Claims of tribal divide, interference and meddling YOLANDE NEL >>observer.yolande@gmail.com
W
hile Sport, Arts and Culture MEC Mirriam Ramadwa’s mind is most likely set on the anticipated smooth running of the R4,5 million Mapungubwe Festival currently underway at Polokwane venues, her stature is being dented by assertions of alleged tribal divide, interference in mana-
gerial affairs and meddling in legal matters within her department. Thus far the hosting of the sixday festival amounting to an estimated R4,5 million has been one of the most important inscriptions in Ramadwa’s diary since her appointment as member of Premier Stan Mathabatha’s provincial cabinet when he took over from predecessor Cassel Mathale in mid-2013. A normally quiet Thursday morning turned into a dramatic event for a dutiful traffic official who was almost assaulted and had his car smashed by an alleged drunken driver who tried to outrace the swift hand of the law. Lazzy Mamabolo from the Polokwane Traffic Department explains how he saw a vehicle drive up a one-way street and upon closer inspection he realised, in his opinion that the driver seemed to be drunk. From page 1 Sources within her own department, who alleged she secured a position on the Executive Council due to her anti-Mathale sentiments, have launched a scathing attack against her mostly based on claims of her inability to efficiently manage the high level portfolio she had been entrusted with. As the festival got off to a start on Monday, Polokwane Observer was entrusted with documents substantiating the allegations. Included in the documents is a letter displaying the MEC’s alleged interference in departmental matters, specifically relating to the organisation of the hosting of the ongoing Mapungubwe Festival. The apparent removal of Benny Mayengane and Prince Rhangani from the Mapungubwe Festival line-up in November last year for their alleged anti-Zuma attitudes would have held expected implications for the department, it was learnt. Perusing the festival programme it is evident that it caters for a certain market and not a broad-spectrum audience. Ramadwa further stands accused of divisive conduct that has seen a common departmental vision come under attack. Her alleged tribal notions extended to her suspended department head (HOD) Basani Baloyi, whom she apparently referred to as “that Shangaan girl” and labelled as corrupt and having a bad performance record. A concerned party stressed Ramadwa was allegedly already seen to be making known her disapproval of Baloyi soon after her appointment as MEC, whereupon she would have informed members of the Provincial Task Team (PTT) of the African National Congress (ANC) that she could not work with Baloyi. A source stressed concern over a counterproductive system characterising the top echelons of the departmental hierarchy, with meetings regularly conducted in Baloyi’s absence and the HOD not always having had knowledge of decisions taken by the MEC.

MEC’s head on block From the documents interference in departmental recruitment processes seems clear cut, indicating instances where names were replaced with those of preferred candidates supported by the same signature corresponding with that in official departmental documentation. The proof provided was dated August last year and specifically shed light on the appointment of close to 40 recruits who were to be included in a mass participation and sport development conditional grant programme following the approval of the National Sport and Recreation Plan (NSRP) by Cabinet. Yet again it was evident from a confidential document in Polokwane Observer’s possession that provision was made for recommended candidates from only two cultural groupings. Most alarming to one of the sources is the MEC’s alleged meddling in different pending criminal matters, including one stemming from findings on the departmental hosting of Nelson Mandela Day activities in 2011. Pertaining to an unrelated legal matter, documentation shows a request made to the MEC for a criminal case to be settled out of court, which would have been followed up by a meeting with the particular individual. The source said the matter was still sub judice. Speaking on behalf of Ramadwa, Khathu Sadiki said they were not aware of any artist being removed from the Mapungubwe Festival line-up. “Last year’s line-up was postponed and no one was promised confirmation for the festival in 2014 regardless of their attitude to anyone.” With reference to the allegations of tribal divide and the matter of the HOD brought to the attention of the then PTT of the ANC, Sadiki responded saying it was an issue that was ANC-related. “We cannot comment on issues that happened at ANC meetings and would therefore refer you to the ANC as this is not our competency.” To the claims of interference in recruitment processes, he answered that there was a dispute on the matter as lodged by some of the candidates. “The MEC then referred the matter to the Minister of Public Service and Administration. We have also been made aware that the candidates also referred the same matter to the Public Service Commission and the Petitions Committee of the Limpopo Legislature.” In response to the claim of the MEC allegedly meddling in pending criminal matters, Sadiki said there was no substance in any allegations that the MEC has interfered in any criminal matter involving the department. He concluded by saying they could state that a meeting was requested to discuss one of the matters referred to but that such a request was not granted. At the time of going to press a random check was conducted to verify public support for the festival. As per yesterday’s (Wednesday) official programme provision would have been made for a craft market at Library Gardens for exhibitors from across all districts of the province. However, on arrival Polokwane Observer was informed by security guards that the venue was changed to Jack Botes hall but instead was referred to SABC Park. There it was established that 30 exhibitors were displaying their goods in two separate temporary structures instead of the 50 exhibitors as initially claimed by an on-site organiser. During the brief period no visitors arrived. It was noticeable that there was very little variety available from the stalls.

Sadtu at loggerheads with MEC for Education Herbert Rachuene >>herbert@mailbox.co.za MEC for Education, Dikeledi Magadzi has come under fire from the South African Democratic Teachers’ Union (Sadtu) Limpopo for comments she made regarding the dismissal of the principals of schools that underperformed last year. Sadtu Provincial Secretary, Matome Raphasha said members are seriously worried about Magadzi’s attitude. “She threatened to dismiss the principals of schools that did not perform well. That did not augur well with us because the department has a hand in those underper-
forming schools. They don’t provide schools with resources. Instead of being primitive they must be supportive. We are also perturbed by her negative attitude towards the stakeholders and unions,” Raphasha said. He also mentioned that all provincial members of Sadtu are expected to gather in Polokwane on Tuesday to march to the head office of the department to hand over memorandum of grievances “Included in the memorandum are, among others, failure by the department to increase salaries for Abet (Adult Basic Education) teachers, test book related issues and the absorption of temporary teachers,” Raphasha said.
Early morning car chase for Polokwane Traffic Dept From page 1 “I tried to show him to pull off the road but he started speeding and raced off, I followed and when I tried to block him off he smashed into my vehicle.” Mamabolo explained that the situation worsened when the drunk driver attempted to assault him, but he was then swiftly arrested by the Polokwane Police. Polokwane Observer exclusively accompanied the Polokwane Police and the Traffic Department to the Polokwane Provincial Hospital, where blood tests were taken of the suspect. Not only was the suspect found to be in a good mood, laughing heartily to himself but a cooler box, with unknown contents, was also visibly seen in the backseat of his Isuzu KB D-Teq 4 x 4, currently impounded at the Polokwane Police’s pound. The smell of alcohol was evident when he exited the Police van, with the smell accompanying him all the way through the hospital doors. The head of the Polokwane Police’s communication department, Ntobeng Phala confirmed the incident and says a 44-year-old man, the Manager of Agrico in Modimolle but hails from Tzaneen, was first found to be travelling in the direction of Church Street when he was spotted by traffic officials on routine duty to be exceeding the speed limit, Phala adds the speed limit for this area is 60 km per hour
and the driver was found to be exceeding the speed limit by driving 93 km per hour. “The officials tried to pull him over and after the driver almost drove over the official attempting to pull him over, a car chase ensued for around 10 minutes long, with three Police vehicles joining and the suspect only being apprehended on the corner of Vermikuliet Street and Nelson Mandela Drive when cornered by all four vehicles.” Phala says upon his apprehension the driver was found to be smelling heavily of alcohol and refused to supply his licence to the officials, he also tried to assault the said traffic officials who wanted to pull him over in Church Street. He was arrested by the Polokwane Police and taken to the Polokwane Police Station for further steps to be taken against him. Phala says the driver will, at the least, be facing charges of drunken driving, exceeding the speed limit, reckless and negligent driving, malicious damage to property and resisting arrest. The suspect has been released on his own recognisance as the blood tests results are still pending and could take weeks to be finalised. Phala explains that as with all drunken driving cases the Police have to first wait for the results and then only can the suspect be summonsed to appear in court. Phala also says any allegations that have been made regarding the issue being a racial attack
on the suspect is completely untrue. He says the attack on the Traffic Police and the Police officers involved was a purely criminal attack, suspected to have been fuelled by alcohol and thus the retaliation was purely based on the rules of law enforcement and nothing else. “If it was a black driver the response would have been exactly the same,” says Phala. “I urge motorists to realise that we respect them and in turn all we ask is that they respect us (Traffic and Police officials) and the rules of the roads we govern. We are very proud of the involved officials who kept their cool throughout the car chase and the arrest. This shows that reckless and negligent behaviour will definitely not be tolerated on our roads.” Walter Andrag, Managing Director of Agrico SA based in Cape Town apologised profusely for the behaviour of the employee adding his behaviour is totally against company policy. “An intensive investigation will be launched from our side and we will work hand in hand with the Polokwane Police to ensure justice is served swiftly. This is not part of the culture of our company and will not be tolerated.” Andrag added that it seems according to information at his disposal that the suspect was not on duty at the time of the incident and was also found to have been ignoring company rules and regulations.

Floods: final process to declare disaster in affected areas RC Myburgh >>rc.observer@gmail.com While almost 4 500 residents of Lephalale are left stranded after heavy rains and floods it is not final whether the provincial government will declare affected areas as disaster areas as the final stages of an assessment process is not yet completed. According to provincial government Spokesperson Phuti Seloba the situation has to go through a process in which several factors are investigated and considered. “As provincial government we are working closely with national government to determine an estimate of the damage caused. The amount will certainly be astronomic and provincial government cannot support the affected people on its own. Our officials are deployed in various areas, especially in Lephalale to attend to the immediate needs of the victims,” Seloba said. He said government is further looking at short- and long-term solutions to avoid a similar situation in future. “This includes upgrading
of infrastructure like low water bridges. We are also aware of a lot of people living on river banks and close to dams and we will engage with them on ways to be more precautious,” he said. He made it clear that the department is doing its best to assist every person affected as homeless people are currently housed in community halls and provided with food on a daily basis. Plans to relocate these people are also in the pipeline. In the meantime the body of Elizabeth Sparrow (69) who was swept away after a dam wall broke at Klein Kariba holiday resort was found in the nearby Klein Kariba Dam on Sunday. Her husband, Eric’s (74) body was found the previous Saturday. The third victim, Petrus Ndou (45) drowned in Venda. Provincial Police Spokesperson Hangwani Mulaudzi confirmed that the three had drowned and added that the situation is under control and no further missing persons have been reported. Meanwhile Solidarity Helping Hand established a fund to support the affected people in
the province and especially those in Bela-Bela and Lephalale. A press release stated that “more than 70 people in Bela-Bela had to be rescued by helicopter. Businesses and households experienced major damages and all funds will be distributed at Solidarity’s discretion.” SMS the word RAMP to 38969 to contribute R10 or a donation can be paid into the First National Bank account, 62331445503, branch code 250655 with the reference, Noodfonds. The South African Weather Service said no more heavy rains are expected except for normal afternoon showers that might occur over the next few days. At the time of our going to press the Platjan, Zanzibar, Martins Drift and Groblersbrug border posts between South Africa and Botswana were still closed after the Limpopo River flooded its banks due to the heavy rains in its catchment areas recently. Travellers are advised to use the Kopfontein border post near Zeerust or go through Beitbridge and access Botswana via Zimbabwe.

arumo Marumo, the alleged leader of a syndicate that deals in the sale of illegal prepaid electricity vouchers, on Monday faced charges of fraud, racketeering and money laundering, related to electricity theft in the Mankweng Magistrate’s Court. According to Felix Sebata from Eskom the court appearance comes after a threeyear-long investigation that started in 2011. The case was remanded and the suspect ordered to appear again in court on 31 July 2014. He was released on R100 000 bail, pending his next appearance. The syndicate’s operations are spread across the country, but thought to be managed from the Vaal area. Sebata also says that more arrests are expected in the case. Polokwane Observer earlier reported on the arrest of Marumo and the similar case heard in the South Gauteng High Court in 2011 where the two accused were found guilty of the sale of illegal prepaid electricity vouchers, also known as ghost vending and were sentenced to a combined 111 years in prison. In an unrelated case, four suspects, including two Eskom contractors are expected to make a second appearance in the Burgersfort Magistrate’s Court today (Thursday) on charges related to electricity theft. The four suspects were arrested and detained at Burgersfort Police Station on 26 February 2014 for allegedly carrying out illegal electrical connections. The arrests were the result of a meter auditing sting
Victim bites alleged rapists tongue off
operation conducted by Eskom in the Burgersfort area. The operation uncovered a high incidence of illegal connections, meter tampering and bypassing as well as ghost vending in the area. A large number of rented accommodations and local businesses were found to be either illegally connected, had tampered with their meters or were using ghost units. Various fines amounting to more than R950 000 were issued to culprits. Another alleged perpetrator nabbed in the act is a landlord, also from Burgersfort, of 22 rented rooms who had allegedly illegally connected his premises. He was arrested on the spot and the electricity supply to his premises immediately disconnected. Sebata from Operation Khanyisa, the Eskom-led campaign aimed at combating electricity theft, stated that Eskom loses billions of Rand in revenue each year as a result of electricity theft, including buying and selling of illegal prepaid electricity vouchers. “The power utility is taking a tough stance against this practice and has intensified its efforts to identify customers who buy these illegal vouchers. Customers found to have illegal units on their meters face disconnection, fines and possible criminal prosecution,” he said. Eskom will continue to work closely with the South African Police and the Hawks to recover a number of ghost vending machines that are still in the hands of either individual criminals or syndicates. “We encourage South Africans to continue working with us to ensure that criminals are put behind bars. Anyone can play their part by reporting electricity theft and smsing your tip-off to 32211,” Sebata urged.
The Mankweng Police on Monday arrested a man after the 17-year old girl he allegedly raped bit off his tongue. Matimba Maluleke from the Mankweng Police says the 24-year old suspect was arrested in Boyne after the alleged rape victim opened a case and stated that if she was to see the suspect again she would be able to identify him. The suspect on Monday arrived at the Mankweng Police Station with his mother, as he could not speak due to his injuries, and reported that his tongue had been bitten off by a certain woman whom he would be able to identify if he saw her again. “The suspect was called and when she saw the suspect immediately started screaming, pointing at the suspect who had allegedly raped her. At the same time the suspect started mumbling, pointing at the victim as the one who bit off his tongue.” The suspect will be appearing before the Mankweng Magistrate’s Court on charges of rape soon. Maluleke appeals to recent victims of rape in the Mentz, Boyne and Mankweng to come to the Police station to possibly identify the rapist.
Paramedic dies on N1 near Mokopane
An ER24 paramedic, Machabelele Davey Matijoani died on Sunday evening when his private vehicle collided with an interlink goods truck on the N1 near Mokopane. Caleb Meyer from ER24 says he received a call at around 23:45 and upon reaching the scene saw it was one of his own paramedics who had died. Meyer said it is not yet clear what happened but he can confirm that Matijoani’s vehicle collided with an oncoming
truck as he was heading south on the highway. A memorial service will be held at Light of the Nations today (Thursday) at 12:00. The funeral arrangements were at the time of going to print not yet announced but Meyer said anyone who would like to attend can contact him on 084 460 7026 for more information.
Gerrit Venter’s attacker still behind bars
Sipho Lekgoathoane (34) appeared before the Polokwane Magistrate’s Court on Friday after he was arrested for assaulting his employer Gerrit Venter. Lekgoathoane’s case was postponed until Monday to afford him the opportunity to apply for legal aid representation. Mohlaka Mashiane from the Westenburg Police said the suspect will remain behind bars until his bail application next week.
Housebreakings in broad daylight a huge concern
Mohlaka Mashiane from the Westenburg Police says a new trend, housebreaking while the owners are at work, is becoming more frequent in Westenburg as well as the city in general. “Suspects patrol areas and easily pick up patterns pertaining to when people leave their homes and when they return, making it very easy for them to break in when there is no one at home.” Mashiane says keeping in touch with your neighbours and always being vigilant can help alleviate this trend as more than one pair of eyes is always better. “Help each other and know each others’ numbers. If there is a stranger in your neighbours’ yard, notify them or the Police immediately, Mashiane said.”

A
n accident involving a former office bearer, Mabel Makibelo behind the steer of what was identified as a rented Polo with Gauteng number plates, occurred along South Street on Friday morning. The collision occurred on the corner with Biccard Street, causing a second vehicle to come to a standstill on the sidewalk diagonally opposite where it barely missed a tree and crashed into an anchor cable on the pavement. Makibelo, formerly head of the departments of Roads and Transport and Safety, Security and Liaison, chose not to speak to Polokwane Observer when approached on the scene. At the time the driver of the other vehicle, Dipuo Masemola, who is a sales account manager with an IT company in Polokwane, said the car Makibelo was driving was steered from the second lane and smashed into her red 2012 Polo, while she kept to the extreme right down South Street, as she reached the turn-off to Biccard Street.

One month and still no justice for rape victim KESHIA J V RENSBURG >> keshia.observer@gmail.com Exactly a month after Polokwane Observer first reported on the alleged gang rape that took place in Westenburg on Saturday 15 February, the 20-year old victim is still nervously looking over her shoulder waiting for the alleged perpetrators to retaliate against her. It was previously reported that DNA-samples were taken from all three the suspects and sent to the state laboratory to determine
if any of their semen match that found in the victim after her alleged rape. The victim explained that she awoke from an evening of socialising to find a naked man, with a used condom in his hand, who said he was not the only one who had had fun with her and that his friends called him and told him to join in. The three suspects who all live in close proximity to the victim are still walking free despite the charges of alleged rape laid against them by the victim. Mohlaka Mashiane from the Westenburg
Police says the case is currently out of his hands as he is awaiting the DNA results from the laboratory and does not want to try and speculate when it will be available. “As soon as the results are received and show that one or all of the suspects are guilty, the necessary steps of the law will be followed.” Until then the alleged victim, in fear of victimisation, stays safely behind closed doors and prays for the day that she will see justice prevail for the suspects whom she feels are getting off scot free after grossly violating her.
Principal in court for culpable homicide RC MYBURGH >>rc.observer@gmail.com The Mankweng school principal who allegedly killed a 17-year-old learner in a secondary accident on the R71 close to Dalmada appeared in the Polokwane Magistrate’s Court last week facing a charge of culpable homicide. His bail was extended and the case postponed until 9 May. On 1 March Joel Tjale (65) allegedly plunged into a crowd of six people on the scene of an accident. Three of the persons were victims of the accident and the others, including the deceased, had stopped at the scene to help. It is alleged that a burst tyre had caused the driver of a vehicle and travelling from Mankweng to Polokwane to lose control resulting in the vehicle overturning and catching fire. Following the accident three persons in a red Volkswagen Golf stopped on the scene and helped to free the victims from the burning wreck. A tow truck also arrived on the scene later. Tjale, travelling to Mankweng, allegedly plunged into the crowd instantly killing the learner and seriously injuring two others. A fourth vehicle arrived at the scene and Tjale allegedly took off with the person. The towing operator took the registration number of the vehicle and Police were later able to arrest Tjale at Mankweng Provincial Hospital where he supposedly went to look for medical help. Polokwane Police Spokesperson Lesiba Ramoshaba said more charges may be added to the charge sheet but for now Tjale faces culpable homicide for allegedly killing the learner. “We cannot confirm that Tjale was under the influence of alcohol at the time of the accident, but further investigation might reveal the possibility and the charge sheet will then be adjusted,” Ramoshaba confirmed.

Learners sent home after casual day mishap March 20, 2014
polokwane
OBSERVER
KESHIA J V RENSBURG >> keshia.observer@gmail.com
A
group of 32 learners from Flora Park Comprehensive High School (FPCHS) were sent home on Monday after their headmaster Malesela Sepuru, in their own words, accused them of being immoral by wearing school uniforms of the opposite sex on their casual dress day held on Friday. When Polokwane Observer arrived at the school on Monday the group of fired-up learners sitting on the pavement outside the school all stated their case, some even claiming that they are being ill-treated and verbally abused by Sepuru who they believe is a “dictator” trying to live along with normal people in a modern society. A learner representative speaking for the group stated that the “suspension” stems from Friday, when a group of Grade 12 learners dressed as members of the opposite sex. He explained that the girls wore boys’ khaki uniforms while the boys were dressed in skirts and shirts. “This has been a yearly tradition and learners from FPCHS have been dressing like this from 2009; it is good clean fun and
has nothing to do with homosexuality, as is clearly the reason for Sepuru having a problem with our dress-code on Friday.” He further explained that they were all called in on Friday causing them to miss the first three lessons of the day. They claim they received no notice of suspension and were all sent home and told to return with their parents on Monday. “Many of our parents work out of town or cannot travel to the school on Monday. So we returned to school on Monday only to be chased from the premises again,” the learner explained. Learners also uttered their dismay with the current code of conduct of the school, which determines that a learner found to be smoking weed on school premises only faces a suspension period of one week, while they have all been threatened with suspension until the end of the year when they will only be allowed on the school premises to write tests or exams. When asked about the incident and why the learners were sitting outside on the pavement, Sepuru confirmed that he had indeed sent the learners home following their indecent behaviour on Friday and that they were waiting outside for taxis and other transport as 90% of the learners attending his
school come from areas like Mankweng and Seshego. “I never told the learners they were immoral, I simply told them that they were portraying indecent behaviour. Would you like it if your husband was dressed in a skirt? It is not right.” Sepuru further says parents were invited to the school and most had by Tuesday visited the school to clarify the matter. “They agreed that it was not correct behaviour,” he stated. Sepuru further said that he feels the media is now trying to single out the only black government school in Polokwane that is successful and added that he perceives it to be a racially motivated attack, adding the journalist in question had a pre-1994 attitude and was attempting to degrade the image of his school. Attempts to contact Pitsi Maloba of the Department of Education were fruitless.

Polokwane next in line for medical milestone KESHIA J V RENSBURG >> keshia.observer@gmail.com
The Human Papilloma Virus (HPV) vaccination campaigns recently announced and launched by Health Minister Aaron Motsoaledi is expected to reach Polokwane within the next week with schools from across the city taking part in the drive. This is according to the spokesperson for the Limpopo Department of Health and Social Development, Macks Lesufi. Lesufi added that parents whose children might miss their vaccination dates at their schools are urged to take their children directly to local clinics like Buite Street and Rethabile Clinic where the vaccinations will also be done free of charge. Lesufi further added that the initiative has put South Africa on the map by making them the first African country to roll out this vaccination of Grade 4 girls, who are nine years and older. Health Minister Aaron Motsoaledi during the national launch said the campaign is a significant public health milestone and is expected to reduce instances of cervical cancer and its associated mortality within the next two to three decades. Lesufi explained that the vaccine assists in preventing infections stemming from HPV strains which have been found to be the cause of most known cervical cancer cases. “The introduction of the vaccine forms part of the Integrated School Health Programme. It is important to remember that cervical cancer is the most common cancer diagnosed in women in South Africa and medical research has proven that there are approximately 16 million women over the age of 15 who are at risk of getting cervical cancer.” A local doctor explains that although it is still a fairly new vaccine in South Africa, the importance of not just girls in Grade 4 being vaccinated but also all women between the ages of 9 and 45 years, especially those who might have in the past had an abnormal pap smear result, seems to be forgotten. “The vaccinations have only been subsidised for the school roll-out, thus due to the high prices of the vaccine under normal circumstances it could prohibit many needy individuals from getting their hands on the vaccine.” The price ranges from R500 to R900 per dose, needing up to three doses to be fully covered. In most cases it needs to be ordered in advance as it has not yet become popular enough to permanently keep in stock.

Coghsta intervenes at OBSERVER Mogalakwena Municipality Maart 20, 2014
polokwane
RC Myburgh >>rc.observer@gmail.com
P
olitical parties in Limpopo welcomed the decision by the Executive Council to place the Mogalakwena Municipality under Section 139 1(b) of the Constitution following the findings of a rapid assessment team sent by the Department of Corporative Governance, Human Settlements and Traditional Affairs (Coghsta) two weeks ago. In a media briefing Monday afternoon Coghsta MEC Ishmael Kgetjepe said the department followed the developments in the municipality with keen interest. “The challenges in the municipality continue to dominate the public and the media in particular. The centre of their challenges include dispute over the contract validity of the municipal manager and the council and institutional instability characterised by serious infightings amongst council members and senior officials which negatively affected the ability of the municipal leadership to fulfil its legislative mandates including the provision of basic services and efficient financial management,” he said. Kgetjepe added that the situation at Mogalakwena Municipality is inconsistent with the objectives of the establishment of Local Government Sphere as enshrined in the Constitution. He said that the decision taken by the Executive Council means that Coghsta will assume re-
sponsibility for the relevant obligations in that the municipality maintain essential national standards or meet established minimum standards for rendering of services; prevent the municipal council from taking unreasonable action that is prejudicial to the interest of the municipality and the province and to maintain economic unity and stability in the municipality. “Since October Coghsta has been engaging the municipal council on all levels. The department has sent teams to assess the situation at the municipality in an endeavour to bring the situation
to normality. It is our firm belief that the decision by the Executive Council will go a long way in addressing the challenges facing the municipality. We call on all stakeholders and the people of Mogalakwena to work closely with the department during this intervention period,” he said. In a press release by African National Congress (ANC) Provincial Spokesperson Khumbudzo Ntshavheni he is quoted saying: “This decision is preceded by numerous attempts by the ANC and Coghsta to resolve the challenges at the municipality. We have confidence in the

legal processes initiated by Coghsta. This is a demonstration of the commitment by the ANC-led administration of not tolerating any actions or inactions from any quarter that compromises the ability of our communities to receive services.” Democratic Alliance (DA) Provincial Leader Jacques Smalle also confirmed the party’s satisfaction with the decision. “We just hope the MEC will appoint an independent administrator to oversee the intervention to avoid further negative implications on the situation,” Smalle said.

Job seekers benefit from Labour Dept’s intervention Herbert Rachuene >>herbert@mailbox.co.za The newly formed partnership between the Department of Labour and the Media, Information and Communication Technologies Sector Education and Training Authority (MICT Seta) is set to decrease the ever increasing unemployment rate of young people in the province. Spokesperson for the Department of Labour Johannes Mokou said in a statement on behalf of the department the partnership will afford over 100 job seekers from various parts of the province an opportunity to enter into a learnership programme as part of the departmental mandate to absorb job seekers in the job market. “We have a responsibility as the department to help government regarding employment and this is but one avenue that we are pursuing. We have used our reliable Employment Services of South Africa (Essa) system to search for 40 qualified jobseekers per region and we have handed their names to MICT Seta,” Mokou said. He also said MICT Seta will follow their own selection processes to choose their best 25 out of the 40 that we have provided in these various regions respectively to attend their one year long leanership programme. “Seventy percent of the people selected for this all important opportunity are job seekers who have contributed to Unemployment Insurance (UI) before and the other 30 percent are ordinary job seekers in our database.” Mokou further added that they have prioritised these UI contributors because the whole programme is spearheaded by Unemployment Insurance Fund (UIF). “These developments are encouraging and prompt us to have continued discussions with other potential employers to use our database for their future recruitment ventures. Speedy discussions with interested parties will enable us to ensure that job hunting is being eased, while the employers‘s plight for recruitment and finding the best candidates is also lessened as well,” Mokou concluded. UIF is a departmental agency that acts as an interim relief for people who have lost their jobs through contract expiry, dismissal or retrenchment.
Dog food factory in OBSERVER 11 Palmietfontein ordered to cease operations Maart 20, 2014

T
he outcome of the court order by the Polokwane Municipality against a dog food factory operating from Plot 63 in Palmietfontein without the necessary permits was heard in the Polokwane Magistrate’s Court on Monday. The municipality succeeded in obtaining a court order instructing the owner of the factory to cease any illegal business activity, including the manufacturing of dog food on the premises.
The matter ended in court when the manufacturer continued to run the operation despite a five-day notice issued by the Polokwane Municipality over a month ago. This after residents from Palmietfontein living in close proximity to the factory complained of an offensive smell that is discharged from the boiler during the production process to manufacture the dog food. After the issue was brought to the attention of the Palmietfontein Community Policing Forum (CPF) the matter was referred to environmental officials from both the Capricorn District Municipality (CDM) and Polokwane Municipality.
NEWS
Members of the CPF and environmental officials from both municipalities then visited the factory to see if they had the necessary permits to operate in Palmietfontein. On closer inspection the factory was found to be operating illegally and a five-day notice was issued to the owners to stop the production of dog food at the premises. However, the notice was ignored and production continued leading to the case being referred to the legal department at Polokwane Municipality a month ago for further action to be taken against the owners.
Millions invested to combat rhino poaching Warren Blunt >>warrenb.observer@gmail.com With the number of poached rhinos in South Africa this year alone having already reached 172, a historic R255 million commitment to combat the continuous conflict between poachers and conservation authorities was announced last Friday. The anti-poaching commitment between the Howard G Buffet Foundation (HGBF), a private foundation in the United States, South African National Parks (SanParks) and the Nature Conservation Trust (NCT) is a threeyear initiative to combat rhino poaching in the Kruger National Park (KNP) and to test antipoaching tactics that can be applied to other regions of Africa. The announcement of the R255 million funding was made at the Rosebank office of Standard Bank last Friday, which also announced its own support for the initiative by providing favourable banking fees and interest
on the funds which the bank will hold. The operational plan in KNP where 113 rhino have been poached to date this year will establish an Intensive Protection Zone (IPZ) using sophisticated detection and tracking equipment. Added infrastructure on the ground and air, elite canine units, highly trained ranger teams, intelligence gathering and observation, and improved surveillance systems are other measures that will be implemented by the initiative. KNP is currently home to over 40% of the world’s remaining 22 000 rhinos, the largest single population of rhinos in the world. Since January 2010, 1 383 rhinos have been killed in the park, a large percentage of the 2 368 rhinos poached in South Africa over the past three years. KNP’s poaching problem is fuelled mainly by illicit criminal networks in Mozambique, South Africa and East Asia, but evidence suggests that armed groups elsewhere in Africa derive significant funding from poaching activities. The park’s
IPZ will serve as a testing ground to put together strategies to combat poaching in other African regions. At the press announcement last Friday, HGBF Chief Executive Officer and NCT Chairperson Howard G Buffet said: “SanParks under the leadership of David Mabunda and the KNP anti-poaching unit under the leadership of Johan Jooste, provide a unique opportunity to test new technology and new ideas within the best operating national parks system on the continent.” Mabunda said the scale, complexity and strategic value of the initiative is unprecedented for SANParks. “We truly believe the initiative will be transformative in our ongoing effort to address poaching and the decimation of the rhino population in the KNP. More importantly, the lessons we hope to learn will develop new and more effective ways to combat illicit wildlife trade, particularly where it is financing armed groups,” he elaborated.

Sy was 57 jaar oud.

Lovers of classical music can look forward to a performance by The Flutes Music Ensemble on 5 April at the Nederduits Gereformeerde (NG) Kerk Pietersburg-Oos. The members of this locally based ensemble come from all corners of Limpopo and have made it their annual mission to venture into the world of classical and opera music development. The ensemble was established in May 2013 by Mpho Gadebe, Mashota Makwela, Marcus Makgabo and Matshidiso Selamolela after noticing the sub-standards of choral, classical and opera music in Limpopo. The group headed by Chairperson Mollale Bopape (mezzo soprano) presents works from international and national choral and opera music composers whilst inspiring audiences through live performances of artistic excellence, combining superbly the enjoyment and appreciation of classical music in people of all ages and cultures. Not only are these musicians becoming the classical music pioneers in Limpopo but they have also gone one step further by giving
their fans a recording to appreciate at home in the form of their first debut recording of a DVD/CD combo of their official launch concert during a performance of Frans Schubert’s Mass in G Major by the University of Limpopo Choir. The flute ensemble was created by likeminded musically trained individuals who have through the years acquired intensive knowledge on the choral music and operatic genre while championing the sharing of musical
knowledge with the broader society through the organisation of workshops, training sessions and seminars. The group also aims to raise the awareness and appreciation of choral music and opera in communities across Limpopo. Tickets for their Polokwane debut cost R80, including a light meal to be served after the concert. To secure tickets contact Bopape on 082 407 4987 or Selamolela on 076 970 0939.

ANC receives R1,3m donation YOLANDE NEL >>observer.yolande@gmail.com
A
sizeable donation of an estimated R1,3 million by a family business towards the African National Congress (ANC) electioneering campaign in Limpopo was described as a first of a kind. The ruling party received the donation constituting six bakkies earmarked for its electioneering campaign from Sidney Molokoane representing Mums Business Enterprise, an entity based in Seshego, on Monday. Molokoane was introduced to the media during a brief session at Frans Mohlala House, the home of one of the vehicles. The five remaining vehicles were destined for allocation to the ANC’s five regional offices across the province.
Announcing the donation, ANC Provincial Secretary Nocks Seabi said the Polokwanebased business family were members of the ANC in good standing and pledged the donation to assist the organisation to rebuild its structures and carry out the ANC electioneering work as 7 May drew closer. “This donation comes at the height of an intense elections programme where the ANC is looking at amassing over 90% of the votes at the polls in May 2014. That’s our provincial commitment. These bakkies will be used for campaigns and to ferry volunteers, supporters and members to conduct door to door drives and to also heighten the ANC brand in various communities.” Seabi further indicated that until recently the organisation had been relying on vehicles

The start of the decay on the gravel road servicing plots 7 to 28 in the Palmietfontein area.
Shocking state of Palmietfontein gravel road WARREN BLUNT >>warrenb.observer@gmail.com Residents living on smallholdings at Palmietfontein have lodged a complaint with the Polokwane Municipality about the shocking state of the gravel service road to plots 7 to 28 that is unusable by a standard two-wheel drive vehicle, especially after heavy rains. The recent excessive rainfall has washed away most of the road and when Polokwane Observer visited the site last weekend it was impossible to drive along the road in a small car, which happens to be the common mode of transport for most of the residents living in the area. The short section of the damaged-beyondrepair road that was travelled on could only be attempted in an all-wheel drive vehicle and it was a minor miracle that the vehicle was still in one piece after the excursion. Residents who have to use the gravel road for access to their smallholdings are unable to travel along the road except in a four-wheel drive vehicle. Even then, they are at risk of getting stuck, according to the Community Policing Forum (CPF) at Palmietfontein. One member of the CPF said he had to assist many residents that got stuck along various places along the road last weekend. Chris Nel has been living in the area since 1972 and says all landowners pay rates and taxes to the municipality for services rendered. Included in these services is the maintenance of all the gravel roads in the area. “Gravel roads used to be graded on average every three months, but the last time this road was graded
was in August 2013,” Nel explained. After all the rain this summer the road has deteriorated to such an extent that grading will be of no use. The entire road will have to be resurfaced or tarred, according to road building experts busy with a road building project nearby. The CPF at Palmietfontein has on behalf of residents inconvenienced by the service road lodged a protest with the Polokwane Municipality on the lack of maintenance to the road. At a recent Palmietfontein CPF meeting it was noted that Polokwane Municipality has provisionally given 24 March as the date on which the municipality will attend to the matter. Polokwane Municipality Spokesperson Malesela Maubane said the municipality is committed to ensuring that all roads are in a good condition and has set aside a budget for road maintenance. The Palmietfontein roads included in the ga-Chuene/ga-Maja Cluster will only be dealt with at the end of March.
Unless plot owners and residents are in a four-wheel drive vehicle they will get no further than this obstacle when travelling along this gravel road in Palmietfontein.

>> Donation described as first of a kind >> Fleet of bakkies earmarked for electioneering campaign belonging to individuals and good Samaritans, which had an adverse impact on the running of the provincial office in most instances. In encouraging other economic role players to do likewise, Seabi said it was a first of its kind. Molokoane said what motivated the family to make the donation was that the ANC was the only organisation which liberated the country and as a family they would want to see the ANC achieve the 90% benchmark in the province. He said they as a family have been in the forefront of the struggle since before the ANC was liberated until today, that they considered themselves as part of the ANC and they wanted to see the ANC reach the percentage of votes they set out to do. Without expecting favours in return they made the donation in good faith so the ANC could achieve, he indicated.

T
he South African Social Security Agency (Sassa) in Limpopo received a welcome boost in their quest to deliver services to the remote areas of the province after the delivery of their new fleet of vehicles last Thursday. SASSA Limpopo has been experiencing a shortage of vehicles to reach the remote areas of the province where the majority of grant recipients are located. Sassa has 54 offices and 101 service points in all five districts of Limpopo and the shortage of vehicles was hampering their efforts to deliver quality services to the rural communities.
After lengthy negotiations with National Treasury by the Sassa Head Office, an allocation of vehicles worth R249, 762 million was approved in October 2013, with 183 vehicles at an estimated cost of R20 million allocated for Limpopo. The fleet of vehicles is made up of 55 sedans, 25 light delivery vehicles (LDVs) with canopies, 70 double cab 4x2 LDVs with canopies, 13 double cab 4x4 LDVs with canopies, 12 mini buses and eight panel vans. Speaking at the fleet distribution event last Thursday, Sassa Limpopo Regional Executive Manager Themba Matlou welcomed the receipt of the first consignment of 136 vehicles that have been registered and branded with the agency logo. He urged the drivers of the vehicles to look after them and use the cars and LDVs for work purposes only. Matlou added that the new fleet will go a long way towards Sassa’s new service delivery strategy of improving the turn-around time in processing new applications at all service points in the province to one day, with their re-modelled application process and the Sassa smart card.

Lepelle Northern Water through their Cooperate Social Investment donated a 40-seater Hino bus valued at R850 000 to Botlokwa Special School on Thursday. The Department of Education at the same time handed over a completed administration block, five classrooms and ablution facilities to the value of R3,6 million to the school. Lepelle Northern Water board member, Ngokoana Manthatha said they received a request from the school for various items that could assist in the school running efficiently. Initially they provided five JoJo tanks. “We painted some classrooms during Nelson Mandela day and promised them a school bus and today we are finally handing that bus to the school, he said. “The purchase of the bus was done with a clear understanding of the challenges encountered in transporting learners to school and their respective homes. This will improve the lives of the learners at the school. We understand that most of the parents were unable to take their children to school due to difficulties with transport, Manthata said. “We are leading the way in supporting education and we wanted to bring change for the learners of this school. Our belief is that for education to run efficiently, each institution must play its part towards building our nation. The contribution we made is significant enough to prove that we are attentive to societal matters to improve the conditions of our people, Manthata said. Molelome Mayor Pauline Makgatho thanked the Department of Education and Lepelle Northern Water saying that with their gestures they have reduced some of the challenges they are facing in the municipality. “Sometimes on our own we are unable to deal with these challenges. We appreciate the efforts of our Department of Education and Lepelle Northern Water in ensuring that the learning conditions in the school are better, Makgatho said. Senior Manager for Inclusive Education and Public Special Schools at the Department of Education, Matsobane Mabote said it is the responsibility of the department to ensure that there are resources at the schools. “We have 34 special schools in the province and they are all confronted with challenges that need our attention. “However, we are happy that we managed to build classrooms for learners of the school and we are confident that the classrooms will improve the learning conditions at the school, Mabote said. Principal Cooky Mehale said the opening of the new classrooms and the donation of the brand new bus marks another milestone in the development of Botlokwa Special School. “I would like to convey my collective word of appreciation and gratitude to the Department of Education for the classrooms and the admistration block. “To Lepelle Northern Water we are saying thank you for being our Messiah by having responded positively to the schools’s request for learner transport. The bus will benefit the school greatly by transporting the learners daily as well as on educational tours, she said. Botlokwa Special School caters for learners who are primarily intellectually impaired. They admit learners with multiple disabilities ranging from severe mental retardation and behavioural problems to hearing impairment, specific learning difficulties, autistic spectrum disorder, epilepsy as well as attention deficit hyperactivity disorder.

he President’s Award for Youth Empowerment, in partnership with Brand South Africa hosted a Youth Dialogue and Action Workshop at Merensky High School in Tzaneen recently. The theme of the workshop was: “Twentieth year of democracy - how can Award participants be involved in realizing the National Development Plan through active citizenship?” During the workshop, Goitse Kolopi, an assistant researcher at the National Planning Commission (NPC) interacted with Award participants from across Limpopo encouraging them to be actively involved in the realization of the National Development Plan. More importantly, Award participants were able to share with representatives of the NPC, Brand South Africa as well as local and provincial government, what they were already
doing as part of their involvement in the Award Programme. Palesa Mathuludi, Programme Manager for the President’s Award for Youth Empowerment in Limpopo said: “On a daily basis, we see and work with young people who are not waiting for government to make things happen; instead they initiate community development through our interventions.” The President’s Award for Youth Development has a growing presence in the province, having hosted the first Bronze and Silver Award Ceremony in Polokwane in August last year, which was attended by the MEC for Education, Dikeledi Magadzi. Martin Scholtz, the Chief Executive Officer for the President’s Award said: “We are excited about giving the opportunity for young people in more rural parts of South Africa to engage in discussions around active citizenship and its implications on the future development of the country. We need more young people to be actively
involved in their communities and in their own development. The framework of the award programme does this in a very tangible way.”

he Porsche Club Central South Africa sponsored a gymkhana on the northern parking area of the Mall of the North on Saturday. The area was cordoned off to ensure the safety of participants (and their valuable cars) as well as spectators. A technical road course was designed which took cars through a series of cones to simulate driving obstacles such as sharp turns, lane changes, sweeps and kinks. A number of Porsche sports cars were on display and passengers could be taken around the track at a fee of R50 per round. The Porsche Carrera GT3 RS of Philip Smit was very popular and there was also a queue to enjoy a round in the pitch black 1995 Porsche Carrera RS of Ray Smit who joined from Johannesburg to participate in the event. Smit told Polokwane Observer that his black RS is one of only 48 right-hand drive models manufactured worldwide and also one of 30 imported to South Africa.
There are also only 20 of these cars still in running condition. He was already offered 120,000 GBP for his vehicle but has no intention to part with it. According to Smit, his RS was clocked a second slower than the latest Carrera GT3 RS at Kyalami. Gerhard Lötter also paid his R50 and after his once in a lifetime experience around the track, he said: “This was astonishing and worth much more than I paid for. Wow!” The track was also available for other motor sports enthusiasts and drivers of two E-class Mercedes-Benzes, a BMW 3-series, a Volkswagen Golf, a Volkswagen Polo GTi, Subaru Imprezza and even a beach buggy were among those that took the opportunity to test their skills through the obstacles. None of the vehicles were obviously standard and spectators were amazed by the high speed at which the drivers negotiated the cones. The track times were electronically timed and the fastest time around the track was recorded for the Carrera GT3 RS, followed by the Carrera RS. Pieter Botha’s Volkswagen Buggy with a 2 000 cc Golf engine came third.

Understanding the budget BARRY VILJOEN >>barryv.observer@gmail.com
F
or the man on the street, the amounts allocated to the different government departments and their functions in the province’s 2014/2015 budget, remains the matter that receives the most attention. The budget is however a complex and interactive tool that drives all the programmes and activities of government. The budget consists of revenue and expenditure. In terms of the Public Finance Management Act no 1 of 1999 (as amended by Act 29 of 1999) Parliament and each provincial legislature must appropriate money for each financial year for the requirements of the state and province. No expenses could therefore be incurred if it has not been budgeted for. The total projected revenue of the Provincial Government (for the first time now just over R51 billion), comes from equitable shares (transfers from central government), conditional grants (specific allocations) and own revenue. The projected income from own sources for 2014/2015 is under two percent of the projected revenue. The grants are based on population figures and the conditional grants come with conditions. If a conditional grant is not spent in time, it may be returned to National Treasury and be re-allocated to another budget or province. During the 2013/2014 financial year, an amount of R1,3 billion of conditional grants was not spent and has to be returned to National Treasury. During a pre-budget press conference, the Head of Department for Finance, Gavin Pratt however confirmed that National Treasury will be approached to see if some of the funds (especially those for uncompleted projects), could be retained. He further emphasised that the province could not just spend money for the sake of spending as certain procurement process interventions still had to be finalised. The new procedures are now in place and projects could be rolled-out. A skills audit is also under way and will ensure that the province’s capacity is improved. “The money follows the capacity”, he said.
A matter of concern that was raised during the media briefing was the fact that the population of Limpopo has declined since 2011 and that it is expected to decline further. Limpopo’s proportional share of the South African population was 10,98 percent in 2011 and has declined to 10,4 percent in 2013. This decline influences the grants from National Treasury. Reasons for this decline is inter alia the migration of young people (after school) to study or seek employment elsewhere as well as learners believing that the circumstances at schools in the big cities are more conducive to better results. Desiree van der Walt, Democratic Alliance Caucus Leader in the Limpopo Legislature, commented as follows: “Limpopo is still facing massive problems of unemployment, corruption and maladministration. The budget allocated to various departments will still be returned to the national treasury as long as incompetent people are still at the helm. Limpopo has had to give R1.3 billion in government revenue to other provinces due to some departments failing to spend as per the Revenue Act.” Speaking on behalf of alliance partner Congress of South African Trade Unions (Cosatu), its Provincial Secretary Dan Sebabi,

In addition the general valuation roll will be made available at website www.polokwane.gov.za An invitation is hereby made in terms of section 49(1)(a)(ii) of the Act that Property owners or other persons who so desires, should lodge an objection with the Municipal Manager in respect of any matter reflected in, or omitted from, the valuation roll within the abovementioned period. said that government’s allocation to education and health is appreciated. The infrastructural development will provide temporary poverty alleviation through job creation. He has however emphasised that this budget did not have the intention to unlock the huge potential that the province has with its productive economy. The focus should be on manufacturing locally. He raised the question why the busses for the envisaged road transport projects can’t be built in Limpopo. Economist Glen Steyn commented as follows: “For the first time ever, the province’s budget exceeded R51 billion. Seventy percent of this amount comprises of compensation to employees. This amount is largely spent within the province and keeps many large and small businesses profitable. Approximately twenty percent is used for government expenditure such as office rental, municipal services and stationery. Therefore a large portion of the budget is spent within the province. Employee compensation at this level is much higher than the national average. We would therefore expect that employee productivity should also be higher than the national average.” Steyn added that the portion of the budget that remains for infrastructure is only ten percent which is not sufficient to unlock the local PHOTO: BARRY VILJOEN

t is pricey, but when you consider what you actually get for your money, the 2014 Jeep Grand Cherokee SRT8 is sure to impress from the onset. Viewing a beautiful white SRT8 at the
showroom of Mercurius Motors Polokwane one notices a similar exterior design to the previous model with the 2014 SRT8 featuring very distinct enhancements to the lighting, front fascia and wheels. The design team wanted to remain true to the roots of the Grand Cherokee, while breaking out some styles that would make the vehicle stand out even more. The PHOTO: RC MYBURGH

lower mouth area of the new SRT is the same as the previous model, but the whole grille area and headlights have been modified. The grille is shorter and has been moved slightly higher, making the vehicle appear lower and wider. Also new for 2014, the front fascia on the SRT8 is coloured in gloss black. Completely new taillights highlight the brand-new liftgate on the SRT8. Two separate taillights separated by body colour and a Jeep badge is also new. The LED taillights offer a unique glow at night that adds a certain style to the rear of the vehicle. When you open the driver’s door it is clear that style, functionality and authenticity were the main ingredients used during the interior design process. Among the most prominent features upon entry into the SRT8 are a brandnew steering wheel, all-new instrument panel cluster, an integrated centre stack, updated push-to-start button and re-designed storage bins on the doors. Striking colours and surfaces were key motivators for the design team as they moulded the premium interior. The new SRT is all about the new eight speed transmission. A capable transmission can transform a good sports car into an extraordinary machine. The new eight speed transmission builds on the proven capabilities of the Grand Cherokee SRT8 further enhancing its confidence-inspiring abilities. The new
The interior is fitted with a brand new steering wheel and instrument panel cluster. transmission does not have the old AutoStick shift feature on the center console shift lever. Manually changing gears is now accomplished with the paddle shifters on the steering wheel. The new transmission has a lower first gear than the previous five speed gearbox so the car can be quicker off the line. With a bigger 6.4-liter HEMI V8 under the hood, Fuel Saver Technology offers improved fuel mileage, with increased power over the previous-generation SRT8 powertrains. Fuel Saver Technology, a torque-based system, deactivates four cylinders when full power is not required. One such common scenario would be while cruising at highway speeds. The even application of throttle during cruising tells the system that it can knock out four cylinders and start saving fuel. The engine delivers 344 kW at 6 250 rpm and 624 Nm at 4 100 rpm, modulated by a Quadra-Trac active on-demand all wheel-drive transfer case, with brake traction control on the front axle and an electronic limited-slip differential on the rear wheels. A retuned Select-Trac dynamic control system actively tunes the chassis set-up according to driver input and driving conditions. The new SRT8 is surely the bully in die SUV segment and can be viewed at Mercurius Motors Polokwane on the corner of Nelson Mandela Drive and Grobler Street.

Living Limpopo>> Soweto boy gives back to Limpopo
>> It is here where he intends to stay, a province viewed as being endowed with many riches YOLANDE NEL >>observer.yolande@gmail.com Thabiso Kotane is a Soweto boy, but seven years after having traded Gauteng for Limpopo he sings the praises of the province he considers home. It is here where he intends to stay, a place which he views as being endowed with many riches. Kotane regards Limpopo as a wonderful province which counts as one of the most beautiful in the country and having huge potential, but doubts whether significant strides are being made to maximise its potential arts and business-wise as well as where other aspects are concerned. In his customary forthright manner he is quick to point out that Limpopo is not selling itself as tourism destination as it should, maximising the potential of artists and performers or developing entrepreneurs or recognising education as expected. “As a province we have such big potential.” Having just been promoted to the position of station manager at Capricorn fm, he would continue his passion for developing local talent as he has been doing in the past in the capacity of news editor – while also being talk show host - at the station and trainer of community radio journalists for the Institute for the Advancement of Journalism. He has been with the station since inception in 2007 and has seen the brand grow, continuously aiming to maintain the attractiveness thereof while aiming to improve it. “We need to stay connected with the people, to continue to be relevant to our market and need to inspire, particularly young people to be innovative, have a sense of confidence and achieve in general.” The road to being given the hot seat has been an eventful one in journalism and his resumé speaks of strides both internationally and locally. Kotane’s career took shape in 1996 when he started out as deejay, news reader, news compiler and sports presenter at the Voice of Soweto. His journey took him to Germany where he furthered his studies in radio journalism with Deutsche Welle Broadcasting Centre and then back to South Africa where he worked for Classic fm before joining Business Day Radio. He was later employed as producer and researcher by Summit TV and eTV before joining Metrofm as producer, advancing to Kayafm as executive producer of different shows. He returned to the SABC as senior producer for SAFM before a detour to Limpopo which was initially supposed to have lasted a year or two. Kotane’s interests lie in development and when it comes to journalism he voices the opinion that in South Africa problems arise from higher education institutions not producing journalists who display the synergy between what they have learnt at school and being ready to work in the industry. In his next life, he quips, training development would be one of his destinations upon retiring. In the meantime his presence is considered beneficial to Limpopo, a province that has taught him that humility goes a long way. However small, it is something Thabiso Kotane truly values. And checking the ingredients that go into a success recipe, one is sure to discover that it is one of the underlying elements to corporate success. PHOTO: YOLANDE NEL

>> ‘Never leave a situation until it is too late’ – Sandra Nel KESHIA J V RENSBURG >> keshia.observer@gmail.com

ith the celebration of International Women’s Day on 8 March just behind us, it is hard to believe the strides many, though not all, women have taken to secure the mental, physical and political freedom we enjoy today. Although thousands of women fought whole-heartedly, some even paying with their lives, not all reap the benefits our foremothers so humbly and bravely fought for. Although equal rights are what we’re supposed to be enjoying we still face many challenges on a daily basis. Even though women’s rights are supposedly a priority, the degradation of women by means of gender based violence and the resultant effects keeps rearing its head. Keeping women and children safe and the empowerment of these women have taken a back seat to politics, election campaigning, high profile court cases and possible floods around the country. Statistics revealed in a message from Sonke Gender Justice on International Women’s Day divulged that in South Africa
Walking several paces behind is so outdated 21 women are killed at the hands of someone they love or a former spouse every week. This totals nearly 1 000 women a year and approximately one woman every eight hours. Polokwane Observer spoke to Sandra Nel who, with more than 30 years experience in the counselling and motivation of women and children, shared some of the issues she has been facing and trying to help with over the years. She explains one of the biggest issues facing women in South Africa and Polokwane in particular is the plight of single parenting and the effects it can have on unsupported individuals. Nel explains that in many cases these women have a very hard life and handle parenting struggles usually shared between two partners on their own. “Playing the role of the mother, the father, the breadwinner and the disciplinarian is much harder than it seems.” Young women who also become pregnant before they have been able to aptly set themselves up or educate themselves creates huge issues, especially in the long run when some women tend to stay with the men or individuals causing them heartache or abuse, because
Is your private security company operating within the legal parameters? WARREN BLUNT >>warrenb.observer@gmail.com With the massive growth in the private security business sector over the last thirty years as a result of the increase in criminal activities in South Africa, many new companies that set up operations fail to comply with the Private Security Industry Regulation Act (Psira). As a consumer of security services the Psira (Act 56 of 2001) places an explicit legal onus on consumers of private security services to

use only legitimate and registered security service providers. Consumers can be found guilty of a criminal offence and can be prosecuted for intentionally or negligently using the services of a security business that is non-compliant with the Act. This includes government departments, private companies, households and individuals that make use of private security companies. All private security service providers have to be registered with the Private Security Industry Regulatory Authority and a registration certificate must be made available on request. Psira is the controlling body for all private security companies. All registered private security companies also have to produce their latest Psira audited inspection report if requested. Another pertinent factor that must be raised by anybody making use of a private security company is if all personnel belonging to the company are in possession of the necessary training certificates from accredited training establishments registered at Psira. Another issue is that all security officers deployed to provide a security service are paid the minimum statutory wage applicable in terms of the sectoral determination for the private security industry issued by the Minister of Labour. Most importantly, does the private security business register for tax and can they provide their tax clearance certificate and up to date contribution towards the South African Revenue Services? If the security company can provide all of the above on request, your private security provider is in all likelihood operating within the parameters of the law. Any complaints or queries regarding private security companies in Limpopo can be made with the Psira office in Polokwane on 015 297 0209. if they don’t they will have no place to go and no one to support them financially. Another issue high on her list is the sometimes unnecessary pressure placed on working mothers. “Before work you don’t just prepare yourself for the day lying ahead of you but you have to firstly start with preparing the children for their day and once you have completed doing that and have dropped them at school or crèche can you really start focussing on mentally and physically preparing yourself for the day. “The whole day you need to be completely composed and focussed on your work forgetting the small things that fill your mind like, is my child safe right now, has he done his homework and will I be home in time to bath the baby?” These are just some of the thoughts that flood your mind, while working. Finding a perfect balance between work and family is very difficult and being a happy mommy with a smile on your face sometimes becomes almost impossible after working a full day in an environment not usually conducive to a smiling face after hours.
She adds that many women are not knowledgeable when it comes to matters relating to and the legalities surrounding separation and divorce. “Women need to be empowered about their rights and know what they can legally do in such situations, some women don’t know what they are entitled to after a separation or divorce and ended up getting much less than they deserve in terms of settlements and maintenance orders.” Physical abuse is also a matter of great concern, but mental abuse has lately been becoming the sufferance of choice for some women who do not know that mental abuse is mostly more hazardous to your health and your life than the actual physical abuse. “Nobody sees the pain and the hurt, you look good from the outside but inside you’re dying.” Nel says it is very important for women to know that they have options and can empower and strengthen themselves. “There are many institutions and centres that can help you when you are in despair. Seeing someone and talking about your problems is always the best solution. Never leave a situation until it is too late.”

MEC for Sport, Arts and Culture, Mirriam Ramadwa on Monday addressed a gathering before the start of the street carnival that marked the onset of the Mapungubwe Arts Festival. Ramadwa said the festival is her department’s contribution to the celebration of Human Rights Day tomorrow (Friday) so that people have the opportunity to spend leisure time together, give artists an opportunity to showcase their talent and at the same time foster social cohesion, unity and nation building. friendly tournament between Erasabel Fencing Club from Mokopane and Polokwane’s Firebird Fencing Club was well attended at Bolivia Lodge on Saturday. The tournament saw fencers testing each other’s strength in foil and epee in the junior and senior categories. Tournament organiser and Chairperson of Firebird Fencing Club, Tersia Goosen said their main aim with the tournament was to create more awareness and grow the sport in the province. “We only have two fencing clubs in the province and that is not good at all. Firebird has only 12 members and Erasabel has only eight. We would like to enrol more
members in the future,” Goosen said. Goosen said they will be visiting other districts of the province in future to establish more clubs. “We are going to start in Musina and proceed to Sekhukhune. The aim is to set up more clubs in the province so that we can be more competitive,” she said. Goosen invited all aspiring fencers to contact her on 073 450 2224 for more information about the sport or joining the club. Baroka going strong in NFD Herbert Rachuene >>herbert@mailbox.co.za Baroka FC and Black Leopards FC’ s quest of competing in the Premier Soccer League is gaining momentum after the two produced sublime performances in the 2013/2014 National First Division (NFD) season that could earn them a spot in the league. Since the beginning of the season both teams have demonstrated scintillating form winning 90% of their matches and making clear their intentions of competing in the top flight of the league. Baroka, currently in second position of the NFD managed their 12th victory of the season when they beat African Warriors 2-1 at Charles Mopeli Stadium in Free State on Sunday to reach 42 points after 24 matches. Meanwhile, Leopards who are on the form of their lives in the league thumped the struggling Sivutsa Stars 6-1 at Giyani Stadium on Saturday to cement their 3rd position on the log with 41
points after 24 matches. Owner of Baroka FC, Khurishi Mphahlele has attributed the team’s remarkable run in the league to stability and cohesion among players. “Credit must go to the players and technical staff. The team has been together for five years. The players that are playing in the team are the ones who started with the team in the third division. We have kept that core and the most amazing thing is that they know each other and they play for each other. I think that is one of the strengths of the team. Yes, we have signed two or three players from other teams but their contribution is minimal,” Mphahlele said. He also added their aim is to compete in the Premier Soccer League and make the province proud. “We want to make the people of the province proud, but we still have lot of work to do. We are in a position where we cannot rest on our laurels and say we have arrived. We are left with six games and we need to double our efforts in order to achieve our goal of reaching greater heights,” Mphahlele said.

fter two weeks of excessive rainfall throughout Limpopo, Saturday dawned bright and sunny at the Mountain Yacht Club for the annual Ebenezer Mile. The Haenertsburg Rotary Club and all the sponsors involved must once again be complimented for hosting a well-organised and entertaining event. The Ebenezer Dam was filled to capacity and swimmers found the water clear and pollution free for Saturday’s event. The gentle breeze did not make the water choppy and swimmers had a smooth passage for the full duration of the various race categories. Visiting Gauteng swimmer, Kieryn Letley won the Girls u.14 category in an excellent time of 24:28 minutes. Ethan

Young Limpopo resident braves icy seas to help young children

Thohoyandou resident Lazaros Tshikovhi battling the elements on board Investec Africa during the seventh leg of the Clipper Round the World Yacht Race from Brisbane, Australia to Qingdao in China.
WARREN BLUNT >>warrenb.observer@gmail.com A 23-year-old Vhembe resident who has never been on a boat before has just completed over 5 000 nautical miles of ocean racing on a Clipper racing yacht in one of the toughest legs in the world’s longest yacht race when they reached Qingdao in China last week. Lazaros Tshikovhi, from Thohoyandou is one of ten young South Africans aged 18 to 23 and the only one from Limpopo, who was chosen to participate in the Clipper Round the World Yacht Race Sapinda Rainbow Project endorsed by the Nelson Mandela Children’s Fund.
The unique initiative aims to develop young community leaders of the future who will also raise international awareness and funds for the Nelson Mandela Children’s Hospital. The Clipper Round the World Yacht Race was started by Sir Robin Knox-Johnston, the first person to sail solo non-stop around the world in 1968/9. His vision was to enable people, regardless of their sailing history, the chance to participate in ocean racing no matter what their background. Before joining the group of 670 amateur crew that were on board the twelve yachts that participated in the race, Tshikovhi first had to undergo an intensive training course to familiarise himself all the intricate equipment to be found on a racing yacht. Before embarking on his voyage Tshikovhi said: “I’m really happy to be part of this project. I am starting to live my dream because helping people is something I want to do for the rest of my life. At first the training was hard because I was trying to learn everything like the names of all the equipment on board and what it does. You need
to know what everything is used for and the name of all the equipment in order to be able to do as the skipper instructs.” After passing his initial assessment, the brave young man joined the crew on board the Investec Africa for leg seven of the race that commenced from Brisbane, Australia to Qingdao in China via Singapore and Hong Kong. He has spent nearly two months at sea battling against strong headwinds, slamming waves, threats of piracy and heavy shipping, sailing through warm, sunny weather when the journey started to cold, windy conditions towards the end of the leg. After completing the voyage of a lifetime and arriving in Qingdao, Tshikovhi said it feels great to reach his destination in one piece. “We had many challenges when we left Singapore from huge waves, rain and lightning, and extreme temperature changes. When we left Australia it was very warm and at the end in China it was freezing cold,” he explained. He added that the race toughened him up but the experience was stimulating and rewarding and he would like to introduce sailing to other young people when he arrives home in Thohoyandou in a few weeks time. “Personally the race has shaped my life in many ways, most importantly working with different people from different countries and the new things I have seen and done,” Tshikovhi said. The Clipper Round the World Tacht Race Initiative is funded by the Sapinda Group, an investment holding company with particular focus on Sub-Saharan Africa. One of their executive committee members, Dirk van Daele participated in the 2009/10 edition of the race and saw how it developed young people from around the world in building their confidence and leadership skills. It inspired him to see how he could offer a similar opportunity to young South Africans who wouldn’t otherwise be able to participate in the race. When he gets back to Limpopo, Tshikovhi wants to inspire other young people to take on new challenges that make a difference in other people’s lives.
