elected during the chamber’s annual general meeting. As a successful businessman and Chief Executive Officer of Mdlalose Holdings, Mdlalose has a clear vision of what he would like to change in his year in office. “I would firstly like to get a clear understanding of what members expect of the chamber, what their needs are and how the chamber can successfully service them. Secondly we need to find solutions to generate more funds for the chamber,” he said. He added that events and activities hosted by the chamber will from now on be more insightful in order for members not only to listen to a guest speaker during a business breakfast,

but to actually gain fruitful information from the session to grow their businesses. “A big step the chamber intends taking is joining hands with Polokwane Municipality, Capricorn District Municipality, Limpopo Economic Development and Tourism (Ledet) and the Office of the Premier. We want to integrate ourselves with the municipalities’ development plans and play an important role to distribute valuable information to our members,” he said. He added that businesses miss out on big opportunities due to the lack of shared information.
PCOB will also network with chambers from other parts of the province. “As the chamber within the business hub of Limpopo, it is our mission to involve other chambers to ensure development across the province and not only in Polokwane.” Improving Safety and security is another of Mdlalose’s key objectives. “Running a successful business is not only achieved by keeping it safe from burglars, but to create a healthy environment in terms of keeping illegal goods of the streets. The honest businessman can no longer struggle to make a living because of illegal trade within the city. We need to create a broader compliant environment for all businesses to grow,” he said. Corporate Social Investment is something close to Mdlalose’s heart and will definitely receive attention. “We will adopt several projects during the year to look into the wellbeing of the community. We will also set out a programme of events which we will engage in during the year. By doing this I will be able to give detailed reports on every project or event we engage in to the chamber members at the annual meeting.” He explained that each member of the executive committee will serve the community within a specific portfolio. The committee will meet on 24 April to discuss the way forward.

Karkas drasak ‘n moet vir biltongjagters www.pot-shot.co.za
Province gets ready for winter hunting season Warren Blunt >>warrenb.observer@gmail.com
W
ith the hunting season in Limpopo set to commence at the beginning of May, the Department of Economic Development, Environment and Tourism (Ledet) has urged all hunting safari operators in the province to make sure their permits are in order. Ledet is the sole authority regarding the issuing of permits for hunting, breeding, caring and rehabilitation of wild animals. Hunting in the province is regulated by the Limpopo Environmental Management Act 7 of 2003. All wild animals or birds in Limpopo require a permit to be hunted or kept in captivity. The official hunting season for antelope and big game is
from 1 May to 31 July. For wing shooting the season lasts from 1 July to 31 September in the non-breeding season for birds. In cases of fenced-in game farms hunting takes place throughout the year and hunting operators must keep an up to date record of all animals shot. At open farms the hunting season is from the beginning of May to the end of July. All registered hunting operations and professional hunters must keep a hunting register of all the animals shot during the hunting season. Certain quotas are allocated for each species of game and birds during the hunting season. In the case of endangered species like rhino, a special permit must be applied for at the National Department of Environmental Affairs. Only in exceptional circumstances will a
permit be issued to hunt rhinos. Regarding other endangered species in Limpopo, only a total of 50 leopard and 33 elephant can be hunted in the province annually. In the case of elephants and leopards, a special Convention on International Trade in Endangered Species (Cites) permit is issued to the hunting operator by Ledet on a first come, first served basis not exceeding the permitted number that can be hunted annually. Ledet expect approximately 2 400 overseas hunters to visit Limpopo during the 2014 hunting season, similar numbers since the worldwide economic recession that started towards the end of 2008. Nevertheless, the hunting industry remains an important contributor the province’s Gross Domestic Product.
Best hunting grounds in SA found in Limpopo Warren Blunt >>warrenb.observer@gmail.com Limpopo is blessed with breathtaking landscapes, great winter weather and a diverse variety of big game and antelope to make it one of the choice hunting destinations in South Africa for both local and international hunters. The province also has a large number of hunting lodges that offer inclusive hunting packages to rifle and bow hunters. More than 70% percent of the Kruger National Park (KNP) falls within Limpopo and many hunting lodges situated nearby offer great opportunities for hunting. Lots of formerly agricultural land in the province has been turned into hunting lodges and used for game breeding purposes in order to sustain the hunting industry for many years to come. In many cases game lodges provide employment for people living nearby
in an industry that is expected to show enormous growth in the future. The province also shares an international boundary with Zimbabwe and Botswana. At the world renowned archaeological site at Mapungubwe on South Africa’s north-western border located along the confluence of the Limpopo and Shashe rivers, animals like elephants, lion and many species of antelope roam freely between the three countries. Limpopo’s infamous north eastern border within the KNP, a place with the dubious name of Crooks Corner is where the international boundaries of South Africa, Mozambique and Zimbabwe meet, making the province an ideal location for cross-border hunting packages. Limpopo was a huge hunting ground in the 1860’s and with its diverse topography and rich history still offers some of the best hunting safari packages that Africa has to offer. Hunting mostly takes place in the
winter months during the non-breeding season. Big and small hunting safari operators offer exclusive hunting packages to both local biltong hunters and international trophy hunters. Most hunting lodges have various packages on offer from dangerous game to antelope and prices vary according to the scarcity of the animal. All hunting operators provide trackers and professional hunters who are familiar with the area being hunted in. Accommodation options vary from rustic to five-star opulence depending on your budget and needs. All the necessary permits and documentation for the animals being hunted is normally taken care of by the hunting lodge. For trophy hunters who want their animals mounted or preserved, Limpopo boasts some of the best taxidermists in the business to ensure that your trophy receives the best treatment to show off for many years to come.

Ministers to sign MOU to combat rhino poaching WARREN BLUNT >>warrenb.observer@gmail.com Further cooperation in the ongoing fight to stop rhino poaching will be one of the main objectives when the Minister of Water and Environmental Affairs (WEA), Edna Molewa and the Mozambican Minister of Tourism, Carvalho Muária are expected to sign a Memorandum of Understanding (MOU) today (Thursday) in the field of Biodiversity, Conservation and Management at Skukuza in the Kruger National Park (KNP). The latest rhino poaching statistics released by WEA, show that a total of 277 rhinos have been killed for their horns since the beginning of 2014. Out of this total, 166 have been slaughtered in the KNP alone. Limpopo is next with 34, North West (32), KwaZulu-Natal (24), Mpumalanga (10), Eastern Cape (6), Free State (4) and Western Cape (1). Mozambique is regarded as a priority country within the SADC region and South Africa recognises the need for engaging with Mozambique on wildlife management and conservation. This is particularly in respect to address the current scourge of rhino poaching within the KNP and the Greater Limpopo Transfrontier Park (GLTP). The MOU is regarded as vital to conserve the dwindling rhino population within the GLTP, as escalating incidences of poaching have become a major challenge to save the rhino from extinction. The signing of the MOU follows extensive negotiations and less than a year since a bilateral meeting took place in June last year in Maputo between Molewa and Muária. At Maputo it was agreed that a MOU on cooperation in the field of Biodiversity, Conservation and Management was required to assist in addressing wildlife crimes, including rhino poaching. Wildlife conservation experts hope the MOU between South Africa and Mozambique will assist in bringing down the number of highly armed gangs that enter South Africa from Mozambique to poach the country’s rhinos.

F

Progress Factory Shop now bigger, better, cheaper RC Myburgh >>rc.observer@gmail.com
O
ver the years Progress Milling exceeded many people’s expectations and as soon as one thinks that there is no way this successful business can expand any further yet another value adding concept is implemented to the benefit of their customers. One of this company’s branches, Progress Factory Shop opened in 2002 already but on Monday was re-launched on a much bigger scale to offer even better service to clients. Store Manager Anthony Alberts said the idea of expanding the store came after months of discussion on how to increase the shop’s turnover as well as ways to provide a wider range of products at affordable prices to their pa-
trons. “We expanded the storeroom to stock bulk products in order to keep purchase prizes low which impacts on the selling price to the public. Progress Meat, our butchery is also now incorporated into the store. We also changed the front facade of the store with new sign boards and repainted the building,” Alberts said. To celebrate the re-launch of the factory shop special offers abounded on among others maize and sorghum products, rice, cake flour, cooking oil and sugar. Customers also gained from specials at the butchery on stewing beef, T-bone, chicken, biltong and lamb. Alberts invited customers to visit the new store at 1 20th Street, Industria to benefit from regular specials on quality products. Contact them on 015 297 3452.

A further 37 suspects were busted for the possession of suspected stolen property. 76 people were nabbed for contact crimes which include assaults, murder and attempted murder. During the arrests, Police confiscated seven illegal firearms and several dangerous weapons, including knives, axes and pangas. Ten people were arrested for reckless or negligent driving and driving under the influence of liquor. Easter Arrive Alive campaign launched

MEC for Roads and Transport, Lehlogonolo Masoga addresses delegates at the launch of the Easter Arrive Alive Campaign on Tuesday.
>> One life lost, one too many >> War declared on road traffic offenders Warren Blunt >>warrenb.observer@gmail.com
M
EC for Roads and Transport (DRT), Lehlogonolo Masoga was a busy man on Tuesday when his department launched its Easter Arrive Alive to the media at the newly completed off-ramp on the R37 at the Polokwane Metallurgical Complex. Earlier in the day Masoga joined a contingent of traffic officials and Police in manning a roadblock on the R37 during which a total of 397 vehicles were checked. In what was a taste to come for traffic offenders over the Easter weekend, 63 fines were issued for various offences, nine outstanding warrants of arrest were implemented, ten vehicles were taken off the road and nine vehicles impounded by law enforcement officials. Masoga in his address said the busy Easter period is characterised by high volumes of traffic, often accompanied by horrific crashes and loss of lives on Limpopo’s roads. “To harness partnership for a coordinated approach to realise road safety over Easter all SAPS, Traffic Officers and members of the transport sector and municipalities will be involved in our goal of zero fatalities on the province’s
roads over Easter. One life lost on our roads is one too many” Masoga reiterated. Statistics released by DRT revealed previous Easter weekend fatalities to have been 31 in 2009 and 2010, 25 in 2011, 23 in 2012 and sixteen in 2013. The Easter Road Safety Campaign is based on a continuation of the road safety campaign “Operation Thibela Kotsi” geared to raise the bar on law enforcement by declaring war on traffic offenders. The Operation Thibela Kotsi initiative literally means prevention is better than cure. Masoga said a high visibility of Traffic Police with the support of the SAPS will be on all the major routes to and from Limpopo over the Easter weekend. The key law enforcement focus areas will be on drinking and driving, speeding, wearing of safety belts, vehicle roadworthiness, public passenger transport documentation, overloading and pedestrian safety. Over the Easter period, the DRT will be rolling out road safety awareness billboards as well as distributing road safety information material at strategic points on all of Limpopo’s roads. The easter message for all road users is speed kills, be wise, slow down, drive safe and arrive alive.

Rental agents must earn their keep >> To check on rental property every six months is not a good idea >> It is difficult for landlords to take a stance against defaulters
In fact, using the right person to manage one’s rental property could end up saving a person a great deal of money. Renting a property can become quite an emotional issue. No one wants to rent out their home only to discover at a later date that the tenant has virtually wrecked the place. Unfortunately this happens more often than one thinks and, unless a landlord is willing and able to inspect the property on a fairly regular basis, can end up costing a great deal of money. Although it may be relatively easy to keep an eye on the property if you live nearby, this doesn’t apply to those who rent out properties in outlying areas, or for inland residents who

own coastal properties. Inspecting a rental property every six months or so is generally not a good idea. A lot can happen in that timeframe and owners who find themselves in this situation should strongly consider employing someone to keep a watchful eye on things. More than just the rent Good rental agents do far more than simply collect the rent. They often act as mediators between the landlord and tenant. They invariably work with a dedicated team of plumbers, electricians and handymen who not only get the job done, but do so professionally. Collections are always going to be the most

important part of the rental equation. It is often difficult, initially at least, for landlords to take a firm stance against defaulters. This is serious in any landlord’s book, but the fact that the law tends to favour the tenant means the situation can end up being a nightmare that could cost the landlord thousands. The good and the bad There are good rental agents, mediocre rental agents and outright bad rental agents. Because of this it is vital for a landlord to conduct a little research before appointing someone to do the job. The first thing that needs to be determined is whether the agent is in possession of a valid Fidelity Fund certificate. It is highly advisable to avoid those who do not have this important document. By law an estate agent who sells or rents out property has to have a Fidelity Fund certificate and it is illegal to practice without one. Managing rental properties is a specialised field and while many rental agents do sell homes now and again, most focus their attention on the homes they lease out. For this reason it is recommended that landlords deal with an agency that has a dedicated rental division. Word of mouth is still the best form of advertising and anyone who is considering using a rental agent should ask around for recommendations. Property is a major asset and every care should be taken to ensure that people aren’t simply doing their jobs, but are doing them to the best of their ability.

Female detectives win big at SAPS Excellence Awards KESHIA J V RENSBURG >> keshia.observer@gmail.com Two investigating officers from the South African Police Service in Limpopo stole the limelight at the SAPS Annual National Excellence Awards which were held in Pretoria recently. The Lebowakgomo-based Ntjwakae Beauty-Queen Nchabeleng was the biggest winner of the evening scooping two of the most coveted awards. Not only did she go home with the Detective Employee of the Year Award but she was also awarded the Minister of Police Nathi Mthethwa Special Award. The investigating officer is wellknown known for posing as a school girl who successfully lured a serial killer closer before arresting him. In 2013 Nchabeleng received a Gold Cross Medal for bravery and a cheque of R35 000 from the National Commissioner of Police General Riah Phiyega. Limpopo produced yet another star at the awards ceremony in the form of Danelle Fourie from Makhado Family Violence, Child Protection and Sexual Offences (FCS) Unit. Fourie served as the leader of a group which successfully investigated and secured six life sentences for a Zimbabwean-born serial rapist who was terrorising the community of Makhado. The acting Provincial Commissioner of Limpopo, Berning Ntlemeza was quoted in a statement saying that he applauded these two top detectives and called upon other members to follow their example. He said the awards proved that Limpopo has the best detectives and now the challenge is to maintain the trend which the two have set. “The two investigating officers have made us proud and their hard work has brought peace in the communities they serve. We encourage all members to love their work and to go out of their comfort zones for the benefit of the community”, said Ntlemeza.

Johan Willemse by die graf van Gerhard Kooijker.
TO LET

Exciting racing action at Dalmada indoor track Warren Blunt >>warrenb.observer@gmail. com The racing was fast and furious at the JRC Indoor Raceway in Dalmada during the hosting of the second round of the National Offroad Electric Car Championship over the weekend. A host of electric racing car enthusiasts from Limpopo and Gauteng tested their cars and racing skills on the tight track, the only indoor racing circuit in
the country. Visiting racers expressed their satisfaction with the circuit, describing it as unique and different to the outside venues that host national championship race meetings. The organiser of the event, Jaco van Eeden of JRC Models in Polokwane said the indoor track is proving to be popular with both locals and visitors and the venue will definitely be used again during the National Championship next year.

ometimes the game of bowls is referred to as ‘old man’s marbles’, but in modern times this is no longer the case when one looks at the players from Polokwane Bowls Club that form part of the Limpopo u.19 bowls team. The team is mostly made up of young players whose parents are members of the Polokwane Bowls Club. The skip of the team, sixteen-year-old Bridget Calitz, a learner at Hoër Tegniese Skool Tom Naudé has been playing bowls for
four years and is also a member of the u.25 Limpopo team. The other female member of the team, Leandre van Tonder started playing bowls in 2013 and will be representing Limpopo for the second time. The team participated in the u.19 InterDistricts tournament that was held at Pietermaritzburg last week and achieved a credible seventh place out of the 20 teams that participated in the tournament. Team manager Annemarie Calitz thanked Assies Engineering for sponsoring the team’s bowling kit and Deon Viljoen, the Limpopo coach for sacrificing his Friday afternoons in order to prepare the team for the tournament.
Second quad bike victory for Brian Baragwanath WARREN BLUNT >>warrenb.observer@gmail.com Former Polokwane resident, Brian Baragwanath (Team Rhide SA Yamaha) clinched his second victory in succession for 2014 in the quad bike category of the Windsorton 400, the second round of the National Off-road Championship that took place in the quaint little town of Windsorton in the Northern Cape over the weekend. The dry and dusty route through some of the old diamond diggings in the Northern Cape took its toll among the top riders, with both local quad riders, Polokwane’s Jurie Meyer (Yamaha Race Support) and Tzaneen’s Jaco Moller (Extreme ATV Tzaneen Yamaha) experiencing mechanical problems and failing to finish the race. With the defending Q1 champion Meyer unable to complete the race, Baragwanath finished just under 15 minutes ahead of the second place rider, David Hollis on a Yamaha
while Baragwanath’s team-mate, Hannes Saaijman eventually finished in third position, a mere fraction of a second behind Hollis.

Booby Solomons, Head Coach of Polokwane City Football Club is convinced that his charges can uphold their recent good performance when they go head-to-head against Mpumalanga Black Aces on Sunday. This follows their 1-1 draw against a robust Maritzburg United a fortnight ago. Polokwane City Football Club currently lies in 14th position in the Premier Soccer League and desperately needs points to avoid relegation. Since their promotion to the elite league in May last year they have only managed to win six out of 26 matches. “We are very aware of our up and downs in the league. Honestly we did not start well but we want to assure the people of the province that we will finish well and won’t be relegated. “We are travelling to Mpumalanga on Saturday for a match against Aces. It is not going to be an easy match given their performance, but we are fired up. We are left with four matches to go before the league reaches its business end. We have to pick up every point,” Solomons said.
LSA postpones softball tournament HERBERT RACHUENE >>herbert@mailbox.co.za The Management of Limpopo Softball Association (LSA) has apologised to softball fans that made their way to Seshego Softball grounds on Saturday to witness the association Super Cup only to find out that tournament will no longer take place. The association announced the postponement of the tournament last Friday evening after the provincial softball executive members were called to an urgent national meeting. LSA Spokesperson, Matome Lebea said the association apologises for the late postponement of LSA Super Cup matches last weekend. He confirmed that LSA had used different media platforms to do so on Monday and Tuesday. “However, we will ensure that they are played to the finish before we host the u.19 National Provincial Championship in July. We apologise for the inconvenience caused to the softball supporters,” Lebea said. He further announced that Mahwelereng Spikes will host a Commemorational Tournament on Saturday and Sunday in memory of the former players who passed on. “Teams that will participate in the tournament are Moletlane Texas, Mankweng Pioneers, Lebowakgomo Wildbeasts, Seshego Raiders, Kalkspruit Red Scorpions, Mamelodi Softball Club, Sebayeng Sharks and Naledi Spiders,” Lebea said.

he Assupol Limpopo Blue Bulls suffered their sixth consecutive defeat in the 2014 Vodacom Cup competition when the visiting Lions team became the first team to score more than 100 points against them at the new Peter Mokaba Stadium on Saturday. The visitors ran in 16 tries against a nonexistent Limpopo defence on their way to a comprehensive 110-0 victory. The halftime score was 68-0 in the Lions’ favour. With Saturday’s big victory the Lions moved up to fourth place on the latest North Section Vodacom Cup log, with the Vodacom Blue Bulls leading the standings with one match to play in the competition. The Limpopo Blue Bulls are still looking for that elusive first win in the tough Vodacom Cup competition, since becoming part of the Vodacom Cup set-up last year and remain rooted to the bottom of the log in the North Section. The Lions scored a record 161-3 win against the Limpopo side in Johannesburg last year with winger Anthony Volmink crossing the try line a record seven times. This time round the Lions also became the first side to score more than a hundred points in this year’s Vodacom Cup competition with flyhalf Willie du Plessis bringing his kicking
boots along to convert fifteen of his team’s 16 tries for a personal tally of 30 points. For the Limpopo team this is the second home match in a row that the team failed to score any points after their 0-88 defeat against the Steval Pumas last weekend. The team have a mountain to climb in their last match of the competition against the Vodacom Blue Bulls in Pretoria on 26 April after the team from Pretoria inflicted a 0-110 drubbing against Limpopo in last year’s match.

Join the 2014 Biggest Loozer challenge and change your life forever >> ‘The image of a person’s life must change on the inside before it can change on the outside’ >> ‘It’s never too late to start living the life you have always wanted’ After successfully influencing so many lives with our 2013 Challenge we realise our responsibility as a health club in assisting our clients to improve their lifestyle. Our goal with this year’s weight loss challenge is to attract clients who have been struggling with poor lifestyle habits which have lead to their unfavourable weight situation, and then to provide a support base, encouragement, and accurate information which will empower and assist them in overcoming the battle against the overweight condition, which inevitably consumes their lives. Obesity has a negative influence on people, restricting them in so many areas of their lives, including the way they dress, their social interaction, their moods and self image, and in most cases obesity partners a degree of depression. This is over and above the multitude of negative physical symptoms it carries along with it like elevated cholesterol, gout, elevated blood pressure, and obvious higher risk of cardiac disease. This year’s challenge will provide participants with dynamic training classes daily, monthly assessments, diet plans and guidelines, monthly adjusted training plans, and a powerful support system. Voluntary weekly fitness challenges will also be held at the club. Lastly we realize that a person’s body changes from the inside out. You first have to change the way you think, and what you think about yourself. This is a process and will form an integral part of our support system throughout the challenge. If you need help in this area, and are serious to make positive and lasting change to your lifestyle, contact us now.

Sedert sy laerskooldae by Laer-

Inderdaad ‘n mondvol.
