‘Visible policing needed in Westenburg’ - residents
KESHIA J V RENSBURG >> keshia.observer@gmail.com A woman in her thirties became the most recent victim of rape in Westenburg after she was raped
and left naked under the bridge adjacent to Buys Street on Friday. It is alleged that she was raped under the bridge and all her clothes stolen, before the three foreign national suspects fled on foot.
The visibly shaken victim explained that the more she begged for mercy, the more they laughed. During the ordeal she quickly realised that her attack-
ers were foreign nationals, who in her opinion is responsible for most of the crimes in her community. Clothed in only a blanket and with adrenalin still pumping freshly To page 2

Mega cleanup to curb corruption MPHO DUBE >>mphodube.observer@gmail.com
A major clean out by Premier Stan Mathabatha’s administration is currently underway to apparently curb corruption in all government departments, agencies, parastatals and boards. Mathabatha wasted no time to start weeding out all elements linked to his predecessor, Cassel Mathale and his allies. Post Mangaung the political core has moved to Sekhukhune and Lepelle-Nkumpi. Highly placed sources within the African National Congress (ANC) in Limpopo have welcomed the move saying that, as a result of these changes in administration, the economy of the province will no longer be centralised to Seshego, Polokwane and Tzaneen. Cope Youth welcomes suspension of Nyda’s CEO >> The NYDA has become a lost cause MPHO DUBE >>mphodube.observer@gmail.com Mr Abel Rangata, Secretary General of the Congress of the People (Cope) Youth Movement in Limpopo has welcomed the recent suspension of Mr Steven Ngubeni, Chief Ececutive Officer of the National Youth Development Agency (Nyda). Rangata said the agency’s board has finally heeded the call, hitherto led by CopeYM, to do a thorough investigation into the conduct of Ngubeni concerning alleged irregularities in the running of Nyda. Rangata said in a statement on Friday that CopeYM also questioned the alleged awarding of a R22 million catering contract to the uncle of Ngubeni’s wife’s during the ‘Kissing Festival’ that was meant to be a

Brig Hangwani Mulaudzi, spokesperson for the Limpopo Police is of the opinion that every criminal is treated as a criminal, regardless of their nationality. “I cannot deny that foreigners commit a high level of crime.” Mulaudzi further explains that the South African Police are working in close partnership with our bordering countries like Zimbabwe and Mozambique to curb such incidents. Concerned residents from Buys Street exclusively spoke to Polokwane Observer on Friday in the hope that the Westenburg Police will pull up their socks and start monitoring foreign nationals in the area more closely. Angry residents are of varying opinions on the crime situation in Westenburg but all agree to the fact that visible policing is not being

Rangata told Polokwane Observer that CopeYM is probing Ngubeni’s recent role in the alleged recent spending of R20 million in taxpayers’ money on music equipment at inflated prices for up-and-coming DJs and wannabe music producers at R96 000 per instrument. Rangata said: “Ngubeni defended the deal with Madlosi Entertainment, owned by Kaya FM station manager Greg Maloka and Kalawa Jazzme’s Oskido Mdlongwa. We welcome the investigations set up by the Chairperson of Nyda, Yershen Pillay. While we welcome the call made by Nyda and the internal investigations taking place within the Nyda, we are however renewing our call for the National Youth Development Agency to be disbanded and call for the President to set up a national youth ministry to look solely at the issues of the youth and implement youth related programmes.” CopeYM through Rangata further said:
“The NYDA has become a lost cause and an embarrassment to the cause of the youth in South Africa. It has become a liability to the government and is failing to address youth problems and instead has become a cash cow for the ANCYL (African National Congress’s Youth League), where most of the members of Nyda came from and more goes to enrich the Nyda members through inflated salaries. Taxpayers’ money meant to develop our country’s youth has been spent on needless exercises and did not reach the unemployed young people of this country.” The movement has also called for Mr Collins Chabane, Minister in the Presidency responsible for Performance Monitoring and Evaluation to carefully revise its need for Nyda and realise that it is a misrepresentation of the needs of South Africa’s youth. “Our government needs to devise means to create a better system for the development of the South African Youth,” Rangata concluded.
undertaken. “The Police need to step in and create fear. If people fear the Police arriving while they are committing crimes, this might help curb the crimes. Right now this is not the case as criminals know Westenburg is an easy target and that the Police are slow.” Another resident from Buys Street explains that they don’t know who the criminals are anymore. They feel that everyone you walk past can be a criminal. “We are too scared to go outside our houses anymore and keep our doors locked even in the daytime. Our children used to always play safely in the streets but nowadays even that is taboo.” Mulaudzi further adds that the Police officials on the scene accompanied the woman to the hospital after seeing she needed medical attention. “Upon their return she had discharged herself and never laid a charge. The officials did more than was expected of them as it is not usual procedure to accompany a rape victim to the hospital.”

From page 1 Mr Seaparo Sekoati, MEC for Economic Development, Environment and Tourism (Ledet) was earlier this week instructed to dissolve all boards of the Limpopo Development Agency (Leda). The announcement by Ledet Head of Department, Mr Solly Kgopong of the resignation of all members of the Leda Board was preceded by Polokwane Observer being reliably informed by an inside source of the imminent disbanding of the boards of Great North Transport, Corridor Mining Resources (Pty) Ltd (CMR) and Risima Housing Project. Mr Simon Matome, Senior Manager in the office of the MEC (Sekoati) and acting Spokesperson for Ledet said: “This process will allow Grant Farrell invites existing and new the new administracustomers to contact him for the best tion to put in place deals, professional service and expert new structures advice! in the interest of The new Golf GTI has arrived! consolidating service delivery in the provTel: 015 299 8806 ince.” Matome who Cell: 071 319 2298 denied allegations Fax: 086 267 3309 of purging, revenge e-mail: sales5@vwpolokwane.co.za and it’s our time to cnr Nelson Mandela & Grobler streets Grant Farrell eat tendencies now VW Sales Executive Motorcity, Polokwane, 0701 that the new leader-

Kgopong in a statement yesterday (Wednesday) said: “The reason behind this disbandment is to allow the shareholder the opportunity to reconstitute the board’s governance structure to be in line with the strategic direction of the new leadership in the province.” Matome said the Office of the MEC accepts the resignations and thanked all boards members for the work done and the commitment shown in the past seven months under Mathale’s administration. Mathale’s support staff has also been moved. Mr Mogale Nchabeleng returned to his position as Chief of Staff after being ousted and marginalised by Mathale to work as General Manager for Infrastructure. He was swapped with Mr Phuti Mosomane who was Mathale’s Chief of Staff and Ms Mashadi Mathosa, Mathale’s Spokesperson was replaced by season veteran spin doctor Mr Kenny Mathivha. Mathosa was also moved to announce to another unit at the Premier Office. This occurred after Mathabatha warned that he will not allow anybody to “drag” Limpopo through “the mud” as a result of “senseless and heinous acts of corruption and maladministration”. Mathabatha further urged all stakehold-
ers in the province to reclaim the dignity and glory of Limpopo as the province of peace and prosperity. “Those found guilty must be made to pay for their misdeeds. We cannot allow people to use state resources for personal enrichment. This is the taxpayer’s money. It is meant for nothing else but the improvement of the conditions of living of our people,” he said. Polokwane Observer approached the ANC Provincial Task Team (PPT) for comment about cleaning out or purging. Provincial Spokesperson, Mr Sello Lediga dismissed the allegations. “The PTT is happy about the new leadership, the Cabinet and administration. We are very happy and we aren’t divided but united. Our Chairperson Philemon Mdaka is also happy and he has invited our Premier to sit in the PTT meetings. Premier Mathaba is our Premier and he will attend PTT meetings.” The only surviving member of Mathale’s support staff, Limpopo Government Spokesperson Mr Tebatso Mabitsela said: “Government will continue to do its work in line with the principle of the law and applicable policies. “Whatever is done is informed by those policies and will from time to time strengthen our service delivery in a quest to create a better life for our people. What we do it is with the interest of making the required impact to the lives of our people. Government has no intention to purge anybody.”

Intussen is onderrig by die skool weer hervat.

‘Education is bleeding’ - Angie MPHO DUBE >>mphodube.observer@gmail.com
B
asic Education Minister, Ms Angie Motshekga admitted that problems in the Department of Education in Limpopo are running too deep and that it will take a miracle to fix them all at once and speedily. This was Motshekga’s first open admission as to the seriousness of the crisis the Department of Education in Limpopo has been forced to face due to the late delivery of text books, infrastructure challenges, inadequate learning and teaching support materials (LTSM), shortages of staff, Section 100 intervention and a financial management crisis. Addressing members of the media during a press conference held at the department’s head office, Motshekga introduced and welcomed Ms Dikeledi Magadzi as the new MEC for Education after Mr Dickson Masemola was redeployed as MEC of Public Works following a cabinet reshuffle by new Limpopo Premier, Mr Stan Mathabatha. Motshekga said: “I’m confident that my colleague and I will work closely together to stop the bleeding at this department. I’m indeed thrilled to introduce to you the new MEC for Education, Ms Magadzi, a person I assume you all know.” Motshega’s visit intended to bring Magadzi up to speed in terms of the performance of the department in particular the implementation of Section 100(1)(b) as well as monitoring progress of the department thus far. Responding to Polokwane Observer’s inquiry about how long it is going to take to resolve the well documented problems the department has encountered Motshekga said the department will source help from professionals to help it deal with its problems. She confessed that the department doesn’t have enough budget to address the can of worms and dirty laundry that has become public over the past months. She however said she will engage Finance Minister Pravin Gordhan to inject more
funds and increase the department’s budget. “We have a backlog in infrastructure. We will engage the Treasury department and I’ll speak to my colleague, Minister Gordhan. We will have to work closely to stop the bleeding. The Head of Department, Mr Morebudi Thamaga and the Chief Financial Officer, Mr Martin Mashaba, will have to give me a report as I’ll be coming back in two weeks,” Motshekga said. “Problems in this department are very deep and we don’t have a time frame on when we are going to fix them. It can be ten years or more, however what is important is to stop the bleeding. I don’t even remember when last this department received a clean audit. She then added, addressing this journalist: “Mpho, we will not give you a time frame, we can only stop the bleeding.” The challenged of attracting teachers in Mathematics, Physical Science and English remain, Minister Motshekga confessed. However, she urged the department to urgently consider the deployment of information and communication technology to create virtual classrooms to reach out to learners who do not have suitably qualified teachers as well as rolling out learner support programmes. She also said: “We are receiving reports that the outstanding shortage of LTSM has now being concluded and preparations for delivery for the 2014 academic year have begun. The mediation of textbook shortages to schools has been addressed and Vhembe district was the last to be addressed. The process to procure and deliver LTSM for the 2014 school calendar year is well on course.” As part of strengthening the support for the province Motshekga said the Department of Basic Education has released four of its senior managers to come and work with the administrator. “The team will provide support in critical areas especially curriculum support, LTSM, teacher development, stakeholder, relations and financial support,” Motshekga said.

Nurtra Paints owner, Mr Ross Clayton points to the hole in the roof where a burglar gained access to his business on Sunday morning.
“When your security company alerts you of the alarm at your business, get there quickly to unlock the premises.” This is the advice of Mr Ross Clayton, owner of Nurtra Paints in Schoeman Street whose quick response to a possible break-in at his business resulted in the apprehension of a burglar. Salute Security informed Clayton of a security breach at his premises and he then made his way there to give the security guard access to the premises. “Both of us searched the premises and found a hole in the ceiling as well as that a part of the roof at the back of the building had been cut and lifted. It was when the security guard looked underneath the lifted corrugated iron sheet that he came face to face with the burglar,” Clayton explained. The guard and Clayton questioned the

Vandag is

ewly appointed MEC for Roads and Transport, Mr Lehlogonolo Masoga has vowed to reclaim the integrity of his department following public perception of maladministration, fraud and corruption. Masoga told Polokwane Observer during an exclusive interview that his administration will decisively, without fear or favour, deal with all cases of corruption and maladministration. “There is unfortunately a general perception that there is corruption and maladministration in the department. However, if you really take the trouble to look into the real story behind this, you’ll discover a couple of unfortunate incidents. All the hullabaloo was more about
individuals who unfortunately tainted the image of the department,” Masoga said. He however expressed his confidence and faith in the administration of the department. “I can put it on record that there are men and women of honour and integrity in this department who are doing their work as professional public servants. It is our plan to turn around the public’s perception of corruption and maladministration by reclaiming the integrity and the glory of this department. We are going to unapologetically without fear or favours decisively deal with all allegations, cases of corruption and maladministration,” Masoga warned. The Public Protector, Ms Thuli Madonsela’s report and recommendations following the cases of fraud and corruption are a powerful tool for Masoga’s mission to reclaim the glory
Masemola calls political heads to assume responsibility Herbert Rachuene >>herbert@mailbox.co.za Newly appointed MEC of Public Works, Mr Dickson Masemola has called upon political heads in all spheres of government to assume their responsibly in ensuring that the Extended Public Works Programme (EPWP) is not only a success in terms of the number of work opportunities created, but also in transferring skills development to the peoples through job training. Masemola was speaking at an EPWP Summit at Tivumbeni Multipurpose Centre in NkowaNkowa last Friday. “We are in the second phase of the programme of which has been a success. Since 2009 we have managed to employ more than 100 people in the province. We are happy with the progress it made and were ready for the third phase,” Masemola said. He also stressed that is important to transfer skills to people so
that they in turn can transfer skills to others. “When these people take part in projects they are also able to transfer the same skills to others and that is what we want,” Masemola said. The second phase of the programme which was launched in 2009, covers the period 2009/10 until March 2014 and aims to create 4,5 million work opportunities to the unemployed South Africans, thereby contributing significantly to the Millennium Development Goal (MDG) of halving unemployment by 2014. The programme is aimed at the alleviation of poverty and unemployment. It also ensures the full engagement on labour intensive methods of construction (LIC) to contractors for skills development. The programme focuses at reducing unemployment by increasing economic growth by means of improving skills levels through education and training and improving the enabling environment for the industry to flourish.
and dignity in his department both as political head and proficient administrator. When asked about the Public Protector’s recommendation he told Polokwane Observer: “We have been assisted a great deal by investigations by the Public Protector and team of Administrators to uncover some few cases of corruption and maladministration. We are currently in the process of implementing recommendations of the Public Protector and the intervention team is in full swing. And as a result of that we anticipate to secure an unqualified audit opinion and for us that is the stepping stone in the direction of reclaiming the glory and the integrity of the department,” Masoga said. He added that he hopes that the financial situation in the province will improve in time which will give the Department of Roads and Transport to invest
resources in providing safe and sustainable roads infrastructure across the province. “We walk in this department with good plans however we will bring new energy, work ethics, and do things better and faster,” he said. When asked about his new endeavour and how he felt when appointed by Premier Stan Mathabatha, he said: “It was a pleasant surprise when I was informed by the Premier about his decision to appoint me as the MEC for the Department for Roads and Transport.” Setting the record straight that he is definitely equal to the task to accelerate service delivery to the people of Limpopo, Masoga said: “By the time I was sworn in the excitement was long gone because my mind was preoccupied by the task ahead. I however express my appreciation to Premier Chupu Mathabatha for giving me such responsibility.”
Masemola heeds Mathabatha’s call MPHO DUBE >>mphodube.observer@gmail.com Public Works MEC, Mr Dickson Masemola, wasting no time in heeding Premier, Mr Stanley Mathabatha’s call for accelerated service delivery, hosted a two-day summit last week for the Expanded Public Works Programme (EPWP) aimed at integrated planning for maximisation of creating suitable jobs. Departmental Spokesperson, Ms Nthabiseng Boya this week confirmed that the first chapter of the EPWP has come and gone and that Limpopo government has made a satisfactory contribution given the national target of one million work opportunities. On Monday Masemola was on record that Limpopo Government was able to contribute 144 472 work opportunities. He said however that in the current phase, the Department of Public Works should further scale up to contribute significantly to ensure that unemployment is halved by 2014. Masemola said Mathabatha’s administration is expected to contribute 441 993 work opportunities of the national target of 4, 5 million work
opportunities during the second phase of the programme. He added that during the first phase few municipalities participated, hence a decision taken by Government in 2010/11 intended to commit municipalities as well as other implementing bodies. The main purpose thereof was to ensure political and administrative accountability by all implementing bodies. Masemola said: “We held our first EPWP summit last year, and there were resolutions taken. I expect progress on those resolutions here today and tomorrow. The progress on implementation by all sectors except that of social has dropped significantly over the past few years.” He also said the programme has come a long way but much more still needs to be done. He explained that with the support of the Department of Corporative Governance, Human Settlement and Traditional Affairs (Coghsta) five-year Protocol Agreements were signed with 30 mayors in the province as at 2010/11, while ten provincial departments signed Incentive Agreements with the national Department of Public Works. “We have just recently completed
launching the five EPWP District Forums, with the objective of intensifying coordination of EPWP at Municipal level and to further maximise municipal contribution to the provincial target. This speaks directly to the 30% contribution by municipalities.” He added: “We expect maximum participation from all and sundry, particularly because a strong foundation has now been laid. I thank all of you who made it to the summit. During this summit, let us use the lessons learned to date to plan an aggressive up-scaling strategy and increase job creation, alleviating poverty in this province.” Addressing different stakeholders represented by close to 500 delegates at Tivumbeni Multipurpose Centre, NkowaNkowa on Thursday, Masemola urged: “Through this summit, let us use lessons learned to date to plan on aggressive up-scaling strategy and increase job creation, alleviating poverty in this province. The main objective of meeting here is to evaluate our contribution as the province towards the alleviation of poverty through the creation of labour intensive work opportunities.”

MPHO DUBE >>mphodube.observer@gmail.com A local developer, Mr Lazarus Matsaung intends interdicting Polokwane Municipality over the multimillion Motor City Development tender issued by it last year. Matsaung yesterday (Wednesday) said he will approach the High Court until proper procedures are followed when the much criticised tender was issued by Polokwane Municipality. Matsaung is the second complainant about the tender to approach Polokwane Observer in less than two weeks. Earlier Polokwane Observer reported that Public Protector, Adv Thuli Madonsela was alerted about the alleged tender fraud at the municipality involving prominent role players in the local economy. Matsaung has also requested documents of the access of public body, Section 18(1) of the Promotion of Access to Information Act, 200(Act 2 of 2000) at Polokwane Municipality about the Motor City tender. He said: “I want to put on record that I’m going to take Polokwane Municipality on about the tendering processes. As long as proper procedures aren’t followed, I’m of a view that I have a right to information. The municipality must refrain from not following proper procurement procedures.” Polokwane Observer is in possession of the Promotion of Access to Information Act, 200 (Act 2 of 2000) documents that were submitted to Polokwane Municipality’s Legal Department. Matsaung is demanding all minutes of the tender evaluation, processes of the entire awarding of the tender and recommendations. He warned: “Failure to provide the information that I have requested, the municipality leaves me no choice but to take legal action against them. I’m doing this because I am adamant that proper procedures weren’t followed when this tender was issued.” Municipal Spokesperson Mr Simon Mokoatedi said Matsaung’s matter will be handled by the Municipality’s Legal Department. He however refused to comment further saying that the Municipality has already commented about the The Public Protector hasn’t responded yet

however National Spokesperson for the Public Protector, Mr Oupa Segalwe said the Public Protector will apply her mind over the matter. He reiterated, however, that the matter will be subjected to assessment, jurisdiction and testing. Polokwane Observer is in possession of two documents of Special Power of Attorney which clearly show that there was foul play when the tender for the multi-million development along the Modjadjiskloof road was issued. According to the documents, at the time of issuing the tender to Polokwane Eastern Boulevard (PEB) Properties (Pty) Ltd by Polokwane Municipality, PEB Properties was not registered for VAT. Once the informer noticed the alleged tender fraud and discrepancies, he approached the municipality and took them on about the matter. The documents which were handed to the objectors contained one page while the one in the file of the municipality had two pages. The documents were signed by Municipal Manager, Ms Connie Mametja on 26 October 2012 but the document was only printed on 2 November 2012 which raised eyebrows in the business arena. Mokoatedi said in a statement this matter was laid to rest in a fair and formal objections hearing and that this is just another attempt to initiate a public hearing in the media.

Late afternoon and early evening on Tuesday saw a myriad of commuters from Moletjie and surrounds being left stranded at the end of their working day because members of the Seshego Polokwane Association blocked the routes leading to the city from Moletjie.
A female resident of Ngwanallela village outside Moletjie told Polokwane Observer that she was left completely stranded and had to sleep at a filling station in town. “There were no taxis available on the day and night, it was chaos. I never thought that the tiff between the associations will ever reach that stage. It was horrible, it was bad for us because we are parents, we could not go to work the following day,” she said. Science week excites members of the community HERBERT RACHUENE >>herbert@mailbox.co.za The Soutpansberg Astronomy Club on Saturday offered visitors to Mall of the North a wonderful opportunity to learn more about astronomy and science and at the same time participate in National Science Week. Those who were interested had a chance to observe the sun through a telescope and learn more about its activities that way. The annual science week ran from 27 July until yesterday (Wednesday) and was organised by the South African Agency for Science and Technology Advancement (Saasat), under the auspices of the Department of Science and Technology (DST). Chairman of Soutpansberg Astronomy Club, Mr Kos Coro-

We don’t want them to view it as career for specific individuals but for everyone. It was good to see people queuing for a chance to see the sun through the telescope and showing such keen interest. We also wanted to excite our youth with science at an early age and encourage them to develop an interest in studying mathematics and science subjects,” Coronaios said. Mr Mahlatse Boshomane said he was very happy to have been able to observe the sun. “It was a great experience and I have actually learned a lot.”

Briewe | Letters >> Rhulani Thembi Siweya, a member of the ANC Youth League writes: “It would be incorrect to allow members of the Economic Freedom Fighters (EFF) to go around lying and misleading our people. As members of the ANC and Ancyl, we have a collective responsibility to rise in defence of the African National Congress. Our history is recorded by our relentless pursuit for our liberation. The formation of EFF has created a wrong platform for young people to speak and lie in a desperate attempt to confuse voters. This campaign must be exposed for its short-sightedness as it is narrow and lacks direction. The Freedom Charter does not dictate that nationalization is the only vehicle which can be used to steer us towards realization of its objectives. The Economic Freedom Struggle is the struggle led by the African National Congress as mandated by Congress of the People during its adoption more than five decades ago. The 24th National Youth League Conference resolutions amongst others resolved on radical economic changes and were not limited to nationalising. We are shocked when EFF emerges and parades our resolutions as their own brain child and organisers. At worst they use public platforms to redefine our resolutions. Let it be placed on record that it is a pure lie that the ANC has drifted from the freedom charter. If an ANC led Government doesn’t adopt Nationalisation as a policy it doesn’t mean we have drifted away. From the RDP to the current National Development Plan, the ruling
party has been consistent in responding to the Charter. It is absurd that EFF mislead young people into thinking that nationalisation is the only means of distributing wealth. Why is EFF creating a wrong perception and riding on the poor people of our country? EFF needs a little bite of clarity; the Freedom Charter is not a nationalisation charter. This continuous singling and selective reading of the charter must be stopped. Even the Charter is not an action plan and requires of us to discuss various methods which can be used to address ideals of the FC. EFF seems to have resolved that Nationalisation is the only way to distributing wealth which is fine for them, but they must not then create an impression that the ANCYL is party to this. We are opposed to this one way belt of an approach. We were the 1st before the EFF to signal that we need Economic Freedom in our life time. It is in the public domain that the ANC has been consistent in bettering the lives of our people which is an expression from the Charter. The very ANC has never denied that more still needs to be done. Our continuous policy engagement is a reflection of the relentless work of the ANC to emancipate our people from strides of poverty, inequality and unemployment. We are also worried about unemployment and various pressing issues which continue to affect young people and the Youth League remains a relevant organisation to champion issues affecting young people. We continue to engage within with the ruling party in addressing the distribution of the wealth of our country.”
Masoga welcomes arrest of licence fraudsters Roads and Transport MEC Lehlogonolo Masoga has welcomed the arrests of four persons in connection with the issuing of fraudulent licensing documents. They are expected to appear in court in due course. Departmental Spokesperson, Mr Joshua Kwapa, said on Tuesday the intervention unit within the Department of Roads and Transport in cooperation with the Polokwane Municipality have been investigating the fraudulent issuing of licensing documents for the past four months in Polokwane. Masoga described these arrests as a major boost in the department’s drive to rid corruption in the issuing of licensing documents. He said: “We are very pleased by these arrests. We are convinced that these arrests will send a strong message to would be fraudsters that they will face harsh consequences by issuing and distributing fraudulent licensing documents.” He however added that the four civilians who were arrested are not employed by the Department of Roads and Transport or the Municipality. Preliminary investigations led to the intervention unit arresting two persons and hand-

Const Matimba Maluleke says the arrests were made following intensive investigations after a case of burglary of residence was reported in the Mothapo area. “We followed shoe tracks which led us to the house where the Zimbabweans were residing.” The property for which the suspects failed to account for is estimated at around R80 000. “We are appealing to the community to come forward and identify their property. The two suspects are currently being detained at the Mankweng Police Station and will appear before the Mankweng Magistrate’s Court soon.

Maq Khathide is a Zulu boy from KwaZulu-Natal who has subconsciously embarked on building a legacy in Limpopo. Based in Polokwane, he is the driving force behind an entity that assists specifically the youth and rural formations in tailor-made training for cooperatives. It is Limpopo’s unemployment scenario that is a concern to him and at the same time is the point of departure for efforts aimed at assisting people to conduct business smartly. The interview coincides with the release of national quarterly statistics sketching a gloomy South African scenario sparked by the highest unemployment rate the past five years. Getting to spend time with Khathide it is evident he is passionate about his relatively new home province and its hidden potential. Despite Limpopo’s employment figures seeming bleak, he is hopeful about the future of the province. Khathide is a trained actor who has worked in the human resources sector in England before his return to South Africa at the end of 2011 whereupon he relocated to Limpopo for a job opportunity in the training sphere. He decided to stay on in Limpopo after his contract lapsed and identifying the potential of the province, he says. Being “a Jo’burg boy” his dedication was not initially sparked by Limpopo’s unemployment problems, but he later realised his job extended beyond the classroom, he indicates. ing cooperatives free of charge to up their business skills and their take on the environment they project themselves in. Khathide is cognisant of business possibilities in Polokwane, which is considered one of the three fastest growing South African cities after Mbombela and Rustenburg, in stating that Limpopo’s future can look different. It all starts with people being empowered with the right knowledge, explains Khathide. “It is imperative for the people of Limpopo to work together,” he says, while advocating information sharing between a small grouping possessing the knowledge and the greater population. Through continuous empowerment endeavours he is raising awareness about the creation of sustainable employment opportunities and at the same time aims to introduce the idea of collectivism, which he regards ideal for a largely rural Limpopo. When empowerment is the game, Maq Khathide is the name.

Tel: 015 817 2000 The staff and partners of PwC Polokwane(and their friends and family) once again opened their hearts and wallets, to collect money and essential groceries for the Ebenezer Drop-In Centre in Mankweng, Limpopo. The Centre was started by Rachel Thaba in 2006 and was originally housed in an RDP house. Rachel saw an urgent need to help the underprivileged children in the area. Currently approximately 70 children benefit from this initiative which provides them with day care and one meal a day. The funds collected were utilised to purchase groceries and sweets which were handed out to each child on Saturday, 20 July 2013.
Fun and games were played with the children.

Polokwane Observer spoke to Polokwane residents this week and asked how they felt about the general elections held in Zimbabwe yesterday (Wednesday).
Ms Rahab Phiri: “The only thing that will help them is if Mr Robert Mugabe steps down or gets defeated. New blood like Morgan Tsvangirai is what will save the country.”
Ms Veronica Manaka: “Mugabe must step down immediately. The Dollar keeps dropping and things are getting worse every day; when will he realise this?”
Ms Sarah Raphela: “Things in Zimbabwe are really bad and if it keep going this way it will just get worse. Mugabe is a very bad man.”
Ms Leona Phiri: “My father is originally from Zimbabwe so I feel very strongly about the situation in that country. A new leader will be able to save the country, if not there’s no hope left for Zimbabwe.”
Ms Hannelize van Rensburg: “Mugabe is a very evil man and this is evident in the way he rules the country. A new leader who believes in equality and fairness needs to take over the reins.”

he delicious smell of lamb roasting on the spit wafted over the premises of NTY Steel Works during their 50th birthday celebrations last week. What was initially started as a venture in her backyard to meet her own needs, has become one of the leading steel manufacturing companies in Limpopo. Very few business enterprises in Polokwane can boast of providing a superior product combined with the highest standard of service for the past fifty years. NTY Steel Works can do just that after celebrating their 50th birthday with their personnel, clients, suppliers and specially invited guests with a sumptuous dinner at the factory last week. The company was founded by Ms Lien Grimm, and her husband, Dr Herman Grimm on 24 July 1963 and has since grown to be become one of the leading family-owned businesses in Polokwane. Those who were privileged enough to meet the dynamic former mayor of the then Pietersburg, Ms Lien Grimm describe her as a woman of steel and a natural leader. She was a member of the Pietersburg Town Council from 1957 to 1962 and mayor of the town in 1959/60. As Pietersburg’s first citizen, she brought to the office dignity and charm which typified all her dealings. Grimm carried over all of those sound characteristics and principles during the

less than five years she was at the helm. In the field of business she earned the same respect from her associates and competitors as she did at home and in public life. After dedicating most of her energy in getting NTY established, Grimm died tragically on 11 May 1968 in a vehicle accident just outside town. However, all was not lost as NTY remained in good hands, with Mr Paul Engelbrecht bringing a wealth of experience as the new general manager. It was during a fortuitous meeting between the Grimms and Engelbrecht, who was involved with a similar steel manufacturing concern in Zambia that their business relationship developed. With the purchase of additional machinery, the Grimms and Engelbrecht laid the solid foundation that has made NTY the success it is today. In between many people have continued to hold the reins at NTY, building on the sound business principles and outstanding quality of the products manufactured. Danie Hough is in 2008 oorlede.

“Naas my familie is handwerk my passie. Ek hou my besig met kwiltwerk, hekel, brei en borduurwerk. Ek het verlede jaar ‘n kwiltwinkel geopen wat my besig sal hou. My gesin en vriende ondersteun my ongelooflik.

Meet the man who keeps production rolling at NTY Steel Works WARREN BLUNT >>warrenb.observer@gmail.com It takes a special person to keep a steady hand and a cool head in the extremely tough steel manufacturing sector. Production Manager of NTY Staalwerke, Mr Eric Wiggill fits the bill perfectly. Upon meeting the man that makes sure production at the company operates smoothly for the first time, you can clearly see that Wiggill feels at home with the whine of machinery and sparks from welding equipment flying around him. He exudes confidence and comes across as a man of steel with his stocky build and air of steely determination. Wiggill commenced duties at NTY Staalwerke way back on 13 January 1986 when Mr Piet Quin was still the manager. He started as a setter before moving on to the French door department where he worked for five years. He recalls that the premises were much smaller than the present and consisted of a couple of corrugated iron offices and the main factory where production took place. After working in the French door department for approximately five years, Wiggill moved on to the outside service department where he worked for another six years before applying for the position of foreman at the door
section. He served as foreman for another five years before the position as floor manager became available nearly nine years ago. Wiggill has gone on to serve NTY Staalwerke with distinction through the good times and the slump in the steel manufacturing sector that started with the international economic meltdown towards the end of 2008. The position of floor manager at NTY comes with a huge responsibility and lots of expectations. The job entails managing all job cards from the beginning to the final product. This includes all doors, windows, gates specialised welding and the outdoor service department. Wiggill has to ensure all departments have the necessary material to complete the job, make sure production flows smoothly and efficiently, and is in charge of between 80 to 100 personnel. His day starts at 06:00 sharp when he opens the factory and gets everything ready before the rest of the production team arrives by 07:00. His average working day is approximately 10 to 12 hours and sometimes longer if the factory is working overtime or a breakdown occurs with a service vehicle in the field. He jokingly says the long working hours initially caused friction at home, but he still remains happily married to his wife, Camille. The couple have two grown up children, a son Danny, who resides in

Nelspruit and a daughter Andrea, who is a teacher at Northern Academy. Wiggill is extremely proud of the quality and longevity of all the products manufactured at NTY. “We intend being around for another fifty years so we take great pride in manufacturing the best quality steel products in Limpopo. NTY also prides itself on delivering a fast and superior service,” Wiggill proudly says. With almost 28 years of service at the company, Wiggill explains that it is almost unimaginable for him to work anywhere else. He is extremely happy working under his present boss, Mr Anton Hough and the great family atmosphere that exists within the company. He declares that he has no plans of retiring any time soon and would want to be present at the company’s 60th birthday celebrations. Wiggill is sure to keep the high standard of production rolling out at NTY Staalwerke for many years to come.

Microsoft launches broadband pilot projects RC MYBURGH >>rc.observer@gmail.com
F
ollowing the recent signing of a partnership between Microsoft South Africa and Limpopo Economic Development Agency (Leda) to develop information and communication technology (ICT) skills in the province, Microsoft last weekend launched a pilot project at the University of Limpopo that aims to deliver high-speed and affordable broadband to underserved communities using so-called white spaces technology. The focus of the project will be to prove that TV white spaces (unused frequencies of television bands) can be used to meet the South African government’s goals of providing low-cost access for a majority of South Africans by 2020. The project is a joint effort between Microsoft, the Council for Scientific and Industrial Research (CSIR), the University of Limpopo (UL) and local network builder Multisource. It will use TV white spaces and solar-powered base stations to provide low-cost wireless
broadband access to five secondary schools in remote parts of Limpopo. The project will use the UL as a hub for a white space network deployment that will provide nearby schools in local communities with wireless connectivity. The project will also provide each of the five schools with Windows tablets, projectors, teacher laptops and training, education-related content, solar panels for device charging where there is no access to electricity, and other support. Microsoft South Africa Managing Director, Mr Mteto Nyati launched the project and said it was initiated as part of Microsoft’s 4Afrika Initiative which aims to provide access, skills development and innovation opportunities to young people and entrepreneurs across the continent. He is quoted to have said in a recent press release that: “Technology holds enormous potential for many aspects of development, but is particularly key to areas like education and healthcare. Broadband Internet access is therefore crucial to giving learners the 21st century skills they need to find jobs and participate in the economy.
Child labour remains a scourge HERBERT RACHUENE >>herbert@mailbox.co.za Persons who employ children under the age of 15 may be prosecuted and sentenced to a minimum of one to a maximum of three years in prison. This according to Department of labour Spokesperson, Mr Johannes Mokou who responded to an inquiry by Polokwane Observer in the light of World Day against Child Labour being observed today (Thursday). “This is in terms of section 43 (1) of Basic Conditions of Employment Act (BCEA), no person may employ a child who is under 15 years of age or who is under the minimum school leaving age in terms of any law. If such a person is found guilty, he or she may be sentenced to a minimum of 1 year and a maximum of 3 years in prison, in terms of section 43 and 44 of BCEA,” Mokou said. “We are confronted with the worst forms of child labour including slavery, sexual exploitation, hazardous work and using children to commit crime and these are quite rife in industries such as farming, manufacturing, wholesale and retail as well as construction. We cannot continue like that,” Mokou said about the matter in South Africa. Last year a Survey of Activities of Young People (SAYP) from Statistics South Africa revealed that the country still has issues to address in respect of child labour. For example, levels of engagement in non-market economic work, particularly in fetching wood and water remain high.
The SAYP also indicated that an estimated South African 821 000 children living in deep rural areas and on commercial farms are more badly affected than those in other areas. Regarding ways to curb the scourge, Mokou said during any form of inspections conducted the inspectorate scans the area to check the possibilities of child labour, especially in the manufacturing, farming and construction sectors and take appropriate action if such cases are found. “However, we are on course to eradicate the worst forms of child labour by 2016 as we continue to strengthen legislation to address this scourge, raise awareness, train shop stewards and develop materials carrying messages about child labour. Together with our social partners we are trying to find a significant expansion of measures to relieve household poverty because we have realised that it is the main driver of child labour,” Mokou said. The national Department of Labour, joined by its provincial counterparts, will host National Day against Child Labour today (Thursday) at Badplaas Forever Resort in Mpumalanga. According to the website of the International Labour Organisation An estimated 10,5 million children worldwide, most of whom are underage, work as domestic workers in people’s homes, under hazardous conditions in factories and often in slavery-like conditions The website also states: “ Six and a half million of these child labourers are aged between five and 14 years-old. More than 71% are girls.”.
“However, affordability remains a formidable barrier to broadband access in many parts of South Africa. Reducing the cost of broadband access will mean millions more South Africans will get online. This will create new opportunities for education, healthcare, commerce and the delivery of government services across the country.” Microsoft white space projects in Kenya and Tanzania have proven that white space technology is a viable solution for high-speed access in rural areas, even those not attached to the national power grid. Science and Technology Minister, Mr Derek Hanekom in the same press statement i s quoted to have welcomed the launch of the programme saying global experience showed that access to broadband networks could provide greater economic development and education opportunities in rural areas. “We see a truly connected future in which all of South Africa’s major cities, towns and villages will be connected to affordable internet, thereby facilitating the country’s mass entry into the knowledge and information economy,” the statement read.

As South Africans, our celebrations of Women’s Month are characterised by the diverse cultures and traditions embodied by our nation. Because of those women that all South Africans are treated equally and that women in our country can live and work freely in the same environment as men.

W
ow, Oooooh and Aaaaah! That was how four members of Polokwane Observer’s editorial team responded from the minute they got into the Chrysler 300C last week to carry out an assignment to explore the city’s expanding industrial areas. With the generosity of Mercurius Motors the team travelled in style while taking photos of businesses in the Magna Via area and simultaneously experiencing the luxury offered by the Chrysler. What impressed journalist, Mariëtte Snyder the most was the heated back seats that will come to good use in the cold winter months. Editor Yolande Nel immediately lowered the sun visor to investigate the well lit mirror, a handy accessory when applying make-up. Journalist, Herbert Rachuene was impressed with the overall look of the vehicle’s interior and the abundant space it offers. Behind the wheel I experienced every feature of the Chrysler and quality of the interior is non-negotiable. Every detail is designed to steer you towards refinement. Premium finishes and soft-touch materials give dramatic depth to every surface. Innovative technology flourishes throughout the cabin and keeps you connected and comfortable. Almost everything is controlled from a U-Connect touch screen. It is a hub for media such as a cell phone, navigation system, MP3 player and smart phone. One can also access climate and radio controls, heated seats and power convenience features though this display. The exterior is bulky and the tailored finish of the iconic grille, LED headlamps and tail lamps give the Chrysler a look unlike any other. I was most impressed by the performance of the 3,0 litre V6 under the hood. It delivers 177 kW of torque and 550 Nm at 1 600 to 2 800 rpm. The engine features efficiencies that utilise a highly pressurised fuel rail connected to piezoelectric injectors that helps fuel burn more completely. A turbocharger helps reduce fuel consumption, exhaust emissions and engine noise. A five speed transmission which allows manual or automatic gear selection for smooth shifts is matched to the diesel engine. The Chrysler 300C is available at Mercurius Motors at R579 990.

Three top contenders announced in Transformed Challenge RC MYBURGH >>rc.observer@gmail.com The first ever Transformed Challenge at Body Life Health Club is gaining momentum with the recent announcement of the current top three contenders. This exclusive challenge, initiated by Body Life Health Club owner, David van Ryneveld, commenced in March when entries to the challenge opened. “I launched this challenge to motivate people to improve on their health. The challenge is set to determine which contender can show the most improvement on his physical appearance, general fitness and health over a period of six months,” Van Ryneveld said. In general such challenges run for a period of three months but what makes Body Life’s challenge different is that this challenge runs for six months. In this case there is an added responsibility for the contender not only to achieve, but also to maintain the results. “Permanent habits are not necessarily established within a three month term, and often we see the typical yo-yo dieting or quick fix results over a shorter term. However over a period of six months, new habits are firmly established and the successful contender is well on his or her way to leading a permanently healthier lifestyle. Healthy habits result in a healthy lifestyle. It’s as simple as that,” Van Ryneveld said. From the 116 entries received Koos Grimbeek, Petronella Ballantyne and Ronel van der Hof are the current favourites to win the R35 000 grand prize. They still have three months to go and a lot can happen in this time. Thus far Grimbeek has lost 19 kg, Ballantyne 19,5 kg and Van der Hof 30 kg, 20 of which within the term of the challenge. Elzet Benade, a personal trainer at Body Life is permanently involved with the contenders helping to motivate them and providing them with much needed nutrition and training advice. Van Ryneveld said Benade also advises contenders on how to continue improving and warns them on challenges typically encountered during such contests, as well as how to overcome bad habits. “The more accurate information a contender has the easier he can make choices to stay stronger in the competition.” The biggest motivation is definitely the change in body weight and improved health. “There are many gimmicks in our industry, and the standard of trainers throughout the industry remains a problem. Many people have lost hope and motivation due to previous disappointing experiences. At Body Life we strive towards providing the correct advice and our dedicated and professional team is a definite motivation for contenders,” Van Ryneveld said.

Caution can eliminate remorse F
inancial consultants have always advocated investing a significant portion of their clients’ portfolio in property, but recently certain commentators in South Africa have been advising people to stay away from property assets. Mr Tony Clarke, Managing Director of the Rawson Property Group, believes those who have come out so firmly against property as an asset class have in some cases invested unwisely in property and are now damning the whole sector on account of their own mistakes. In a recent press release he said that many others who did their research before buying are happy with their purchases and are definitely not suffering from buyer’s remorse. “When buying a residential property, it is
essential to understand the growth potential for the home and the area. If the area is showing signs of being incorporated into the urban sprawl and of becoming a higher-density, higher-demand precinct, obviously values will increase. On the other hand, certain areas clearly have no prospect of economic growth and prices will not take off in the foreseeable future,” he said. The position of the property in its area is important. Homes with a view tend to appreciate faster than those in less attractive positions, and those within walking distance of public transport are always particularly sought after, especially in the cheaper suburbs. Clarke said one of the big mistakes buyers
make is not to check the municipality’s plans for the area. “It is not difficult to see when an area is taking off, but once that does happen, many single-storey homes may be given second storeys, which could spoil a view for neighbours, block out sunlight and reduce privacy. Some may even be demolished to make way for three- or four-storey blocks, which, if not sensibly handled, can also impinge on the surrounding homes’ security and privacy.” Quite often buyers decide property is a good investment, but then in their determination to get the property will allow themselves to be talked into offering a price that is well above what the market justifies. According to Clarke it is also dangerous to make an offer to
buy after only one visit. In most cases two or even three visits are essential and these are valuable because they allow buyer enthusiasm to cool off. It is also dangerous to be influenced by one or two favourable features for example granite tops or under-floor heating. Although beneficial this may be offset by less satisfactory aspects which should certainly be taken into account. “Those who react too emotionally are likely to buy the first or second home they see. They then discover later that better options were available not far away and they would have done a better deal. Many purchases can be more viable if buyers get low interest rates on their mortgage bonds. Today buyers often grateful to be awarded bonds, frequently don’t take the trouble to see if they can get better terms elsewhere.” They need to bear in mind that banks are in competition with each other and if their credit credentials are good the banks should be offering competitive terms. Having bought the property, many investors fail to observe another golden rule, which is to increase the equity in the property as fast as possible by paying back the bond each month at above the agreed rate. “The technicalities of any building that is about to be bought should be carefully checked by a structural engineer or an architect. Building inspectors can also provide a useful service, but there are few with comprehensive knowledge of structures, electrics, plumbing, gas installations, waterproofing and security measures,” he said.

Skakel mnr Jaco Jooste by 082 727 8188 vir meer besonderhede. Vir meer besonderhede kan Jurie by 082 468 0444 of Flip by 083 446 7774 geskakel word of hul faceboekblad besoek word.

or the seventh consecutive year Limpopo’s wine lovers had the opportunity to enjoy the best of the best wines when First National Bank Private Clients hosted this year’s FNB Limpopo Wine Show at Meropa Casino & Entertainment world last week. Big names in the industry and awardwinning cellars such as Quoin Rock, Vrede en Lust, Raka, Cape Point Vineyards, Ataraxia, Clos Malverne and Spier made sure the hall was packed with the best wines in the country. As an added luxury top Cape campaigns was enjoyed by many and true to its huge growth in the industry, the Rosé did not disappoint. Styles ranged from the light, refreshing, off-dry any time drinks to lunchtime wines which are almost red wines, refined, sophisticated non-showy and perfectly designed for warm climate consumption. Wine tasters could also enjoy some of the world’s best brandy when a limited selection of top quality pot-distilled brandy, with the true treasures at the Oude Molen stand wowed the visitors.

Six lucky couples were treated when the organisers hosted a reader’s competition. One of these winners, Ms Eve Steven said she is very impressed by the service she received and said she will definitely be first on the guest list for next year’s show. Ms Chantal Bezuidenhout from Creation Wines said the Limpopo Wine Show is her favourite because the people visiting the show know their wines. “What can be nicer that enjoying a glass of wine with someone who knows what they want,” said Bezuidenhout. The show was successfully hosted by wine authority Michael Fridjhon and OutSorceress Marketing and hundreds of guests approved of the way the prestigious array of Cape producers and award-winning wines was presented.

Useful dos and don’ts of saving money In the midst of Savings Month it is probably a good idea to get your head around some useful savings tips to save towards any goals you may want to realise. Start by writing down a list of goals for the next year, 5 years and 20 years. Decide how you want to live your life and picture the end result. For example, in 5 years’ time you want to have saved enough to put down a deposit on an apartment or upgrade to a bigger home for a growing family. Perhaps in 20 years you may like to own a property at the coast. But today is the day to start making any of these dreams happen - with a simple decision to save towards a goal. Here are some dos and don’ts from Aneesa Razack, Head of Strategic Growth at FNB Investment Products, who has the following tips on saving money: Do Don’t Understand your financial situation Don’t ignore your debt It’s vital to understand your financial position before you If you have bills to pay, make sure you start paying them consider going forward. y lyk na ‘n stil en beskeie graad 11leerder, maar as jy vir Reon van der Merwe (16) ‘n halwe kans gee om te praat, moet jy hom stop as jy iets te sê het want hy kán praat en woorde borrel gladweg uit sy mond.

large field of Maxxis 4x4 vehicles participated in Saturday’s National Championship meeting that was held at the Limpopo 4x4 Club on the Silicon Road on the outskirts of Polokwane. The many spectators also witnessed some spectacular spills as the drivers tried to negotiate the extremely difficult obstacles at the track. The recovery vehicle was called in on many occasions to extricate some of the 4x4’s that found themselves upside-down or on their sides after failing to come to terms with some of the difficult sections. Organiser, Johann Spies said the technical aspect of Saturday’s meeting was tough and the drivers had to make quick decisions or face the prospect of getting stuck. The best local driver was Pieter Landman, who finished second in the open class.

Baroka promoted to National First Division HERBERT RACHUENE >>herbert@mailbox.co.za Baroka FC will start a new life in the National First Division (NFD) in August following their promotion to the second division of South African football. The Ga- Mphahlele outfit beat Maluti FET College 2-1 in the finals of the Second Division Playoffs at Makhulong Stadium in Tembisa on Sunday to attain NFD status. Last year the 2011 Nedbank semi-finalist missed the opportunity to play in the NFD after they were knocked out in the playoffs by Roses United. Baroka Head Coach, Sello Chokoe said he was happy with the victory and relieved after their missed on the promotion last year. “I think last year was not our time, because we qualified for the playoffs since 2011 and its either we are knocked out in the finals or at the group stages. I am glad we won the tournament and I think participating in big
tournaments like Nedbank Cup helped us a lot. We have retained half of those players that beat Kaizer Chiefs and Moroka Swallows in the 2011 Nedbank Cup and I think their experience helped us a lot,” Chokoe said. Player and Top Goalscorer of the tournament Khunadi Nkoana played an instrumental role in ensuring that the team gets promoted NFD. He said he was happy to be part of the team’s success. “I was little bit emotional because I never I thought would play again after I sustained a horrific injury in 2011 that kept me out soccer for a while. I had lot offers from big teams in the country and I wanted to sign with them, but because of the injury I could not. The coach told come back to the team after I recovered. It was easy decision because I wanted to play in the Premier Soccer League. I had to swallow my pride and revive my career and I am glad I had a good tournament,” Nkoana said.
The Rookies did not hold back on their performance with three local drivers taking up the first three positions. Tiaan Badenhorst finished in third place.
